As our state opened stage two of reopening, police departments in every city have been handling reopening phases differently. Some are more aggressive than others. First, from friends and family and then it started to spread like wildfire. When Orosco started the group, she had no idea how many

people would jump on board and get involved. “We have retired teachers, local business, and community members adopting our seniors from all areas of the county,” she said. “It is a way we can all share our love and support. Some of these kids may be the first in their families to graduate, or go off to college, walking in your cap and gown is a big deal, and that is

why I knew I had to do something.” Orosco does not have a senior in high school, but she and her husband are very involved in the local school district by helping with non-profit organizations and PTA’s. She herself has adopted ten different seniors and will continue to do more. “The most important part of all of this is to let these kids know that

Paso Robles Safe & Lock Find Keys to Success By NICHOLAS MATTSON nic@pasoroblespress.com PASO ROBLES — Paso Robles gained new family members in 2002, when Rick and Kathy Horlings picked up from Southern California to purchase Paso Robles Safe and Lock and transplant in North SLO County. “I was looking for a change in my career,” Rick said. “I was in the movie industry for 24 years, and at the end of my career I was traveling to states and countries selling archiving supplies, and wanted a change.” Rick and Kathy both had an entrepreneurial spirit, handed down to them by their parents. “Kathy and I grew up with parents who were always self employed,” Rick said. “As I was growing up, I worked with several contractors, and one of those was a locksmith when I was in my teens.” Rick’s history with locksmithing was a quarter-century in the past by the time he purchased CONTINUED ON PAGE A14

By HAYLEY MATTSON hayley@pasoroblespress.com onday, May 25, Memorial Day, marked the 24 year, that local Cal Poly student Kristin Smart has been missing. Twenty-four years. Smart was 19-years old when she vanished, and despite the new developments, warrants served, and a viral podcast, we are still waiting in suspense to find out what will come of the newly found evidence. Before the coronavirus pandemic, the interest in her disappearance peaked to new heights, and amid the shelter-at home, the case continues to be on everyone’s mind. Monday evening, a “Cruise for Kristin” was formed to honor her memory. They drove through the Arroyo Grande’s Village, down Grand Avenue, through Pismo Beach on Highway 1, and ended at Smart’s memorial in Shell Beach. The group was decorated in purple, Smart’s favorite color, while local musicians played some of Smart’s favorite songs that were requested from Denise Smart, Kristin’s mom. People shared their stories of hope and love while still taking into consideration social distancing. Chris Lambert, the creator and host of the viral podcast “Your Own Backyard,” has not yet released a follow up to his episode 7, The Iceberg, that was published on January 29. However, that one was packed full of new information. Following that podcast, several warrants were served to the various homes of the Flores family. Since then, we are all still waiting to see what the outcome of those will be. In 2017, after 21 years, the Smart family decided to turn this tragedy into something that would honor their beloved daughter’s memory. The Kristin Smart Scholarship was formed to help other young women pursue their dreams in architecture and international relations, which were both passions of Smarts. In addition to those the scholarships, it also focusses on young woman that are interested in perusing a degree in law enforcement and/or forensic science. The Smart family stated on their website that they noticed that women are critically underrepresented in law enforce-

hroughout the days of COVID, several Facebook groups have formed to offer support. Gathering individuals that are willing to be of service and assisting those in need. As the weeks went on and schools became closed indefinitely, there was a unified sense of loss for our youth that would be graduating High school. This loss ignited a fire within Regina Orosco, a parent and North County community member that lives in Atascadero. Orosco had stumbled upon a Facebook Group that was created in Southern California at her old alma mater. The group featured high school seniors from around the county that were being “adopted” by parents, teachers, community members, and local businesses. Orosco quickly looked up San Luis Obispo County, to see if we had anything like it and realized there was not. She spoke to a few friends, and the response she received was excited and supportive. So she launched the

they are supported, and we are all behind them during this time.” As we all continue to walk through this pandemic, Orosco’s number one goal is to provide a space that offers hope and joy. “This is a hard time, there is nothing to look forward to, but in this group, it is all positive, no negative. As our county moves further into stage two, we find ourselves again, navigating some uncharted waters, only this time, into a more positive direction. This year will mark the 90th Annual Pioneer Day, our community’s most significant celebration. Since the first Pioneer Day was held on October 12, 1931, the day was meant to be free for the community to enjoy. While that is still meant to be the case 90 years later, this year, for the first time, the Pioneer Day committee is asking the community to come and shop at local busi-

