At the BID Company we’ve spent the first 6 months of the year developing projects which, I’m happy to say, are now coming to fruition. As you ‘ll see on pages 14-15, a major focus for the team will be the overseeing the £1.4m upgrade of the public realm in the Commercial District, which begins this month. There’s also a campign to launch very soon to promote the Superfast Broadband vouchers - and the defibrillator sign up scheme is beginning to gain signatories. We also have our eyes on the year to come and are busy now developing a business plan – in consultation with businesses and stakeholders - for a new 5 year cycle up to 2021. But back to the here and now – and summer and the season of fun. Of zip wires and festivals and potentially the city’s first rooftop cinema (pg 8).

This issue puts a special focus on celebrating outdoor life in the city centre (pg 10-13) be it our amazing art and architecture, the brilliant events we host to the wonderful places to explore during breaks or after work. So busy are we in our jobs, we often lose sight of what is on our doorstep. Clearly a lot of people have been busy judging by the number of developments – especially in the dining sector (pg 9). The city centre’s appeal shows no sign of slowing down in this reagrds, and the new exhbition centre opening in September will further fuel this trend. And finally, how pleasing it was to see such an amazing result in our annual Mystery Shop programme? (pg 17). At the BID we’ll continue to work hard to support you in maintaining excellent standards which is why we’ve partnered with the City of Liverpool College to map out your training needs over the coming year. Liverpool’s Festival for Business – On The World

Why a blank front page is big news for the Echo The Liverpool Echo printed a blank front page for the first time in its 136-year history at the start of June. The bold move launched a consultation on how the newspaper should change. A relaunch is due at the end of the month and readers have been asked to tell editor Alastair Machray what they would like to see in it, using the Twitter hashtag #TellAli.

Liverpool’s International Festival for Business 2016 (IFB 2016) has been enjoying the global spotlight – at the 9th World Chambers Congress (WCC). Held in Turin, the event gave the city’s flagship business event an global profile to more than 120 countries. The event was part of a publicity drive which will climax on June 24 when a raft of IFB 2016 headline announcements will be made at London Stock Exchange. Ian McCarthy, festival director of IFB 2016, said: “WCC provided an incredible opportunity to speak to organisations who can promote our festival in countries right around the world. “IFB 2016 is well-positioned to bring together worldwide businesses to debate emerging issues to spearhead new ways and opportunities of growing – and most importantly, to do deals.”

IFB 2016 sponsored the World Chambers Competition at the congress - the only global awards programme to officially recognise ‘innovative projects’ in the SME sector. Liverpool Chamber’s IFB event, ‘Meet your Global Network’, has already attracted support from the World Chambers Federation and the British Chambers of Commerce, and promises to create opportunities for local businesses looking to go global. It will combine presentations and discussion, as well as breakout one-toones with World Chamber representatives. Jenny Stewart, chief executive of Liverpool and Sefton Chamber of Commerce, which is based in Old Hall Street, said: “IFB 2016 will be a catalyst for domestic and international business development and I’m delighted that Liverpool will again play host.”

Mr Machray said: “We knew this would raise eyebrows but we want the people and businesses of Liverpool to tell us what they want to see in that big white space as well as in the rest of their paper. “Liverpool is unrecognisable from 20 years ago and it’s essential the paper moves in the same direction as the city and its people. “We are proud of what we do but now we’re asking ourselves how we can do it even better and reflect the new Liverpool as well as we should. “I’m really keen to hear from everyone on Merseyside about what they want to read in their Echo every day - the type of news we should be reporting, the things we should be celebrating, the stories we should be telling.” Mr Machray added: “Many people remain very unhappy that we took the difficult – but unavoidable – decision to move our printing operation to Oldham seven years ago.

“But I have made it clear that our team is in Old Hall Street – some 450 of us. We are in Liverpool and we are here to stay. “The response so far has delighted me. Business coverage has come through loud and clear during the #TellAli campaign. Clearly readers believe business stories can help present a positive image of a city on the up. ‘’It is up to us to work out now, how to better showcase our business coverage and emphasise the great strides that the region is making. “It is touching in the extreme that so many people care enough to contribute their thoughts. Liverpool Loves Business...

The business programme for the inaugural Liverpool Loves festival has been announced.

