Small Business Saturday Aims to Keep Holiday Spending Local Retailers entice customers with sales and other events By BRIAN WILLIAMS & MARK DIAZ brian@pasoroblespress.com/mark@pasoroblespress.com NORTH COUNTY — Once again, the holiday season arrived before everybody was ready, Christmas music is already seeping into stores and local businesses are gearing up for what they hope are substantial sales. Part of the holiday shopping trifecta that includes Black Friday, Small Business Saturday and Cyber Monday sits in the middle of the super savings sandwich. Started by the American Express in 2010, the Small Business Saturday marketing event Nov. 30 focuses on mom-and-pop, brick-and-mortar stores while Black Friday and Cyber Monday push toward big box stores and online retailers, respectively. Businesses in North County have been busily preparing for the holiday shopping season. Sure there will be sales and discounts, but General Store Paso Robles is taking a different approach. PASO ROBLES — Long-time winery owner Tobin James of Tobin James Cellars purchased the empty lot at the corner of 18th and Spring streets in 2017 intending to turn the barren patch of land into a small community park. The first step toward that goal was taken Thursday afternoon, Nov. 21, when James and City of Paso Robles officials went public TOBIN JAMES with the plan. “Paso has been good to me. My four kids were born here. I love Paso,” James said at the unveiling. “It’s the center of my universe. There is nothing more than I would love to see than good Paso Robles people enjoying this park and smiling.” CONTINUED ON PAGE A12

Snow King & Queen Preside Over Paso Holiday Events Bill and Jenny Reed continue to serve as Christmas royalty By HEATHER YOUNG FOR THE PASO ROBLES PRESS

ill Reed has been playing the part of Paso Robles Downtown Main Street Association’s Snow King for nearly a decade. Until a few years ago, he was doing that with Millie Drum, who was the Snow Queen. When Drum stepped down, Jenny Reed, Bill’s wife, stepped up. “It’s about the kids,” Reed said. “It’s so much fun.” The Reeds remembered one particular set of kids: Faith and Luke from Paso Robles. Reed said he teased for the kids for not smiling when they posed for a photo with the Snow King and Queen. “They brightened up and smiled,” Reed said. “About a half-hour later the mom came back crying and said she hadn’t seen her kids smile in 10 months

since their father died.” The interaction touched Reed so much that he arranged for Santa and Mrs. Claus to show up at the family’s home Christmas Eve with presents. Jenny said that at the first sing-along that she did as the snow queen, she bent over to take a photo with a child and her long hair fell into the candle she or the child was holding. “Her hair caught on fire,” Reed said. “Luckily, I was quick and put it out.” “I figured if I can handle that, I can do anything,” Jenny added. The Snow King and Queen have more appearances during the holiday season at events in Paso Robles than even Santa has. The events the Downtown Main Street Association hosts in Paso Robles during the holiday season tell a story. The story started in November with Elegant

Evening in downtown. “We start out with the merchants showing that they have everything ready to show for Christmas,” Paso Robles Main Street Executive Director Norma More said. “It’s getting people into the spirit of Christmas.” The day after Thanksgiving, the Christmas festivities continued with the 33rd annual Tree Lighting ceremony. Mrs. Claus arrived to turn on the lights in the park to beacon Santa Claus to Paso Robles. The park was filled with people waiting in the near-dark for the lights to be flipped on. “This is when Mrs. Claus comes to town. She comes to town to see if [Paso Robles] is ready for Santa,” Moye said. “[There is] hot chocolate for her and everybody’s singing.” The following week, Saturday, Dec. CONTINUED ON PAGE A12

‘We Are The Care’ Coalition Forms to Tackle Child Care Crisis By MARK DIAZ mark@pasoroblespress.com

SAN LUIS OBISPO — The house is clean with a smidgen of clutter as Christy pours a cup of coffee and reminds her 8-year-old son, Kaden, to get ready for school. Fall finally turned chilly for the Central Coast and she wonders if it will eventually turn too cold to drop him off at school in the morning and she doesn’t want to think about what happens if he gets sick. It’s the end of the year and she’s used up

her five days of sick/vacation/personal days, she’ll just have to take the hit and lose a day of pay. Parent/teacher conferences start next week, which means Kaden gets out over an hour early all week and she’s still hammering out the details of who can pick him up and where can he be until she gets home. This scene plays out each morning throughout San Luis Obispo and across the country. Working parents are finding it harder each year to find a place to bring their children while they are working.

In May 2019, a group of business and child care organizations held the “Where’s the Care?” town hall meeting in San Luis Obispo to confront the multitude of challenges that county residents face in the caretaking of their children. “We want to make sure, first and foremost, that we’re offering quality care for the children that are here with us every single day,” said Maggie Payne, Director of Toddler & Beginning Preschool Atascadero Children’s Center. “We want it to be affordable, but we also want to be able to offer our teachers a livable wage.”

