Museum event offers a look at the past

areimers@colorado communitymedia.com For over 15 years, the Adams County Historical Museum has hosted Family Heritage Day, an opportunity for the community to step back in time and learn about the county’s history. This year’s event is 9 a.m. to 3 p.m. on Saturday, Sept. 13, at the museum, 9601 Henderson Road in Brighton and will feature a variety of activities, including a classic car show. From live music to historical storytelling, Family Heritage Day will offer something for everyone. “The event is an opportunity to come and experience great music and the history of Adams County and Colorado,” said Dixie Pierce, museum administrator. “People get to see what life was like and how things were done 50 to 100 years ago.” Not only will attendees have the opportunity to tour the many historical buildings, like the 1887 Victorian house and replicas of a filling station, black smith shop and school house, but they can also learn about flint knapping and check out old farm equipment. “Family Heritage Day started because we really wanted to showcase what the museum has
to offer,” Pierce said. “We keep adding more activities and events all the time.” Over time the museum itself has grown too. Pierce said pretty much everything on display was donated by people in the community. Items like old scales, medical equipment and even a historical printing press are just a few of the many items on display in the Hoffman Hall. The hall is divided into sections like a tool section and home section, which allows people a close look at past items that were used every day. “With the new electronics and technology, kids have no concept of what got us to this stage,” Pierce said. “The museum is a way for kids to learn about the past. Some kids come to the Victorian house and find out for the first time that their grandparents used an ice box for their refrigerator.” For 14 years Pierce has been the museum administrator and during those years, she’s continued to make history relevant to the community. She said she hopes more people experience what the Adams County Historical Museum has to offer during Family Heritage Day. “There’s so much to learn and discover here,” she said. “There is something different out here every day to learn, you just have to be

Drafting begins on collective bargaining ordinance By Ashley Reimers
areimers@colorado communitymedia.com During the Aug. 25 Westminster city council meeting, councilors were faced with frustrated residents addressing whether voters or the council should have the final say on Westminster firefighters gaining collective bargaining rights.
The issue arose after city council directed staff to move forward in drafting a collective bargaining ordinance during an Aug. 18 study session. The direction was established after council majority support from mayor pro tem Faith Winter and councilors Alberto Garcia, Emma Pinter and Anita Seitz. Before the study session the city received a notice of intent to circu-
late a petition to place a question on the November ballot asking voters to choose whether or not the Colorado Firefighter Safety Act should apply to IAFF Local 2889’s firefighters, the local firefighter union. The Colorado Firefighter Act establishes a process whereby a specified collective bargaining approach can be put into place. The Westminster firefighters submitted a notice to petition
with 104 valid signatures, which is more than the 75 percent of the existing fire personnel, which is required by the Colorado Firefighter Act. In lieu of going to the voters, staff is beginning work on a city ordinance that would establish a collective bargaining approach, which could become the basis for Drafting continues on Page 9

