Recognizing a cultural legend, Sonya Ellingboe

e Littleton Museum was packed with more than 150 artists, business owners and city leaders on the evening of March 27. It was the city’s third annual State of the Arts event, where leaders shared local and regional metrics on arts and cultural activity in the city.

But this year, the attendance was over double the previous two years’ turnout.

“ at’s what happens when you’re honoring a local legend,” Museum Director Tim Nimz said.

During the event, the Arts and Culture Board presented the city’s rst-ever Arts and Culture Award to Sonya Ellingboe, a longtime force in Littleton’s civic and cultural life and a regular writer and columnist for our newspapers. Until her retirement in late 2023, her arts and culture writing appeared in the Littleton Independent, Centennial Citizen, Englewood Herald and other south metro newspapers. SEE

High Line Canal campaign is within $1M of goal

e High Line Canal, a 71-milelong walking and cycling trail winding from Douglas to Adams County, is about to undergo an unprecedented e ort over the next ve years.

A campaign called “Great Lengths for the High Line,” led by the High Line Canal Conservancy, aims to raise $33 million to preserve, protect and enhance the trail for generations to come. With a recentnancial boost from Great Outdoors Colorado, the conservancy is now only $1 million away from that goal.

“ is (trail) section is located in some of the state’s most diverse and under-resourced communities who identi ed underinvestment, safety concerns and di cult entry points as some of the main barriers to trail access,” a Great Outdoors Colorado Press release stated.

LaMair said the under-investment in this area could be tied to the fact that Denver Water stopped delivering water to these northern communities via the High Line Canal in the 1980s. is decision was caused by water conservation measures and modernization of water delivery systems, LaMair said, and led to a lack of care for the canal in the following years.

Also, many of the communities in this area are of minority races and ethnicities and are largely lowincome.

“ ere’s been a historic underinvestment in parklands in low-income and minority communities” across the U.S., she said.

Since 2020, the conservancy has been raising funds to conduct a series of projects to revitalize the trail, which was created from a historic canal system that circles the Denver area. ese funds — paired with city, county and federal funding — will make a total investment of $100 million towards the trail over the next ve years, according to the conservancy.

“ e Great Lengths campaign responds to the unique needs along all miles of the High Line Canal, and is an unprecedented e ort to transform the High Line Canal from an outdated irrigation system into a world-class greenway for the region,” she said.

A recent $7 million grant from Great Outdoors Colorado will speci cally fund projects on the trail’s 28 northeast miles, north of James A. Bible Park and into Aurora and Adams County.

Great Outdoors Colorado invests a portion of Colorado Lottery proceeds to help preserve and enhance the state’s parks, trails, wildlife, rivers, and open spaces. e $7 million grant was part of its Centennial Program, which invests in “high-value, once-in-a-generation visions and projects” that will create lasting impacts on the state and future generations, according to its website.

e conservancy saw that community needs in the northeast section of the trail matched with the grant program’s mission.

Residents in neighborhoods of color in Aurora have access to 43% less park space per person than the city’s average neighborhood, according to theTrust for Public Land. And, residents in low-income neighborhoods have access to 28% less park space per person than those in the average Aurora neighborhood.

Projects on this section of the trail will repave parts of the trail and add tness areas, seating, shade structures and signage. Some projects will also plant trees near the trail. e conservancy will add new trail access points, like pedestrian bridges, from neighborhoods that are near the High Line Canal but separated by major roads or other barriers.

“ ose bridges are going to be really important to provide easier access and access to people with unique needs and disabilities,” LaMair said.

LaMair said she hopes these improvements will also increase usage of the trail in the northeast, making it safer for users who say they don’t feel safe on the trail because of crime.

ese priorities are the results of seven years of community-led visioning and planning, according to the conservancy.

People of all ages utilize the High Line Canal, adding up to more than a million trail users per year.

New Law: Landlords Can’t Refuse to Rent to Tenants Who Are ‘Rent-Burdened’

A long-term “rule of thumb” has been that one shouldn’t have to spend more than 30% of their income on housing, but a legislative bill signed into law last June stipulates that landlords cannot refuse to rent to a tenant for whom their monthly rent would equal up to 50% of their income.

The National Council for Credit Counseling (www,nfcc.org) says, “The general rule of thumb is that housing costs should be no more than 30% of your gross income. This includes rent or mortgage payments; homeowner association fees; and utilities like gas, electricity, water, and internet.”

The bill in question, SB23-184, is titled “Protections for Residential Tenants.” It states that “A landlord may not require a prospective tenant to have an annual income that exceeds 200% of the annual cost of rent.” That’s another way of saying 50% of one’s annual income. And that figure does not include utilities in that 50%.

