e $2.7 million is part of $3.2 million in Brown elds grant funding to support environmental assessment, cleanup and redevelopment of critical properties in Northglenn and Lakewood.
In Northglenn, the money will help clean up soil contaminated with lead and arsenic on the 6.85acre recreation center property, according to an EPA news release.

“Northglenn is incredibly thankful to receive this support. is area is busy and well-loved in our community, adjacent to a popular park, new recreation center and soon a new city hall,” said Mayor Meredith Leighty in the news release. “For a city our size, the cost of cleanup was daunting and likely to take years to accomplish. e EPA Brown elds Cleanup Grant allows us to move forward with creating usable, safe, bene cial space for our residents now and plan for future development.”
Northglenn has committed to reuse the site, with asbestos abatement of the old Recreation Center building in the nal stages of completion. e site’s strategic central location within the community allows for easy access to existing infrastructure, including water, sanitary sewer, a public road, and regional detention and water qual-
ity, the news release states. Northglenn will also work with developers that are committed to integrating environmentally sustainable practices into the redevelopment, which will result in reduced energy costs for both residents and businesses, according to the EPA.
e city has proposed creating 122 multi-family units, 34 townhomes and 17,600 square feet of commercial and retail space. at development will, in turn, provide new job opportunities, the news release states.
Metro West Housing Solutions, in partnership with the Lakewood Housing Authority, will receive $500,000 to remediate asbestos and lead-based paint in the Belmar Groves Apartments property, the news release states.
Both the Northglenn and Lakewood investments are part the EPA’s Brown elds Multipurpose, Assessment, and Cleanup (MAC) Grant Programs.

So, it makes sense that Coloradans want to do more outdoor living. I’m finding more and more homes with outdoor kitchens and living spaces, and these are big selling points for any single-family listing.

In the article reporting on the survey, it was stated that “After two years of pandemic living that motivated many residents to invest in improving the spaces around their homes, there is significant interest in continuing to upgrade their outdoor living setting.” Their website, icfanet.org/news/2023_trend_report, promotes various products to enhance outdoor living, including outdoor bars, a canopied daybed, umbrellas, rugs, swivel rockers, artwork, pottery, pillows and more.

The now-famous NAR Settlement of March 15th is now 2½ months in the past long enough for multiple people and “experts” to weigh in on how the practice of real estate will change.
I have attended several events which were touted as answering that question but literally did nothing of the kind. I believe that I have a better understanding of how it will all change as the implementation date of August 17th approaches.
Until then, nothing at all is changing. I just listed a couple homes which will advertise a co-op (buyer’s agent) commission of 2.5%, which is rather typical. There are still listings on the MLS showing 2.8% co-op commissions, and some showing 2.0% co-op, but all of us realize that it’s important to offer a coop if we want our listings to sell.
After Aug. 17th, it will be strictly forbidden for the MLS and websites which get their listings from the MLS Zillow, and every brokerage website, including our own to even hint at a co-op commission. The penalty for doing so is loss of MLS access, which is a career-ending penalty.
Most people think that buyers and agents will have to call each listing agent before showing a home to find out if a co-op is being offered and what the
listings with you, and I’d be happy to arrange a showing. Even if you don’t buy one of those listings, it could give you ideas as to how you might improve your own outdoor living space.
We live in the best place on planet Earth in my opinion, and we want to live life to the fullest, right? Why limit ourselves to wonderful indoor living spaces, when we can also enjoy the the great environment that is outside our walls?

We are seeing a notable shift in the residential market, particularly within the attached property sector. This has been influenced by several key factors that have emerged in recent months.

¨ Active inventory has risen significantly, with a 31% increase in units for sale. New listings also saw a 14% uptick.

I watched one video presentation by a local brokerage which suggested that the amount of co-op could vary depending on the listing agent’s opinion of the professionalism of the buyer’s agent, offering 1% to one agent but 2% to another a terrible, likely illegal idea.
Not one person I read or listened to mentioned the printed brochure for a listing. It can easily state in print if a coop commission is offered and what the percentage or dollar amount is. This is no different than those for-sale-byowner listings which say “Co-op Paid.”
My practice will be to write listing agreements with 2.5 to 2.8 percent commissions, but with an additional provision authorizing me to promote on brochures, in this ad, and on listing websites (not connected to the MLS) a 2.0 to 2.8 percent co-op commission. I’m sure any seller will agree to that provision, because failure to do so would mean far fewer showings and offers.
Next Tuesday the Colorado Real Estate Commission will be presented by their Forms Committee with some minor changes to the purchase contract and listing contracts (for both buyers and sellers). I will attend that meeting and write about those changes the following week.
Underwriters are increasingly scrutinizing the financial health of Homeowners Associations (HOAs) due to new lending guidelines. This has led to a rise in HOA dues and special assessments, largely driven by significant increases in master insurance policy costs. For example, some sellers have experienced HOA dues rising from around $300 to over $800. In another instance, an HOA is planning a special assessment of $3,600 annually for the next five years to stabilize their finances. Additionally, many condo communities have let their FHA approvals lapse, complicating the purchase process for first-time and lower entry buyers.
Lenders are also wary of mixed-use commercial/condo communities, viewing the financial burden placed on commercial spaces as a riskier proposition. Consequently, we are seeing a marked shift from condos to single-family detached units. Buyers who might have considered a $500,000 condo with a $1,000 monthly HOA bill are finding better value in singlefamily homes priced around $700,000, offering a more sound investment.
¨ Demand, as measured by pending transactions, decreased by 6.6%, although closed transactions increased by 14% month-over-month.
¨ Months of inventory increased to 2.5 months, reflecting a lagging indicator based on March's contracts.
¨ Attached residential home prices have dropped from last month due to rising inventory and decreased demand. However, prices are still up 1.1% to 2.5% compared to last year.
¨ While multiple offers are less frequent and less intense compared to 20202022, March saw 28.8% of attached units selling over asking price, with an average overage of 2.0%. Many of these homes included concessions to buy down interest rates.
¨ The average days on market decreased to 35 days, with the median days on market dropping to 12 days.
¨ 41.9% of homes were under contract within 7 days, up 3.6% from last month. Homes under contract within this timeframe received an average of 100.5% of their original list price.

