N EL L IS A I R FORCE BA SE , Nev. — First term Airmen approaching their date of separation and considering re-enlistment may be required to take immediate action in order to continue their career in the Air Force. In the wake of Air Force service member reductions, many career fields have been added to the career job reservation constraint list. Career fields listed on the CJR constraint list are currently over-manned and can no longer support every Airman in the job. In order to reenlist, first term Airmen working in a constrained career field must have a CJR. Limited slots require Airmen to keep themselves competitive and take steps to secure their future in the service. Reviewed and released each month by the Air Force Personnel Center at Joint Base San Antonio Randolph, the CJR constraint list can be found on myPers
as well as the Professional Development Center site linked on the Nellis AFB homepage under “Featured Links.” The site, maintained by Nellis/Creech AFB Career Development Advisor Master Sgt. Lisa Deal, contains information on all avenues Airmen can take to advance their career or, in this case, secure it. “Anything that could be detrimental to an Airman’s career I put on that site so that they can see what the new updates are,” Deal said. Much of the necessary action that needs to be taken by Airmen wishing to re-enlist revolves around certain time frames. These windows of opportunity vary depending on the length of the Airman’s initial enlistment contract. “A four year enlistee is eligible for reenlistment [or retraining] between the 35 and 43 month marks, while a 6 year enlistee is eligible between 59 months to 67 months,” Deal said.

and I’m humbled to be a part of this team. The Air Force has been a way of life for so much of my career, I know it will be bittersweet to say farewell.” Donley was confirmed as the 22nd secretary of the Air Force Oct. 2, 2008, during a very difficult time for the Air Force. He served as the acting secretary since June of that year as well as for seven months in 1993, making him the longest serving secretary in the history of the Air Force. He also served as

the service’s top financial officer from 1989 to 1993. Though Donley has not yet announced any future plans, he remains dedicated during his remaining time to supporting the Secretary of Defense in the many challenges that lie ahead for the service. “In the meantime, there remains much to do,” Donley said. “This is an

INCIRLIK AIR BASE, Turkey — Short in stature at 5 feet 4 inches, not particularly handsome, a bookworm and not exactly the life of the party, James Madison does not fit some perceptions of a leader. In today’s world, he probably would have been perceived as a nerd. But, his brilliant mind and leadership skills now have historians re-embracing Madison’s presidency and his leadership. President Madison is best known as “The Father of the Constitution.” He was a delegate, unequaled in his writing abilities, who kept written documentation at every secret Constitutiona l Convention’s meeting. Later, his Virginia Plan became t he basis for our Constitution. What most people do not remember is President Madison’s equally successful presidency, when he led an infant nation against the greatest naval power in the world and won. The War of 1812 remains “The Forgotten War.” Many do not realize it was through President Madison’s leadership the U.S. escaped becoming, once again, subjects of Great Britain. So what personal attributes made this man an unlikely leader, and what can you take from the story of President Madison and apply to today’s world to make you a leader? First, always believe in yourself and never doubt your abilities. This is probably the hardest perception to embrace. Each day when President Madison went to the Constitutional Convention meetings, he stood up and rallied for a democratic government with election of congressmen directly by the people. He wrote the Federalist Papers with John Jay and Alexander Hamilton; documents considered to be the best interpretation

ain June 1, 1812, riots began because of the decision. Talk of succession in New England ran rampant, yet President Madison stayed true to his belief in freedom for America. Despite opposition to the war, he stood his ground. He said, “If we lose, we lose independence.” People will perceive you as a leader if you stick to your beliefs and do not go back and forth on your ideals. Even those who do not agree with you will respect you for your steadfast loyalty and convictions. Lastly, know when to stay and know when to run. Even the best leaders must give up the fight at some point for the sake of their people. On August 24, 1814, President Madison and Congress f led Washington on horseback as the British advanced on the city. While it may have been perceived as cowardly to run, fleeing the city was the only choice President Madison had. If he had a chosen to stay and ordered Congress to stay, they wou ld have been c apt u red or killed. Merely three days after fleeing, President Madison returned to Washington, rallied the citizens and connected with the people like he never had before. President Madison rallied Congress and met in a post office, the only building left standing. He began the work of the government from scratch and turned the tide of war. Think carefully about your decisions and of the consequences down the road. Is the fight worth it? Not all of us will become president, but each in our own way, can be a successful leader. Every day we make decisions that affect our families, the Air Force and its Airmen, and our country. Many of these decisions are simple, and many can be life-altering. If we embrace the lessons of our forefathers, we are sure to become successful Airmen and leaders in our own right.