The story of rest is the rest of the story It’s 7:20 p.m. and Sean is bent over physics homework, graphs that show position and velocity in relation to time. Motion maps. The work isn’t particularly difficult for him. The challenge is staying focused. “The more I think,” he says, “the more irritated I feel.” Sean is my 17-year-old son. He’s a high school senior and a good student. But he’s tired. If you ask him what he looks forward to on weekends, he’ll give you the same answer many teens do: Sleeping. No wonder. Instead of the eight-and-a-half to nineand-a-half hours of sleep research has found teens need to perform at their best, Sean averages six to seven each night. Even though he sometimes slips into bed at 9:30 or 10, he usually can’t fall asleep until 11, and he’s at school most mornings by 5:45 for weight sessions with his baseball team. Classes begin at 7:35. We are a tired country. The Centers for Disease Control and Prevention has called insufficient sleep a public health epidemic, noting in a 2009 study almost 38 percent of adults had unintentionally fallen asleep during the day at least once in the preceding month and nearly 5 percent had fallen asleep while driving at least once during the same time period. Scary. But not surprising. Like the one-third of adults in the study, I, too, consistently sleep less than the recommended seven hours a day and often find myself longing for just a few minutes in which to rest my eyes. The real calamity, though, is the sleep deprivation of our teenage children, who as a generation are losing the opportunity to achieve their highest potential, simply because they don’t have the few more hours needed to recharge. “Sleep is absolutely vital, not just from
a physical standpoint, but from a mental, emotional and cognitive standpoint,” says Steve Portenga, a performance psychologist who teaches at the University of Denver and helps athletes, surgeons and others in high-risk occupations perform consistently at their highest levels. A key element to that formula is sleep. Sean would agree. On days when he’s tired, “it’s hard to focus. I just catch myself spacing,” he says. But when he feels rested, “it’s easier to participate in class — you feel more in it. It’s easier to comprehend and retain information … I’m just more aware, in general.” Portenga talks about two studies that directly link sleep to performance. In the first, two groups of people were given 12 hours to solve a difficult problem. One group received the problem in the morning, so didn’t sleep before resolving it that evening. The other group received it in the evening, so had the opportunity to sleep before coming up with an answer. “Both had the same amount of time to solve it …” Portenga said, “but the ones who had a chance to sleep performed significantly better.” In the second study, electrodes were connected to the brains of mice as they figured out a way through a maze. As the mice slept, researchers noted the same series of connections firing as had occurred when they navigated the maze. The mice were replaying their route; the brain was moving information from short-term to
long-term memory, which makes retrieving information easier down the road. The study showed, Portenga says, that “for consolidating learning, sleep is a really vital process.” With that knowledge in mind, the American Academy of Pediatrics, saying the average American teen is “chronically sleep deprived and pathologically sleepy,” last week declared middle- and high-schoolers should begin their day at 8:30 a.m. at the earliest — essentially an hour later than most do now. Such a change would align with teens’ natural sleep cycles, which make it difficult for them — like Sean — to fall asleep before 11 p.m. And it would be key to helping “adolescents get the sleep they need to grow and learn.” According to a National Sleep Foundation poll, 87 percent of high school students and 59 percent of sixth- through eighth-graders were sleeping less than the recommended eight-and-a-half to nineand-a-half hours a night. Reasons range from sports, after-school activities, jobs and homework to over-active technology use. The academy’s policy statement noted lack of sleep in teens not only translates to a decrease in learning and poorer grades, but also to more physical and mental health problems and an increased risk of car accidents. Scary. But not surprising. Senior Craig Breuker can attest to the positive impact of a later starting time. His first class this semester starts with second period, which means he begins classes at 8:30. The difference from previous years is stark. “When I wake up, I just feel refreshed,” he says. “When I used to wake up at 6:30, I would always feel down and groggy. I haven’t had a morning where I feel like I want to go back to bed. When I get up, I’m ready for the day to start.”
He’s more focused. He has more energy later in the day. His eyes don’t get heavy. An A and B student, Craig practices soccer after school until 5:15, then mows lawns until dusk, then finally heads home to do homework. If there’s time, he’ll watch some TV until turning off the lights at about 10:30. Going to bed, he says, “is like a restart.” But considering only 15 percent of our country’s high schools begin the day at 8:30 or later, Craig’s sense of rested wellbeing belongs to a minority of teens. There is a long way to go. School district schedules are built around a complexity of ingredients, from bus schedules to athletics to extracurricular activities, and a realignment of all those pieces would need buy-in from not only school officials, but also from parents and teens, themselves. Until the paradigm shifts, until we are willing to take on the challenge — if we ever are — days for many teens will begin somewhat like this: 5 a.m. The first alarm goes off. Music blares. Sean reaches over and turns it off. 5:10 a.m. Music blares again. Unwilling to leave the warmth of his bed, Sean reaches over and sets a third alarm for 10 minutes later. 5:20 a.m. More music. Five more minutes tick by and his feet hit the floor. He throws on a T-shirt, some shorts, shoes. Brushes his teeth. Washes his face. He grabs a water bottle and heads out the door. The board unanimously approved a resolution extending an agreement between Adams County and Community Reach Center for therapeutic intervention services for inmates at the Adams County Detention Center. The service is to treat alcoholism and drug use disorders as well as health illnesses related to these addictions. The program is funded by a Jailbased Behavioral Services (JBBS) Grant from the state and the new agreement is through June 30, 2015.
The board unanimously approved a bid award to Hamon Contractors Inc. for the Washington Street Phase IV improvements in the amount of $5,580,000. This phase will widen and reconstruct Washington Street between East 52nd and East 58th avenues. The scope of work includes removal and installation of curbs, gutters and sidewalks. Utilities will also be relocated and adjusted and asphalt paving and striping will be applied. Commissioners on board are Chairman Charles “Chaz” Tedesco, District 2, Eva Hendry, District 1, and Erik Hansen, District 3. The next regular board of county commissioners will be 9:30 a.m. Tuesday, Sept. 9, in the Public Hearing Room, Adams County Government Center, 4430 S. WESTMINSTER CITY COUNCIL ON THE RECORD Westminster City Council voted on the following legislation during the Aug. 25 meeting. Council members in attendance were Mayor Herb Atchison, Mayor Pro Tem Faith Winter and councilors Bob Briggs, Alberto Garcia, Bruce Baker, Emma Pinter and Anita Seitz.
Interim city attorney appointed
Council unanimously appointed deputy city attorney Hilary Graham to serve as acting city attorney to have and exercise the duties and responsibilities of the city attorney under the City Charter until such a new city attorney is appointed by council. Marty McCullough has been the city attorney for the city of Westminster for the past 28 years. He will be retiring on Sept. 7 and the position will then become vacant. Graham will serve under an interim annual salary of $165,000 until a new city attorney is appointed. City council is currently in the process of recruiting a new city attorney.

Council unanimously approved the
police department’s cumulative expenditures in 2014 with Frontier Radio Communications in an amount not to exceed $75,000. Staff reported taken a conservative approach in interpreting this requirement to include transactions where the cumulative total purchases of similar commodities or services from one vendor in a calendar year exceeds $50,000. Staff has identified Frontier Radio Communications as a vendor that will have total cumulative expenditures exceeding $50,000 for the year 2014. Council also approved the police department’s cumulative purchases in 2014 with Precinct Police Products not to exceed $100,000 through end of the year.