A violation is also an unfair housing practice subject to enforcement by private persons, the attorney general, and the Colorado Civil Rights Division. A violation carries an initial penalty of $50 payable to the applicant, and failure to cure (i.e., accept the tenant’s application) carries a $2,500 penalty, again paid

This new law not only has small landlords upset, it also has some tenant advocates upset. They point out that HUD doesn’t allow renters to be “rent burdened” over 30%. HUD says on its website that the 30% rule is “meant to protect low-income households from extreme rental costs. High housing costs and high prices for basic necessities place a greater burden on poor households living in metropolitan areas. Measures of affordability should be reassessed to ensure that policymakers are decreasing rental burdens for poor households.”

Public housing authorities nationwide are prohibited from charging more than 30% of a tenant’s income for rent under federal fair housing laws.

Habitat for Humanity of Metro Denver bases mortgage payments on 30% of the homeowner’s annual salary at time of applying for a Habitat home and does not increase the payment if and when the homeowner’s income increases.

On its website, HUD acknowledges contrary opinions about the 30% rule, noting that 30% of a $500,000 income leaves sufficient funds for other household costs, whereas 30% of a $20,000 annual income does not.

Rather than measuring affordability using a rent-to-income ratio, Michael Stone of the University of Massachusetts Boston recommends a residual income approach, which measures cost burden by calculating the money a family has left for housing after other expenditures such as food, clothing, and medical costs are taken into account.

SB23-184 has other landlord-tenant provisions. It prohibits charging more

than twice the monthly rent for a security deposit, and it allows an existing tenant subject to an eviction action, irrespective of the percentage of income paid in rent, to assert as an affirmative defense that the landlord violated fair housing laws by evicting him/her.

I have no opinion about whether SB23-184 was a good idea. There will probably be more debate about it in coming months. What’s your opinion?

Houzz Report Shows Increase in Home Renovation Spending

With sellers and buyers both sitting on the fence more than usual, thanks to increased mortgage rates, it’s not surprising that both are investing in improvements of their current home, and that’s reflected in this year’s home renovation trends report from Houzz.com.

Here are some of the key findings in their 2024 report published last week based on 32,615 website users, including 17,713 home renovators, who participated in a survey regarding their 2023 spending.

The median amount spent on renovation in 2023 was up 60% from 2020 to $24,000. The median spend in the 90th percentile was up 77% to $150,000.

In just one year, the percentage who financed their project using credit cards surged 9 percentage points to 38%.

Distressed Commercial Real Estate Loans a Red Flag for Residential?

It’s no secret that commercial real estate has been in trouble with the shift to at-home work following the pandemic’s abatement. The vacancy rates in office buildings is still too high for some landlords to meet their financial obligations.

The numbers behind that trend were released last week by Bloomberg, which wrote about stressed collateralized loan obligations (CLOs) which bundle debt that would be considered too speculative for conventional mortgage-backed securities (MBOs). You may recall that MBOs full of sub-

prime loans were central to the collapse of the housing market in 2008, triggering the “great recession.”

Many leveraged properties can’t be sold for what they owe their lenders.

Gen Xers edged out Baby Boomers, as they did last year, with a median spend of $25,000 vs. $24,000. When it came to big projects, the top 10% of Gen X renovators had a median spend of $180,000 compared to $131,000 for Baby Boomers.

The most commonly renovated room continued to be the kitchen, followed by guest bathroom, primary bathroom and living room — 29, 27, 25 and 21 percent respectively. The median kitchen project cost $24,000 (up 20% over 2022), and median bath project cost $15,000 (up 15% over 2022).

Outpouring of love for unhoused man killed on Arapahoe Road

“We’re gonna need another chair,” a man said, adding a vase of yellow owers to the collection.

e makeshift memorial is just one of several around the shopping center where residents from around Centennial are honoring and remembering their friend – an unhoused man, Garth Donato, who died after being struck by a car on East Arapahoe Road on a snowy March 25 morning.

Donato, 62, was struck near the intersection of South Fairfax Way around 5:47 a.m. in dark and cold conditions as he attempted to push a shopping cart across the road, the Arapahoe County Sheri ’s O ce said. He was transported to a

In the day following Donato’s death, people who knew him started ooding social media with their condolences and memories.

Neighbors have put up memorials in his regular spots, including the chairs where he sat every day at Starbucks and the King Soopers. ere are also owers for him inside the pizza restaurant, and a shopping cart full of owers and cards at the intersection where he was hit.

Sta and other regulars from the stores said his smile and gentle spirit would be missed.

