Cooperation Thriving Through
The whole is greater than the sum of its parts — that’s the perspective of South Central Kentucky’s city and county governments, the Bowling Green Area Chamber of Commerce, and allied economic development professionals, who work together to promote the region as a whole. South Central Kentucky’s cities and its economic development leaders actively strive to draw attention to the region’s many assets and to develop the support network needed for each sector of the community to maximize its potential. Because of these efforts, national recognition has flooded in for Bowling Green and the surrounding region in recent years. National Geographic Adventure, Site Selection, and Forbes magazines, along with CNNMoney.com, have all placed Bowling Green highly on “best places” lists in recent years. Based on forecasts for projected job growth and low unemployment rates, Developer magazine listed Bowling Green as a hot spot for new development on its 2008 list of “Dark Horse Markets.” The Bowling Green Area Chamber of Commerce has been the focus of peer recognition, receiving a long list of awards from local, state, and national organizations (see page 8). New and innovative businesses continue to build, expand, and relocate in the area. But it’s not just rankings on national lists that make our community impressive. We have a strong sense of family here, and our progressive mindset puts us on track to improve our community even more. Last year more than 6,000 residents witnessed the grand opening of our state-of-the-art minor league baseball field in Bowling Green, an integral component to our downtown revitalization. Also part of this revitalization are our Chamber headquarters, completed in 2007, and Circus Square Park, which opened in 2008. These buildings and grounds represent more than just a new look to the downtown; they represent the community’s commitment to creating a lasting impression for our residents and visitors. We watch the revitalization continue as plans are implemented for a performing arts center, along with retail, office, and living space. How does a chamber of commerce become a Chamber of the Year? Just ask the Bowling Green Area Chamber of Commerce. The Bowling Green Area Chamber of Commerce was named 2009 Chamber of the Year by the American Chamber of Commerce Executives (ACCE). Representing more than 7,800 chamber professionals and more than 1,400 chambers, the ACCE is the premier institution representing chambers of commerce throughout the United States and Canada. Only top-ranked chambers are invited to take part in the threephase application process. Chambers are divided, according to size, into three categories — crowning a Chamber of the Year for each division. “We are so proud to be named Chamber of the Year because this award is the highest compliment that ACCE can give. We were in competition with chambers from across the nation, but we stood out because of what our organization represents,” said 2010 Chamber Chairman of the Board Joe Natcher. “I can’t tell you what a great feeling it is to say we’re the No. 1 chamber in the nation,” said Chamber President and CEO James N. Hizer, CEcD. “This is a tremendous accolade from our chamber peers across North America. To be named Chamber of the Year is not just a reward for the dedication of our Board, Ambassadors, volunteers, and staff; it also brings our Chamber, and our community, recognition on a national scale.” “This award represents success for all aspects of our organization, success that would not have been possible without the support and hard work of our Board, Ambassadors, volunteers, and staff,” said 2009 Chamber Board of Directors Chairman Todd Davis. “It’s a true testament of the commitment all of our partners have for our local businesses and the entire South Central Kentucky region.” Chamber Vice President of Operations Tonya Matthews, IOM, ACE, added, “It isn’t unusual at all for someone new to our community to mention to us that they’ve never seen a chamber like ours. So even though it is a difficult award to win, we knew sharing our Chamber’s story would leave an impression on the group.” “The fact that the Bowling Green metropolitan area, by virtually every measure, has been the fastest-growing metropolitan area in the state of Kentucky is evidence that we are achieving our objective in spite of a challenging economic environment,” said Hizer. “Our application included an extensive summary of our regional menu of services program, which we launched in July 2008 to increase the competitiveness of the area counties, involving all organizations and officials in economic development efforts in the region. “Our principal responsibility is to bring wealth and prosperity to our community for the benefit of our business members, partners, and for all citizens,” Hizer continued. “This sends a message to the rest of the world that there are some special things happening here in South Central Kentucky.”

Environmental consciousness is growing by leaps and bounds. To recognize partners on the forefront of innovative green technology, the Bowling Green Area Chamber of Commerce has created “The Chamber Green Scene,” a blog detailing local businesses’ environmental accomplishments. The “Green Scene” not only serves to recognize these innovators, but to demonstrate to other businesses that green technology can benefit not just the environment, but the bottom line. For example, in June 2009 Service One Credit Union installed a LiveRoof® on its Campbell Lane branch. Designed by a team of growers, architects, builders, and logistics and ergonomic experts, the LiveRoof® actually has live plants growing on it, creating a habitat for butterflies, insects, and birds. But the system also has major economic benefits, including lowering indoor temperatures by up to 8 degrees — reducing air-conditioning costs by up to 50 percent — and extending the lifetime of the roof by protecting it from ultraviolet rays, fluctuating temperatures, drying winds, and other damage. The Chamber itself offers its partners low-cost use of its state-ofthe-art IP video conferencing system, saving them not only time and travel expenses, but also eliminating the CO2 emissions that would have been produced and saving the fuel that would have been used to travel. Other businesses recognized in “Green Scene” in 2009 include • Proforma Cornerstone Concepts: Creation of a recycled mug for businesses to present to new employees, reducing the amount of paper and Styrofoam waste at coffee machines and promoting awareness of eco-friendly choices.
• Comfort Systems USA: Audit program helps businesses investigate, identify, and quantify business systems improvements that provide energy and operational savings. • The Home Depot: Offers free compact fluorescent light bulb recycling at all their stores. • ZebraGraphics: Eco-friendly print practices include collaborating with environmentally sound paper manufacturers (including a wind-powered paper mill) and using up to 100 percent postconsumer recycled paper. • The Plant Lady: Living Gifts program offers live plants as an alternative to cut flowers.

In 2009, Walker and the City of Bowling Green kicked off the Energize BG initiative, which encourages individuals to become actively engaged in physical fitness. The goal of the program is to log millions of minutes of physical activity that the community collectively achieves together, with each 1 million minutes achieved marked by a celebration.

