isiting the northeast corner of Iowa can catch a traveler off-guard. Unlike the rest of the state, the northeast rolls with hills and is cut deep with limestone bluffs along the winding beauty of the Upper Iowa River. The picturesque surroundings foster the town’s charming rural comfort. A haven for artists and big-city escapees, Decorah has a unique sense of place. Still, a subtle urban energy can be felt in Decorah. Its treasured rural charms don’t distract its citizens from keeping the momentum of progress. Since the inception of the Iowa Great Places Initiative in 2005, several large and important capital campaigns have been kicked off, planned, implemented, and seen through to completion. Thanks to the expansion of Winneshiek Medical Center, county residents have health care facilities that can provide immediate care and a state-of-the-art emergency unit. Thanks to the continued development of the 12-mile Trout Run Trail, locals are going to be provided with even greater recreational options than ever before. The new Local Food and Fitness Center, along with the $500,000 grant from the Kellogg Foundation, will serve to drastically increase the promotion and consumption of fresh and healthy food in rural communities. To have such achievements under their belt in a matter of just three years reflects greatly on the passion Decorah citizens share for making Decorah/Winneshiek County the absolute best that it can be. ettled in the rolling hills of northeast Iowa, Winneshiek County is unlike most other parts of the state. Largely an agricultural county, Winneshiek is home to eight incorporated towns and a handful of surrounding communities where the comfort of a rural lifestyle is underlined by urban amenities. These tightly knit communities have a reputation for intercity interaction through volunteer opportunities, recreational activities, and business-sponsored events, such as nightly bike rides between neighboring communities. Friendly neighbors, picturesque surroundings, and endless outdoor adventures make Winneshiek County a great place to bring up a family.
Bluffton Along the banks of the Upper Iowa River is the relaxed, scenic township of Bluffton. The breathtaking bluffs, beautiful campgrounds, and variety of outdoor adventures guarantee an unforgettable visit. Fireworks and country music fill the sky every year in July during the award-winning festival “Light Up the Bluff.”
Burr Oak Just south of the Minnesota border, Burr Oak was a childhood home of beloved author Laura Ingalls Wilder. The Masters Hotel, where Laura and her family lived and worked, has been restored to its 1870s appearance and is now the site of the Laura Ingalls Wilder
Park and Museum. This charming community offers visitors a rare chance to see the places that influenced “America’s gem of literature and history.” Join in on the fun of “Laura Days” every year in June.
Calmar Located only 10 miles south of Decorah, Calmar is the home of Northeast Iowa Community College, one of Winneshiek County’s top employers. It is populated by just over 1,000 residents and sits at the trailhead of a 20-mile groomed trail known as the Prairie Farmer Recreational Trail.
Castalia Approximately 175 people call this community home. Located in southern Winneshiek County, Castalia hosts the Tractor Days parade every year in July.
Decorah Thriving shops and restaurants, cultural venues, and recreational activities abound in the Winneshiek County seat. With a population of just over 8,000, Decorah offers downtown urban vibes with an old-fashioned charm. It is the home of Luther College, Vesterheim Norwegian-American Museum, and Nordic Fest, the community’s biggest bash, held every July to celebrate the Scandinavian influence and history in the area.
Fort Atkinson This community was named after the commanding officer in charge of building the fort that protected the Winnebago Indians during their removal from Wisconsin in the 1840s. Every year in September visitors are given the opportunity to experience life on the Iowa frontier as it was in the 19th century during Fort Atkinson Rendezvous Days.
Highlandville Nestled in the rolling hills of northeastern Winneshiek County are Highlandville and Bear Creek, praised as the best trout fishing stream in Iowa. Experience the fresh air, fishing, and hunting Highlandville has to offer as a great escape from everyday life.
Jackson Junction Though the smallest town in Winneshiek County, Jackson Junction is the home of the K–12 Turkey Valley Community School District.
Ossian Ossian hosts “Ossian Fun Days” in August of every year, featuring a themed parade, live music, dancing, games, food, and fun. Northeast Iowa’s Only Complete Day Spa
Spillville For a town of just under 400 people, Spillville has a lot to offer in culture and history. Famous composer Antonin Dvorák spent the summer in Spillville in 1893, where he composed one of his most popular pieces of chamber music, String Quartet No. 12 in F, Opus 96, the American, sometimes referred to as the Spillville Quartet. The first performance of the quartet was in Spillville and featured Dvorák himself at first violin. When the work was later performed in New York, it is said that Dvorák remarked, “I liked it better the way we played it in Spillville.” An exhibit in his name can now be found inside the Bily Clocks Museum, just one of many attractions rooted deep in the town’s Czech history.