“He was just always asking you how you are, like genuinely,” said Serea OliverAtherton, a King Soopers

“Historically we haven’t had any request for mileage reimbursement and haven’t really utilized that in this role,” Hoag said.

Williams submitted a reimbursement request in March for mileage he incurred after attending various events in January.

“I am asking for reimbursement of my mileage because one of the events I was in was with the governor, the attorney general, and the board chair of the state board of (education) that I was actually interacting with,” Williams said during the meeting.

He said he had requested reimbursement for seven events, but has attended about 29 since he joined the board.

“I feel pretty well in my position and that’s why I am asking for my reimbursement,” Williams said.

DKC, “district employees and board members who incur expenses in carrying out their authorized duties shall be reimbursed by the district upon submission of a properly completed and approved expense form and accompanying receipts. Such expenses shall be approved and incurred in line with budgetary allocations for the speci c type of expenses, board policy and applicable law.”  Williams referenced the district’s DKC policy and said that the “shall” in parts of the policy “created an obligation” for the board members to utilize this policy.

e DKC policy includes travel costs such as transportation, lodging, meals and related items. e policy states: “When district-related travel by an employee’s or board member’s personally owned vehicle has been authorized, mileage reimbursement shall be made at the rate approved by the board or superintendent. Such mileage reimbursement shall not exceed the mileage rate established by the Internal Revenue Service.”

“ at’s why I think this personally should not even be voted on because the policy itself under DKC speci cally de nes district travel as ‘attendance at conferences, seminars, meetings or other events related to district business or that promote or bene t this district,”’ Williams said.  Williams was willing to compromise on some of the mileage in his request but not all of them.

Several other board members referenced another policy pertaining to reimbursements, which is Board Policy BID/BIE.

Many board members said at the meeting that at this time the board doesn’t have any funds in its budget for mileage reimbursements due to overall budget cuts and overspending on mileage with already allocated funds.

“ is is money that we didn’t budget to spend this year and if we are going to pay this reimbursement, it’s going to come out of something else and I won’t support that,” Tucker said.

Tucker said historically board members attend events without requesting reimbursements, with the exception of a few pre-approved conferences.

Under the district’s Board Policy

Under this policy, after submitting correct documentation for a reimbursement pertaining to board related expenses, “board members may be reimbursed from district funds in accordance with the board’s policy on expense authorization and reimbursement and in amounts approved by a majority vote of the board in a public meeting.”

“Such expenses may include the cost of attendance at conferences of school board associations and other professional meetings/visitations when such attendance and expense payment has had board approval,” the policy reads.

Man to be sentenced after Jan. 6 Capitol breach conviction

A man from the Roxborough area, south of Denver, was convicted of two felony o enses related to the Jan. 6, 2021 breach of the U.S. Capitol.

Patrick Montgomery, 51, was convicted of obstruction of an ofcial proceeding and assaulting, resisting or impeding certain ocers, according to the U.S. Attorney’s O ce of the District of Columbia.

Montgomery was arrested by the FBI on Jan. 17, 2021 after several tipsters pointed to Facebook posts from or featuring Montgomery that suggested he was in the Capitol on

Jan. 6.

Prosecutors said Montgomery attended the “Stop the Steal” rally in Washington D.C. the day of the Jan. 6 breach and entered the Capitol with two Utah men.

Outside the Capitol, Montgomery passed a restricted area and grabbed a law enforcement o cer’s baton and attempted to wrestle it away, prosecutors said. Montgomery and the o cer fell to the ground and Montgomery kicked the o cer in the chest, according to prosecutors. Montgomery then ascended a staircase and entered the Capitol building via the Upper West Terrace Door with a large group. He reached the the third oor and then entered the Senate Gallery, prosecutors said. Prosecutors said Montgomery also confronted a U.S. Capitol police ocer and yelled, “You gotta stop doing

your job sometime and start being American. You gotta quit doing your job and be an American!”

e two Utah men were also arrested and charged with criminal o enses. e three men will be sentenced on July 2.

Montgomery waived his right to a jury trial and opted for a stipulated bench trial, according to court records, because he believed an unbiased and fair jury would not be possible in Washington D.C.

Montgomery owns a hunting guide company based in the Roxborough area called Pmonte Outdoors.

Colorado Community Media reached out to Montgomery’s attorney and did not receive comment by the time of publication.

Since Jan. 6, 2021, more than 1,358 individuals have been charged in nearly all 50 states for crimes related

to the breach of the U.S. Capitol, including more than 486 individuals charged with assaulting or impeding law enforcement, a felony, according to the U.S. Attorney’s O ce.

