Westminster makes dog park permanent

City councilors approve special designation for Westminster Hills oleash dog area

e city’s most famous o -leash dog park will soon be a permanent xture on the Westminster landscape.

City councilors Monday night voted 5-2 to add a new section to

the Westminster Municipal Code establishing special regulations for the dedicated area within Westminster Hills Open Space. Under the new ordinance, a designated Westminster Hills Open Space Dog O -Leash and Natural Area will be established.

e speci c rules will retain the current 470-acre o -leash dog area, allows for other recreational uses, and calls for ecological restoration of the parcel, according to city o cials.

City planners and wildlife activists have proposed cutting the size of the o -leash area, saying dogs without restraint have dam-

aged native plants in the open space and chased away rare birds and other fauna.

Any hint at scaling back the oleash portion of Westminster Hills, however, brought howls of protest from dog proponents, prompting the city to come up with a plan to balance dogs and keeping the parcel open to other recreational activity while protecting it from environmental ruin.

e o -leash dog area annually attracts 750,000 visitors annually and is considered one of the largest parks of its kind in the state.

Colorado reins in HOAs foreclosure powers

Colorado homeowners associations will have a tougher time foreclosing on their residents for unpaid debt starting in August.

House Bill 1337, signed by Gov. Jared Polis in early June, creates new hurdles for HOAs before they can le for foreclosure and limits how much associations can charge in attorney fees when they are trying to collect what they’re owed. It also gives homeowners and renters a second chance at keeping their properties in the event a house is foreclosed on by an HOA and sold at auction.

“( is bill) really gets at the pieces of this process and how it works that we were really seeing lead to the most devastating foreclosures,” said Melissa Mejia, director of state and local policy at the Community Economic Defense Project, which was one of the main groups behind the bill.

e measure, passed by the legislature in April, is aimed in part at making good on a promise from the governor and lawmakers to change the state’s HOA laws following a Colorado Sun investigation published last year. e investigation revealed Colorado HOAs had led roughly 3,000 foreclosure cases between 2018 and June 2023, more than 250 of

Thornton asks voters to change vacancy policy

Residents could get to vote in replacments mid-term

A proposed change in the ornton City Charter that calls for a special election to ll a city council vacancy sparked some sharp backand-forth between current council members Tuesday night.

e current city charter says that

the City Council appoints an eligible person to ll a council vacancy for the remainder of the council term.

e ballot question proposes that if a council vacancy occurs with more than one year of the term remaining, a special election must be held within 120 days of the vacancy but not within 90 days of a regular election. e term of o ce for the council member elected to ll the vacancy will be for the remainder of the term, according to the ballot language.

Renovation Trends Reflect Post-Pandemic Drive for Comfort, Warmth and Healthy Living

A May 30th article on Houzz.com caught my attention with the headline “7 Home Design Trends Emerging Now.” I’ll post a link to that article at RealEstateToday.substack.com

The trends which the article identified showed a rising interest in “organic” modern style and “dark and moody” interiors. They didn’t mention the pandemic, but it was on my mind as I pondered this dramatic shift in the public’s attitude toward home life. The after-effects of the pandemic and especially the lock-down period are still being felt in various ways, especially in the home design and real estate choices we each make. I’ve written in the past about how the workfrom-home mandates wreaked havoc on the commercial real estate market, especially post-pandemic, as many workers insisted on (with some employer agreement) continuing to work from home instead of returning to the office.

The biggest surge was observed in the use of search terms such as “organic modern,” whether it was for bedrooms, dining rooms or other rooms. I never thought of using the term “organic” for home design, but it seems to be close to what I’ve always called earth tones. This also tied in with the next most common search term, “dark” and “moody.”

bathroom I saw had a shower that was not separated from a standalone tub sitting on a tiled floor with a floor drain. The homeowner could have been Japanese or perhaps an American who lived there and adopted Japanese ways.

To quote from the article by Parker, “These spaces mix deep, dramatic colors and materials to create an intimate, sophisticated atmosphere with a touch of drama.” Pictures of rooms demonstrating results of those search terms are in the online article which you will want to check out.

It’s been a couple decades since the move away from white walls in new homes. Rounded wall corners are now commonplace, adding softness to walls which are now often a shade of gray.

(I enjoyed a visit to Tokyo decades ago, where I stayed in a student house with no bathing facilities. I, like others in the house, went to a neighborhood bathhouse where I squatted alongside others on a stool in front of a low faucet and washed and rinsed my body before joining others in a huge hot tub.)

Another trend cited by Parker is wellness, which is expressed in bathrooms as well as in saunas, steam showers, cold plunges, and yoga rooms. “Home spa” was a search term which jumped 34% from last year to this year.

We’ve long seen pool tables and ping pong tables in homes, but now the big thing is “game rooms.” (This reminds me that in some 1950s one-story homes with basements, I have seen more than one which had a shuffle board court laid out using colored vinyl tiles, usually covered by wall-to-wall carpeting, greatly amusing the homeowner when it came time to replace the carpeting!)

The seventh and last trend identified in the Houzz article was an interest in “kid zones.” Yes, people are still having children, and having a place for them to engage in non-smartphone games is important to many parents, as it would be for Rita and me if we were of that age. (I suppose grandparents would want a kids zone, too, but even our grandchildren are in college now!)

A second real estate impact from the lock-down period was the decision by many homeowners to relocate to homes that were further from their place of employment and/or move to a home more suited to working from home, such as with a separate home office space.

As for home design trends, how does one gauge such trends? For Mitchell Parker, the writer for Houzz, it was done by analyzing the year-over-year changes in search terms used on their website.

Another trend noted by Parker is reading rooms and walls of bookshelves, which may seem odd in an era noted for its switch to digital and audio books. (I myself am now hooked on audio books, following a previous addiction to ebooks, which are free from the Jeffco and other library systems.)

Japanese influences are coming into vogue, from the living room to bedroom to the garden, with green, including indoor plants like lemon grass dominating room décor. I recently toured a home which had a Japanese style bathroom. Japanese are fond of washing themselves outside the bathtub, and only going into the tub afterwards to soak. The

Leisure spaces generally are also important to home buyers and home renovators. One search term which jumped by 107% year-over-year was “listening room.” Another was for a piano room or piano living room.

Searches for “race car bed,” “teen lounge” and “tween bedroom” were all up year-over-year.

House Bill 1337 was sponsored by four Democrats: Reps. Iman Jodeh of Aurora and Jennifer Bacon of Denver, as well as Sens. James Coleman of Denver and Tony Exum of Colorado Springs.

