Draft county budget sees benefit from wind farm

After four months of analysis and number-crunching, a draft of the 2018 budget for Elbert County was publicly presented to the Board of County Commissioners at the Oct. 11 BOCC meeting. Although the numbers will likely be adjusted, the county budget for 2018 is tentatively set at $27.48 million. This is a $4 million decrease from the projected final total in 2017, made possible by the Rush Creek Wind Farm project fees that the county has received from Xcel Energy. Revenues are expected to increase roughly $1.1 million from the 2017 budgeted number, and expenses are expected to decrease roughly $1.3 million.

In the past, the county manager put together the annual budget, but that position had been left vacant with the June resignation of Ed Ehmann, who was not replaced until Sam Albrecht took over the post at the end of September. This year, County Treasurer Rick Pettitt acted as the budget officer, and Finance Specialist Kyrei Zion assisted to manage the process. “Rick Pettitt was really skilled at the budget and picked up the ball,” said Commissioner Danny Willcox. “We were able to start the process earlier, so we were able to get more involved with the departments … and do a more thorough job of going through it with them,” Pettitt said. “The earlier we can get started on the budget and communicating with the departments, the better off the county is,” he said. Some of the biggest changes include the addition of 15 county positions and allocations for rainy-day money. Assessed valuation will increase
October 26, 2017O in 2018, resulting in an increase in property tax received of around $1.6 million. “The increase in taxes has allowed us to add employee positions that have been put off for quite a while,” Pettitt said. More than $700,000 has been allocated for salary increases and 12 new positions in 2018, including an administration director and an assessment technician. “The administration director serves the county internally and reports directly to the county manager,” Zion said, “and the assessment technician will work with the assessor but probably doesn’t have to be an assessor.” The county will also be hiring two DMV clerks, three deputies, four equipment operators, and an administrative support person for Road and Bridge. Though residents may not see the other big change, Elbert County will essentially be no longer living paycheck to paycheck. “We set up a strategic reserve account,” Willcox said. “What we truly wanted to do was guard against the fluctuations in the economy. “We set up two funds, strategic
reserves and contingency funds, and we put parameters on how that money could be used. That money will be securely invested to guard us against the ups and downs in the economy,” he said. “We have a reserve to get us through times when the economy changes, which we’ve never had in the past several years since I’ve been in office,” Pettitt said. The total for committed, contingency and reserve funding is $4,180,000. Another change in the 2018 budget is an increase in salaries for elected officials. “A state initiative forced the previous board to raise elected officials’ salaries that hadn’t been changed in many years,” Zion said. The previous board of commissioners that included Robert Rowland, Larry Ross and Kelly Dore was tasked with choosing how much to raise county elected officials’ salaries, opting for a 30 percent increase for anyone who took office after January 2016. According to Zion’s payroll record research, the salaries for elected officials had been the same since 2007.

“There are about 600 kids at Elizabeth, so we are a 4A team, and gymnastics is a popular sport with the girls,” she said. “Gymnastics is a growing sport for us. For several years we were a small team, but the last four years we have had 20 or more on the roster. We are seeing that increase in participation in gymnastics at other schools, too, like Ponderosa, Overland and all the Jefferson County teams.” While most Elizabeth athletes play in the Colorado Springs Metro League, the gymnastics team competes in the Centennial League. The coach said the league meet is a good tune-up for the Oct. 28 regionals, the competition determining qualifiers for the Nov. 2-4 state meet. Regionals for Elizabeth will be held at Overland High School. “I am excited about the fact we have a whole week of practice before regionals,” Folmar said. “We have had meets every week so I am pleased with the break in competition because it

The elected officials in Elbert County are the coroner, assessor, treasurer, surveyor, sheriff and commissioners. The county commissioners are currently receiving the higher salaries, and the other elected officials will start receiving the higher salaries in 2019 and 2021, depending on when their new terms begin. To compensate for the delay in salary increases, the county was able to provide extra funding for insurance to the elected officials whose pay remains at the lower level until the next election cycle, “which will go away when the salaries go up,” Zion said. There will be a public hearing on the proposed budget on Nov. 8, where residents can provide their feedback. Zion and Willcox stressed the importance of public involvement in finalizing the budget, saying they hoped for as many citizens as possible would attend the Nov. 8 hearing. “Our goal is to have the budget approved by Dec. 20,” Zion said. ”We actually have a true organizational structure now,” Willcox said, “we were reactive to things until now. It’s nice because we’re going to be more proactive.”