Local restaurant expands coronavirus meal donations, thanks to strong community response STAFF REPORT

aso Robles’ Órale Taqueria, a locally owned and operated Mexican restaurant, is expanding its “Adopt a Family” meal program, amid requests from the local community during the COVID-19 pandemic. The program began with Órale sponsoring free weekly meals “on us,” with one meal going out to a local family in need throughout April. Once the community heard about it, people immediately began asking the restaurant owners how they could donate to the cause – and get even more meals out there to help more families. “It just shows that we’re all in this together,” says restaurant owner Joel Casillas. “This response has been unexpected, but so inspiring. I think we’re all looking for ways to make a difference.” wife and Co-owner Kristin Casillas adds, “We have been blown away by this. We announced our ‘Adopt a Family’ program on [the local evening news] on

Oak Park 4, the final phase of Paso Robles Housing Authority’s redevelopment program, includes rent-restricted units for families with incomes ranging from 30 percent to 60 percent of the San Luis Obispo County area median income. “Oak Park 4 adds 75 new affordable apartments in addition to the other three community development projects that have been implemented by the Paso Robles Housing Authority and their partners,” says Executive Director David Cooke. “This four-phase project plan

has resulted in quality, affordable housing for hundreds of families in Paso Robles.” The Paso Robles Housing Authority began planning the Oak Park Community Redevelopment project with the City of Paso Robles in 2010, with the fourth and final phase being completed in May of 2020. The Oak Park project recently received the 2019 Beautification of the Year Award by the Paso Robles Chamber of Commerce. Oak Park 4 sits on approximately 3.98 acres consisting of 21 one-bedroom, 34 two-bedroom, and 20 three-bedroom units. Square footages range from approximately 679 sq. ft. to 1,338 sq. ft. The target population primarily consists of residents from the City of Paso Robles and north San

Luis Obispo County. Within each unit, residents will directly benefit from standard features including Energy Star® rated refrigerators dishwashers and hot water heaters, low flow toilets, heating and A/C, solar power, exhaust fans, sink disposals, ranges with ovens as well as generous counter, cabinet and storage space throughout the unit as well as washer dryer hookups. The project will also share a 4,172 square foot resident center with Oak Park 3 along with recreational open space with sports courts, barbeque/ picnic areas, tot lot, and open play space for residents. the Saturday before Easter. Monday morning, a man walked in with $200 cash, wanting to donate.” The owners quickly set up a place for donations online. Within the first week, Órale received $900, enough to feed 20 families. Since then, donations have been steadily coming in – from $25 contributions up to one woman asking the restaurant to use her CARES Act stimulus check to feed needy families. Órale has adjusted its operations in response to increased demand, and the owners say they plan to continue their own free weekly meals alongside community-donated meals. If you would like to donate, whether to a specific family or the cause in general, Órale is accepting donations via their website. “Our staff, our customers, our vendors, and even our ‘competitors’ have become our tribe. It’s always been about the people and what food can do as an advocate for the community,” added Kristin, wife, and co-owner.

Symphony on the Vines Hosts Virtual Garden Tour STAFF REPORT

ate spring and early summer gardens give great joy that is meant to be shared, but that is next to impossible during the COVID19 shelter in place. However, Symphony of the Vines, a professional orchestra organization based in Paso Robles, is connecting music with local gardens for a Virtual Garden Tour collaboration. “Send us a video of your garden, and we will edit it to music from our concerts,” said Robin Smith, the organization’s marketing director. “The local garden tours this year had to be canceled, and that’s disappointing,” said Smith. “But local gardens are still putting on a spectacular show. We want to bring those visuals to everyone in our community with a music score from our concert performances.” Karen Willer, Symphony of the Vines’

board president, saw a natural connection. “Music and nature are quite powerful when it comes to lifting the human spirit. Our community needs that right now, and people of all ages can contribute to this friendly, positive project.” The Virtual Garden Tour is free and open to gardeners of all ages in San Luis Obispo County. Videos may be recorded with a camcorder or cellphone camera. To be considered for the Virtual Garden Tour video, email 5 to 10 video clips at about 5 seconds each to robin@symphonyofthevines.org. Video clips will be collected until June 19. “If you have a pretty garden right now, send us a few video clips,” said Smith. “We are hoping to have peeks at gardens from all over the county.” Smith is an Emmy-winning television producer and has a few pointers for those

who want to participate. “The best lighting is about one hour after sunrise and one hour before sunset. It’s too bright in the middle of the day to get nice looking footage,” she explained. “Set your cell phone for its best quality and turn the camera, so it is horizontal, not vertical.” In addition, Smith recommends getting a few wide shots to establish the overall area, then move in for details. “Of course, tight shots of flowers are gorgeous, but close-ups of art accents, birds, butterflies, and kitschy garden gnomes are fun, too.” For more videotaping tips, visit their site at symphonyofthevines.org, where you can also sign-up for the mailing list to be notified when the videos are going to premiere. Life As We Knew It