Therein lies the rub — it is nearly impossible to find the quality care that is both affordable for parents and sustainable for the teacher. Payne says that as a result she is seeing more and more teachers leaving the workforce and each teacher’s vacancy leaves less available spots for children. “The way that our child care systems are set up creates this bizarre paradox whereby it’s not affordable for families and it’s also not sustainable for the workforce in the [child care] profession,” said Wendy L Wendt, Executive Director CONTINUED ON PAGE A12

John's Video Palace in Atascadero Closing ... Again Paso Robles location is not closing, Taft says By MARK DIAZ ATASCADERO — There is an end to everything, to good things as well, as so it is with video stores. The staunch John’s Video Palace bids Atascadero a fond farewell as the curtain closes after 30 years of serving the community. Early this year, the Palace stood for years at the Smart and Final shopping center,

but owner John Taft grew tired of the landlord consistently raising the store’s rent and decided to close shop. Taft, who said he has not raised the price of video rentals in 15 years, felt the consistent raising of rent from an outside party was unjustified. He pointed out that another rental on the property owned by the same people has stood vacant for an extended length of time. Hope sprung anew for the iconic rental store when Jodi Bloom, the owner of the florist shop Bloom N Grow, reached out to Taft after

learning about the Palace’s plight on Facebook and gave him an offer he couldn’t refuse. Bloom said the adjacent spot has stood vacant since September of 2018, but not for lack of interest. She passed on a lucrative deal to rent out her entire property to a “smoke shop,” a business that specializes in tobacco products and smoking equipment. With the plaza being filled with mom-and-pop shops, she felt that the store would not be a good fit. Instead, Bloom decided to take months in lost revenue and

plans to continue to operate until the end of the year. “The whole store is for sale,” said Taft, “I’ve got 700 classics, I’ve got so many good movies here.” All is not lost however, John’s Paso Robles Video Palace will continue to fight the good fight in the video rental wars. “Paso is staying in business, it’s still going. My lease is up next summer, so we’ll see how things go,” said Taft. “Once we close here, half of our customers are in Templeton, so maybe they will go there.”

Taft said that the new location did not fare as well as he had hoped. He explained that he lost a lot of clients who did not want to travel the extra mile to his new location. “It’s sad,” Taft said. “It took me a month to decide to do it. and with older kids not being respectful. This playground is for everyone but it was designed for children with special needs. They deserve a safe place to play. That’s why it saddens me to see people disrespect it.” Sullivan said that a mother recently was forced to take her child home after somebody smeared a fig bar on the slide. “If her daughter had come into contact with it she could have gone into anaphylactic shock,” she said. “I shared her story on our Facebook page to try and get that info out there. Unless you live with it you probably don’t think about it.” For children with food allergies, coming into contact with certain foods can cause anaphylaxis, a severe, life-threatening allergic reaction that causes the immune system to release a flood of chemicals that can send the body into shock with blood pressure dropping, airways narrowing

and breathing possibly becoming blocked. Symptoms include a rapid, weak pulse, a skin rash, nausea and vomiting. Anaphylaxis requires an injection of epinephrine and usually a trip to the emergency room and if it isn’t treated right away, it can be fatal. Sullivan said that people eating at the playground has been an issue in general with food being smashed into the ground and left near the equipment. “I personally have seen many people eating and drinking inside the playground,” she said. “There are picnic tables

just outside the gate. I’m hoping by sharing this issue it will help people better understand why the rules are so important.” Sullivan said that there have also been problems with people being at the park after hours. The playground has been surrounded by a temporary fence since it opened this past April but next month a permanent fence will be installed with the help of Atascadero Kiwanis Club and Rotary Club volunteers. The new fence will have a self-locking gate that Parents for Joy members will be able to program to remain locked when the park is closed at night. “I have had some issues with older kids being there (after dark) and not being very respectful,” Sullivan said. “We keep it locked at night to hopefully cut down on vandalism.” For more information on Parents for Joy and the Joy Park playground, visit parentsforjoy.org.

The Paso Robles Fire Department offers the following safety tips for Thanksgiving: • Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food. • Stay in the home when cooking your turkey and check on it frequently. • Keep children away from the stove. The stove will be hot and kids should stay 3 feet away. • Make sure kids stay away from hot food and liquids. The steam or splash from vegeta-

bles, gravy or coffee could cause serious burns. • Keep the floor clear so you don’t trip over kids, toys, pocketbooks or bags. • Keep knives out of the reach of children. • Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child. • Keep matches and utility lighters out of the reach of children — up high in a locked cabinet. • Never leave children alone in a room with a lit candle. • Make sure your smoke alarms are working. SLO Transit Offers Free Bus Service on Small Business Saturday STAFF REPORT SAN LUIS OBISPO — In support of Small Business Saturday, a national movement encouraging shoppers to support

small, local businesses, SLO Transit is offering free bus service all day on Saturday, Nov. 30. Free bus service makes it easy for the public to access the many locally owned shops and restaurants within the City of San Luis Obispo. By riding the bus, the public can also help alleviate the demand for parking during the busy holiday shopping season. SLO Transit is operating on a weekend schedule on Saturday, Nov. 30. Routes 1A, 2A, 3A, and 4A will be in service from approximately 8 a.m. to 8 p.m. The public can make connections to SLO Transit routes all day with free bus service. SLO Transit is the local fixed-route transit operation for the City of San Luis Obispo, operating out of the City’s Public Works Department. SLO Transit operates eight vehicles at peak along eight fixed routes within the 23 square miles of the city limits of San Luis Obispo and Cal Poly. e all know about the gender pay gap and related issue challenges that face women — higher student debt, occupational segregation, etc. Now consider a woman of color with cultural and immigrant status issues. Besides the challenges of getting a K-12 college entrance education, they too face childcare needs, eligibility for medical coverage and racial and sex discrimination in education and the world of work. All students need a high-quality bias-free public education but especially for women in poverty. As a group, Latinas begin school significantly behind other females. Latinas graduate from high school at lower rates, one in five has not completed HS by age 29. Latinas are also the least likely to complete college, 19 percent compared to nearly 44 percent of white women because one-fourth of Latinas live below the poverty line or