A separate measure aimed at addressing HOA foreclosures failed at the Capitol this year by a single vote in the state House.

House Bill 1158 would have required that the minimum bid for HOA-foreclosed homes being sold at auction be set at roughly 60% of the property’s market value. Right now, the minimum bid is set at whatever the homeowner owes their HOA, which may only be a few thousand dollars.

e Sun found one HOA-foreclosed home in Aurora that was auctioned o in 2021 for $5,000. e owner owed the HOA $4,889.31, which became the starting bid. About six months later, the condominium was resold on the open market for $420,000.

Another HOA measure that was rejected by the legislature was House

Bill 1078, which would have required that property managers operating HOAs be licensed with the state starting in July 2025. e governor vetoed a similar measure in 2019.  ree other HOA measures were passed by the legislature this year and signed into law:

• House Bill 1233, which rolls back a requirement in a bill passed by the legislature in 2022 that homeowners associations must physically post a notice on a home when an owner owes them money. However, it adds that the HOA must mail a notice and contact the owner by two of the following: telephone, email or text message.

• House Bill 1091, which prohibits a homeowners association from restricting the installation, use or maintenance of re-hardened building materials in residential property.

Researchers are hunting down Weld County’s toxic ozone producers

Colorado’s battle with toxic ozone and damaging greenhouse gases will send new waves of scouts on the ground, in the air and up in space, drawing on top U.S. scientists to pinpoint the biggest pollution sources and plan the next attacks.

NOAA, NASA and Colorado health department researchers are fanning out on and above northeastern Colorado’s rich oil and gas basin, productive farm and ranchlands, and busy urban corridors to measure greenhouse gases, ozone precursors like nitrogen oxides, methane leaks and more.

Such a comprehensive targeting of Colorado’s most troubling pollution sources hasn’t been done for 10 years, according to NOAA Chemical Sciences Laboratory scientist Sunil Baidar. Colorado’s northern Front Range counties are in “severe” violation of EPA ozone standards, and state regulators must enforce new pollution control policies to stop the violations in coming years.

After the thorough probe of Colorado, NOAA and NASA will move on to Salt Lake City, which is also violating EPA ozone limits meant to protect human health. e summer ights and ground maneuvers will measure emissions at their worst,

places to better control other pollutants such as nitrogen or carbon monoxide.

Sharing “state of the art” technologies between government and academic researchers “may have immediate bene ts for strategies to improve air quality and mitigate climate change,” said Steven Brown, NOAA’s Tropospheric Chemistry program leader.

A new set of measurements “will help the division make data-driven policy decisions and advance realtime forecasting” warning Coloradans of pollution levels, said Michael Ogletree, director of the state health department’s Air Pollution Control Division.

Colorado was declared in “severe” nonattainment of ozone limits in nine northern Front Range counties by the EPA, and must le improvement plans and pass rules to back up policy changes before a 2027 deadline.

Most councilors approved the city’s solution to come up with special regulations for the oleash area because it de nes allowable uses within the space.

“I don’t think this is perfect, but it is a good rst step,” Councilor David DeMott said.

Monday’s vote only set up the boundaries of the o -leash area. e city will now work on an Area-Speci c Management Plan, which will take almost a year to complete, according to a city sta report to the city council.

A consulting rm will be selected to help develop the management plan. e plan will study trail alignment and amenities, such as shade structures and benches, and guide sus-

tainable resource management, according to the sta report.

“Safety for dogs and people, adherence to proper maintenance practices, and habitat restoration remain paramount concerns,” the sta report states.

e report says that it will cost the city up to $1.3 million annually to fund restoration e orts including the hiring of new sta members to oversee the area.

New Covenant Parcel

Councilors learned that 25.5 acres of the original 470 acres for the o -leash area may be olimits to dogs. e Sisters of the New Covenant parcel, which is currently held by Je erson County on behalf of Great Outdoors Colorado, is a conservation easement that calls for the preservation, passive outdoor recreation and education as well as trail connections, according to the sta report.

e area is located on the lower southwest corner of the current o -leash dog area.

Sta members also recommended that the northern portion of the Walnut Creek Exchange parcel, which nestles into the Meadow View subdivision, remain for only on-leash dogs. at area is almost six acres, the sta report states.

Mayor Pro Tem Sarah Nurmela and Councilor Claire Carmelia voted against the ordinance formally designating the o -leash and natural area. Both said they wanted to hear more from residents about what to do with the dog park, including a statistically valid survey of the city.

Carmelia said she also will lobby for a ballot measure to decide the dog-park issue. “Are we going to protect some of the land and legally allow it to be destroyed?” Carmelia said

Late paychecks jolt FRCC sta

Glitch fixed but FRCC vows to make sure faculty pay problems are avoided

Laura Wally is rethinking her teaching career at Front Range Community College, where she has worked at the college’s Larimer Campus since 2015.

Walley does not have a problem with her students nor her subject matter, which is chemistry.

Wally said she is tired of her shaky nancial standing at the college, made even worse this summer when she and an estimated 105 FRCC instructors did not get their paychecks

on time. For some, it was a monthlong delay.

To pay her bills, Wally picked up some odd jobs, delivered groceries through Instacart and borrowed money from family members. Her paychecks are now up-to-date, and she appreciates the $500 stipend she and other instructors received to help them get through the summer.

Still, the experience with Front Range jarred her.

“In general, life as an instructor is already precarious,” Wally said. “We get paid depending on whether or not a course is o ered. And I understand that.

“But not to have a paycheck we are counting on to show up on time is very jolting. I love my students and I love what I do,” she said. “But I might go somewhere else where I can count on getting a paycheck.”’

Alarming trend

FRCC’s delay a ected some of the college’s part-time summer instructors, said FRCC spokeswoman Jessica Peterson.

“ e initial pay date was supposed to be June 14. Approximately half of the people impacted got paid four days late – on June 18 —the other half was paid two weeks late on June 28,” Peterson said. “ e college paid everyone who was impacted an additional $500 stipend to help make up for any di culties they may have encountered.”

Rebecca Woulfe – FRCC’s vice president of Academic A airs and Provost – apologized for the inconvenience caused by pay lag and the stress it caused instructors.

“Our instructors are the backbone of our institution, and the college immediately committed to providing the support and resources needed to resolve this issue promptly,” Woulfe said via email. “Everyone here values our instructors’ hard work and dedication to our students and community, and the college is taking all necessary measures to prevent any such delays in the future.”