An individual’s scores on the four events are added together to establish the all-around score. Ana George of Cherry Creek won the all-around title with a score of 38.4 and Buzalsky took runner-up honors with a score of 37.7. “I made gymnastics my favorite sport when I was a little girl because I liked it. I really like gymnastics because you have to have passion, dedication and strength to be able to be competitive,” Buzalsky said. “I like all the events but I think floor exercise is my favorite. I like it because of the skill required and it gives me a chance to show off what I can do.” The junior said she plans to continue competing in gymnastics next season but, right now, doesn’t plan to compete in gymnastics in college. “I don’t want to compete in gymnastics but I want to take the courses so I will be able to teach gymnastics,” Buzalsky said. “I want the little girls to have someone to help them improve their skills as they learn the sport and to be there to help them succeed.”

The traditional animal projects of beef, sheep and swine are still strong for many 4-H’ers. In Elbert County, we have more than 250 youths taking one or more of these projects. The main goal for these members is to provide humane care and housing for their animals while producing the best marketable animal possible for today’s consumer consumption. Market and breeding project members must participate in the Meat Quality Assurance program to ensure they are following current production practices. It’s important for them to know the project from its beginning to its end — from the pasture to the plate.
t is said Thomas Edison tried and failed 10,000 times before successfully inventing the light bulb. And when it comes to trying and failing and finally succeeding, Abraham Lincoln’s attempts at running for political office and finally becoming the president of the United States is a story often told when teaching lessons WINNING learned while going through the journey from defeat to WORDS victory. But today’s column is not about failure, it is about success. It is about the success we can find in our second chances, third chances, fourth chances and more chances. Just think about it for a moment. Here we are with Michael Norton post-season baseball upon us. We are in the middle of the Division Championships and World Series. And as I was watching one of the games between the Yankees and Astros the other night, the announcers were discussing Yankee outfielder Aaron Judge. Judge hit 52 home runs this year. He won the Home Run Derby during the All-Star game in July. But as of the night I was watching the game, his playoff performance was incredibly poor with only two hits out of 37 at-bats. Just as the announcers were discussing his inability to hit curve balls and sliders in the playoffs, Judge launches a home run. And on the very next night, he hits another home run. Second chances and more chances without giving up. He didn’t give up on himself and his coach didn’t give up on him either. By the way, I am not a Yankees fan, just a baseball fan. And hey, who doesn’t love a home run, right? A home run in baseball or a home run in life, both are awesome to watch. You see, it’s not just about baseball, light bulbs, and running for a political office, it is about our ability to be resilient and take those second chances, maybe even multiple chances in life. Even if we have felt the despair of loss and disappointment, even when we feel like we have already tried and failed, it’s in those very moments that we need to find our resilience and get after it again. Whatever “it” is.

Former deputy gets probation for hunting violations BY STAFF REPORT
A former deputy with the Elbert County Sheriff ’s Office has been sentenced for violations connected to deer hunting. Stephen Few recently pleaded guilty to attempting to influence a public servant, hunting big game without a license and illegal possession of wildlife. In return for his guilty plea, other charges were dropped, according to a spokeswoman with the 18th Judicial District Attorney’s Office. Few was sentenced to three years probation and 100 hours of community service. Few was named as a suspect in an alleged deer poaching incident on Nov.
17, 2016. A citizen called Colorado Parks and Wildlife that day to report a suspected illegally harvested deer near the town of Elbert. A wildlife officer responded and initiated an investigation, and soon after, the Elbert County Sheriff ’s Office and the 18th Judicial District Attorney’s Office were made aware that Few was the primary suspect in the case. Few moved to Colorado from Georgia and had been employed with the Elbert County Sheriff ’s Office for approximately 2½ months at the time of the incident. He resigned and is no longer associated with the department.