TAXPAYERS ASKED TO PAY FOR BAD DECISIONS Editor, Once again the taxpayers are being asked to step up and pay for the bad decisions of past city leaders who have been anti-business and anti-growth and who have pushed away potential new businesses from coming to Atascadero for years. Now they complain that Atascadero has the least per capita sales tax of all the local cities. Well, where was that concern when we had the opportunity to attract those businesses that moved to Paso Robles years ago but our nogrowth city councilmembers turned them away. It wasn’t that long ago that we could have had a Walmart which would have contributed $500,000 a year to the city coffers but the Save Atascadero crowd ruined that. So now here we are still broke and still paying high salaries and benefits and retirements that will only get worse each year. This, all while more private sector businesses keep closing due to high rents, regulations and overall cost of doing business here in a bedroom community where people spend their dollars elsewhere. Atascadero is a microcosm of the state and federal government where the problems is not enough income but way too much expense. Allen Litten, Atascadero

Taking a closer look, we see a disparity in elementary, middle school and high school education leaving many Hispanics stuck in low- and middle-wage jobs, with profound implications for them in particular and the U.S. economy. Hispanics comprise the nation’s largest minority group, expected to make up 29 percent of the population by 2060. One in every four elementary-school students is Hispanic, the U.S. Department of Education reports. All children coming up need equal opportunity in education. If not, there won’t be enough educated workers to fill the high-skilled jobs left vacant by retiring baby boomers. The Center for American Progress reported in 2013, college graduation rates for Latinas have increased faster than any other group of women. But, Latinas hold only 7.4 percent of the degrees earned by women, though they constituted 16 percent of the female population in 2012. Years ago I subbed several days in a classroom in Paso Robles and recognized a fifth grade Latina’s abilities in math and can-do spirit. I asked her if she had thought of going to college. She laughed and said that going to college would never be possible for her. AAUW has a Stem Trek at our local public schools where students nominated spend a week in the summer

at a college campus learning science, technology, engineering and mathematics (STEM). She would have been a terrific candidate. It has been reported, in a Texas high school students chanted “build the wall” during a volleyball match. In many schools, racist and anti-immigrant graffiti create an atmosphere of fear, anxiety and worry about deportation for students and their family members. A fearful school experience is especially destructive for Latinas impacting future educational attainment. While working at Cal Poly, I attended a panel of Latina Students who shared their family/college experience. They were a minority on campus, professors ignored them and often their families required them to make weekend visits home to help with family, cutting into study time. Hispanic females outperform their brothers educationally but earn less. College-bound Latinas attend twoyear institutions and in our county at least one year of a free ride at Cuesta Community College. Latinas are also less likely to get a degree in STEM areas. They need preparation, support and access to these rigorous academic programs. The Deferred Action for Childhood Arrivals (DACA) program has been extremely helpful giving Latinas temporary residency and the ability to work, sadly though, it does not help

with gaining permanent residency status without which many doors are closed. DACA is also threatened unless the US Supreme Court rules in its favor in the spring. Ending DACA could, nationwide, eliminate an estimated 20,000 DACA-eligible teachers, many of them possessing key Spanish-language skills that are in high demand. As a nation, we need an immigration policy supporting a path to legal status and reforms updating the U.S. visa system to help build on a domestic science, technology, engineering and math (STEM) workforce. The good news is, ownership among Latina entrepreneurs has grown over the past 20 years. As of 2013, Latinas owned about one out of every 10 women-owned businesses. In 2012, data showed that the receipts of Latina-owned businesses totaled $65.7 billion; this is an increase of 180 percent from 1997 to 2013. In 2011, 788,000 Latinas ran their businesses — a 46 percent increase over five years. In comparison, female business owners as a whole only experienced a 20 percent increase over the same period. Recognizing when women succeed, no matter their color, religion or origin, America succeeds. In California, one in two children under the age of 18 are Latino(a), and so the future of the state and its economy will rise or fall on their educational progress.

Can Money, New Dwellings Stem Homelessness?

alifornians are about to find out whether money and new apartment-style dwellings can do much about the state’s expanding and seemingly intransigent problem with homelessness. As ad hoc encampments proliferate, featuring everything from small pop tents to excrement in the streets and chop shops where parts are taken from stolen bicycles and sold, politicians have begun throwing money at the depressing scene. The newest state budget allocates $650 million to local governments for helping the homeless, while another $1.7 billion-plus is earmarked for drug and mental health treatment and other homeless services. Los Angeles alone has more than 10,000 new rooms under construction or in the planning phase for use by the currently homeless. There’s little doubt about the severity of the problem or its causes, ranging from job losses to recent prison releases, low wages, drug addiction, alcoholism, family disputes, rent increases, domestic violence and mental health issues including post-traumatic stress disorders affecting war veterans. The scope is enormous. Of the more than 570,000 people sleeping in American streets, cars or other places

unsuited for human habitation, more than 114,000 are in California. That puts one-fifth of homeless Americans here, while the state has only a bit more than 10 percent of the national populace. So far, providing small dwelling units for them has not solved the problem. Said one city official in the homeless Mecca of Santa Monica, “For every one we manage to house, two more will arrive shortly after.” Or, as a member of the state’s new commission to investigate homelessness remarked in a radio interview, “If we house 33 people in new units, another 150 will arrive on the streets the next day.” The problem drew tweeted attention from President Trump, who caught sight of a couple of homeless encampments as his motorcade drove last fall from a helicopter at the Santa Monica Airport to several Los Angeles fundraisers. He saw others on a fund-raising visit to San Francisco. Trump blasted state and local officials, mostly because almost all are Democrats who usually oppose him. Meanwhile, he proposes reducing the federal investment in housing vouchers which are probably the foremost tool cities and counties can use to provide private space for the unhoused, many of whom shy away from mass homeless shelters lacking privacy or partitions. And yes, California’s state and local investment in fighting homelessness amounts to more than one-third of the $6 billion the federal government spends on the problem. City and county officials here say their problem could be eased considerably if Trump and Housing secretary Ben Carson provide 50,000 new rent vouchers through two existing programs. A letter to Trump from Gov. Gavin Newsom and other