Westminster City Councilors blistered Rocky Mountain Metropolitan Airport managers Monday night for allowing more aircraft tra c and resulting pollution from the facility to endanger the health of its neighbors. “We have reasonable plans and objectives to keep our water safe and our residents safe,” Councilor Amber Hott said Monday. “I don’t see any of those things being addressed. You seem to care a lot more about money rather than the health of our
residents.”
Councilors lashed out at airport ofcials during a work session called to address the city’s concerns with the airport, considered the third busiest general aviation airport in the country. Residents have complained that RMMA’s increased take-o s and landings of piston-powered aircraft is overwhelming local neighbors with noise.
e airport is projected to have more than 280,000 operations this year, well above the projected 265,000 operations by 2030, airport o cials told the council Monday. ose ights have made life miserable for residents in the Green Knolls neighborhood, which lies under the airport’s ight paths, Councilor Kristine Ireland said.
“I have been to Green Knolls and have seen ight after ight go over
the homes,” Ireland said. “ ey have no quality of life; they can’t go outside.”
Councilors said they were also suspicious of expansion plans for the airport, which is home to four ight
schools that operate touch-and-go training for pilots.

Under a new bill signed by Gov. Jared Polis Friday, the Colorado Parks and Wildlife - or CPW – now has the power to protect and conserve the state’s invertebrates.
Invertebrates are animals without backbones who are the keystone to every ecosystem in the world, said Rich Reading, vice president of Science and Conservation at Westminster’s Butter y Pavilion and vice chair of the CPW.
“All animals big and small are important to our survival,” Reading said after Polis signed Colorado HB24-1117. “ is is a huge step forward in invertebrate conservation in Colorado, this is a monumental bill.”
Prior to the bill, there was no public funding or managing authority to actively conserve invertebrate populations in Colorado, Reading said. CPW can now fund and develop programs to study and conserve invertebrates, which include butter ies, bees, beetles, spiders, and many others, he said.
“We will be able to nd out how many invertebrates are there in Colorado,” Reading said. “Are they falling behind in population, where speci cally is their habitat?”

e state is already partnering with the Bureau of Land Management to conduct a long-term study of Colorado invertebrates, Reading said.
“ ere will be the type of data collection we’ve never had before,” he said.
Invertebrates exist on every continent and in every ocean, making up 97 percent of all animal species.
e tiny creatures pollinate crops, recycle waste, and decompose dead material, build healthy soil, and improve water quality, according to the Butter y Pavilion. ey also make nutrients available to plants, control pest populations and protect crops.
As far as the state’s bottom line is concerned, invertebrate pollinators are responsible for over $40 billion of agriculture production in Colorado, and a half trillion dollars globally, according to a Pavilion fact sheet.
And yet, according to the International Union for Conservation of Nature, less than one percent of all known invertebrate species have been adequately evaluated.
Butter y Pavilion o cials testi ed for the legislation, saying the bill is grounded in science but also brings a bigger spotlight onto all the good that invertebrates do for us, Reading said.
“ is bill signals a shift in public perception and will potentially increase support for invertebrate conservation e orts,” Reading said in a new release.
First Gentleman Marlon Reis, the honorary chair of the Butter y Pavilion, said the bill may wake people up to the pivotal role invertebrates play in our lives.
“You look at a banana or a ower and you realize it is here because of invertebrates,” Reis said Friday. “Without them, we probably wouldn’t be here.”
A $75,000 grant from the Colorado Energy O ce aims to make short trips around Adams County easier and more e cient, county o cials said.
Adams County Public Works announced they had received the $75,000 Community Accelerated Mobility Grant on May 20. Adams County will match that grant money with $25,000.
“ is grant will signi cantly advance our e orts to improve transportation options and sustainability in Adams County,” said County Commissioner and Board Chair Emma Pinter. “We are grateful to the Colorado Energy O ce for their support and look forward to implementing these innovative solutions to enhance mobility for our residents.”
According to County Public Works Director Brian Staley, the money is meant to improve the last-mile trips between where public transit drops someone o and their home or work destination.

e rst goal is a study of transportation options for short day-to-day trips, considering the best options for each area of the county’s population density, land use, and transportation demand. at would include options and suggestions for services as well as projected cost and equipment purchases that would be needed.
It would include getting public feedback on the plan and resident opinions, especially in unincorporated Adams County. County o -
cials note that most incorporated areas, such as Brighton, ornton and Westminster have their own transit policies. e county would look for ways to collaborate with neighboring areas to use these programs effectively.
e grant scope of work would include planning a pilot project along 20 blocks of Pecos Street, from 84th Avenue south under U.S. 36 to about 32nd Avenue and the Pecos interchange on Interstate 76.
Saying that Pecos corridor needs attention, the grant would help study the costs of providing microtransit options, determine how long it would take and identify other governments and local groups the county could work with to make the service happen.
Nursing program number three on the list of 28 programs in the state

According to RegisteredNursing. org, the nursing program at FRCC’s Larimer Campus has been selected as the best nursing school in Colorado. FRCC’s Westminster Campus nursing program came in at number three on the list of 28 programs in the state, a FRCC news release states.
Founded in 1968, FRCC’s nursing programs have been well respected for training skilled nurses for more than 50 years, the news release said. As evidence, the college’s programs consistently earn some of the highest pass rates on the national nursing licensure exam, according to the school.
Last year, the pass rates for FRCC’s were 98% for the Larimer campus and 97% for the Westminster campus, the news release states. ose compared to 88% pass rates for the national average, according to the National Council of State Boards of Nursing.

