Economic Development Alliance of Southern Ohio Alliance Notes 2010

ive years ago the Chillicothe Ross Chamber of Commerce became one of four cornerstones of the Economic Development Alliance of Southern Ohio, joining with the city of Chillicothe, Ross County, and the Community Improvement Corporation to initiate an imaginative process for approaching economic development in our community, county, and region. Today, those founding partners are joined by more than two dozen businesses, foundations, and individuals focused on “creating community wealth for the benefit of all citizens of

Southern Ohio,” as the Alliance mission statement directs. I use the term “process” because the Alliance is just that — a virtual organization that accomplishes its objectives only with and through the knowledge, resources, and services of other people and organizations. There is no success in a vacuum. It is the active participation of Alliance partners and allies in the public and private sectors that makes our economic development process work. The Alliance program, like any solid business plan, focuses on some very basic principles. First and foremost is existing business development, helping companies already here to grow, expand, and put additional people to work. Depending on which study you consult, seven or eight of every 10 new jobs come from existing employers, so it’s just good business sense to take care of the companies that are powering our local economy. During the past year, for example, we’ve met with a dozen companies to discuss their markets, operations, hiring and investment plans, and a variety of other topics — all with an eye toward making sure that they have access to local, state, and federal resources that can assist their business, particularly in these challenging economic times. Another piece of the economic development process is new business attraction, with the high-profile groundbreakings and ribbon cuttings that go along with it. While the flow of new deals has been crimped by the current economy, the Alliance has been active in “filling the pipeline,” continuing an aggressive schedule of marketing our area on a national and international basis. A slowed business

climate is no reason to hibernate. Corporate plans are being made every day. We want to be on the radar of companies, consultants, real estate brokers, and other decision-makers when that deal pipeline again begins to flow. This past year has seen us at trade shows, conferences, and other business events in Toronto, Detroit, Colorado Springs, and Chicago, along with Columbus and Cincinnati. The Alliance board subscribes to the philosophy that you can’t cut your way to prosperity, so we are devoting substantial resources to the marketing effort. The third component of our economic development strategy is what we call “product development” — what is it that we have to “sell” to local companies and business prospects, to encourage their growth or location here? Job training assistance and workforce development programs are prime, since virtually every company realizes that people are THE key resource. Infrastructure (roads, sewer lines, broadband capacity), education, housing, and recreation are just some of the important characteristics. The Alliance doesn’t deal directly with most of these issues. But one or another of our partners does, and that’s what makes this process (remember that word) work. Economic development in Chillicothe/ Ross County/southern Ohio is a team sport, and there are many, many talented and dedicated people in the starting lineup. Tri-County Triangle Trail The Ultimate Green Transportation System

ri-County Triangle Trail is a dream within just a few miles of coming all the way true. And it’s a dream already providing a great hike, skate, or bike ride for up to 20,000–30,000 people a year. In the early 1990s a group of area residents began working to convert the land left by abandoned railroad tracks to recreational trails. They identified a trail that ran along the old train rights-of-way from Chillicothe, through Frankfort and on to Washington Court House, down to Greenfield, and then back to join the trail between Frankfort and Chillicothe. Because this trail would form a triangle between Chillicothe, Greenfield, and

Frankfort, they named it Tri-County Triangle Trail. By 1994, the group had acquired 20.3 miles of abandoned railroad bed. By 1999, they had four miles paved, from Frankfort east towards Chillicothe. Today, the group has 20.4 miles paved in Ross County, from Chillicothe to Ohio 138 at Austin, west of Frankfort, according to Gary Merkamp, Ross County Parks’ district administrator. Another 5.4 miles has a limestone base and is ready to be paved in the very near future, thanks to a grant from the Ohio Department of Natural Resources, Merkamp said. That section will connect with the one just outside Washington Court House to almost complete

the trail between the two cities. A proposed connector would connect the existing trail section through Washington Court House. Eventually, the plan is to connect the Triangle Trail to the extensive recreational trail system of more than 300 miles that includes the Xenia Station, the Little Miami, the Ohio-Erie, the Creekside, and the DaytonMontgomery County trail systems. Merkamp said more than 300,000 people a year are expected to use the system when it is complete. To continue to build the trails, the group faces formidable fundraising challenges. Merkamp said the cost to develop a mile of trail was around $10,000 a mile when the

