Americans are leery of book bans, survey says

But respondents don’t oppose all restrictions

A majority of Americans worry more about children losing access to books that could teach them something about the world than they do about children being exposed to potentially inappropriate material.

And most trust teachers and school librarians to make good choices about the books they stock at school.

But they also think age appropriateness is a legitimate reason to restrict book access, especially for elementary students. And there are big di erences on the issue between liberals and conservatives, between LGBTQ adults and others, and between parents and non-parents. at’s all according to new polling from the Knight Foundation that examines public attitudes toward book restrictions in public schools. Knight talked to more than 4,500 adults, including 1,413 parents of children aged 18 or younger, and oversampled parents of color to better capture their perspectives.

New sewer spill at Thornton mobile home park

The spill at Friendly Village of the Rockies did not contaminate the city’s drinking water, say o cials

For the second time this summer, ornton city crews cleaned up a sewage spill at a mobile home park. City o cials say the spill from Friendly Village of the Rockies earlier this week did not contaminate the city’s drink-

ing water supply.

Crews from the city’s Infrastructure Department were alerted Tuesday morning by a representative from Friendly Village of the Rockies of a sanitary sewer spill from the mobile home park, 2100 West 100th Avenue.

e spill entered the stormwater system and nearby Niver Creek.

As was the case of a June spill at Woodland Hills mobile home park, the Friendly Village has a private sanitary sewer and water distribution system and is not owned or maintained by the City of ornton.

e city’s Stormwater and Collection Lines Maintenance sta was onsite as of Tuesday morning to post

contamination warning signs along Niver Creek where the stormwater outlet discharges ow from the mobile home park, according to an email to city council members from Todd Rullo, the city’s deputy utilities director.

e signs were posted on both sides of the creek, both upstream and downstream from the point of contamination. e city also posted a notice on the Nextdoor app to the neighborhoods near the spill, Rullo said in his Tuesday morning email.

City of ornton Stormwater and Collection Lines Maintenance sta worked to disinfect the stormwater system and outlet, Rullo said.

Fire hydrants were opened to discharge water into Niver Creek in an e ort to ush the contamination, he said. Water quality samples will be obtained upstream and downstream of the outlet, Rullo said.

No contamination of the potable water distribution system has occurred, he added, and Adams County Health Department was noti ed and responded to the site.

Friendly Village of the Rockies will contact a plumber to resolve the sanitary sewer blockage causing the spill and the internal sanitary sewer infrastructure of the park.

Westminster wards win ballot spot

Question will consider voting districts this fall, with council expansion delayed

Westminster City Councilors Monday night backtracked on a proposal to expand the city council to nine members and voted for an earlier plan that would create a ward system in the city but keep the number of councilors to seven.

e 5-2 vote – which came at a special meeting of the council - will put a question on the 2024 ballot that asks voters to generate three wards with two city councilors per ward and with one mayor voted at large. e city currently has six councilors and a mayor, all elected at-large.

e vote came on a rst reading with the second and nal reading slated for later this month.

e vote came after the council received backlash for seemingly brushing aside the recommendation for a citizen advisory committee for a lastminute proposal to expand the council to nine members.

“ ey gave us a recommendation

and we shouldn’t just throw it away,” said Councilor Obi Ezeadi. He added that two new voices could “dilute” the council.

Councilors Amber Hott and Mayor Pro Tem Sarah Nurmela were the dissenting votes. Both favored going to three wards with two councilors elected for each ward, plus two at-large councilors and an at-large mayor, for a total of nine members.

Nurmela said she preferred the “hybrid” approach of creating a larger council with at-large members. “It provides us with the most…when it comes to representation,” Nurmela said.

Councilors agreed to ask city sta members to draft a ballot question for the 2025 municipal election asking residents to consider creating an additional two at-large seats to create a 9-member board.

Council David DeMott said splitting the two ballot measures allows residents to vote for each measure separately after due consideration. He said if voters were asked to both create a ward system and expand the council on the 2024 ballot, it would likely lose. “ is will allow the voters to have their say” on council expansion, DeMott said.

Voters in 2023 supported a proposition to introduce geographic wards to city councilors. A study committee

also included the ward system plan as part of its three recommendations to the council.

Councilors initially backed the recommended ward con guration. But they scrapped the idea earlier this month and asked for a new proposed charter amendment to expand the council.

Proponents said the larger council would be more representative of the needs of a growing city. But opponents – some of whom spoke Monday night – said the nine-member council would be an uncalled-for expansion of city government. ey also bristled that the council

seemingly brushed aside the recommendation of the Wards Advisory Committee.

“ is is not governance…this is tyranny,” said Elyce Jarvis, who served on the advisory committee.

Former City Manager Bill Christopher – who also served on the advisory panel – said the council got “lobbied by someone” on the advisory committee to back a council expansion. “It begs the question why are you so anxious to implement ballot language for a nine-member council,” Christopher said.

Westminster o cials are considering asking voters if they support a plan to create three ward districts to elect City Councilors beginning in 2026.