House District 29 of the Colorado Democratic Party, spanning parts of both Je erson and Adams Counties, announced its support May 15 for the Alamo Drafthouse Collective in its e orts to form a union and negotiate a contract with the Westminster Alamo Drafthouse management.
Alamo Drafthouse Cinemas has three in the Greater Denver area, one of which falls within House District 29 in Westminster. Employees report having become increasingly frustrated with working conditions as corporate policy has overtaken the autonomy they say individual locations once had.

unleaded aviation gasoline. It would also require grant recipients to adopt a plan to phase out the sales of leaded gasoline by 2030 and to enforce a noise abatement plan.
In addition, the bill would add two residents of communities affected by aviation as members to the Colorado Aeronautical Board.
Corbo added the county is not looking to grow the airport with more ight schools. “We care about the community,” Corbo said. “We are willing to try anything to make a di erence.”
e state is expected to be short an estimated 10,000 nurses by 2026, which means bringing new nurses into the profession is critical to provide quality care to patients. With the state’s aging population, there is a severe need for highly skilled and diversi ed nurses around Colorado, the news release states.
Westminster voters supported an advisory question on last November’s ballot which would address electing council members from some system including wards/districts.
Currently, all six council seats are elected at-large, as is the mayor. With voters wanting to further consider this well-established approach to electing their council representatives, the city council has now given the green light to establishing a Wards Advisory Committee.
Council’s intent is to actively engage residents’ input and be re ected in the formulation of the governance structure and the geographic ward/district boundaries. Each city council member is to appoint a voting member to the Committee.
e City Clerk, a member of the City Attorney’s O ce and one mem-
ber of City Council to be appointed by the Mayor as advisory members to the Committee. While they will participate in all meetings, these three shall not vote on any Committee decisions.
e Committee alone is to evaluate and advise on the establishment of a wards system including the number and type (ward/ district versus at-large) of City Council electoral districts.
e intent is to then prepare a City Charter Amendment that Westminster voters will decide at the November 2024 election. It is exciting to see the process
moving forward with a conclusion in sight. It’s been 66 years in Westminster since the 1958 City Charter was implemented. All council elections have been on an at-large basis.
Westminster is one of very few larger Colorado municipalities which still elect its council members strictly at-large. Given the huge changes in Westminster’s population and geographical area since 1958, it is high time to adjust to the changes times.
Plans involving the city-owned parcel of land on the southwest corner of 73rd Avenue and Lowell Boulevard are nally moving ahead. Two years ago, residents of the area proposed that the site be used for a meeting/gathering site for farmer’s
markets, mini concerts, food events and other reasons to gather. is use comes on the heels of two ill-fated attempts involving di erent apartment developments.
City sta has said they are currently working to nd a contractor to prep the area for events for this summer/fall. e city has all the needed HUD approvals and will be scheduling neighborhood meetings beginning in June.
Sta will focus their e orts on the immediate Westminster community for feedback. Initial funding of $240,000 will come from Community Development Block Grant (CDBG) money. Later funding will depend on the feedback from the community.

According to the state demographer, Colorado now has more citizens over the age of 65 than teenagers. Today, seniors represent the fastest-growing segment of our population, and by 2035, one out of every ve Colorado residents—or an estimated 1.3 million people—will be aged 65 or higher. In Adams County alone, our senior population is expected to jump from 62,000 today to nearly 83,000 by the end of this decade.
So why does this matter? To begin with, more than half of Colorado currently lives in a homeowner association. And despite signi cant housing measures and land use reforms passed by this year’s legislature, including allowing accessory dwelling units that help seniors age in place or downsize, our legislators haven’t done enough to ensure that vulnerable populations - like seniors living on xed incomes - are protected from predatory foreclosure practices by HOAs. Instead, lawmakers decided to half-step, merely restricting foreclosure lings rather than outright banning them. Talk about missing the mark.

Without question, HOAs play an important role in maintaining community standards and help keep home values high. But no one should lose their single largest asset because they lacked the ability to pay after accruing a few thousand dollars in interest-bearing nes over a minor violation like a broken fence or damaged gutter.
At Todd Creek Farms, located just outside of Brighton, predatory foreclosures were a constant threat under the previous HOA board. Several years ago, the then-HOA board levied nes on a widowed public school teacher over a broken fence. When the board continued to levy nes that exceeded her capacity to pay due to her xed income, she narrowly avoided losing her home.
In another case, an active service member nearly lost his home over covenant violations that accrued while he was deployed overseas in defense of our country. Although state laws protect service members from these sorts of actions, particularly when they’re serving overseas,
the previous HOA board didn’t hesitate to pile on the costs and misery for his family. While the board was ultimately unsuccessful in its e orts to forcibly remove these community members, the damage - both nancial and emotional - was signi cant.
e legislature’s inaction on predatory foreclosures is especially disappointing for communities like ours that have voted in new boards to reform our covenants and ban foreclosures. Unfortunately, our association of nearly 370 homes has been e ectively hijacked by less than two dozen homeowners who have blocked covenant reforms, including a permanent ban on foreclosures. And this is why real HOA reform depends on statutory support that only lawmakers can provide.
Most HOAs rely on assessments and nes to function, but our community is unique. We hold incomegenerating assets that bene t everyone, eliminating the need for punitive nes in the name of “upholding community character.” ree years ago, our community voted overwhelmingly to ban foreclosures, allow solar panels, and update or remove over a dozen cov-
enants con icting with the Colorado Common Interest Ownership Act (CCIOA). at’s when the trouble— and the death threats—started.
A small faction of residents, including the city attorney for Greenwood Village, have initiated costly lawsuits against the HOA board for its efforts to enact meaningful covenant reforms for our community. ese lawsuits have forced the homeowner association to spend more than $100,000 in legal fees for the right to reform and ban practices that disproportionately harm seniors.
Our association’s extreme experience underscores why HOA reform is desperately needed. Boards shouldn’t have to endure death threats or absorb massive legal expenses just to keep people in their homes.
It’s high time Governor Polis and the legislature make HOA reform a top priority next session. It’s not just about xing rules; it’s about protecting our growing senior population and preserving the sanctity of homeownership in Colorado.