Council unanimously authorized the city manager to award the purchase of one 24-inch and two 14-inch Bailey sleeve valves to the low bidder, Bailey Valve, Inc. in the amount of $256,020, plus an allowance of up to $25,602 for related appurtenances, freight, and shop materials, for a total not to exceed $281,622. The
city needs to purchase one 24-inch sleeve valve for the Northwest Water Treatment Facility and two 14-inch sleeve valves for the Raw Water Interconnect Pump Station.
Bill passed to appropriate funds
Council unanimously passed Councilor’s Bill No. 23 on first reading, providing for a supplemental appropriation of funds to the 2014 budget of the General and General Capital Improvement (GCIF) Funds. At the end of each quarter, staff prepares an ordinance to appropriate unanticipated revenues received during the quarter. General Fund amendments include: $246,926 for intergovernmental revenue, $132,000 for program revenue, $39,145 for grant proceeds, $30,000 for contributions and $5,923 for reimbursements. General Capital Improvement Fund amendments include: $32,871 for grant proceeds and $6,236 for cash-inlieu. The total for both funds is $493,101.
Bill passed for grant funding
Council unanimously passed Councilor’s Bill No. 24 on first reading, autho-
rizing the supplemental appropriation of federal grant funding from the Regional Air Quality Council in the amount of $55,260 for the purchase and installation of Global Positioning Systems on vehicles in the city’s fleet. The city has purchased Zonar Global Positioning Systems (GPS) on 180 fleet vehicles for the management and reduction of idling in city vehicles for a total cost of $48,304.60. The pricing for this purchase was established as a part of the Denver Public Schools bid contract which contained price sharing language. The installation of these GPS devices was completed by the Zonar approved installation company Velociti at a cost of $29,042. As school starts, lawmakers are touting an education law passed this year that many believe will help students achieve greater success. Earlier this year, the Legislature passed a pair of school funding measures that Gov. John Hickenlooper later signed into law to increase spending within the state’s school finance system by $500 million. The money provides more funding for several areas of K-12 education, including school construction, preschool, kindergarten and English language learner programs. The measures increase per-pupil Capitol spending by about Report 5 percent and allow schools across the state to open up 5,000 more seats for preschool and full-day kindergarten. Lawmakers also restored $110 million in education funding that had been stripped as a result of recession-era budget cuts. Those “negative factor” cuts had slashed about $1 billion from the state’s K-12 budget. Schools will also see an increase in the number of counselors at middle and high schools, in an effort to lower the current student-to-counselor ratio, which Senate Democrats say was at 400-1 prior to the legislation being passed. “When students are focused on their studies and have a graduation plan, they excel,” said Sen. Rachel Zenzinger, D-Arvada, who sponsored legislation to increase the number of guidance counselors. The school funding pieces received the support of all Democrats and some Republicans, including outgoing Rep. Carole Murray, R-Castle Rock, who co-sponsored the Student Success Act, a major component of the school finance measures. “It’s a tribute to the importance of education to the legislators in this state that we maximized our increase to (education) this year,” Murray said. “As we’re coming out of the recession, we had some tough decisions to make.” Among those tough decisions was factoring in how much say local school boards have in determining how they allocate monies for their own districts. Many Republicans wanted to see school districts have more autonomy in determining how the cash infusion is being spent, rather than an across-the-board system that the state controls. Rep. Former council member vies for county seat Transportation, jobs, art on Rose’s agenda By Tammy Kranz
tkranz@coloradocommunitymedia.com Wilma Rose believes her experience as a city council member and the 17 years she spent as a School District 27J employee makes her a good candidate for county commissioner. “There are going to be issues that confront our county, and I feel I can contribute something,” said the Brighton resident. “I can work effectively with many people.” Rose is the Democratic candidate for the newly created District 5 seat on the Adams County Board of Commissioners. Members on the board will be residents in their districts but are to be elected by the voters of the entire county. Rose served on Brighton City Council for eight years, and was termed out in January. She worked 17 years as an inclusion specialist working with special needs students with District 27J. Retired now, Rose said her job with the school district required working with lots of different people — teachers and administrators — and that she was able to carry that skill over to her work in an elected office. “We don’t always have to agree, we just have to come up with a solution,” she said. “You don’t want everybody to think alike. You need diverse views to come up with better ideas.” After retiring from the school district she worked as an organizer for Colorado WINS.
If elected, one of the things Rose said she’d like to tackle is developing more skilled labor. “I’m not saying we don’t have that, but I do occasionally hear businesses say they can’t find enough skilled labor,” she said. “Without that we’re always going to deal with the poverty level and unemployment.” She said she would like to talk to businesses and vocational and high schools to figure out ways to strengthen the county’s labor force. She wants to work to bring in more manufacturing and industrial jobs as well. She said a near and dear issue to her is arts and culture and that she would like to strengthen their presence throughout Adams County. Wilma Rose “One of our strengths is our diversity,” Rose said. “I think we show that through our arts and culture.” Other issues Rose said she would like to focus on is reviving the Adams County Fair Parade and providing affordable transportation within the county. Rose earned a liberal arts associates degree from Ellsworth Community College in Iowa. She and her husband of 48 years, Dave, have three adult children and two grandsons. Rose has lived in Brighton since 1977 and has served on the Denver Regional Council of Governments (DRCOG), Adams County Economic Development, Brighton Parks and Recreation Board. She is still a member of the Brighton Legacy Foundation and an Eye for Art Committee. Rose said while on council, she gained a reputation of putting the needs of the people first and studying the is-
sues. “There are a number of things happening in Adams County, we just need to expand on it,” she said.