he Decorah/Winneshiek County area is a vibrant regional commercial center situated in scenic northeast Iowa,” says Randy Uhl, director of Winneshiek County Development, Inc. (WCDI). “A balanced, diverse combination of natural, cultural, business, and educational resources and a well-educated workforce make the area an ideal location solution for creative-thinking businesses, entrepreneurs, and knowledge workers.”
Target Industries The community is targeting marketing efforts to light manufacturers, with an emphasis on firms that complement and build upon the existing industry base operating in the area. The target businesses may include technical support and administrative service centers, data backup and disaster recovery centers, and computer/Internet-related, information-technology-driven businesses.
Uhl explains that WCDI will also continue to focus on encouraging small, entrepreneurial businesses with an emphasis on creative enterprises/knowledge-driven businesses.
Decorah Business Park WCDI is working diligently to ensure that existing and prospective businesses are accommodated within the city of Decorah and throughout the county, as evidenced by the development of the Decorah Business Park. The 154-acre park, located along Highway 9 and adjacent to Decorah Municipal Airport, offers room for growth. “Decorah’s Comprehensive Plan Update in the early 1990s called for creation of about 220 acres of business/industrial space to meet the community’s needs for the future,” Uhl explains. “To date, there are eight businesses situated in the park, which offers retail, office, and manufacturing spaces.” magpie@magpiecoffeehouse.com www.magpiecoffeehouse.com

Retail Environment The area offers a wealth of opportunity for retail businesses. Decorah and the surrounding communities have vibrant, diverse shopping areas. Decorah has an active downtown with unique shops that extend from the center of the community outward. Communities around Winneshiek County also have dedicated merchants that attract new businesses and encourage growth of the current business environment. “Communities like Calmar, Ossian, and Decorah have strong commercial groups where citizens are active in planning and cooperating to make a strong business environment,” explains Nikki Brevig, executive director of the Decorah Area Chamber of Commerce. “Businesses take the initiative to keep the commercial districts of their communities strong.”

Convention & Visitor’s Bureau With funds acquired through the Hotel/Motel Lodging Tax, the WCCVB has developed an extensive marketing plan to promote the area and its attractions. Eighty-five percent of the Hotel/Motel Marketing Committee’s budget is dedicated to this marketing effort, creating a resource to promote Great Places Projects and further cementing Decorah as a destination for people both inside and outside Iowa.
Agriculture and Manufacturing Uhl says agriculture also remains a huge factor in the county’s economy, with smallerscale farmers being able to supplement their income through local businesses. “The largest manufacturer in Winneshiek County is Acument Global Technologies, with about 475 workers,” Uhl notes. “Acument is also instrumental in providing off-farm jobs for many of the area’s small-farm operators.”
Incentive Programs A variety of incentives are available to aid in business expansion efforts. “Both the city of Decorah and Winneshiek County offer tax abatement in select situations to assist a new or expanding business in making improvements to their property,” Uhl notes. “When taxes are abated, the property owner continues to pay taxes on the property at the rate before improvements are made to that property. The increased amount of taxes is abated for a set period of time.” The Winneshiek County Million Dollar Loan Program is designed to assist small businesses in Decorah and throughout the county. Loan amounts between $10,000 to $100,000 are possible through this fund at below prime interest rates. “Funding is also offered to new or expanding businesses via the Revolving Loan Fund (RLF) and the Intermediary Relending Program 6 Decorah Area Chamber of Commerce
A Great Community Effort Economic, medical, recreational, and educational changes have been happening at an astounding rate in Decorah since 2005, including a new Visitor Center, construction on recreational trails, upgrades at Winneshiek Medical Center, new lab facilities at Luther College, and a new middle school and completely renovated elementary school for the Decorah Community School District. Additionally, successful capital campaigns have been carried out for Vesterheim and Luther College. A large percentage of funds for all of these successes came from local contributions. In this short time, Decorah’s citizens have leveraged $12.5 million in local funds to complete projects totaling $121.7 million.

