Mercer, Pennsylvania
Mercer is a borough in Mercer County, Pennsylvania, United States. The population was 2,391 at the 2000 census. It is the county seat of Mercer County.[1] Mercer is part of the Youngstown-Warren-Boardman, OH-PA Metropolitan Statistical Area and is also included in the more extensive Youngstown-Warren, OH-PA Combined Statistical Area. The community was named after physician Brigadier General Hugh Mercer. Brigadier General Mercer was a close friend to General Washington and became a rallying point for the Battle of Princeton. The town is also known for its Memorial Day Parade with the main street lined with 500 flags. Each February it holds Penn’s Woods West Arts & Crafts Festival at the Mercer Area High School as well as Victorian Days in the summer. Penns Woods West and Victorian Days are no longer being held in the Borough. The Mercer County Court House and Christiana Lindsey House are listed on the National Register of Historic Places.[2] At the time of his inauguration in Mercer in January 2002, Chris Portman was one of the youngest mayors in the history of the USA.
Geography
According to the United States Census Bureau, the borough has a total area of 1.2 square miles (3.1 km2), all land. There is one Pennsylvania state park in Mercer County. Maurice K. Goddard State Park, named for Maurice K. Goddard, former Secretary of the Pennsylvania Department of Environmental Resources, is just off exit 130 of Interstate 79 on Pennsylvania Route 358 near Stoneboro. The Wendell August Forge, the last remaining working forge in the state, was open to the public for tours, but it burned down on March 6, 2010. [14] It has since reopened in new facilities. Demographics
As of the census[6] of 2000, there were 2,391 people, 1,020 households, and 609 families residing in the borough. The population density was 1,930.3 people per square mile (744.5/km2). There were 1,086 housing units at an average density of 876.7 per square mile (338.2/km2). The racial makeup of the borough was 96.45% White, 2.17% African American, 0.17% Native American, 0.21% Asian, 0.04% Pacific Islander, 0.17% from other races, and 0.79% from two or more races. Hispanic or Latino of any race were 0.84% of the population. There were 1,020 households, out of which 26.8% had children under the age of 18 living with them, 43.7% were married couples living together, 13.1% had a female householder with no husband present, and 40.2% were non-families. 34.2% of all households were made up of individuals, and 13.3% had someone living alone who was 65 years of age or older. The average household size was 2.24 and the average family size was 2.89. In the borough the population was spread out, with 22.2% under the age of 18, 9.2% from 18 to 24, 29.2% from 25 to 44, 22.6% from 45 to 64, and 16.8% who were 65 years of age or older. The median age was 37 years. For every 100 females there were 100.8 males. For every 100 females age 18 and over, there were 95.3 males. The median income for a household in the borough was $29,795, and the median income for a family was $46,979. Males had a median income of $27,371 versus $19,576 for females. The per capita income for the borough was $22,161. About 6.0% of families and 9.0% of the population were below the poverty line, including 8.8% of those under age 18 and 8.5% of those age 65 or over

When I was in high school, I attended a private boarding school where everything was very structured. From the minute I woke up until bedtime, I knew where I was supposed to be and what I was supposed to be doing, so I couldn’t waste time. It was extremely helpful and taught me good habits early on (which I admit I don’t always follow). The Lawrence-Mercer Counties Recycling/Solid Waste Department is a cooperative effort between the counties to deliver comprehensive waste management and recycling programming while saving money at the same time.
Providing convenient recycling opportunities, Providing recycling and collection opportunities for hard-to-dispose materials such as tires, electronics, and household hazardous waste, Providing technical assistance to businesses, institutions, organizations, and municipalities, Partnerships with like-minded organizations and agencies, Conducting public education programs to raise awareness about proper waste management and its benefits, and Assisting municipalities and businesses in meeting regulatory compliance with local, state, and federal recycling and waste management laws.
Counties are required by Pennsylvania to update and implement Municipal Solid Waste Management Plans every ten years. Plans must include an array of programs. Since many of the program elements overlap counties, this partnership between Lawrence and Mercer counties enables our department to save taxpayers’ money by sharing the costs between the counties. Programs and responsibilities of the department include: Develop and implement Municipal Solid Waste Management Plan, Assist municipalities in meeting Act 101 requirements concerning waste and recycling programs; education; collection; and grant writing, Produce educational programs, handouts, and activities about recycling, composting, illegal dumping, household hazardous wastes, buying recycled products and other environmental issues, Provide technical assistance to businesses, institutions, and organizations regarding their waste reduction, recycling, and energy conservation efforts, Manage the Big Blue Bin program, Develop collection opportunities for hard-to-dispose materials such as appliances, batteries, electronics, fluorescent lights, household hazardous waste, and tires, Work with nonprofit organizations and municipalities on anti-illegal dumping and littering programs, Help develop markets for recyclables.

The County Sheriff is one of the oldest offices of law in Pennsylvania. The office of Sheriff is authorized and established by the Pennsylvania Constitution of 1788 which provides that the Sheriff is a county officer to be elected at the municipal election for a four-year term and, is the chief law enforcement officer of the county. Vested in the Sheriff is the ultimate authority to preserve the peace and this authority is largely a discretionary one. The Sheriff is required to carry out all powers and duties relating to the office of Sheriff The tradition of priority service to the Courts combined with versatile law enforcement makes the office of Sheriff critical to the functions of the judicial system in Pennsylvania. The Sheriff ’s authority is vested in the commissioned Deputy Sheriff and the noncommissioned Sheriff ’s Office staff, through delegation of authority to enforce the criminal law; enforce the traffic law, enforce the civil law and perform the statutory and Court duties relating to writs of execution, civil process, firearms licenses and other judicial duties of the office of Sheriff. The Sheriff in Mercer County currently has a staff of 13 full-time deputies; 2 part-time deputies; three clerks; a Chief Deputy and a Solicitor. CRIMINAL COURT The role of the Sheriff in the Court system is an important one. Deputy Sheriffs are responsible for Courtroom security and have the responsibility of maintaining custody of incarcerated defendants who are required to appear before the Courts in such matters as arraignments, motions, pleas, trials, sentences and appeals. TRANSPORTATION — The Sheriff is responsible for transporting defendants to and from prisons, courts and hospitals throughout Pennsylvania. Travel to other states is required to return fugitives or defendants to Mercer County for the Courts. CIVIL PROCESS — The Sheriff ’s office is responsible for processing and docketing civil court papers such as assumpsit actions, divorce, and for the actual service of the writs throughout the county. The goal of the Sheriff ’s Office is to continue to strive to provide quality service within the budget guidelines in the enforcement of civil law, the criminal law, and the traffic law to the citizens and communities of Mercer County and to continue to assist federal, state, and local law enforcement agencies in the reduction of crime.
