Colorado’s Caraveo opens up about her struggle with depression

Congresswoman said it’s her responsibility to discuss mental health

Yadira Caraveo said her public admission this week of her struggle with chronic depression is like helping passengers trying to survive an airliner in distress.

“When an airplane is in trouble and the oxygen masks come down, you make sure your mask is on safely, then you want to help the passenger next to you get their mask on as well. is so everyone can survive,” the 43-year-old Caraveo said this week. “I just think it’s my responsibility as a public gure to come forward and talk about mental health.”

Caraveo is nishing up her rst term as Colorado’s representative in the newly minted 8th Congressional District. A Democrat, Caraveo is also a pediatrician and is the rst Latina congressperson in Colorado history.

But while she climbed to the heights of the medical profession and achieved national prominence in politics, Caraveo has been followed by a dark shadow of depression.

“It is something I’ve dealt with since I was a teenager,” Caraveo said while in her Northglenn o ce. “I thought at rst it was just being in the throes of puberty and adolescence. It wasn’t until medical school that I realized I needed help and got treatment for depression.”

e funding proposal is based on a community-driven plan called Blueprint, which has de ned and prioritized the district’s needs over the past several months, said district spokeswoman Christina Dahmen.

Westminster unveils $449 million budget

Westminster City Councilors and residents got their rst look at the city’s $449 million proposed budget for 2025, setting o a month-long review of the city’s funding priorities.

e rst public hearing on the budget is scheduled for Sept. 9, followed by a study session Sept. 16. Councilors will consider budget amendments on Sept. 23 with the rst reading for passage slated for Oct. 14.

e proposed budget is an increase of nearly $52 million, or nearly 13% compared to the 2024 budget, Acting City Manager Jody Andrews told councilors Monday.

Councilors voted 6-1 for the ballot measure.

Councilor Kristine Ireland voted against the ballot question, saying the tax hikes are too high for residents and business owners already grappling with a high cost of living.

e ballot measure calls for increasing the city’s sales and use tax by 0.5%, with one-half of the new tax to expire on Jan. 1, 2045.

e new tax is projected to generate $19 million annually to fund the construction of two new re stations, three station upgrades and the hiring of 45 re ghters and paramedics, according to the city.

O cials say the new tax will take 50 cents out of a $100 purchase.

Closing gaps

In April, the city council heard from o cials who outlined the service gaps because of unfunded capital and personnel needs of the Westminster Fire Department, according to a

sta report to councilors.

“… ere are several aging and outdated Fire Department facilities that require renovation or replacement,” the report states.

Polling rm Magellan Strategies also received 1,505 survey responses in March that found 70% of respondents were “likely or very likely to support a 0.50% increase in sales and use tax to address the needs for additional re department personnel and additional re stations in Westminster,” according to the report.

Westminster Professional Fire ghters Local 2889 backed the 0.50% increase in sales and use tax while the Westminster Chamber of Commerce voted to remain neutral on the proposal, the sta report states.

Councilor David DeMott said residents will get to vote twice on the measure – rst at the ballot box and then if they choose to shop at a local business. “ ey can shop here, or they can go shop elsewhere,” DeMott said.

e 2025 budget also holds the line on existing sta ng levels, recommending only a nominal increase of just over 0.5 percent in permanent sta ng, Andrews said. e addition will be o set by eliminating a senior executive position in the city manager’s o ce and repurposing vacant positions, he said.

Andrews said the budget highlights include:

– Addressing funding for the core services, including street maintenance and public safety; – Continuing investment in the city’s infrastructure; – Increasing mental health and wellness budgets with opioid settlement funding; – Permanently funding the Police Department’s Victim Services Advocates; – Investing in the maintenance of open space properties;

– Enhancing cyber security; and – Investing in employees through competitive bene ts, salaries and training.

e city council is scheduled to vote on the nal version of the budget on Oct. 28.

What Knowledge and Skills Should You Expect Your Real Estate Agent to Have?

Some people would say that real estate agents are overpaid, but that varies greatly with the agent. If your agent doesn’t know what he’s doing, he could cost you money, and he should pay you!

It’s all about experience, commitment, fidelity to the client, and a multitude of trainings and skills.

Some skills are “hard” skills, such as how to set up searches on the MLS or write a contract, but even those hard-skill tasks typically require “soft skills” which can come from experience but just as importantly from an intention to be of service to client over self.

Knowing the value of a home is only the starting point. We need to assess the real estate market in that neighborhood, paying close attention to existing listings. It’s important that the pricing of other listings helps to sell your home, rather than the pricing of your home helps to sell theirs.

What agents need to know (and exploit) is that every time there’s a price reduction, it triggers a new alert with the tag “Price Reduced.” That’s a powerful marketing tool, another reason to lower the price quickly and regularly, reminding buyers that this home is still available and matches their search criteria.

When representing buyers, many of those same skills, practices and knowledge come into play for the good real estate agent. Once a buyer decides to make an offer on a listing, I use the same tools to determine its value and what my buyer should offer, paying attention to the sale of comparable homes.

Of course, representing sellers and representing buyers calls for different skills and knowledge, although there are some overlapping skills and knowledge.

When representing sellers, the most important skill is that of coming to agreement on the most effective listing price. To the seller, who has probably been watching neighborhood sales, there may be a price point which is appropriate based on relative condition and location, but it may not be the most effective price for going to market.