Local agriculture strengthens both the economy and health.
Economic Impact Even those who have never visited Iowa can envision its famous rolling waves of corn fields and acres upon acres of lush green livestock pastures. It’s no secret that Iowa is a leading contributor to the nation’s agricultural economy. The state’s total cash receipts for farm commodities in 2007 were the second-highest in the country — a massive $15.1 billion. Northeast Iowa, home of Winneshiek County and the city of Decorah, features uniquely hilly terrain. Because of this it is ideally suited for small and medium livestock and production of dairy products in a state where the dairy industry annually contributes more than $1.5 billion to the economy.
Local Foods Initiative: A Great Idea Whose Time Has Come Economic Benefits Although the dairy industry is a major component of Iowan agriculture — contributing more than $532 million in 2007 through the sale of milk, cull cows, and calves — Eric Nordschow, president of Winneshiek County Cattlemen’s Association, feels the area could do even better. “The Winneshiek County Cattlemen are concerned with first the development of new farmers in livestock and the maintenance and opportunities for present operations to continue profitably,” Nordschow says. “Notable
to us was the decline in livestock producers, livestock, and processing facilities. All these raised the discovery that we need to look at new and entrepreneurial areas for market growth while working to maintain current market channels.” A big part of the WCCA’s plan is the promotion of local food, including dairy and beef products. Research conducted over the past several years in collaboration with the Northeast Iowa Food and Farm Coalition (NIFF) revealed that only 1.5 to 2 percent of the food Iowans consume actually comes from Iowa. WCCA and NIFF believe that agriculture is more beneficial when serving itself. The two organizations were given a $20,000 grant by the Leopold Center in support of their efforts, which will be used for developing a system through which more local food can stay in the area. “Locally grown agriculture is a driver of community in many ways,” Nordschow asserts. “Beyond the obvious strengths of food safety and availability are important opportunities to engage new farmers and families from existing agriculture into new streams of income. “The economics brought to leverage in local communities is more meaningful throughout when added to current commodity economies,” Nordschow continues. “The addition of local food systems innovation and creation to current farming is a powerful new
opportunity for all communities and individuals involved. The capacity to service and have available local foods in stores within our communities is a priority condition for success in locally grown food systems.” Indeed, the timing of the project could not be better. With rising fuel and food prices, and the continuing focus on creating healthier eating habits, consumers are embracing local foods initiatives across the country, which bring the quadruple benefits of boosting the economy, lowering food prices, producing fewer negative environmental impacts, and providing healthier, fresher foods. Health Benefits Our nation has found itself in a groove of searching for the healthiest diet available. Winneshiek Countians, not ones to lag behind, are doing what they can to lead the movement, which is the primary reason for stressing the benefits of locally grown options. Local foods are healthier, on average, because they are fresher, travel less, and are exposed to fewer vectors for disease. With fewer stops between the farmer and consumer, the products are also able to maintain greater nutritional value and better flavor compared to current food choices.

A Community Effort The Winneshiek County and Northeast Iowa Food and Farm Coalition aren’t the only groups pushing for a healthier future. Nutritional programs such as the NE Iowa Food & Fitness Initiative and Winneshiek Medical Center’s future “For Pete’s Sake” children’s educational program are key components to the area’s success. The Oneota Food Cooperative Expansion is also doing their part to help the effort. The cooperative purchases from more than 60 northeast Iowa and southeast Minnesota producers to sell their products at their market. Additionally, the Co-Op is developing an outreach nutrition program focused on locally grown education. Their goal is to increase access to education on the topic of healthy food and healthy living in the region by providing classes, camps, workshops, and training that will be available for all ages and incomes. Nordschow notes that the only way any of these initiatives will meet their goals is by working together. “Local food systems will involve everyone and closely link with healthy, active living; family and community stewardship; and financial successes.”

