Fire and flood a community issue

When disaster strikes, the Coalition for the Upper South Platte appears on the scene, bearing everything from shovels and sand bags to the proverbial big shoulders. Better known as CUSP, the staff and a legion of volunteers have been called upon this month to mitigate flood-damaged homes in Cascade. The floods were a result of the land laid bare by the Waldo Canyon Fire in June and a rainstorm July 30. “Now we’re working with private landowners focusing on things like sand bagging and protecting property owners,” said Carol Ekarius, CUSP’s executive director. Fire and flood have changed lives in Fitzgerald the Ute Pass corridor. For at least five homeowners who live on the hillside above Cascade, the floods destroyed wells and septic tanks, severely damaged roads and presents an ongoing risk of more flooding. The home of Chief Warrant Officer Jeffrey Fitzgerald was nearly destroyed. “The mud flow literally came through the house,” Ekarius said. While the home was insured, the policy doesn’t cover the entire cost of fixing the interior. “All these folks whose property was damaged continue to incur large costs, in some cases, tens of thousands of dollars, outof-pocket,” Ekarius said. “For 99 percent of us, we can’t absorb that without great pain.” In a show of support, dozens of volunteers from Hewlett-Packard, along with the CUSP team, installed rock structures and placed sandbags Oct. 18 on Fitzgerald’s property. This project and others in the flood zone are funded by a $45,000 grant from Pikes Peak United Way, money awarded to and administered by the Cascade Fire Department. “These are fairly expensive homes owned by working middle-class folks. We’re trying to help them as much as we can, where they need additional materials and supplies, supplement that,” Ekarius said. As the immediacy of the crisis has diminished, so, too, have donations gone down. For Ekarius, the scramble for money highlights a larger issue. “We have all these organizations, property boundaries, regulations and where and how pots of money can be spent,” Ekarius said, referring to agencies such as the Colorado Department of Transportation, Natural Resource Conservation Services and the U.S. Forest Service. “In catastrophes like this we need to figure out who’s got money and where it needs to go.”

Photo by Pat Hill If the disparity weren’t bad enough, Ekarius has another target. “Of course, and sadly right now, we have been a nation of people who have been de-taxing ourselves, to some extent or another. Regardless of your political affiliation, we’ve had a starve-the-beast attitude. And guess what? The beast is down to bare bones. I think the lack of money is affecting all of these entities,” she said. “We have cut our federal, state and local agencies so there just aren’t enough people to deal with the magnitude of the issues as quickly as the taxpayers would now like us to.” In the meantime, CUSP and other organizations depend on donations, grants and volunteer labor for the mitigation projects. “All of these folks up and down the Pass and around the other edges of the fire need assistance now,” Ekarius said.
A day before leaving for another tour of duty in Afghanistan, Chief Warrant Officer Jeffrey Fitzgerald finished up last-minute details on a project he didn’t plan on doing. But with the interior of his home gutted by the mudslide of July 30, Fitzgerald is laying tile, installing insulation and bathroom fixtures, in a race for time before Oct. 18. While Fitzgerald has home insurance, he figures his out-of-pocket costs for the interior alone to be around $20,000. “The insurance company gave me a little bit for smoke damage; you can see all the burnt trees,” he said. “And that was out of the kindness of their heart. They gave me $8,000 for somebody to come in and gut the interior so the mold didn’t get in.” Fitzgerald counts himself lucky as the foundation remained intact, despite the mud reaching past the mid-point in back of the house. While he’s doing most of the interior work himself, for the damage on the hillside, the secondary source of the floods, Fitzgerald is relying on the Coalition for the Upper South Platte, the staff and a team of volunteers. “I’ll tell you, it’s great to see that many people volunteering, coming out of nowhere,” he said. Fitzgerald bought the home in 1993 while stationed at Fort Carson. “My intention was to come back here and retire,” he said. “That changed with 9/11 so I’m doing a lot more than I anticipated. I haven’t been able to get assigned back here.” With uncertainty about the retirement, for the past several years Fitzgerald rented the home; however, the renter, who was uninjured during the mudslide, has since moved out. After 30 years in the Army and tours of duty in Iraq, Bosnia, Kosovo and recently, Afghanistan, Fitzgerald, a helicopter pilot, volunteered to return to the war zone. “We have a lot of turnover now, a lot of guys who’ve retired, so we have a lot of new ones, about half our unit,” he said. “You need experienced guys to stick around. I’m not the only one; there are probably four others who have 30 years and are going back.” This time around, Fitzgerald expects to be deployed for a nine-month tour with a return home to Fort Drum in New York through Fort Carson. “Everybody rotates through Fort Carson because these mountains are the closest thing that replicates what’s in Afghanistan,” Fitzgerald said. Fitzgerald’s wife and six-year-old daughter remain at home in New York.
CC & V announces change in tunnel plans Special to the Courier With approval from the state of Colorado and Teller County for the Mine Life Extension 2, Amendment 10, the Cripple Creek & Victor Gold Mining Co. is scheduled to begin construction in the Squaw Gulch area at the end of October. The mine announced a change, however, in plans regarding the option of a tunnel over Colo. 67 to allow haul-truck access across the highway in Squaw Gulch. In consultation with the Colorado Department of Transportation, CC & V revised the plan to develop a highway crossing with flaggers stopping traffic on the highway. CC & V anticipates that the flaggers and crossing will be in place mid-November
through September 2013. Stoppage of traffic on Colo. 67 will be less than 5 minutes at a time and estimated to be around one stoppage every 15 minutes. As well, there will be equipment-building platforms in the Vindicator Valley area west of Goldfield. These are drill platforms working on core drilling for exploration. These drills are working on underground mining exploration and will be drilling approximately 3,000 feet deep. When the drill is in place, CC & V anticipates the drilling to last two to three weeks. Once the drilling is complete and the mine officials determine that there are usable samples, the platforms will be regarded and seeded with grasses.