“Sonya just had a breadth of what she had done, and for a number of years, and how much she’s promoted arts and culture in the city,” she said. “It was just overwhelmingly clear.”

Ellingboe, 93, was born in Columbus, Ohio in 1930 and grew up in Pittsburgh, according to the event’s program. She adopted Littleton as her hometown when she moved to the city in 1956 with her husband and the rst of what would ultimately be four children.

In the decades that fol-

lowed, Ellingboe made an impact on almost every corner of the city’s civic and cultural makeup. She joined or helped launch many of the city’s important institutions, including the local League of Women Voters, the Town Hall Arts Center, the Bemis Library Fine Arts Committee, the Littleton Business Chamber, the Commission on Human Rights, the Littleton Fine Arts Guild, Hudson Gardens, Friends of the Library and Museum, the Littleton Garden Club and Historic Littleton Inc.

Ellingboe owned the Book House bookstore in downtown Littleton from 1970 to 1986 and worked brie y as a librarian, the program says.

When Ellingboe was in her late 50s, she began the career for which many Littleton residents now know her. For 35 years, Ellingboe worked as a writer for newspapers, rst for the short-lived Littleton Times before joining the Littleton Independent, also contributing to the Independent’s sister newspapers as the company grew.

Her writing mainly focused on art, music, stage performance and culture.

“Readers loved her work, waiting for her weekly reports on a play, art exhibit or unique program,” said elma Grimes, former editor of the Littleton Independent, who nominated Ellingboe for the award.

“serves as an exclamation point to an exemplary career,” Grimes said.

A lifelong passion for the arts

Event attendees gave Ellingboe a standing ovation as she received her award, which is a piece of artwork by local glass artist and sculptor Dianna Whitlock.

In her reception speech, Ellingboe re ected on her passion for the arts and libraries, which started with a childhood routine to visit the Carnegie Mellon library and museum with her father on Saturdays. She said her passion for arts and culture never went away after that.

“I’d recommend it as a way of life for anybody,” she said.

“I think that’s the main thing, is just get out and go do the art shows. It made Littleton a great place to raise kids, I think. Many of you have discovered that.”

After raising four kids in Littleton, Ellingboe now has grandchildren and a greatgrandchild, with a second great-grandchild due any day now. She said she has enjoyed watching her family members get involved in the arts scene as well.

Her son, Bruce Ellingboe, said his mother’s involvement in the arts has always been a part of his life. He said it was exciting to see her receive the award.

“She’s been doing arts things as long as I can remember,” he said.

In addition to being a champion of the arts scene, Ellingboe is an artist herself. Her family said she was a painter who enjoyed using watercolors, and she also did ceramics work.

“We’re so proud of her,” said Ellingboe’s daughter, Kirsten Orahood.

“It’s exciting,” Ellingboe told the Littleton Independent regarding her award. “Except, I had a moment of nostalgia that I wish I had a deadline, I guess. I was thinking I was really tired of deadlines — but I wish I still was going to this (event) to report on it.”

“We only want to talk about ‘ scal responsibility’ and ‘transparency’ when it comes to me, even though the DKC policy has been in place since 1977 and changed last year,” Williams posted in a tweet on March 8.

Records obtained by the Englewood Herald in a Colorado Open Records Act request show Williams is the only board member to submit a reimbursement request since Dec. 5 of 2023, the day Williams was sworn in as a member of the board.

In the March 26 meeting, Williams said board members received a DKC reimbursement in December for an event they attended.

Superintendent Joanna Polzin stated at the meeting that that reimbursement was a mistake on her part, as in previous years the board budgeted for that event, but decided not to this year. Polzin said she notied the board of the mistake.

Various board members including Tucker, Hoag, Whistler and Wilberding Cross stated in the March 26 meeting that they either returned or donated those reimbursements to the district.

Williams said when he tried to return it, he was told there would be a processing fee, but after gaining more clari cation in the March 26 meeting he said he would return those funds.

e reimbursement request denial comes weeks after the 18th Judicial District Attorney’s O ce found no crime had been committed by Englewood City Attorney Tamara Niles and City Manager Shawn Lewis, despite a criminal complaint that Williams led against the two o cials in February. Williams claimed Niles and Lewis had violated the state law that prohibits retaliation against an elected o cial.

Williams ran unopposed for the Englewood School Board in November. His candidacy and membership on the board became controversial after the Englewood Herald revealed in October that Williams had two previous felony convictions, a nding of bad faith in a civil lawsuit, an outstanding arrest warrant and an ongoing felony car theft case.

His next court appearance in that car theft case is April 9.