Liverpool Loves Business officially starts the 3 day festival on 6 August and members of the city’s business community are encouraged to register now for their complimentary delegate pass. The day will serve as a platform to showcase new and up-and-coming businesses; provide opportunities for business owners and professionals to develop skills and connect; and aims to encourage entrepreneurs with the next big idea to take the plunge.

The theme is People In Business and advice will be available through a programme of themed workshops, seminars and discussion panels hosted by representatives from key business organisations. There will be a breakfast networking session followed by six “how to” seminars, a Business Clinic focusing on start-ups, an various pannel led debates including UKTI. Festival Director Josh Boyd from Orb CIC, said: “The aim of Liverpool Loves Business is to showcase our offer and to take delegates through each step of running a business.

“It will give independents, entrepreneurs and SMEs a platform to come together to learn, share their experiences and develop – all with the longterm goal of growing in their respective sectors.”

Scott ‘of the Atlantic’ has appetite for success Liverpool’s culinary scene is going places. We meet one of its newest faces, who has designs on taking himself - and the city to the very top. And he knows the route... Say the name Robert Scott and most will talk of a failed quest to be first to the South Pole. Well, that may be about to change! In a stunningly refurbished corner of Liverpool city centre his namesake is carving out a reputation to achieve an altogether different pinnacle, in the altogether different climate of a professional kitchen.

He says: “Coming to a city where you’re unknown, you have to build your reputation all over again. It’s a challenge I’m taking head on and I want this place to be the first establishment in the city to achieve the calibre of accolades I’ve obtained. “We are set in one of the most iconic buildings in Liverpool. My ambition is to make NYL Restaurant and Bar a real foodie destination in the city, as well as the North West.”

For this is Robert Scott, the new Executive Head Chef at NYL Restaurant and Bar, on North John Street. And this Belfast born newcomer has a huge appetite - for success.

Set within the Grade II listed Royal Insurance Building, diners can enjoy a variety of special menus that complements both casual and more refined dining.

Already an award winner in his native country, having scooped accolades such as the coveted ‘Taste of Ulster Award’ and ‘Northern Ireland Chef of the Year’, his aim in Liverpool is simple: Same again, please chef.

Robert added: “The restaurant has its own unique take on city dining and I have incorporated this in our menus with a slight contemporary twist. I am inspired by food that is creative, simple and leaves a lasting memory.”

Entrees include ‘Monkfish’, ’Seafood Pasta’ or the ontrend ‘Superfood Salad’ and a selection of meats from the increasingly popular ‘Grill’ menu. With starters such as ‘Devils on Horseback’ or ‘Manhattan Clam Chowder’ and desserts like the indulgent ‘Oreo Cheesecake’ and the simplynamed ‘Chocolate’ (white chocolate and macadamia nut blondie, peanut butter frosting, popping candy), the menu takes diners on a culinary journey across the Atlantic, from the heart of Liverpool.

Robert added: “The north of England’s culinary scene is growing rapidly, there’s some hugely exciting talent across Manchester, Yorkshire and further afield, providing real competition for the south. “I hope this city and I will be the next to receive recognition for our gastronomic offering.” And with that, Scott heads back to the kitchen and the adventure continues. Exchange Station for sale

New chapter for Cavern Walks The owners of Cavern Walks have appointed a new manager and have charged him with one task: ‘fill it!’ The home to designer stores Cricket and Vivienne Westwood, is currently dominated by empty retail units and office space.

Liverpool’s Exchange Station is to be sold by the Homes and Communities Agency (HCA). The HCA has appointed JLL to market the 193,000 sq ft. converted former Victoria railway station, which was once owned by the North West Development Agency. The organisation took over the Tithebarn Street site in April 2014 which was then valued at £13.6m. Around half of Exchange Station is currently vacant. Quoting rent in the office is £15/sq ft.

A HCA spokesman said: “At the time of transfer, we committed to managing and improving the property with a view to selling it to the private sector. “In the past 12 months, we have refurbished some of the units - which has attracted new tenants. “We are now in position to return Exchange Station to the private sector and expect to commence marketing, through JLL, in the next few weeks.” See pg 18 for Exchage Station environment event on 3 July.