“Energize BG provides our citizens with a very easy-to-use tool to keep track of their daily activities,” Walker said. “The great thing about this is that it doesn’t matter if you’re doing gardening, cutting the lawn, riding your bike, or participating in an aerobics class — any minutes of activity count toward our goal of getting our citizens more active.” The program is a joint initiative of the City of Bowling Green and several community partners, including Barren River District Health Department, The Medical Center, Greenview Regional Hospital, local school districts, WKU’s College of Health and Human Services, the Bowling Green Area Chamber of Commerce, and Bowling Green Parks and Recreation.
Downtown Redevelopment By Brad Craig
Bowling Green is no exception to the growing trend of communities’ refocused energy on downtowns, but this community’s efforts are exceptional. “Gateway to Downtown Bowling Green” is an ambitious revitalization that is far more than cosmetic. It comprises a series of new and improved facilities that make downtown a unique gathering place and a thriving commercial center. Efforts of multiple organizations, including the City of Bowling Green, the Downtown Redevelopment Authority (DRA), the Warren County Downtown Economic Development Authority, and the Bowling Green Area Chamber of Commerce, have resulted in an economic impact of over $49 million in the community, as well as an unmeasurable improvement in residents’ quality of life. The goal is to obtain, by 2014, public and private investment of more than $150 million in a designated 383-acre tax increment financing (TIF) district downtown, which would in turn bring in millions of dollars of state funds to help defray construction costs under Kentucky’s Signature TIF plan. “The redevelopment of downtown Bowling Green is much more than a downtown improvement project,” said Mary Cohron, chair of the Warren County Downtown Economic Development Authority. “It is an economic development project that will positively impact the economy of all of South Central Kentucky for years to come.” Several important projects have been completed, while other highprofile projects are in the works for 2009 and beyond.

• The Bowling Green Hot Rods, named to honor Bowling Green’s fastcar heritage, played their inaugural season at Bowling Green Ballpark in 2009. The Hot Rods will begin play in the Class A Midwest League in 2010 and are currently affiliated with the 2008 American League champions, the Tampa Bay Rays. Brad Taylor, general manager of the Hot Rods, noted, “The Hot Rods are happy to be at the forefront of the downtown revitalization effort in Bowling Green. It is our hope that the Hot Rods and Bowling Green Ballpark become a popular gathering place for the community, because we feel that Bowling Green is one of the country’s great places to build a career and family. Bowling Green truly has a great deal to offer, and we are proud to be part of its culture and attraction.”
Downtown Fountain Square
• Having officially opened in the summer of 2008, Circus Square Park re-creates downtown “green space” and serves as a catalyst for revitalization. An integral part of this plan is the acquisition and renovation of the building at 601 State Street. With renovations due to be completed in 2009, this facility will become home for the DRA and the Bowling Green Area Convention and Visitors Bureau. Concerts in the Park Series.
• The DRA’s long-term plan for revitalizing downtown includes making it a springboard for cultural growth by offering the Concerts in the Park Series, a free summer musical showcase. The series features an eclectic blend ranging from classic rock, to rhythm and blues, to soul, to country-western. • Scheduled to open in July 2011, the Southern Kentucky Regional Performing Arts Center, SKyPAC, will have 1,800 seats and a 1,000-square-foot visual arts gallery. According to Mary E. Carpenter, project director for SKyPAC, the facility will play host to a full slate of dramatic presentations, concerts, orchestras, and ballets. • Private investment downtown includes a $25 million mixeduse building being developed across from Circus Square Park by Music City USA. The development will cover about 133,000 square feet and will feature four floors: the first housing shops and restaurants, the second office space, and the third and fourth floors condominiums. Scheduled to be completed by October 2010, the development has already attracted tenants, including a gift shop, a gallery, and an office tenant. Future development of the block closest to the university is being planned to focus on WKU with an alumni center, a hotel, mixed-use retail, and a parking garage. • Downtown will be bridged with WKU through a seven-block corridor of Center Street. The plan will incorporate space for cars, bicycles, and pedestrians and includes improved streetscaping with lights and benches. Additionally, the expansion of the downtown district helped provide needed space for a new WKU nursing school adjacent to The Medical Center and Graves-Gilbert Clinic. www.bgchamber.com 11

The Bowling Green Hot Rods minor league baseball team blazed into Bowling Green with their inaugural 2009 season. A Class A affiliate of the 2008 American League Champion Tampa Bay Rays, the Hot Rods enjoyed a remarkable first season that garnered widespread community support, averaging 3,400 fans per game. “We are thrilled to be in Bowling Green,” said Hot Rods General Manager Brad Taylor. “We started in such a short amount of time as a business and a brand, but people have really taken to it. It’s a great thing to visit the square after a game and see all the people visiting local businesses, wearing their Hot Rods attire.” Taylor said the team has a positive impact on the Bowling Green economy as well, employing 18 people who live and work in the community. “We’ve created a six-month opportunity for an additional 30 people to rent in the area, as the team needs long-term accommodations,” he said. “And we’re making an effort to do as much of our business locally as we can. We buy our food from local suppliers, contracted our signage locally, and we hire local police and residents for part-time work.” The Hot Rods are also committed to assisting local nonprofit organizations in their fundraising efforts, offering goods, including suite nights and autographed balls, for charity auctions. Local groups can also buy game tickets and resell them at a higher rate to raise money, and they can provide workers for the concessions in exchange for a percentage of the night’s sales. The team also provides players and mascots to help at special events.