I’m not just talking about whether the market is rising or falling. And I’m not talking about what the home would appraise for. The most effective price is the one that will draw immediate interest from multiple buyers. Buyers invariably look at Zillow’s “Zestimate” and will decide whether your home is overpriced or underpriced based on what Zillow says — sad but true! Nevertheless, it’s important to know.

However, the market is unpredictable. If the seller and his or her agent agree on a price but the home attracts few or no showings and no offers within a week, then the market is telling you that it’s overpriced, assuming the home was put on the MLS and had other reasonable promotion, such as the kind we provide with this ad. The price should be reduced within a week or 10 days. Don’t wait until the listing gets “stale.”

Most agents and buyers are familiar with the concept of MLS alerts. A buyer’s search criteria are entered into the appropriate search fields on the MLS, and when a new listing matches that buyer’s search criteria, he or she receives a computer-generated email alert from the MLS about it.

For example, the listing below, which is deep in the mountains, 120 miles from Denver, had 97 buyers who received an email alert about it when it went on the MLS. Last week’s featured listing in Lone Tree triggered 230 alerts to buyers

Price Reduced to $712,000

Because it’s important for sellers and their listing agent to keep current on the MLS activity near their listing, I have made a practice of setting up an MLS alert around each of my listings and sending it to both my sellers and myself.

Now, look at the picture for the listing below. Before changing the price on the MLS, I changed the primary MLS picture to one that included the day and time of the open house so those buyers receiving the “price reduced” alert know about the open house, which is not mentioned in the alert itself. After the open house, I’ll remove the photo with that information. That’s an example of another skill (in this case, a practice) that a good agent might have.

Some sellers dismiss open houses as a tool for agents to generate leads, not sell that house, which is admittedly rare. It does happen, however. Indeed, all three of my most recent closed listings sold to buyers who came to the open house. Note: It’s important to enter open house dates and times on the MLS. They are populated to Zillow and hundreds of other websites, and doing so draws far more visitors nowadays than the “open house” signs we put in the ground.

I also look at the listing history of the property — days on market, price reductions, previous contracts that fell, and prior MLS listings by this or another agent. I have an app that can tell me about the seller, including what other homes they have purchased or sold. I can also evaluate the level of experience and therefore skill of the listing agent.

On ShowingTime, I can see whether there are other showings scheduled or whether the listing is sitting on the market. I also call the listing agent to see if they have other contracts expected or in hand. If a previous contract has fallen, I can ask the circumstances.

I ask whether the seller has a preferred closing date or other things that would make them happy. (Furniture to sell? Post-closing occupancy needed?)

I also ask where the seller is moving to. If they’re moving locally, I can mention that our moving truck is available free to them, along with free moving boxes and packing materials. If I learn that a bidding war is possible and they are moving locally, I might include free labor and gas along with the free truck in my buyer’s contract. I may also insert an escalation clause under additional provisions, indicating that the buyer will beat any competing offer.

Lastly, there’s a new question I need to ask: Is the seller willing to pay my commission? They probably are, and I need to enter that percentage in Sec. 29 of the contract and discuss with my client adjusting the commission in our own agreement to reduce or eliminate what that client pays out of pocket for my professional representation.

Big cats can help herds avoid disease, advocates say

Ballot measure would halt trophy hunting of lynx, mountain lions, wildcats

Advocates who want to end the trophy hunting of mountain lions, bobcats and lynx in Colorado point to a new report that says the big cats play a key role in cutting the spread of deadly Chronic Wasting Disease.

Currently, 42 out of 51 deer herds and 17 of 42 elk herds in the state are infected with Chronic Wasting Disease, or CWD. e disease is a fatal neurological disease without a cure and is increasingly recognized as a long-term threat to the state’s billiondollar-a-year elk and hunting seasons, according to proponents of Cats Aren’t Trophies (CATs).

CATs is a Colorado measure on the November ballot that would stop the trophy hunting of the heads and the fur trapping of mountain lions, bobcats and lynx in Colorado, according to its backers. e ballot measure would allow Colorado Parks and Wildlife to manage individual cats that pose a risk to humans and domestic animals, including livestock and pets.

A rogue abnormal infectious protein called a prion is the infectious agent of CWD, spreading via urine, feces, and saliva and indirectly by contact with a contaminated environment. Public health o cials advise against consuming deer or elk meat from CWDinfected harvested animals because of its potential to infect humans, ac-

cording to a new release from CATs, Animal Wellness Action and e Center for a Humane Economy.

e new report from Jim Keen, DVM, PhD, and former USDA veterinarian and infectious disease scientist, titled,  “Big Cats as Nature’s Check Against Disease,” outlines how mountain lions preferentially prey on sick deer and elk o ering major ecological and economic bene ts to Colorado, according to the news release.

eir predation can reduce the incidence of CWD and underscores the ability of native cats to cleanse deer and elk herds of the brain-wasting disease detected in Colorado in the late 1960s, Keen states in the news release.

“With no vaccine or cure for Chronic Wasting disease, wildlife managers are struggling to nd solutions,” notes Keen, who is now the director of veterinary science for the Center for a Humane Economy, in the news release.

“Perhaps the best policy response at the moment in Colorado is to stop killing 500 or so mountain lions a year that conduct population cleansing at no cost to the state and that protect the long-term health and viability of cervid populations,” Keen said.

e report, according to the news release, details ve lines of evidence supporting predator cleansing:

1. Predator-prey ecology & disease modeling: Mathematical models suggest that predation by mountain lions (and also wolves) can signi cantly reduce CWD prevalence over time.