California officials after Trump’s blast at the state’s homelessness also suggested the value of vouchers should be upped because of high rents. Newsom asserted those vouchers could “eliminate veteran homelessness in the state,” where about 15,000 former military personnel sleep outside or in cars every night. So far, no response from Trump, who appears preoccupied with staving off impeachment. The Department of Housing and Urban Development also did not respond. So as winter approaches, there is no significant relief in sight for the homeless, despite all the state tax dollars being spent and a new state law exempting proposed developments to house the homeless from environmental reviews until 2025. Lest Californians rely on the urban myth that most of the homeless prefer to stay that way, one recent study showed that 34 percent of them say their problem would be solved with employment assistance and another 31 percent say all it would take to get them inside is substantial help paying rent. Without doubt, some state money now going to cities and counties will go to rent subsidies. But it’s uncertain that will be enough. No one knows how many of the homeless will want to move into new housing if it looks like dormitories or barracks. No one knows how many will agree to drug or mental health treatment, problems that together afflict almost half the current homeless. his morning I’m giving thanks for the wonderful fire and safety personnel who are fighting the fire in Santa Barbara. We have family in that area who had their bags packed Monday night, ready to leave their home if they were to be evacuated. John and I lived in Santa Barbara for over 25 years and are very familiar with its terrain. The fact that we have family and friends living there makes the dangers associated with the fire very real to us. So, as we approach Thanksgiving and Christmas let’s all give thanks for those who are fighting or have fought natural disasters here and around the world. W

e’re all supposed to have gone global by now. If you want a new computer you phone a call center in India which passes on your order to a multinational corporation in China who uses chips made in Taiwan, monitors made in Korea, put together by Bangladesh workers in a plant in Singapore and shipped on Iranian flagged cargo ships to Long Beach where Mexican workers put it on a German-owned DHL delivery van for delivery to your house in Little Italy or Chinatown. That’s the very definition of globalization and it’s the same blueprint for the food you eat. Melons will come from Mexico,

citrus from Chile, avocados from foreign corporate farms, beef from a Brazilian owned firm with plants in Australia, and lamb freighted in from New Zealand. Your food will be delivered by an Uber chauffeur driving a Volvo made in Sweden because folks don’t have the time to shop anymore. The American family farm is supposedly dead and if you aren’t the absolute low-cost producer you’d better be thinking about your exit strategy. If you produce anything that involves labor it’s already too late. Better learn to speak Chinese and make sure your passport is up to date. And this all makes perfect economic sense. So, how do you explain the burgeoning farmer’s market movement where busy people of all ages wander down streets filled with fruits, vegetables and even meat that was grown just down the road? Folks have made a party out of buying food and are going gaga over locally grown garbanzos and gouda. “Going to market” is the way people in third world countries shop but it’s not supposed to be this way in 21st century America. It’s certainly

not convenient and yet there are a dozen towns in my county and every single one has a farmer’s market at least one day per week. And everyone is busy. In an age gone goofy over globalism, how do you explain that? Maybe it’s because people are tired of tasteless tomatoes, pithy oranges and hamburgers put together by an international committee that travel thousands of miles to market. Many of today’s consumers want a connection with the good people who grow their food and they don’t trust the multinational corporations to deliver something safe. They want to eliminate the middleman and they’re willing to pay more for food from a local farmer. They are curious about how their food is grown and want to meet and talk to those who grew it. They want the story behind the spuds and the spareribs. I have a friend who refuses to buy food in grocery stores. He buys all his produce and meat at farmer’s markets and the meat is processed in a USDA approved mobile processing unit. The grassfed beef he buys comes from a breed called British White Park and he insists the beef is far supe-

significant, waiting to hear back from the doctor about the test results. What do you do with yourself in those moments of waiting? What monologue is occurring in the privacy of your mind? Is it life-affirming, positive, and uplifting? Or do your thoughts tend to go down the route of the worst-case scenario, or doom and gloom? Rev. The waiting will end, and whatever you've e've all experienced been waiting on will be what it waiting, whether will be. Can you be gentle with it be waiting for yourself as you wait? Gentle a plane, a bus, the mail, or an as one would be with a newemail. Or waiting in line to pay, waiting for the coffee to brew, or born baby child? Can you wrap yourself in a blanket of love and the water to boil for tea. Sometimes we're waiting on know that God is with you right mightier things, like getting the now and always? Rather than allow impatience word about that job promotion or waiting to hear if the potential to consume you, consider the employer chose you. Even more time of waiting as your opportu-

nity to rest, just before things begin to pick up again. You deserve this quality time of respite and rejuvenation. When you pray, meditate, chant, do yoga, mudras, sing, or whatever your spiritual practice currently is, you are preparing yourself to receive. You are making a welcome all that you've been praying about. Waiting is preparing. It's a great time to ask yourself: What's trying to be activated in me at this time? What belief is being embodied in me by me? Let the waiting become a glorious, magnificent space of receptivity! I'm reminded of an outfielder in baseball waiting for the batter to hit the ball to him. How funny would it be if the outfielder started complaining about waiting and how tired he is of standing there. He throws his glove down, and right at that moment, the batter hits the ball to him. Unfortunately,

rior to any he’s ever eaten. I try to convince him that store-bought beef is safe and healthy but he’s not buying any of it. If you want to see how the family farm can compete these days just go to a farmers market and you’ll meet farmers and ranchers who take great pride in what they produce. Word travels fast that a farmer at one end of the street has some fabulous heritage tomatoes, or that the berry man has some extra-special boysenberries this week. The family farm is not dead, it’s just different. Sometimes it’s part-time farmers called “sundowners” who work eight to five in town and then spend nights and weekends growing something to sell at the farmers market. I was raised on a garden and I feel sorry for the great majority of people in this country who’ve never tasted how good vegetables are that are eaten the same day they’re picked. They’ve never tasted farm-fresh corn on the cob with real butter, how good a peach tastes picked right off the tree or how good beef can be when you know the person who produced it.