LAS VEGAS — Catujita and Thomas Baker, parents of Staff Sgt. Antonio Tucker, received confirmation their son was recovered from Lake Mead, Nev., April 18, nearly 10 months after they found out he was missing. The previous search for Tucker, a remotely piloted aircraft crew chief from the 432nd Aircraft Maintenance Squadron at Creech Air Force Base, Nev., ended after an unsuccessful, five-day search in June 2012. After officials presumed the Airman to be a drowning victim and were unable to recover the body, the Bakers were contacted by the Earth Resource Group, which has special technology, and offered their services to them. “The first email we received explained what the group did and gave us information about their special equipment,” Catujita Baker said. “In early March, they received permission from the park rangers to look for Antonio. We felt as if our prayers were being answered by God.” With the help of specialized technology, Tucker’s body was recovered in less than two days. Baker said she felt a sense of relief when she received confirmation her son’s body was recovered from the

lake, and she credits the support the Air Force gave her as helping to put her mind at ease. “When they found him it was a mix between relief and joy,” she said. “We have a feeling of closure now that we physically have him; now we can take him home.” After receiving news of her son’s recovery, it was time to make final plans and preparations. The Air Force stood by them every step of the way. “We received a lot of emotional support from the Air Force members. The commanders sent us letters, and his best friend Jamie gave us an album as a memento,” she said. “The services the Air Force members provided us with and the members who have given us everything we needed from rides to phone calls and appointments, it all helped us tremendously.” Thomas Baker said with the combined efforts of several Air Force members, he and his wife felt part of the Air Force family. “The whole time they made us feel like family, and I consider them a part of ours,” he said. “They made all the arrangements to get him home. They set up the honor guard, and it really took a large load off of our shoulders. I would depend on them for anything.” Tucker’s body was flown home to Pennsylvania where final arrangements will be made according to his family’s request.
New under secretary sworn in during Pentagon ceremony WASHINGTON, D.C. — The Senate confirmed the nomination of Eric Fanning to become the next undersecretary of the Air Force April 18 and he began his transition into the office after being sworn in April 29. “On behalf of the more than 690,000 men and women of the U.S. Air Force, I want to welcome Eric to our Air Force family,” said Secretary of the Air Force Michael Donley. “He will be a tremendous asset to our Air Force and our leadership team. His diverse background in national security matters,
coupled with this communications and congressional experience, will enable him to be a champion for our Airmen and their families during this challenging time in the Department of Defense.” President Obama nominated Fanning Aug. 1, 2012. At that time, he was serving as the deputy under-secretary and deputy chief management officer for the Department of the Navy. “I have been immensely proud to serve these last four years with the men and women of the Navy and the

“There are two things they can do to stay in the Air Force; they can re-train or apply for a special duty,” said Deal, who gives frequent briefings on the importance of career management at various functions around base including the First Term Airman’s Course. Because of the drastic effect the CJR constraint list may have on an uninformed Airman’s career, Sgt. Deal holds her “Retraining 101” briefing during which she, “ gives a 45 minute rundown of the CJRs and the process of understanding what you can do if your career field is constrained.” She also takes airmen through the various processes of retraining and applying for special duties. “I don’t just teach them how to apply; I teach them how to apply and be successful,” Deal said. Deal is confident that the briefing held twice monthly at the Nellis Ca-
reer Development Center will answer any and all questions concerned Airmen may have. “If I have to say anything it’s just come; come to the ‘Retraining 101’ brief,” Deal said. “We’ll talk about retraining, how to apply for special duty assignments, the assignment process, how to get the assignment you want, how to make yourself competitive and even early separation. She recommends that Airmen be diligent and visit the Virtual Military Personnel Flight on the first day of the very first month of eligibility. In the vMPF, under re-enlistments, Airmen will see that they have been CJR approved or placed on a constrained waiting list. Airmen placed on the waiting list do not have a CJR, and are therefore ineligible to re-enlist until they secure one. “Airmen on the waiting list will be racked and stacked [ranked] based on enlisted performance reports, time in grade and time in service,” Deal said. “Those things are critical, and it’s all about the Air Force getting the best person in the right job.” For some Airmen in very competitive career fields, re-enlisting into their current career field may not be a viable option.