Here Are the Work-Arounds That Will Keep Sellers Paying Buyer Agents’ Commission

The biggest work-around is Section 29 of the state-approved (and mandated) Contract to Buy & Sell, shown at right.

As shown below in this week’s (and last week’s) featured new listing, many ads, brochures and websites for listings will now contain the notice that “Seller offers __% compensation to buyer brokers.”

Absent that offer, however, the buyer can use Sec. 29.1 of their purchase contract to specify the compensation paid by the seller to their agent. This is where the offered compensation, such as for the listing below, is to be inserted — or, if none is offered, the buyer’s demand for compensation is inserted.

Or, they could decide to write 2.5% in Sec. 29.1 anyway and see if the seller will sign it. If the seller counters the offer, changing it to 2.0%, if the seller wants to accept the counterproposal, they can still amend the buyer agency agreement before signing the counterproposal.

Of course, the buyer might like his broker so much, that he or she will offer to pay the extra 0.5%, although that would be unusual. As I wrote last week, I’ll be surprised if many (or any) buyers end up paying anything to their broker.

One complication of this strategy is that the buyer will have already signed a buyer agency agreement with his or her broker, stating the commission amount, if any, that the buyer is willing to pay, and if the seller falls short of that percentage or dollar amount, the buyer must make up the difference.

But, not to worry — there’s a simple workaround for that. At any time during the term of the buyer agent agreement (called the “Exclusive Right-to-Buy Listing Contract”), it can be amended by mutual agreement of the buyer and his or her broker.

Let’s say, for example, that the buyer has signed a buyer agency agreement with 2.5% as the promised compensation to their broker. A seller has offered 2.0%. In discussion prior to writing the offer, the buyer might negotiate an

The opposite scenario could be true. The buyer may have signed a buyer agency agreement in which the rate is 2.5%, but the seller has advertised that they will pay 2.8%. The rule is that the buyer’s broker can’t accept more than is specified in their signed agreement with their buyer. No problem — amend the buyer agency agreement to 2.8% before writing the offer. However, if there’s a bidding war, the buyer and broker might decide to write 2.5% into their offer, hoping that competing offers will include 2.8% for their buyers’ brokers.

Buyers will likely say upfront that they don’t want to pay a dime (or more than a nominal amount) to the broker representing them in their home search.

Junk fees, or surprise or hidden fees, are a persistent problem for people who are signing a lease or mortgage, Chopra said. His o ce says junk fees can be excessive, undisclosed or mandatory, and they can mask the true price of a product or service. Junk fees can add up quickly for households, making it more di cult to pay bills and save for future unnecessary charges that are not disclosed, according to Chopra’s o ce.

Banks and other institutions also sometimes excessively charge overdraft fees, he said. “ ey charge three overdraft fees instead of one,” Chopra said. “We have put into rules that ban some of these junk fee practices.”

Schools that require parents to use a payment card for school lunches and other expenses are another subtle way of hurting consumers, Chopra said. “ ere are all sorts of way consumers are being mistreated on fees,” he said.

Chopra noted that 15% of Westminster residents are struggling in some fashion with medical debt and that consumers often get stuck in a tangle of bureaucracy to pay if o .

Weiser pointed out that in Colorado a new law, House Bill 23-1126, protects consumers with medical debt from credit harm by prohibiting the inclusion of medical debt information on credit reports.

Colorado is the rst state in the country to enact such legislation, according to the Colorado Center on Law and Policy, which championed the legislation in coalition with partners. e group has created resources in English and Spanish to educate Colorado consumers about their rights under the new law.

AirPower history tour lands at RMMA

A regal “FIFI” rests on the tarmac at Rocky Mountain Metropolitan Airport Wednesday, a target of a ection and curiosity for airplane history bu s. e B-29 Superfortress is also an introduction to those who have no idea of its unique place in American history, said Steve ompson.

“We get a fair number of veterans who visit FIFI,” said ompson, a volunteer member of the Commemorative Air Force, which preserves and displays World War II aircraft throughout the country. “Occasionally, we get a former crew member who stops by. But those are getting few and far between these days.”

“But mostly we get families with young boys who are curious about ying and the B29,” ompson said.  “ ey wonder about these older aircraft and how they did things.”

FIFI landed at Rocky Mountain Metropolitan Airport earlier this week, accompanied by a T-6 Texan and an RC-45J Expeditor. e event is presented by the Commemorative Air Force, which brings its AirPower History Tour to airports across North America each year.

Visitors were able to view all aircraft up close, purchase rides, and tour the B-29 cockpit when the aircraft is not ying through Sunday.

e B29 was considered one of the most lethal weapons in America’s ght against Japan in World War II. It

was the rst pressurized bomber that could y up to 30,000 feet and it carried up to 20,000 pounds of bombs.

On August 6, 1945, a B-29 named Enola Gay dropped the rst atomic weapon used in combat on Hiroshima, Japan. ree days later, a B-29 dropped a second atomic bomb on Nagasaki, Japan.