Indeed, the collaborative efforts of these local food initiatives brought together people who have never worked together on projects before. Local public health, economic development, city officials, schools, and area youth only name a few. They are making a positive impact on Decorah’s future, the future of agriculture in rural America, their children, and how the nation views the great state of Iowa.
NE Iowa Food & Fitness Initiative: Healthier Foods, Healthier Lifestyles Eating well and living a healthy lifestyle is important to the residents of Winneshiek County. A program being developed right now is promoting healthier food choices. The NE Iowa Food & Fitness Initiative, funded by the W.K. Kellogg Foundation, has set a goal to “create vibrant communities that support access to locally grown, healthy, and affordable food and safe places for physical activity and play — for everyone.” The initiative plans on reaching this goal by advocating for changes to the built environment that promote walking, bicycling, or playing in the local park. They are also seeking policy changes that improve the local food system and increase the affordability and convenience of locally grown, healthy food.

Decorah Community Schools: Investing in Students Decorah Community Schools are “committed to creating a student-centered environment where individual needs are addressed, cooperation and teamwork are valued, competent professionals lead, community partnerships flourish, a commitment to excellence prevails, and lifelong learning continues.” Nothing has proven their dedication to this mission more than the quite literal investment in the future of Decorah area students. In February 2006 Decorah Middle School was opened as the first new school facility built in Decorah in more than 40 years. The construction project was completed thanks in large part to local donations. “Two substantial donations allowed for a functional gymnasium at the middle school,” says Superintendent Michael Haluska. “Decorah Bank and Trust donated $500,000 to that project, and Iowa Rotocast Plastics Inc. donated an additional $25,000.” Haluska adds that the new gymnasium is even capable of hosting some high school events. Carrie Lee Elementary also recently received a complete remodel and was reopened in August 2007.
Haluska explains that both buildings clearly improve the district’s ability to serve the student population. “For one thing, our buildings serving grades three through eight are located at one site and are adjoining, allowing for the sharing of staff and sharing of the auditorium, two gymnasiums, and a multi-purpose room,” he notes. Also, both buildings have technology upgrades that place an overhead digital projector in each classroom. These upgrades allow both staff and students to utilize various forms of technology in their presentations and assessments. Decorah Community Schools serve over 1,600 students divided among three elementary schools (Carrie Lee Elementary, West Side Elementary, John Cline Elementary), Decorah Middle School, and Decorah High School. They also stress the importance of small class sizes. “We believe that each student is unique and that students have different learning styles,” Duggers explains. “As a school and staff we are committed to providing the most one-to-one attention possible.” The middle school program (sixth through eighth grade) strives to keep educators on the cutting edge of academic programs. There is a strong focus on science, fine arts, athletics, and especially technology. North Winneshiek Community School has been working hard to incorporate new technology in the most efficient ways possible. “As the technology coordinator at [North Winneshiek], I am always looking for ways to improve the usefulness of our technology,” says fifth grade teacher Richard Dovenberg. That’s why the Laptops for Students program was started in 2005. Every student in grades five through eight is assigned an Apple MacBook to make use of throughout the school year. The laptops are used for assessments in class and homework outside of class. Five students were ranked in the top 10 in the state among individuals. “The online game approach allows students to move at their own speed, developing a fluency with math facts and concepts,” explains Principal Ruth Palmer. “It has helped 96 percent of our students to score at a level of proficiency in the Iowa Test of Basic Skills.” In the 2007–2008 school year, St. Benedict incorporated the “Love and Logic” behavioral management system when a student survey reported concern about classroom disruptions. “Using the Christian foundation of treating others as you would want to be treated, ‘Love and Logic’ gave teachers specific, positive ways of dealing with students in a way to reduce arguing, empowering students to make wise choices that reduce disruptions,” says Palmer. “Referrals to the office for behavior issues have been reduced by 50 percent, and student surveys show that students see teachers handling behavior issues more immediately and more positively.” Next year St. Benedict plans to offer classes for parents on the “Love and Logic” ideals to help strengthen the home-and-school partnership. Winneshiek Medical Center is dedicated to providing quality and compassionate primary care, inpatient and outpatient services, diverse local medical specialties, and multi-disciplinary health programs. It traces its history back to the early 1900s, when Rev. Paul Koren, a minister at Washington Prairie Church, was intent upon establishing a hospital in Decorah. Koren raised $25,000 in donations, and the resulting Decorah Hospital opened its doors in 1914. That facility has evolved through several name changes, and today it serves the community by providing a wide range of care options for patients. Hospital departments include expanded surgical services, same-day services, rehabilitation and sports medicine, home health and hospice, and many others. Additionally, orthopedics, urology, podiatry, dermatology, psychology, midwifery, and ear, nose, and throat care are available locally to patients. Internal medicine specialists work in partnership with the medical center’s Special Care Unit. As a result of continued growth in outpatient care, Winneshiek Medical Center’s $17 million outpatient services addition and expansion held its grand opening in the spring of 2008. The project, resulting in 60,000 square feet of new or renovated space, created an all-new emergency department, expansion to the same-day surgery area, a remodeling and expansion of the laboratory and radiology departments, and a common registration area for the medical center and clinic. A new building housing Mayo Clinic Dialysis is slated for completion in the fall of 2008, allowing for increased dialysis stations and an expansion of Decorah Clinic.