NELLIS AIR FORCE BASE, Nev. — Growing up around small planes, it’s no surprise that 23-year-old Staff Sgt. Ben Ayivorh, a dedicated crew chief assigned to the U.S. Air Force Thunderbirds, developed an interest in aviation at an early age. However, aside from his day-to-day job of maintaining aircraft, this Burke, Va., native spends his spare time as a pilot. “I have been flying as long as I can remember. My dad used to put a child seat in the airplane to take us f lying,” Ayivorh said. Ayivorh said his father, born in Ghana, Africa, immigrated to the U.S. in the early 1970s and had a dream of becoming a pilot. “He made his dreams his goal and succeeded,” Ayivorh said. “Knowing what he went through to make his dreams a reality, I think my father made it a point to share what it was like to fly with me.”

After graduating high school, Ayivorh attended Old Dominion University in Norfolk, Va., where he majored in mechanical engineering. After realizing that he wanted to take a break from school, Ayivorh left ODU in good academic standing and enlisted in the Air Force. His first assignment as a crew chief led him to Nellis where he started to pursue his private pilot’s license. “Growing up around flying, I assumed I would eventually obtain my pilot’s license,” he said. “It wasn’t until I got to my first duty station when I realized I couldn’t fly with my dad anymore. So, nine months after getting to Nellis, I obtained my pilot’s license when I was 20 years old.” According to Ayivorh, he had to meet a requirement of obtaining a minimum of 40 hours of f light time. He spent 74 days of spare time f lying, until he became a qualified pilot. “You have to fly at least 10 solo hours and 20 hours with an instructor. There is a written exam you have to pass before you can fly on your own,” Ayivorh said. “Once my instructor believed I was ready, I had to fly a check ride with a [Federal Aviation Administra-
tion] examiner. I finished and qualified for my pilot’s license within the minimum 40 hours required.” Since the cost to obtain a private pilot’s license can get expensive, Ayivorh said he was motivated to finish as quickly as possible. “You have to rent the plane and pay your instructor hourly for the flight time. Needless to say, the cost was great motivation for me to finish as quickly as possible.” Since obtaining his pilot’s license, Ayivorh flies at least twice a month. He has flown four different air frames, including a Cirrus SR22. Within the past month, he earned a high performance rating, which allows him to fly aircraft with engines bigger than 200 horsepower. Although he’s been in the Air Force for less than four years and has only been assigned to Nellis, Ayivorh has deployed in support of Operation Iraqi Freedom. that Ayivorh maintains. He said Ayivorh’s experience as a civilian pilot brings a unique perspective to the squadron. “As a civilian pilot, Ben is able to bridge the gap of maintenance procedures and flying operations. If there is an issue with a jet, I can use pilot vernacular to describe the problem, and Ben knows exactly what I’m talking about,” Ellison said. “He understands the constraints under which pilots operate and can relate to the amount of work it takes to fly a mission.” In addition to being a civilian pilot in his spare time, Ayivorh recently was awarded his Community College of the Air Force degree in Maintenance Aviation Technology, and he plans to pursue a bachelor’s degree in professional aeronautics. “I do feel that I am a little more prepared for college than I was the first time,” he said. “Slowly, but surely, I will get there, even if I have to take one class at a time.” Ayivorh said that he wants to continue expanding his interest in flying, hoping someday to pilot a plane of his own. “I fly for pure enjoyment. I don’t want to be an airline pilot or fly as a job,” Ayivorh said. “For me, there isn’t anything else like flying. The Marines that attended the event were briefed by 15 civilian agencies such as Nevada Veterans Services, Keller Williams Realty, Elite Aviation, and Nevada Highway Patrol to advise service members of all the benefits they have access to. It also featured local businesses offering career guidance. “It is important for IRR Marines to attend,” said U.S. Marine Corps Maj. Charles Carte, Marine Forces Reserve. “There is a wealth of knowledge that you can receive ... and it is good for these Marines to see that the local community can and wants to help.” At the 2013 Las Vegas IRR muster, 70 Marines attended in the morning and 146 attended the afternoon session. “This event gave me some information I wasn’t clear on and a lot of things to think about,” said Sgt. Josue Cervantes, U.S. Marine Corps IRR. U.S. Marine Forces Reser ve Senior NCO in Charge of the Las Vegas region, Staff Sgt. Public law repeals mil-to-mil automatic FsGLI enrollment By Debbie Gildea