“ e B29 was very instrumental in World War II,” added Je Stern of the Commemorative Air Force, which tours the country with FIFI and other vintage combat aircraft. “It was in many ways, the rst of its kind.”

FIFI was never used in combat but was rescued out of a military aircraft “graveyard” in California, rebuilt and then own to its new home in Dallas.

FIFI began touring in 1974 and is one

of only two B-29’s in the world still ying, Stern said.

People can crawl into FIFI’s narrow cockpit and take seats usually occupied by a pilot and co-pilot. e ight engineer sits behind the pilots, calculating the plane’s trajectory on electronic boards with dials and knobs that take on the look of an old transistor radio.

CAF volunteers are quick to point out that the B29 was one of the most lethal and durable bombers of its time. e plane was equipped with a rst-ever remote-control gun targeting system (almost like a gaming system) and could travel at 400 mph during a 12-to-14-hour ight, ompson said.

“It was top of the line,” he said.

SPILL

Rullo warned that physical contact with the water in Niver Creek should be avoided. Water quality samples will be taken again in 48-72 hours. Once it is determined that the water quality conditions of Niver Creek have returned to normal, the contamination signs will be removed, and a follow-up notice will be posted on Nextdoor, Rullo said.

ere is no indication yet if the owners of Friendly Village of the

Rockies will face penalties for the spill. e owners of the mobile home park, Kingsley Management Corporation of Provo, Utah, did not immediately return a request for comment.

e City of ornton cited the Woodland Hills Mobile Home Park for a June 6 sewer spill that sent its sewer water into Niver Creek, raising E. Coli levels in the waterway and creating a risk of severe illness downstream.

O cials issued a citation to Woodland Hills’ owners for unauthorized use of the stormwater system, unlawful discharge and “nuisances enumerated, streets,

streams, water supply.”

In July, city o cials said they were considering a new ordinance to require mobile home parks to ush and jet clean their private systems annually to prevent future overows.

Local mobile home managers are also being tapped to come up with prevention strategies, Rullo said in July. “…We can discuss what we can do to prevent this from happening again and make it better,” he said.

Kingsley Management Corp was named in a 2020 settlement with the Colorado attorney general that resulted in the mobile home operator repaying its Denver metro resi-

dents $150,000 in wrongly withheld security deposits, arbitrary fees and improperly charged attorney’s fees, according to the Colorado Sun.

Seven Colorado parks operated by Kingsley Management Corp, were identi ed in the settlement, which was sparked by resident complaints and ultimately included more than 200 residents, dating back to Oct. 1, 2016, the Sun states.

e parks include Lamplighter Village and Kimberly Hills in Federal Heights; Front Range in Broomeld; Friendly Village of the Rockies in ornton, Friendly Village in Aurora; Arbordale Acres in Lafayette; and Casa Estates in Westminster.

District Attorney seeks backing for Family Justice Center

The FJC would o er centralized help for domestic violence victims in Adams and Broomfield counties

A typical victim of domestic violence who lives in Commerce City must travel over 25 miles to get to University Hospital for medical treatment and spend at least 36 minutes telling her story.

She will then have to go to the Adams County courthouse to start a long, drawn-out process for a protection order. She also faces trips to the Department of Human Services, Colorado Legal Services as well as grueling interviews with police and prosecutors.

In all, a domestic violence victim in Commerce City will have to travel 171 miles to get access to basic services. By car, this could take 250 minutes. By bus, it could take 22 hours, Adams County District Attorney Brian Mason told the Westminster City Council Tuesday.

is, Mason said, “does not include the number of hours spent at each location, completing forms, recounting her experience, asking and answering questions, waiting in lines or obtaining necessary items and paperwork.”

Mason recounted the massive obstacles domestic violence victims sometimes face in Adams County for councilors in his pitch to the formation of an all-inclusive Family Justice Center to serve residents of Adams of Broom eld counties.

Mason said Monday he was laying the groundwork for the Center and would eventually be back to ask for funding to get the facility underway.

He said the Center would be patterned after an existing Family Justice Center, operating now in Lakewood by PorchLight.

e FJC in Lakewood provides comprehensive legal, emotional and critical support services for survivors of domestic violence, sexual assault, child abuse, abuse of at-risk individuals, elder abuse and human tra cking, according to a city sta report to the council.

MSU Denver program boosts retention

‘Pathways to Possible’ o ers a resource to help students stay in college

Elijah Anderson o ered some tips to incoming rst-year Metropolitan State University students during their visit to Denver’s Auraria Campus: Familiarize yourself with the campus buildings before your rst day, organize your schedule eciently, and take advantage of campus events.

e students are part of a pandemic-era program called Pathways to Possible that has proven so successful the college will continue funding it through the university’s budget after federal COVID relief money runs out.

“It was really nice being able to give them advice,” said Anderson, 19, a second-year student who spoke to the incoming students as part of a ve-person welcome week panel. “I remember being in their shoes.”

Leaders at MSU Denver say P2P, as the program is called, has been invaluable since the pandemic in helping students with the most challenges — such as students of color, those from lower-income backgrounds, and rst-generation col-

lege students — stay in college and some day graduate.