L

ife as we knew it may not be returning anytime soon, but this last weekend, we were able to see some glimpse of a new “normal,” and that is a good thing. With restaurants re-opening and now retail shops, we can start to feel less like we are living in fear and captivity and more in control of what we are comfortable with moving forward. We may not be ready to join everyone in a restaurant, but at least we have that option, and we may not want to walk into the post office or retail shop without a mask, but they are open, so we can determine that when we are ready.

We now have the ability to assess what we are comfortable with and what we aren’t, and that is a really good thing. I commend all the county officials that walked us through the last few months of uncertainty. I genuinely believe they did their very best with the information they had; it prepared us and allowed us the ability to make sound, informed decisions for ourselves as we begin to move forward. May we remember to be gentle and kind with one another with those decisions, and if we do not feel comfortable allowing people in our space, then we ourselves need to remain diligent in maintaining social distancing, however, we feel comfortable. Business needs to resume; beauticians need to get back to work; we need to maintain healthy practical measures that are appropriate in order to keep the affected number of people to a minimum. The coronavirus will not go away, we can all count on that, but we can get back to business and help one another stay safe as we do that. We have all been affected. Our kiddos are walking through something that will be told to

their children in history books, and we will be the ones who persevered through this global pandemic and the highest unemployment rate in American history at 14.7% (as of today), since the 1933 Great Depression that topped out at 24.9%. We will be the ones that tell the stories of all the creative ways we came up with to hold our businesses together with skeleton crews, virtual shopping, and curbside pickup and delivery. We will tell the stories of PPP and SBA Disaster Loans and what those terms even mean and how it impacted our local communities. We will tell about creating business models that will hold up as we continue to walk through this pandemic, however long that may be. Or we will tell the stories of how we had to change the entire course of our lives by closing down our dream and starting a new adventure. Our stories will include caring for loved ones or missing them for months on end. It will include homeschooling and finding creative ways to keep our kiddos entertained throughout the day. It will tell the stories of our graduating seniors that accepted their caps, gowns,

and diplomas from cars and parades while social distancing. It will tell of Zoom meetings, virtual pay dates, and masks as everyday accessories. Our stories will include the loss of loved ones and friends. It will tell of hope and acceptance of one another and how we supported each other during this difficult time. Regardless of what the story may be, it is a part of all of our stories. We can all relate; we can sympathize, and we can learn. It is time for us to create our new “normal” and get busy! Life will continue to keep moving forward. Our graduating seniors will go out and start their new adventure in this world, services will continue to be needed, and we will have national and local elections that will take place in November that need our attention. So now we get to decide for ourselves what our level of participation will be. It is time to get involved. We need to look at our current city officials and school board officers and do our research so we can decide who we want to lead us as we continue to move forward. This is our time. Now what comes next, is up to us.

Parents under the occupation and now under COVID-19 were/are required to take on more roles—patient, knowledgeable and responsive teachers, coaches, counselors, and creative recreational directors day in and day out. It is the people of the US who followed scientific fact-based directives bending the curve by staying home, social distancing, and wearing a mask. But what will the “opening” look like? Our state is implementing a plan. Our Governor updates and guides us daily on how to move through each phase safely as the first prior-

As in many earlier arguments over the social contract, Democratic officials take the lead in plumping for greater adherence to social distancing while many Republicans are reluctant. GOP governors were among the last to enforce the anti-virus tactics that now hold down California’s caseload, while Democrats like California Gov. Gavin Newsom and Michigan Gov. Gretchen Whitmer were among the first. Republican governors have been first to reopen their states, while Democrats are doing it much more slowly. The bottom line: Viewed as part of a very long argument over what government should or should not do for masses of Americans, today’s demonstrations and the irrational claims they sometimes purvey should be no surprise. Logic has rarely been central to this very emotional debate.