THE BOWLING GREEN POLICE DEPARTMENT requires more than 100 hours of training from each of their officers per year. On average, police departments usually only require about 40 hours of training. “We only want the best,” Officer Barry Pruitt said. Recruits will fire more than 5,000 rounds before they enter the police academy, which lasts for 18 weeks.
THE BOWLING GREEN FIRE DEPARTMENT stands ready to fulfill its mission of saving lives, reducing injury, and protecting property. The training division coordinates all fire-prevention personnel in a mandatory 100 hours of training per year in the latest in fire-prevention and firstresponding techniques. With divisions specializing in suppression, prevention and inspection, and training and vehicle maintenance, the department is fully staffed and equipped. The “Green Power Switch” initiative provides customers with a “green” electrical power alternative. Generated from environmentally sound wind, solar, and methane gas methods, these renewable power sources are becoming increasingly cost-efficient as the demand for green power grows.
Warren Rural Electric Cooperative Corporation (WRECC) WRECC offers residents the “In-Home Energy Evaluation Program,” an inspection that targets ways to save power and money, as well as offering sensible safety advice. The Bowling Green Area Chamber of Commerce furthered its commitment to regionalism in July 2008 by announcing its new menu of services program for economic development. An expansion of the Chamber’s previous regional partnership between Warren County and eight surrounding counties, this program strengthens the competitiveness of area counties, thereby driving the success of the entire region. Chamber leaders designed the program to offer cost-effective economic development services to surrounding counties that either do not have full-time economic development professionals, or who need assistance to enhance their efforts. “The highlight of the menu of services program is that it capitalizes on the various areas of expertise that our economic development staff brings to the table,” said Chamber President & CEO James N. Hizer, CEcD. “We have a combined total of more than 60 years of experience in this field. With this program, other counties will have the opportunity to benefit from that experience.”

Keeping the differing needs of the various counties in mind, Hizer and the Chamber’s economic development professionals, with assistance from economic development consultant Tom Ticknor, created an a la carte menu of services, allowing the program to be tailored to fit the individual needs of a county, or in some cases, a city. To oversee the menu of services program and the South Central Kentucky regional partnership, the Chamber recruited Miller Slaughter as its director, regional development. “All of our communities are interconnected; as one community begins to thrive and grow and expand, it has a positive impact on other communities, because people may live in one county, work in another county, and shop in a third county,” explained Slaughter, who is responsible for economic development in the counties that have agreed to the program. “It’s not about just improving Bowling Green or Warren County; it’s about improving the economic health of the entire region so that everyone who lives in this region can thrive and benefit.” This focus on the entire region — and the scope and variety of benefits that the region as a whole can offer — can certainly help to attract many different types of industry and businesses. “I’ve often told people it is like going to shop at a car dealership,” Slaughter explained. “If you walk into the dealership and they only have three or four new cars, the odds that you’ll find exactly the car that you want are not very high; but if they have 50 cars, the chances that you find something that meets your needs are much, much higher. By applying regionalism, what we are doing is increasing the inventory of the available product that we can show to clients — so everyone benefits. “Industries don’t care about county lines,” Slaughter continued. “What they want to know is whether or not the available workforce within 15 to 30 miles is well trained. Does it have the work ethic? Is it sufficient to meet my needs so that if I locate here, I can find the workforce that will meet the requirements that I have?” By helping to develop and market the region as a whole, the Bowling Green Area Chamber of Commerce makes it much more likely that they can answer “yes” to all of these questions and more. In October 2009, the Chamber announced that its menu of services program received the 2009 International Economic Development Council Award for Regionalism and Cross Collaboration, presented to recognize “innovative approaches to regionalism and other forms of cross-border cooperation.” “To be recognized by the IEDC is an overwhelming honor — a true statement by our peers that our work in economic development is commendable. We’re thrilled that they see our regional efforts worthy of such an award,” said James N. Hizer, CEcD, president and CEO of the Bowling Green Area Chamber of Commerce. “The menu of services program has been in place for just over a year, and to be recognized by the IEDC for work completed in such a short time period is outstanding.”

CHEP, a global leader in pallet and container pooling services that serves many of the world’s largest companies, brought 46 new jobs to the region. CLM Pallet Recycling, which will operate CHEP’s Bowling Green location, is a full-service pallet recycling company currently operating eight plants throughout the Midwest. “We’re pleased to announce that CHEP has made a multi-milliondollar investment in locating its new operations in the South Central Kentucky Industrial Park,” said Chamber President & CEO James N. Hizer, CEcD. “With its third-party provider, CLM Pallet Recycling, having already completed its hiring process, we’re excited to watch this business grow and flourish in Bowling Green.” The company issues, collects, conditions, and reissues more than 300 million pallets and containers from a global network of service centers, handling pallet and container supply chain logistics for customers in the consumer goods, produce, meat, home improvement, beverage, raw materials, petro-chemical, and automotive industries.

“Most of all, we are very impressed by the people who greet us with much hospitality. They were so warm and kind.” Lee Byung Hung was one of six Korean entrepreneurs, each representing an auto parts manufacturer, who visited Bowling Green to consider whether to open a business here or simply to make business connections with local companies. Hung, president of Se Kwang Jeong Gong Co., said his company has not expanded into another country, but he is looking to make that move. For Mu-Il Park, senior research engineer with Songdo Techno Park, the trip was about “making a new relationship between the Techno Park and Bowling Green, interacting with each other and strengthening the relationship with Bowling Green.” Park said he also was impressed and wants to continue communicating with the Bowling Green Area Chamber of Commerce. “The conditions Bowling Green provides to foreign companies are very great,” Park said. “We like that very much ... some entrepreneurs have shown interest so far.” As for the automobile industry, “we have a big domestic market,” Park said, and Bowling Green’s ties to the auto industry were the main reason the group decided to visit the area. “We’re going to research more about this place through the Bowling Green Area Chamber of Commerce and spread out the word.”