he misses the catch because he wasn't ready to receive it; he was too busy being impatient and complaining about waiting. Then he must wait some more. Live in a state of expecting your good. Remember, the thoughts you focus on are making an impression in the quantum field of your reality. What impression do you desire to leave? To maintain a healthy attitude about waiting, remind yourself that you are being prepared to receive the great gifts that you've been praying over. Take the time to rest and rejuvenate. Know that everything is working out in Divine right order, in the right and perfect time. Pretty soon, as Dr. Seuss wrote, "Somehow, you'll escape all of that waiting and staying, you'll find the bright places where boom bands are playing." Let the boom bands emerge. And so it is.

Seventy-six dancers, performers including choreographers and directors from North County studios including Class Act Dance, Main Street Dance and Paso Robles Youth Arts Foundation audition in September and rehearse weekly through the fall months before presenting their pre-professional level talent on

stage in December. Directing the production again this year is Cheryle Armstrong, owner of Class Act Dance studio and Artistic Director of the Paso Robles Chamber Ballet. Joining as Assistant Director is Taylor Santero, director of Class Act Dance’s Jazz Company. The talented choreography team is made up of Jocelyn Willis, owner of Main Street Dance studio, Theresa Comstock, Class Act Dance instructor, Molly McKiernan, ballet instructor at both Class Act Dance and CORE Dance Studio in San Luis Obispo, and professional choreographer Kristen McLaughlin. The production is produced by NCDPAF Board of Directors along with a generous and talented

team of parent volunteers. Dancing the role of Clara Stahlbaum is Kailey Ardouin, member of Class Act Dance’s Ballet Ensemble Company and an 8th grade honors student at Atascadero Middle School. Enchanting the audience as the Sugar Plum Fairy is Julia Steffenauer, a graduate of F.F.S. Private School. Julia is 18 and has been dancing for over eight years. Professional ballet dancer and instructor, Peter Hershey, will impress as the Cavalier. Peter began his dance career at age 11 at Seiskaya Ballet Academy in New York and went on to attend both the School of American Ballet and The Julliard School. NCDPAF is honored to have a talented guest dancer in the Cavalier role.

The North County Dance and Performing Arts Foundation (NCDPAF) is a non-profit organization that has been dedicated to preserving and promoting the performing arts in northern San Luis Obispo County for over 20 years. They provide education, scholarships and opportunities to participate in the performing arts for the youth in the community. These programs, which include their Ballet and Jazz Performing Companies, help to build character, self-esteem, confidence, physical fitness, talent and teamwork. OBITUARIES Eugene Joseph Silva Jr.

Coast Union High School in 1971 and attended Cuesta College and Cal Poly, earning his AA in Business Management. Gene had a successful career in agricultural sales for over 40 years where he made lifelong friends. Gene is survived by his wife, Arleen, three daughters and their husbands, Jody and Jason Pompili, Heidi and Brian Kilpatrick (sons Jameson and Brixton Kilpatrick), and

Christina and Tom Willoughby (sons Jeffrey and Easton Willoughby), and his brother and wife, Greg and Roberta Silva. He was preceded in death by his son Jeffrey Joseph Silva, and his parents. Gene spent his time with his family and dear friends that he welcomed as family. Between spending long summers in the garden with his wife and get-away vacations camping,

Gene was the center of his family, dedicating himself to his wife, children, grandchildren, and his dog Callie. Gene had a quiet strength that had unwavering support to his family. The family wants to send deep appreciation to those friends and family who supported Gene and his family through his journey. The love and support will always be cherished.

annah Evelyn Read Kropp, known by most as Evelyn Kropp passed away Tuesday, Nov. 5 in Ypsilanti, Mich., at the age of 95. It was very peaceful passing with her family surrounding her with love and care. Evelyn was born in Colorado on Oct. 13, 1924, to Stanley

and Hannah (Widen) Read. When she was 6, they moved to Upland, where, many years later, she met and married the love of her life, Earl Kropp. They farmed in Chino until 1958 when they moved to a farm on Creston Road in Paso Robles. In 1969, they left farming to transition into the world of repair and retail by starting Kropp’s Vacation Trailer and Camper. There she

did the books for the business until the 90’s when they sold the shop and retired. She loved to tell people that she spent every day with Earl and could not imagine why anyone would with for something different. Earl passed away in 2004. In 2011, she moved to Michigan to be with her daughter’s family. Evelyn is survived by four of her children, Jeanne Power

of Ypsilanti, Michigan, Alice Part of Santa Maria, John Kropp of Paso Robles, and Eric Kropp of Prunedale, plus her many grandchildren and great-grandchildren. While vacationing in the Sierra’s, she met and fell in love with her husband Richard and moved to Porterville. Her son Justin Colbert was her pride and joy. She worked in various areas, most notably, real estate and at the Porterville Recorder, along with operating several of her own businesses. She loved to read, travel, and win at the casinos. Judy was a beautiful soul,

who had an overwhelming capacity of love within her. That love provided the strength and energy for her to fill the many roles she held for her family and friends; which she gladly and bravely took upon herself, for family and friends who needed or sought her wisdom and experienced her love. She was preceded in death by her parents Bessie and Ben Wilkinson, along with all of her siblings, Lucille, Billie, Virginia, Bennie, James and Jerry.