phill@ourcoloradonews.com Cats, cats and more cats, the Divide fire station was packed with feral cats. In honor of Catch Us If You Can National Feral Cat Day Oct. 17, Teller County Regional Animal Shelter threw a fix-it party for feral cats. By mid-morning, 20 cats had been sterilized and vaccinated for rabies. Most of the cats were caught and brought in by neighbors in the area. “Some of these are inner-city cats, others live in rural areas,” said Allison
DuVal, TCRAS volunteer who heads up the event for the shelter. TCRAS is one of eight rescue groups in the Pikes Peak Region which sponsors the event. The goal is to spay and neuter 245 cats in the trap-and-release program. All of the cats, if they’re not adopted, will be taken back to the area where they were caught. In a three-month fundraising campaign, the rescue groups raised $4,200 for the sterilization/vaccine program. In Divide, the shots were administered by Stuart Brubaker, DVM at Front Range Veterinary Clinic in Lakewood.
Movers and shakers when it comes to inspiring a movement in the Majestic Park subdivision, Bonnie Sumner, along with Curt and Susan Grina, transformed a daunting task into a neighborhood fuelmitigation project. Chopping, thinning and clearing trees and debris in the 540-acre subdivision, the neighbors were part of a larger project to provide defensible space along their own as well as the surrounding land. Their work complements that of the U.S. Forest Service in the Pike National Forest. Working with Dave Root, assistant district forester for the Colorado State Forest Service, the neighbors achieved recognition this month as a Firewise Community. “I think Firewise designation is about the community working together for fuel mitigation,” Curt Grina said. As the three galvanized their neighbors, so, too, did the adjoining property owners join in the project. “We have fuel mitigation along the Sturman Industries property,
through Majestic Park and down to Aspen Valley Ranch,” Grina said. “We’ve created a good strong fuel break.” With its steep terrain in the woods above Woodland Park, the subdivision is particularly vulnerable to fire. “We all made the decision to live here, despite the fire danger,” Sumner said. “We have to make this property as safe as we possibly can.” After the Hayman Fire in June 2002, Curt Grina chaired the committee that developed the county’s Community Wildfire Protection Plan, which is a model for other subdivisions. At the same time, Grina bought a large chipper machine to clear away tree limbs and other potentially-dangerous debris from his property. When Sumner moved into Majestic Park from Wisconsin, she used her fear of catastrophic fire seek the Firewise designation, which is where the hard work comes in. While the designation recognizes a movement toward clearing potentially dangerous fuel, the the future is just around the corner. “The work doesn’t stop,” Sumner said. “Trees keep growing and projects can be nibbled away at.”

New 24-hour Ballots mailed for general election ballot drop box Special to The Courier

The El Paso County Clerk & Recorder has installed -a new 24-hour ballot drop box at its Citizens Service Center Main Office. This ballot drop box is the first tof its kind in El Paso County. Now voters can simply drive through and drop off the ballot without ever getting out of their car. The ballot drop box is open 24 hours a day, seven days a week. a “I am excited to provide voters another way to equickly and easily drop off their ballot. This ballot drop box is a way for voters to ensure that we receive their ballot during the hours that work for them,” EPC Clerk and Recorder Wayne Williams said in a statement. Allowing for a 24-hour unmanned ballot drop-off location was provided due to a change in the Coloarado Secretary of State rules that now allow for ex-ternal unmanned drop-off locations as long as they eare secured according to the guidance provided by the Secretary of State Rules and under 24-hour video surveillance. The ballot drop-off is located in the front roundabout of the Citizens Service Center Office at 1675 West Garden of the Gods Road. There are directional signs to help voters locate the ballot drop box.

The first wave of mail-in ballots for the 2012 Presidential Election was mailed Oct. 15 by the El Paso County Clerk & Recorder’s Election Department. Ballots were mailed to the 202,948 voters of El Paso County who requested a mail-in ballot. This is a 35 percent increase from four years ago when the county mailed just over 151,000 mail-in ballots for the entire election time period. It is not too late to apply for a mailin ballot if a voter still wishes to request one. The deadline to apply is Oct. 30. Voters can sign up for a mailin ballot by one of three options. This video was created to show voters how to correctly mark their ballot. Many of the common errors that are seen in the counting process are highlighted in the video. phill@ourcoloradonews.com Rich with area history, a route whose steep terrain harbors historic tales of blood and battlefields, of loss and victory, the Ute Pass Regional Trail follows the past while tracking the future.
In three phases, the construction of the first phase begins near the Manitou Incline and concludes with an interpretive loop at Longs Ranch Road. “The current route comes through a gulley so we propose to reroute it but then follow the historical alignment 1 ¼ miles, with the remainder on an existing maintenance

road,” said Jason Meyer, park planner with the El Paso County Parks Department. “We see the trail being used `socially’ now so we want to legitimize the use, funnel the trail appropriately and manage it.” The interpretive loop is the highlight of the first phase ending about 1,000 feet east of the road. The interpretive kiosk will include information on the European discovery of the trail. “Colonel Batista Anza in 1779 allied with the Ute Indians and led a surprise attack against the Comanche Indians,” Meyer said. “On a foggy day on Aug. 30, they camped at French Creek in Cascade. We want to see how much of a cultural impact we can have with the trail.” For hundreds of years, Ute Pass was the only navigable route on foot through the mountains. “So the Indians protected the route and were the only natives to construct stone forts,” Meyer said. “We want to highlight the medicine wheels, the rock cairns, spiritual trees and the Ute forts with the interpretive loop.” But the planners hit a snag with plan to continue the trail from the loop to Chipita Park. “It was the end of this plan that caused some concerns with the residents about the trailhead and potential impacts to their property and the roads there,” Meyer said. “Nothing is 100 percent certain; we don’t have any alignment from here going through Chipita Park that is set in stone. We are just concentrating on the next phase.”
The residents will have the opportunity to voice their opinions in a public planning process on how to connect the two ends of the trail when phase one is complete, Meyer said. The project is funded, in part, by a $119,855 grant from the state trails committee which rated the project the highest of any in 2011. “Because of issues with the neighbors we have held off on implementing the grant for a year,” Meyer said. In the meantime, the trail, a link on the American Discovery Trail, is three miles of steep terrain. “It’s montane and riparian and you can see it change. It’s beautiful along here,” Meyer said. “These elements really solidify what we’re trying to do with the trail, the health and regional-transportation benefits, connecting communities but also highlighting the importance of the historical aspect of the trail.”