House Bill 3 to Boost

In July 2009, Gov. Steve Beshear signed Kentucky’s House Bill 3, dubbed the “Economic Development Incentives Package.” The new programs improve Kentucky’s economic development opportunities and provide the Kentucky Economic Development Cabinet with new incentives to attract events and businesses, fund ambitious transportation projects, and more. “Two years ago, we had a computer data center considering the Transpark that would have provided 200 high-tech jobs, with very competitive salaries, and the state of Kentucky didn’t have incentives like other states to attract the project,” said James N. Hizer, CEcD, president and CEO of the Bowling Green Area Chamber of Commerce and president of the Inter-Modal Transportation Authority. “Now there are tax incentives for the purchase of computers and computer-related equipment.” Included among other provisions are tax breaks and financial incentives designed to promote sales and job growth. The bill also establishes an authority to address the state’s infrastructure needs; the authority will have the power to issue bonds for large-scale transportation projects. House Bill 3 also • Adds sales and use tax refunds for companies that invest heavily in computer and telecommunications equipment. • Extends the termination date for a local development area if existing bonds are refunded and new increment bonds are issued. • Removes the requirement for a manufacturing company to add 15 or more new jobs to receive incentives. • Authorizes the Kentucky Economic Development Authority to reduce the minimum required capital investment for certain Signature Projects from $200 million to $150 million (this potentially benefits the Bowling Green Downtown Signature TIF). • Provides tax credits for filmmakers producing films in Kentucky. • Excludes military pay to active-duty armed forces from Kentucky state income tax. • Offers a $5,000 tax credit for first-time home buyers on the purchase of new homes. • Provides a trade-in allowance for anyone buying a new vehicle. www.bgchamber.com 25

Showcasing all of the potential inherent in the region, the South Central Kentucky Familiarization Tour (FAM) took site selectors on a guided tour of all the region has to offer. Hosted by the Bowling Green Area Chamber of Commerce economic development staff and South Central Kentucky partners, the FAM Tour showcased all of the advantages of locating in the region. Visitors were taken to various locales, including a Bowling Green Hot Rods baseball game and the Kentucky Transpark. Helicopter tours gave site selectors an aerial view of the extensive region’s topography. Visitors also had the opportunity to speak with local business owners and residents through various networking opportunities.

India-Based Copper Company Invests Nearly $32 Million in Morgantown By ChamBer staff
In December 2009, Gov. Steve Beshear and Cabinet for Economic Development representatives joined community and company officials in Butler County to announce that India-based Chandra Proteco Ltd. will start a manufacturing operation in Morgantown under the name Kentucky Copper Inc. The new company will create 106 new jobs and invest nearly $32 million in the Commonwealth. “The startup of Kentucky Copper in Morgantown will create more than 100 direct jobs and a tremendous economic boost for not only Butler County, but for all of South Central Kentucky,” said Beshear. “Kentucky is proud to partner with Chandra Proteco on this new investment and will continue to work with the company to establish and grow its operations in the Commonwealth.” Chandra Group has been in the field of copper and copper cable for more than 40 years. “We are delighted to bring the extensive experience of our parent company, Chandra Copper, to Kentucky along with a commitment to be an active part of the community and the Commonwealth of Kentucky,” said Mukul Gupta, president of Kentucky Copper. Kentucky Copper will be located in a 163,000square-foot facility on Veterans Way. The company will manufacture products to be used in power transformers, energy transmission, and distribution applications, as well as high-speed trains. Three additional product lines will be phased in. “We wish Kentucky Copper much success as they open their facility here in Butler County,” said Butler County Judge-Executive David Fields. “The Bowling Green Area Chamber of Commerce introduced this company to our community through our involvement in the South Central Kentucky partnership, and we appreciate their work on this project.” This announcement is one of only three announcements made in the Commonwealth in 2009 in which a new industry has announced more than 100 new jobs. Morgantown and Butler County are members of the South Central Kentucky Economic Development Partnership and its international-award-winning Menu of Services Program, designed and led by the Bowling Green Area Chamber of Commerce. Through this partnership, the Chamber worked with the state to assist in locating Kentucky Copper in Morgantown, providing the services of tenured economic development professionals.

Good for Startups
Blackhawk Composites, Inc., a startup manufacturer of advanced aerospace composite parts, will begin manufacturing operations in Butler County. The project entails the creation of 20 new jobs initially, growing to 30 within the first year, with a more than $1.5 million investment. “The startup of Blackhawk Composites in Butler County will provide dozens of high-quality, well-paying jobs — the kind of jobs Kentucky seeks to create,” said Gov. Steve Beshear. “We’re proud to be the home of Blackhawk Composites and will continue to partner with them on future opportunities.” Established in September 2009, the newly formed Blackhawk Composites will lease a 40,000-square-foot facility to manufacture advanced aerospace composite parts for Cessna Caravan aircraft cowls, the part of the aircraft that covers the engine. The Cessna Caravan is a large, single-engine turboprop used for executive and cargo transport, as well as other commercial uses, such as a jump platform for skydiving. These aircraft are found in increasing numbers worldwide. The Kentucky Economic Development Finance Authority preliminarily approved Blackhawk Composites for tax benefits up to $750,000 under Kentucky’s new incentive program, the Kentucky Business Investment Program. The incentive can be earned over a 10-year period through corporate income tax credits and wage assessments. The maximum annual approved amount to be earned by Blackhawk Composites is $50,000.

TMS Automotive, LLC, has also announced plans to start a new operation in Bowling Green. TMS Automotive is a startup automotive company that offers value-added manufacturing to customers in the region, including Bowling Green Metalforming and Dana Corporation. TMS will bring around 35 new jobs to the area, and the project will entail an investment of $2.17 million. “The startup of TMS Automotive is a wonderful addition to the Bowling Green community and the entire Commonwealth,” said Gov. Beshear. “Kentucky is well-known for its strong automotive roots, and TMS Automotive is a perfect fit to our corporate landscape. We look forward to continuing our partnership as the company grows and prospers here in South Central Kentucky.” Incentives helped smooth the TMS transition to Bowling Green. The company was approved for tax benefits up to $260,000 by the Kentucky Economic Development Finance Authority through the Kentucky Industrial Development Act, designed to attract and expand manufacturing in the state. The deal was sealed by Bowling Green’s strategic location and the support received from state and local leaders. “TMS is eager to locate a facility in Bowling Green-Warren County because of the strong state and community support we have received during the decision-making process,” said Michael R. Hall, president of TMS Automotive, LLC. “Our location here will allow us to best serve our automotive industry partners located in the area.”