areimers @colorado communitymedia.com As a 45-year resident of the city of Thornton, Carol “Jody” Beckler knows her way around town. During that time, she owned a small business for 17 years, raised four children and served on Thornton City Council from 2001-2009. Now Beckler is taking a political step up and is running for House District 31 against incumbent Joe Salazar. The Republican says she felt there was a need at the Capitol, so she decided to run. “I want to make a difference,” she said. “I feel there are things that need to be worked on for the city and the state.” As a city councilor, Beckler worked aggressively on the FasTracks issue, working to get the rail system to her city. She said she will continue to work on transportation issues at the state level in an effort to find ways to relieve some of the traffic problems on Colorado highways.
She says her time on council allowed her to work closing on the transportation issues, and she plans on bringing that experience to the Capitol. Beckler is also concerned with education in the state, especially Common Core, set of high-quality academic standards in mathematics and Carol Beckler literature. She is not a supporter of the standards and believes the children nowadays aren’t learning the things they used to, like learning to write in cursive. “I’ve spoken with a principal and he said there will be testing from January to March. So during those months all the kids will do is test,” Beckler said. “The kids don’t get a chance to learn or study the way kids used to do.” If elected, Beckler said she hopes to bring additional funding to arts programs in schools. She said the state needs to provide more opportunities
for students to express themselves in an artistic way. “More funding needs to go back to the arts programs in schools,” she said. “Students need more opportunities than just two plays per year to perform.” Owning her own Thornton business allowed Beckler to experience firsthand the needs of small business owners. She believes small businesses are the backbone of the Unites States and plans on being a voice for that community. Beckler also plans on supporting continued fracking in Colorado, if elected. “If we are ever going to get relief from foreign oil, we have to bring it up ourselves,” she said. “We have the oil, so why don’t we get independent. Fracking is a way for us to get there.” Beckler is hosting call nights every Tuesday and visiting with people face to face. Why does it take a lawsuit to cooperate? You know some things just should not have to resort to a lawsuit to work out the issues. However, in today’s litigious society, it seems litigation has become the norm way too often. A recent example of such action came from protracted frustration by some Adams County cities with Adams County Sheriff Doug Darr’s stance on the municipal prisoner jail cap which resulted in the cities filing a lawsuit. The cities were attempting to get the prisoner cap removed as municipal judges found their hands tied on sentencing some guilty offenders to the Adams County Jail. And we are not talking about barking dog offenders or excessive weed growth!
Temporary resolution realized
This past week Adams County and the five municipalities which had sued the Adams County Commissioners and Sheriff reached a TEMPORARY resolution to the issue at hand. The cities involved in the litigation are Aurora, Commerce City, Federal Heights, Northglenn and Thornton. Westminster and Brighton chose not to join the litigation. Instead of the arbitrary 30 municipal prisoners being allowed at the jail at any given time, a limit of 65 has been agreed upon. This agreement only lasts to May 15, 2015. What will happen then? Sheriff Darr will be long gone and probably could care less. He is term limited and will be out in early January. The cities will have to pursue a new agreement or pick back up on the lawsuit next year unless the new Sheriff sees things differently than Darr.
Ask the candidates
While I am pleased to see the TEMPORARY resolution to the problem, it still begs the question of why can’t such resolutions be reached without litigation? Remember, elected officials are supposed to serve the people and the county sheriff has the duty to incarcerate people found guilty in a court of law.
Adams County voters will have a choice in the November election for a new sheriff. The Democrat running for the position is Rick Reigenborn and the Republican is Michael McIntosh. Also, the County Commissioners have a role in this issue. They approve and appropriate the funds for the sheriff to manage the jail. You might want to ask each set of candidates what their respective position is on a jail cap for municipal prisoners. At least those of us who live in incorporated cities have a direct interest in how the new sheriff and Board of County Commissioners will handle this issue after the temporary agreement would expire.
City taxpayers pay twice
Serve the interests of all taxpayers
Another provision of the temporary settlement calls for the cities to pay $45 per day per prisoner over the 65 prisoner cap to Adams County if there is room at the jail and the city wishes to house their prisoner there. This amounts to city taxpayers paying twice when the $45 per day per municipal prisoner comes into play on top of property taxes paid to the county. As I have written previously, county property tax revenues generated from municipalities heavily outweigh the amount of taxes paid by unincorporated taxpayers. Yet Sheriff Darr imposes a double standard with the municipalities getting the short end of the stick. Why is that?
Let’s hope once a new sheriff is sworn next January that a level-headed approach will be realized between the County and the municipalities on this protracted issue. There is additional jail facility space for more prisoners and should be made operational. Darr acknowledges that the Board of County Commissioners provided more funds for jail staffing and sentencing has been modified where possible without jail sentences. Let’s solve this issue once and for all and serve all the taxpayers of Adams County without a double standard. Bill Christopher is a former Westminster city manager and RTD board member.

The wiley words women use How many times have you caught yourself use these words or expressions? I’m guilty, and I’ll bet you are also. Give it a whirl.
Nine words women use 1) Fine: This the word women use to end an argument when they are right and you need to shut up. 2) Five minutes: If she is getting dressed, this means a half an hour. Five minutes is only five minutes if you’ve just been given five more minutes to watch the game before helping around the house. 3) Nothing: This is the calm before the storm. This means something, and you should be on your toes. Arguments that begin with nothing usually end in “Fine”. 4) Go ahead: This is a dare, not permission. Don’t do it! 5) Loud sigh: This is actually a word, but is a non-verbal statement often misunderstood by men. A loud sigh means she thinks you are an idiot and wonders why she is wasting her time standing here and arguing with you about nothing. (Refer back to No. 3 for the meaning of nothing.) 6) That’s okay: This is one of the most dangerous statements a woman can make to a man. That’s okay means she wants to think long and hard before deciding how and when you will pay for your mistake. 7) Thanks: A woman is thanking you, do not
question or faint. Just say you’re welcome. (I want to add in a clause here – This is true, unless she says “Thanks a lot” – that is PURE sarcasm and she is not thanking you at all. DO NOT say “you’re welcome.” That will bring on whatever. 8) Whatever: Is a woman’s way of saying “I really don’t care.” 9) Don’t worry about it, I got it: Another dangerous statement, meaning this is something that a woman has told a man to do several times, but is now doing it herself. This will later result in a man asking “What’s wrong?” For the woman’s response refer to No. 3. Stay well, stay involved and stay tuned. LETTER TO THE EDITOR Response to stance on firefighters One of our most important values here in Colorado is freedom — that and the Broncos. Many of you are aware of the city’s longstanding support of local control. I believe local control is the foundation of how our city expresses freedom. After reading last week’s column by Bill Christopher I felt a response was needed. I support moving forward with allowing our firefighters to enter into a collective bargaining agreement because I value hard work, I value public safety and I value team work. While we