Lampman block: Maggie and other ghosts in the building For years, Oscar Lampman took care of the dead in Cripple Creek. And it is a wonder more ghost don’t hover around 300 E. Bennett, the one-time base of operation of the basement undertaker. Legend says it was here, in his funeral parlor, where Pearl DeVere’s sister, coming to collect Pearl’s body, noted the dyed auburn hair and found out her sister was no dressmaker but, instead, employed as madame at the Old Homestead brothel. The high-minded sister turned tail and caught the first train back East. “Cripple Creek can bury its own dead,” editorialized The Cripple Creek Times then. Indeed, and let he [or she] who is without sin, cast the first stone. It was here that gold mining magnate Sam Strong’s body lay, with much of his hard head blown away from a shotgun blast. Countless other bodies, their owners whom suffered the violent deaths of violent times, underwent embalming in the lower level of the building. Also for years, the Manhattan Barber Shop, with eight porcelain tubs for baths, occupied the first floor, and you would think some of the hanger-on, hang-around crowd would hang at such a popular place - even in an afterlife. But oddly enough, a comforting ghost apparently haunts the premises of the old Fairley Bros. &; Lampman Building. A lilted voice, singing high in the scales and steeped in the accent of the Emerald Isle, a faint wisp of rose-scented perfume, the clackety-clack of old manu-
al typewriter, are offered as evidence of the presence of “Maggie.” Stories of Maggie have swirled at least since the 1960s. Noted Western artist Charles Frizzell, who ran an art gallery in the building then, and Katherine Hartz, who had the Sarsaparilla Saloon in the building beginning in 1968 and eventually purchased it, both related stories for Chas S. Clifton’s 1983 book, “Ghost Tales of Cripple Creek.” “That was during the good old hippie days and a lot of people coming through town would be looking for a place to ‘crash’ for the night,” Frizzell is quoted in Clifton’s book. But when the Frizzell’s allowed visitors to stay in unused portions of the upper two floors, ghostly commotion centered in what used to be a ballroom on the third floor usually quickly drove away “crashers” before a second night. “At times, Frizzell says, mysterious blue lights danced down to the second floor, the living quarters. He and his wife tried to stop them by shutting the twin doors on the staircase, but someone else seemed to want that door open,” wrote
Clifton. He quotes Frizzell: “We would tie them shut with a twisted coat hanger because we could not lock them. We could go downstairs in the gallery and know there was no one upstairs, but we’d come back and find the hangers untied and the doors open.” Hartz had an even more finite visit from Maggie. Also from Clifton’s book quoting Katherine Hartz: “I was walking down the hall on the second floor. As I walked I heard sounds like someone was upstairs with high heels on, walking above me. I realized that in order to do so, whoever it was had to be walking through the walls upstairs.” According to the account, when she investigated, she encountered a woman in her late 20s or early 30s, tall, goodlooking brunette, with her hair in a “Gibson Girl” roll, wearing a white shirtwaist, ankle-length dark brown print skirt and high-heeled boots. Later, in the 1970s, having trouble with small unexpected electric bills and reports form police and nearby shop owners of late night lighting of the upstairs rooms, the Hartz expected to find evidence of squatters but found instead, the building locked and undisturbed with electricity turned off at the fuse box. But even after the advent of gaming and the building’s conversion to Colorado Grande Casino, the sightings have continued. “Some have reported that singing and
dancing is sometimes heard emanating from the old ballroom, as well as the sounds of Maggie’s lilting soprano voice heard singing an Irish accented concertina,” reports “Legends of America Newsletter” owner and editor Kathy Weiser. “At the casino, security guards have often reported seeing Maggie along with a gentleman friend playing the slot machines after hours. Today, a café named in honor of Maggie resides in the building along with the casino. Over the many years, tenants in the building in addition to those previously mentioned - included The Central Drug Store on the northwest corner of the first floor. The upstairs on the second floor was occupied mostly by professionals with five attorneys and four doctors leasing space in 1902 and 1903. “On the third floor, B.P.O.E. 316 - a very influential organization in the city - had their meeting hall [the location of the ballroom]. The Elks were pleased to lease this space, but they were looking for a permanent home. They found this in 1911 when the Elks purchased The Gold Mining Exchange Building,” according to “Cripple Creek: City of Influence,” a 1994 book by Brian Levine. Perhaps Maggie, and other ghostly friends never noticed the party had relocated.
Collecting everything for pleasure and relaxation Anyone who has visited me at my Pikes Peak Courier View office knows that I collect bumper stickers; I haven’t worked out of The Tribune office in Monument long enough to have much of a collection there, yet. Actually, I collect a lot of things. In fact, my sister tells people she collects cookie jars and Depression Glass and I collect everything else. That’s a bit of an exaggeration but certainly not too far off the mark. Anyway the door to my office was pasted with 11 year’s worth of bumper stickers, everything from an “Adopt a Bat” sticker from Carlsbad Caverns (or as my son Carl says “Carl’s-not-bad Caverns”) to two different “Divide, Colorado: Center of the Known Universe” stickers. At last count, there were 58 stickers of all sizes and shapes on that glass door, providing a bit of privacy during closed-door inter-