Gundersen Lutheran - Decorah Clinic Gundersen Lutheran provides comprehensive medical care to residents throughout the Decorah region. The new Gundersen Lutheran - Decorah Clinic building, located on Highway 9, offers relaxing waiting areas, spacious patient care areas, and access to a wide array of medical services in one convenient location. Bily Clocks Museum — named after two brothers, Frank and Joseph Bily (beelee) — is located in Spillville in the building Antonin Dvorák lived in during the summer of 1893. The Bily brothers — who amazingly enough were not professional artisans or clock makers, but farmers who carved only as a hobby — crafted their view of history into unique, beautiful, handmade wooden clocks, 14 Decorah Area Chamber of Commerce
including a clock in the shape of a violin and decorated with an image of Dvorák. They entrusted their private collection to the town of Spillville under the condition that the clocks never be sold or moved from their current location. The second floor of the museum is dedicated to Dvorák. The exhibit in his name features historical artifacts and written material of Dvorák’s. Harmoniums (pump organs) representative of those Dvorák used during composition are also on display. Behind the Bily Clocks Museum is the historic Bouska Schoolhouse and Log Cabin, donated to the town by James and Richard Riehle in 1993. The schoolhouse, typical of the mid to late 1800s, is only one room. Attached to the schoolhouse is another room that was used as living quarters for the schoolmaster and his family. A museum shop features gifts from the Czech Republic, books and CDs of Dvorák music, and Spillville items.

The only childhood home of the famous author of the “Little House” series of books that remains on its original site is located in the small town of Burr Oak. The Laura Ingalls Wilder Park and Museum consists of the 1851 Masters Hotel with adjacent playground and picnic shelter, as well as the 1909 bank
building. The Masters Hotel, where Laura and her family lived and worked in 1876, has been restored as a museum with guided tours. The 11-room hotel is now complete with period furnishings and authentic Laura items. After it was discovered that the Ingalls family lived in the hotel, private citizens purchased and renovated the building, officially opening it as a museum in 1976. The museum is one of several that comprise the “Laura Ingalls Wilder Historic Highway” in Wisconsin, Iowa, Minnesota, and South Dakota. The bank building, which has a rich history of its own, has been restored and houses the visitor’s center and gift shop. The gift shop/bookstore carries a large supply of books by Wilder and other authors, biographies, clothing, toys, and dolls. Both the bank building and the Masters Hotel are listed on the National Register of Historic Places.