group started 10 years ago. It’s now almost $30,000 a mile. Most of the cost is for asphalt. The trail has no dedicated funding source, Merkamp said. Mostly, it has been built with grant money, and the counties provide maintenance funds. The trail is more popular every year, Merkamp said, and could be a boost for the local economy when it is complete, as it will bring many more people through the area. It is also a draw for companies looking at quality-of-life issues for employees. “We are looking forward to the not too distant future when the core trail will be complete,” the group says on its website. “Recreational trails are the ultimate ‘green’ transportation system. They offer not just affordable recreation, but a way to get to work, school and shopping carbon free. They provide habitat for wildlife and enable citizens to enjoy nature in a peaceful quiet way away from traffic and urban noise. The benefits of recreational trails are many and we hope that communities continue to connect their residential areas, shopping areas, schools and parks with these ribbons of green transportation.” To join the Tri-County Triangle Trail system group or to find maps and events, go to their website. Buzzards Roost Nature Preserve A Sight Well Worth the Hike

o see all of one of the prettiest gorges in Ohio, be prepared for an arduous three-hour hike. That’s how long Ross County Parks District Administrator Garry Merkamp says it takes to get to the bottom and then back up the main trail in the Earl H. Barnhart Buzzards Roost Nature Preserve. But breathtaking views are available with much smaller hikes. Named for the turkey buzzards roosting on the cliffs, the preserve offers 1,332 acres of pristine sanctuary for wildlife and plants as well as breathtaking vistas of the gorge down to Paint Creek. The park was created when Jean Barnhart gave 372 acres just off Redbird Lane to Ross County to create a nature preserve in honor of her late husband. It is used primarily for research and education as well as nature study, bird watching, hiking, and nature photography. Currently the preserve attracts around 5,000 visitors a year, Merkamp says. An article in the Akron Beacon Journal last year called it “one of the best vistas in Ohio.” That article was picked up McClatchy News Service and ran in newspapers as far away as Oregon and Honolulu, although Merkamp 10 Chillicothe Ross Chamber of Commerce

says he knows of no one coming from Hawaii to see the area yet. For nature lovers, though, it would be worth the trip. The preserve offers a wide diversity of plants and animals, with different species at the top from the bottom. The park offers two trails for hiking, and an old house is being renovated as a learning center. Programs on Saturday mornings in the spring and summer look at insects, birds, and wildflowers. The Scioto Valley Bird and Nature Club also offers organized events at the preserve, including: • A first day of spring off trail hike that shows some of the most beautiful but hard-to-reach spots of the preserve. • An Annual Southern Ohio Wildflower Pilgrimage in April. • An Earth Day celebration to learn how to view nature from different angles and how to photograph wildflowers. • A Children’s Discovery day in June, with a two-hour adventure to learn about a pond ecosystem and meet some of the creatures that live there. • An August evening listening to the songs of insects.

• A History Walk in September to get acquainted with the preserve, find out what is blooming, what animals are out, and learn about the history of this area on a stroll with our local historian. • A Fall Foliage Walk in September. • Owl Friday Nights in late October and early November, offering a chance to prowl the dark woods with the “Owl Team” as they band and count the small northern saw-whet owl. To Go The preserve is open during daylight hours only. From U.S. 50 turn onto Polk Hollow Road and go 1.8 miles up a steep hill; make a sharp right onto Red Bird Lane and follow it until it ends. Great Angling — and Eating — at Ross Lake

luegills, “about six to eight inches, that’s good eating,” says Don Elkins, who owns D&K Bait and Tackle Dealers. For the past 31 years, Elkins has owned the shop at 288 W. Hydell Road, just onequarter of a mile from Ross Lake. In addition to bait and tackle, he also sells hunting and fishing licenses as well as hunting gear. Ross Lake is his first answer when asked for the best fishing spot in Ross County. Located within the 1,112-acre Ross Lake Wildlife Area, the lake is three miles east of Chillicothe off U.S. 35. Ross Lake has

naturally reproducing populations of largemouth bass, redear sunfish, crappie, and bluegill. Channel catfish populations are maintained by stocking yearling catfish (8–12 inches) in the fall on an alternate year schedule. Gizzard shad and bluegill are the main forage species, according to a brochure on the lake available at www.dnr.state.oh.us. But Elkins and his son, also named Don, say that fishing is also good in the Scioto River, on Paint and North Fork creeks, and the lakes in state parks, like Paint Creek Lake, Shawnee’s Caldwell and Stewart lakes, and Deer Creek Lake.

Both also say there are more and more pay lakes in the area that are stocked with bigger fish. But for eating, they recommend smaller fish. Take big-mouth bass, “the larger they are the stronger they get,” says Elkins.ऀ They say crappie, walleye, and saugeye are also good-eating fish that can be caught in local waters.ऀ On the Web Ohio Department of Natural Resources www.dnr.state.oh.us

Mecca for Music Ross County Is a Musician’s Dream

rom the oldest band in the state to new garage bands getting together this year, the Chillicothe area has always been rich in live music played by local musicians. When Dave Smith bought a local radio station and moved here in 1983, he was amazed at “how many great musicians there are here.” The life-long DJ loves all kinds of music and said it was incredible to find a Dixieland band playing two blocks away from his new station. “It was really special to come here and find that. I’ve really enjoyed it all these years.”