While dismal economic news dominated in much of the country in late 2008 and early 2009, South Central Kentucky announced a series of success stories. New arrivals were just part of the picture; below are several companies that announced expansions in 2008–2009.
N.E.W. Customer Service Companies, Inc. (NEW)
When the business leaders within N.E.W. Customer Service Companies, Inc. (NEW) decided to begin training classes for their home-based employment opportunities in Bowling Green, they hoped to announce more training classes at some time in the future. But they didn’t anticipate its happening so quickly. With the initial announcement of NEW coming to South Central Kentucky in May 2008, only five months passed until NEW launched its second set of training classes. “Bowling Green has far exceeded our initial expectations,” said NEW’s Senior Vice President of Customer Experience Ray Zukowski. “The caliber of the candidates and the tremendous support and enthusiasm we have received from the community has been the deciding factor in expanding the Bowling Green work-at-home training site.”
American Howa Kentucky, Inc. Rapid growth success stories aren’t unusual in South Central Kentucky. American Howa Kentucky (AHK) celebrated its grand opening in March 2008 and, in October 2008, announced an expansion to house three new manufacturing lines. The company will also add 56,000 square feet to its 81,294-square-foot facility at the Kentucky Transpark. AHK, a Japan-based company, produces various products for the automotive industry, including headliners, dash insulators, and other interior items. AHK has invested more than $12 million in the Bowling Green facility.
Casco Products Corp. The expansion of Casco Products Corp. is a true example of South Central Kentucky regionalism at its best. After months of working with company leaders, the region’s economic development professionals, city and county officials, and citizens were pleased to learn that Casco would remain in Morgantown (Butler County). This global manufacturer of power plugs and cigarette lighters for the automotive industry consolidated its Mississippi division into its Butler County location in 2009. According to Casco leaders, they decided to consolidate the Morgantown facility rather than remain in Mississippi because of the highly qualified labor and technical force in this region, as well as the available building space. The consolidation also led to an expansion, bringing around 30 additional jobs to the area — 17 of which were given to the workers who were laid off before the company made its decision to stay in Morgantown. With the consolidation of workers complete, plans are in the works for a facility upgrade. The plant will move from its current 40,000-square-foot building to a building previously used by Sumitomo, giving Casco workers an additional 60,000 square feet of space. The Kentucky Economic Development Finance Authority approved $1.35 million in tax credits for this expansion.

HeathCo Many companies have discovered that South Central Kentucky is a great location for their headquarters. HeathCo, the market leader in motion-sensor lighting and door chimes, is one of those companies, having officially opened its new world headquarters in Bowling Green in September 2008. Located at Western Kentucky University’s Center
for Research and Development within the Innovation and Commercialization Center, the company’s renovated, state-of-the-art facility will house sales, marketing, customer service, and technical support, with additional space for engineering R&D, finance, human resources, and information technology. “This is a place where things are happening and growing,” said Keith Springs, president of HeathCo, adding that HeathCo hopes to attract WKU science and business graduates, as they plan to add up to 50 members to their workforce in the near future.
Perot Systems Perot Systems Corporation, another tenant at the WKU Center for Research and Development, announced an expansion in fall 2008. The company, which operates a healthcare support call center at its Bowling Green location, announced the addition of an information technology service center to its facility in October 2008, creating 90 new jobs. “Perot Systems has been a proud member of the Bowling Green business community for more than five years,” said Terry Armstrong, leader of Perot Systems Revenue Cycle Solutions. “Our continuous growth and expansion here is a tribute to the quality individuals and exceptional talent of our associates in the area, and we welcome our new team members.”
Whayne Supply Successful long-time Kentucky company Whayne Supply had an easy decision when it came time to replace an aging facility. Building on nearly 55 years of success in Bowling Green, the company stayed close to home, celebrating the grand opening of its newest branch office at 390 High Rail Way in Bowling Green on December 18, 2008. The 65,000-square-foot, state-of-the-art facility houses the company’s heavy equipment operation. The expansion also allowed for the creation of 15 new jobs, bringing Whayne’s total employment up to 60. www.bgchamber.com 31
J.M. Smucker LLC With its long tenure in Scottsville (Allen County), J.M. Smucker LLC showed its commitment to employing South Central Kentucky residents by announcing an expansion of its product line in February 2009. In addition to making Smucker’s Uncrustables frozen peanut butter and jelly sandwiches, the Scottsville plant will now produce a new “grab and go” waffle product. The expansion, which includes an investment of $3 million, is expected to create 25 additional jobs, bringing the plant’s employee count to more than 300. The Kentucky Economic Development Finance Authority helped facilitate the expansion with tax incentives of up to $550,000.
J.M. Smucker LLC showed its commitment to employing South Central Kentucky residents by announcing an expansion of its product line in February 2009. BlueCotton How does a t-shirt business grow from a one-person shop in an apartment to being featured on Inc. magazine’s list of the 5,000 fastest-growing private companies in the nation? Just ask Mike Coffer, president of Blue Cotton. According to Coffer, his company’s success on a local and national level can be attributed to customer service, a good management team, and booming online sales from the www.bluecotton.com website which, among other services, allows clients to design their own shirts using tools available right on the site. To accommodate and continue Blue Cotton’s success, Coffer and associates have plans to hire more employees and launch two additional websites. “I never could have imagined what the Internet could have done for this business,” Coffer, a Western Kentucky University grad who started the business in his Bowling Green apartment, said. “The whole business is an accident. I was just selling t-shirts on the side until I found a ‘real job.’ It was supposed to be a bridge, but the bridge turned into a road.”

