FormerBethanyBeachPoliceDepartmentchiefMichaelRedmonand formerBBPDcaptainDarinCathellon Thursday,Feb.13,pleadedguiltytothe theftoftensofthousandsofdollars— someofitfederalfunds—earmarked topayofficers’overtime.
Theyarescheduledtobesentenced inWilmingtononTuesday,Aug.12. Bothcouldbesentencedtoupto20 yearsinprison,accordingtoanewsreleaseissuedbytheU.S.Attorney’sOffice,DistrictofDelaware.
TheirpleaswereacceptedbyChief U.S.DistrictJudgeColmConnollyduringapleahearing,alsoinWilmington, attendedbynewBethanyBeachPolice ChiefPatrickFoley,whotoldthe CoastalPointhemadethetrip“torepresentthetownwelovesomuch.”

HailBennett,whosefamilyowns BennettOrchardsonOmarRoad,immediatelystartedcontactingstateofficialsoncehebecameawareofthe plannedclosure.Hepostedinformation about itonhisbusiness’Facebookpage, urgingresidentsandbusinessownersto dosoaswell.

“Thetimingisreallyridiculous,”Littlesaidoftheproject.“ArmoryRoadis extremelybusy,andwhentourismseasonhits,it’smajorlybusy.”
Sheaddedthat,forbusinessesalong theroadaswellasnearbyresidentsand thosewhotraveltheroad,“It’snotjusta minorinconvenience.”
ByTuesday,Feb.18,DelDOTofficialshadannouncedthattheyhadadjustedthetimeperiodfortheclosure andwouldhavetheprojectcompleted byMay15.
“Wehavedirectedourprojectteam toworkwithourcontractortominimizetrafficimpactsbetweenmid-May andmid-September,”DelDOT spokespersonBrittanyKlecansaidinan emailTuesday.
“Thereareseveralrepairitemsthat
requireafullclosureofthemorethan 40-year-oldbridge,”Klecansaid.“Our goalistocompletethemajorityofthe workoverthenextthreemonthsand reopenthebridgebyMay16.”
Klecanacknowledgedthatweather “orothercircumstances”couldstillimpactthetimeline.“However,weare pushingforallworkthatrequiresafull closuretobecompletedfirst.Theremay belaneclosurestofinishanyremaining workafterthefullclosureislifted,”she said.
BennettsaidTuesdaythatheis pleasedwithDelDOT’sresponsetothe community’sconcernsabouttheroad closure.
“Ihadagoodconversationwith [DelDOTSecretaryShanteHastings] yesterdayafternoon,”Bennettsaid. “Theywereveryquickandreceptiveto our requestsandconcernsfromthe community,andtheymadesomequick changes,sowewereprettyhappywith that,”hesaid.
Bennettemphasized,“Thiswasn’t justaboutus.Thereareotherbusinesses onthisroad,”hesaid,aswellasIndian RiverHighSchool.Thedetourtakes trafficdownHonoluluRoad,andBennettquestionedwhetherthatroadwasa safeandeffectivealternativeroute.
“Weknewtheworkhadtobedone. Ididn’twanttocomeoutandsay,‘Don’t do it,’”oranythinglikethat,Bennett said.“Mywifeandmydaughterride acrossthatbridgeeverymorning,sowe wanttheworktobedone.Wejustfelt liketherewasabettertimelinetodoit,” hesaid.
“It’sagoodexampleofwherethe communitycancometogetherandsupporteachother,andchangescanget made.Iwanttobecleartocommend DelDOTonlisteningtousandour concerns,andactinginaverytimely manner.
“Also,wegotalotofhelpandsupport”fromstateSen.GeraldHocker and stateReps.RonaldGrayandRich Collins,Bennettadded.“Iknowthey weredoingsomethingsbehindthe scenestogetthissolved.”
“Ikindofequateittorippingoffa Band-Aid,”Bennettsaid.“Nobody wantstodoit,butithastobedone.We don’thaveachoice.Wemightaswell justdoitasquicklyaspossible.DelDOThasajobtodo.Wealljusttake forgrantedthesaferoadsandbridges andinfrastructure.”
BothBennettandLittlesaidthey stillwouldhavelikedtheseconversationstohavetakenplaceearlier,inthe planningstagesoftheproject,sothat areabusinessesandresidentscouldhave hadachancetosharetheirconcernsbeforetheprojectwasabouttobegin.
LittlesaidshefeelsArmoryRoaditselfhasseenanuptickintrafficinrecentyears.
“Ialmostfeelliketheyneedtodoa trafficstudy,”shesaid,‘becauseit’sreally changed,andIdon’tknowwhy.”