For the fifth consecutive year, Frances Carbonnel of Castle Rock reigns as champion in the Western dressage world. During the last week of September, Carbonnel participated in a musical freestyle competition, where she bade her horse to passage, piaffe and pirouette. In other words, her horse can dance professionally on command. The 2017 Western Dressage World Championship Show in Guthrie, Oklahoma, held about 800 rides, but an 18-year-old Andalusian stallion named Esteban B and his 68-year-old rider stole the show as Carbonnel took home two world championships. With the help of Jubilee Banjo, who she calls her “mutt: an Andalusian mixed with Heinz 57,” she also earned four reserve championships. Carbonnel grew up in Wyoming, and moved to the area in 1980. Her parents promised her first horse at 13, but after begging and pleading, Lady was hers two years ahead of schedule. “When my folks got me that horse, they cut off all of her mane so I’d have nothing to hold onto,” she said. “They said, ‘When you learn to ride we’ll buy you a saddle.’ ”

Despite having no mane to grab onto, no saddle, and needing to scour 500 acres each time she wanted to practice, young Carbonnel learned to be an excellent rider. The Western Dressage Association of America started six years ago, and asked Carbonnel, now a recipient of a gold medal at the Grand Prix level from the United States Dressage Federation, to be a founding member to help strike a balance between dressage and Western riding. “My stallion Fino and I worked many years for that, patiently training and competing up through all the levels, so it is the most expensive piece of jewelry I own,” she said. Carbonnel said she prefers Western because it’s a little softer, and she found English to be extremely stressful for herself and her horse. She now does three to five shows each year, as well as exhibitions like Boulder County Fair’s Ballet on Horseback, a staple in her routine since her friend started it 17 years ago. “At all of the shows, I ride,” she said. “But more importantly my students ride, and that carries on my legacy.” She has countless students, some of whom she calls ‘sweetie’ and has been meeting for lessons for the last 20 years. One of her fondest memories around the barn happened about five years ago when she had a knee replacement, and realized how supportive her students were. “They really helped me literally
get back on my feet and into the saddle again, and my horses seemed to understand and be especially gentle too,” she said. A month later, she was riding and teaching again. During a recent lesson, Carbonnel called out to her student, “Sit down in your saddle. That’s what you bought it for.” Later during a lull, she talked with the student about her hip coming slightly forward, and how the horse fishtailed in response. “Your horse is your best instructor. I’m just the one who tells you what she’s thinking,” she said. Aside from teaching students, she also teaches trainers. For the last six years, she’s traveled across the country, working with about 450 trainers with the Train the Trainers program. She is now totally devoted to her horses and her work as a trainer. “I am married to my vocation now,” Carbonnel joked. “I am afraid my horses are my kids.”

Then when the fast food craze and processed food products became so popular, numbers dropped significantly. People are now again learning the importance of preparing their own food and practicing better nutritional choices. The Decorate Your Duds and
Recycled Clothing projects show members how to embellish and/or change what they may already have in their closets into new, fashionable clothing and home accessories. This has proved to be very helpful in these stressful economic conditions. 4-H has answered needs for new and evolving projects such as computer, geospatial and more. Nobody’s laughing off head injuries these days Concussions among student athletes treated with scrutiny and patience
FOLLOWING PROTOCOL The “return-to-learn” and “return-to-play” protocols employed by the Colorado High School Activities Association are credited with reducing the severity of brain injuries from concussions among high school athletes. Here are some of the guidelines: Return to learn Most students with concussions should stay home for one to three days after the injury. If symptoms are severe, the student athlete should be on bed rest and avoid texting, video games, computers, TV and homework. When symptoms are tolerable, manageable and intermittent for 30 to 45 minutes, the student athlete can be back at school with support from the school. The school should help the student understand that limiting academic and extracurricular activities for one to four weeks is necessary for good concussion recovery. Coaches, guidance counselors, school nurses, administrators and other staff should all communicate to ensure the best outcome for the injured student athlete.