That band was the Goosetown Astonishers, formed in 1973 by Dale Perry, John Vanek, Ruth Thompson Luther Bolen, Gene Minney, and Gordon Hixon. They played every Thursday night at the Crosskeys Tavern on Main Street, which just opened that year. They still play Dixieland every Thursday with some of the original and many new members, including Crosskeys owner Tom Burke, who loved the band so much that he began clarinet lessons and joined them in 1979. But at 41 years old, the band has a long way to go to match the area’s oldest band, the

Adelphi Community Band, which has been playing continuously for 130 years, since 1880. The brass band was formed before John Phillip Sousa wrote Stars and Stripes Forever and still plays at the Ross County Fair and community concerts. It is the oldest band in the state. Although the town has The Renaissance Singers, a bell choir, and a Chillicothe High School orchestra, it’s not just old music the town loves. It also loves all forms of current music, with groups playing hard rock, soft rock, jazz, country, bluegrass, hip hop, and just about every genre in between. It’s often a family affair. From grandchildren of the original Adelphi band members to country musicians playing in local groups for generations, playing music together is a tradition in many area families. Some examples are the Barnes brothers, the Lewis brothers, John and Mike Boyle, the Tackett family, Mark and Frankie Thacker, Steve (father) and Steve (son) Hummel, Jack and Nancy Robertson and their son Michael, the Cutright Family, and the Knapp brothers. Burke, whose Crosskeys has hosted many local bands during the past 35 years, says the number of local musicians is “phenomenal for the population here.” He says the town has a history of live music dating back to the Camp Sherman days in World War I, when many musicians played here for the troops; to the Wintergarden, a venue for big bands on Water Street during the 1930s; to the Sugar Shack, where many local bands played in the 1960s; until today. A popular band now is the Loose Pockets Band, which plays every Tuesday at the Dock on Water and features Mike Boyle, Barry Barnes, Mark Sentieri, Steve Hummel, Sam Roma, and John Call, one of the best pedal steel players in the country. The band plays a mix of “old country, rock, swing, Americana, alternative, rock-a-billy, bluegrass, blues, R&B .... We try to cater to all likes of music mostly because we all enjoy all music genres,” according to their website, www.loosepockets.com. Another popular band is the Lewis Brothers: Russell P., Richard, and Jeff Lewis with Dennis Foreman, who play a mix of “eclectic and electric folk, rock, country and general hillbilly,” according to their website, www.lewisbrothersband.com. But it’s possible to hear a number of bands on any given day, from Christian rock bands to rap musicians. The website www.chillicothebands.com lists 31 local bands and is a good place to find who is playing where. There’s also a Facebook group, Chillicothe’s Rock and Roll Scrapbook, that has info and photos about musicians from the past five decades. Many individual bands have MySpace pages and websites also. Making the Ends Meet Chillicothe Is a City of Neighborhoods

ome towns have sides — the Upper East Side, the Lower West Side, the South Side — but Chillicothe has ends — the East End, the West End, and the South End. Each of those ends are full of neighborhoods that are dear to the hearts of residents. Chillicothe was originally platted as one neighborhood when Nathaniel Massie surveyed 287 in-lots, each 99 by 198 feet, that became the core of the city. He also created 169 out-lots, each four acres, that were originally used for crops and livestock, but which gave the new city areas to grow. The downtown, with its gracious old brick buildings and houses, still retains its own 16 Chillicothe Ross Chamber of Commerce

character and groups of neighbors who would live nowhere else. By the early 1800s, German immigrants began moving into the city to build breweries and work on the new canal along Water Street. The Church and Vine streets area developed into what was known as Goosetown, named for the geese the immigrants raised. The area is still a popular neighborhood, offering easy access to the downtown and Yoctangee Park. The arrival of railroads in the mid 1800s pushed the city’s growth to the east, with the railroads dividing what became known as the East End from the downtown area. Railroad workers built their homes close to the depot and created a neighborhood that was also popular for the families of workers at the

new paper mills on the south end of the city. Devastating floods in 1937 and 1957 brought the neighborhoods in the East End together to push for a floodwall, which was finally built in the 1970s. Now East Enders enjoy the benefits of being the closest neighborhood to the river and floodwall bike path. The paper mills on the south end of the city also brought workers to the Poland Park and South Paint Street areas, along with executives who built stately mansions on South Paint and Caldwell streets. These residents recently pushed for improvements in Poland Park, which they are now enjoying. The 1920s and ’30s saw the growth of Story Place and the near West Side. Houses in the area remain popular with both retirees

and young families, with Central Center shopping center in walking distance, as well as Worthington Elementary, Chillicothe Middle School, and Chillicothe High School. The area represents Craftsman-style architecture, with many of the cottage-style homes built from Sears kits. Sidewalks make the area popular for walkers, and large front porches invite neighbors to stop and chat. In the 1940s, Walter Brewer platted a new subdivision on Fruit Hill, the original estate