FRCC’s pay problems is a continuation of an “alarming trend” that appears to have begun following a turbulent college-wide restructuring,

according to a new release from the American Association of University Professors. e restructuring a ected employee data crucial for workload approval and contract routing.

Payroll errors can be traced back to an Aug. 4, 2023 upgrade to the institution’s administrative software, Banner, that caused problems with contract locking, pay rate defaults and required adjustments, according to the AAUP release. Issues continued throughout the 2023-2024 academic year, the AAUP states.

Adjunct faculty – instructors without permanent contracts – are the ones who are bearing the brunt of the college’s payroll ga es, said Melinda Myrick, an English instructor and co-president of the AAUP chapter at the Westminster campus of FRCC.

“ ere is a huge myth out there that these people (adjunct faculty) don’t need these jobs,” Myrick said. “And the lack of urgency in getting this problem xed is troubling.”

Adjunct faculty make up the vast majority of instructional sta at Colorado’s 13 community colleges, where they receive “poverty wages”, rarely qualify for health bene ts, and often live paycheck to paycheck, according to the AAUP news release.

In the 2023-2024 academic year, the lowest-paid instructors at FRCC made as little as $1,051 per credit and were often capped at six credits per semester, which resulted in a semester pre-tax salary of $6,306 per semester or just $394.13 per week. In contrast, AAUP’s 2023-2024 Annual Report on the Economic Status of the Profession determined the national average to be $3,903 per threecredit course, or $1,301 per credit, according to the AAUP.

“Delaying instructors’ paychecks places an undue burden on employees who are already struggling to make ends meet,” the AAUP states.

Partial payment, or no payment

A $500 partial payment from FRCC to the a ected instructors was not enough to carry many instructors

through the ve weeks when they weren’t getting paid, the AAUP states.

FRCC admitted in an email that an undetermined number of instructors who were a ected by this issue did not receive this partial payment at all because “ e System had reached its limit on the number of CHOP checks,” the AAUP news release states.

“While o ering all impacted instructors an additional $500 on a future paycheck in response to the error is a step in the right direction, it does not repair the harm of forcing an employee into a situation where they must endure an entire pay period without a paycheck they were counting on,” the AAUP states.

“ is o er seems to be more of an attempt to preserve the image of the institution than to ful ll the duty of the institution to compensate workers for their labor in a timely manner,” the AAUP states.

FRCC’s Woulfe reached out to

everyone who was a ected to acknowledge the error and let them know it was recti ed, Peterson said via email.

FRCC also worked with the Colorado Community College System (CCCS) to arrange for an expedited supplemental payroll check to be sent out on June 18. is meant that about half of the instructors a ected got paid four days late, Peterson said.

When an additional group of impacted instructors was identi ed, an FRCC team arranged for them to receive two paychecks on June 28. And as of June 28, all of FRCC’s summer instructors have been fully paid, Peterson said. “Our team has con rmed this and made sure there aren’t any outstanding issues to resolve,” she said.

Also, for a few instructors who were experiencing more serious difculties, the college issued an additional $500 in emergency grants through the FRCC Foundation, Peterson said.

To head o any further problems, FRCC has added two new people to the team that works on faculty and instructor contracts, she said.

FRCC is also “conducting a comprehensive review of our payroll processes and systems to identify any vulnerabilities and implement robust safeguards. e aim is to ensure that all future payrolls are processed accurately and on time,” Peterson said.

‘Very generous’

John Kinsey, FRCC Westminster Faculty Senate President and philosophy professor, said he did not think FRCC intended to short faculty members their checks. e $500 given to the instructors was “very generous.” Kinsey said.

But the entire episode shows how a simple delay in getting paid can be disastrous for many college instructors, he said. “ ese episodes of instability keep coming and they can take their toll,” Kinsey said.

REVERSE MORTGAGES MADE

Adams County students awarded scholarships

Fifty-seven Adams County high school students’ futures are set up after they were awarded more than $1 million in Colorado Opportunity Scholarships, according to a June 27 new release.

“ ese students have all earned this honor through sheer hard work, dedication, and overcoming challenges,” said Emma Pinter, Board of County Commissioners Chair.

“Now their mission is clear: Go to college, study hard, and then pay it forward by giving back to their community and ensuring this scholar-

ship continues to be available for future students.”

e voter-approved three percent sales tax on marijuana in Adams County funded the scholarships.

According to o cials, the Colorado Opportunity Scholarship initiative is matching Adams County’s scholarship funding.

First-generation and low-income high school seniors were eligible to apply for scholarships. According to o cials, the Board of Commissioners selected the Adams County Education Consortium (ACEC) as the organization responsible for granting the funds on behalf of the county.

According to o cials, ACEC works directly with county school districts or school district foundations such as Adams 12 Five Star Schools, Adams 14 Education Foundation, School District 27J Education Foundation, Mapleton District 1 Education Foundation, Westminster District 50 Education Foundation, Strasburg School District 31J, and Bennett School District 29J.

For 2024, 57 students in six districts received scholarships. e school districts and students receiving scholarships are listed below.

This summer, take simple steps for be er air

It’s another hot, sunny, bluesky day in Denver. The air is still and looks clear! Despite the beautiful day, you may feel irritation in your throat or a tightness in your chest while out walking the dog, at the park, riding your bike, or on an afternoon run. Your asthma may also be acting up.

This is likely the impact of ground-level ozone: the Front Range’s most pressing air quality problem each summer. We can’t see or smell it, but this pollutant accumulates the most on hot and sunny blue-sky days, reaching its highest levels in the afternoons and evenings.

While ozone serves an important purpose high up in the atmosphere — protecting us from the sun’s ultraviolet radiation — at ground level, high concentrations of ozone are unhealthy. Ozone makes it difficult to breathe, increases our susceptibility to respiratory infections, and exacerbates respiratory ailments such as asthma.

High ozone levels affect all of us. Even if you are healthy, ozone can impact the cells in your lungs during and after exposure, like

sunburn, and repeated exposure over time can lead to reduced lung function. The people at higher risk of exposure or more sensitive to this air pollution include the elderly, those with respiratory conditions, outdoor workers, outdoor athletes, and especially children, whose lungs are still developing.

Where does this air pollution come from? Ground-level ozone is not directly emitted from any source. It forms in the air when two chemicals, volatile organic compounds (VOCs) and nitrogen oxides (NOx), react in the sunshine and heat of summer days. These chemicals are called ozone precursors, and they are released into the air from emissions made by our gaspowered vehicles, gas-powered lawn equipment, and oil and gas production across the Front Range.