About 80% of students in P2P have stayed in college from one year to the next, said Melissa Cleaver, the program director. at rate is well above the school’s and national average of about 67% and 68%, respectively.

Originally launched in 2021 with $2.38 million from Gov. Jared Polis’ Response, Innovation and Student Equity fund, the program’s success in helping students has earned it a permanent spot in MSU Denver’s offerings — which doesn’t always happen with grant-funded programs.

However, due to the expiration of the federal money, the school has tapered down to only 125 students selected this year – down from about 200 last year – as it funds the program on its own, said Cleaver. ere’s more demand than funding available, with more than 700 students applying this year, she said.

e program now costs about $1.1 million to operate annually, according to a school spokesman.

“I would like to see it grow. I don’t know what the next steps are or how the model will change,” Cleaver said.

“I know it’s helping our students.”

P2P functions as a coaching network with a small scholarship incentive.

e program also provides support in ways that are di erent from some scholarships.

ere are few application requirements. Students must have recently graduated from a Colorado high school, been accepted to MSU Denver, and face more challenges than other students.

Students can earn up to $500 a semester by participating in the program, but the success of students depends most on success coaches, or sta that help advise students, Cleaver said.

e coaches act as a guide to answer questions such as how to structure their schedules, manage time, pick a major, or what to do if they fail a class. Students are required to meet with coaches at least twice per semester and attend a career event.

ey also get leadership development opportunities.

e program does not require students to maintain a certain GPA level, Cleaver said. She wants students to turn to their coaches when they need help instead of being embarrassed that they’re struggling. e majority of the students might have other life challenges going on that keep them from being successful, she said, such as needing food and transportation or balancing multiple jobs and school.

“We’re not going to shame you,” she said. “We’re going to keep working with you.”

Anderson said his rst year went smoothly thanks to P2P. Coaches helped him especially when he

wanted to declare a minor and on the days where he felt less motivated.

Anderson wants to get a degree in business management, and his coaches helped him decide on a minor in computer information systems with a concentration on human resources management. He said he’s learned a lot thanks to the support, and hopes incoming rst-year students know that going to college is a “learning journey.” Some days might be easier than others, but thanks to P2P, the hard ones aren’t so bad.

e picture that emerges is “nuanced,” said Kyla Gabriel, director of learning and impact for the Knight Foundation, which has done research on free expression issues for decades.

For example, 88% of parents of public school children say they feel con dent that their local public schools choose appropriate books, compared with 76% of non-parents. But more public school parents say they support some e orts to restrict book access than do non-parents — 40% to 32%. And more than half of parents whose children don’t attend public school support efforts to restrict book access, reecting the greater representation of religious conservatives among private school and homeschooling parents.

“ is is much more complex than ‘a majority of adults oppose book restrictions’,” Gabriel said. “When they have a child in the public school system, they are not necessarily supportive of book restrictions, but they might see some reasons to restrict books.”

Re ecting similarly con icted views, a survey last year by the Every Library Institute found that large majorities of parents trust librarians and believe their children are safe using the school library — even as smaller majorities supported the idea of restricting book access in some cases, requiring parents to sign permission slips for library use, and allowing parents to opt their child out of using the school library.

And an Ipsos poll found that Democrats had more concerns about book bans, but voters of both parties said they would be less likely to support a candidate who supported restricting book access. e issue continues to resonate politically: In a July speech shortly after she became the likely Democratic nominee for president, Vice President Kamala Harris contrasted her party with Republicans: “We want to ban assault weapons, and they want to ban books.”

Uncertainty over who should decide on appropriate books

In the Knight survey results released Wednesday, majorities of conservatives, Republicans, and white evangelical Protestants support restricting books in pub-

lic schools.

But even some conservative respondents worried that works considered classics could be banned in liberal communities because they touch on ideas or use language now considered outmoded or o ensive.

“Books like ‘Huckleberry Finn,’ ‘To Kill a Mockingbird,’ ‘Catcher in the Rye’ all need to be made available to students,” one respondent told Knight. “Just because the far-left liberals think all things not woke need to be banned, the students will miss out on learning about the culture and history of this country.”

“ ey just better not restrict access to the Bible,” said another.

While most Hispanic respondents did not support restricting books, they were more likely to

support some restrictions than other ethnic or racial groups, while Black respondents were the least likely ethnic or racial group to support restrictions.

Just 12% of LGBTQ adults told Knight they support book restrictions in school. Many LGBTQ youth report feeling unsafe at school even as many states have adopted restrictions on talking about gender and sexuality and some schools have removed books that mention LGBTQ topics.

Large majorities said students should have access to books that might contradict their parents’ political, religious, or moral beliefs. Some respondents cast efforts to restrict book access as “censorship.”

ese e orts sound like the actions of right-wing extremists who want to restrict education and access to information in order to inhibit students’ critical thinking so they will more easily conform to the extremist ideology,” one respondent said.