Steffen—previouslytheTown’scode enforcementconstableandformerlya policechiefinPennsylvaniafor28years —boughtahouseinSelbyvillewithhis wife,Pamela,in2010,andthey moved therein2014.Theyhavefivechildrenin theircombinedfamilyandfivegrandchildren.

Thisweek,Duncansaidhisgoalsincludeseeinganewwatertowererected tomaintainbetterwaterpressureonthe eastsideofthetown.
“Weareputtingupa1-million-gallonwatertower.We’regettingreadyto gooutforbids.Wearealsolookingat publicsafety,thepolicedepartment.We havetogetmorepoliceofficers.Wejust approveda$5,000signingbonus,sowe arefocusedonthat.

“TheTownwasabletooffsetthelibrary’sfunding.Wegavethem$110,000 this yearforthelibraryfromtheimpact fees,and$110,000forthefiredepartment.Ithinkthatwasprettygenerous oftheTown,”hesaid.
ConstituentstellDuncantheyare concernedaboutAirBnBsandother short-termrentals,andhowtheywillbe zonedandregulated,hesaid.
“Thatisoneofthebiggesttopics. Peoplehaveshownsomeconcernabout short-termrentals.Wearelookingat thatrightnow,tocomeupwithanordinanceandseewhatworksbest,”hesaid.

TheFraternalOrderofPoliceLodge No.16GolfTournament,tohelpfund Cops&Goblins—OceanView’sannualHalloweenevent—isplannedfor 1p.m.onMonday,April7,atBearTrap Dunes.Buteventhosewhodon’tgolf arebeinginvitedtocomeforthebarbecuedinnerandtodonate.
“Idon’twanttoseeCops&Goblins goaway,”OceanViewPoliceSgt.Mark Burton—oneoftheorganizers—told theCoastalPointthisweek.Ocean V iewofficialsrecentlysaidtheyweren’t suretheTowncouldcontinuetocover thecostoftheeventeachyear.“This willbeour10thone,andifitendswe wanttogooutwithabang,”Burton said.“Thecostofeverythinghasballooned,sowearegoingtodowhatwe cantohelppayforit.”