Roof garden for Tempest

But new manager Gareth Hide has revealed the Adhan Group have big plans for the shopping centre. And just weeks in his new position, he´s already revamped the centre’s logo and website, secured a tenant for a retail unit and the first floor (16,000sq ft) of the building’s office space. Gareth, 30, who has spent the past 5 years managing properties across the region, added: ‘’We’ve got some amazing tenants and a unique experience for shoppers. We need to develop that. “A lot of people come through and take pictures and we need to expand our offer to keep them here.

“We’ve got a lot of enquiries and I’m confident we are going get the bottom floor full - it’s on Mathew Street, it’s a great place.” Bill Addy, Chief Executive of Liverpool BID Company, said: “Cavern Walks is at the heart of a world class tourist hotspot and we need partners like Gareth to enhance and improve its appeal. “With the new owners of BHS intent on making positive changes and plans afoot in the Produce Exchange on Mathew Street, the future of the Cavern Quarter looks very bright.”

Taxis take ads into fast lane A Liverpool digital advertising company moved into the fast lane – with a new Taxi platform. Open Messenger is a smart advertising platform that harnesses the visibility and mileage of Hackney taxis, allowing advertisers to tailor messages to real-time conditions such as local weather, location and time, generating content relevant to the consumer.

A new garden roof is to be one of the stand out features of a long awaited redevelopment to one of the key buildings in the Commercial District. Capital & Centric’s £6m revamp of Churchill House, on Tithebarn Street, is marketing the roof garden as a break out space to attract start-up and small companies. The building, empty for almost 10 years, will offer 40,000 sq ft of flexible office, and has been rebranded Tempest. Meanwhile, less than a 1,000 yards away from Tempest, work is to begin soon on one of the city centre’s largest new developments schemes at 70-90 Pall Mall.

Pindelco Ltd has appointed PHD1 Construction to develop the ambitious £90m scheme. It includes partial demolition to make way 366 apartments, a 518 space multi storey car park, 1,050 sqm of offices, 450 sq m of retail space and 1,240 sq m of leisure space including a restaurant and high end spa. The 2.7-acre site will boast a 12-storey building. It is due to be completed in 2017. Liverpool’s new Exhibition Centre will have contributed around £169m to the economy when completed, according to a report by developers ISG. Exhibition Centre Liverpool will launch this September.

A rooftop cinema could be Liverpool city centre’s latest show-stopping attraction. The Secret Garden Cinema would be Liverpool’s first premium outdoor cinema showcasing classic movies overlooking the city. Situated on the roof of Queen Square Car Park, the idea is the brain child of Nicola Green and fellow JMU postgraduate Gemma Morrow. The pair, who have submitted an application to Liverpool city council, are looking to launch the cinema in July, running until September every Thursday to Saturday, if planning consent is given. Nicola, 28, of Aigburth, who works in the city centre, said: “We went to a rooftop cinema last summer in London and thought wow! – this would be great in Liverpool. “We’ve done a fully costed business plan but it was while we were looking at the rooftop of Central Library that we saw the roof of Queen Square Car Park and, at the same time, both said – ‘that’s the one’. “The views are amazing over-looking St George’s Quarter and we were delighted Neptune were so open to the idea.

“If we get permission we’ll be ready for the summer and we’ll be making sure the Secret Garden Cinema has a movie for everyone – from all time classics to Hollywood Blockbusters to rom-coms.” If permission is granted, cinema goers can expect to see the films in deckchairs, fresh popcorn and refreshments provided. Blankets and ponchos will also be on hand in case of inclement weather. Daniel Hynd of Neptune Investments, the owner and operator of Queen Square Car Park, said: “When The Secret Garden Cinema first approached us with the idea, it didn’t take long for us to offer our support. “It’s a new and quirky concept, that will complement the leisure offer already in Queen Square. “There is a lot of buzz and curiousity surrounding outdoor cinema at the moment, so it will be great to see it delivered in the city by a new local business.” For more info go to secret-garden-cinema.co.uk

On-street dining boom is on the city centre’s menu The palettes of Liverpool’s diners have never had it so good! 2015 looks set to be the city centre’s busiest year for new eateries, with the past month alone seeing the launch of Miyagi on Bold Street and Argentinean restaurant Cau on Castle Street. And the appetite for more shows no sign of slowing down.

Cavern Club – people’s No1!

Celebrated artist Stephen Bower swopped pints for paint pots to create a unique collection of some of Liverpool’s most famous watering holes.

The Cavern Club has been officially crowned ‘The People’s Choice’ at Liverpool City Region Tourism Awards.