An opportunity to provide feedback on Westminster city services
e City of Westminster started its Community Survey (formerly known as Citizens’ Survey) back in the 1980’s to gain feedback and insight from members of the community. It has provided the public’s thinking for city council and key sta on strengths and weaknesses along with where budget adjustments were needed to beef up services which scored lower than the norm. is year’s random distributed survey has been in people’s homes now for about two weeks. It was sent out with Mayor Nancy McNally’s signature which is in contrast to the recent Fire Department survey on re station needs distributed by city sta .
What’s the justi cation or thinking that one survey comes through city council via the Mayor while an even more important survey - on building new re stations etc. coupled with the need of a tax increase - is solely done by sta ?
I am puzzled. It looks inconsistent to me and sends confusing signals. Since the Mayor didn’t sign the Fire Department survey, does that imply the council either didn’t know about the survey or oppose it? Shouldn’t the city administration be consistent in the process regarding public surveys to avoid doubt and second guessing? Don’t get me wrong, surveys are a good tool to gain insight from what the public is thinking and likely would support.
Let’s get our act squared away!
Expanding the survey would produce more insight
It is important to receive feedback on “core services” and to know where to direct city funding: Where do adjustments or changes need to take place? e survey usually shows them easily.
However, stopping with simply asking about municipal services is shortsighted and misses a good opportunity. e survey provides a good tool to delve into a few timely key issues as well.
Why not ask about the Dog Park or o er a menu of choices on tackling the homeless problem? A question
or two regarding the topic of some type of a ward/district system to elect council members,would have been timely in the current survey. Or how about being proactive and asking about something that is on the horizon? Wouldn’t it be helpful for city council to know the public’s opinion on the CDOT and DRCOG e ort to convert one lane each way on Federal Boulevard into exclusive Bus Rapid Transit lanes, with no cars or trucks using the restricted lanes?
I could go on, but you get my point. It is at least food for thought for the next Community Survey to be done in 2026. I think too often the city council mainly hears from just one side of an issue. Usually, it is the negative side and they tend to be the loudest and most active. Why not seek a more balanced response?
Colorado road rage soars
Road rage shootings in Colorado have soared over the last decade according to an analysis of data compiled by e Trace using Gun Violence Archive data. Perhaps that fact does not surprise you.
However, when compared to the national statistics, Colorado is even worse than what you might have expected. Road rage shootings in Colorado have jumped from 0.19 per million people in 2014 to 2.9 per million in 2023. is is well above the national average of 1.4 per million people.
Colorado experienced 149 incidents with a rearm with 37 of them happening in Colorado Springs resulting in 18 people being wounded.
ey rank 19th highest in the country while Denver - with 18 incidents and 15 victims - found itself in 39th place.
Nationally, road rage shootings have leap-frogged over the past decade. ey have increased from 83 in 2014 to 456 in 2023 which is a mindboggling 450% increase according to the same source.
What’s the solution you ask? Law enforcement doesn’t seem to have a substantive answer. Mainly, they say to be a respectful driver using turn signals, allow cars to merge, refrain from o ensive gestures or eye contact when encountering an aggressive driver.
We need to remember we live in the “Wild West” where rearms are king. As the data shows, Denver was not always like it has become. It’s another sad indicator that our quality of life and safety on the roads and
Lauren Hance will perform her one-woman award-winning comedy show “Holy O” at the 2024 Denver Fringe Festival on June 6, 7 and 9.
“ e Denver Fringe Festival does a fantastic job,” Hance said. “I have a lot of family and friends who live in the Denver area. So, it was a nice combination to be able to take my show to a place where a lot of people that I know can come and see it.”
Director and developer Amelia Peterson described the show as a cross between “Fleabag” and “ e Vagina Monologues.”
“It’s for audiences who are up for something playful, heartwarming, and experimental,” Peterson said.
In “Holy O,” Hance plays Vera in a solo comedy performance in which the audience becomes part of the play directly from their seats. e main character, Vera, contemplates becoming a nun but can’t let go of her vibrators.
“ e onset of rapturous prayers complicates her situation, leading the audience to assume the role of an advice-giving saint,” Hance said.
“As Vera’s story unfolds, it intertwines with choose-your-ownadventure stories that explore the connection of body, spirit and sexuality,” Hance continued. “Along the way, the audience helps Vera make some of the biggest decisions of her life, starting with what shirt to wear.”
Hance was born and raised at the Air Force Academy in Colorado
Springs but now lives in Houston. As a little girl, Hance said she already had the personality to be an entertainer.
“When I was a little girl, my mom would put me in the grocery cart. She said I babbled before I even talked,” Hance said.
Hance said her mother decided she had to do something with her since she was very entertaining and thought she would put her play. So, in elementary school, she joined the school play and YMCA.
“It was the best thing ever. I love it. It was what I wanted to do since I was a little girl,” she said.
Hance studied theater at Abilene Christian University in West Texas and started as an actress. She graduated with a degree in Directing.
“Like many performers, you go out into the world and try to get into act-
ing. When I was in Texas, it was hard to make a complete living as an actor, no matter where you live,” Hance said.
“ ey have a great auxiliary campus in Houston with a good arts and culture program. I also liked many teachers who were interested in lm and all forms of art,” she continued.
Hance also has a master’s degree in theology, arts, and culture from Fuller eological Seminary. She said that “Holy O” was part of her thesis project.
“Now, I take it on the road to di erent festivals,” Hance said.
Hance travels coast to coast, producing, being a playwright and directing theater. She also hosts and produces a podcast, “What is Fringe?”
Hance said Peterson helped her develop and direct “Holy O.” She spent her career working with playwrights and presenting at festivals, such as the Kennedy Center’s Page to Stage Festival and the New York International Fringe Festival.
“I’m also working now with Cathy Lam-Patrie, a co-director. She is helping me with some more acting because Amelia has been a part of this show, but my show is self-producing, and she is taking a pause to work on some other projects in Knoxville,” Hance said.
Hance said Cathy Lam-Patrie is an internationally recognized producer from Hong Kong who is devoted to advancing justice-focused work. In 2023, she received the Edinburgh Fringe First Award for “A Funeral for My Friend Who Is Still Alive.”
“Amelia is all groovy about me getting assistance because we’re all in it for the betterment of the piece. We had long conversations about the development process,” Hance said. “We sent me o to do my work with festivals.”
In addition to several other awards, “Holy O” received a “Best of Fringe” award from DC eatre Arts and was described by reviewer Ari Rogers as “a deeply moving, uniquely intimate, and spiritual exploration of sexuality.”
“It was exciting to receive these awards. is is probably the hardest thing I’ve ever done artistically because it’s self-produced, and I’m the writer and the performer,” Hance said.
Hance said that on the business side, she does all the work, sending out press releases and learning how to do that process, advertising and getting people to the show.
“It’s been one of the hardest things I’ve done but also one of the best things that I’ve ever done,” she said. “I’ve grown so much, and my ability to believe in myself, who I am and what I can do, and how I can impact the world.”
Hance said she is very relational, and her show is very relational. e audience gets very involved, which excites her.
“I love connecting with people and
creating space for them to feel the experience. It feels good when other people recognize my work and really believe what I’m doing. And it’s nice when other people say they believe in what I’m doing,” Hance said.
“Denver has a vibrant art scene. It’s inspiring to come to a city that supports the arts, and the Fringe Festival is received well. I’m particular about where I go because it costs a lot of time and money to take a show somewhere and the place that is going and want it to be successful within the art scene and the festival,” Hance continued.