Both colorless and odorless, ozone is different than wildfire smoke, tiny particulate matter called PM2.5 or PM10, and the visible Denver “brown cloud” of years past. However, ozone can combine with other air quality issues, and is sometimes referred to as “smog.”

Fuel up your car after 5 p.m. to avoid releasing emissions during the heat of the day. Skip idling your car: instead, roll down the windows and turn off the engine while waiting in parking lots or lines. Consider a low- or zeroemissions vehicle, like an electric vehicle (EV), when it’s time to purchase a new vehicle.

While air quality in the region has greatly improved in the past half century, ozone remains a pressing issue to our health and environment. But as our gas-powered vehicles and gas-powered lawn equipment contribute to its formation, we all have the power to reduce ground-level ozone in the Front Range each summer!

First, sign up for ozone alerts. Visit SimpleStepsBetterAir.org to sign up for emails or text “BetterAirCO” to 21000 to receive air quality alerts on your phone. When the Colorado Department of Health and Environment (CDPHE) forecasts a high ozone day, the Regional Air Quality Council (RAQC) will send you a timely text or email to let you know.

On high ozone days, protect your health by avoiding outdoor exercise or heavy exertion between noon and 8 p.m. Still want to get outside? Plan ahead and spend time outside in the morning, or later in the evening, when ozone levels will be lower.

Second, reduce your emissions! Take some Simple Steps for Better Air: Skip two car trips per week by carpooling, combining

Mow the lawn after 5 p.m. if you still use gas-powered equipment. Even better, upgrade your old gas lawn mower, trimmer, or leaf blower to a new electric one with a 30% state discount at participating retailers this year!

And if your job can be done remotely, work from home at least one day a week and eliminate your commute altogether.

Brighton puzzle makes its debut

Chamber of Commerce, artist unveil mural at city July 4 celebration

e Brighton Chamber of Commerce unveiled popular artist and puzzle maker Eric Dowdle’s Brighton puzzle at Brighton’s Carmichael Park on July 4. e puzzle and wall mural are part of his “Land that I Love” program celebrating the nation’s 250 anniversary in 2026.

President Natalie Cummings said the chamber is selling the puzzles on their website, www.brightonchamber.com, for $24.95 plus tax.

e chamber will also be selling the puzzles at their booth July 18 at the Brighton City Barbecue. at runs from 5-8 p.m. at Carmichael Park. e mural itself will be placed somewhere in Brighton’s Historic Downtown area by the end of the summer, she said.

Dowdle creates colorful artwork meant to be broken into pieces. His

500- and 1,000-piece puzzles depict holidays, sporting events, nursery rhymes, cities and other places around the world. e company currently lists 430 di erent puzzles on its website, covering holidays, national parks and countries and cities — including Denver.

For the Land that I Love program, the company plans to create ve puzzles representing ve towns in each state, and Brighton is one of the Colorado cities picked to get a puzzle.

Dowdle has also completed Land that I Love murals and puzzles depicting Gillette, Wyo., Butte, Mont., Canton, Ohio and the NFL Hall of Fame, Cottage Grove, Minn., Carlsbad, Calif. and South Jordan, Utah as well as puzzles depicting Route 66 and Dinosaur National Park for the Land that I Love program.

For the July 4 unveiling, Dowdle presented the mural with a few pieces missing and then invited certain residents — including 102-year-old Fudge Tashiro and City Councilor Jan Pawlowski — to place special pieces in the Dowdle visited Brighton last fall, touring sites to get a feel for the city and what it values.

Colorado’s first Firehawk is finally ready to fight fires

The state purchased it about 3 years ago

ree years after lawmakers allocated $30 million to purchase its rst “Firehawk,” the modi ed military helicopter that is capable of quickly crisscrossing Colorado to detect and douse ames is nally ready for action.

But that doesn’t mean it will be called to attack the next wild re that sparks as overgrown fuels dry up in the sti ing summer heat.

Highly specialized training for four primary pilots is complete but whether the one-of-a-kind aircraft is called to the next re depends on

what other resources are available nearest to the re, said Mike Morgan, director of Colorado’s Division of Fire Prevention and Control.

“We’ll send the closest available helicopter,” Morgan said. “It might be a large air tanker, might be a single-engine tanker, depending on what the re is doing — it’s di erent tools in the toolbox. Sometimes you need a hammer, sometimes you need a screwdriver, and so that’s why we have a wide array of resources.”

e state’s second Firehawk, which was purchased last year, arrived in Colorado at the end of June and is expected to be operational by August 2025, Morgan said.

e rst chopper — purchased at $26 million plus more to cover operational costs — was highly anticipated, as o cials told the public

it would go into service earlier this year to help Colorado ght res, which are becoming larger and more frequent as climate change causes dangerously dry conditions across the Western U.S.  e purchase of Firehawks was part of the state’s push to rely less on rented aircraft to ght wild res. In 2020, for instance, when Colorado had the three largest wild res in its history, the state struggled to secure the aircraft it needed because there were also res burning in California, New Mexico, and several other states.

When the rst one was purchased in 2021, it had not been built yet, Morgan said. is particular model was built in Poland, shipped to Texas and then brought to Colorado, where it was disassembled as a military aircraft and then rebuilt with new technology to be able to ght res.

en after a delay in delivery, the engine was recalled, Morgan said.

“And so there were a bunch of things that just weren’t going quite right for us,” Morgan said.

e rst Firehawk is stationed at Rocky Mountain Metropolitan Airport in Je erson County, but can be moved anywhere in the state based on re conditions, he said. State ofcials are still working to determine the location of the second Firehawk.

e Firehawk can y at 160 mph when empty and 140 mph with a full load of water.

e Firehawk was not called to the Interlaken re, which ignited June 11 after a camp re was not properly doused near Twin Lakes before growing to more than 700 acres, because it wasn’t the nearest resource, Morgan said.

“When a re happens, we’re going to send the closest available one because that’s what makes the most sense, to get water on the re the soonest,” he said. “If we had a big re in Durango tomorrow, would the Firehawk be the rst aircraft to be deployed to it? No, because it’d y over the top of six other helicopters before it ever got there.”

FIREHAWK

‘Catch it before it gets big’

e Firehawk will give Colorado’s re ghters “a leg up” in their initial attack and boost their chances of stopping a re while it’s still small, Morgan said.

A traditional re ghting helicopter must y to a landing zone near the re, hook a bucket up to the bottom of the helicopter, identify a water supply and then avoid ying over subdivisions and homes due to the weight it’s carrying.