2. Empirical observations: Field studies in Colorado show that mountain lions are more likely to prey on CWD-infected deer compared to healthy deer.

3. Laboratory experiments: Re-

search indicates that coyotes, mountain lions, and bobcats can inactivate CWD prions during digestion, reducing environmental contamination. If not ingested by a predator, the prion can survive in the environment for years and perhaps even a decade.

4. Disease bio-geography: Areas with ecologically healthy and wolf or mountain lion populations with no or low hunting pressure tend to have much lower CWD prevalence than areas without these apex cervid predators.

5. Negative spatial correlation: Maps of North America show a negative association between predator distribution and CWD occurrence.

Trophy hunting

e new report calls into question the long-standing practice of trophy hunting of mountain lions in Colorado, which is the state where CWD rst began its spread in North America, according to the news release.

e release goes on to say that trophy hunting of mountain lions has become more high-tech and commercialized, with guides guaranteeing kills of trophy cats.

e hallmark of trophy hunting is to kill large-bodied animals, with the seasonal take being about 500 mountain lions a year (with 53% male and 47% female, in the 2023-24 season).

e killing of mature adult males removes the most e cient animals skilled at killing traditional prey, the news release states.

And killing as many as 250 females, many of them with dependent young who are orphaned and die, depresses the recovery of the mountain lion population and reduces the intensity of predation on infected deer and elk,

e district continues to defer basic maintenance on schools and school grounds due to a lack of funding; and due to in ation, those costs increase each year, the district states.

“You don’t have to be a wildlife biologist like me to understand that mountain lions play a critical role in Colorado and Western ecology,” said Elaine Leslie, a wildlife biologist in Durango and former Chief of Biological Services for the National Park Service, in the news release.  “ ese animals are an antidote to disease in deer and elk, selectively removing animals that threaten to spread disease and ensuring the protection of Colorado’s biodiversity and a key part of our rural economy.”

Colorado’s big cats are often seen as competitors with hunters, but they appear to play a vital role in stemming the more extreme spread of CWD, Keen said.

“In short, if you want to protect hunting and other forms of wildlifeassociated recreation associated with deer and elk, then protect mountain lions and allow them to deliver their gratis predator-cleansing services,” Keen said. “Mountain lions are a deer and elk hunter’s best friend.”

In the meantime, one-time emergency federal funding stemming from the pandemic, which has helped llnancial gaps, is drying up in 2024. e state’s school funding formula resulted in $6.7 million less for this school year alone, the district states.

Colorado Community Media Publisher Linda Carpio Shapley was named the current president of the Colorado Press Association at the organization’s 2024 conference.

“It feels like such a tremendous honor,” Carpio Shapley said. “One of the things that they have listed in the convention manual is all of the presidents that have served and … I am so honored that I get an opportunity to be considered among them.”

Carpio Shapley feels “very proud” to be the next leader of the CPA and said she “feels history” around her which inspires her to “want to continue to do good things” for the organization and journalism.

Carpio Shapley began her tenure as publisher of Colorado Community Media in August 2021.

She has worked for a number of Colorado newspapers, including the Collegian at Colorado State University and her hometown paper the Greeley Tribune.

Carpio Shapley also worked at the

Fort Worth Star-Telegram and Kansas City Star before heading to e Denver Post, where she went from copy editor and designer to managing editor in her 21-year tenure. She also led a political team at Colorado Politics prior to becoming the CCM publisher.

e Colorado Press Association serves the state’s news media outlets. Shapley was unanimously approved.

Carpio Shapley said the CPA faces challenges similar to what the industry itself faces, including an outdated revenue model, “the good ght against misinformation” and the need for more journalists.

“Colorado Press Association is wanting to do what it can to be supportive in that way, but Colorado Press Association also has those same challenges of just trying to do it on a bigger scale,” she said.With around 160 newsrooms

Colorado Community Media’s “Long Way Home” series, a deep dive that unraveled the whys and hows of the escalating housing crisis across the Front Range, took home top honors during state press awards.

e 14-story, newsroom-wide e ort was named Best Public Service Project in Class 6 of the Colorado Press Association awards. Earlier this year, the series won rst place for General Reporting, Series or Package at the esteemed Top of the Rockies Excellence in Journalism, hosted by the Colorado chapter of the Society of Professional Journalists.

In all, the newsroom received 14 awards, eight of them for rst place, during the Colorado Press Association awards, a friendly competition held among newsrooms of all sizes from around the state.

e newsroom’s “Long Way Home” series interviewed ordinary Coloradans about how the rising costs of housing

impacts their lives. e series identied barriers many younger residents and people of color face as they pursue homeownership and explored potential solutions. Every reporter in the newsroom contributed to the series by interviewing dozens of local residents, elected leaders and experts. It was led by Editor in Chief Michael de Yoanna with West Metro Editor Kristen Fiore, North Metro Editor Scott Taylor, former South Metro Editor elma Grimes and former Digital Editor Deborah Grigsby. It also relied on assistance from editors Scott Gilbert and Christy Steadman as well as initial contributions from former chief editor Lisa Schlichtman.

“ ey go from one-person newsrooms … to news organizations like e Denver Post,” she said. “So how do you serve them both when they have so many different issues?”

Carpio Shapley said while it’s challenging to help with these issues, she and the CPA need to be aware of these problems and work together to support the Colorado journalism community.