next summer at a yard sale near you. Of course, I’m not getting rid of all them. There are a few favorites that I will keep, such as my J.R.R. Tolkien quote: “Not all who wander are lost.” I love the irony because unless you’re the heir of Elendil and the future King of Gondor, chances are if you’re wandering, you’re lost. One thing, though, you won’t see them on my car. One might ask why I collect bumper stickers or anything else for that matter. Good question; I’ll try to come up with an answer. Coin and comics collector Jim Halperin lists 10 reasons in his article, “Why Do We Collect Things?” He list includes knowledge and learning, relaxation and stress reduction, social interaction with fellow collectors and others, recognition by same; the desire to control, possess and bring order to a small (or even a mas-
sive) part of the world; nostalgia and/or a connection to history and accumulation and diversification of wealth. Of his 10 items only one or possibly two fit me: personal pleasure and, maybe, nostalgia. As for the other reasons, I don’t know anyone in the collecting world that I care to have recognize me and one must have wealth to accumulate it, n’est-ce pas? (I don’t speak French, I just like writing that.) Whatever the reason I collect things, I’m in good company. Like Jane Seymore, I also collect teapots (she probably has a lot more than my measly 60 or so) and like Tom Hanks, who collects old typewriters, I collect antique office gadgets. At least (mostly) I don’t keep either of these collections at work.
Death rate falls; more people dying This Associated Press headline got my attention a couple of weeks ago: “U.S. Deaths Reach Record High as Population Grows and Ages.” At age 66, I know I’m on the short-end of the longevity stick. It’s unlikely I’ll live another 66 years, so big bold headlines containing the word “Death” have a tendency to draw my eye. According to a U.S. Centers for Disease Control and Prevention report, more than 2.5 million Americans died last year surpassing the 2010 record by 45,000 deaths. Should we be concerned? Not so much, says Qian Cai, a University of Virginia demographer who studies population trends. “If you have an older population, of course you have more deaths. That doesn’t mean the population is less healthy or less vital.” Phew! The CDC report found that the death rate per 100,000 people had actually dropped to an all-time low. That statistic, however, was offset by the fact that there are now so many Americans, 314 million at last count. Other study highlights are that the life expectancy for a child born in 2011 was 78 years and 8 months, the infant mortality rate dropped to a new low of 6.05 deaths per 1,000 and women aren’t outliving men like
they used to. The longevity gap between the sexes, which was at its high of 8 years in 1979, is now at less than 5 years. The increase in deaths is occurring at a time U.S. births have been falling for several years. However, there are more than enough newborns to replace Americans that have passed on with 2011 births coming in at around 4 million. In the interest of avoiding being a CDC mortality statistic, I’d thought I’d share with you the three leading causes of death for American men and women. The Women’s Heart Foundation reports that 8 million females are living with heart disease accounting for 27.2 percent of all deaths making coronary heart disease the Prettyman continues on Page 7

Finishing up the M&PP’s first year By Mel McFarland Contributing writer During the summer of 1890, the weather in Manitou was extremely hot, but the work on the Manitou & Pike’s Peak Railway was quite pleasant. A month later the weather turned, a snow storm found the workers a mile from the summit. The upper work crews broke camp and scattered. A group of visiting railway passenger agents was treated to a trip up as far as Windy Point. The view, above the clouds, with snow on the ground raised considerable enthusiasm among the group. The rails reached the summit on Oct. 26. A month later, after finishing work on the line, the last construction crews broke camp. It was decided to wait for spring before attempting to get passengers to the summit. During the winter, some work was
done at Manitou and in the canyon, but it was not until April that work resumed, seriously. A single train went up with workers to start clearing the track of snow. A special train with H.S. Cable, superintendent of the line, and friends went up as far as Windy Point, where snow still blocked the line. In late May a train load of planks were taken up to be placed on the ties along the center rails. A week later a single train a day was planned to start taking passengers to Half Way House, which opened at that time. The track to the summit was still buried in snow, but crews hiked to the top in preparation for the arrival of the first train. The weather station needed work to make it ready for visitors. It had not been used in quite a while, but was in reasonably good condition. It was decided to keep the formal opening of the line as casual as possible, with perhaps a more formal dedication

number one killer of women. Following closely on the heels of heart attacks, cancer is responsible for 22 percent of female fatalities with lung, breast and colorectal cancer leading the way. Stroke, often considered a man’s disease, results in 7.5 percent of women’s death and actually kills more women annually than men. In 2005, 87,000 women died of a stroke compared to 56,600 men. For men also, heart disease is the number one longevity stumbling block with high cholesterol and high blood pressure accounting for 25.7 percent of male deaths. Like women, cancer is a close second causing 24.3 percent of male fatalities. And then breaking the disease rut, accidents or unintentional injuries are the number 3 killer of men at 6.6 percent. While an accidental death is not a disease, it can be a killer with many of the unintentional injuries that kill men being linked to alcohol. There is a consistency in the suggestions of how to avoid the top killers. Eat a healthy diet, maintain a reasonable weight, exercise and minimize your intake of alcohol. Who would have thought? train later. The train thought to be the first up to the summit had to stop near Windy Point. Soon several times a day trains were taking passengers to the summit. The schedule required a bit of adjusting to the demands of the mountain as well as customers. A mid-day train was proving to be quite unpopular, as it did not provide enough time for leisurely passengers! The four hour trip worked best in the morning, but not every potential passenger could get on the train. The hotels in Manitou were quite happy to see the number of passengers who reserved rooms! The Iron Springs Hotel, just across the street from the station was the most convenient. Hotels the railway planned to construct were never built. The summit house was managed by Weir and Rupp. Plans for adding rooms for visitors wishing to stay overnight were made. After three weeks of work, accom-
modations for fifteen people were finished. A lunch counter would be ready to offer short-order breakfasts and lunch. Suppers would be available for overnight guests. J.G. Hiestand would even have space to sell his Manitou and railway photographs. Water was brought up from a spring near Windy Point. Occasional problems happened, as crews worked to learn how to operate their equipment, Faults in the track occasionally were found, but the safety of the system was completely assured. Once the equipment was in operation, certain problems were found, and corrected. More locomotives were ordered of a slightly different design, and the first three would eventually see total rebuilds. By the first big snowfall at the end of 1891’s season, the railroad was in full operation, with a bright outlook for the next summer.