JOINT BASE SAN ANTONIORANDOLPH, Texas — A public law that took effect in January repealed automatic enrollment in Family Servicmembers Group Life Insurance for military members married to military members, but those Airmen may still elect the additional coverage, Air Force Personnel Center officials said today. In the past, military married to military were automatically enrolled in FSGLI, and automatically incurred premium debts, whether they wanted the coverage or not. Now, members married to other uniformed service members who want the additional insurance coverage must elect it and complete required application forms.
The change does not affect member insurance coverage. All uniformed members are automatically enrolled in SGLI for $400,000, unless they choose less or no coverage, said Susie Parson, AFPC casualty affairs section. “Rejecting coverage or electing less coverage must be done in writing, and this law has not changed that. Military members are still covered. What FSGLI does is allow members to pay for additional life insurance coverage on their military spouse – up to $100,000 depending on the member’s coverage,” she explained. “The spouse coverage cannot be more than the member has elected on him or herself, and can’t be more than $100,000.” Members married to other members prior to January are still covered under the previous policy. Members
who married after Jan. 2 are not automatically enrolled, but may see premiums coming out of their pay, Parson said. “The finance and data programs aren’t synced and updated yet, but once the military personnel data system updates with the accounting and finance system, members who do not want the coverage will be reimbursed. Members need to know that premiums coming out of your pay do not mean your spouse has the additional coverage,” she explained. “If you got married after Jan. 2 and you want additional life insurance on your military spouse, you will have to elect it.” The law and policy change does not affect FSGLI coverage on nonmilitary spouses, Parson said. Nonmilitary spouses are automatically

It also ties in with the recently developed DOD Military Credentialing and Licensing Task Force, and the first lady’s February challenge to governors to take executive or legislative action for service members to get the credentials they need to transition to the civilian labor market by the end of 2015.

WASHINGTON, D.C. — First Lady Michelle Obama unveiled the new Information Technology Training and Certification Partnership April 29 to put thousands of service members to work with industry-recognized IT certifications in hand before they leave the military. Obama, who made the announcement at the White House Forum on Military Credentialing and Licensing at the White House, said a public-private partnership will offer the certification program. “This new partnership will provide up to 161,000 service members with the chance to gain the certifications t hey need for 12 d i f ferent h ig hdema nd, hig h-pay ing technolog y careers ... from IT security analysts to computer programmers to quality assurance engineers,” she noted. The program is expected to garner more than 1.8 million jobs by 2020, with salaries of more than $81,000, a White House fact sheet indicated. “More than 1 million service members will be hanging up their uniforms and
collecting those paychecks that they need to take care of their families.” The first lady encouraged roundtable members to work together to find the gaps in the veterans unemployment system and find ways to close them, and to share ideas. “If you have a program or a curriculum that’s working at your school, hospital or company, we want you to share the information here. Tell people about it, ... because we have to be prepared to accept our military members, our veterans and service members wherever they land in this country after their service,” she said. Industry leaders that will help support the initiative are Cisco Systems, Microsoft Corp., Oracle, CompTIA NetApp, Hewlett-Packard, Futures, Global Knowledge, Gogo Training and SANS Institute and Global Information assurance Certification, according to White House officials. “We are not going to stop until all our veterans and military families have good jobs ... jobs they deserve ... jobs that they’ve earned, jobs that will help them build their careers and create a better future for their children,” Obama said.