When the soldiers came home from both World War II and Korea, they created a boom in housing in the 1950s. Armed with GI loans, young families found jobs at the newly created uranium enrichment plant in Pike County and spurred a building spree in several areas of the city. Chillicothe Manor, platted behind a newly developing North Bridge Street, offered small ranch or Cape Cod homes, while the Philclaire Addition on the West Side and the Barton Cook addition

of one of Ohio’s founding fathers, Duncan McArthur. With World War II, though, nothing was built until 1951, when the Toth family built the first house on Brewer Heights. The rest of the hill slowly developed during the ’50s, ’60, and ’70s, creating an architecturally diversified neighborhood with ranches, split levels, and two-stories. Development on Fruit Hill has continued with the addition of Timberidge Heights and Chillicothe’s newest development, Kennsington Place, in the past few years.

off East Water Street offered three-bedroom ranch homes. Those neighborhoods were soon full of baby boomer children who grew up with fond memories of those close-knit neighborhoods. At the same time, more and more homes were being built on Carlisle Hill. Some of the oldest homes in the city were on the hill, including Mountain House; the Dard Hunter residence, built in 1851 on Highland Avenue; and Belleclaire, built in 1802 on Belleview Hill. However, in the 1920s and 1930s, more

homes were built on both Belleview and Carlisle. In the 1950s, ’60s, and ’70s, the top of the hill filled out with the Ohio University regional campus building on West Fifth Street, prompting the new name for OU-C students, the Hilltoppers. In the late ’70s, Shannon Woods was developed on the back side of the hill.ऀ In the mid 1950s, the Plyley’s Lane area also began growing, and Nelson Drive was developed. By the mid 1960s, Bob Hess began developing Hesswood Hills, which grew quickly throughout the ’60s and ’70s and contained some of the city’s finest homes. In the mid 1990s, a subdivision on what had been a large orchard next to the Adena Mansion and Gardens property at the end of Allen Avenue was developed and named Yaples Orchard. The new subdivision grew quickly and contained many estate-sized homes. New neighborhoods have also grown rapidly in the past 20 years in the Unioto and Zane Trace school districts, creating subdivision living in what had been rural areas around the city. But from the cozy cottages of the East End to the large estates on the North and West ends, Chillicotheans watch out for their neighbors and form tight neighborhoods.

Near Neighbors The Villages of Ross County

Frankfort In 1916, about 800 folks lived in Frankfort. In 2000 there were 1,011 people, 442 households, and 274 families residing in the village, according to census figures. The town was laid out by John McNeil in 1816 on a portion of his farm. He called it Oldtown, which was the name of a Shawnee settlement in Concord Township that predated the first pioneers. The earliest known pioneer settler in Concord Township was a man named Popejoy, who kept a small tavern as early as 1798, according to A Standard History of Ross County, published in 1917. McNeil and Isaac Pancake established the earliest store in the township in 1808 on the Tilgham Porter place. The town incorporated in 1827, and the name of the town and post office changed to Frankfort. When the town was platted, a section was set aside for a school, and the first school was a log schoolhouse. In 1965, Frankfort and Clarksburg consolidated to become the Adena School District. The village has not changed much in the past 100 years. In 1916, the village had two banks, the Merchant and Farmers and the Commercial. Today, it has a branch of Citizens National Bank. In 1916, the town had a canning factory, several grist and flour mills, lumber mills, and a cement block factory, It also had a weekly newspaper, The Frankfort Sun. Today, the village still is the center for a large farming community, with businesses catering to farmers. It has a hardware, florist, and IGA store. It also has a branch of the Chillicothe and Ross County Public Library. Rocal, a firm that makes highway signs, is also located just outside the community. Each September, the village hosts a Sunflower Festival. Bainbridge In 1916, about 900 people lived in Bainbridge. In 2000, there were 1,012 people, 397 households, and 277 families residing in the village. Bainbridge was laid out by Nathaniel Massie, who also laid out Chillicothe, in 1805 after an earlier settlement on the Paint Creek Falls called New Amsterdam failed. Three families lived on the site