Decorah’s largest and most popular celebration is held each year the last weekend in July. The festival commemorates the town’s Scandinavian heritage through lively musical entertainment, a bright and energetic parade, traditional crafts, and delicious food. Other activities include fireworks; street dances; antique and craft shows; a Bunad show, displaying ethnic costumes from all regions of

Exhibits include early home furnishings, cooking equipment, a replica of a Norwegian home, a sailboat, a fishing boat, quilts, clothing, decorative wood art, textiles, silver, bridal crowns, toys, rifles, and much more. In addition to the main building, the Vesterheim complex includes a restored 1851 stone mill with period tools and machines; a house and grist mill from Valdres, Norway; two pioneer log houses; a log parochial school; a blacksmith shop; a stabbur, or Norwegian storage building; a shed for drying hops; an early Decorah house of unusual stovewood construction; a prairie house; and a Lutheran church. The Vesterheim Norwegian-American Museum offers a variety of educational opportunities for students of all ages. These include Barnetimen, a monthly activity hour for
Norway; a carnival; a petting zoo; and so much more. Scandinavian artisans are at work during the festival, and visitors can even purchase items directly from the artists. The Vesterheim Norwegian-American Museum sponsors its National Exhibition of Folk Art in the Norwegian Tradition, as well as demonstrations in rosemaling (the Norwegian art of painting elaborate, decorative flowers), weaving, and woodcarving. Last but not least, no citywide celebration is complete without the delicious tastes of traditional food. In a “Taste of Scandinavia,” an assortment of foods are featured for demonstration and tasting, including lefse (baked potato cakes), kranskake (Norwegian wedding cake), and rommegrøt (milk pudding). Traditional American favorites with a Scandinavian twist are also available.

Frank and Emma Young purchased the property in 1898, and their daughter, Grace, married Adelbert “Bert” Field Porter in the home’s music parlor in June 1904. Grace and Bert lived out their lives in the house that now bears their name. Upon his death, Bert left the home to the Winneshiek County Historical Society. A naturalist, world traveler, and photographer, Bert assembled a collection of exotic butterflies that is a focal point of the museum. The museum grounds include a unique rock wall, designed by Bert and built in 1930 from his extensive collection of rocks and minerals. The wall’s design includes many hidden “water beasts.” Fountains, birdbaths,

The Northeast Iowa Artists’ Studio Tour, held each fall, features a tour of more than 40 artists’ studios at more than 30 locations, including Decorah, Burr Oak, Clermont, Cresco, Harpers Ferry, Lansing, New Albin, St. Lucas, Waterville, and West Union. A number of the locations can be enjoyed during a walk in downtown Decorah, and a scenic drive takes you to the rest. In order to increase the appreciation, enjoyment, and awareness of the high concentration of working studios in northeast Iowa, the Northeast Iowa Artists’ Studio Tour offers the general public the opportunity to view artists’ studios that are not normally set up as retail venues and provides a rare view into their creative work spaces. The public can visit these studios on an independent basis via a drive-yourself map. A variety of artistic media are included, such as ceramics, pottery, jewelry, paintings, photography, drawings, woodcarvings, leatherwork, quilts, baskets, woven rattan, fiber, blacksmithing, metal sculpture, blown glass, etchings, and kaleidoscopes. In 2005, Vesterheim Norwegian-American Museum announced a $6 million campaign called “On the Shoulders of Giants” to create a significant endowment to secure the future of the museum through care of collections, development of a unified campus, and outreach. The campaign reached its goal six months ahead of schedule, with more than a quarter of the donations coming from local residents. The Vesterheim is America’s largest museum dedicated to a single immigrant people. The facilities include a main complex of 16 historic buildings in downtown Decorah and a farmstead and country church about seven miles outside the city. The museum houses more than 24,000 artifacts and preserves living traditions through classes in Norwegian culture and folk art, including rosemaling (decorative painting), woodcarving
preschool children; an immersion program for fourth graders that brings the daily struggles and accomplishments of NorwegianAmerican pioneers vividly to life; an afterschool program for area fifth and sixth graders; classes on folk art and culture for both adults and children; week-long Elderhostels; tours to Norway; and annual events like Nordic Fest.