Still, 61% said age appropriateness would be a legitimate reason to restrict access to certain books, with some comparing this to TV and movie ratings systems.

ere was less consensus about who should decide whether books were appropriate. About half said they trusted librarians and teachers to make the call, but those school professionals scored higher than

other groups. Fewer than a third said the school board should decide, and just 21% said the state government or non-parents in the community could be trusted with the decision.

While a majority of respondents said books that portray or discuss racism should be available to all students, fewer than half thought elementary school students should have access to books that mention sexual orientation or the existence of non-traditional gender identities. is aligns with other polls about people’s comfort levels with discussions of race and American history at school versus discussions of sexuality or gender in the classroom.

In contrast, 70% of LGBTQ respondents — many of whom were once LGBTQ students themselves — said that books touching on sexuality and gender identity should be available

even to elementary students. Many advocates say seeing themselves represented in books and other media is valuable for LGBTQ children who may feel isolated or unsafe in their schools.

Nearly a quarter of respondents were aware of e orts to restrict books in their community, and of those, more than half said the e orts had been successful. One in ve respondents from the South said they were aware of successful e orts to restrict books in their community, compared with 6% of respondents in the Northeast.

While six in 10 respondents said the issue of book access was important, just 3% said they had gotten involved personally — 2% to prevent a book from being restricted and 1% to restrict a book.

A large majority of respondents

said that parents should be able to raise concerns about particular books, but far fewer thought that community members who didn’t have children in the schools should be able to raise concerns. Respondents also thought that books should not be removed or restricted based on a single complaint.

Studies by PEN America have found that most book bans are instigated by a relatively small number of people. Florida — where a large share of book challenges occur — adopted a law this year that limits people who don’t have children in the school system to one challenge per month.

Westminster approves seven member council plan for vote

ACROSS CURRENTS

t a special council meeting on August 19, the council returned to the original ballot language on the issue of council members being elected strictly from wards.

On a 5-2 vote, with councilors Nuremla and Hott opposed, the council approved language for a three ward con guration with two council members elected from each ward plus an at-large elected mayor. After a second reading later this month, voters will consider it in November.

It didn’t come quickly or easily, with the council divided on whether to go with a hybrid nine-member city council or return to the original plan that they ultimately chose.

Council member David DeMott proposed a compromise with a two-part vote between the upcoming election and the city election in 2025. His plan was to only put the seven council member wards plan on this year’s election ballot.

If it’s approved, the city can ask voters to weigh in on adding two at-large council members next year. at forms the other part of what is known as a hybrid plan. In the end, the best approach prevailed by letting voters decide each part.

End run attempt to push a nine-member council

As I reported last week, a majority of council members had ipped, opped and expressed support for the nine-member city council which was to be acted on at this August 19 special council meeting. is resulted from

backdrop lobbying by a member of the Wards Advisory Committee who pushed her own favored plan. It is most disappointing to see this conduct initially sway at least four members of the council. ankfully, with Council member DeMott’s compromise proposal, the evening ended as a victory for the basic wards system plan.

Councilors also upheld a population deviation of a maximum of 10%.

Now the ordinance calling for the ballot language will come up for a second reading on August 26. I have good reason to believe that there will not be another ip- op and the council will ask the voters to stay with a seven-member city council while implementing a ward system to improve communication between ward councilmembers and their ward constituencies, gain closer interaction and be aware of what issues are “bubbling up” in their respective wards.

Westminster Veterans’ Tribute Garden: a job well done

As Americans, we admire and appreciate our veterans, those who have fought the good ght going back to the beginning with patriots of the American Revolutionary War. Many have paid the ultimate sacri ce to protect and preserve our Constitutional freedoms.

Towns and cities across America honor their veterans in various ways, but none have done as ne a job as the City of Westminster. Today, the City’s Veterans’ Tribute Garden, located on 104th Avenue next door to City Park, proudly stands completed. It all started with a twinkle in someone’s eye.

Bill Walenczak, then-director of Parks, Recreation and Libraries, had the vision of an outstanding tribute to all veterans on a site within the regional City Park immediately north

on 104th Avenue. He sought a highly visible site so that people would see the tribute garden as they passed by.

As was typical of Bill, he sketched a layout to honor all six branches of our military with individual sculptures along with gardens, ag poles, benches and brick pavers.

In the center, there is a sculpture of two Army soldiers, a male and a female, who are paying their respects after the ceremony honoring a fallen comrade.

“ e two grieve for their friend just as we, a nation, grieve for and honor those who have paid the ultimate price while serving the United States of America.”

e sculptors of “Grieving Friends” were Bill Hueg, Dave Parvin and Elliot Summons and the contract was awarded in March 2006.

First phase of the Tribute Garden becomes a reality

Walenczak presented his vision to the higher-ups at the city in 2001 and received enthusiastic approval to move forward. e site master plan was presented to City Council in January 2003. Fundraising began in July 2004 and developer and Vietnam veteran Jim Sullivan committed to being the major benefactor in November of the same year.