at the time; later a post office was located in the village. Massie had built his own home in Paxton Township in 1800. Bainbridge was incorporated in 1838 and served an agricultural community. In the mid 1820s, a medical doctor, Dr. John Harris, moved to the village from Cincinnati and began teaching preparatory classes for students wanting to enter medical college. He emphasized his interest in dentistry. By 1830, Harris moved to Chillicothe, leaving behind a group of nine students. Two of the students went on to form the first two dental colleges in the United States. Dr. Harrisâ&#x20AC;&#x2122;s Bainbridge home, where he held classes, is now preserved as a dental museum, One of the townâ&#x20AC;&#x2122;s first merchants, Elijah Rockhold, and his descendents were also founding members of the Rockhold, Cook and Company, Bankers, founded in 1867. The bank became Rockhold Brown & Co. Bank, and in 1916, descendents of Rockhold and Cook were still with the bank. Today, it is still in the village. In 1968, the Bainbridge Lions Club founded the Fall Festival of Leaves to showcase the natural beauty of the surrounding hills and the history of the town. Now in its 43rd year, the festival draws a large crowd to enjoy the skyline drives and festival events. Another ongoing attraction in the village is the Paint Valley Jamboree, with live bands performing country music every Saturday night since 1965. The show moved from Chillicothe into the Paxton Theatre. Paint Valley Schools are located just outside the village. The high school was built in the 1960s, when the Bourneville and Bainbridge high schools were combined. In 2003, new elementary and middle schools were added to the same property.

Kingston

In 1916, Kingston had around 800 people. Today, the village has grown to 1,032 people, 452 households, and 287 families. Thomas Ing bought 40 acres in Green Township in 1805 and sold lots to other families for homes. The settlement was originally called Ingtown. In 1816 the settlement was platted as a town and the letter K was added to the name, because some residents objected to the name Ingtown. Ing, a tailor, opened the first tavern in the village. Kingston was located on what was called Lancaster Road, and boarding houses and taverns served the stage coaches and travelers. Many famous people of the time passed through the town, including Henry Clay and President James Monroe. The first school opened about the time the town was laid out. The post office was established about 1820, and Kingston was incorporated as a village by a special act of the Ohio Legislature in 1834. By 1916, Kingston had a newspaper, The Tribune, and The First National Bank of Kingston, established by Phillip Dunlap in 1909. The bank is still operating today as the Kingston National bank and now has branches in Amanda, Adelphi, and South Bloomfield. In 1965, the Kingston Union Schools consolidated with the Centralia Schools to become Zane Trace School District. High school students in Kingston who lived in Green Township moved to Centralia High School, which became Zane Trace High School, while students in Union Township moved to Unioto Schools. Recently, the school district brought the middle and elementary schools together

with the high school in renovated and new buildings on Ohio 180 near Kinnikinnick. Adelphi In 1916, Adelphi had around 500 residents. In 2000, there were 371 people, 156 households, and 111 families residing in the village. The name Adelphi is from the Greek word for “brothers” — appropriate since the village was originally founded by brothers Reuben and Henry Adams in 1804. The Adams brothers were from Chillicothe, and Reuben was a

judge there, but Henry gave more attention to Adelphi. By 1805, there were only three cabins, but a justice of the peace was already in the town. In 1837, the town incorporated. By 1916, the town had several stores, a planing mill, a machine shop, a broom factory, and a cement block, brick, and sewer pipe plant. It also had the Adelphi Bank. Today, the village has a branch of the Kingston National Bank.

According to a Ross County history, Adelphi was known in its early days as a place where men took pride in their physical strength and where fighting was a common entertainment. The area was also known for whiskey distillers in its early years. Today the village is a quiet hamlet on the banks of Salt Creek, with most businesses located across the creek in Laurelville. The village does have some of the oldest cemeteries in the state, with four cemeteries located in or near the village. The first was the German Lutheran Cemetery, in which a number of Revolutionary and Mexican War of 1812 veterans were buried. Green Summit Cemetery, on a hillside just out of town, has breathtaking views of the Pickaway Plains stretching to the north. South Salem In 1916, South Salem had a population of 350. There were 516 people, 178 households, and 131 families living in there in 2000. The small village is known for a covered bridge on Lower Twin Road across Buckskin Creek, just outside the village. The Smith truss bridge was built in 1873 and is listed on the National Register of Historic Places. The area was so settled by 1802 that there was a Presbyterian Church formed, but the village itself was not laid out until 1846. The village was formed to accommodate the students and faculty of the Salem Academy, built and opened in 1842 to prepare ministers and teachers for the West. It was founded by a Presbyterian minister, High Stewart Fullerton, and built with stone from a quarry near Greenfield. The academy closed in 1907 and was later used as a community building. It is also on the National Register of Historic Places.