future collective bargaining efforts from other city employees and groups. For guidance on the draft staff will need to bring in outside expertise at a cost of $25,000. During the study session, councilors Bob Briggs and Bruce Baker and mayor Herb Atchison all voiced their supportive opinions in taking the issue to the voters. “I think something as important as this, the voters should have a chance to give their say on the matter,” Baker said. With the opposite view, Winter made it clear she supported the ordinance and said by drafting the ordinance, council is being proactive. “By us proactivity entering into this, it is the best way to start off in a good relationship,” she said. “This is something that is better for our firefighters, city and residents.” Councilor Seitz said her concern with going to the voters was losing the city’s home rule. “By crafting our own ordinance, we can retain home rule authority,” she said. “I don’t think we can just assume we would
need to prevent people from taking advantage; it is important to create an economy and a community that works for everyone. What many citizens of Westminster don’t know is the majority of our firefighters have been part of a union for a many years, they just have not been recognized by the city. A variety of residents spoke up during the public comment portion of the Aug. 25 council meeting expressing their desire to have some say in the matter. Resident David DeMott, who ran for city council last year, said he believes in the fundamental right of the voters. He said by not going to the voters, he fears the council is not giving residents a city right. “I think the proper channel is for you to take this to the voters,” DeMott said. “There wasn’t a lot of information going out to your voters on this issue and that is something you are elected to do. If you want engagement from us you need to put information out so we can engage on these subjects.” From the Westminster Fire Fighters Local 2889’s perspective, members are excited and appreciative of the ordinance. Ron Taylor, union president and 17-year firefighter, said he is proud the council majority listened to the firefighters’ safety concerns and took a proactive stance in assuring firefighter safety. “Firefighters work in extremely hazardous conditions day in and day out. with various backgrounds who identified priorities for a bond and mill levy override, the board approved a $220 million bond question and a $15 million mill levy override during an Aug. 27 special meeting. “I have to thank the committee for putting in long hours and giving us their input,” board president Mark Clark said. “What was looked at is going to be the best to actually give our kids a leg up in the world and make them better learners in the future. “ When the panel began discussions components for a $200 million bond was on the table. But after consultation with bond advisers, Superintendent Chris Gdowski said a $220 million bond package could be implemented without a tax increase, largely because interest rates remain lower than projected when the district’s bonding options were first analyzed early in 2014. Possible use of the bond money if approved include: the construction of one or two K-8 schools, expansion of the school proposed for construction in the Lewis Pointe subdivision to four classroom rounds per level rather than three classroom rounds per level, further expansion of existing district middle schools to serve additional students and relieve future crowding, expansion of high school capacity and additional allocation to maintenance of existing district buildings. “I’m excited to put this bond on the ballot this fall,” said board director Kathy Plomer. “We need every penny to go to our build-

During the meeting Gdowski pointed out that the district has dealt with very limited resources for a number of years and said he thinks the district has maxed out the ways of getting excess costs and things that are overhead intensive off the books. He said the district has done great work being nimble and creative in trying to use existing resources to makes things like STEM Launch and STEM Lab happen. “At a certain point creativity, thoughtful managements and cutting extraneous overhead off your books can’t happen anymore and we are now at that spot,” Gdowski said. “I feel really good standing in front of our community and asking them to invest. I think we can make a compelling case that is a great investment and there will be an outstanding return on this investment.”

“M
emphis” takes the stage with a little love, laughter and good ol’ fashioned rock ‘n’ roll. In a time where color defined social norms and carefree pop music dominated the radio, a song of change and love arose from the underground. “Memphis,” a musical by Joe DiPietro with music and lyrics by Bon Jovi’s David Bryan, opens the at the Arvada Center, Sept. 9, taking audiences back to the early 1950s in an electrifying world where acceptance and love triumph and rock ‘n’ roll, gospel and blues rule the airwaves. “It’s very strong show,” said Director Rod A. Lansberry. “You’re dealing with so many emotions and mindsets of how things were and how things are. You can’t candy coat that; we all have to face things we don’t really want to face — but you have to recognize that were surrounded by elements like that.” Transitioning to the early 1950s, “Memphis” takes you through the lives of Huey (Jim Hogan) a young white disc jockey, and Felicia (Aisha Jackson) an aspiring black underground nightclub singer. Falling in love with the sound of her voice, the story follows the couple as Huey helps launch Felicia and the energetic, emotional sounds of the R&B into homes across America. “It’s very powerful and inspiring,” Jackson said. “It tells you an important story without banging you over the head with it — it’s smooth.” Through his radio show, Huey crosses both racial and societal boundaries, bringing what was then referred to as ‘race music’ to a white audience and tackling the hardships of interracial relationships. With struggles of an impending cultural shift, Huey and Felicia work toward their dreams while facing a world of differences where acceptance and love doesn’t come cheap. “Historically, this

`Uncorked’ fall series opens

The fall series opens Sept. 4, and the Sept. 19 “Uncorked” event will feature the band My Old School — A Tribute to the Music of Steely Dan. My Old School is the culmination of the efforts of 12 professional Denver musicians who feel an affinity to Steely Dan and the music that Walter Becker and Donald Fagen created by applying jazz to pop music. In addition to the September music lineup, winemaker and namesake Paul Bonacquisiti will be featuring three new wine releases, including a bold spicy Petite Sirah, which last year sold out to wine club members upon release, as well as a Barbera and the [d] Red, a blend of 80 percent Merlot, 10 percent Syrah and 10 percent Zinfandel. The [d] Red is named after Delagua, the coal camp in southern Colorado where Bonacquisti’s father was born. The [d] Red and Barbera releases will be available by the bottle and on tap at the winery in one-liter refillable growlers. Each event runs from 5:30 to 8 p.m. Admission is free and wine is available to purchase, as is food from a food truck that changes each week. Legacy tops Broomfield By Scott Stocker No doubt it was a gold trophy, The Mayor’s Cup, worth holding high after Legacy defeated crosstown rival Broomfield, 21-6, last Friday in their season opening football game on the Eagles field. Yet there is little doubt Legacy, coached by Wayne Voorhees, would like nothing better than to hold high a trophy for winning the Front Range League at the end of the season. It would be all the better holding the golden Class 5A state championship trophy at the end of the season. Never rule any team out at the beginning of a season, but it’s going to be a rough go for the Lightning as they try to improve on four consecutive 4-6 seasons. Legacy was able to get on the scoreboard in the second quarter. The drive started following a blocked, 27-yard, field goal attempt by Broomfield’s Bryan Tanagawa with 8:41 left in the quarter. From there, the Lightning fashioned a nine-play drive that ended on an eight-yard run by Connor Connolly with 5:16 remaining. Junior Evan Baugh, who would eventually rush for 81-yards, helped the drive with a pair of 14-yard runs that would help put the ball on Broomfield’s 13-yard line. A five yard run by quarterback Matt Lynch placed the ball on the eight-yard line. On the next play, Connolly dashed in for the touchdown. Josh Boddy tacked on the extra point that eventually could be determined as the game winning point for Legacy. “We just wanted all of us to be on the same page tonight,” said Connolly, who would rush for 103-yards on 19 carries. “We got the Cup and that’s certainly a good way to start the season for us. It’s a good rivalry against some good friends on the other side. We still want to play a lot harder this season and it’s going to be a challenge.” Connolly would score his second touchdown on the first play of the fourth quarter on a three-yard run. The Lightning would only need four plays to score from 22-yards out, but they were also helped by a Broomfield personal foul penalty following an incomplete pass by Lynch that placed the ball at the Broomfield 11-yard line. K.J. Robinson carried the ball on the next two plays which took the ball down to the 3-yard line. From there, Connolly took it over the goal line with 11:56 showing on the