In January 2005, Je erson County Open Space provided a grant of $144,000 and things began to happen. By March, design consultant DHM was selected and sculpture models and a re ned master plan were presented to the public in November.

In 2007, the City Council awarded a construction contract of $2.1 million to Goodland Construction to complete Phase I of the overall project. At this point, only funding for “Grieving Friends” had been secured for the sculptures.

Phase I was completed and on Saturday, May 17, 2008, and a moving ceremony to dedicate the Armed Forces Tribute Garden was held with approximately 1,500 in attendance. Families of fallen veterans, veterans, military representatives, the public, the city council and others were in awe of the spirit of the tribute garden and its unspoken respect for those being honored. Garden structures were installed around each sitting area in 2010 to add to the overall design.

Individual military branch sculptures added over time

ere was a hiatus after 2010 before the individual sculptures were funded, designed and installed. It was 2016 when the rst two branches of the military were completed and installed. e intent of the individual sculptures was to honor the contributions and the diversity of race and cultures that represent those who have served in our military. e sculpture representing the Coast Guard is female rescue swimmer Sarah Faulkner. She was followed by an African American Merchant Marine sailor on lookout duty. en in 2020, thanks to Ball Corporation management’s and employees’ generosity, the sculpture representing the Air Force was achieved. e sculpture is a female jet ghter pilot holding her young son.

Next came the Army native Indian

code talker from World War I and II in 2022. Finally, the Marines and Navy sculptures were completed and their unveilings were held in conjunction with the annual Armed Forces ceremony held in May of that year.

e Marine sculpture represents a Special Ops soldier and his service dog while the Navy piece is an African American Navy Seal in combat gear. Also, a P-51 Mustang from World War II was installed on loan from the late sculptor Robert Henderson.

With the Space Force branch established in 2019, their representative sculpture will be achieved hopefully in the not-too-distant future.

e individual military branch sculpture pieces were all paid for by the City of Westminster except the Air Force piece funded by Ball Corporation. Each piece cost between $150,000 and $250,000. It should be noted that it took each sculpture up to three years to be nished, from the initial design to being installed in the Tribute Garden.

A lasting honor to our fallen heroes

As the saying goes, “All gave some, while others gave their all.”

e Westminster Armed Forces Tribute Garden is a most tting way to pay our respect and appreciation and to honor our fallen heroes. As part of the garden, inscribed brick pavers have been purchased by family members, friends and organizations to honor their own veterans.

In addition, monetary contributions have been made from the city’s Walmart stores, the Westminster Rotary Club and the 7:10 Rotary Club, the Westminster Legacy Foundation (now Westminster Community Foundation) and individuals who purchased ag poles in the garden.

To date, almost 2,000 inscribed bricks honoring the service of military members have been installed. e pavers are available for purchase by contacting the City’s Parks, Recreation and Libraries Department.

What it takes to perform a mountain rescue

Colorado’s mountains are nature’s playgrounds. Tourists from all over the world and Colorado residents alike escape to the extreme terrain for skiing, hiking, climbing, biking and more — but what happens when something goes wrong?

Several specialized and highly trained mountain emergency response teams — many of them volunteers — constantly work and train together to be ready to perform a mountain rescue.

Alpine Rescue, Central City Fire, Clear Creek EMS, Clear Creek Fire Authority, Flight for Life and Evergreen Fire/Rescue are a few of the agencies that respond when the worst happens in the unforgiving terrain west of Denver.

As a group they must be ready for anything, anywhere, anytime. And they are, according to Field Director for the Alpine Rescue Team Herb Dorn.

“We love what we do. It’s crazy. Almost half our members are probably tenured for over 20 years. So there’s a deep love for what we do and the mission that we try to accomplish and we’re all volunteers,” Dorn said during a recent multi-jurisdictional exercise in Idaho Springs.

Based in Evergreen, Alpine Rescue has been providing search and rescue to Gilpin, Je erson and Clear Creek County since 1959.

“Search and rescue” is a very simpli ed term for what Alpine’s 50-70 highly trained mountain rescuer volunteers are capable of accomplishing, according to its mission statement.

In a vehicle crash, re or rollover, CCFA members are rst responders and assist EMS with preserving and saving lives.

It has been providing swift water rescue for 51 years and was one of the rst of its kind in Colorado, according to Jones.

“Life safety is our rst priority; victim life safety and your own,” Clear Creek Training Captain Don Koogle told a training crew in Dumont recently.

CCFA covers the municipalities of Empire, Georgetown, Idaho Springs, and Silver Plume and the unincorporated lands of Clear Creek County.

Helicopters play crucial role

According to the national Mountain Rescue Association, Alpine is one of 13 state agencies accredited in several rescue types including technical rock, avalanche, technical rope, helicopter and wilderness search.

“We do everything; we do avalanches, we do ski … 14ers, we help with swift water, search and rescue, a little bit of everything,” 15-year veteran/volunteer Dawn Wilson said after assisting in pulling a crash cart and live “victim” from a 500-foot ravine o Center City Parkway during training in Idaho Springs.