Sam Hill’s is ‘time capsule’ barbershop

Englewood’s oldest business is once again under new ownership. But when customers cross the threshold of the beloved barbershop, now dubbed Sam Hill’s by Arrow, nothing too much will seem to have changed in its 115 years. ey can travel back in time to di erent decades of grooming.

From a 1920s prohibition judges’ bench to her grandparents’ barber chairs from the 1950s, Colorado native and new owner Tara Nalty has curated a new, but retro look for the 115-year-old building, all the while maintaining its legacy.

“I loved so much about it,” Nalty said. “It felt a certain way. You walk in here and it has this just old museum kind of feel to it. … So, ‘What

do I keep? What do I change to make it feel the way it feels?’ But, also, I wanted to go back in time a little, too.”

e building now boasts a towel warmer from the 1930s, complementing the 1970s linoleum ooring and other elements. Nalty said she kept many elements the shop was known for, including the name it has had since 1927.

“Every little thing that I could preserve that was really old and original and really cool I did,” Nalty said. “I wanted it to feel the same but better and even more vintage.”

Sam Hill’s by Arrow reopened its doors in January but the Greater Englewood Chamber of Commerce held an o cial ribbon cutting ceremony for the business in March.

very year, Denver Film hosts the Women+Film Festival , a particularly special event that shines a much-deserved spotlight on stories told by and about women.

Tell me about this year’s festival?

I’m probably most excited about how all-embracing the festival will be. We have a strong variety of perspectives and topics that the festival will cover through our film programming, as well as through our panel discussions and special events. There truly is something for everyone at this festival.

What are some of the films you’re excited about?

We have two incredible documentaries bookending the festival. In addition to a reception, Opening Night will include a presentation of the Sundance-screened film “Every Little Thing,” directed by Sally Aitken. It’s an intimate story about Terry Masear, a woman who rescues and rehabilitates hummingbirds, and it’s ultimately a celebration of compassion. Our Closing Night film, “COPA 71,” is about the

Tell me about some of the other activities the festival is hosting this year?

We’ll be hosting two panel discussions led by community leaders from a variety of backgrounds. Our second panel will be at 11 a.m. on Sunday, April 14, and is titled Sexism to Solidarity.

dia Mixer, presented by Women in Film and Media Colorado. We’ll also host Film & Flow Yoga on Sunday, April 14, and that same day will be our annual Women+Film Marketplace, which will feature handmade art, wellness products, jewelry, and more - all from locally women-owned small businesses. What do you wish more people knew women in the film industry?

While statistics still reveal that women are underrepresented in many film industry-related fields, I’d love for people to understand why that is. It’s important to analyze the conditions that create demands for more female representation in film. I’d also love for more people to understand that women in the industry are not a monolith. Castle Rock Hosts Second Film Festival

The Women+Film Festival isn’t the only festival going on in the metro area in April. The second annual Castle Rock Film Festival will be held from Thursday, April 11 through Saturday, April 13, at the Theatre of Dreams , 735 Park St.

Chieng Brings New Show to Denver

On March 16, 2024, Caridad Santiago Garcia, beloved wife, and mother of two, passed away at age 87. A dedicated caregiver who always put family rst, Caridad helped take care of her younger siblings when her family was driven into the Philippines jungle during World War II. She gained from this upbringing the strength and courage to strike out on her own, move to the United States to become a dual citizen, and embark on a 50-year career in nursing. It was this decision that eventually brought her together with the love of her life, her husband Agapito. ey were together for 33 years until his death. Caridad was a gifted gardener and a

tireless landscaper who loved a day digging in the dirt. She also loved to cook, to dance, and to gossip with her Filipino contingent. She was a master Mahjong player and was always up for a quick trip to Vegas or Black Hawk to visit her slot machine friends.

Caridad’s rst and most important concern was always her family and their welfare. She will be remembered for this, as well as her generosity, humor, and love of laughter. Local Irish pubs keep tradition of Celtic culture alive

Everyone wants to be Irish on St. Patrick’s Day, but luckily metro area residents can experience Gaelic culture any day of the year at local Irish pubs.

Irish pubs di er from the average sports bar or cocktail lounge, and not only because there’s guaranteed to be Guinness on the menu. A good pub is all about a welcoming and approachable environment, where patrons feel like one of the lads.

Colorado Community Media rounded up a few places to go for a pint and some shenanigans. Sláinte!

Nallen’s Irish Pub

1429 Market St., Denver

Nallen’s sells the most Guinness in Denver and it’s likely because the bar is known for the smoothest pour in town, per a trophy that proudly sits behind the bar.

John Nallen, an Ireland native who moved stateside in the ‘70s, said the secret to the perfect Guinness pour is patience.