A friend walked him to see Reasoner, Legend’s head athletic trainer. Dr. Kathy Vidlock, volunteer physician for Legend’s football team, marks a clipboard after each of his responses. The boy correctly repeats a series of three numbers back to Reasoner, but he can’t do the same when she gives him four digits to recall. She then guides him through a series of physical assessments, not unlike a roadside sobriety test. The boy manages to stand with his eyes closed, touch his nose and maintain his balance. Reasoner sends him back to class, but not practice. She rates his concussion below a 1 on a scale from 1 to 5, with 5 being the most severe. Nonetheless, she will check in with him almost daily for a couple of weeks. The slow, careful examination and follow-through highlights the caution that concussions are now treated with in Colorado schools. After years of studies and stories about concussions and professional athletes, a thoughtful and careful approach to the condition is now in place for school staff, athletics administrators, parents and students. “They’re usually 10 percent of the injuries we deal with,” Reasoner said, “but they take 90 percent of our time.” ‘I got scared’ One of the students Reasoner has spent a lot of time with is Grayson Engel, 17. Now a junior at Legend, Grayson suffered a concussion as a freshman playing on Legend’s football and rugby teams. During rugby practice in April 2015, Grayson’s head was sandwiched between the other players’ heads as they collided. He didn’t black out, but he fell over and “really zoned out.” “My teammates had to explain what happened,” he said. His mother, Teresa, took Grayson to an urgent care facility that evening and became worried as he turned pale and failed the tests the doctor administered. Teresa’s concerns were compounded by seeing media reports about concus-

TOM SKELLEY sions among NFL players, and managing a call center for clinics that treat college and professional athletes with brain damage. “I got scared,” she said. “How bad does it have to get for there to be consequences 20 years later?” Return to play, return to learn Over the last decade, the national discussion on chronic traumatic encephalopathy or CTE — a progressive degenerative disease of the brain found in people, many of them athletes, with a history of repetitive brain trauma — and the risk of long-term brain damage from concussions has grown louder. A study by neuropathologist Dr. Ann McKee found 110 of 111 brains of National Football League players had CTE. The results of her study were published in July in The Journal of the
American Medical Association. And the National High School Sports-Related Injury Surveillance Study, generated by the Center for Injury Research and Policy, reported that concussions accounted for almost 25 percent of all injuries sustained by high school athletes in the 2014-15 school year. According to Bert Borgmann, assistant commissioner of the Colorado High School Activities Association, discussion about how to best handle head injuries has already been underway in Colorado schools. “Some of (the NFL’s) research had already been going on at the high school and college level,” Borgmann said. High school and college athletic programs were training coaches and athletes to prevent head injuries, but after seeing data on long-term effects from concussions, including CTE, CHSAA and its affiliates revised guidelines to
Return to play An athlete should be symptom-free before being allowed to start the graduated return to play. This means an athlete must be functioning at 100 percent of pre-concussion levels academically and at home before returning to athletic activity. School staff, coaches, guidance counselors, administrators should maintain communication and work closely with parents to monitor the student athlete’s progress. All athletes should be put through a progressive and graduated return to play protocol, beginning with light exercise and working their way back to full participation. Returning an athlete who is still symptomatic to physical play increases the risk of “Second Impact Syndrome,” in which an athlete is still symptomatic from a concussion and sustains a second impact that can result in serious brain damage or death. Source: CHSAA Sports Medicine Handbook ensure students are fully recovered before returning to classrooms and locker rooms. “What’s even more important is almost every school district in Colorado now has return-to-learn protocols,” Borgmann said. Fluorescent lights, computer screens and cognitive activity can all aggravate concussion symptoms. As such, any student who has suffered one must be cleared by a physician before returning to school. Further evaluation and clearance is typically required before returning to light exercise and, eventually, playing time. But students get concussions from soccer, cheerleading, skateboarding — even falls in the classroom — and they all go through the same process to return to school and sports. “You can’t use your phone, you can’t watch TV,” Grayson said. “The majority of the day consists of sitting around and sleeping.” Grayson waited a few days before returning to class, but it was three weeks before he did any assignments or light exercise with his rugby teammates. Six weeks after the injury he hit the rugby field again, just in time for the last game of the season. The process was frustrating for him, but reassuring for Teresa. “I remember feeling assured that the school was taking it so seriously,” Teresa said. “I was impressed that everyone was following the protocol to a T, no one was pushing him.” Grayson kept his spot on the rugby team but quit playing football. Schoolwork and a part-time job were his primary reasons. But he watches the news, too. “I’ve definitely seen all of the stuff about CTE,” he said. “This opened my mind that it can happen to anyone.” More than a bell By their competitive nature, athletes tend to “walk it off ” when injured, but it’s not unheard of for coaches or