At Wilson’s side were several members of the Clear Creek Fire Authority and EMS who routinely train with Alpine and other agencies to draw on each other’s specialties, capabilities and equipment. In the moment, a cohesive response saves seconds and lives, according to CCFA assistant chief Jeremy Jones.

“We gure out what works and what doesn’t in training so we can x it so we don’t experience those hiccups or delays when it’s time critical,” Jones said.

On average, CCFA responds to more than 1,400 emergency calls from eight re stations throughout 347.5 square miles of Clear Creek County every year with 55 volunteers,16 fulltime re ghters and at least four seasonal wildland re ghters, according to department statistics.

It serves the municipalities of Empire, Georgetown, Idaho Springs, Silver Plume and

Bright orange and yellow Flight for Life helicopters are often seen at some of the most critical scenes where the helicopter, its onboard paramedic and ight nurse can bring life-saving equipment and supplies to the backcountry or at altitude to e ect rapid extrication, according to parent company Air Methods.

e air crews often work and train side-byside with other mountain rescue teams like CCFA and Alpine, according to Flight Nurse Libby Brewster.

“We participate in the trajectory of care in a di erent way. EMS or Alpine makes contact with the person initially, they call us, we participate in the transport, then they get to the hospital,” Brewster said during a recent training exercise in Clear Creek County.

“We bring critical care to the patient. ere’s a lot of stu we can do that maybe the ambulance can’t, and we’re also able to y in a bunch of stu (equipment) so these guys don’t have to hike in as much stu , I mean they’re still going to because they like it,” Flight for Life Paramedic Jace Mullen said, laughing. Mullen and Brewster were standing sideby-side with at least four other rescue crews during a recent training exercise. No matter the agency, no matter the speci c skill sets, everyone has a common goal to protect life, Brewster said.

e changes in attitude toward multijurisdictional assistance and cooperation between agencies started when incoming Clear Creek County Sheri Matt Harris took o ce in January, according to Marquardt.

Volunteers are the critical key to success

Nearly every area emergency service relies heavily on trained volunteers, as most are manned with signi cantly more volunteers than paid sta , and Evergreen Fire/Rescue is no exception, according to Evergreen Risk Reduction Coordinator Einar Jensen.

“Our volunteer re ghters live in Evergreen,” Einar said.

Evergreen Fire/Rescue covers both Je erson and Clear Creek counties and currently has only 75 of the 100 volunteers needed to run operations eciently, according to Einar.

“When we talk about wanting more volunteer re ghters we also need to make sure the people that are applying know that they will be trained and equipped at a professional level, they just won’t be getting paid for it. at’s the di erence,” Einar said.

will be certi ed as a Level 1 re ghter in Colorado.

“We’re asking you to put yourself at some risk to serve your community, and if that appeals to you, it’s probably one of the most rewarding activities that you’ll ever encounter,” Einar said.

“We are always ready,” Wilson said about volunteering, and “after a while it becomes like a family, you just depend on each other.”

It’s a di cult job to do and see. Rescuers say they see the worst of bad, but at times some good can make it worthwhile.

“It becomes taxing sometimes, (but) the worst of the worst which is o set a little bit by seeing the good things in life,” Jones said.

Relying on and communicating with teammates or other rescue crews who experience and witness the same tragedies is critical for your own mental health, Jones said.

“ ere is a lot of e ort on the part of responders to properly manage those images and experiences to avoid longterm PTSD issues,” Jones said.

Most rescuers said there’s an important reason to do this taxing, dangerous and sometimes ugly job. ey are there to help the injured, the same way they hope someone will be there for the people they love.

It was a historical day for high school sports on Saturday, Aug. 17.

After two pilot seasons of girls ag football with Chat eld and Arvada West — both Je co Public School teams — capturing state titles, Saturday marked the opening day for the rst season as a Colorado High School Activities Association-sanctioned sport for the highly popular and growing sport of girls ag football.

“I’m so excited. When I heard Colorado was the 11th state to sanction girls ag football I was pumped,” said A-West coach Lacey Abell, who is a member of the U.S. Women’s Flag Football National Team. “I think in general that it is amazing to have this sport available to girls. We see these girls just balling out here in a sport. I can’t be more excited about the growth of this sport.”

Abell takes over the Wildcats’ pro-

gram, which returns most of its state championship squad, which had a perfect 25-0 record last year. e Wildcats opened the season No. 1 in the CHSAA coaches poll preseason rankings.

“With the preseason rankings there is a bit of a target on us,” Abell said. “I think we are ready to defend it.”

program for younger girls. e Arapahoe Youth League — an organization that covers students in Denver, many parts of Arapahoe and Douglas counties, south Je erson County suburbs, and Elbert County — is o ering a free “learn to play” program for girls who want to participate in ag football.

Despite the league’s regular boundaries, ag football is open to girls from around the metro area.