“ ey’re quick, but by the time you go and land and hook things up, identify a water supply, close roadways and start bucket operations, you’ve got a delay in time,” Morgan said. “ e Firehawk helicopter is di erent.”

e Firehawk, which has a 1,000-gallon tank attached, doesn’t

have the same restrictions of not being able to y over roadways or subdivisions, he said. It also has a snorkel that allows re crews to ll the tank without ever landing.

It can also re ll its tank in about a minute or less before returning to the re.

“Catch it before it gets big — if we stop this unwanted re before it gets big, and before we lose 1,000 homes, and before we deal with ooding and mudslides for the next ve years, we’re saving millions and millions of dollars by being proactive with our investment,” Morgan said.

“And that’s what this whole thing is really about. It’s about reducing the impacts of these big res by providing early intervention to the unwanted res.”

Based on a ve-year average, Colorado will spend $20 million for large res with 10% of overall costs going toward re suppression, he said.

“When you take a re that we nd when it’s small and we send a Firehawk helicopter to it and we put it out, those numbers don’t ring true,” he said. “We’re spending a little bit of money today and we’re saving millions on the back end.”

Colorado has several contracts with re ghting aircraft and positions them around the state depending on which area is seeing the highest frequency of res and where people and homes are at highest risk.

Colorado’s growing aerial reghting eet also plays a role in reducing the rising insurance rates across the state, Morgan said. Coloradans are facing 50% to 100% price hikes for home and car insurance — or cancellation altogether — as climate disasters mount.

“If we don’t stop these large res from turning into con agration burning hundreds of homes, we’re not going to be able to get insurance,” Morgan said. “So this is an

investment in a lot more than just helicopters. It’s much bigger than that.”

Fire outlook for the summer

Above-average snowpack levels across the state and a very wet spring and early summer is good news for Colorado’s re year. But that moisture also translates to overgrown grasses that will soon dry out and become re fuel, Morgan said.  ere are also a lot of dead ponderosa and lodgepole trees that have been killed by the nefarious, burrowing mountain pine beetles.

“With the dead trees, that’s already ready to go. All it takes is for the light fuels to dry out, to carry it to those and we’re in trouble,” Morgan said.

It’s unclear how long the moisture is expected to last into the summer months, but forecasts suggest that southeastern Colorado could have higher than normal re activity this year, he said.

About the 5k: It is scheduled to loop around Johnston Reservoir from 9:30 a.m. to noon. It will start and end on the bike path near Shelter P. The event is different from most 5k runs in many ways. For starters, the sole purpose of this event is to simply provide an opportunity for people across Colorado to come together, interact, and share their personal experiences gained

There are no prizes associated with the event and participants will not receive a “standard” T-shirt. Instead, registered participants will receive a pair of custom running socks. The Share Your Trail Tales 5k Run is open to people of all ages. Participants have the option of making it a fun-filled day for the entire family. Registration fees are $35 for adults (ages 17 & up), $15 (ages 5 to 16), and free for children (ages 4 and under ). Parking for run participants and event attendees is available in the west parking lot, which can be reached as you enter Clement Park through the Library entrance on W. Bowles Avenue.

Park is currently being firmed up to feature other activities throughout the day including food and beverage purchase options offered by local food trucks, vendor booths, and live music entertainment.

Proposed dog o -leash park plan is excessive

City Council’s previous direction to have sta address retaining all 470 acres for the Westminster Open Space for an oleash dog park is poor public policy and should be cut back.

It’s excessive and too expensive. Remember when the city initially bought the parcels, the intention was to retain passive open space and preserve the prairie grass.

e land was purchased with Westminster Open Space sales tax dollars. It was not intended to be a dog park. Dog usage has exploded over the past few years with some estimated 750,000 visits annually. It quickly evolved into a regional facility.

Who was “minding the store” while this overuse of dog activities took place along with the major parking problem? e Community Advisory Taskforce which was formed to address the issues at the dog park presented four options regarding the dog o -leash park size - current 470 acres, 200 acres, 110 acres and 33 acres. Why the city council selected all 470 acres is puzzling, to say the least.

e ensuing recommended implementation plan to adequately manage the dog activity, provide adequate parking, achieve su cient safety and restore the vegetation is a whopping dollar amount, per sta ’s work up.

Supreme Court are Partisan Hacks

e Supreme Court has morphed from contemptible to criminal with its latest decision on Donald Trump’s claim of presidential immunity. e conservative Supreme Court Justices, six appointed (not elected) individuals, are upending the Constitution of the United States; despite taking an oath to uphold it.

Sta ’s recommended plan

Per the Sta Report to City Council, the initial projected cost for 2025 is $1,340,000$1,370,000 if Council approves all of it in next year’s budget. e amount is BEYOND the current funding level. Where in the City’s 2025 Budget will they nd such a large amount of money to implement the entire plan? Is Westminster about to get a couple more Super Walmart stores?

Sta indicates that funds will come from “the Parks, Open Space and Trails (POST) Fund: Operating and Capital Improvement Program Budget and future grants - 2025 and beyond. Future revenues to o set some expenses could be derived from potential user fees and parking revenues based on the recommendations of the Area-Speci c Management Plan provided by sta to city council.”

To what extent, if any, do these expenses impact tax monies set aside for additional city open space purchases? Is this popular city program being compromised by the proposed dog o -lease expenses? I would like to hear the answer.

Sta ’s plan calls for $120,000$150,000 for the Area-Speci c Management Plan. is is the “building block” or step one for the whole plan, thus it is essential: ere is $100,000 for “early action projects” such as trail work, gates, signage, etc. (2025).

A total of $760,000 for new sta to advance the 2014 Open Space Stewardship Plan and the Area-Speci c Management Plan for 2025 is included.

A total of nine full-time new sta is recommended. It seems some additional sta for Open Space and Park Rangers are being recommended under the “banner” of the dog park, but would be used elsewhere. is is a separate issue for the 2025 budget of bringing the Open Space operating plan up to proper sta ng compared strictly to the Westminster Hills Open Space.

Let’s keep the two cost centers separate.

Finally, sta recommends $360,000 for next year for equipment and vehicles to support additional sta to carry out their duties in 2025. e Area-Speci c Management Plan outline alludes to a possible parking fee associated with the dog park. at should be fundamental, as parking is an ongoing problem.

Also, a lot more of the dog owners who use the park do not live in Westminster and would need parking. Furthermore, a nominal entrance

fee should be established to not only control how many people and dogs are in the park at any given time but should generate some revenue to help o -set these new costs regardless of the nal size of the park. Cherry Creek and Chat eld parks impose such fees. Sta has done a thorough job on outlining the needs both for the Westminster Hills Open Space as well as the additional needs of the Open Space Program.