“I’m lucky enough to have a board that is really supportive in trying to help me to do that work and I just want to keep moving forward,” she said.

e CPA is actively trying to get public policy in the Colorado legislature to allow for more public support for informing communities.

“To me that’s one of the things that I want to continue to advocate for, and I want to make sure that everybody who is a member of CPA has an opportunity to reach out to me and learn about me and know that I am committed to this ght,”

Carpio Shapley said.

Additionally, Carpio Shapley said she hopes to help the masses see the “public good” of journalism.

“We want to make sure that we’re doing good work and we need to make sure the public understands the great work that we’re doing,” she said.

Voters to decide if Colorado’s constitution should protect school choice

Colorado voters will decide whether they want to protect the right to school choice in the state constitution in November. A measure with that goal quali ed for the ballot.

Put forth by conservative political nonpro t Advance Colorado Action, Initiative 138 sets out to reinforce parents’ ability to send their children to any public school, charter school, private school or

homeschooling program they want. But some education advocates and policy experts see it as a stepping stone toward a state voucher program in disguise. Voucher programs give parents public dollars to enroll their kids in private schools, including those with a religious a liation.

“We’re de nitely concerned about the implications of this ballot measure,” said Kevin Vick, president of the Colorado Education Association, which is opposing the initiative. “It has the potential to do tremendous damage to already fragile

school funding, and we’re also extremely worried about the lack of transparency built into this measure with public funds.”

Initiative 138 would take parents’ right to school choice one step further beyond its current protection under state law. Proponents of the measure submitted 198,450 signatures in support of it, 131,223 of which were valid, according to the Colorado Secretary of State’s o ce. e measure would need the support of 55% of voters to pass in November.

e initiative has divided school groups and communities and is the latest areup in a politically charged battle over how much the state should prioritize school choice. Educators, advocates and lawmakers have frequently disagreed over the extent of accountability and transparency charter schools in particular should follow. Charter school advocates have balked at state regulations, concerned they sti e schools’ exibility and innovation.

Water World goes to the dogs Sept. 7 Water World, Colorado’s rst and largest waterpark, is hosting its 7th Annual Bow Wow Beach Doggie Day Sept. 7.

Dogs of all sizes are invited to splash, swim, fetch, and play in four of the park’s signature attractions before Water World drains and cleans the pools for winter. is annual event is organized in partnership with Adams County’s Riverdale Animal Shelter, with a portion of the proceeds supporting the shelter. is year, the shelter is also collecting gently used blankets, towels, and washcloths at the entrance to the event. e Adams County Health Department wants people to be proactive in protecting themselves from mosquitoes and illness during these warm summer months.

While the county Environmental Health Team monitors for mosquitoborne illnesses, there are steps you can take right now to keep you and your loved ones safe. ose include ensuring pet dishes are removed from patios that can hold water, making sure roof gutters are cleaned and inspected yearly, removing debris piles from outdoor areas— including buckets, barrels, children’s toys, and tire swings— and removing or changing water in birdbaths frequently.

Homeowners should also maintain swimming pools and spas with proper ltration and chlorination levels, limit watering lawn and plants to avoid water pooling and limit your time outdoors during dusk and dawn to avoid mosquitoes. If you stay outdoors during this time, wear long-sleeved shirts and pants and use mosquito repellents that contain a high percentage of DEET.

Previous attempts to introduce a voucher program in Colorado have regularly failed. e few school voucher programs that did manage to move forward were legally challenged and ultimately dissolved, including a school voucher law rejected by a Denver judge in 2003 on the grounds that it violated local control provisions in the state constitution.

Michael Fields, president of Advance Colorado Action, said school choice needs to be further insulated from ongoing assaults at the Capitol. He noted that because Colorado school choice laws are statutory,

they could be amended at any point.

School choice is “under attack” and will likely continue to draw more intense scrutiny in the future, Fields said, pointing to a legislation introduced by a group of liberal Colorado Democrats during the legislative session this year that would have created tighter restrictions for charter schools. at bill failed.

“ at broader battle is going on right now, but if we have the opportunity to give parents and children this right in the constitution, now is a good time to do it,” Fields said.

“We’ve had a long history of school choice here, and we want to be able to build on that and this is another step in that direction.”

Fields denied that Initiative 138 is a prelude to a statewide voucher program since it is not part of

the ballot measure’s language and there is no cost attached to the ballot measure. Advance Colorado Action doesn’t disclose its donors.

“Literally all we’re doing is locking in the current laws that we have when it comes to school choice,” Fields said. “We’re not creating any new programs.”

Vick, of the state teachers union, questions the need for the measure when the right to school choice is already enshrined in state law.

School choice is already “a basic component of our education system,” he said. “So you have to ask yourself who’s putting this on and why are they doing it?”

Should voters approve Initiative 138 in November, he worries about the possibility of it opening the doorway to a statewide voucher

program. at could divert money away from public schools to private schools and homeschools that o er the public little transparency, Vick said.

“We already have one of the lowest-funded school systems, so the pie for schools is already really small,” he said. “And this just means that the number of hands in that pie increases, which means the amount for each person currently in the system gets smaller.”

e Colorado Secretary of State’s O ce will nalize the ballot Sept. 9. Initiate 138 will be among a long list of initiatives that go before voters. is story was printed through a news sharing agreement with e Colorado Sun, a journalist-owned nonpro t based in Denver that covers the state.

