Floods caught the island with its gua rd down early yesterday, leaving 106 known

dead, more than a thousand injured, and uncounted thousands homeless. The town of Humacao, on the southeast coast, was hardest hit, with 86 dead and

some 200 other persons matssing in that town clone. (See FLOODS, Page 2.)

The disaster that struck Puerto Rico yesterday will long be remembered for the lives it has taken.

The unofficial toll at this writing was 78 with the grim probability

that

it will rise when

some

for alerting the people in danger areas may have been remiss in their timing, in mobilizing rescue workers, and in the manner in which the public was notified of impending

danger.

In a time of disaster, it is easy to second-guess those who have the heavy burden of protecting human life. Perhaps some lives could have been saved, perhaps not. Perhaps the warnings came too late, perhaps not. Perhaps coordination of efforts between agencies

was inadequate to meet the urgency of the situation, and

Some called this newspaper and asked us to define “low” and “high” ground in terms of what was dangerous and what was safe. We could not tell them. We