year’s Denver Fringe Festival boasts more than 150 performances, including 60 original productions that include theater, dance, circus, comedy, cabaret and more. e four-day festival, which takes place June 6-9, will take place in roughly 20 venues, primarily located in Denver’s RiNo and Five Points, and a satellite location in Aurora.
In addition to “Holy O,” some other highlights include “King Penny Radio,” an improvised 1940’s radio show complete with costumes and old-timey piano music; “Disko Boy,” a family-friendly drag show featuring Hans L’Adida; and “Raw Groove: Life of the Party,” which will take audience members on an Afrofuturistic journey with dance and live musical performances.
“To be able to produce a show and have the right exposure is hard to come by,” said Constance Harris with Raw Groove. “With the network that Denver Fringe has in place with venues and audiences, it cuts out some of the obstacles and allows artists to produce what they want.”
Harris, who is also known by her stage name Connie Love, is partici-
pating in the festival for the rst time this year.
Even more to look forward to this year are additional experiences such as “On e Fringes,” which is a visual art exhibit that will be on display through June 21 at Ironton Distillery in Denver; and Fringe Free-For-All, which will consist of a variety of performances in free-entry venues and street performances.
“We’re really manifesting our goal of making the arts accessible to all,” said Ann Sabbah, executive director of the Denver Fringe Festival, in a press release. “ e elements we’re adding this year allow us to support more independent artists, collaborate within the community and share live performance art with more people. We’re ve years in and the re for Fringe is burning bright.”
e Denver Fringe Festival is known for providing “unjuried, uncensored and unconventional art” to all. ose wanting a more family-friendly experience can attend KidsFringe, which o ers two free shows catered for an audience of kids and families.
The performing arts often have a reputation as only taking place in rare ed spaces, where only certain people have access to them. e whole idea of the Denver Fringe Festival is to burst that bubble and show that creativity can happen anywhere.
“Our approach is arts for all,” said Ann Sabbah, executive director of the annual event. “We look for all types of performers in all kinds of genres to take part and we strive to keep the price point at a very a ordable level.”
e Denver Fringe Festival is back for its fth year, running from ursday, June 6, through Sunday, June 9, across 20 venues and locations, mostly concentrated in the RiNo and Five Points neighborhoods. is year’s event features more than 60 original shows, the bulk of which cost only $15. diences will get to experience,” Sabbah said. “Some performances are in more traditional theaters and art galleries, but you’ll also be able to visit everywhere from comedy clubs to event rooms at a brewery and even a video studio. is all makes for a much more intimate and immersive experience.”
e festival is also family friendly, with the free KidsFringe event, which features two original shows for kids, various forms of puppetry, a puppet meet and greet, and more.
ere’s no right way to approach an event like the Fringe Festival. Sabbah recommends people do some exploring and maybe try something new and that way a person can see what catches their interest.
“ is is a true community event that allows people to participate in intimate and immediate performances that are very original and creative,” she said. “It’s a new take on what the performing arts can be and it can be really energizing.”

Colorado’s legislative session is over, and for many lawmakers that means the 2024 campaign season has begun.
Seven state Senate and 18 state House primaries will take place June 25. In many districts, whoever wins the primary will also win in November, because the voters there skew heavily toward one party or the other.
Seven incumbents are being challenged in primary contests. Two of the most progressive House Democrats face more moderate opponents, while two GOP state Senators face
challenges from their right.
Here’s a look at the contests worth paying close attention to:
Among the 18 primaries for state House, one Republican and four Democratic incumbents face challengers.
ose contests re ect the deep ideological di erences in each caucus. And the results of each of the primaries are likely to decide the general election.
e most closely watched House primary will be in House District 6 in Denver, where Rep. Elisabeth Epps,
a criminal justice activist who is backed by the Democratic Socialists of America and is one of the most liberal members of the legislature, faces attorney Sean Camacho.
e House speaker reprimanded Epps in January for her conduct during a November special session, and she didn’t attend House oor work in person for the rst 45 days of the lawmaking term this year. Epps has the support of many progressives for her work on criminal justice reform and unsuccessful e orts to restrict access to guns, but she also frequently votes against her party.
Camacho is a former Republican who ran unsuccessfully for the seat in 2022, failing to make the primary ballot. He’s been endorsed by a number of prominent Democrats, including Attorney General Phil Weiser, House Majority Leader Monica Duran and Senate President Steve Fenberg. His website espouses typically liberal Democratic policy positions, including support for rent stabilization, state investment in renewable energy and expanding the state’s pre-K program to provide more access to lowincome families.
Epps raised about $16,000 between Jan. 1 and May 1, and ended the period with $47,529. Camacho
raised $58,000 during the rst four months of the year and had $65,000 in his campaign’s account May 1 after spending $54,500 during the same period.
e other top House primaries:
• Rep. Tim Hernández, a former Denver Public Schools teacher, faces former federal immigration judge Cecelia Espenoza in House District 4 after defeating her in a vacancy committee election last year. Like Epps, he’s a Democratic socialist and was criticized for his social media posts and appearance at a rally in the wake of the Hamas attack on Israel in October. But he successfully led an e ort to get House approval for a ban on so-called assault weapons, though it died in the Senate. Health care activist Kyra deGruy Kennedy raised nearly $86,000 and had about $34,000 left. e two are vying to replace Rep. Chris deGruy Kennedy, who is term-limited and married to Kyra deGruy Kennedy.
Two GOP senators face challengers, Dems vie for open seats
Republican Sens. Larry Liston of Colorado Springs and Barbara Kirkmeyer of Brighton face primary challengers this year, but both have major nancial advantages over their opponents.
e races are interesting because they highlight internal GOP strife as the party tears itself apart over conservative purity tests.
In Senate District 10, Liston faces Rex Tonkins, husband of El Paso County GOP chairwoman Vickie Tonkins, and David Stiver, a business owner tried unsuccessfully to make the primary ballot in the district in 2020. Both Tonkins and Stiver were nominated via the district’s GOP nominating assembly, while Liston gathered signatures to make the ballot.
In Senate District 23, Kirkmeyer, a member of the Joint Budget Committee, faces construction project manager Natalie Abshier of Mead, who ran unsuccessfully in 2021 for the St. Vrain Valley School Board. Kirkmeyer had more than $65,000 in the bank May 1, while Abshier had $100.
Kirkmeyer is among the most in uential Republicans at the state Capitol, often working closely with Democrats to craft the annual state budget. She was a key negotiator in the property tax relief bill negotiated in thenal days of the legislative session. When the trust is created, the grantor names a trustee to manage the assets funded into the name of the trust. Most grantors name themselves as the initial trustee, giving them complete control over the trust’s assets. A successor trustee is also named to take over management of the trust upon the grantor’s incapacity and death.
One of the primary bene ts of a trust is that it enables assets held in the trust to avoid the probate process after the grantor’s death thereby avoiding the costs associated with probating the estate. e grantor can stipulate when, how, and under what circumstances the successor trustee is authorized to distribute trust assets to bene ciaries. is is particularly important if the beneciaries are not yet mature enough to manage an inheritance on their own, or in situations involving blended families.
Additionally a trust protects the privacy of the grantor (and bene ciaries) because the trust’s provisions are con dential. Once a person’s Last Will and Testament is submitted to the probate process, it is a matter of public record. Anyone can access information about the decedent’s assets, creditors, debts and more.
Trusts can also be used to protect the grantor and the grantor’s family from a stressful and expensive guardianship (day-to-day decisions)
proceeding or conservator ( nancial) proceeding if the grantor becomes incapacitated. e probate court treats the appointment of a guardian and the appointment of a conservator as two separate lawsuits, each with their own rules. As mentioned earlier, there are many di erent types of trusts. If one of your primary goals is to protect assets from long-term care costs, creditors, lawsuits, and other threats, an Irrevocable Trust or an Asset Protection Trust may be a much better option then a Revocable Living Trust. If you have a loved one with special needs, a Special Needs Trust can allow you to create a fund for goods and services not provided by Medicaid or Supplemental Security Income while protecting eligibility for these vital programs. ese are but a few examples of various trusts and what they can accomplish. If you’re still not sure whether you need a trust, we welcome the opportunity to explain your options in detail and, if appropriate in your particular circumstances, design and implement the trust that’s right for you and your family.