“It’s a two-pour and you have to let it sit for a few minutes and then top it o ,” Nallen said. “We take the time to do it right.”

Nallen opened the bar with his family in 1992 and has since gained a reputation that’s led to hosting a number of celebrities, including Fergal Murray, who is a former brewmaster at Guinness, and musicians Toby Keith and U2.

e pub’s reputation has also

earned it a loyal group of regulars. Nallen said a comfortable and inviting atmosphere denes the Irish pub.

“ e local pub is kind of the living room of the Irish community,” Nallen said. “(Nallen’s) is a hang out place. ere’s no pressure.”

In addition to a variety of Irish whiskeys, the bar also has a selection of Irish creams, which it uses to make one of it’s signature drinks, the Shillelagh, a whiskey and cream mix. e drink is named after an Irish walking stick used by humans and leprechauns alike.

Landsdowne Arms

As Landsdowne Arms prepares for its 20th anniversary next year, it’s busier than ever, fresh o a record-breaking St. Patrick’s Day weekend for the restaurant.

“Post COVID, to have such a big weekend, even though we don’t stay open until 2 a.m. anymore, is really incredible,” Steven Gregory, general manager at Landsdowne Arms, said. “We’re glad for our regular families we have come in.”

Gregory said the restaurant offers a family-friendly pub experience that blends Irish and Latino culinary dishes, drawing inspiration from the mix of cultures on sta . For example, the menu features traditional sh and chips, as well as sh tacos made with fried cod.

Nallen’s is known for having the best Guinness pour in the area, having won a trophy for their pints. Nallen said it all comes down to patience.

“We have great Irish food and a meld of Irish and Latino culture beyond the Irish fare,” he said.

Other specialties are the Reuben, a roast beef sandwich dubbed the Dubliner and the Irish whiskey chicken and mushrooms.

At the bar, Landsdowne Arms serves up more than 45 varieties of Irish whiskeys and scotchs. ey also have their own take on the Irish car bomb called the Left Hook, which uses Hard Chaw Irish cream instead of Bailey’s.

e space includes a rooftop patio and private library room with a replace for events.

Darcy’s Bistro and Pub

4955 South Ulster St., #103, Denver e sister restaurant to Landsdowne Arms, pub-goers will nd a similar vibe and menu at this location, which opened in 2002. Gregory said it’s a popular date night spot thanks to its cozy atmosphere.

“Couples often come in to split a sh and chips or a Reuben,” he said, Chef Jorge Garcia is known to add special menus for holidays, like Mardi Gras and Oktoberfest, as well as serving the classics. Specialties include bangers and mash, shepherd’s pie and sh and chips.

e bar o ers a selection of more than 20 Irish whiskeys and scotch options, as well as a rotating taplist alongside the usual Guinness and Smithwick’s. On Wednesdays, the bar has Jameson, Tullamore Dew and Bushmills for $7.

When describing what de nes an Irish pub, Gregory joked “mostly Jameson.”

Ned Kelly’s Irish Pub

Located in the heart of downtown Littleton, Ned Kelly’s opened in 2009 as a “raggedy local spot,” as Megan Casey, operating partner at Ned Kelly’s, put it, before growing into the establishment it is today.

Casey said the pub is beloved for its friendly environment where everyone is a regular.

“It’s a ‘Cheers’-like establishment,” Casey said. “Plenty of chat and fun, and always a bit of shenanigans.”

e pub serves a small menu of pizza and snacks from Grande Station, but there’s nothing small about the

drink selection. Ned Kelly’s advertises having one of the widest-ranging liquor selections in the area and bar keeps who can make anything.

For the full taste of Ireland’s brews, try an Irish ight, which includes Guinness, Smithwick’s, Harp and Kilkenny.

In its years in Littleton, Casey said Ned Kelly’s has seen countless great days, but one of the best each year is the St. Baldrick’s fundraiser.

St. Baldrick’s Foundation is a nonpro t that raises money to support children with cancer by sponsoring head-shaving contests. is year, Ned Kelly’s St. Baldrick’s event raised over $90,000 for the foundation, the most of any Denver area participant.

“Our St Baldrick’s event is a proud day for us, every year,” she said. “It’s good to give back.”

Search for gold was key moment in early days

From the shops along Broadway to Pirates Cove Family Aquatic Center to Broken Tee Englewood Golf Course, Englewood is a distinctive community. But how did it get to be this way? e Englewood Herald wanted to know. So, we turned to Doug Cohn, the program director of the Englewood Historic Preservation Society, for answers.