Improvements to the Chillicothe VA Medical Center Investing Millions to Serve Our Military

construction and renovation boom at the Chillicothe VA Medical Center means better facilities and care for the regionâ&#x20AC;&#x2122;s military veterans returning from the wars in Iraq and Afghanistan as well as for the waning number from World War II. Ground was broken in August for a new $26 million power plant that will generate steam and electricity for the entire complex by burning wood chips. The biomass generator is the first of its kind in the VA system and is thought to be only the second of its kind at any hospital complex in the United States. â&#x20AC;&#x153;When completed, this energy center, using state-of-the-art green technology, will be a showcase for other VA hospitals that seek to do the same,â&#x20AC;? said Jeff Gering, director at the VA Medical Center. The boiler plant is one of many projects in the recent spurt of construction, which will see at least $105 million invested in as many as 82 individual projects over a five-year period. All the while, employment at the medical center now stands at more than 1,300, up from about 900 just a few years ago. Other projects include upgrading one building to the new Community Living Center standards, adopted by the VA to improve care to veterans; expanding and upgrading a nursing home in another building; and making buildings available for the care of homeless veterans. In addition to the construction boom, the Chillicothe VA has also initiated a residency program in psychiatry that is the first osteopathic program of its kind in Ohio. The VA is working with the Ohio University College of Medicine and the Grandview Medical Center to implement the program, which started in July 2010. A new pain management program has also been implemented to better manage acute and chronic pain. The Chillicothe VA Medical Center continues the tradition of serving its country, as the land on which it sits was the former home of the Camp Sherman training grounds for troops preparing to enter World War I. The Leader in Me An Early Introduction to Workforce Skills

llen Elementary School and the Chillicothe Ross Chamber of Commerce are teaming up to bring a new way of learning to the community that has the promise of developing young children into employees who will be coveted by businesses in the not-toodistant future. Allen is joining “The Leader in Me” initiative, now in more than 200 schools across the United States and the world. It started more than 10 years ago in Raleigh, N.C., and is spreading each year. The basis for the initiative is the highly regarded 7 Habits of Highly Effective People, developed by Dr. Stephen Covey. “We were looking for something we, as a building, could focus on,” said Jason Fife, 28 Chillicothe Ross Chamber of Commerce

in his second year as principal at Allen. “We wanted to have a uniform culture, atmosphere, to teach good life skills — not only how to be a good student, but a good person.” Fife and his staff at Allen took advantage of the opportunity provided by the Chamber to initiate The Leader in Me without needing to ask taxpayers to cover the expense of training the staff and providing the materials from the Franklin Covey Education organization. The Chamber offered to raise the funds to cover those costs. “The Chamber’s board of directors saw how the initiative impacted other schools around the country and wanted to bring this to our community,” said Marvin Jones, the Chamber’s president and CEO. “Our

members want employees who not only have the academic skills, but also other attributes such as self-confidence, working in teams, respect for others, and finding solutions to problems. The Leader in Me promises to deliver these.” The staff, including teachers and support people, underwent three days of training before school opened in August 2010 to prepare themselves. Another reason Fife liked the program is that it doesn’t mean a change in the curriculum, but only in the way the studies are presented, which is with an emphasis on the individual child. The idea is to create an entirely new culture in the entire school, as Fife noted. The results in other schools have been:

• Students who have the skills and self confidence to succeed as leaders in the 21st century. • A decrease in discipline referrals. • Improved academic achievement. • Increased levels of accountability and engagement among both parents and staff. • Students who develop character and leadership skills. Allen and Fife made a three-year commitment to The Leader in Me, as it normally takes that long for the culture to take total hold. The Chamber plans to continue its financial support in subsequent years, with the school district eventually picking up the cost. “The Leader in Me is designed to be integrated into a school’s curriculum and everyday language so that it isn’t ‘one more thing’ teachers and administrators have to do,” according to FranklinCovey. “It becomes part of the culture, gaining momentum and producing improved results year after year.” On the Web The Leader in Me

P.H. Glatfelter Company From Newsprint to Novels, a Leader in Paper Production About Glatfelter

P.H. Glatfelter Company was founded in 1864 in the rolling hills of south central Pennsylvania in a town called Spring Grove. Phillip H. Glatfelter (hence the P.H.) became aware of a paper mill for sale in the town of Spring Grove and purchased the mill at auction in July 1864 for $14,000. The initial production at the Spring Grove, Pa., mill was newsprint. In 1892, the mill converted from newsprint paper to making fine papers for books, lithography, and conversion to business forms.

The Spring Grove paper mill continued to grow and expand in the years following. Listed below are additional historical highlights that helped to define the company as it is today. Building a Business Overcoming Obstacles Brings Rewarding Results

une and Tom Haynes took a long road to entrepreneurship. When the high school sweethearts married in 1964, it seemed as if they were set for life. Tom had a good job at what was then Mead Paper and made a good salary. But he and June wanted more, so he quit to become a manager trainee with JCPenney, while June took a job with Sears. Nine years later, they transferred to Mansfield, then to Dayton, with JCPenney and Sears. By 1978, Tom was a general merchandise manager and assistant store manager in Springfield.