As to how much can be funded in 2025, it clearly will in part depend on what if any new fees tied to the WHOS are implemented. To absorb $1,340,000 in new costs without any fees would be irresponsible scal management.

Decision keeps 440 acres for dog oleash dog park

On a 5-2 vote with Mayor Pro Tem Nurmela and Council member Carmelia voting no, the council passed the ordinance on rst reading to speci cally establish the 440 acres as the Westminster Hills Open Space Dog O -Leash Dog Park. Since Je erson County owns 30 acres of the parcel, the county needs to be approached regarding its intent on the dog park. e plan is excessive and uses taxpayer dollars beyond what is needed.

e Court has actively obstructed justice by delaying Trump’s federal court cases; made moot the rst three Articles of the Constitution by eliminating checks and balances; limited the speci c evidence that can be used against Trump in state cases; prolonged the trial process by

requiring prosecutors to de ne “ofcial presidential duties”; interfered with a woman’s right to privacy and choice of appropriate medical care; paved the way for Justices to be “rewarded” for decisions favorable to the ultra-wealthy; changed the way federal agencies are managed, giving themselves more authority over agency policies; and eliminated checks on executive power.

Presidents will now enjoy immunity from any criminal behavior while they are in o ce, up to and including murdering anyone who opposes them. is is America? In my opinion, much more like authoritarian Russia or North Korea.

Connell’s dream come true. A rightwing Court that arrogantly exceeds its authority. Since its inception the Roberts’ Court has carefully selected cases to hear to further the Court’s political agenda. at is problematic because the Court isn’t supposed to have a political agenda. ey are entrusted to be fair and judicious in their interpretation of Constitutional law and make equitable decisions accordingly. Partisan hacks should not be Justices on the Supreme Court.

e Roberts Court, manipulated by big money interests and the Heritage Foundation, is running amok. Public outrage and demonstrations might refocus attention on what is

important, like losing our democracy due to the decisions of six privileged and supercilious judges who are completely out of step with all but a handful of Americans. I urge you to write to your elected representative and make your voices heard. e decisions from the Roberts Court are authoritarian in nature, anti-democratic and unacceptable.

e Court’s decisions won’t be overturned soon, because that is not how the process works, but Americans have to speak up now to protest this authoritarian turn of events. If not, we will lose our democracy. Dr.JoanneMaypole, Westminster

$210 million utility revenue bonds

authorized Westminster’s controversial new water treatment plant is progressing ahead as I previously reported. e engineering design, construction documents and land condemnation for the plant site have either been accomplished (land) or will be in the coming weeks and months (design and construction documents).

In preparation to award a construction contract, the city must have the necessary funds. us, at the July 8 City Council meeting, city council took initial action on an ordinance authorizing the issuance of up to $210 million in Utility Enterprise Revenue Bonds, which are tax-exempt. e proceeds from the sale of these bonds will be the major source to pay for the construction, project management and inspection of the new water facility.

is step in the decisions by City Council to achieve a new state-ofthe-art water treatment facility is paramount. is is the place in time where it is a “Go or No Go” decision on the plant.

On rst reading, the council voted to authorize the revenue bonds on a surprising close vote of 4-3 in support. Mayor McNally and Councilmembers DeMott and Ireland voted no.

One of the decisions involving the bond issue was the length of time to repay the bonds. Sta had provided their best estimate of interest costs for 20 years, 30 years and 40 years while recommending a 30-year bond issue.

City council approved the 30-year issue for the reasons I mentioned in a recent column.

So, after the ordinance is passed on second reading, sta and the city’snancial bond underwriters and bond attorneys will move forward to issue the bonds. Per the City Charter, this type of utility revenue bond does not

require a vote of the people like taxbacked bonds do. As per the 4-3 vote, you can see the angst still surrounding the entire project and its mushrooming costs.

New Kings Mill residential development proposed

Cardel Homes and JMC Consulting Services are pursuing the acquisition of the former Zerger Elementary School site in Westminster’s Kings Mill Subdivision which is being sold by the Je erson County School District. ey are currently one of three nalists to purchase the site located at 91st Avenue and Field Street.

e developer is proposing 44 single family detached homes - about 5.4 dwelling units per acre - which would be compatible with the existing surrounding area.

Westminster City Council reviewed the concept plan using their new predevelopment review process in study session and made no decisions. e developer and sta then took any feedback from council and the plans to then go through the normal sta review, Planning Commission and City Council public hearings to reach a conclusion on the proposal.

ere will be the normal opportunities for the surrounding neighbors and public to provide their comments. Given the current designation of “public school” in the Comprehensive Land Use Plan, the developer would need to apply for an amendment to establish single family detached residential designation.

e Zerger School site does not revert back to the City of Westminster as compared to Sheridan Green Elementary School site. us, the school district will be selling the site to the successful bidder. Single family detached dwellings are a perfect “in ll” for the site.

HIGHLANDS RANCH NATIVE MAKES TEAM USA ROWING SQUAD

Even while playing multiple sports at Mountain Vista High School, Jessica oennes never saw herself as a stellar athlete; much less an Olympian. But a decade later, that’s exactly what she is after qualifying for Team USA as a rower on the women’s pair team. It’s not her rst time qualifying, either.

oennes spoke with Colorado Community Media on the Fourth of July before hopping on a plane to Paris for the Summer Olympics.

“As I have been told many times in my career,

there is no better way to celebrate the Fourth of July than by practicing my craft for the United States,” oennes said.

So rather than hot dogs and reworks, oennes enjoyed multiple weightlifting sessions, in-thewater practice runs, yoga, working online, packing and more.

It’s her return to the big stage after the Tokyo Games in 2020, where she was a bow seat in the women’s eight group of rowers. at squad nished fourth in that event.

Now she and her partner, Azja Czajkowski, pair up for the U.S. as a smaller unit going for the gold after winning the pair at the 2024 U.S. Olympic & Paralympic Team Trials in April.

oennes and Czajkowski will compete against the world’s best rowing pairs later this month. But oennes’ journey to the top of her sport is unique; she had never rowed in her life until walk-

ing on to the University of Washington’s team in 2015. at’s about as late a start as possible.

And she wasn’t exactly counting up o ers from colleges, she said.