MENTAL HEALTH

By then, society was starting to shift its perception of clinical depression, she said.

“It’s not just being a part of your mood, it’s something deeper,” Caraveo said.

Someone may need help if a gloomy period lasts more than two or three weeks, Caraveo said.

“It’s when you are down and hopeless and you are not sure exactly why,” she said. “It usually has nothing to do with life’s circumstances and you should be on top of the world. But you are not.”

Friends and family have helped Caraveo deal with her depression through the years. She also found a new ally in U.S. Senator John Fetterman, whose

battle with depression and anxiety led to his seeking treatment at Walter Reed National Medical Center in Washington D.C. in 2023.

“He went through a di cult campaign, and he said even though he won, he felt he lost,” said Caraveo, who has sought his advice in her ght with depression.

She said this spring she went through a period of “darkness” and her depression became more severe. is was as she was ful lling her job as a U.S. Representative and not missing votes.

“I was still functioning, I was still doing my job,” Caraveo said. “If you are going through the same thing, it doesn’t mean you shouldn’t have hopes and dreams. You can have a disability…and still lead a normal life.”

Still, Caraveo said, “I just got to a point of hopelessness.” She decided to get treatment from a team at Walter Reed.

“I am grateful for the time and attention their team provided me with- the type of care every American deserves,” she said in her statement this week.

Major depression is one of the most common mental illnesses, a ecting more than 8% (21 million) of American adults each year. Meanwhile, 15% of youth (3.7 million) ages 12-17 are a ected by major depression, according to Mental Health America.

Caraveo’s Republican opponent in the 8th District race - Gabe Evans –said he is aware of the problems presented by depression and anxiety. Evans also thanked Caraveo for going public with her struggle.

“My heart goes out to her, and I wish her only the best,” Evans said in an emailed statement. “I’m glad to hear she is getting the treatment she needs.”

“As someone who has witnessed

and consoled several friends and colleagues who have faced depression privately,” Evan said, “I’m glad to see her discuss her challenges publicly.”

Caraveo said she has introduced legislation that focuses on Americans getting help with depression and anxiety. at includes a youth mental health package that ensures that National Suicide Foundation (NSF) funding for suicide prevention considers childhood stressors, helps states increase the supply and accessibility of pediatric mental health care under Medicaid and CHIP and establishes a national campaign to improve mental health among Latino youth, according to her website.

“I think I have been able to represent the people of the 8th well because I have a deeper understanding of what many people are going through right now, I think it’s made me a better representative,” she said.

Westminster Fire Department improvements are on the ballot

ou will recall the comprehensive Fire Department proposal from a few months ago involving adding two new re stations, replacing two existing stations (No. 3 and 4), remodeling Fire Station No. 1 and a training facility. Sta ng and equipment for the two new stations are included in thenancing package.

e ballot question calls for approval of a ½ cent sales and use tax for 20 years which will accommodate a bond issue for the buildings. e tax is projected to produce $19 million annually. en the tax rate would drop to ¼ of 1 cent permanently as of January 1, 2045 to fund personnel and operating costs of the two new stations on an ongoing basis. is package was approved last Monday night for the Nov. 5 ballot on a vote of 6-1 (Ireland opposing).

e rather unusual package of involving ve di erent re stations reects a cumulative need of updating and expanding the re stations and personnel to catch up with the upward spiraling demand, especially for medically related service calls. e two new stations’ locations will improve response times both in the north and west-central parts of the city.

e whole package is warranted, but I have a “down the road” concern which needs addressing.

How will growing Westminster’s road needs be funded?

While I fully support the total Fire Department package that will be on the ballot this fall, I believe a wider scan of capital improvements is needed when prioritizing available funding sources.

Here’s the dilemma. Sales and use tax is the “work horse” for raising General Fund revenues among Colorado municipalities for both operat-

ing costs and capital improvements (either “pay-as-go” or bond issue).

However, there is a fundamental limit as to how high the sales and use tax rate can go. Public support on raising this tax will only go so high. e “rule of thumb” has always been to “stay below 10%.”

Assuming the ½ of 1% sales and use tax passes in November for needed Fire Department improvements, the combined tax rate in Westminster will become 9.1%. at means for each dollar you spend, you will pay an additional 9-10 cents in taxes. Honestly, I don’t know what Westminster voters might do if and when another sales tax increase would be presented to them. at’s the dilemma.

Funding for Westminster’s roads and bridges continue to lose ground on adequately maintaining the road system. Currently, the city’s road assessment has a score of 57 out of 100. at is a rating of “fair.”

However, the price of asphalt has skyrocketed and this year’s $5.8 million amount of repairs. And so, patches and overlay work would cost $16 million today.

Yes, it has almost tripled in cost.

As has been mentioned recently in this column, the city council is considering an increase in the Roadway Maintenance fee. Sta has recommended that the monthly residential fee go from $6 to $7 and non-residential go to $20. is would produce an estimated $9.4 million each year. at is quite reasonable, but it falls way short of producing the amount of needed revenue for adequate street maintenance. So, you see the dilemma.

Seeking a compromise on property taxes

e State Legislature was back in a special session last week to see if a compromise could be

worked out with the sponsors of two Nov. 5 ballot issues which would signi cantly reduce property taxes beyond what the Legislature previously approved. Ranking State o cials and representatives from the two ballot sponsors have reached an agreement. However, if it is changed by the Legislature, the ballot sponsors will not pull their two propositions. e House has approved the compromise, but it remains to be seen if the compromise will pass the Senate.