Back in the early 1920s, the local newspaper announced that the famous Wiley Post would take passengers for a ride in his airplane for a penny a pound, or for a collection of bread wrappers. Charlyne didn’t have the pennies, but she saved up bread wrappers from all over the neighborhood. When she got to the airfield, Wiley told her she was too little for the seat belt, so, Charlyne asked if her cousin could ride with her. Wiley said yes, and, thanks to her cousin sharing the seat, she got her very first airplane ride. That was when Charlyne became ‘hooked on flying!’ During WWII, she worked at Douglas Aircraft as a Production Control Booth Expeditor which, according to Charlyne, was just a fancy title that meant she counted the screws. She learned to fly in Norman, Oklahoma, and had to get special permission to leave her necessary war job to apply for WASP training. When the Douglas people told her no, because she was important to their production line, she told them that they either let her leave or she would quit, because whether they liked it or not, she was going to fly for her country. She entered WASP training in 1944 and graduated as a member of the very last class of WASP to graduate: 44-W-10. She was stationed at Waco Army Air Field as an engineering test pilot, and after the WASP disbanded, worked as a salvage pilot and flight instructor, but eventually,

Weekly, the State requirements relaxed to allow SLO County to self-certify with an attestation, which was approved last week. The clearance allowed SLO County to open up in-store restaurants and retail. California’s new change allows all counties to make independent decisions about in-store retail without attesting. The State also relaxed restrictions for places of worship over the weekend. The new guidelines allow for places of worship to host 25 percent of their capacity or a maximum of 100 persons.

Knife Wielding Robber Attempts Second Heist Using Note ARMED ROBBERY STAFF REPORT ATASCADERO — On Thursday, May 21 at 1:52 p.m., Atascadero police officers responded to Aegis Medical Systems, 6500 Morro Rd., for a report of a suspicious subject. Employees reported a subject entered the business and attempted to obtain medication by providing a false name. As APD units were arriving on the scene, dispatch received a call from an alarm company reporting a robbery in progress at that location. Officers located the suspect as he was exiting the business and were able to take him into custody without incident. While conducting the investiga-

tion, APD officers learned that the suspect had entered the business and attempted to obtain medication by providing a false name. When confronted about the fictitious name, the suspect produced a note stating it was a robbery. The suspect was identified as Kyle Walls, a 21-year-old male resident of Atascadero. Walls was recently arrested by APD on May 6, 2020, for committing a robbery at Chalk Mountain Liquor. During that incident, Walls was armed with a knife and slashed at the employee when confronted. Walls was arrested for that incident and booked into the San Luis Obispo County Jail for Robbery, Assault with a Deadly

Weapon, Drawing/Exhibiting a Deadly Weapon and Vehicle Theft. Walls posted bail for these charges and was subsequently released from custody. After the incident, Walls was placed under arrest for Robbery and Committing a Felony while Out on Bail. Since Walls had bailed on the previous case and was involved in another robbery, APD Detectives submitted a bail enhancement to the San Luis Obispo Superior Court. The enhancement was granted, and bail was increased from $50,000 to $100,000. Walls was then booked into the San Luis Obispo County Jail. This incident is still under investigation.

STAFF REPORT ATASCADERO — On Thursday, May 21, at 7:32 p.m., Atascadero police officers responded to Subway, 2290 El Camino Real, for an armed robbery that had just occurred. Upon arrival, APD officers learned that the suspect had fled the scene in what was described as a newer model white Toyota sedan. The vehicle was described as having a spoiler and tinted windows. An employee was interviewed and said the suspect entered the business, lifted his shirt enough to reveal a firearm in his waistband. The suspect demanded money and fled with an undisclosed amount of cash. The suspect is described as a white male adult wearing a mask, brown and yellow flannel shirt, and blue jeans. This incident is still under investigation by the Atascadero Police Department.

Serial Evader Apprehended Following Multi-Car Crash in Paso Robles STAFF REPORT PASO ROBLES — PRPD bring in wanted man, rescue woman from vehicle On Sunday, May 24, 2020, at approximately 8:25 a.m., officers from the Paso Robles Police Department saw a vehicle driving recklessly eastbound on the Niblick Bridge. The driver of the vehicle, 24-year-old Ivan Sandoval Farias, lost control of his vehicle and collided with two other vehicles in the intersection located in the 100 Niblick, in front of Walmart. Occupants of the other involved vehicles had minor to moderate injuries, and one motorist was trapped in

her car because of the collision. She was rescued by responding officers and the Paso Robles Department of Emergency Services. Sandoval fled the scene on foot but was caught by officers who took him into custody. At the time of his arrest, Sandoval Farias was on Probation, had a suspended license and was in possession of methamphetamines. He was booked into custody for possession of narcotics, Felony Hit and Run, Felony DUI-Drugs, Driving on a suspended license, and a probation violation. A $500,000.00 bail enhancement was authorized due to the totality of the circumstances. SandovalFarias is a person of interest