She is survived by her husband Richard and her son Justin (Trudy) Colbert. She was very close to her family, including her many nephews, nieces, and cousins, especially Tom (Martha) Bordonaro, Rene Kouklis, John (Missy) Peters, Ginger Wilkinson, and her great nephews William and Marc Bordonaro whom she loved dearly. Paso Robles to Update City Hall Master Plan By MARK DIAZ PASO ROBLES — After years of cohabitation with the Paso Robles Library, City Hall is taking its first fledgling steps to find a permanent home. At the Nov. 19 Paso Robles City Council meeting, City Manager Tom Frutchey gave updates on the development of the City Hall’s master plan and lighting for pickleball courts. The facility that houses the Library was completed in 1995 with the intent that the City Hall would share the space until 2010. However, due to a “variety of economic restraints” during the Great Recession, the move was postponed indefinitely. In May 2017, the Library created a master plan that addressed the Library and the City’s needs. In lieu of the City Hall getting its own building, the upstairs was reorganized to accommodate the

City and the growing requirements of the Library. Funds for the master plan study are already allocated in the City’s budget and not for any proposed City Hall construction. Frutchey said the time has finally come for the City to move forward with the City Hall master plan and acknowledged that the process is long overdue. “The City Hall master plan hand not been forthcoming. We have made some progress but certainly not at the pace the Council would have wanted nor the community and the Library advocates deserve,” said Frutchey. Currently, two firms are poised to take on the task of creating a master plan for City Hall. Frutchey said that “a full spectrum of skills” are required to ensure that both master plans of the Library and the

City work together. He stated that the chosen firm will need strong public relations and organizational developmental prowess. “We want to ensure that all the benefits of the Library master plan are compounded in a positive way with the City Hall master plan,” said Frutchey. Frutchey willingly took the blame for the lack of progress in moving City staff out of the Library and praised Assistant City Manager Sarah Johnson-Rios for stepping up to the task for finding a home for City staff. “I do apologize, sincerely, that progress has not been made but we now have someone on board who has truly volunteered and that’s Sarah Johnson-Rios, take over this project,” said Frutchey. He went on to say, “She wasn’t ‘volun-told’ this was her project.

During the initial investigation, APD detectives spoke with a witness who remembered seeing a former employee of Sylvester’s Burgers in the area the previous night. He stated that they have done individual research for solutions and are ready to collaborate. He said that they would present ideas at the Dec. 3 Council meeting.

United States health officials are asking people to avoid romaine lettuce grown in Salinas after nealry 70 people from 19 states have become infected with E. coli. Officials said their investigation led to farms in Salinas and that they are looking for the source of E. coli tied to the illnesses. The warning applies to all types of romaine from the Salinas region, including whole heads, hearts and pre-cut salad mixes. Salinas is a major growing region for romaine from around April to this time of year, reported the Associated Press. The US Centers for Disease Control is reporting an increase in the case count to 67 and that the most recent illness onset date was Nov. 14. Romaine lettuce may be voluntarily labeled with a harvest region. If this voluntary label indicates that the romaine lettuce was grown in “Salinas” (whether alone or with the name of another location) do not eat it, health officials advise. Throw it away or return it to the place of purchase. If romaine lettuce does not have information about harvest region or does not indicate that it has been grown indoors (i.e., hydroponically- and greenhouse-grown), throw it away or return it to the place of purchase. There is no recommendation for consumers to avoid using romaine harvested from these other sources. At this stage in the investigation, health officials are saying the most efficient way to ensure that contaminated romaine is off the market would be for industry to voluntarily withdraw product grown in Salinas, and to withhold distribution of Salinas romaine for the remainder of the growing season in Salinas. Officials said illnesses started being reported on Sept. 24. Strains from patients in this current outbreak are similar to strains of E. coli associated with a previous outbreak from the Fall of 2017 and the Fall of 2018 that affected consumers in both Canada and the U.S. The 2017 outbreak was associated with leafy greens in the U.S. and romaine in Canada. The 2018 outbreak of E. coli was associated with romaine in both countries.

While COPD develops slowly and worsens over time, its symptoms can be treated and its progression can be slowed, which is why early detection and treatment are so important. The first time people will see Santa in Paso Robles is when he rides on his sleigh during the parade. “Really, we’re there to support Santa,” Jenny said. A week after the parade is the 33rd annual Vine Street Victorian Showcase on Saturday, Dec. 14 from 6 to 9 p.m. between 8th and 21st streets on Vine Street. The final holiday event the Reeds will do as the king and queen is the 29th annual Victorian Teddy Bear Tea on Saturday, Dec. 21 from 2 to 4 p.m. in the Park Ballroom. Reed got involved with Main Street about 12 years ago. He owns and operates Central Coast Marketing and volunteered to do the nonprofit’s website and take some photos. “Someone asked me to help. I realized they needed help and I stepped in,” Reed said. He continues to manage the website and help the organization out in other ways — including being the Snow King year after year. “Basically, Millie Drum and a couple of ladies [from the Main Street Association] got together and asked me,” Reed said. “They said, ‘Just do it this year.’ Every year Norma Moye says, ‘You’re doing it, right?’” The Reeds moved to Paso Robles from San Clemente in 2003. They followed Reed’s parents, Jim and Cindy Marshall, to the area. They had been having Thanksgiving at the Marshalls’ home at Lake Nacimiento for many years. In 2003, the plan was for the Reeds — Reed, Jenny and their two young daughter — to live in Paso Robles for a year and then they’d move to Ireland to do mission work. “We fell in love with the community and never left,” Jenny said. “It’s a great place to raise kids.” They have four children — Lindsay, 25, Lauren, 22, Wil, 16 and Leanna, 14, and one grandchild who is 7 months old. All four of their children went to school at Georgia Brown Elementary School and are bilingual. Be sure to stop and say “hi” to the Reeds at any of the holiday events in Paso Robles.