In Divide, of 8 homes sold, the highest-priced, at 703 Divide South Dr., was $415,000, the lowest, at 568 Golden Grain Ln., was $75,000. In Florissant, of 8 homes sold, the highest-priced, at 55 Crystal Peak Dr., was $247,500, the lowest, at 137 Columbine Rd., was $77,000. In Ute Pass, of 3 homes sold, the highest-priced, at 8435 Packard Ln., was $375,000, the lowest, at 10792 Ute Pass Ave.,was $109,100.

phill@ourcoloradonews.com Off and running, the Gatsby Theatre Company features the first annual art song festival next month. Starring the region’s power-house vocalists, the four-day festival is the first of its kind in the Pikes Peak Region. From Nov. 1 through Nov. 4, pianists Angelina Gadeliya and Daniel Brink, with sopranos Judeth Shay Burns, Marisa Walsh, Solveig Olsen and Lacey Connell, along with tenor Brian Harris, will perform in venues in Colorado Springs. “We’re all so passionate about art songs, we really feel they’re under-appreciated,” said Jacob Mayfield who, with Harris, founded the company in 2011. “Art song is a unique and beautiful world that does require some level of skill but doesn’t have the same perceived prestige and pretentiousness that opera does” Graduates of Woodland Park High School and the famed Morton Dickson’s Madrigal Singers, Mayfield and Harris have returned to the area thick with musical credentials.
Lake George invited to Carnival Special to the Courier Lake George Charter School’s Annual Halloween Carnival will be from 3-6 p.m. Oct. 27 at the new school. Tickets for an end-of-the-carnival drawing are four for $1. Many local businesses from Woodland Park, Divide, Florissant, Lake George, Cripple Creek and Guffey has donated or sponsored the carnival. There will be raffles and prizes, bingo, cake walk, dunk tank, bounce house and games. All kids will receive a goodie/candy bag when they walk in the door and they can turn their prize tickets in for prizes at the end.
Principal bass with the Archdiocese of Denver, Mayfield studied music at the University of Oklahoma and earned a degree in English from the University of Colorado Boulder. Harris, who lives in Woodland Park, has a degree in music from Colorado College and another in vocal performance from the Manhattan School of Music. “Our vision is to bring world-class professional theatre and music to the Pikes Peak Region,” Mayfield said. “We hope to grow and bring in performers from New York and California, great opera singers from around the country and the world.” Harris introduced the company in November with a performance at the Broadmoor Community Church. Named for F. Scott Fitzgerald’s character in the novel, the company intends to evoke the feelings of elegant, lavish parties of the Roaring 20s in America. “This idea of inclusiveness, elegance and a forgotten time is central to our company’s vision,” Harris writes in an email. “For those who have read the novel, the name `Gatsby’ will elicit a different thought and meaning in each of them and we certainly embrace a variety of interpretations.”
With the festival, Mayfield and Harris are breaking theatrical ground in the region. “Art song is poetry set to music, which allows the composer to communicate the emotion of the poem rather than if the artists were just reciting the poem or listening to the song,” Mayfield said. “Art songs are typically written by composers for solo voice and piano.” The artists’ repertoire includes music by Aaron Copeland and Leonard Bernstein. The schedule: 7:30 p.m. Nov. 1, Songs of France, Grace Episcopal Church; and a pre-concert lecture at 6:45 p.m. 7:30 p.m. Nov. 2, Songs of Germany, Shove Chapel at Colorado College; and a pre-concert lecture at 6:45 p.m. 7:30 p.m., Nov. 3, Artist’s Choice, at Broadmoor Community Church; and a pre-concert lecture at 6:45 p.m. 3 p.m. Nov. 4, Master Class with Martile Rowland, Packard Hall at Colorado College. phill@ourcoloradonews. com For senior citizens overwhelmed with a blitz of disjointed information, a new website is a digital oasis designed to ease the headache caused by confusion. Launched Oct. 17 by the Pikes Peak Area Council of Governments Area Agency on Aging, the website, Network of Care, releases information with the touch of a mouse click. “The Network of Care is a robust Internet website that allows users to have information about the region, including local and national resources for health care as well as legislative matters,” said Guy Dutra-Silveira, director of the AAA. “I think people are impressed with the capability of the site and the first page lists how to use the site.” Receptive to information relayed via the Internet, Laurel Ledford hooked up to the site immediately. Ledford is the chief caretaker for her father, Richard Denton, 75, who has dementia as well as a prostate condition. From an article she discovered on the website, the Ledfords’ lives just got a bit easier. “The article talks about a new blood test to deter-
mine whether prostate symptoms are cancerous,” Ledford said. “My father has an elevated level of symptoms, a marker for prostate cancer.” Before she read the article, Ledford was prepared to take her father in for a checkup. “The procedure they do to determine if cancer is present is very painful and I did not want to put my father through that,” she said. Buoyed by the information, Ledford feels released from worry. “I didn’t know about the test; we only see the doctor every six months,” she said. “What if something happened within that six months? I’d feel negligent but, because of this article, I’ll be able to have a good conversation with the doctor.” Admittedly, Ledford’s days are packed. In addition to being the chief caretaker of her father, she and her husband, Steve, have three children, David, 21, who has special needs, and two youngsters, 10 and 7. “The website has great help for caregivers and support groups as well as information about social
functions for your elderly parents,” she said. “I think it’s helpful for most people to have outlets for the caregiver and the loved one.” For her, the website, at http://pikespeak. co.networkofcare.org/aging, is a lifesaver. “I’m a one-stop shopper, not the type of person who will drive across town for a deal,” she said. “I don’t like to jump around, so the website is helpful because I have small children and the site helps consolidate all the information.” The site, a resource for disabled adults as well as senior citizens, offers a continuum of care. “The network helps our clients access services and information,” said Mary Barrowman, president and chief executive officer of Prospect Home Care & Hospice. “Before the launch, the information was piecemeal.” For the computerintimidated, the AAA office accommodates. “If a senior citizen wants help with the website, they can come to our office and we’ll help,” Dutra-Silveira said.