A new predator could be coming to Colorado’s high country but supporters are promising this reintroduction will be di erent.
Colorado lawmakers have overwhelmingly approved the return of wolverines to Colorado’s alpine landscape, with a plan “that is completely opposite from the wolf reintroduction process,” said Sen. Dylan Roberts, a Democrat from Avon who co-sponsored the legislation with Sen. Perry Will, a Republican from New Castle.
Roberts said the pair’s Senate Bill 171 marks “a responsible way to do wildlife reintroduction.” e bill is heading to Gov. Jared Polis’ desk for nal approval. If signed, the e ort will mark the rst-ever attempt to restore wolverines to a native range. Roberts and Will are among the most outspoken critics of the state’s wolf reintroduction e ort and spent two years crafting the wolverine bill with input from Western Slope resi-
dents, the resort industry and wildlife biologists.
e wolverine legislation allows the U.S. Fish and Wildlife Service to designate an experimental population in Colorado, which gives Colorado Parks and Wildlife the ability to manage reintroduction. at federal approval of a state-managed population of federally protected animals is allowed under section 10(j) in the Endangered Species Act. at 10(j) designation will require the federal government to review the reintroduction plan under the National Environmental Policy Act, which can take a year or longer.
Senate Bill 171 also establishes a funding tool so ranchers who lose livestock to wolverines can be compensated. ere is no deadline for when Colorado Parks and Wildlife should return wolverines to the state.
e 10(j), the lack of a deadline and a compensation program were crafted to avoid the pitfalls of wolf reintroduction, “where they just went to the ballot rst and then lled in all the safeguards afterwards,” Roberts said.

Just seven swimmers registered to Colorado clubs emerged victorious, o cially qualifying for the U.S. Olympic Team Trials in Indianapolis on June 15-23. Two are high schoolers from the Denver metro area.

Mila Nikanorov and Cherry Creek High School’s Charlotte Wilson headline the group. Both (recently graduated) seniors are rst-team all-state Colorado swimmers and multiple Class 5A state champions. Both also swam club for Highlands Ranch Athletics.
“Ever since I was 13, it was something that I wanted to do. It was a big goal,” Nikanorov, an Ohio State commit, said. “I had smaller goals to keep track of the progress and not make it seem unreachable. I really pride myself in knowing that I stuck with something for at least four years. I got my rst trials cut when I was 17.”
To qualify for the trials, athletes must post a qualifying time standard. e necessary qualifying times to earn a

Because of the registry process for the team trials, athletes may have been born in Colorado but are currently training elsewhere, so they won’t be on this list. Here is the list of registered Coloradans who quali ed, according to USA Swimming:

Nikanorov recently swam the second-fastest time in Colorado history in the 500-meter freestyle at the high school state competition (4:42.49), just missing Olympian
Missy Franklin’s record by 0.77 seconds. Her time is currently the fastest high school time in the 500-meter freestyle in the country this year, and the second-fastest time in state meet history in all classi cations.
Wilson led Cherry Creek to its fourth straight 5A title and is a twotime individual state champion. Her time of 52.90 in the 100-meter backstroke is the third-fastest time in state meet history among all classi cations.
“It was something I had on my goal list for this year,” Wilson, a University of Virginia commit, said. “I had been trying to qualify for a year and a half since the times came out for quali cations because I’ve been super close for a while.” e multi-year commitment to this goal doesn’t stop now.
Both Wilson and Nikanorov are determined to display their best showings in Indy this summer but are relishing the accomplishment of just getting there.
“I’m just going to have fun with it. I’m already there,” Nikanorov said. “I’m just going to enjoy myself with the experience of going to the biggest meet in the country. I’ve been working on mental skills, just keeping myself calm especially knowing I’m going to be competing at such a high level with very fantastic swimmers as well.”
Positive self-talk is a tool swimmers rely on in what is arguably the most mental sport of them all, Nikanorov said.
It can be easy to get into a negative mindset during di cult sets, so utilizing one or two positive afrmations is more powerful than one might think.

