UPGRADE OF AN INFORMAL SETTLEMENT


20% of the city of Caracas is occupied by informal settlements, commonly named barrios.

The detailed analysis of the social, economic, spatial and urban dynamics othe settlement of Santa Cruz del Este and Las Minas de Baruta makes us

a model for urban development with many shortcomings and understand this neighborhoods as

problems of overwhelming evidence, but with a extraordinary success in

progressive appropriation of the territory, efficient use of space, self construction, strengthening the social fabric of its

terms of

inhabitants and in some cases, land management, even if for long these settlements were completely out of the administration and urban management by the Venezuelan state. Our proposal does not seek merely to

intervene space, but into urban dynamics inherent to the site and modify them where neces-

sary to improve the quality of life of the residents while integrating spatial, social and economically these informal sectors to the formal sectors of the city (as a primary instrument we use a urban lift system, following the example of the city of Medellin, Rio de Janeiro, and other parts of Caracas), through

specific operations to regenarate and reinforce the urban structure as a

mean to intervene in the main social problems of the site.

The next step or the proposal was to develop an specific site of the urban proposal, we choose to intervene in a central site of the Minas de Baruta settlement to create a new mixed use complex that could uprgade the public services that exist currently on the site. Following the needs of the community regarding the lack of public space and the importance of the actual activities of

the site, the proposal seeks to dialogue, not to impose, as a way to strengthen at te same time the social fabric and the urban structure as a mean to improve the quality of life of the people.

For the empty and forgotten site of Plaรงa de Lisboa we want to encourage the concept of "Citizen Activism" in relation to freedom of information and opinion that exists within the use of

We propose to integrate the people of

This Temporary Intervention will be divided in three fisical elements.

PROPOSED FUNCTIONAL CYCLE

1_ An Interactive Surface, a RECEIVING ELEMENT (equipped with sensors, real time cameras, and LED lighting) that goes beyond the perimeter of the square and occupies the immediate areas, becoming an articulating element of all the situations that occur in areas near the square. 2_ Totems, an EMITTER/RECEIVER ELEMENT, with a touch interface with internet access to give and receive information and with real time uploading capabilities.

3_A Hot Air Balloon, an EMITTER ELEMENT anchored to the square by steel cables. The balloon will be covered in its south area by photovoltaic film cells, which will convert the sun light in electrical energy, which will serve to feed all the facilities of the square. Projectors will be installed in each of the anchoring bases, projecting in real time in the balloon surface all the data collected from the surface, the totems, the blogs, and the social networks created for the square. On the underground levels we locate the main shelve space, reading rooms (around 3 small courts that serve to give natural light to the rooms) and a small publishing house, there is also 'the main access to the library, which serves as a stair and as informal resting spaces . wisdom and enlightenment through knowledge.

The analysis of the site focuses on the study of sun exposure and the subsequent building of the apartments,

Instead of a monolithic volume, the strategy adopted seeks to group the apartments in couples in a North - South orientation, and alternates them in both vertical and horizontal axis to produce a series of fractures on the volume that give the possibility to create small

allowing solar protection and natural ventilation. The North side accommodations were designed with thick walls and few windows to conserve heat. The South side accommodation instead are designed with large glassed surfaces with mobile sunscreens in front of them

into a park that could continue to provide cemetery services. The design criteria are based on the definition of the perimeter of the cemetery through a pathway that separates it from its surrounding informal neighborhoods.

The Urban Proposal seeks to preserve the area as heritage site on the two main axes

extending from the main entrance, and some representative tombs. Niches strips are located in the foothills, creating terraces with panoramic views of the park. On the perimeter formed by the internal roads of the cemetery, the interior will become park area and the outside area will not be intervened, leaving a natural background, as main element of the park. Certain buildings are proposed to provide services: funeral homes, crematories, administrative areas and training schools for workers. At the edge that faces the city's urban tissue, there is now a number of street vendors that provide services to users in the cemetery, we aim to create a building that maintains the urban front to the city where these workers could be located. We also create a square that opens into the park and fades through a floor pattern.