International Wine Guild comes to town By Pat Hill
phill@ourcoloradonews.com From a cowboy and ranching area to a resort destination and host city for the International Wine Guild, Woodland Park has broadened its appeal while enhancing its commercial base. In a marketing coup for the area, Mary Cathryn Haller convinced the guild to hold the fall seminar at El Tesoro de Los Angeles, where she is the executive director. “I took the seminar about three years ago,” she said. “It was on my bucket list.” As a “graduate” of the guild’s Level One program, Haller figured she’d found the sweet spot of marketing for the retreat center on the edge of Pike National Forest. Leaders of the guild, an education and training center based in Denver, agreed. “I was trying to think of corporate events we could do here at El Tesoro,” she said. “I called, we talked; they’d never been here and I’m not sure they even knew where Woodland Park is.” As a result of the phone call, professional sommeliers and sommelier-wannabes are spending the weekend, Oct. 27 and 28, at the resort. “In the class you taste 28 wines - and learn to spit in a spittoon,” she said. “I learned how to read a label. In France, for instance, it’s the province that determines the variety, in America, it’s the grape.” Along with the 28 sips, the weekend includes classes on wine pairings and

As an economic developer, the seminar and the guild’s appearance in Woodland Park thrusts the city in the limelight of places to visit, things to do. “Any time we can bring people here to a conference or retreat center, it lets people know what we have to offer,” said Debbie Miller, president of the Greater Woodland Park Chamber of Commerce. “The guild exposes our community internationally and is a great economic tool for us.” While the greater financial benefits may not be immediately apparent, the International Wine Guild seminar is likely to spawn a domino effect, Miller said. “They may look at our community for other events,” she said.

Interest rates: Name of the game By Pat Hill
phill@ourcoloradonews.com In the universe of mortgages and home purchases, interest rates are scraping bottom these days. Hovering around 3.4 to 3.6 percent for a 30-year mortgage, with no origination fee, and 2.6 percent on a 15-year fixed mortgage, rates are the lowest since 1971. “There are reasons for that” said Diane Beaumont, loan originator and branch manager with Benchmark Mortgage in Woodland Park. “Rates are driven by the world economy and the fact that it’s an election year. The Fed will force rates to continue to be low. Happens every election year.” According to Inman News, an online source for realestate professionals, mortgage rates are determined largely by investor demand for mortgage-backed securities guaranteed by Fannie Mae, Freddie Mac and Ginnie Mae. “Mortgage-loan applications are down over the past few months. I think it’s because it’s still so hard to qualify, harder than it was,” Beaumont said. “But not impossible. I think people are afraid but we’re closing 30 loans a month.”

If employed by others the applicant must present pay stubs and W2 information; if self-employed, two years’ worth of tax returns and proof of investments, said Dave Paul, mortgage broker who owns Service Funding, Inc. and Farm Bureau Insurance in Woodland Park. “If you have less than 41 percent of your income going out in monthly payments, credit card, car payments, utilities and housing expense, you will qualify,” Paul said. “If you have more than that you probably won’t. They’ll make exceptions up to 45 percent, but you gotta wiggle.” Paul is concerned about the regulations attached to the Dodd-Frank legislation which he feels penalize small business owners as well as homeowners current on their payments. “I can’t even rewrite my own mortgage from more than 5 percent to 3.5 percent because I don’t make enough money to be able to afford a lower payment and I’ve never missed a payment on anything,” he said. “And that’s the way a lot of small business people are.”
fying income, credit and home value based on a recent appraisal. “The lender would have all that information and you’d be rewarding the responsibility people are taking for making their payments, even when they’re upside down, instead of the opposite which is what we’re rewarding now, which is a subset of moral hazard.” With a revised loan, Paul and other self-employed small-business owners who are still making mortgage payments would reap the benefits of the RRRP, he said. “I could lower my monthly payments by $700 or $800 dollars with two full interest rate percentages which would make my staying in business much more likely,” Paul said. “It would also give Fannie and Freddie new files so they could really gauge the value of their portfolios.”
INTEREST RATES SPUR THE MARKET
Nonetheless, for area real-estate agents, times are good. “Our market is certainly on the upswing from late 2008 to 2010,” said Jennifer Erdley, Realtor with Remax Performance, Inc. in Woodland Park. When it comes to real estate, Teller County has a marketing edge. “People want to live here, they don’t have to live here,” Erdley said. Low interest rates are definitely driving traffic in Teller County. “I’ve had clients who weren’t going to buy for
two years but then asked if I’d work with them now,” she said, adding that rates at that time were in the 5-percent range. As interest rates energize the market, the accompanying increase in home prices is influencing the market. “Another factor is that money sitting in the bank is not earning much so why not invest in real estate?” Erdley said. Homes in the mid-range, $200,000 to $300,000 are moving well, Erdley said, while those priced higher stay on the market longer. “We’re catching up, though, and I’ve got some under contract in the $500,000 to $600,000.”
DOWNSIDE OF LOW-INTEREST RATES
While rates might be a bonus for potential homeowners, for the Teller County budget, the windfall becomes a crater. “In the environment I work in, what we call the `low-risk world,’ we buy AAA-rated government bonds and CDs,” said Bob Campbell, Teller County’s treasurer and public trustee. Trolling around for a decent interest rate, Campbell is coming up with .4, maybe .5 of 1 percent. Limited to an investment time frame of 1 to 3 years, the county is aced out of investments paying higher interest rates. Coronado puts the hurt on Panthers By Danny Summers
sports@ourcoloradonews.com COLORADO SPRINGS - Heads were hung low as members of the Woodland Park High School football team and coaching staff left Garry Berry Stadium on Oct. 20 That’s because the Panthers had just hit rock bottom after a 51-7 loss to Coronado. “It’s a bummer, definitely,” said Panthers’ senior defensive end Caelan Garner. “We’re trying to get guys fired up and they come out and play flat. Then you get the three or four of us who do come out fired up. We play our hearts out, and then you have some of those guys who just aren’t playing with the same passion.” Garner wasn’t calling anyone out, but his frustration was evident in the wake of Coronado’s largest margin of victory in nearly 20 years. At 4-4, 2-1 in the Class 3A South Central League, Coronado is enjoying its best season in nearly two decades. Woodland Park is 3-5, 1-2. “Our effort was pretty bad,” said Panthers’ junior linebacker Nich Nunes. “Everyone seemed kinda dead. Not alive.” Even Woodland Park coach Joe Roskam was beside himself. “We didn’t give very much effort,” he said. “When it comes down to it, (Coronado) played a lot harder than we did,
actually. This is the worst tackling performance I’ve ever seen, at least since I’ve been here.” If emotions ran over it was understandable. Coronado ran up and down the field in the first half as it built a 41-7 lead. The game turned to a running clock with just over three minutes remaining in the third quarter when Evan Strauss’ 1-yard touchdown run put the Cougars up by their final margin of 44 points. Coronado ran for 422 yards on 45 attempts. Quarterback Joah Smith threw for another 111 yards. The Panthers entered this season with a lot of hope, and playoff aspirations, after a 5-5 campaign in 2011. But disaster struck in Week 5 against Pueblo Central when senior all-league quarterback Jacob Censner and senior wide receiver/ defensive end Joe Callahan went down with broken legs. Nunes and senior defensive back Logan Watters also were lost to injuries. The Panthers lost 28-0 to drop to 2-3. Freshman Matt Cox took over the quarterbacking duties and performed well in his first start a week later against Wasson in the league opener. Cox rushed for 94 yards during a 49-13 loss. But the injury bug reared its ugly head again when starting running back/linebacker Weston Shutts was lost for the season with a knee injury. Defensive linemen
Shawn Didde and Zak Menz also went down with injuries. Woodland Park hosted Mitchell Oct. 12 in its homecoming game. Despite nearly half of the original starters hobbled on the sidelines, Cox and company exploded for a 46-38 victory. Cox tossed four touchdown passes and ran for two others while accounting for 354 yards of offense. Up next Coronado. The Panthers defense was filled with holes and the offense was nearly non-existent. Cox scored the Panthers’ only touchdown on a 5-yard run with 9:43 remaining in the second quarter to make the score 28-7. “People get scared when somebody comes out and hits them in the mouth,” Cox said. “That’s what (Coronado) did and we just never responded. Discovery Canyon led Mitchell 42-0 at halftime last week en route to a 48-0 victory. Roskam said there is no timetable for Censner’s return. “He got out of his cast this week. I’m hopeful that he’ll be back this season. It depends upon what the doctors say.”