Paso Robles Safe and Lock. “I never thought about going back to it,” Rick said. The market at the time motivated Rick to decide against getting a job and instead going into business for himself. “We didn’t plan on coming this far up,” Rick said. “It was just one of those things that happened. I was looking in San Luis, and the agent said ‘I got this little business up in Paso if you want to go 30 minutes north.’ That is the story right there. I walked in and fell in love with it.” Paso Robles was familiar territory for the Horlings, and it’s inviting rural nature welcomed them to their new home. “We had a couple of friends here,” Kathy said, “and it appealed to us because we love the outdoors. We are ‘lake people.’” As with many new residents to Paso Robles, the appeal was a combination of small town, close proximity to beaches, outdoors, San Luis Obispo shopping and arts, and of course some great wine. “It ticked all the right boxes,” Kathy said. When Rick bought the business, he refreshed his locksmith talents with trade courses to bone up on his skills before diving into what became an 18-year career, so far. He also got some help from the established locksmiths that continued with him after the transition. Joe Barclay was a veteran already, and has been with the company for 23 years and counting. “I’d been there five years with the previous owner, and we did a crash course with Rick in locksmithing,” Barclay said. Continuity has been a theme for the business that has locked and unlocked the local community since 1979. Paso Robles Safe and Lock has been in the same location on the 1400 block of Spring Street, next to the historic Fox Theater, for more than 20 years. From its perch on Spring, PRS&L watched traffic buzz up and down the drag and the surrounding downtown rebuild from post-San Simeon earthquake bones to flesh out the character it holds today. “It is busier,” Rick said. “When we moved here, it was so quiet. But we still enjoy it because Paso Robles still has that same ‘hometown’ vibe.” Kathy agreed, with a nod to the park side beautification the city has seen. “I love the downtown, and how it has grown,” Kathy said. “I love the boutiques and restaurants downtown.” In the past several years, Paso Robles has outgrown its own downtown, adding popup venues at wineries in the hills and valleys, east and west. “For us, we appreciate the winery venues that offer music and things to do on the weekend,” Kathy said. Rick added that the recent uptick in brewery venues has also enhanced Paso Robles, especially when his kids come visit. “They love coming for those venues,” Rick said. “It is easy to entertain them.” Rick’s son and daughter are both in their mid-30s, and both their families are expecting newborns in October, to make a total of three grandchildren. The bucolic and idyllic backdrop of Paso Robles made for an even starker contrast when the COVID-19 pandemic hit SLO

County. Like many local businesses, PRS&L felt the economic downturn on the bottom line. Being an “essential service” there was still some work that needed to be done but not enough to employ a full staff of people who had been with the company longterm. Kathy ran the books for the company, and she and Rick faced the hard realities as best they could manage. One of the things they ensured was the payment of the team’s health benefits — a fitting solution in the face of a pandemic. The Horlings worked to get the funding available from PPP (Paycheck Protection Program) and get their team back on the payroll quickly. The company has seen a recent increase in regular business as the suppressed economy begins its recovery. Paso Robles Safe and Lock works in a variety of industries, locking and unlocking doors of all kinds. “We do work for banks, hospitals, schools,” Rick said, “and all the commercial work — the wineries, breweries, and all our other businesses downtown. Not just in Paso but Atascadero too, and all the North SLO County.” Many of PRS&L clients have offices in San Luis Obispo, and appreciate the continuity of working with the local guys. Everyone on staff has a unique skillset, with Rick claiming the automotive sector and Joe being known as the “safe guy.” “I’m the safe technician,” Joe said, “and there has been a lot of safe openings that have been pretty interesting and some of them involved the authorities, so I can’t really elaborate.” The safe and lock business is one of necessity. For many people, crime is a problem to face and valuables need to be secured appropriately. Rick and his team are trained to assess the security of businesses and residences to provide affordable options for those needing locks. However, anyone who has lived in North SLO County for more than 20 years can tell you that locking doors was not always a top priority. That eventually meant business for Rick. “On the Central Coast, it was often ‘I’ve never locked my doors, I’m selling my house, and I don’t have any keys to my house,’” Rick said, remembering when. It’s also not always people getting locked out that is the problem. Joe retold a couple stories of when people’s door handles broke with them inside their apartment, and he had to drill out the door lock to allow a woman and her child to get out after being stuck inside for over an hour. Together, the team at Paso Robles Safe and Lock are in the shop or out in branded vans on call making sure the community is safe and secure. Along with locks, the shop also retails gun safes, or business and personal safes to lock up what needs to be secured inside. The lasting impression of Rick came from the guy who had spent almost 20 years as a PRS&L locksmith. “He is just an all around good guy,” Joe said of his boss. “There has been times when I needed help, and he is always there to help. to waking up and checking the feed to see who posted a video or what student was adopted or who still needs adopting,” she shared with us. Orosco and the 2800 plus members have adopted over 500 seniors from around the county, and she is hoping to hit 1000 by June 3. So, what does it mean to “adopt” a senior? A parent or guardian may add their senior to the group by posting a photo along with details about their personality, achievements, school, community involvement, and future goals. The student is then tagged with an “adopt” button that allows community members to see their profiles and adopt them if they are able. “We made a rule that each child is only allowed to be adopted once; that way, every student has the ability to be adopted,” Orosco