He’s been a resident of the city for more than 70 years. In 1951, he moved into a then-new neighborhood along Bates Parkway. He graduated from Englewood High School in 1965 and the University of Colorado Boulder in 1969. Cohn knows the history of Denver’s neighbor to the south inside and out as the author of “Englewood’s Amazing History,” which is available for purchase at the Englewood Public Library.

e Herald asked him what he considers to be the ve most crucial events that helped shape Englewood.

The beginning

In 1858, a Georgian prospector and miner by the name of William Green Russell rallied a hefty mining team and headed on an expedition to the Rocky Mountains. He and his team were motivated by murmurings of a gold discovery in the South Platte River in 1849 in what’s now Arvada, by a man named John Ralston.

“About 100 of them traveled out here on the wagon train, but after two weeks, all but 13 miners had traveled home,” Cohn said. eir persistence paid o . On July 20, 1858, the team struck gold, nding approximately $400 worth within the mouth of Little Dry Creek where it met the Platte, in what is now Englewood.

“After their discovery, they started a town at the mouth of the creek by what’s now Cushing Park and called it Placer Camp,” Cohn said. Brie y after, a traveling salesman from the California Gold Rush named John Cantrell rode through the camp selling whiskey. Russell and his

team paid with gold and as Cantrell traveled to Kansas to restock his whiskey, showing the gold, it added fuel to the Colorado gold rush.

Englewood becomes a city

After news of the gold discovery in Little Dry Creek, settlers ocked in and a community began to take shape. Only 45 years after Russell’s discovery, in 1903, did settlers push to make Englewood, then known as Orchard Place, a city.

Concerns over crime and a perceived negative reputation spearheaded the push for establishment. Shootings and stabbings were common in the area, and many within the community were motivated to establish a governmental body within the city. ere were about 1,200 residents and two stood out: omas Skerritt — the location’s rst white settler — and Jacob Jones, who di ered on visions for city growth.

“Skerritt liked how the town was set up and wanted to keep it that way,” Cohn said. “Jones was opposed, citing the desire to grow a safe community ideal for families.”

At the time of the election, the city had seven bars, two brothels and a grocery store, Cohn said.

Across the street is Nalty’s other salon, Arrow, which she started in early 2019. She said she eventually outgrew her space and wanted a small shop to expand to.

“I would just look in (Sam Hill’s) and wonder what was happening with this time capsule,” Nalty said. “With all the taxidermy and the cigarette ashtrays on the bench and the chairs. It looked like a museum and I just had a sense that it was something.”

Nalty said she knew the space was greatly loved and she wanted to continue to provide that love. So, she struck a deal with previous owner Rick Lozano who originally took over the shop in 2005.

“We just had a lot of the same morals about the space and values about the community and he knew that I was going to follow through and stay true to my word,” Nalty said. “I do know as long as I am living it will be in my possession and my family and I will see to it that it’s passed down the same way it’s been since 1909.”

Nalty said the back of the shop was actually a salon in the 1950s where women would get their hair done while the men were in the shop.

“I wanted a happy place … and so I had to open a happy place and I had stylists and friends that I had come together,” Nalty said.

Arrow is a teaching salon, Nalty said, where aspiring stylists can apprentice and learn the ropes.

“I love getting kids out of beauty school and teaching them how to thrive in this industry,” Nalty said. “We teach and train and we apprentice and we build.”

She explained Arrow for her means “endless possibilities.”

“It was a little androgynous and obscure,” Nalty said. “I like that it feels mysterious and I love arrows. It just felt solid.”

“I wanted it to just feel like that’s where people hang out because it’s the barber shop and people come and hangout at the barber shop and beauty shop,” Nalty said. “ at’s something cool I’ve always thought about in the last 20 years of my career, bringing that back.”

Nalty said from a young age she knew she would become a hairstylist and one day own her own business.

“It was said at 3 I could put in a set of rollers … better than most adults,” Nalty said. “I always remember doing everybody’s hair and I knew that I would do hair.”

Nalty went to beauty school and worked at various salons before opening Arrow, her other salon across the street from Sam Hill’s by Arrow.

She describes her other salon as a family atmosphere

ere are three employees working at Sam Hill’s by Arrow, Nalty said. Her employees include Ryan Mack, Lauren Black and Tia Del Ponte. She explained she is grateful that she found them.

“I cannot believe the timing and the way that we found each other,” Nalty said. “ ere was never going to be anybody else that was going to be more perfect than these three and that blows me away.”

Going forward, Nalty said she hopes to continue to work in Englewood with all members of the community.

Colorado Schools to receive $11.4 million for youth vaping prevention

Colorado schools are poised to receive $11.4 million to combat the youth vaping crisis. The funding comes from a settlement between the state attorney general’s office and e-cigarette manufacturer Juul Labs, Inc.