sports@ourcoloradonews.com WOODLAND PARK - The Woodland Park High School girls cross country team is headed back to the state meet. The Panthers earned that right after a fourth-place finish at the Class 4A Region 5 meet at Elmwood Golf Course in Pueblo on Oct. 18. Junior Savannah Ebhert was the top Woodland Park runner, finishing 12th overall with a time of 20 minutes, 43 seconds. Aubrey Till of Canon City won the race with scorching time of 19:17. “We’re glad to go to state, but we’re a little disappointed,” said Woodland Park coach Ron Payton. “We expected to finish ahead of (Pueblo) South and Cheyenne Mountain at our region.” Woodland Park scored 94 points as a team. Coronado was first with 27, followed by Pueblo South (80) and Cheyenne Mountain (90). Payton said that senior Megan Dillinger - the Panthers’ usual second runner behind Ebhert - was having dehydration issues, as well as a sore hip. Dillinger finished 28th overall (21:54) - fourth on the team behind junior Michaele McDonough (15th, 20:49) and sophomore Lexi Harrison (21st, 21:20). “If she finishes up there with Michaela we would have taken home the second-place trophy,” Payton said. “She looked good the first mile and all of the sudden she was dehydrated. She was crying and upset after the race. She knows she could have run better.” Rounding out the top seven for Woodland Park and

WOODLAND PARK - One might think that a winless season would have the Woodland Park High School boys soccer team feeling down and disappointed. But that was hardly the case. “We definitely improved and we came together,” said senior defender Tanner Wilson. “It’s kind of tough not winning, but you could see some improvement over the course of the season. On the surface, there didn’t appear to be much to celebrate. The Panthers were 0-14-1 overall, 0-91 in the Class 4A Metro League. The goals for (7) vs. goals against (79) were staggering. But it was not for a lack of effort that Woodland Park had trouble getting the ball in the net. “We don’t have that one player who can always score for us,” said senior Matt Parr, who led the team with two goals. “We have a lot of heart as a team. That’s all we can bring out. We don’t have a lot of skill.” Added Wilson: “We don’t have that golden boot up top.” t The Panthers have struggled for wins the past two seasons. They won just two games in 2011 af.ter posting a 7-6-1 record in 2010. “Our team played the best soccer this year, it e just wasn’t complete,” said Panthers coach Andrew Pappadakis. “We used the whole field to the best your ability. We didn’t play kick and run soccer. We dplayed the game the way it was supposed to be oplayed. f “We played a short game into the middle. We put together 6-8-10 passes in a row. It would al-ways break down up front.” e Five different players scored a goal apiece for ethe Panthers; seniors Nate Longoria and Thomas dChisholm, juniors Josh Longoria and Abraham Adair, and sophomore Dakota Herman. That will make a difference down the road.” It wasn’t for a lack of effort that the Panthers played so many lopsided games. “All of us were frustrated we couldn’t score,” Pappadakis said. “Sometimes it would break down right in front of the goal. “It was frustrating because every team we played had a finisher. If we would have had one guy this season it would have been different.” The Panthers’ tie came against Sierra (2-2). They were competitive with about half the teams on their schedule, which included close losses to Harrison (4-2), Falcon (2-0), Conifer (2-0), Vista Ridge (4-1), Manitou Springs (3-0) and Wasson (3-0). Few players on the team had set positions. Senior goalkeeper Riley Youngman had the strongest leg of any player, so midway through the season he was pulled and used where he would be most effective. Youngman became a two-sport player midway through the season when he joined the football team. “For the situation, we stayed pretty positive,” Youngman said. “We didn’t get down on each other. Overall it was a success because we didn’t get down as a team.” Junior Bryan Cosgriff took over net full time and did a solid job learning the position. “We need to get Bryan ready for next year,” Pappadakis said. “He needs another summer to get prepared.” Herman and freshman Cody Stroup seemed to have solidified their standing as midfielders. But beyond that, every position is up for grabs. “We will probably have a tough time again next season,” Pappadakis said. “We will be stronger in the midfield and we will play better soccer, but we just don’t have guys who can finish right now. “Our improvement has been staggering. We’ve come a long way. But we started so far behind it’s hard to catch up.”