“For this program, we will take everyone regardless of the location,” said Craig Randall, president of Arapahoe Youth League. If sign-up numbers grow large, the organization will seek more eld space.

e program will run for three Sundays in September “with the ultimate

goal of starting a recreational/competitive league in fall 2025,” Randall said. e learn-to-play days will be open to girls from elementary through eighth grade, according to the youth league website.

“ e three days will be skills and drills, kind of like a football combine,” Steinke said. ey could also include practice games.

e program’s location was still to be determined but could take place in Highlands Ranch, Randall said. It’s slated to run from 8-10 a.m. on Sept. 15, 22 and 29.

Regular registration is open through Sept. 10, according to the website.

‘Discovering Teen Rex’ shows power of exploration

The story of the “Discovering Teen Rex” exhibit at the Denver Museum of Nature and Science is in many ways a dream come true for many young dinosaur fans all over the world.

ree such young fans — eight-yearold Liam and 11-year-old Jessin, and their 10-year-old cousin Kaiden Madsen — were fossil-hunting in the Badlands near Marmarth, North Dakota, when they found some large bones in a sedimentary rock formation, according to provided information. ey then reached out to their father’s high-school classmate, DMNS paleontologist Dr. Tyler Lyson, who had grown up in the same area.

Lyson and a team from the museum came out in the summer of 2023 and discovered the bones were from a juvenile Tyrannosaurs Rex.

After a long and careful excavation process, the bones were removed from the rock and brought to the museum at 2001 Colorado Blvd., and became the focus of the “Discovering Teen Rex” exhibit, which runs through Jan. 31, 2025.

“ e museum has collected a handful of miscellaneous T. rex fossils over the years, but this will be the most complete fossil in the collection,” said Natalie Toth, chief fossil preparator at DMNS and part of the excavation team. “It’s so special that these almost teenaged boys found this teenage rex.” e story was captured on lm and featured in the new 40-minute documentary “T. REX,” showing on the Museum’s giant-screen In nity eater.

For the exhibit, visitors will get a look at the fossil prep lab, where they can watch as a team of paleontologists clean, preserve and study the T. rex fossil. ey’ll see discoveries being made as more and more of the remains are unearthed and studied.

“I love paleontology so much, so to be able to share it with kids and see it through their eyes is just great,” Toth said. “ at enthusiasm the kids have is shared with everyone on our team as we work on this. Any time we can pull back the curtain and show how we work on fossils is a great opportunity.”

Edmontosaurus, from the Museum’s collection that add some context to the work going on and to the animal the paleontologists are studying.

What makes the nd particularly exciting is that so few adolescent T. rex fossils have ever been discovered. By studying the young T. Rex, scientists have the opportunity to learn how the animals grew and developed.

While there’s still a lot of learning ahead, the aim of “Discovering Teen Rex” is to get people of all ages, but especially children, interested in exploring the landscape around them. You never know what you might stumble upon.

“We hope it inspires kids to put down cell phones and dig around,” Toth said. “Denver and the American West provide access to such amazing landscapes that are worth exploring.”

PUBLIC HEARING NOTICE OF PUBLIC HEARING –CITY COUNCIL

Notice is hereby given to all interested persons that a public hearing will be held by the City Council of the City of Westminster on Monday, September 9, 2024 at 7:00 p.m. at Westminster City Hall, located at 4800 West 92nd Avenue in Westminster, Colorado. The public has the option to attend in person or send in testimony in advance. See below for additional information.

The property owner of Block 4 of the Uplands Filing No. 3 Subdivision, located on the northeast corner of 86th Avenue and Federal Boulevard, has filed application for an Official Development Plan through the City of Westminster. If approved, the application would facilitate the construction of a 25,200 square foot public charter school for 300 students on the four-acre vacant property. The school is an expansion of the neighboring Crowne Pointe Academy.

City Council Action: City Council will approve or deny the Official Development Plan for the property.

Whereas, City staff have negotiated a lease agreement with Barquentine Brewing Company to operate within the Space;

Whereas, Barquentine Brewing Company will improve the economic vitality of the City by creating a space for the neighborhood to gather while generating new jobs and expand the City’s tax base; and

Whereas, the proposed lease agreement between the City and Barquentine Brewing Company is attached hereto as Exhibit “A” (the “Lease”); and

Whereas, the City Council finds the execution of the Lease will provide benefit and advance the public interest of the City and its residents.

THE CITY OF WESTMINSTER ORDAINS:

Section 1. The City Manager is hereby authorized to enter into the Lease with Barquentine Brewing Company in substantially the form attached hereto and as approved by the City Attorney’s Office.

INVITATION TO BID 2024 WASHINGTON ST. SEWER IMPROVEMENTS PROJECT

North Washington Street Water and Sanitation District (the “District”) will receive sealed Bids for the 2024 Washington St. Sewer Improvements Project (the “Project”) at the District office, Attn: Mike DeMattee, 3172 E. 78th Ave, Denver, Colorado 80229 until 2:00 p.m. on September 17th, 2024. At such time, Bids received will be publicly opened and read aloud.

All work is to be performed in accordance with Project’s Contract Documents, District’s Engineering Standards and Rules and Regulations.