said. She continued, “once the student is adopted, the adopter and parent set up a time to “surprise” the student by arranging a visit. These visits maintain social distancing and safety for both parties. They are filled with love and laughter, and you can see the pure joy on the student’s face, and that is how I know we are making a difference.” “This is a joint community effort,” Orosco said, “I am just hosting the page and trying to do my part in all this. It is an honor to see the community come together and support our youth during this time. We are making long-lasting relationships for years to come, and my hope is that the students continue to share their updates and life as they go off to college or get their first job, so we can continue to support them as they grow.” Orosco said that she will keep the group going through the end of June and then transition it into

ment. And according to the grant applicant description, “a woman’s perspective, insight, and intuition are said to help better keep the peace while building safer and more inclusive communities. Women in forensic science are often the key to bringing justice to victims and holding perpetrators accountable for their actions. Our hope is that no other family will have to endure 24 years without answers or justice.” This year two out of the five recipients of the Kristin Smart Scholarship were from San Luis Obispo County, Lily Stewart, a senior at Arroyo Grande High School in Arroyo Grande, and Danna Martinez-Maravilla a senior at Morro Bay High School in Morro Bay. Both plan to pursue a degree in Criminology, to help bring justice to other families if ever a loved one was to go missing. As we walked through another anniversary of Smart’s disappearance and she is still missing, the hope shared by many is that this will be the year that the Sheriff ’s office can bring closure and justice for Kristin. Next year we should be honoring her memory after she has been brought home.

In the case of a business not being compliant with current regulations in place, Lewis proposed a five-step approach that he hoped would be a fair, flexible, and reasonable framework that should cover almost all circumstances they may run into. Currently, the “County Sheriff and District Attorney have indicated they will not take enforcement action against community members except in most egregious of circumstances” per the Council Agenda Report. Aside from hearing from the community their desires to reopen as quickly as possible, Lewis has also had concerns come from the other side of the fence, those who are worried about consequences of opening too quickly. If there is a complaint of a business not following procedures in place and violates county orders, the police department will follow Lewis’s five-part education, compliance, and enforcement process which consists of the following:

With many of Paso Robles restaurants opening back up and offering dine-in again, several ideas have been brought up on how to provide restaurants with more dining room to accommodate social distancing. Picnic benches have been brought into Paso Robles City Park to allow for customers to pick up food orders and enjoy a family meal in the park. There is also a potential for City Park Dining with alcohol consumption that would align with the proposed City Park Dining Program. Park dining would be dedicated to the hours of “Thursday — Sunday nights — 5 to 10 p.m. beginning when authorized by State and County guidelines and extending through Labor Day”. In addition to adding park benches for dining, City Council is mulling around the idea of parklets and street closures. Parklets are created by turning

a few parking spots in front of the business or restaurant into seating. The cost and responsibility for building a parklet would be at the business owners and entirely up to them if they wanted to create one. Because parking spots are open to the public, they are subject to the public right of way—meaning anyone would be able to sit there at any time. Several options for street closures were also presented. It was suggested during a Chamber of Commerce Roundtable Group for the City Council to consider the “option of closing streets with numerous restaurants and then allow the restaurants to place additional tables in the street for dining. Park and 12th streets were suggested as options with closures occurring during the same hours as the Park Dining program (Thursday -Sunday nights - 5 to 10 p.m.)”. At the end of a very long and late meeting, the City Council decided to move forward with the enhanced City Park dining program, a no for now on street closures, and requested more discussion on parklets.