Miles upon miles of trails twist in and out of the beautiful scenery, allowing even the most amateur outdoorsmen outlets to enjoy the amazing bluff country. “Winneshiek County is known as a recreational destination, and biking is a big component of our community,” explains Nikki Brevig, executive director of the Decorah Area Chamber of Commerce. “This trail adds another feature that people can participate in. [It] takes

you through some of the most scenic parts of the community and serves as a link from the downtown district to major health care facilities, out to tourism attractions, and back into town, linking in the city campground.” The trail will feature year-round recreational activities for anglers, bicyclists, birdwatchers, hikers, runners, in-line skaters, cross-country skiers, and walkers. Indeed, the most exciting aspect of the trail is the variety of sites along the way. Hikers, bikers, and explorers using the loop will be delighted to discover attractions that offer something for everyone, including:
Decorah has over 15 miles of off-road trails loaded with fishing, camping, hiking, and sporting opportunities — and that’s just the beginning. The community is constantly working to expand recreational possibilities, giving residents and visitors a chance at a healthier, happier lifestyle. In 2005 Trails of Winneshiek-Decorah, with the help and support of numerous community partners, launched a campaign to build upon and improve a local loop known as Trout Run Trail. First circumventing the Decorah community, the goal of Trails of Winneshiek is to eventually tie Trout Run Trail into a comprehensive trail project that runs throughout the entire Winneshiek County area. This isn’t, however, just another out-and-back path. The project is scheduled for completion in 2010, with an emphasis placed on scenery, cost effectiveness, and safety for a wide range of activities for all ages and abilities. “It isn’t simply a way to get from point A to point B, but a chance to take in the extraordinary beauty unique to northeast Iowa,” says Brevig. “Ultimately, Trails of Winneshiek would like to create a countywide system that links to other major trails around us.” Other Winneshiek County trails include: • Prairie Farmer Trail, a recreational bike trail connecting the town of Calmar to Cresco in the neighboring county • Ice Cave Hill Trail • Oneota Drive Recreational Trail • Twin Springs Trail These trails offer biking opportunities that would challenge even the most seasoned rider; local outfitters, campgrounds, and
lodging; and even cross-country skiing when the winter months are in full swing.
Upper Iowa River Area Adventures The area boasts several major waterways, including the Upper Iowa River; Malanaphy Springs; Turkey River, running past Fort Atkinson; and North and South Bear creeks not far away. Hunting, fishing, biking, camping, canoeing, and even tubing abound in this onestop-shop for northeastern Iowa adventure. The scenery to be enjoyed along the Upper Iowa is unmatched anywhere else in the state — it’s the only river in Iowa eligible for designation as a National Wild and Scenic River. There are many wild, wooded sections. Limestone bluffs of up to 200 feet rise from the river’s edge. Springs are frequent, and eagles nest in the chimney rock formations. The river bank terrain varies greatly, from flat fertile field benches, to bottom and upland forests, to the vertical palisades. Along the riverway are found small goat prairies, Native American effigy mounds, and hosts of plant and wildlife species. This is a canoe enthusiast’s paradise. You can travel a 30-mile section of the river from Kendallville, to Bluffton, to Decorah. The winding stretch between Bluffton and Decorah is especially favored by canoeists and kayakers, as the horseshoe bends cut through the bluffs on one side and fields and forest on the other. The Upper Iowa River gradient is over 7 feet per mile. Class 1 rapids are frequent and alternate with quietly swirling pools. The Upper Iowa River area is renowned for some of the best fishing and hunting locales in the country. Licensed hunters can enjoy spending their days hunting for snow geese, turkey, deer, pheasants, quail, and more during their respective seasons. Winneshiek County is also a hot spot for fishing. One of the differences between this river and others in the Midwest are the cold water streams that feed into it, supporting several species. Trout is the main attraction at many of the local stocked streams, but fishermen of all ages can try their skills with small-mouth bass, walleye, and sauger.