With the 10-county region supporting its development, the Kentucky Transpark is one of South Central Kentucky’s best examples of regional cooperation. This high-tech commerce and business park boasts an environmentally friendly, campus-like setting that includes biking and walking trails, green space, and water features. Training opportunities abound at the park, which contains an on-site education center where the Kentucky Community and Technical College System (KCTCS Bowling Green Technical College) provides workforce training and specialized services to meet the needs of business and industry. The Transpark continues efforts to attract a diverse range of businesses and industries. But the Transpark also has its eye on the future in more ways than one, with a continuing goal to protect the environment. In September 2009, the Inter-Modal Transportation Authority broke ground on a state-of-the-art addition to the Transpark — the speculative building. The heavy-industrial-zoned building will meet all standards of the American Institute of Steel Construction and can be easily customized to meet a tenant’s specific needs. “As an example of what can be built at the Transpark, this building will become the highlight of prospective client tours and for our marketing efforts,” said Rick Wilson, chairman of the Intermodal Transportation Authority Board of Directors.

CNNMoney.com’s 2009 “Best Places to Launch” ranked the best large, middle, and small population metropolitan areas for small business startups. Bowling Green ranked 12th in the small cities list (populations under 250,000). No other Kentucky city was ranked in Bowling Green’s small cities category. The Bowling Green Area Chamber of Commerce is comprised of 90 percent small businesses. This comes as no surprise to Adam Brownlee at the Small Business Development Center, who cites the region’s combination of low cost and great resources as a boon to small-business owners. “Bowling Green is unique in that it is one of the least expensive cities in America to do business,” Brownlee said. “Cost of employment is low, and cost of resources is low, so it’s a great place to do business in that aspect. When you add the educational resources of Western Kentucky University, that makes it a very unique environment.” There is a wide variety of resources in the area — business, educational, medical, and recreational — which is a boon to small business owners. Hot Yoga owner Tony Bishop loves the area’s proximity to Mammoth Cave and Lost River Cave, as well as the Corvette Museum. He feels his business is an additional recreational asset to the community, as it helps residents deal with stress in a positive and productive way. “The practice of hot yoga is awesome, really de-stressing,” Bishop noted. With a heated room to warm muscles and flush toxins from the body through sweating, injuries are prevented and a deeper release of muscles is facilitated by the heat. As a small-business owner, he is especially pleased with the efforts the Bowling Green Area Chamber has put into the community. “As just one example, I think this Chamber has probably the best monthly meetings and Chamber breakfasts for their partners,” Barron said. “That’s an excellent opportunity for networking. “I don’t know of any other town that has a more active Chamber,” he continued. “They’re constantly working to attract more business, and that means more foot traffic downtown and more people shopping in general, which is a big help to small retailers like me.” Another successful small business is Gerald Printing, a commercial printer that provides a variety of commercial printing, from single-color business cards all the way to art print reproductions and high-end color process work. Joe Davis, president and owner of Gerald Printing, won the 2009 Small Business Person of the Year award from the Chamber. “I think an important part of being a small business in Bowling Green is getting involved and giving back to the community,” David said. “We take a lot of pride in the quality of our products and our service to the community. We’re involved in a large variety of nonprofit organizations, which allows us to give back to the community.” And the community is one that appreciates and supports quality service. “Bowling Green is a community that honors someone who’s serving the community by recognizing them as a credible business partner,” Davis said.

Industrial Training Consortium By Jennifer Bull
An innovative partnership between Western Kentucky University, the Bowling Green Area Chamber of Commerce, the Kentucky Cabinet for Economic Development, and several companies has brought recognition for excellence. In 2009, the Warren County Industrial Training Consortium won the Distinguished Noncredit Program award for the South Region from the Association of Continuing Higher Education. At the annual conference of the University Continuing Education Association (UCEA) in October, Western Kentucky University’s Center for Training and Development received the award for Program of Excellence in the non-credit category for the Industrial Training Consortium. The University Continuing Education Association serves as an important resource to the Continuing Education profession. Its members include public and private accredited, degree-granting colleges and universities, international universities, and nonprofit organizations with a significant commitment to professional and continuing higher education. For a small investment, local industries gain access to valuable training with minimal interruption to the work schedule. The Kentucky Cabinet for Economic Development provided grants that offset approximately 50 percent of costs; through the efforts of the Bowling Green Area Chamber of Commerce, the consortium has been able to continue to secure grant funds on an annual basis. The consortium has grown to more than 31 companies. “We use a lot of different approaches to meet customers’ needs,” said Director Manon Pardue. “Additionally, the program was built to be easy to use, with user-friendly training enrollment and online non-credit training courses.”