Stephen braved cold March winds as he worked in the streets with his easel and palette, buoyed by the warmth and friendship of Liverpool people happy to see an artist at work. The fruits of his labour are now on display at an exhibition at independent gallery, View Two, at 23 Mathew Street, until July 25. They can been seen in a free show each Friday and Saturday, noon until 5pm, and at other times by appointment with the gallery. Pubs captured include the Lion in Moorfields, Coppers on Cases Street, The White Star on Rainford Gardens, Rigby’s on Dale Street and the iconic Vines in Lime Street.

“It’s great to see so many businesses looking to take advantage of their beautiful surroundings by investing in animating these spaces and enhancing the blossoming street scene culture.

In the only award voted for by the public, more than 1,400 votes were cast for the iconic Mathew Street venue, breaking the previous record.

Stephen, who made a 270 mile trip from his Bournemouth home to capture the venues, said: “I wanted to capture the colour and the vibrancy, and the very souls of the pubs I painted. I dislike using photographs and prefer to base my colour compositions on direct observations.” The exhibition can be seen each Friday and Saturday, 12-5pm until July 25, and at other times by appointment with the gallery. Let’s go ‘Al fresco’! Whether it’s a breakfast meeting, business lunch or post work dinner date, dining outside is one of the real joys of summer. On the previous two pages, we gave you a quick guide to where’s best to eat out, people watch and enjoy the sun in some of the finest surroundings Liverpool has to offer. But of course, there’s so much more to enjoying the great outdoors in this city centre. And what better way to stretch your legs – and your mind – then to take in all the wonderful art and architecture that we all walk past every day and most probably never give a second look. From February to March 2016, BID levy payers in the district will be invited to vote in a renewal ballot for a further five years, which if a yes is secured will take the BID up to 2021. Before then, this is what is happening… This June, all 940 businesses in the Commercial District will receive their annual levy and report – which highlights where monies were spent in the past 12 months on projects and themes outlined in the original 2011-16 business plan.

Critically it also highlights where monies will be spent over the next 12 months – including the £900,000 that has been built up over previous years to deliver a £1.4m public realm programme with Liverpool city council.

Jim Gill, Chairman of the Commercial District BID, said: “We’ve had some fantastic feedback which has given us a real insight in to the everyday challenges that businesses face – be it transport issues, night time economy and wi-fi to how the district is promoted and animated.

This magazine will also be posted to every BID levy payer along with a questionnaire asking every business what you would like to see the BID Company focus on that will improve the Commercial District over this new five year cycle. Your feedback is critical in creating a new business plan which best reflects the issues and challenges facing the district and how the BID Company can capitalise on any opportunities that lie ahead. To this end, a consultation exercise has already begun – via a series BID Business Plan workshops focusing on themes such as how to improve the district’s environment and connectivity. The final workshop – which will look at how the BID can support your business - will be held on 1 July at the Liverpool of Chamber of Commerce, on Old Hall Street, from 8am.

Project updates

The Commercial District BID team is currently working hard to engage as many businesses in developing the 2016-2021 business plan, as outlined in the opposing page. But as much energy is also being invested in delivering several key projects over the next 12 months. The main focus is on overseeing the £1.4m public improvements, promoting the £3,000 superfast broadband vouchers and encouraging businesses to host a public defibrillator. Here’s a latest update on those key projects:

Superfast Broadband

All SMEs in Liverpool city centre can now benefit from a £3,000 superfast broadband connection voucher.

Liverpool BID Company and Medicash have joined forces with NW Ambulance Service to install defibrillators across the city centre.

To date, 96 businesses in the Commercial District have signed up and in late June Liverpool BID Company is to launch an eye catching campaign to double that number.

BID businesses can get a 50% discount to install a device (usual cost £1,200) as well as receive free training and after care support (a £500 saving).