But by 1981, the couple was tired of the constant moves and wanted to come back to the Chillicothe area. So they moved home, with Tom looking for a new position. He found a new career as a patient accounts manager at Medical Center Hospital (now Adena Medical Center), while June took a new job as the manager of Spare Change, a store in the Chillicothe Mall. Five years later, Tom got a new job at a Wheeling, W.Va., hospital, and the family planned to move again. But their house did not sell, so June stayed at her job in Chillicothe, while Tom spent the week in Wheeling and came home on weekends. Two years later, Tom accepted a position with Bethesda Hospital in Zanesville, and their house in Chillicothe sold, allowing the family to be together again in Zanesville, with June managing a new Id store in Zanesville’s mall. The couple still wanted to get back to Chillicothe eventually, though, and since they also wanted to create a nest egg for retirement and to help their children through school, they began planning to purchase a business. They decided a franchise would be a good route to retirement income and get them back to Chillicothe eventually, so they looked around and considered a number of possibilities. They found two Subway stores in Chillicothe that were for sale. The stores, one on Western Avenue and one in Shawnee Square, had been closed and were in foreclosure. After scrambling to find the franchise fees and money to re-open the stores, the couple had to teach themselves how to run a sandwich shop — all while both kept their full-time jobs in Zanesville.

and the restaurant had become a teen-age hangout in the evenings, driving away other business. Tom had to become a “cop,” the couple says, trying to keep teens from loitering in the store — much to the chagrin of their own teenage daughter. He and June continued to work all day in Zanesville and then drive to Chillicothe to help their son. Their pre-teen daughter was not pleased. Finally they came to the realization that they could not run a business from 75 miles away, so they sold their house in Zanesville, used the money to pay off some of the loans they had taken to start the business, and moved back to a rental house in Chillicothe. Tom still drove to Zanesville every day to work, and June took a position as the manager of the Id store in Chillicothe.

“I would take my lunch hour to run the register,” June says, “while Chris made the sandwiches.” “You don’t realize what you sacrifice to own a business,” Tom adds. He continued to drive back and forth to Zanesville during the day and do the paperwork for the stores in the evening. They slowly began to build the business and decided to re-open the Western Avenue store. Both businesses began to grow, but slowly. Finally, after five years, June was able to quit her job to manage the stores full time. By 1998, both stores were doing a “respectful volume” for Subway, but growth was still slow. Then “Jared” happened. As a college student, Jared Fogle lost more than 200 pounds eating Subway sandwiches. When TV and newspapers picked up the story about his weight loss, Jared became the company spokesperson, and sales began to climb nationwide. Subway was now marketing its menu as a healthy alternative to fast food. With business really picking up, the couple was approached by the owners of a Subway in the Circleville Pickaway Crossings Shopping Center. They again took a chance, and added that store to their growing business They also decided to relocate the Shawnee Square store to Zane Plaza.

“

“This was a very tough decision, as it cost more to relocate the store than it did to open the original two stores combined,” Tom says. Subway wanted the couple to open more stores in Chillicothe, based on the company’s population formula. So they opened their fourth store on East Main Street. As a result of a negotiation between Walmart and Subway, the couple opened a fifth store in the newly remodeled Super Walmart in May 2005. That same year, Tom retired from his job in Zanesville after 16 years of driving back and forth every day and took over managing the stores, allowing June to retire. Though she planned on shopping, she laughs, she keeps busy babysitting her grandchildren. The couple recently opened their sixth store, on High and Orange streets. “When we opened that first store, we had very little capital, but a lot of dreams. We could only afford to hire two employees, not counting family. We had no experience in the fast food world and the issues associated with it, but we did have a lot of determination and stamina to succeed,’ Tom says. “We now have six stores, with an employment base of over 60 employees.” Both of their children, Chris and Kelly, who is an RN with Berger Hospital in Circleville, still help with the stores, and Kelly plans to take over the management when her father retires. The Haynes’ accomplishments were recognized when they were named Entrepreneurs of the Year last year by the Chillicothe Ross Chamber of Commerce. “I am very proud of our accomplishments and the businesses we have built. Not only did we overcome all the obstacles thrown in front of us, we did it on our own. Sometimes I think we sweated blood, but it was all worth it.”

They re-opened the store in Shawnee Square first. Their son Chris, who had worked in a fast food restaurant for three years, was instrumental in getting the store opened and later became the first manager. He is now the postmaster in McArthur, but still helps out in the stores, his parents say. The Haynes encountered many difficulties in getting the Shawnee store profitable, though. Poor customer service in the past left the family struggling to regain the trust of customers,

Annual Dinner Attendance ranges from 300–450 for this February event in which members celebrate the Chamber’s successes from the previous year and hear from such celebrities as OSU Coach Jim Tressel and Gov. Ted Strickland. Sponsoring a table gives you the opportunity to decorate the space with your promotional items for others to enjoy and gets you a seat closer to the front. Let us know at least two weeks ahead of the event to secure your spot. Business After Business Hosting one of these monthly mixers can do wonders for the image of your business.