“I was probably one of the least talented athletes in all of the incredible number of people that came out of Mountain Vista,” oennes said. “And I don’t say that humbly; I say that as a fact. I had the privilege of playing on a volleyball team where, I think, 12 out of 13 women went to a Division I school to play volleyball. I had a basketball team where I was the varsity benchwarmer. I just wasn’t quite in my body yet. I really was scrappy, though.”  at scrappiness took her to the world stage again. Colorado Community Media: How did you

become an Olympian and Division I athlete if you weren’t as good as the other girls on your Mountain Vista teams?

oennes:I was scrappy, determined and I outworked everybody else. ose were my characteristics in high school. I knew I wasn’t the biggest, I knew I wasn’t the fastest and I knew I wasn’t the strongest. So I had to be able to outwork, out-hustle and be willing to go just another inch to just make the team, which really helped when I went to college as a walk-on. I had never rowed before.

CCM: How did you get into rowing in college?

oennes:I had no idea what I was getting myself into. One of my characteristics is I say, ‘Well, how hard can it actually be?’ So I said to myself, ‘I’ll do it for a year. How hard could it be?’ And it turns out I was really bad. It was really hard. And I was like, “Well, I’ve really gotten myself up this creek without a paddle, so I better gure this out.’ It took me about two years to come around and gure things out. By the time I hit my junior year, I was like, ‘Oh, this is fantastic. I love this. is is incredible.’ So, I’ve always been scrappy. I’ve never been the No. 1. But I had a lot of try. I’m a bit of a stubborn creature and I just keep working at things.

CCM: What was your reaction to learning you made the Olympics again?

oennes: at was one of the best moments where, for a little bit, I was wondering if the three-and-a-half, four years that I’ve worked … You have all those thoughts that go through your head like, ‘Is this going to pay o ? Is this going to work?’ And in those moments, you can’t really think about that. But as soon as the buzzer went o , I was so elated because it was just a con rmation of, ‘Yeah, I do this really well and I have been doing this really well.’

CCM: How do you balance that elation with the quick turnaround of getting to work for Paris?

oennes: I think I did it a little bit better than I did last time. One, it comes with experience. But I think I just knew that if we wanted to really have a big impact on the pair eld, like Azja and I were both hoping, we needed to take a few days and celebrate, take a rest. en get right back to work.

CCM: What’s a typical day for you when you’re preparing for the Olympics?

oennes:I’m up every day super early. Out of the house by 6 o’clock. We do one practice in the morning, and that’s about two and a half hours; three once you get all your warmup stu in. Get o the water. I work in addition to rowing, so I’ll hop online for an hour or two to kind of decompress for practice and get some work sorted. en hop back in the boat or cross-train for an afternoon session. en I’ve been doing a ton of yoga. We are religious weightlifters. We are in the gym, at minimum twice a day, but usually three times a day.

CCM: As a pair, you’re relying on a partner heavily, but what are one or two things you feel you need to polish ahead of the Olympics?

oennes: Every pair has its own unique dynamic in what you need to do. As the stroke seat, something that I really needed to solidify in these past couple of months has been providing a rhythm that is followable and fast. at’s something that we have been working on super diligently. at falls a little heavier on my shoulders, but Azja certainly contributes in that aspect. She’s got all the power back there. She’s hauling me around a lot of the time. Speci cally, I’ve really been working on my catch entry, which is the dynamic portion of rowing you can never be too good at. As your blade enters the water, you have to be patient to let it go all the way in and not jump on it before you’re fully buried. So my focus has been rhythm and catches.

Miners Alley Goes Back to School

There are many ways to approach school, and not every student thrives under the same conditions. Or, in the case of Dewey Finn, every teacher. But that just provides the opportunity for more creativity in learning, and as the musical “School of Rock” at Miners Alley Playhouse entertainingly demonstrates, that can make all the di erence. And that willingness to learn extends to the creatives on and o stage.

“For me, if a project scares me, that means I should do it,” said Warren Sherrill, director of the production and associate artistic director at Miners Alley. “When I was approached about directing this show it was really exciting to me, because it’s a massive undertaking. ere are a bunch of kids on stage (about

half of whom need to play speci c instruments), an adult ensemble and a regular band. It’s a big show for us to bite o , but I know we can pull it o .”

“School of Rock” runs at Miners Alley, 1100 Miners Alley in Golden, from Friday, July 26 through Sunday, Sept. 15. Performances are at 7:30 p.m. on ursday through Saturday and 2 p.m. on Sunday.

e show features music by Andrew Lloyd Webber, lyrics by Glenn Slater and a book by Julian Fellowes and is based on the classic 2003 lm starring Jack Black. e story fol-

lows Dewey, a failed rockstar who poses as a substitute teacher at a prestigious prep school. ere he discovers a class of straight-A students and decides to turn them into the rock band he always wanted. e one of the biggest challenges was nding child actors who could handle the many requirements of their roles — they essentially have to be triple threats, as they have to act, sing and play instruments. Sherrill said about 70 children auditioned and the actors they selected are going to wow audiences.

“ e kids are just amazing talents and they carry a large chunk of the show and they’re going to knock people over,” he said. “I’m so excited for audiences to see them and witness their brilliance.”

Light Up the Night at the Pedal the Moon Bike Ride

Castle Rock’s annual Pedal the Moon bike ride is one of those special events that can only happen during the summer.

e ride will be held from 6 to 10 p.m. on Saturday, July 20, with participants meeting at Castle View High School, 5254 N. Meadows Drive. From there, riders will follow the East Plum Creek Trail. Cyclists are encouraged to get festive and soup up their bikes with light and other decorations and they can use a decorating station located at the intersection of East Plum Creek and Hangman’s Gulch trails with glowin-the-dark items and other goodies. While the aim is always to entertain audiences, Sherrill hopes that they also come away with a renewed appreciation of the importance of music, especially for you children. It really has the power to unlock so much that a less creative education can’t.

“A big part of the show is the kids nding their true selves through music, no matter what that is,” he said. “It’s about doing what you feel passionate about and having a sense of security that I’ve always felt the arts provide.”

Frederick’s Ishmael doing quite the balancing act

Ishmael is one busy chap heading into his senior year of high school. e Golden Eagles’ quarterback is balancing his time between college visits and scouting camps, some spring athletic ventures for his school and time for himself. It’s no mean feat when it seems like everyone wants a piece of his time.

Football, first and foremost

e most recent football camp invites were at the University of Northern Colorado and the University of North Dakota. He has an o er from Jamestown University “I’ve been in touch with a variety of colleges recently,” he said. “Most people are interested in my potential as a quarterback. Some other schools nd me athletic enough to be considered for both quarterback and other positions. Most of our communications have been through video chats, calls, and texting, which has been convenient and helpful.”