StudentsatJohnM.ClaytonElementarySchoolinDagsbororecently wonastate-sponsored“NameThat Plow”contest.
PartoftheirprizeintheDepartment ofTransportationcontest,accordingto theirteacher,wasavisitfromtheplow. Alas,thevisithadtobepostponedbecauseof—youguessedit—snow.
Thestudentsaremembersofthe school’sExCELprogram,accordingto theirteacher,TerriEvan.ExCELisan enrichmentprogramforfourth-and fifth-graderswhodemonstratesuperior intellectualabilitiesandacademicaptitudes.
Evansaidthecontestfitwellwith theclasscurriculum.
“Oneofthethingswecoveriscreativity,andoneofthecomponentsof creativityisbrainstorming,soitfitright inwithourlesson,”shesaid.“Webrainstormedawholebunchofnames. Whenyoubrainstorm,noansweris wrong.Wejustlistedthemonthe SmartBoard,andthenthekidsvotedon whichonetheylikedthebest.”
“BlizzardWizard”wasthewinnerof theclassvote,andsothatwasthe school’sentryintothestatewideDelDOTcontest,Evansaid.Awinneris chosenfromeachofDelaware’sthree counties.FairviewElementarySchool wonforKentCounty,with“Plowana,” andJennieSmithElementarySchool wonforNewCastleCounty,with “ControlSaltDelete.”
Evanssaidthereare12studentsin hertwoExCELclassesatJohnM. Clayton,oneoffourschoolsintheIndianRiverSchoolDistrictwhereshe teachestheenrichmentprogram.
Theplow’svisittotheschoolwasdelayed,shesaid,“becauseitkeptsnowing,” whichclosedschoolsandkepttheplows busyclearingthestate’sroads.DelDOT’s 400piecesofsnow-removalequipment helpkeep14,000lanemilesofroadway safefortravelers,accordingtoaDel-
JohnM.ClaytonstudentBrynnGarrattshowsoffthesignwiththenameherExCELclasschose,‘BlizzardWizard,’alongside DelDOTCommunityRelationsCoordinatorBrittanyKlecan.
DOTannouncementaboutthecontest.
Thevisitwasworththewait,Evan said.Thestudentsgottoclimbaboard theplow,andreceivedaplushieanda bobbleheadoftheDelDOTmascot, WallytheWorkZoneWarrior,todisplayintheirclassroom.
“Itwasexciting,”Evansaidofvisit.
“Weloveseeingthecreativityof Delaware’syoungmindsinthiscontest,” saidDelDOTSecretaryShantéHastings.“Oursnowplowsandemployees havebeenbusythisJanuarywithbackto-backstorms,andtheseclevernames areagreatwaytohonortheirhardwork anddedicationtokeepingourroads clearandsafe.”
Thisyearwasthefourthyearforthe NameThatPlowContest.
TheIndianRiverSchoolDistrict willhostacurrentexpensereferendum onThursday,March20.Thereferendumwillseekfundingforincreasedoperatingcosts,andtherecruitmentand retentionofstaff.
VotingonMarch20isfrom7a.m. until8p.m.Districtresidentswhoare U.S.citizensandatleast18areeligible tovoteatanyofthefollowinglocal pollingplaces:EastMillsboroElementarySchool,GeorgetownElementary School,IndianRiverHighSchool, LongNeckElementarySchool, Lord BaltimoreElementarySchool,SelbyvilleMiddleSchool,SussexCentral HighSchoolandMillvilleCommunity Center(32517DukesDrive,Millville). Intheeventofinclementweather,the referendumwillbeheldonMarch27.
“Duringthelastthreefiscalyears,
ouroperatingexpenseshaveincreased anaverageof7.4percentperyear. Duringthatsametimeperiod,revenuehasincreasedbyonly3.55percentperyear,”saidIRSD SuperintendentJayOwens.“That trendisnotsustainable,andthedistricthasbeeninapositionofdeficit spendingforthepasttwofiscalyears. Passageofthisreferendumisimperativeifwearetocontinuethepremier educationalservicescurrentlybeing providedtoourstudents.”
The IndianRiverSchoolDistrict, Owenssaid,strivestorecruitandretain talentedteachersandsupportstaff.
“Thedistrict’sabilitytofillnearly 100percentofitsinstructionalpositions inthemidstofanationalteachershortageisthedirectresultofapositiveand supportiveworkingenvironmentanda
competitivecompensationpackage.Passageofthereferendumwillallowthe districttocontinueofferingastrong salarypackagethatwillattracttalented educationalprofessionalsandmaintain thequalityeducationalservicesprovided tostudents.
“Thedistricthasnotimplementeda taxincreaseforoperatingexpensessince 2017andwecurrentlyhavethelowest schooltaxrateinSussexCounty,” Owenssaid.“Duringthepasteight years,wehaveexercisedresponsible spendingandutilizedfederalESSER fundsreceivedasaresultoftheCOVID pandemic.Schooldistrictsbuildlocal reservebalancesinthefirstfewyears followingacurrentexpensereferendum. However,thosereservesareeventually spentdownasexpensesincreaseandin FiscalYear2023,IRSDbeganoperating atabudgetdeficit.
“Whilewearepleasedthatwehave not hadtoaskourcommunityforatax increaseforseveralyears,wehave reachedapointwherewecannotsustain thehighlevelofinstructionalservices providedtoourstudentsunderourcurrentbudgetstructure.Ifthisreferendum isnotsuccessful,wemaybeinapositiontohavetoeliminateasignificant portionofourworkforce.Thiswouldalmostcertainlyimpactstudentservices. Duringathree-monthsabbatical,the Rev.Dr.RebeccaCollisonwillvisit Greece,wheretheApostlePauljourneyedin49A.D.,duringhissecondof twomissionaryjourneysandwherehe helpedestablishChristianity.
Travelingwithherhusband,Glenn, shewillvisitCorinth,Philippi,where St.PauldeliveredhisfirstEuropean sermon,aswellasThessaloniaand Crete.
Shesaidshewasconcernedabout goingtotheHolyLand,considering thewarintheGazastripandIsrael,so she choseGreeceinstead.Sheandher husbandwilllandinAthens“andgoon aboattothedifferentstopsandalsohit EphesusinTurkeyandtheislands,”she said.
“I’vealwayswantedtogo,andnever hadtheopportunityandtheresources.I feltthetimingwasright.Thisisaspiritualpilgrimage,andalsogoingoutof myelementandseeingthisarea,”she
said.
ShewillbeinGreecefor12days.
“Theshipgoestodifferentports,and wecangetoffandcomeback,andwe don’thavetodragourluggagewithus,” shesaid.