QUICK HITS PIONEERS’ SEASON COMES TO END
The Cripple Creek-Victor football team wrapped its season on Oct. 20 with a 55-6 loss to McClave in an 8-man South Central League game at Dial Field in Cripple Creek. The Pioneers (0-8, 0-5) played their first season at the 8-man level after dropping down from Class 1A. They were outscored by an average of 61-14. There were several bright spots for the team. Senior Chris Irelan had a great individual performance against Hoehne on Oct. 13 when he scored on a 65-yard touchdown run, a 24-yard reception and an 85-yard kickoff return. Irelan led the team in touchdowns with seven, while playing in just six games after coming back from a knee injury. Junior Scott Cain rushed for 246 yards and five touchdowns. He also filled in at quarterback for the injured Cale Brown, completing 14 of 86 passes for 72 yards and a touchdown. Brown completed 25 of 200 passes for 212 yards and two touchdowns, while rushing for 156 yards and a pair of touchdowns. Senior running back Darren Caddy rushed for 129 yards. Freshman Jonathan Farley stood out on defense, recording a team-high seven quarterback sacks and tying for the team in tackles with 34. Cain and caddy also had 34.

The Cripple Creek-Victor volleyball team concluded a tough season with three-set losses to Sanford and Sangre de Cristo on Oct. 20. The Pioneers (1-20, 0-5 2A Southern Peaks League) lost their first 15 matches before sweeping Southern Colorado Early College on Oct. 6 in three games by scores of 25-18, 2517 and 25-14. Junior Katie Tapia led the Pioneers in kills (82) and blocks (36), while finishing fourth in digs (66). Senior Olivia Ruiz was first in digs (147) and second in kills (44). USA PRO CHALLENGE SETS ATTENDANCE RECORDS
The 2012 USA pro Challenge - the toughest professional cycling race in the United States - reached attendance numbers of more than one million over the course of the seven-day event, which took place Aug. 20-26. Stage 5 of the race passed through Teller County, specifically Woodland Park where more than 3,000 fans turned out. After traveling to 12 towns for the official stage starts and finishes, and passing through many other notable cities along the way, the estimated economic impact of the race to Colorado is $99.6 million, according to a study done by IFM North America, a global sports research firm.

There are so many good teams, and it seems like most of them are from southern Colorado; at least in 4A.” Payton said The Classical Academy is the team to beat. TCA made a self-imposed move from 3A this year after winning nine consecutive state championships. “I just don’t think Coronado can keep up with them,” Payton said. The state meet will be run at Norris-Penrose Events Center in southeast Colorado Springs. It is a course familiar to the Panthers. They ran there in early September along with about 85 other schools at what is commonly known as the pre state meet. “I think my kids will be all right,” Payton said. “There’s not going to be any (personal bests) or 17-minute times, but I think we can still run some good times on that course.” Payton added that the fact his squad trains at 8,500 feet may be a plus for his girls. The adrenaline of the sport’s biggest day may also play a key role in faster times. “You want to get out strong so you don’t spend a lot of energy trying to get catch up and pass people,” he said. Woodland Park’s boys finished 10th at the regional. The top five teams advanced to state. The top seven Panthers runners finished close to one another, with junior David Higgins pacing the group at

SEPT. 16 Danielle Evelyn Gramm, 19, of Colorado Springs was arrested on charges of driving under the influence of alcohol/ drugs or both, possession of drug paraphernalia and speed regulations. Bond was set at $1,000. SEPT. 16 Christopher Vincent Phillips, 38, of Cripple Creek was arrested on charges of speeding, eluding or attempting to elude a police officer, reckless endangerment, careless driving, driving under restraint (revoked), driving while under the influence of alcohol/ drugs and driving with blood alcohol content of 0.08 or more. Bond was set at $10,000. Phillips was also arrested on a warrant charging failure to appear on an original charge of careless driving with a bond of $20,000. SEPT. 19 John Ray Hancock, 23, of Victor was arrested on two warrants; first warrant charging failure to comply on an original charge of possession of a controlled substance-methamphetamine (two
grams or less), bond $25,000 and the second warrant charging failure to comply on an original charge of criminal mischief, bond $25,000. SEPT. 20 Ren James Krueger, 20, of Colorado Springs was served and released on the charge of minor/provisional driver possessed under two ounces of marijuana. Hosted by Teller County Treasurer Bob Campbell, the class offers tips on the bidding process for an internet auction. The tax liens offered in the sale are published in the Pikes Peak Courier View newspaper Oct. 3, 10 and 17. As well, the liens are listed on the treasurer’s website as www. co.teller.co.us. The potential investor is not buying the land but only the lien against the property. In a press release from the treasurer’s office
Campbell offers a heads-up on the process. For instance, the owner of the property has the legal right to redeem the tax lien up to the day the treasurer’s deed is to be issued. The successful bidder does not have the right of possession, use, improvement or access to said property. If the tax lien is redeemed, the bidder will receive interest at a rate of nine percentage points, 9 percent, above the national bank discount rate as of Sept. 1 of the year of the sale. The interest rate for the 2012 tax lien sale will be 10 percent. Interest is paid on the total taxes, interest and fees when redeemed by the property owner. Interest is not paid on premium bids or deed deposits. Approximately 95 percent

The training classes are at 2:30 p.m. Oct. 24 on the lower level of the Centennial Building in Cripple Creek; and at 6:30 p.m. Oct. 24 at the Woodland Park Council Chambers. The online sale will be administered by SRI, Inc., which offers practice website at www.sri-onlineauctions.com. The bidding begins at 8 a.m. MST Nov. 1 and will close in batches of 200 parcels Nov. 5, starting at 10 a.m., 12 p.m. and 2 p.m. and the remainder closing at 4 p.m. Technical questions regarding the tax liens and the sale should be addressed to the treasurer’s office at 689-2985.