Much has changed since the first Yankee settlers decided to make the rolling hills of northeast Iowa home. In the midst of inevitable change, however, the county has embraced the ideal that some pieces of history must not be replaced.
A Pretty, Painted Place Decorah and Winneshiek County have beautifully preserved historic buildings. Some have become bed and breakfasts; others, museums; and even others are what they have always been: warm and welcoming homes for those who helped build Decorah’s vibrant history. These architectural treasures — which include traditional Victorian “painted 20 Decorah Area Chamber of Commerce
traditional Norwegian “Yul Nissa,” or “little elves,” hand-painted ceramic good luck icons that appear in the windows of homes throughout Decorah.
National Recognition: Broadway Historic District Decorah’s chapter of the American Association of University Women applied for and were awarded historical recognition of the Broadway-Phelps Park Area in the National Register of Historic Places. The district features the community’s first churches, prominent homes, a public school, and the county courthouse. Additionally, the Phelps Park Area holds the original kiln that baked the bricks used to build the houses in this
part of town. Local attractions such as the Vesterheim Norwegian-American Museum and the Porter House Museum can also be found in this area. “The Historic District on Broadway contains nearly every major architectural style in America from 1850 forward,” explains Elizabeth Lorentzen, an art teacher at Decorah High School and the community’s local history buff. She says the architectural styles of the area include Greek Revival, Italian Villa, Italianate, Gothic Revival, Second Empire Style, and Queen Anne Revival. Hotel Winneshiek The Hotel Winneshiek stands as a part of Decorah’s great past. The current site of the hotel was once occupied by a log home owned by the William Day family, some of Decorah’s first settlers. It became a travelers’ stop before long, and in 1855 became known as “Winneshiek Inn.” Twenty-two years later, the log home was replaced by a new wooden framed building and dubbed “Winneshiek House.” Finally, in 1904, with money raised by a fund drive, the Renaissance Revivalstyled Hotel Winneshiek was constructed. When it opened, the grand hotel included a billiard room, barber shop, cigar counter, and bar, along with 51 guest rooms. Through the 1970s, 1980s, and much of the 1990s, the property declined and was used as apartments and retail space. But in 1998, Helen Basler bought the hotel and began a thorough renovation. Today the remodeled hotel boasts its original charm and grandeur. The octagonal threestory lobby is topped with a stunning stainedglass skylight, and the entrance features a marble fireplace and antique furnishings. An elegant cherry grand staircase and two large elevators access the two guest floors. Also worth special mention is the extraordinary new Steyer Opera House & Conference Center, featuring a balcony and floor tables grouped around a classic proscenium stage, as well as a completely restored pressed-tin ceiling and center chandelier. Winneshiek County Courthouse The downtown Winneshiek County Courthouse is unmistakable with its 138foot copper-covered dome, slate roof, and giant clock, all beautifully pieced together in the Renaissance Revival style. The upper stories and tower are built of Buff Bedford stone, while spotted Marquette raindrop stone was used for the basement and approaching walkway.
The interior is made up of hollow brick partitions, flake mosaic flooring, marble wainscoting, ornamental ironwork, and a stainedglass dome on the third-level rotunda. Octagon House “One of the highlights of the district is the presence of a home in the Octagon style,” says Lorentzen. “Fewer than 1,000 [octagonal] homes were built in the United States, with fewer than 400 surviving today.” The Octagon style was favored by many early American leaders, including Thomas Jefferson, George Washington, and Mark Twain. Orson Squire Fowler from Fishkill, New York, wrote a book entitled The Octagon House, A Home for All in the late 1840s that touted the merits of an octagon-shaped home, which Fowler claimed included lower construction costs, an expanded living area, more natural light, and more efficient heating and cooling. It seems Robert Logan, the man responsible for building such a rare treasure, was quite aware of Fowler and his beliefs when he constructed the Octagon House in Decorah in 1856. The house — sporting a cupola that it no longer has — shows up prominently on an 1870 map of Decorah.
Decorah Goes Green: Commitments to Maintain a Clean Rural Atmosphere

The Kyoto agreement is “committed to the stabilization of greenhouse gas concentrations in the air.” Meanwhile, the city commits to reduce their collective emissions. Luther College has gone “green” with its newly acquired fleet of E-85 smart cars, campuswide energy-efficient buildings (utilizing wind energy), and the implementation of a campus sustainability department committed to maintaining green practices on campus.