ZieglerattendedtheCriticsChoice AwardsinSantaMonica,Calif.,on Feb.7asanomineeforBestYoung Actor/Actressforherperformancein thefilm“JanetPlanet,”inwhichshe portraysthedaughterofawoman whohasanumberofcolorfulcharacterscomeinandoutofherlifeduring onesummerinNewEngland.
Whileshedidn’twin,Ziegler soakedinthefullexperience,havinga menswear-inspiredsuitdesignedfor hertowearbydesignerThom Browne,havingherhairstyledpreshowandgettingtocarryapurse shapedlikeahorse—anhomageto herhobby,equestriancompetitions.

BennettandothersaskedfortheirfollowerstocontactDelDOT. HespokewithDelDOTSecretaryShanteHastingspersonally,and saidtheyhadagoodconversation,andDelDOTwentandmade somechangestotheschedule.TheprojectisnowslatedtobecompletedbyMay15,provingthatamotivatedcommunitycaninfact beattheproverbialCityHallfromtimetotime.
“Also,wegotalotofhelpandsupport”fromstateSen.Gerald Hocker,andstateReps.RonGrayandRichCollins,saidBennett.“I knowtheyweredoingsomethingsbehindthescenestogetthis solved.”
Thisisencouraging,andshowsthepowerofthepeoplewhenfocusedandcommittedtoreasonablediscourse.Bennettsaidhesees theneedfortheproject,ashiswifeanddaughtercrossthatbridge everymorning,andhewantsittobeassafeaspossible.
Andnowthatprojectwillbedoneabitearlier,thankstotheeffortsofanengagedcommunity.

In2023,theState ofDelawarebegana pilotprograminNew CastleCountyand SussexCountytoexploretheuseofwhole bloodfortreating traumapatientsinthe field.Theinitiativewas ledbytheStateMedicalDirectoratthe OfficeofEmergency Services(OEMS)in conjunctionwiththeDelawareEmergencyManagementAgency(DEMA) andtheBloodBankofDelmarva. Followingthepilotprogram’ssuccess,
theprogramwasapprovedforstatewide usebyallAdvancedLifeSupport(ALS) agenciesinDelaware.TheDSPAviation Section,incollaborationwithmultiple in-stateemergencymedicalagencies, workedtovalidatethenecessaryequipment,procedures,andtrainingtobegin carryingwholeblood—aprocessthat requiredextensivetraining,testingand funding.
“TheinclusionofDSPinourPreHospitalWholeBloodProgramallows ourfirstresponderstohelpevenmorepatientssufferingfromtraumaticinjuryin theStateofDelaware,”saidDr.Bruce Sachais,medicaldirector,BloodBankof Delmarva.“Itisaprivilegetoworkwith

Wilsonsaidshedrewinspiration fromherlocalroots,havinggrownup inPikeCreek,nowlivinginFenwick Island,andworkinginHockessin.
“I’mproudtocallDelawaremy home,andI’mexcitedtosharethis storywithmycommunity,”saidWilson.“FromthebeachesofFenwick Islandtotherollinghillsof Hockessin,Delawarehasaspecial placeinmyheart.”