The shop also works with BarrelHouse Brewing Co. exchanging beer and coffee grounds back and forth. Tiffany Pryor, owner of the

California chic clothing store in downtown Atascadero, says she appreciates how the businesses help each other out. “Everyone has been on this street for so long, we try and stick together,” said Pryor who is new to the block this year. Business owners know that shopping at major retailers is going to happen and necessary, but they also hope that people don’t forget about the local shops. “There are small businesses that against all odds — against Amazon and all of these other things that are convenient and great — are still thriving and for us, it reminds us that we are part of something much bigger,” Yaguda said. “Downtown to look around and see how many are independent and local just makes us feel part of a really beautiful thing and we love it.”

A priority of the group is to gather stats and facts to provide local elected officials and those running for office with a comprehensive view of the child care landscape for the Central Coast. On Nov. 5, SLO County Supervisors unanimously approved a collaborative childhood study to examine the needs and bandwidth are within the framework of city, county and school districts. “It’s an agreement we signed with First Five of San Luis Obispo County and Community Action Partnership and it’s $20,000 for the completion of a child care study to increase access to high-quality affordable child care,” Supervisor John Peschong said.

As part of the outreach portion, volunteers are regularly raising the child care issue during city council meetings. Breytenbach only lost four individual matches in her senior season, three of which came to the eventual undefeated CIF Central Section singles champion Payton Dunkle. The senior finished the season at 32-4 overall and battled into the CIF-CS individual tournament semis in a three-set, come-from-behind, must-watch match. Cal Poly Head Football Coach Announces Retirement STAFF REPORT

SAN LUIS OBISPO — Tim Walsh, who guided Cal Poly’s football program to a Big Sky Conference championship in 2012 and a pair of NCAA Division I Football Championship Subdivision playoff berths, announced his retirement Monday after 11 seasons at the helm. “On behalf of our department staff, and the hundreds of young men who have received the benefit of Tim’s mentorship, we thank Tim for his leadership over our football program,” said Cal Poly director of athletics Don Oberhelman. Walsh compiled a 176-148 winloss record in 29 years as a collegiate head coach, including a 59-66 mark at Cal Poly. He also served as head coach for 14 seasons at Portland State (1993-2006) and four at Sonoma State (1989-92). Hired on Jan. 9, 2009, as Cal Poly’s 16th head football coach, Walsh led the Mustangs to back-to-back titles — in the final year of the Great West Football Conference (2011) as well as in Cal Poly’s first year in the Big Sky Conference (2012). The Mustangs are 32-32 in their first eight seasons in the Big Sky. This fall, Cal Poly shared ninth place with four other teams, all with 2-6 marks, and the Mustangs were 3-8 overall, playing five schools that have qualified for the FCS playoffs in addition to Cal Poly’s second game ever against a Pac-12 school. Under Walsh’s direction, the Cal Poly football team has led the Big Sky Conference in its Academic Progress Rate (APR) scores each of the last three years. The Mustang football team, which compiled a near-perfect 997 APR for the 2015-16 school year and 978 last year, compiled a fouryear rate of 975 from the 2015-15 through 2017-18 academic years, which is 11 points higher than the national average for Division I football. “The academic standing of this

Cal Poly Cornerback Howell Is Big Sky Player of the Week STAFF REPORT SAN LUIS OBISPO — Fourthyear junior field cornerback Kevin Howell, who almost single-handedly turned around Saturday’s football game at Northern Colorado, has been named Big Sky Defensive Player of the Week. In Cal Poly’s come-from-behind 28-21 victory at Nottingham Field in Greeley, Colo., Howell recorded four total tackles, including one for a fiveyard loss, and intercepted two passes, returning one 30 yards for the goahead touchdown. Late in the third quarter, with Cal Poly trailing 21-7, Howell dropped Northern Colorado running back Milo Hall for a five-yard loss, ultimately forcing a Bears punt. Two plays later, Cal Poly pulled to within seven points on Duy Tran-Sampson’s 65-yard run up the middle of the field. With 10:13 to play in the final period, Howell intercepted Jacob Knipp’s pass at the Northern Colorado 37-yard line. Four plays later, Tran-Sampson scored from one yard out to tie the game at 21-21 with 8:33 to play. Neither team scored on their next two possessions.