The Bowling Green Area Chamber of Commerce recognizes outstanding business leaders who contribute both professionally and beyond to the community. One specific award the Chamber presents, in partnership with the National ATHENA Foundation and Martin Automotive Group, honors deserving business women. Recent recipients of the award have one thing in common: They’ve been inspired by their hometown! Now, utilizing their strengths and talents, they are giving back and impacting future generations. “In 20 years, I want to be able to look back and say I played a tiny part in making Bowling Green the best place to reside in Kentucky,” said Jana Sublett, 2008 inaugural ATHENA Young Professional Award winner. “As someone who was born and raised in Bowling Green, I have seen the amazing growth that has gone on the last decade. “I want to continue to see Bowling Green prosper, but it can’t do that without people working for positive change,” she said. “I am not just talking about new developments and a fabulous downtown — which are all great innovations — I am talking about making sure our most vulnerable populations aren’t left behind.” Sublett is past president of the Young Professionals of Bowling Green and has worked for nonprofits doing program development, in social services helping people with disabilities obtain needed services and employment, and in the public sector promoting child safety programs. The Chamber’s 2008 ATHENA Award recipient, Amy Milliken, is a lifelong resident of Warren County and serves as Warren County Attorney. She was the first female appointed and elected to that post.
“Growing up I had two strong forces in my life — my dad, who instilled a strong work ethic, and my mom, who instilled the importance of community,” she said. “My parents felt it was important — even necessary — to be involved in the community. They wanted their children to know and understand that the community around you is only as important and as strong as you make it.” Milliken also worked with MADD (Mothers Against Drunk Driving) to develop a Victim Impact Panel, allowing victims of drunkdriving accidents to show the defendants convicted of DUI the true impact this offense has on the victims. “I have always felt it was my responsibility to see that good things are happening here in Warren County, and I feel an added responsibility now that I have three daughters of my own,” Milliken concluded. “I love this area — it is the greatest place to work, live, and raise a family, and I want to keep it that way!” 2009 ATHENA Young Professional recipient Laura Simpson Goodman agrees. “It is very rewarding to have grown up in Bowling Green and to now be a part of the thriving female workforce in my very own hometown,” Goodman said. “Bowling Green was the ideal backdrop for a memorable, nurturing childhood and enabled me to flourish during my time at WKU.” Goodman, program manager for Junior Achievement of South Central Kentucky, is a graduate of WKU and a member of the Professional Marketing Association, as well as the Chamber’s Workforce Development Committee, Business-Education Partnerships, and Work Ethic Seal subcommittees. A 2007 graduate of Leadership Bowling Green, she is a member of the LBG Alumni Association, the WKU Warren County Alumni Planning
Committee, and a new member of the WKU Young Alumni Council. She serves as an advisor to Chi Omega sorority and is vice president of their housing corporation. School Construction Updates By Carol Cummings
South Central Kentucky’s rapid growth means ever-increasing educational resources are needed. A diverse community, attracting newcomers from several nations, Bowling Green has an equally diverse set of student needs to fulfill, and the region’s schools are working to meet all of those needs. To date, 27 languages are spoken in Bowling Green Independent Schools. Area schools are moving forward with extensive expansion, construction, and renovation projects to meet the increased need in the area.
Bowling Green Independent Schools As of fall 2009, more than $18 million in construction and renovation projects for the Bowling Green Independent Schools have been completed in the last two years. Interactive classrooms are now in place at all schools for grades three through 12. This technology gives teachers a range of multimedia tools, including the ability to project digital images from television, computer, document camera, or a DVD player onto a large screen; to

play music and audio files over classroom speakers; to record video lessons; to use an electronic white board that can record notations to new or existing data files; and much more. At Potter Gray Elementary, renovations included restrooms, the gymnasium, the kitchen, and the cafeteria. In addition, four classrooms were added, and the parking lot was expanded. Other additions and expansions were made at McNeill Elementary and Dishman-McGinnis Elementary. The new T.C. Cherry Elementary School opened in August 2009; a new building was also recently completed for Parker-BennettCurry Elementary. Athletic improvements at the high school include a football fieldhouse addition and renovation, tennis court lighting and resurfacing, and the installation of a new seven-lane track. “Over the past 10 years, the Bowling Green Independent School District has completed over $50 million in new construction and renovation,” said Superintendent Joe Tinius. “We believe that quality facilities contribute to quality performance by students, faculty, and staff.”
Warren County Schools The Warren County Board of Education now has three building projects involving four new schools under way. New elementary school buildings for Bristow and Richardsville will be among the most energy-efficient school buildings in the country. Both are planned as “Net Zero” buildings with energy-saving design elements. By implementing strategies such as insulated concrete forms, solar panels, daylighting, and geothermal heating and cooling, the Richardsville building is projected to save more than $230,000 annually. Work has begun on both buildings, which will replace the existing schools. The facilities will open during the 2010–2011 school year. August 2010 will see the opening of South Warren High School and Middle School. The project will house both the middle and high schools in one large building with an auditorium in the middle. This will offer short-term and long-term savings, as the two schools will share a kitchen and the shared auditorium will give the middle school access to a facility that most middle schools do not have. In addition, proximity to the high school will allow middle school students to easily take advanced courses at the high school.

• WKU is the fastest-growing college/university in Kentucky, setting a record for enrollment at 19,761 for the fall 2008 semester. This was the 11th consecutive year WKU has had a gain in enrollment for the fall. • At spring 2009 commencement ceremonies, WKU conferred degrees on a record 1,946 students: 92 associate, 1,480 baccalaureate, 367 master’s, seven specialist, and six doctoral degrees (offered cooperatively by WKU and University of Louisville). • The Gatton Academy of Mathematics and Science in Kentucky at WKU was named to Newsweek’s 2009 list of “The Public Elites.” The academy is a residential program for 120 Kentucky high school juniors and seniors who have demonstrated talent and interest in pursuing careers in science, technology, engineering, and mathematics. • WKU is home to The Center for Gifted Studies, which provides educational opportunities and resources to gifted students, educators, and parents, as well as Kentucky’s first independent Honors College, which is focused on expanding and enhancing education, research, and studyabroad opportunities for WKU’s top scholars.
• Student participation in study-abroad programs nearly doubled in 2007–08 (470, up from 243 in 2006–07). Faculty-led trips abroad increased from 12 in 2006–07 to 23 in 2007–08. • In U.S. News & World Report’s 2009 list of “America’s Best Colleges,” WKU ranks No. 10 among public master’s universities in the South, up from No. 12 in 2008 rankings. In the ranking of all master’s universities in the South, WKU rose from No. 32 to No. 29. • WKU is working to increase the number of science and mathematics teachers. In 2007, WKU launched SKyTeach, a program funded with $2.5 million by the Exxon/ Mobil Foundation through the National Mathematics and Science Institute. • The third cohort of students for WKU’s doctoral program in educational leadership began the program in July 2009 and will complete it in December 2012. The Doctor of Education (Ed.D.) in Educational Leadership, WKU’s first independent doctoral degree program, was approved in February 2008 by the Council on Postsecondary Education.
WKU’s new program in American Humanics prepares students for meaningful careers in the nonprofit sector that will benefit the students and their communities. American Humanics is a national alliance of colleges, universities, and nonprofit organizations dedicated to educating, preparing, and certifying professionals to strengthen and lead nonprofit organizations. The program began its fifth year as an academic minor at WKU in the fall of 2009, and approximately 50 to 60 students participate each year. “We talk to our students about education, experience, and networking,” said Dr. Raymond Poff, WKU associate professor of recreation and executive director of the program. “Our academic minor is based on the national certification program in nonprofit management and leadership. Each participant must complete a 300-hour internship with a nonprofit organization as part of the certification process, allowing them to receive hands-on training and experience.” Each fall, the program hosts a nonprofit leaders’ breakfast on campus, and they host a nonprofit awards reception each spring, recognizing an emerging nonprofit organization, an established nonprofit organization, and a philanthropic business in the community. The American Humanics program at WKU also participates in a service partnership each year, with the nonprofit collectively chosen by the students. Nine of the program’s students have already received $4,500 in national internship scholarships, allowing them to participate in internship opportunities they would not otherwise have been able to pursue. “It’s a unique program because it’s not just a set of classes,” Poff explained. “The successful students get involved and get the education, the hands-on experience, and meet people in the nonprofit community.”