“You have to race fast people to go fast times,” she said. “Having that group of fast swimmers in Colorado, especially people doing distance, which is what I do, really helps me. e competitive aspect of racing people in the state has helped me improve. I’ve practiced with some people from other (Colorado) teams which has been challenging but helpful to see what I can do to improve my training.”
Of the 800 at the trials, a max of 52 (26 men and 26 women) can make the Olympic Team.
Even if Wilson and Nikanorov don’t continue their path to Paris this summer, the locals are excited about the learning opportunity, picking the brains of the best swimmers in the nation this summer.
“Swimming is a really big mental game,” Wilson said. “You can be perfectly physically ready to swim super fast, but any mental doubt or mental hiccup is probably the biggest aspect of not falling short of your goals. For me, the biggest thing is being mentally ready and prepared to swim as fast as I can.”
But mental fortitude can only take you so far, especially once you reach the “top of the top of the top”,
as Wilson put it. Team trials can be the best place to learn and soak up skills from the best in the country, whether you make the Olympic cut or not, Wilson said.

“I’m just so excited to swim with the greatest ever,” Wilson said. “I think it’s every swimmer’s goal when they’re little: ‘Wow, I want to make the Olympics.’ I’m just so excited to start training in college and to try and push my limits of what I think is possible for myself.”

A BILL FOR AN ORDINANCE CREATING THE WARDS ADVISORY COMMITTEE
WHEREAS, in November 2023, Westminster voters approved an advisory ballot question that read, “Shall the Westminster City Council propose by 2026 a system of electing some or all City Council members from geographic wards rather than at-large?”; and
WHEREAS, City Council has expressed interest in forming a Wards Advisory Committee with the purpose of developing recommendations to City Council on the governance structure of a wards proposal; and
WHEREAS, City Council now desires to adopt the following ordinance creating the Wards Advisory Committee.
THE CITY OF WESTMINSTER ORDAINS:
Section 1. Creation and Term. There is hereby established the Wards Advisory Committee, hereinafter referred to as “the Committee,” consisting of up to seven (7) regular members to be appointed by the City Council, with each Councilor naming one (1) individual to the Committee.

Section 2. Advisory Members. In addition to the regular members identified above, the Committee shall further consist of one (1) City Councilor appointed by the Mayor, one (1) member of the City Clerk’s Office, and one (1) attorney from the City Attorney’s Office. Such members shall serve in an advisory capacity to the Committee, shall have the right to participate in all meetings of the Committee, but shall not have the right to vote.
(A) The City Clerk’s Office member shall: (1) provide perspective and logistical guidance relating to the conduct of elections and similar matters;
and (2) be responsible for recording the minutes of the meetings, storing the Committee’s records, and ensuring Committee members receive meeting agenda materials.
(B) The City Attorney’s Office member shall act as the Committee’s legal advisor.
Section 3. Duties of Committee.
(A) The Committee shall discuss and evaluate, and submit to the City Council no later than July 22, 2024, one or more recommendations for a wards systems of representation for the City of Westminster (hereinafter, “Wards Systems”) for the City Council’s consideration for referral to the 2024 General Election ballot.
(B) The Committee’s submittal(s) to the City Council shall include only the following: (i) the number of wards or districts; and (ii) the number of Councilors per ward/district and at-large, if any, including a Mayor elected at-large.
(C) The drawing of ward/district boundaries or maps shall not be part of the Committee’s scope of duties at this time. In the event a Wards System is approved by Westminster voters, the City Council may choose to reconstitute the Committee in 2025 to provide input on ward/district boundaries. Accordingly, the Committee shall focus its limited time and resources solely on the number of wards or districts and the number of Councillors per ward/district and at-large, if any, and shall neither discuss in its meetings nor present in its submittal(s) to the City Council any ward/district boundaries or maps.
(D) Upon submittal of one or more Wards Systems, the City Council shall decide, at a public meeting, whether to adopt or amend a Wards Systems recommendation by ballot referral ordinance to the 2024 General Election ballot. In the event the City Council does not approve a submitted Wards System for referral to the 2024 ballot, the City Council may instruct City staff to bring forward an alternate ballot proposal for voter consideration, or may table the question until a later time.
Section 4. Meetings; Quorum. The Committee shall decide on meeting dates and times. A record of the minutes of each meeting shall be kept and placed in the office of the City Clerk for public inspection. Except as provided by Westminster Municipal Code (W.M.C.) section 2-1-6(A), all meetings of the Committee shall be open to the public. Each member of the Committee shall be required to vote on each item before the Committee unless a conflict of interest has been determined to exist. A quorum shall consist of a majority of those members entitled to act, and a decision of a majority of the quorum of such members shall control.
Section 5. Officers; Duties. The Committee shall elect a Committee Chair and Vice-Chair at the Committee’s first meeting.
(A) The Chair shall preside at all meetings, shall rule on all points of order or procedure unless overruled by a majority vote of the members present, and shall sign any documents for the proceedings of the Committee over which the Chair presided.
(B) In the absence of the Chair, the Vice-Chair shall assume the duties of the Chair. In the absence of both the Chair and Vice-Chair, the City Clerk’s Office member shall call the Committee to order and call the roll of members. If a quorum is present, the Committee shall choose, by majority vote of those present, an acting chair for the meeting.
Section 6. By and through this ordinance, the Wards Advisory Committee is exempt from the restrictions contained in section 2-1-1(B), W.M.C., and, thereby, current members of City boards and commissions shall be authorized and eligible to serve on the Wards Advisory Committee. Further, in the event any part of this ordinance conflicts, or is inconsistent, with any other provision of the Westminster Municipal Code, this ordinance shall control as to the subject matter of hereof and shall be interpreted in a manner that bests accomplish the goals and intent of this ordinance.
Section 7. This ordinance shall take effect upon its passage after second reading. The title and purpose of this ordinance shall be published prior to its consideration on second reading. The full text of this ordinance shall be published within ten (10) days after its enactment after second reading.