Then Northern Colorado completed a pair of short passes in an attempt to set up a late field goal try, but Knipp’s third pass of the drive was intercepted by Howell and returned 30 yards down the left sideline for the go-ahead score with 36 seconds to play. “Kevin made four or five huge plays down the stretch,” said Mustang head coach Tim Walsh. “One was a corner blitz and he thanked Coach ( Josh) Brown for the call. He made some big plays for us, but everyone on defense played well in the second half.” Howell’s interception return for a touchdown was Cal Poly’s first since Kelly Shepard’s 63-yard return for a score against San Diego in the 2016 NCAA Division I Football Championship Subdivision playoffs. Howell doubled his career interceptions total with Saturday’s two thefts and recorded three this season. The Thousand Oaks High School graduate transferred to Cal Poly from Nevada prior to the 2018 season. 33rd Annual Holiday Lighting Ceremony is Friday STAFF REPORT

PASO ROBLES — The 33rd annual “Holiday Lighting Ceremony” will officially bring holiday décor to historic downtown Paso Robles on Friday, Nov. 29. The tradition will find Mrs. Santa Claus and other costumed characters gathering at the Downtown City Park bandstand at 5:30 p.m. They will be joined there by townspeople dressed warmly. The Cancer Support Commu-

nity will be lighting the Downtown City Park trees. Just before 6 p.m. candles and songbooks will be distributed. When the clock tower strikes 6 p.m., Mrs. Claus will throw the giant light switch, and the downtown lights in trees, shop windows and buildings will illuminate all at once. The Paso Robles Downtown Main Street Association is sponsored by Adelaide Inn and Mechanics Bank. Paso Robles Mayor Steve Martin and other city officials will speak, fol-

lowed by candlelight caroling with musical accompaniment. Free cookies and hot chocolate will conclude the evening’s festivities. Earlier Friday, people can shop the Holiday Craft Bazaar in Downtown City Park from 10 a.m. to 4 p.m. Search for that perfect one-of-akind, handmade gift for the holidays. Vendor space is available. Enhancing Souls, Minds and Imagination Through Arts for the Youth The Community Foundation PASO ROBLES — “Music gives a soul to the universe, wings to the mind, flight to the imagination and life to everything,” once attributed the famed Athenian philosopher, Plato. In San Luis Obispo County, music and the arts inspire souls, minds and imaginations of children through the Paso Robles Youth Arts Foundation. They have provided children with free classes in the visual and performing arts for over 21 years. With assistance from The Community Foundation, PRYAF has developed fine art programs vital to the cognitive growth and development of students, driving all other learning for youth as they become contributing members of the community. Partnership with The Community Foundation began for PRYAF in 2016 as they applied for a grant to support their Free Music Program. The program provides all instruments, supplies, props, costumes and materials needed for all music classes free of charge and had previously struggled with sometimes broken instruments and equipment. With funding from The Community Foundation, many

Photos courtesy of Paso Robles Youth Arts Foundation instruments were updated. “Our piano classes benefited greatly from this support,” said Emily Jagger, Director of Development at the PRYAF. “With the additional funding, we were able to replace our nearly 20-year-old, broken keyboards with new keyboards that sound fantastic and help the students who have a passion for the piano find an ever deeper love.” Due to popularity, all of PRYAF’s piano classes have

waiting lists. The Community Foundation’s grants didn’t stop at music; PRYAF’s Free Dance Program has also greatly benefited from support, and is a creative outlet for youth of all backgrounds, but especially those on the fringe of public acceptance. It supports freedom that comes from feeling comfortable in one’s skin and confidence to perform in front of others. Through grant support, Ballet, Hip-Hop, Creative Dance, Break-Dance and Jazz

Dance are available for all levels and ages 5-18 years. Six years ago, at just 12-years-old, Emily Elizabeth Oetting first discovered PRYAF. What began as her giving Break Dance and Guitar a try, has blossomed into a passion for music. Through classes at PRYAF, she conquered fears of public performance and singing, and now performs in numerous local dance shows. Today, her early fear of singing has transformed to be her

favorite pastime; one that she enriches with her ability to play over 10 instruments by the time she graduates PRYAF. Emily Oetting will be attending college in the fall with the goal of a double major in Special Needs Education and Vocal Performance. “I hope to find a vocation that allows me to start a Special Needs Choir where I can teach mentally and physically disabled children to sing,” said Emily. “So much of what I want to do with my life has to do with the impact PRYAF left on me. I could never fully thank each and every teacher and student for the things they did for me and the opportunities they gave me.” “PRYAF provides all children a safe place to learn

about the arts, regardless of socioeconomic status,” said Emily Jagger as she thinks about the success stories she has seen over the years. “As older students begin to enter the working world, college or other bright futures, we see the positive impact our program has had on their lives.” The Community Foundation is honored to work in partnership with the Paso Robles Youth Arts Foundation, as they combine efforts to promote self-reliance, enhance self-esteem and instill a sense of wholeness in local youth by providing a safe, accessible environment where they can experience the arts. Gavilan finished first in each of the last four races of the season and punched his ticket to state in consecutive seasons. The senior’s best race of the season in the three mile came in the SLO County Championships where he blew away the competition finishing more than 30 seconds ahead of the next-closest racer and posted his personal best in the 5,000 last week at the CIF Central Section championships with a time of 15 minutes and 19.62 seconds. Kaschewski finished the season with over 3,000 total yards (1,107 passing, 1,904 on the ground) to go with 42 total touchdowns. The junior signal caller also finished the season second in the state in rushing touchdowns at his position. Kaschewski scored seven touchdowns in a single game twice this season (Sept. 6 against Carmel and Nov. 8 against Roosevelt) but his best performance came in week two against Carmel where he accounted for 467 yards of offense throwing for 181yards and two touchdowns and running for 286 yards and five touchdowns on 24 carries. Smeltzer led the Bearcats to a 19-13 record as well as the school’s first-ever CIF Central Section semifinal birth in girls water polo this season. Smeltzer led the way for the Lady Bearcats both offensively and defensively finishing her water polo career as the school’s leading scorer and thief as she added 96 more goals and 109 steals this year (also a school record) while missing six games due to injury. Smeltzer’s best game of the season came against the San Luis Obispo Tigers on Aug. 22 where she lit up the scoreboard to the tune of eight goals and her favorite memory from this season came in the CIF Central Section first round when her and each of the three other seniors on the team scored three goals to win 12-5.