Celebrates Fifth Year at WKU
WKU’s Imagewest, the only full-service, revenue-generating, student-run advertising and public relations agency in the nation, celebrated its five-year anniversary in 2009. As part of the celebration, the agency hosted an educational workshop about advertising for middle and high school students in cooperation with Kaleidoscope, a community-based youth development program that helps to transform youth through art and activism. The workshop allowed more than 30 students to work in groups and creatively develop advertising material to promote a unique item. In 2009, the agency also awarded two $800 scholarships that will help with summer internship expenses for WKU School of Journalism and Broadcasting students. The annual scholarship will be available to students majoring in advertising, public relations, and graphic design. “Since the agency began in 2004, I have wanted to find a way to give back to the community and assist WKU students, so we are thrilled to reach out to young people and inspire them to go do great things,” said Imagewest Agency Manager Heather Garcia. During the summer of 2009, Imagewest representatives traveled to Spain for four weeks to work with the Universidad Camilo José Cela (UCJC) and the City Council in Madrid on ad promotion. Bowling Green Technical College is a nationally recognized two-year technical college offering degree, diploma, and certificate programs in over 30 areas of study, including allied health and nursing programs, engineering and information technology, manufacturing technology, and business. We’re coming off a record year; our average home price has increased, and we’re still seeing an average list-to-sell percentage of 96 percent.”

Each July, the church hosts a Back-to-School Block Party for students and families at the school, complete with games, face painting, and cotton candy. In addition, each December the Angel Tree Ministry connects families in the church with T.C. Church Expansions HILLVUE HEIGHTS CHURCH has a new Children and Youth Building, which opened in December 2009 at the Nashville Road campus. Construction began with a groundbreaking ceremony on April 13, 2008. The new addition adds 25 new classrooms, five new large group rooms, and an expanded atrium. This is a total of approximately 52,000 square feet, expanding Hillvue’s campus floor space by nearly 70 percent.

South Central Kentucky is a hot spot for vacationers and conventioneers alike. Tourists spent $304.9 million in Warren County in 2008 — an increase of 1.8 percent, according to the Kentucky Department of Travel (2009). Over the last three years, tourism in Warren County has increased 28.2 percent. “Considering the economic climate and record-breaking gas prices in 2008, for Warren County to see an increase in tourism spending is a true testament to our hospitality and world-class attractions,” said Vicki Fitch, executive director of the Bowling Green Area Convention & Visitors Bureau. “Where else can you go spelunking, witness an American icon in the works, go for a twisted ride in the air, and stroll an historic town square — all in one weekend? Nowhere, other than Bowling Green,” added Marissa Butler, public relations director of the Visitors Bureau. Assisting more than 60,000 walk-in visitors at its main office and information booth at the National Corvette Museum, as well as distributing some 350,000 Visitors Guides each year, the CVB is the key to the city for many travelers. The CVB is working hard to compete in the vacation market, consistently promoting to a targeted market the things that make South Central Kentucky unique. The CVB website (www.visitbgky.com) offers travel packages, sample itineraries, coupons, and attraction and lodging information; visitors to the site can narrow their interests to filter search results when looking for things to do, places to stay, or where to dine. According to Butler, the region boasts a variety of attractions appealing to varied interests, and the CVB often fields requests for focused itineraries. “Automotive enthusiasts flock to Bowling Green,” said Butler. “The National Corvette Museum certainly grabs motorists’ attention as they travel I-65, and the museum hosts several annual events that bring thousands of participants to town.” The historic tracks at Beech Bend Raceway are another hot spot for car buffs, with weekly drag and oval racing plus major events each year. Additionally, scenic drives with rolling hills and breathtaking vistas across South Central Kentucky keep motorists coming back year after year.
Others are drawn to the region’s rich history. “Several firstclass museums share our stories very well, including that of native Duncan Hines and distinguished aviator Dan Cherry,” said Butler. “The Bowling Green Civil War Discovery Trail, with its accompanying audio tour, is a popular brochure, as are several walking tours throughout historic districts.” Families searching for an active outdoors vacation will find plenty to do as well, including Kentucky’s cave country, quality athletic facilities, a beloved amusement park, a wildlife center, and more. However, Butler credits the people of the region for drawing so many return visitors. “Once the visitor has arrived, it’s the employees of area businesses that truly help create a memorable visit,” Butler said. “Without the support and vision of so many community partners, tourism would not have such a positive impact on the area, nor would the BGACVB be as successful.”