SECTION 00020 INVITATION TO BID 73RD AVENUE IMPROVEMENTS
North Washington Street Water and Sanitation District (the “District”) will receive sealed Bids for the 73rd Avenue Improvements Project (the “Project”) at the District office, Attn: Mike DeMattee, 3172 E 78th Ave, Denver, Colorado 80229 until 2:00 p.m. on June 18th, 2024. At such time, Bids received will be publicly opened and read aloud.
The work to be bid consists of construction of the removal of existing 6-inch cast iron potable water main with new 8-inch water mains, in Adams County, Colorado, and all being within the boundaries of the District. The Project is funded by the State Revolving Fund (SRF) and bidder must meet the SRF required specifications, including but not limited to American Iron and Steel and Davis-Bacon Act. The successful bidder will be responsible for construction of the Project and for providing for all aspects of the construction, project schedules, and all facets of constructing the types of improvements listed above and as may be required by the District. All work is to be performed by the District’s engineering standards and rules and regulations. Bid packages, including contract documents and drawings and specifications for the work, will be available for pickup after 9:00 a.m. on May 23rd, 2024 at 11990 Grant St. Ste 550 Northglenn, CO 80233 for a fee of $400 or alternatively, requests for the Project Plans may be made via email to alex@ juneep.com and supplied via a filesharing link.
Bids shall be made on the forms furnished by the District and shall be enclosed in a sealed envelope and endorsed with the name of the bidder. A bid bond in an amount equal to ten percent (10%) of the total bid amount will be required. The bid bond will be retained by District as liquidated damages should the successful bidder fail to enter into a contract with the District in accordance with the bid. Bidders must supply a list of subcontractors providing $10,000 or more in labor and/or materials to the Project.
Attention is called to the fact that bidders offer to assume the obligations and liabilities imposed by the contract documents. The successful bidder for the Project will be required to furnish a performance bond and a labor and materials payment bond in the full amount of the contract price, in conformity with the requirements of the
contract documents.
Bidders are hereby advised that the District reserves the right to not award a contract until sixty (60) days from the date of the opening of bids, and bidders expressly agree to keep their bids open for the sixty (60) day time period.
The District reserves the right to reject any and all bids, to waive any informality, technicality or irregularity in any bid, to disregard all nonconforming, non-responsive, conditional or alternate bids, to negotiate contract terms with the successful bidder, to require statements or evidence of bidders’ qualifications, including financial statements, and to accept the proposal that is in the opinion of the District in its best interest. District also reserves the right to extend the bidding period by addendum if it appears in its interest to do so.

CPW conducted a dozen surveys in the late 1980s to the mid 1990s searching for wolverines across the Western Slope and found none. Wolverines are extremely solitary and the 15-to-40-pound animals roam territories that are 8 times larger than needed for lynx.
e U.S. and Fish and Wildlife Service in 2020 declined to list the wolverine as threatened but a federal court overturned that decision. In November last year the federal agency designated the carnivore as threatened, citing updated threats based on climate impacts to high altitude snow coverage, fractured habitat and trapping activity.
Colorado wildlife o cials rst began planning wolverine reintroduction in the late 1990s but restoration plans were delayed as the state focused on restoring Canadian lynx. Wolverine reintroduction was delayed again in 2010 as federal ocials weighed the protection status for wolverines.

as the state concluded reintroduction of Canadian lynx. e Colorado wildlife biologists presented an early plan to CPW commissioners earlier this month at a meeting in Montrose. at theoretical plan calls for releasing up to 45 wolverines over three years — 30 females and 15 males — in three zones: north of Interstate 70, a central zone between I-70 and U.S. 50 and a southern zone in the San Juans.
at plan could yield a sustainable population of 100 wolverines in the next three or four decades, according to survival rate information from Sweden, where biologists have studied wolverines for 30 years.
“No agency has attempted this so we are on the cutting edge, I think,” wildlife researcher scientist Jake Ivan told the commissioner at the Montrose meeting. “We have done what we can to prepare ourselves for this but everything really is unknown to a degree at this point. I think our success will likely require our ability to adapt and roll with the punches.”
e legislation sets aside $103,000 to help cover the costs of increased sta ng and workload connected to the reintroduction. Wolverine attacks on livestock are rare but Utah wildlife o cials in March 2022 captured and collared a 4-year-old male after it attacked and killed rancher’s sheep.
e last wolverine con rmed in Colorado was in 2009, when a collared male traveled south from the Teton Range in Wyoming and hung out around Rocky Mountain National Park for several years. e wolver-
ine eventually headed up to North Dakota, where it was shot in 2016 by a rancher who said it was threatening his cows.
Is another reintroduction being proposed too soon?
Colorado House co-sponsors Tisha Mauro, a Democrat from Pueblo and Rep. Barbara McLachlan, a Democrat from Durango, made sure to tell fellow lawmakers that “these are weasels, not wolves.”
McLachlan, during discussion on the Colorado House oor on May 2, said she spoke with cattlemen who were wary of the legislation “because wolverines sound too much like wolves.”
“Wolverines are much smaller. ey are scavengers,” she said. “ ey do not eat cattle. ey do not eat sheep. ey do not eat people.”
House Assistant Minority Leader Ty Winter, a Republican from Trinidad, voted against the legislation but said on the House oor May 2 that the lawmakers sponsoring the bill “are doing it right” and doing “everything that should have been done with wolf reintroduction.”
Even though wolves were reintroduced in December in northern Colorado, far from Winter’s southern Colorado district, he said his constituents feel wolves arrived “with no real plan …and they’ve got heartburn from this still.”
Rep. Richard Holtorf, a Republican from Akron, also opposed the legislation, saying “the agriculture community has not recovered from the introduction of the last predator spe-
cies.”
“I think it’s better if we are going to do this to take time and not just try to rush the introduction of these animals that are not very compatible with so much of what is Colorado,” Holtorf said on the House oor May 2. “I fear the wolverine will not like it here.”
e lack of a deadline for Colorado Parks and Wildlife to return wolverines to Colorado and the requirement for U.S. Fish and Wildlife to permit an experimental population addressed concerns for both ranchers and the resort industry. Ski areas expressed some concern that the endangered status of wolverines would complicate operations without that 10(j) rule exemption from the federal government. It’s expected that mining, agriculture, logging and ski industry representatives will be involved in the reintroduction e ort and the 10(j) designation review. “ e 10(j) rule is the way to really address those concerns and make sure ski area operations can continue without major regulatory burdens,” said Megan Mueller, a conservation biologist with Rocky Mountain Wild. “I think Colorado Parks and Wildlife worked hard to include stakeholders in the wolf reintroduction and they are doing the best they can, but with legislation, stakeholders have real guarantees that their concerns will be addressed.”