Ishmael has something to present to this batch of prospective colleges. He’s an all-state quarterback and a two-time all-conference recipient. He runs a 4.63 40-yard dash, and he

holds his school’s all-time record for passing yards and touchdowns.

He’s beginning to make his list of potential stops.

“Right now, I’m focusing on factors including how the football program ts me, how the school/football culture is, school academics and where I could see myself,” he said. “ ese are the biggest factors that play a role for me when I come to making my decision.”

Balancing act

Ishmael also found time this spring to join the Golden Eagles’ track team. He turned in a time of 11.82 seconds in the 100-meter dash at the Boulder County track championships in April.

“Joining the track team at FHS was a great experience,” Ishmael said. “It all began when my coach thought it would be good for me to do track for speed training. From that moment, I committed myself to the work and process of the season.”

ere’s a bit more to the story.

“Funny enough, this was my rst time doing any sort of track,” Ishmael said. “So, running the 100 was a brand new thing for me. However, I was also doing the 4-by-100 (relay), 4-by-200 (relay), 300-meter hurdles and even 110 hurdles. Doing all these events helps me train and get

better for my senior season.” en there’s the question of balancing the football camps, combines, an extra sport (with its practice time) and his schoolwork.

“It keeps me busy, but I manage to t in some downtime for hobbies like bowling, playing piano, and hanging with friends,” Ishmael said. “I nd it very important to have balance in my life, so being able to have downtime and do what I enjoy is very essential to me.”

How to fit activities into one day

He’s also learning about a key part of life as a college athlete .. time management.

“Managing my schedule now is preparing me well for college,” Ishmael said. “It’s teaching me the importance of being on time and valuing time. Since days can seem to be packed, it has been a great lesson throughout all of this.”

ere’s also attached personal growth.

“Staying grounded through these experiences is important. It helps me stay focused on my goals and provides a great way to feel relaxed and in control throughout this experience,” Ishmael said. “Since there are ups and downs through the recruiting process, staying grounded is such an advantage to have.”

Keep Colorado Wild Passes a boon to programs

Colorado Parks and Wildlife, avalanche forecasting, search and rescue groups benefit from the program

More than 1.5 million Colorado vehicle owners have delivered more than $40 million to Colorado Parks and Wildlife by including a $29 Keep Colorado Wild Pass as part of their annual registrations.  e rst scal year of Keep Colo-

rado Wild pass sales ended June 30 with revenue reaching $40.9 million. at uno cial tally — nal numbers will be updated by the fall — means that parks, wildlife, backcountry search and rescue volunteers, and avalanche forecasters will get boosts in funding in the coming year.  e Keep Colorado Pass plan that launched in January 2023 adds $29

to every vehicle registration in the state unless owners opt out. e pass provides access to all state parks. e 2021 legislation that created the program hoped to generate more revenue than the annual $80 parks pass that delivered $23 million to CPW in 2020. Early projections hoped CPW would harvest at least $36 million in annual revenue from the new parks pass plan. at plan set aside the rst $32.5 million in Keep Colorado Wild Pass sales revenue for the state’s 42 parks. en $2.5 million would go to

more than 50 Colorado Backcountry Search and Rescue, or BSAR, organizations. And the Colorado Avalanche Information Center, or CAIC, will get $1 million. At $36 million, the tap would return to CPW for wildlife funding for trails, wildlife programs and diversity and inclusion projects. e roughly 2,800 volunteers who serve on Colorado’s search and rescue teams secure about $9 million a year through fundraising.

Frederick quarterback Gavin Ishmael currently leads the Class 3A football teams in total o ense and passing yards through eight weeks of play. The Golden Eagles are 4-4 through eight weeks.

Creating more inclusive sport environments

Kindness and respect. Support and understanding.

When we think of an inclusive sports environment, words like these come to mind. But how do we turn these words into actions we can implement as parents or guardians out on the eld or court?

At the U.S. Center for SafeSport, athlete safety and well-being are our priority. By educating communities on how they can help prevent abuse and misconduct in sport, we help every participant feel safe, supported and strengthened. And more than that, we seek to help parents and coaches foster settings that are more inclusive and accessible for all athletes.

But rst, what do inclusive environments look like in practice? And how do we create them?

Valuing all athletes

From respecting physical and emotional boundaries to giving athletes with disabilities the help they request, inclusive sport settings treat each athlete with respect and care and make sure each athlete’s needs are met.

Maybe you’ve seen an athlete with a disability left out of an activity because the coach failed to o er a drill that’s accessible to all teammates. Or maybe you’ve witnessed a participant’s confused look as they try to understand a set of complicated warm-up instructions.

When we prioritize inclusivity, we prioritize principles that make sport accessible for everyone. Examples of this are communicating openly and clearly in ways that each child can understand and adapting activities so athletes of all abilities can play and thrive.

Inclusive sport environments are places where no one is excluded based on something that makes them di erent, where all athletes can participate at the level they want, and where kindness and respect outweigh competition and tting in.

What parents can do

When a child steps onto the eld or court, they may bring stress, trauma and individual challenges from their day-to-day lives with them. As a parent, guardian, or coach, you play a key role in creating a setting that is sensitive to that stress or trauma — and is built on support.

By reinforcing that no one has to change to t in, you can help create an atmosphere that values and appreciates all athletes.

Here are ve actions you can take:

1. Model respectful, kind behavior. Demonstrate care and compassion when engaging with athletes.

2. Value each athlete. Value the unique contributions each child brings to the team or organization

WHEREAS, the City wishes to aid in the business expansion and redevelopment of a building within the City located at 6272 West 91st Avenue (the “Site”); and

WHEREAS, the objective of economic development is to improve the economic vitality of the City by attracting and retaining high-paying jobs and supporting existing local economic and industry bases; and

WHEREAS, TriSalus Life Sciences plans to hire 20 new, full-time employees and invest $1,500,000 split between tenant finishes and equipment to the Site; and

WHEREAS, a proposed Economic Development Agreement between the City and TriSalus Life Sciences is attached hereto as Exhibit “A” (the “Agreement”); and WHEREAS, City Council finds the execution of the Agreement will provide benefit and advance the public interest and welfare of the City and its residents.

THE CITY OF WESTMINSTER ORDAINS:

Section 1. The City Manager is hereby authorized to enter into the Agreement with TriSalus Life Sciences in substantially the form attached hereto and, upon execution of the Agreement, to fund and implement the Agreement.

Section 2. This ordinance shall take effect upon its passage after second reading. The title and purpose of this ordinance shall be published prior to its consideration on second reading. The full text of this ordinance shall be published within ten (10) days after its enactment after second reading.