clock. “We executed according to our game plan today,” Lynch said. “This is somewhat of a special game as a lot of us from both schools have grown up together. But for the duration of the game, you have to forget about friendship and play just a hard as you can. “We were able to set the tempo in the game and we just didn’t want to give them any solid opportunities to score against us,” Lynch said. “It was just a good start tonight.” Certainly a good start for Lynch as he completed 11-of-16 passes for 160-yards. The effort also included his first touchdown pass of the season of 11-yards to Jack Ruscher with 1:22 remaining in the second quarter. Yet he would also give up his first interception of the season as Broomfield’s Shane Wetzel pulled the ball down with 9:21 left in the third quarter. Broomfield took advantage of a blocked punt in the fourth quarter to score its only touchdown of the game with 6:01 remaining. Brock Abeyta was able to get the block
that rolled back to the Legacy end zone. It was here that the Eagles Cal Lively recovered the ball for the score, but the try for the extra point failed. Troy Fossett led the defense for Legacy with seven tackles, with three of his teammates coming through with six stops apiece. It was a tough loss for Broomfield and coach Gary Davies, but it also was a game in which the Eagles were missing some key players. “We were not prepared and that’s on me, not the kids,” said Davies, beginning his 30-season in the coaching ranks. “We didn’t move the ball when we did have some opportunities, but there was some pretty good efforts. “We’ve got some excellent competition coming this season from Windsor, Longmont and Loveland,” Davies said. “We just have to get right back to work. We were, though, missing some pretty good players due to injury. Now, we just have to see how we come along.”