ClaudiaThayne,whohasbeenactivewithSCVVsince2020andwho servedasvicechairformostof2024, becamechairtosucceedChrisPowers.Inherroleasvice-chair,Thayne wasinvolvedinallaspectsofSCVV’s operations.Shehasdesignedthe quarterlySCVVnewslettersince 2021andhasbeeninvolvedinthe designandproductionofSCVV’s documents.Shehasalsoworkedwith members,performingavarietyof services.
“I’mhonoredtotakeoverthe leadershipofthiswonderfulorganization,”saidThayne.“Itwillbehard tofilltheshoesofRonKerchnerand ChrisPowers,butIhopetofollow theirexampleandhelptocontinue tomakeourorganizationgrow.”
DonaldSheridan,whojoinedthe SteeringCommitteeatthebeginningof2024,tookoverasvicechair. Sheridan,whosettledinOceanView in2022withhiswife,Kathy,became activeasavolunteerforSouth CoastalVillageVolunteersasaway togetinvolvedwithhisnewcommunity.
Sheridannoted,“Inretirement,we wantedtomakefriendshereandgive backtothecommunity,andSCVV appealedtobothKathyandtome.”
Notonlydoesheprovidemember services,butSheridanimmediately becameanindispensablepartofthe officestaffusinghiscomputerexpertise.HeisnowworkingonimprovingthecomputersystemSCVV usesforservicerequests.

Weberdedicatedmanyyearsof hercareerasatrainingcoordinator forWalmartSupercenterinSeaford, Del.,whereshewasadmiredforher commitmentandmentorship.Before sheworkedatWalmart,shehad servedasalong-termsubstitute teacherintheLaurel(Del.)School District,whereshetouchedthelives ofmanystudentsandcolleagues.She wasabelovedmother,grandmother, aunt,sisterandfriendwhowillbe deeplymissed.
Shehadanunwaveringpassion formakingartandcreatingnew things.Asadevotedmemberofthe OceanWavesQuiltGuild,she pouredherheartintoquilting.Beyondthat,sheexpressedhercreativitythroughjewelrymaking,beading, craftingandsewing.Shelovedreading,games,laughingwithfriends andtraveling,especiallytovisither daughtersandgrandchildren.Above all,sheembodiedkindness,generosityandlove.Shetreasuredherfamily,friendsandcommunity immensely.

Hewasgenerousandkind,always readywithajokeandasmile.He hadaninfectiousoptimismandenergywhenpursuinganideaorproject.Heenjoyedtrains,gardeningin hisgreenhouseandproperty,spirited conversationsandpleasantdinners outwithfriends.Buthisgreatestjoy wasblessingothers,family,friendor stranger.
Zduriencikgraduatedfrom Wheaton(Md.)HighSchoolin 1966.Hehadmanyfondmemories asadrummerinabandduringthat time.Shortlyafterhighschool,he enjoyedservingasaWashington, D. C.,policeofficer,whereheworked inthenarcoticssquad.
Aftersevenyears,hegaveupthe policeforcetotryhishandathome buildinginFrederick,Md.Eventually,hecametotheEasternShore, andbuilthomesandcondosin OceanCity,Md.,beforeforming
GulfstreamDevelopmentwithhis goodfriendandbusinesspartnerof 40years,RobertHarris.Hetreasured allthewonderfulrelationshipshe cultivatedduringhistimewithGulfstream.Hewouldoftenremarkhe was“LivingtheDream.”

To support ongoing district operations, the Indian River School District is seeking authority to levy and collect an additional $1.2105 per $100 of assessed value in local school taxes for current operating expenses as set forth below, effective July 1, 2025, and every year thereafter, on all assessed taxable real estate in the District. If approved, the total amount to be raised through this additional tax in FY 2026 shall be $22,515,776.
For a property in the District assessed at a rate of $23,893 (Indian River School District average assessment), the annual increased current expense cost to the homeowner would be $289.23 per year effective July 1, 2025. The purpose of this proposed tax increase is to:
• Allocate resources for the continued retention and recruitment of talented educators and support staff.
• Ensure adequate resources to manage increased operating costs in utilities, personnel, maintenance costs, transportation, instructional materials and supplies, technology, and special education services.
• Continue to support increased safety and security costs to safeguard our schools and ensure a secure environment.
• Continue to maintain curricular and other instructional programming.
• Continue to maintain extra-curricular programming including, but not limited to, Visual and Performing Arts, Athletics and Clubs.
Voters may only vote one time in this special election even if the voter has more than one child attending school in the Indian River School District.