LAS VEGAS, Nev. — The Admissions Liaison Officer Program is an organization of Air Force-affiliated representatives who recruit, interview, evaluate and prepare candidates for the United States Air Force Academy. Any Air Force
officer may volunteer for the program. The goal of an ALO is to proactively identify, advise and evaluate quality candidates who have the potential to succeed in the Air Force. The majority of candidates are current high school students. However, each year active-duty and reserve Airmen receive appointments to the Air Force Academy.
The ALO corps is comprised of Air Force Reserve, Air National Guard, active-duty and retired officers and civilians. Currently, there are 11 ALOs working in Nevada and eight specifically assigned to Las Vegas. In addition to working with candidates, the ALO’s are active in the community, promoting both the USAF Academy and

Airmen in the Western region are encouraged to travel here to receive surgery. According to Air Force Instruction 48-123, Medical Examinations and Standards, active-duty members can be authorized unit-funded or permissive TDY for treatment.
To receive the surgical benefit under the U.S. Air Force Refractive Surgery program, members must be treated at a Warfighter Refractive Surgery Center located at selected Department of Defense facilities worldwide. If an activeduty member wishes to receive the treatment outside of a DOD facility, the member will incur all out-of-pocket costs and will not be authorized convalescent leave as the surgery itself is considered an elective procedure. By receiving surgery at a location such as DGMC, a member avoids surgery costs of more than $3,000, ensures a permissive or unit funded temporary duty status to receive the treatment and guarantees the benefit of convalescent leave following the procedure. “Any member on active duty over the age of 21 may have a consult to see if they qualify and are
a good candidate for the surgery,” stated Lt. Col. (Dr.) David Simon, Laser Refractive Center cornea and refractive surgery chief. “Airmen must have six months retainability or one year for members of the Navy and Marine Corps and 18 months for Soldiers.” According to Simon, although laser eye surgery has been around since the 1980s, the military didn’t support the idea until about 15 years ago. Aviators and troops on the ground who required glasses were having difficulties in deployed environments as night-vision goggles were difficult to use when glasses and gas-mask inserts fogged. Such limitations hampered the warfighter’s capabilities, which is why the military support laser-eye surgery.

pATieNTS, from page 19 The Warfighter Refractive Surgery Center at DGMC offers two types of refractive surgery: Laser-assisted in situ keratomileusis and photorefractive keratectomy. Both surgeries change the way images are focused on the retina to improve vision quality. Individuals must have a commander’s authorization because they are non-deployable for at least 31 days for those who choose LASIK and as long as four months for PRK patients. “There are subtle differences between LASIK and PRK,” Simon explained. “We refer to LASIK as ‘flap and zap’ and PRK as ‘zap’ so images focus better on the back of the eye.” The recovery time of the two procedures varies as well. The recovery time for LASIK is about one week with some discomfort, while PRK is a couple weeks with more discomfort. One of the biggest differences is LASIK creates a potential weak point in the eye. It is not for individuals who are in hand-to-hand combat, which is why PRK is now the military standard, Simon said. “Three months after surgery, patient results are the same,” stated Simon. “The average vision outcome for individuals is that 95 percent of them have 20/20 vision or better six months after treatment.” “For me, the whole process was quick and painless,” said Senior Airman Jeremy Daniels, 60th Maintenance Squadron inspection, after his recent laser-eye surgery. “I noticed a difference in my vision right away.” Travis’ DGMC has highly experienced and qualified surgeons on staff as well as state-of-the art equipment not yet available at other bases. The laser refractive center surgeons have a combined experience of more than 10,000 cases.