Football roundup: Sky the limit for Horizon By Scott Stocker It was an interesting opening week in football for Horizon and Holy Family as both came away with impressive victories. The same couldn’t be said, however, for Northglenn, Standley Lake, Thornton and Westminster. HORIZON 32, PRAIRIE VIEW 18 Horizon hosted Prairie View and came away with 32-18 win, with the passing game well intact. The rushing game, however, still needs a bit of work and in a way, this was a come-from-behind win for the Hawks. Horizon led 17-12 at the half, but trailed 18-17 going into the fourth quarter. It was here that Horizon tallied 15 points to pull out the win. Horizon quarterback Ayden Karraker completed 10-of-16 passes for 265 yards and three touchdowns. All three scores, by the way, were gathered in by Jacob Dinkel, who came through with 168 yards on his three receptions. Parker Strain (2 receptions, 35-yards), Gino Tate (2-25), Taylor Clement (2-19) and Zach Woods (1-18) rounded out the nights catches. As mentioned, the rushing game was a bit down in the opener. Karraker added 36-yards on the ground on his 13 carries while Keenan Wilson rushed six times for 21. Art Toledo added 19-yards to the ground game. Defensively, Wes Exum had a fine night coming through with 12 tackles to lead the defenders. HOLY FAMILY 66, MOUNTAIN VIEW 47 It may have seemed that Holy Family was involved in a basketball game rather than
football as the Tigers came through with their 66-47 victory over Mountain View. Holy Family actually trailed Mountain View, 27-26 at the half. The Tigers scored two touchdowns in the third quarter then broke the game wide open in the fourth quarter with 26 points. Holy Family’s defense accounted for the Tigers first touchdown of the season. It was here in the first quarter that Ben Lavoie returned a 12-yard fumble recovery for the score with 8:53 left in the quarter. Mountain View counted with 1:46 left as Dennis Landry pulled in an 18-yard pass from quarterback Adam Baumann for the score. Then it was on to a wild second quarter where each team scored three touchdowns. Holy Family’s Matt Durnford scored the first one of the period for the Tigers on a fiveyard run with 10:56 on the clock. But it didn’t take long for Mountain View to answer as Logan Stewart returned the following kickoff 92-yards for a touchdown – remaining time, 10:45. There seemed to be no need for time to run down for Holy Family. With 9:49 left in the period, the Tiger’s Bryce Buderus gathered in a 65-yard pass from Chris Helbig. And, it was a quick quarter-ending experience for both teams in that second quarter. With 1:14 left, Baumann scored on a 30yard run. Then with :33-seconds left, he scored again on a four yard run. But with only :07 left in the half, Joey Golter scored on a 23yard pass from Helbig. Holy Family’s Ryan Younggreen went the long and short routes for the Tigers in the third quarter. He scored first on a 4-yard run with
7:27 left in the third, then on a 73-yard run with 4:37 remaining. Once again, it didn’t take long for the opponent to answer. With 2:23 left, Dakota Sedillo scored on a 12-yard pass from Baumann, thus setting the stage for a wild fourth quarter finish. Helbig scored on a 4-yard run with 10:09 left in the fourth. It was followed by a 17-yard touchdown reception by Mountain View’s Landry from Baumann with 8:02 left. Holy Family quickly answered as Weston Dinsmore caught a 35-yard touchdown pass from Helbig with 5:43 left. Quickly, Mountain View answered as Jordan Kress returned the ensuing kickoff 88-yards. Holy Family closed out the basketball game, excuse me, football game as Younggreen scored on a 3-yard run with 4:46 remaining, then finished the night with a 2-yard touchdown with 1:20 remaining. Holy Family will host Discovery Canyon this Friday. VISTA RIDGE 56, NORTHGLENN 0 Northglenn’s defense couldn’t put a hold on Vista Ridge running back Eric Stowers, who rushed for 161 yards and scored twice, or quarterback Elway Tubbs, who completed 6-of-8 passes for 161 yards and a pair of touchdowns. Both touchdowns were to FernandezAvila, who also caught a third touchdown pass from Joseph Saling. Northglenn trailed 47-0 at the half and could never recover. The Norse host Poudre, Sept. 5. STANDLEY LAKE Standley Lake was also shut out in its
opener against host Pueblo Central, 20-0. Quarterback Jacob Naranjo completed 12-of27 passes for 116-yards, but couldn’t find the end zone. Kellen Muller caught four passes for 49 yards, Michael Kerr, who also rushed eight times for a team-leading 31-yards, had three receptions for 30-yards. Standley Lake plays at Monarch, Sept. 5. ADAMS CITY 21, THORNTON 8 Adams City put the damper on Thornton’s opening night as the Eagles defeated the Trojans, 21-8. And, the Trojans struggled in their passing and running games. Ryan Gomez completed 10-of-25 passes for 87 yards for Thornton, but also had a pair of interceptions. Judge Mueller had a better percentage passing, 6-of-7 for 58 yards, but neither had a touchdown pass to their credit. On the receiving end, Chris Rojo caught eight passes for 71 yards. To make things rougher, Chad Fuhrman was the leading rusher with only 16 yards on the ground. Leading the way in tackles was Anthony Padilla with seven. Thornton hosts Aurora Central, Sept. 5. RANGEVIEW 26, WESTMINSTER 22 Rangeview sophomore made it tough on Westminster as he carried the football 31 times for 141 yards and a touchdown. The Raiders quarterback, Quaid Vincent, completed 6-of-11 passes for 76 yards while the leading receiver, Areleous Hughes, had only two receptions for 21 yards and a touchdown. With dozens of the world’s best professional golfers set to tee it up at Cherry Hills Country Club this week, tickets are at a premium. No tickets will be sold at the gate for the Sept. 4-7 BMW Championship and fans are encouraged to check online at www.BMWChampionshipUSA.com for availability. “We do expect to see maybe over 140,000 fans for the week,” said BMW Championship General Chairman George Solich. The BMW Championship is the third — and second to last — leg of the seasonending FedEx Cup playoffs. The top 70 players in the standings advance to Cherry Hills for the first Colorado PGA men’s event since the 2006 International at Castle Pines. The top 125 players in the FedEx standings, which didn’t include Tiger Woods, played Aug. 21-24 at The Barclays in Paramus, N.J. to kick off the playoffs. Hunter Mahan won the event, and in turn moved from 62nd to first in the standings, dropping Rory McIlroy to second. Playoff contenders were trimmed to 100 for the Deutsche Bank Championship Aug. 29-Sept. 1 in Norton, Mass., and the top 70 will then come to Cherry Hills. Playoff points are added to those garnered during the regular season and points will determine the eventual champion following the Tour Championship Sept. 11-14 in Atlanta. Only the leading 30 players in points after Cherry Hills will play in Atlanta. In addition to Mahan and McIlroy, other celebrated players in the top 100 prior to the Deutsche Bank Championship include Bubba Watson (fifth), 2010 FedEx champion Jim Furyk (sixth), Rickie Fowler (11th), Sergio Garcia (15th), Kent Denver graduate Kevin Stadler (34th), Ernie Els (39th) and Phil Mickelson (57th). Broomfield outlasts A-West in Volleyball Improved Wildcats fall to Eagles in dramatic fifth set By Daniel Williams
dwilliams@coloradocommunitymedia.com ARVADA - The Arvada West Wildcats looked really good in the season opener against Broomfield — only they lost the match. The Wildcats were beat by the Eagles 3-2 (25-27, 25-13, 1725, 25-22, 2-15) in a thriller that went back and forth and was evenly matched until the final set. A-West senior Mikaila Paxton led the Wildcats with 13 kills and helped overpower Broomfield during stretches of the match. Paxton and sophomore Aza Underwood (nine kills) helped push the Eagles for four full sets but the youth of Arvada West caught up with them in the final set. That is when Broomfield’s senior leadership caught up with A-West, as senior’s Callie Kaiser and Tori Biggerstaff helped take over the match down the stretch. Kaiser recorded 19 kills and routinely made big plays to keep Broomfield in control and Biggerstaff’s 15 kills were the third most by any player in the match. But Broomfield wasn’t just a dynamic duo. It took a total team effort for the Eagles to hold off the Wildcats. Junior Kaley Radcliff led Broomfield with 25 digs and sophomore Madi Rademacher led all players with six blocks and six aces. Arvada West junior Amalia Linton led her team with 14 digs and junior Kayla Sanchez led the Wildcats with 26 assists. A-West played hard for all five sets and at times looked superior to Broomfield, but the Wildcats are also one of the youngest teams in 5A Jeffco with only three seniors on their roster. On the other hand, Broomfield has several key players who are all seniors and who all stepped up when called on. A-West and Broomfield were both middle-tier teams in their leagues last season, both looking to take a big step this season. And despite the loss for Arvada West both teams still could make that leap to the top of their league standings. A-West finished 11-11 (3-5 in league) last season behind several really good teams like Lakewood, Ralston Valley and Bear Creek. This season the Wildcats plan on finishing the season as a top three team in 5A Jeffco. Broomfield struggled last season and finished 9-16 (5-9 in league). But was also a better team than the record might indicate. But by the end of the season you could see that the Eagles were improving, evident by Broomfield winning four of five games near their season’s end. The Eagles will host Monarch on Thursday at 6:30 p.m. A-West will play at Cherry Creek Friday at 6:30 p.m.