Not signed up? What you need to know… 1. Broadband connection vouchers can be used toward the cost of upgrading the physical connection to your premises. 2. To be eligible for a connection voucher the upgrade must demonstrate a real change in your broadband service speed. 3. The scheme allows for joint applications between adjoining businesses up to the value of £15,000, which could be brokered by landowners and agents. The aim is to ensure any cardiac arrest victim is within two minutes of a device, as they have an 80% chance of survival if applied within that time. Public Realm Update The Commercial District BID is working with the city council to improve the streetscape and layout of several streets within the area. Most of the £1.4 programme will take begin later in the summer and autumn, but some minor works have already begun. In Old Hall Street and Edmund Street, trees have been taken away and will be replaced in November. Exchange Station gardens have been upgraded and the BID Company is also undertaking a green audit to identify new locations for greening

Leather Lane is the first major piece of public realm to be improved. Currently in a poor condition, with many uneven and damaged stone flags / service boxes, poor quality lighting and inadequate drainage in some areas. The works, which have just begun, should last between 5 and 6 weeks. I would ask that you remain vigilant within your business and ensure that all valuables are locked away securely, and that access to staff areas is controlled and doors and counters are locked, and only these needing access are granted. Also be aware of techniques where members of your teams are engaged and distracted allowing others to access these areas. Now this advice stands in relation to a more high profile issue - the recent occupations by the Love Activists, firstly at the former Bank of England building on Castle Street, then the Pier Head, Mello Mello and now Liverpool Cathedral.

At the facility, health agencies will engage with street drinkers by providing support and working with them to reduce their alcohol intake. They can also access other support services and will be allowed to consume alcohol on the premises whilst being supervised to hopefully change their lifestyle. The centre will operate every day until 30 September and will be staffed by trained members of The Whitechapel and Basement. High visibility patrolling will complement this operation, directing the street drinkers to the facility and if appropriate conducting enforcement with seizure of alcohol if they refuse to attend. We now have a Twitter account @MerPolCityCen, and try to tweet daily with good news stories such as arrests, results of operations, details of surgeries where you can attend and speak with our officers and crime prevention advice to name but a few. Feel free to follow and tweet us and we’ll try to tweet back!

Record year for Mystery Shop Liverpool wire is zipping back! The UK’s first city centre zipwire ride is returning. The giant attraction gave thrill seekers a 40mph ride over Church Street last summer – wowing thousands of shoppers – and will re-open for business on Saturday, 18 July. The ‘Liverpool Wire’, which covers more than the length of Goodison Park and Anfield combined, also helped raise more than £150,000 for charitable causes.

Customer satisfaction levels in Liverpool city centre have reached an all-time high, according to a mystery shop survey. A total of 170 businesses – from independent cafes to national chains – were assessed this spring for their customer service and collectively scored a record 90.4% approval rating – up 4% on 2014 and 8% on 2013. Of those secretly shopped for the 6th annual survey, commissioned by Liverpool BID Company, a further record 33 businesses achieved 100% – with 8 repeating the top score from the previous year. Equally, a record total of 80 businesses scored between 90%-99% whilst an all-time low of just 12 attained a mark below 70% in the independent assessment. And in the dining section, in which 59 eateries were assessed, the secret shoppers gave an average 91% rating – with a record 8 eateries attaining 100%. Those which scored above 90% and eight category winners were honoured at an awards ceremony in The City Of Liverpool College.

The Liverpool BID Company has also signed a collaboration agreement with the college to provide city centre businesses with free training sessions for staff. It will be open from 10am to 6pm Sunday to Thursday and 10am until 8pm on Friday and Saturday. Tracey Crosbie, Events Manager for Liverpool BID Company, said: “The Liverpool Wire was an amazing attraction for the city centre last summer. “As well as the public reaction, we were just as delighted with how businesses and their employees embraced it and used it to fund-raise. “Like any commercial event, the BID Company will again receive a fee for hosting the event, much like we do with any promotional activity. “And like last year we’ll be reinvesting in to our Christmas animation programme which we’ll be sharing with businesses very soon!”

Ashtray audit aims to stub out cigarette litter A scheme to tackle cigarette litter is to launch this Summer. Liverpool BID Company is to work with the Tobacco Manufacturer’s Association (TMA) to identify and replace broken wall mounted ashtrays in the city centre. Building owners will also be approached to be offered free wall mounted ash-trays

in areas where there is no receptacle for cigarettes. The programme is part of a wider environmental programme that the BID Company, which is a Love Where You Live ambassador with Keep Britain Tidy, is undertaking over the next few months. This also includes an environmental audit of the

city centre to identify areas in need of greening, a new scheme of hanging baskets and hawk patrols to disperse the city centre’s feral pigeon population. Look out in the next issue for an update on progress with collective purchasing for waste contracts in the BID districts.