Attendance averages at least 100, but can be as high as 200 or more, depending on how much you promote it to your customers and others. You provide the food and refreshments (from other Chamber members, of course), and you decide if you’d like to hand out door prizes, coupons, or any other promotional items. If your place isn’t large enough or you want to share the cost of an event, the Chamber will try to find a partner or two. If you’re thinking about hosting one, get on the schedule now, as we’re usually booked more than a year in advance. Business Expo/BAB Every November, the Chamber sponsors an Expo at the monthly Business After Business to give members an opportunity to showcase their products or services at their exhibits. Mailing Labels Whether you want to get your message directly to all the other members or to just a select few, use the set of labels we supply in the format you want: as hard copy, or in an Excel file we can e-mail to you. You promise to use the information only once. All members are entitled to one free set each year. Additional sets are $50 each. Labels are not available to non-members. Viewbook and Membership Directory The publication you’re holding not only goes to every member, it’s also handed out by our lodging members to their guests and by real estate agents to those coming to the

area looking for housing (and maybe your services). Further, it goes in packets to those who request information on the area. The guide is published by a third party under contract with the Chamber. Ad sales are generally conducted in the summer, with publication in late December or early January. Map Like the directory, the Chamber’s map is handed out free of charge to lodging guests who request one, by real estate agents to their clients, and by the Chamber to walk-in guests. The Visitors Bureau makes it a part of its welcome packages. The map is published about every two years, and all members are contacted for an opportunity to be included. Brochures and Business Cards Space is available for your materials in the Chamber lobby, which also serves as the reception area for the Welcome Center, which includes the visitors bureau. The racks will hold trifolds, flyers, and business cards. You’re responsible for keeping your slot filled. Board Meetings Each month, the 20-some members of the Chamber board conduct business and have lunch. They love to learn more about other members, so, for the price of the lunch, you’ll get 10–15 minutes to present your message before this group and provide a tour of your facilities, if that’s appropriate. If you don’t have a place big enough, we’ll find the site, and you’ll still get your time in front of the group. Referrals This one is real easy. You don’t have to do a thing except continue to pay your dues. When we get a call from someone asking about a service or a product, we let them know which of our members can be of assistance. After lunch, enjoy browsing the shops in the area. You can find high-end kitchen supplies at About Cooking, while Ivy’s Home and Garden offers a wide selection of home and gift items. Make sure to stop by Lloyd’s Sweet Shoppe to pick up fine chocolates and novelty candy items to snack on. Ross County Heritage Center Shopping not your thing? Head over to the Ross County Heritage Center. Visitors may tour exhibits on the Northwest Territory and Ohio statehood, the founding of Ohio’s first capital, the Civil War years in Ross County, Camp Sherman and World War I, historical toys and dolls, and historical vehicles and transportation. Is baseball your favorite pastime? Then you’re in luck. Chillicothe is home to the Chillicothe Paints, part of the top collegiate wood bat league in the country, the Prospect League. V.A. Memorial Stadium is their home and is located three miles north of Chillicothe off State Route 104. The stadium’s concessions offer all of your favorite ballpark fare, from peanuts, popcorn, and hotdogs to your favorite adult beverage. Looking for a more low-key evening out? Then try The Old Canal Smoke House, located in Historic Downtown Chillicothe. It serves everything from great ribs, chicken, prime rib, and salmon to sandwiches, burgers, and appetizers, as well as legal beverages. You can also enjoy outdoor dining there. Another great place for dinner is the Crosskeys Tavern, with 17 East Restaurant attached. It’s a long-time local favorite that

serves pub food along with dinner options. If you’re there on a Thursday evening, make sure to enjoy the sounds of the Goosetown Astonishers performing Dixieland and jazz. Schlegel’s Coffee House is a great place to finish your evening with coffee and dessert. Or, if you have a preferred chain restaurant, Chillicothe is sure to have it. Bridge Street is home to many favorites like Max and Erma’s, Tumbleweed Southwest Grill, Frisch’s Big Boy, and many other options. History Comes Alive After enjoying your morning coffee and breakfast, head to Hopewell Culture

National Historical Park to learn about the native cultures that lived here some 2,000 years ago. These peoples left behind ceremonial mounds that have intrigued archeologists and historians ever since. Before you leave town, make sure to stop by Adena Mansion & Gardens. Completed in 1807 for Ohio’s first senator, Thomas Worthington, the 20-room stone mansion was designed by Benjamin Henry Latrobe, architect of the United States Capitol. The grounds offer a new visitors center with interactive exhibits as well as an heirloom garden that contains flowers and vegetables. The vision