• One pupil is larger than the other. • Drowsiness or inability to wake up. • A headache that gets worse and won’t go away. • Slurred speech, weakness, numbness or decreased coordination. • Repeated vomiting or nausea, convulsions or seizures, shaking or twitching. • Unusual behavior, increased confusion, restlessness, sadness or agitation. • Loss of consciousness — even a brief loss of consciousness should be taken seriously.
Other signs a child may have suffered a concussion or brain injury: • Child can’t remember events prior to or just after a hit or fall. • Child answers questions slowly. • Child moves clumsily or awkwardly or displays double or blurry vision. • Child complains of headache or “pressure” in head. • Child is bothered by light or noise.

Students like Grayson may grow impatient waiting to return to their favorite activities, but nearly every parent Vidlock has worked with appreciates the process, she said. Parents, school staff and students are now on the same page, Vidlock said. “Now there’s communication between physicians and trainers, school nurses and teachers and school psychologists and guidance counselors,” she said. “There used to be this feeling that it isn’t a concussion, they just ‘got their bell rung.’ Getting your bell rung is not a medical condition.”

CONCUSSIONS: FACT VS. FICTION As ongoing research shows the seriousness of concussions, many long-held notions about the condition are being dispelled. Here are some misconceptions and facts regarding concussions and treatment: Myths • A player knocked unconscious will suffer a worse concussion than a player who didn’t lose consciousness. Any contact that causes rapid movement of the head can cause a concussion. Minor collisions can be as serious as a blow that knocks out a player. In addition, several low impact blows may be more dangerous than a single collision of great force. • Male athletes sustain more concussions than females. Symptoms tend to be more physiological with males (loss of balance, clumsiness)
and more psychological with females (fatigue, confusion) but injuries occur at comparable rates. • Concussions are the same for adults and adolescents. Adolescent brains are still developing, and concussions can have longer-lasting and more dramatic effects when sustained by children or young adults. Facts: • An athlete who has had one concussion is more likely to have another than an athlete who hasn’t been concussed. The threshold for sustaining a concussion is diminished once a player has had a single concussion. This makes it easier to suffer subsequent concussions, especially if a player suffers another concussion before fully recovering from a previous one.
• Concussions should be treated and managed on an individual basis. All brains are different, so there is no one “right” way to treat concussions. Coaches and school staff should assess student athletes’ “baseline” for behavior and cognitive performance in order to recognize when they are not performing up to that level, as well as when the student has fully recovered and is back to normal following a concussion. • Whenever a student is suspected of having a concussion, it should be treated as one until proven otherwise. Symptoms can vary and aren’t always immediately apparent. If an athlete sustains a blow that looks like it may have caused a concussion, it should be assumed that the he or she has one. Continuum of Colorado Opens Innovative Home for Children with Developmental Disabilities Raising a child with a developmental disability and extreme behavioral support needs is nothing short of challenging. Some of these children exhibit aggressive and self-injurious behaviors that require heightened levels of care and highly-individualized treatments- care and treatments that may exceed both the abilities and expertise of their primary caregivers. In Colorado, Intermediate Care Facilities, which are better equipped to handle such behaviors, don’t accept children under the age of 17, and caregivers who seek help through foster care placement typically must relinquish custody of their children to get the help they need. Continuum of Colorado, alongside several partner organizations, knew there had to be a better solution. Kingston House is an innovative residential facility, introducing a program that focuses on reducing problematic behaviors, increasing communication skills, and teaching greater independence for the children. The program also provides support and trainings to caregivers, a key element in the ultimate goal of transitioning the child back into the care of their loved ones.