“Colorado has a youth mental health crisis that has fueled a vaping epidemic,” said Attorney General Phil Wieser in a press release. “These funds will support solutions and preventive measures that will help our children to make informed and better decisions about their health and wellbeing.”

The deal ends a lawsuit Weiser’s office filed against Juul in 2020 for targeting young people in its marketing and misleading them about the health dangers of using its products. Juul settled with Colorado, along with several other states that joined the effort, in 2023 for $462 million. Colorado’s share was $31.7 million.

rado Department of Education will disburse $3.8 million annually to local K-12 education providers beginning next school year and ending in 2027. Weiser said his office is excited about the partnership and for the opportunity to ensure all Colorado schools can access and invest these funds.

“The new Vaping Education Prevention Grant provides much-needed resources for our school districts and boards of cooperative educational services to support students in learning about making healthy and responsible choices,” said Colorado Education Commissioner Susana Córdova.

Alexander Aircraft

Starting as a lm company, the Alexander Aircraft Co. had a brief, yet signi cant, chapter in Englewood history. At one point, it was the largest aircraft manufacturer in the world with a reputation for revolutionizing the aviation industry with the Bullet and Eaglerock planes that set the gold standard for modern aircraft at the time.

Initially wanting to invest in four biplanes that his salesmen could y to work meetings, Alexander Aircraft founder J. Don Alexander also had his crew assemble the planes themselves, as he saw potential in aviation.

e Alexander Aircraft company began in the mid-1920s, and initial aircraft didn’t y very well, as the engine was prone to overheating. “ e planes they crafted weren’t able to y for long, because they were designed to y at sea level,” Cohn said. is prompted a young man named Al Mooney to design the Eaglerock.

Following an annexation attempt by Denver, Alexander Aviation planned to relocate operations to Colorado Springs, but plans were impacted in 1928 after a workplace accident involving highly combustible liquid silver nitrate sparked a massive re and explosion that claimed the lives of 11 people.

Despite the tragedy, Alexander Aviation successfully relocated to the Springs, but didn’t last long after the

move. e Great Depression resulted in plummeting aircraft sales, and Alexander Aviation would manufacture its nal plane in 1932.

General Iron Works

In 1924, Englewood got an important economic boost. General Iron Works moved in. e company, which began in 1885 as a partnership between two Leadville-based silver mining engineers, omas Stearns and John Roger, had operated in Pueblo and the business had expanded to a sugar beet operation, but a devastating ood led to relocation in Englewood.

General Iron Works is credited with playing a crucial role in the World War II e ort, a service that earned Englewood the moniker “ e Shipyard of the Rockies.”

General Iron Works is responsible for many important innovations, according to Cohn. General Iron Works was constantly called upon to innovate technology used to produce products and services.

“ e rst machine that separated salt from seawater, the rst coin-operated mechanism, and a large-scale cooker in order to mass-produce potato chips were all invented here by Englewood citizens,” Cohn said.

e plant employed many locals for decades, until the 1970s, when many of the factory’s operations grew obsolete. In 1982, General Iron Works was bought out by a company called Air Products, in a move to acquire General Iron Works’ patents, and in 1986 the plant was closed entirely.

State lets some migrant students skip tests

Colorado Department of Education issues guidance

Some students who are new to the U.S. and enrolled in Colorado schools after the official October count will not have to take any standardized tests this spring.

That’s according to new guidance issued recently by the Colorado Department of Education.

e department changed the guidance as school districts are seeing unprecedented numbers of new students who are new to the country. Teachers have described various challenges they’ve faced trying to educate migrant students, and the students are unlikely to do well on standardized state tests given in English. As of February, the Denver, Aurora, Cherry Creek, Greeley, Adams 12, Je co, and Mapleton districts told Chalkbeat they had enrolled more than 5,600 newcomer students after October count.

Denver Public School leaders told their school board this week that in their case, the majority of students new to the country will fall into that category to be exempt from testing.

Colorado students who are identified as new to the country and have no or limited proficiency in English already are exempt from taking standardized English reading and writing tests for at least their first year of school. Before the new guidance, they were expected

to take standardized math and science tests with accommodations.

This spring, if students are new to the country, have no or little English fluency, enrolled after October count, and had limited or interrupted schooling before arriving, they can also skip the math and science tests.

Limited or interrupted schooling includes not attending school for six consecutive school calendar months prior to Colorado enrollment or having two or more years of missed schooling compared to similarly aged students in the U.S. Students who had limited school

SUMMONS FOR ALLOCATION OF PARENTAL RESPONSIBILITIES