Aurora hires another police chief among instability is news was spread all over the print and electronic news last week when Todd Chamberlain from the Los Angeles Police Department was introduced as the next Police Chief in Aurora.

Chamberlain is the 6th police chief over the past ve years. at is not good. In fact, such instability in the top leadership of a major law enforcement agency is quite concerning for the community as well as the departmental employees. Let’s hope he is indeed “here for the long haul” in Aurora.

Speaking of instability in governmental circles, we have seen it rsthand right here in Westminster. e people holding the position of city manager have gone from one extreme to the other. From 1978-2021, Westminster had a total of two city managers.

I was promoted from Assistant City Manager to City Manager in 1978. I served until I retired in May of 2001. en Brent McFall assumed the post and continued the stability of the executive leadership in Westminster until 2015 when he became Eagle County Manager. Together, we provided executive leadership for 37 straight years. en things changed. Next came Don Tripp, who was promoted from Director of Parks, Recreation & Libraries to City Manager in 2015. He had no prior city manager experience nor held a master’s degree in public administration. Tripp left in 2021.

Jody Andrews, who was one of three Deputy City Managers with Westminster at the time, was tapped by city council to be Interim City Manager while the city did a national search. He guided the ship in a stellar fashion for the nine month period before Mark Freitag was hired in 2022 from Janesville, Wisconsin via a national search.

Now, city council has deemed that only an internal search would su ce with Jody Andrews being the likelynalist. So, Westminster has had two city managers in a matter of eight years. ank Heavens; Jody Andrews has still been here to step in twice to provide ongoing leadership between these two city managers. Now, I really hope that Jody is given the opportunity to take the reins as the next regular city manager. Stability is essential in any organization. Trust is essential in any organization. I believe he is the right man at the right time.

Speaking of new city managers

In an e cient, swift process, the ornton City Council has hired its new city manager. Tansy Hayward, who cur-

rently serves as Deputy City Manager for the City of Raleigh, North Carolina, was selected and will assume her duties e ective Oct. 21. She was among venalists who were invited to participate in interviews, a town hall meeting, and a meet and greet from August 14-16.

A good cross section of candidates included two deputy city managers, an assistant city manager, one city manager and one State of Colorado executive were under consideration by the Council.

A hearty Colorado welcome to Tansy Hayward! As you might surmise, the city management profession can be unstable at times.

Over the years, it seems like departing city managers come and go in spurts. Just recently, Lorie Gillis, Arvada’s City Manager, resigned e ective early August of this year. She had been city manager for less than two years.

In the last 10-15 years, the challenges which city managers face have de nitely increased. partisan politics are much more prevalent, the public is both more demanding as well as less trusting. Turnover of council members can also be a negative factor which can create its own instability.

Presidential debate: Is it on or o ?

Come on boys and girls. Let’s make up our minds. Is the Sept. 10 Presidential debate on or o ?

As I write this column, it is unknown if there will de nitely be a debate given the issue of open or closed microphones. As I said before, the American public deserves to hear and see both of the candidates “in action.”

Also, I had a complaint from a reader saying I did not represent Trump fairly on the issue of committing to a debate with Harris. I had written that he turned down the Sept. 10 date with Harris — which was a fact at the time I wrote and sent in my column.

They came, from near and far, to behold the spectacle.

Men and women, boys and girls, young and old — tens of thousands of them.

Buses shuttled them in and out of swanky Castle Pines Village, nonstop, for four days straight. Signs o local highways and roads warned of heavy tra c and delays. An economic impact of $30 million was expected for the area. A purse of $20 million was up for grabs for the ones swinging the clubs.

At long last, more than two years after PGA o cials said it was coming, it was here — the BMW Championship at Castle Pines Golf Club in Castle Rock.

Some of the 150,000 spectators expected to show up over the four-day tournament from Aug. 22-25 were rabid golf fans. Others just wanted to be there, to see the Jack Nicklausdesigned course, to hear the “oohs” and “ahhs” of the crowd ripple through the Ponderosa

pines, to catch a glimpse of some of the game’s biggest stars — stars like Scottie Sche er, Rory McIlroy, Jason Day and Justin omas. Attendees couldn’t be blamed for their excitement. After all, the last time the BMW was played in Colorado was a decade ago, when Billy Horschel hoisted the trophy at Cherry Hills Country Club in Cherry Hills Village. e last time a professional golf tournament was played at Castle Pines? at was nearly two decades ago, in 2006 (Castle Pines hosted the now-defunct e International Tournament from 1986 to 2006).

So, yes, Coloradans were beyond thrilled to have professional golf back in their backyard once again.

“It’s pretty cool that they’re all here in Colorado,” 14-year-old Vivian Halaby, a Cherry Creek High School student, said of the 50 golfers vying for the $3.6 million rst-place prize. “It’s neat to see famous people come and go through here.”

Vivian’s brother, 12-year-old Tripp Halaby, was busy trying to get some of those famous people’s autographs. He’d already gotten McIlroy, Tony Finau and Ludvig Aberg, among several others, to pen his oversized golf ball, but the youngster didn’t plan to stop signature-hunting anytime soon.

“It’s life-changing,” Tripp, who attends West Middle School in Greenwood Village, said of his experience at the tournament.