The rebate shall include use tax payments paid directly to the City by the Company, and/or sales tax collected from the Company and remitted to the City by City licensed businesses. b. Rebates will be based on the documentation prescribed by the City and provided by the Company which illustrates purchases or delivery of any such furnishings, fixtures, or equipment that occurred within the City of Westminster for the 11080 Circle Point facility and that taxes were paid to and collected by the City. 4. Expedited Plan Review Fee. Should an outside agency be retained for expedited plan review service related to the Company’s building permit application, the extra cost will be paid by the City Economic Development Office up to a maximum of $4,000. 5. Payment of Rebates – The Company will file returns and pay City sales and use taxes due no less frequently than on a calendar quarter. Rebates shall be calculated for each calendar quarter based upon revenue actually collected and received by the City in connection with the opening and operation of the new facility. a. If the total amount of a quarterly rebate due to the Company is at least $100, the rebate will be paid within thirty (30) days following the end of the calendar quarter. b. If the total amount of a quarterly rebate due to the Company is less than $100, such rebate will be added to the next quarterly rebate due until the total amount to be rebated is at least $100. The accumulated amount of such rebates will then be paid within thirty (30) days following the end of the most recent calendar quarter reported. c. Payments shall commence for the calendar quarter during which final occupancy approval is granted. d. No payment shall be made until the Company has obtained a City of Westminster business license for the new facility. e. All payments by the City shall be made electronically to the Company’s designated financial institution or other account. 6. Entire Agreement. This Agreement shall constitute the entire agreement between the City and the Company and supersedes any prior agreements between the parties and their agents or representatives, all of which are merged into and revoked by this Agreement with respect to its subject matter. 7. Termination. This Agreement shall terminate and become void and of no force or effect upon the City if the Company has not secured additional space and moved into the new facility by March 1, 2015 or should the Company not comply with the City regulations or code. 8. Business Termination. In the event the new facility ceases to conduct business operations within the City at any time prior to October 31, 2019, then the Company shall pay to the City the total amount of fees and taxes that were paid by or for the Company for the new facility to the City and were subsequently rebated by the City to the Company pursuant to this Agreement within sixty (60) days of business termination. 9. Subordination. The City's obligations pursuant to this agreement are subordinate to the City's obligations for the repayment of any current or future bonded indebtedness and are contingent upon the existence of a surplus in sales and use tax revenues in excess of the sales and use tax revenues necessary to meet such existing or future bond indebtedness. The City shall meet its obligations under this agreement only after the City has satisfied all other obligations with respect to the use of sales tax revenues for bond repayment purposes. For the purposes of this Agreement, the terms "bonded indebtedness," "bonds," and similar terms describing the possible forms of indebtedness include all forms of indebtedness that may be incurred by the City, including, but not limited to, general obligation bonds, revenue bonds, revenue anticipation notes, tax increment notes, tax increment bonds, and all other forms of contractual indebtedness of whatsoever nature that is in any way secured or collateralized by sales and use tax revenues of the City. 10. Annual Appropriation. Nothing in this agreement shall be deemed or construed as creating a multiple fiscal year obligation on the part of the City within the meaning of Colorado Constitution Article X, Section 20, and the City's obligations hereunder are expressly conditional upon annual appropriation by the City Council. 11. Governing Law: Venue. This agreement shall be governed and construed in accordance with the laws of the State of Colorado. This agreement shall be subject to, and construed in strict accordance

Now I am all for everyone getting a fair deal, and playing by the rules. But on an issue of local control I trust that the freedom to make a Westminster solution is best. Christopher mentioned some of the problems of Senate Bill 25, which the governor recently signed into law. For example, a costly requirement that would require an impasse to go to voters in a special election. We were faced with a difficult decision. If we had moved forward with our own language there either would have been dueling ballot initiatives with the SB 25 language being more popular to voters or worse a legal battle between the fire fighters and the city.
Also, I believe that one of my top priorities as an elected official is protecting the safety of the citizens. I did not think having firefighters suing the city is how we do business. We need to move forward in a way that values all employees and insures that all departments continue to work as a team. Ultimately, recognizing the existing firefighter union is about safety. This is about giving them a voice to work with the city on decisions about what equipment they need to save lives, the staffing levels that are needed to reduce response times and a way to value the experience and ingenuity of our front line firefighters. Erin Markham, the third generation of the Badis family who now operates the restaurant with her husband, Nathan, held a 50th birthday celebration on Aug. 29. The party included menu specials and special prices that evoked the early days of The Noodle: Large one-topping pizzas for $3.95 and spaghetti and meatballs for $4.95. Markham grew up at the restaurant, which her grandfather Sam bought in 1964 and renamed from Jim Sano’s to “The Saucy Noodle,” with the culinary warning out front on its distinctive red and white canopy awning: “If you don’t like garlic, go home.” A lot of garlic goes into the Noodle’s spaghetti marinara, which is vegetarian but has so much garlic in it that it looks like ground beef. “The red sauce is grandmother Inez Badis’ recipe,” Markham said. “It’s been a
menu staple throughout the decades, alongside the most popular dish, lasagna, as well as spaghetti and the restaurant’s baseball-sized homemade meatballs.” The menu also features one appetizer that might not catch a younger person’s eye: Morey Amsterdam’s fried ravioli. The dish is named after the late actor and comedian who is best remembered as part of the ensemble cast of the classic “The Dick Van Dyke Show” on television. “It’s called that because in the ’60s he came in and asked if we had such a dish, and we didn’t so he helped himself to the kitchen and made it himself,” Markham said.