Tripp called himself a “big Nick Dunlap fan” but said he couldn’t help but root for the local kid. at would be last year’s U.S. Open champion and 2012 Valor High School graduate Wyndham Clark, the 30-year-old making his Colorado homecoming.

Clark found himself in 22nd place after the rst day but made things interesting after shooting a 4-under and 3-under the next two days, putting him in a tie for fth entering the fourth and nal round.

e “Valor Grad Wins PGA Tournament in Return to Home State” headlines weren’t meant to be, however, as Clark carded a 2-over on the last day to nish in a nine-way tie for 13th place at 5-under overall. Clark still fetched a $344,111 payout for his e orts.

“It’s been amazing. Denver showed out great,” Clark said at the post-tournament press conference. “I had tons of support. It was all in all an amazing week with all the support and friends coming out and all the love I felt.”

One of the more exciting moments for Clark came on the last day on hole No. 10, where he boomed his drive, stuck his approach shot and rolled in a 24-footer for birdie, bringing the hundreds of fans surrounding the green to their feet.

Not far away from the green where Clark had just buried his birdie was Mignon Stetman, who lives right o the 10th fairway.

“We love it. We’ve had a blast,” Stetman said of watching all the people, including the golf pros, walk within a stone’s throw of her home every day.

“I think (the fans) are as much in awe as we are.”

ing for Horschel because he, like her, graduated from the University of Florida. Horschel nished in a tie for 22nd place.

Meanwhile, Stetman said her husband, Greg, was hoping either 44-year-old Adam Scott or Keegan Bradley would win.

Now a seven-time PGA Tour champion, Bradley did win in the end, fending o fellow American Sam Burns, the Swede Aberg and South Australia’s Scott, who all nished one shot behind the winner.

Up by the 18th green, as Bradley and Scott, partnered on the last day, made their way in from the fairway for their last putts, fans crammed in tight, craning their necks and holding up their phones, trying to savor the tournament’s final moments.

“It was incredible,” Parker resident Coleman Harris, who was sitting nearby, said of the day and the tournament. “I go to the Waste Management Phoenix Open in Arizona every year. is was just so much better. I loved it. It was awesome.”

Now, the collective hope is that it won’t be another 10 years before professional golf is back in Colorado.

CHSAA honors Northglenn coach

Lex Gutierrez and his team take first-ever sanctioned flag football win

Northglenn High School hosted ornton High School Aug. 17 and the two teams took the eld for CHSAA’s rst-ever sanctioned ag football game.

Head Coach Lex Gutierrez and his group of trailblazing girls at Northglenn High School ultimately came away with CHSAA’s rst-ever girls ag football victory.

For his contributions in the historic milestone, Gutierrez has been named the rst-ever Denver Broncos Coach of the Week for ag football. roughout the season, there will be 10 coaches honored each week and all of them will be honored together at halftime of a Broncos game later this season.

After a promising start to the season, the growth and promise that Gutierrez has seen come out of ag football, is something he can hope to inspire on as large a scale as possible.

What was it like winning the first ever CHSAA sanctioned flag football game?

At rst, it was a little surreal. It was a big moment. I didn’t know that it was the rst-ever CHSAA game until the day before and my athletic director called me and he let me know that we were going to make history. It was super motivating and motivating for the girls to have that experience of having the rst-ever game. And, we were able to not just host it, but win it.

How did you get into coaching flag football?

I’ve played ag football for the last 13 years, and for the last ve years I’ve coached and managed a traveling men’s team for an eight-on-eight. We won a couple league titles and trav-

eled to other states and played, and then one of my buddies that’s on the team told me that they were looking for a coach at Northglenn to coach the girls high school team. He then got me in contact with the athletic director and we made it happen last year.

What have you learned from coaching flag football?

I just learned that it’s a growing sport in every aspect of the game. Like we’re going from di erent formats, to bigger stages, to more people wanting to come out and play it. Just the buzz around ag football has just grown so much over the last ve years, it’s been crazy.

How have you seen flag football face the future generation of leaders?

I’ve noticed it tremendously, aside from last year. Last year [during the pilot season], we didn’t have a lot of involvement because the girls were just like — they didn’t really want to leave their other sports they’ve played their whole life, to come and join a new sport in high school. But now that we have a couple of those girls that transitioned and made it, I think they’ve been enjoying it a lot more and it just helped grow and get to that level of volleyball and softball as well, where the numbers are starting to level out. is year we’ve had way more — I don’t want to say more talented athletes, but we had more people that are just involved. Last year we had a lot of freshmen, this year we’ve got a variety of kids.

What have the girls that have left other sports brought to flag football?

A lot more athletic ability. A lot of these girls played volleyball, or softball their whole life, or basketball. And now they bring it here and now they’re starting to implement that with just running routes, catching, doing things that they’re bringing from their other sports that they’ve played literally their whole life to coming out here. is is their second year and then their rst game that they’re playing. And they’re starting to pick it up

super, super easy and it’s just fun to watch them get excited about understanding the concept of a route, or the concept of catching, or touchdowns. I had a girl say ‘now I know why my dad liked this so much, because it’s such a great sport.’ So it’s pretty funny to hear those comments.

Have you had any of the parents say ‘hey, thanks for teaching my daughter football?

her dad and her got to share a moment. He goes ‘I never had a son, never was able to throw a football with him, but now I get to throw with my daughter.’ It’s something he was able to experience, it was pretty fun.

What do you look forward to for the rest of the season?

girls grow, and helping some of these girls get to the next level. I’ll have a couple girls that are getting some NCAA DI scholarships in other sports and I’m hoping to get them the same kind of opportunity not with just ag football, but whatever they need.

I’m also looking to continue to win games, continue to build a culture, continue to get the atmosphere to what we need to, to not just put ag football on the map for our school, but for Colorado in general.

What do you feel like the growth you’ve seen will bring to the sport?

I think it’s tremendous for the sport. I think it kind of creates awareness and shows them and puts them on the biggest level. For example, on Disney Channel you can watch girls ag football. On NFL and commercials, they’re running ag football. And I think if they’re doing that broadcasting, it will bring more awareness and get girls to actually watch football and see how ag football evolves. And they’ll make them want to be more a part of it, as well.

Do you have any goals this season?

Yeah, my goal is to develop these young ladies and try to get them to the

next level or try to get them to whatever their goals are. If somebody’s goal is to score a touchdown, or if somebody’s goal is to catch the ball, my goal is to help them get the ball and get them to that level. For me and my coaching sta , I always tell them ‘we want to get the best of these girls on a daily basis and always help them achieve their goals, or whatever their goal is, it’s our job to help them get to that.

What do you think people should know about flag football?

ey don’t need any experience. ey can come out here, we’ll teach them, we’ll show them and we’ll guide them into being the best we possibly can. I think a lot of people are scared because they’ve never played this sport, or they’re unaware of how it goes, so that’s why they’re not coming out. So I always tell them, no experience needed, just show up and we’ll teach you how to play the game.

SeeSaw hosts ‘UnSettling’ art show

For “UnSettled,” the fourth exhibition at SeeSaw Art Gallery, 5 W. Radcli Ave. in Englewood, ber artist Brandi Kole and aerosol artist Rock “CYFI” Martinez tackle the challenges of nding oneself in modern society.

According to provided information, “UnSettled” features new works from both artists in a range of mediums including ber, aerosol, canvas and found objects. “ e duo explores the tension between opposing forces, inviting viewers to contemplate the nature of duality, the complexity of human identity and the pursuit of stability.” e show runs through Sunday, Oct. 20 We spoke with Hayley Schneider, owner of SeeSaw, about the show, the artists and what visitors can expect. Interview edited for brevity and clarity. Tell me about the background of SeeSaw?

SeeSaw is new to Englewood. We opened in November and “UnSettled” is our fourth exhibition. We showcase contemporary art in thought-provoking exhibitions, highlighting emerging and under-represented artists. All of the artists we’ve worked with are part of or connected to the local Colorado art community.

What was the idea behind the exhibit?

Kole and Marinez are dear friends of the gallery. ey’ve championed our cause from the beginning, and Martinez painted the mural on the entrance side of our building. ey live a nomadic life, traveling between Tucson and Minneapolis, making frequent stops in Colorado and even doing a residency here this past spring with the gallery. From a curator’s perspective, it’s really interesting to see how their artistic choices inform each other’s work. During their residency we came up with the idea of a show that tells their story of searching for and de ning the idea of “home.” How was working with them?

Our friendship came before we ever worked together. When the gallery opened it only made sense for us to showcase their work.

Martinez works primarily as a muralist, so seeing him scale down to t his work on canvas while still capturing the essence of his murals is very compelling. His color stories are incredibly powerful and he blends guration and abstraction beautifully.

COMING ATTRACTIONS

Kole works frequently with museums, and for her artwork to be experienced in a gallery context is breathtaking. Her pieces are all about the details; the loops and thread textures that bring a different dimension to certain features such as eyes, lips or the petal of a ower.

What will visitors to the gallery see as part of the exhibit?

is collection of works tells a story about how we journey through life and what makes us connected to the people and places we inhibit. It’s told through bursts of color, layered surfaces and that which we weave together to create a life. ere’s beauty, there’s introspection and there’s connection.

e Core Art Space, 6501 W. Colfax Ave. in Lakewood, is hosting “Margins,” an open show, from Friday, Sept. 13 through Sunday, Sept. 29.

On or about September 13, Adams County will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Economic Development InitiativeCommunity Project Funding (EDI-CPF) Grant funds under the Consolidated Appropriations Act, 2023 (Public Law 117-328), as amended, to undertake a project known as the Adams County Veterans Memorial Amphitheater for the purpose of creating additional recreational opportunities and enhanced outdoor value for patrons of the Adams County Fairground including construction of the Veterans Memorial Amphitheater and its associated support facilities (lawns, paths, parking), including a stage, seating area, restroom facility, additional parking lot, paved entry/drop off loop, and concrete and crushed fines gravel pedestrian pathways. The project also proposes a stormwater detention pond and turf grass lawns. The proposed project budget is estimated at approximately $5 million, with $750,000 in EDI-CPF funding.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Adams County Government Center, 4430 S. Adams County Parkway, Brighton, CO 80601 and may be examined or copied weekdays 8 A.M to 4:30 P.M.

COMMENTS

Any individual, group, or agency may submit

HUD will accept objections to its release of fund and Adams County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Adams County; (b) Adams County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director, at CPDRROFDEN@hud.gov. The Project consists of the abandonment of approximately 1,518 LF of existing 10-inch reinforced concrete sanitary sewer main and the installation of approximately 1,523.6 LF of 12-inch PVC and 41 LF of 8-inch PVC sanitary sewer main.
