estled in the San Joaquin Valley, Delano, California, is the second-largest city in Kern County, with Bakersfield being the largest. Delano is in unique proximity to major cities and natural attractions. The city lies 140 miles north of Los Angeles, 270 miles southeast of San Francisco, and 320 miles west of Las Vegas. Traveling to any of these destinations is easily possible for an enjoyable weekend getaway. a transportation artery that helps the cityâ&#x20AC;&#x2122;s economy to thrive. The Delano Municipal Airport, located within city limits on Delanoâ&#x20AC;&#x2122;s south side, is equipped with a 5,000-foot runway. Private jets, crop dusters and other small airplanes make up the majority of private and commercial air traffic in this community. As for natural attractions, the Pacific Ocean itself is a mere 140 miles to the west! For those who enjoy snow skiing, the Shirley Meadows ski area in the Greenhorn Mountains is only an hourâ&#x20AC;&#x2122;s drive east on Highway 155.

The Greenhorn Mountains were also the site of the 1853 gold rush, bringing thousands of people to the region in search of fortune. Several national forests are located nearby as well. Just north of the Greenhorn Mountains and directly east of Delano is the Sequoia National Forest. Taking Interstate 5 south to Los Angeles, the road dissects Angeles and Los Padres National Forests, where the condor sanctuary is located. With all these attractions so near to Delano, not to mention easy highway access, Delano is indeed strategically positioned in the valley.

Strength and Success D

elano is first and foremost an agricultural city. While it is a strong cultivator of almonds and citrus fruits, the area is best known for its production of table grapes. In fact, the grapes here are shipped around the world to 85 different countries! Agriculture, however, is not the only thing Delano is known for. A shortwave relay station is situated on the edge of town. This relay station is operated by the International Broadcasting Bureau (I.B.B.) and was built from 1942 to 1944. Originally it was intended as a commercial station, KCBR, a CBS affiliate. Delanoâ&#x20AC;&#x2122;s relay station has a rare feature called a directional curtain array transmission system. The only other relay station equipped with this type of transmission capability is located in Russian Siberia! The Voice of America (V.O.A.) uses the Delano station as a transmission site for broadcasts outside the United States. Thailand, along with several other countries, uses Delanoâ&#x20AC;&#x2122;s station for shortwave transmissions to listening audiences throughout North America. Delanoâ&#x20AC;&#x2122;s two major employers are Paramount Citrus and Sears Logistic Services. Paramount Citrus has been in operation for

over 50 years. From the fields of Delano, citrus fruits are processed by Paramount and shipped all over the United States and overseas to Asia. Sears Logistic Services is located on Delanoâ&#x20AC;&#x2122;s south side just off Highwayâ&#x20AC;Ż99. Sears has been a big boost to Delanoâ&#x20AC;&#x2122;s Âeconomy.

Delanoâ&#x20AC;&#x2122;s two major employers are Paramount Citrus and Sears Logistic Services. Formerly located in Los Angeles, Sears Logistic Services moved to Delano in 1993. The center is responsible for shipping goods to Sears stores throughout the Northwest, West Coast, and Alaska and Hawaii. The full line of clothing, electronics and tools carried by Sears stores in these parts of the United States first comes through Delano. The center is a large facility covering approximately 1.5 million square feet with a total of six miles of conveyor belts. With 580 Âemployees, Sears Logistic Services is one of Delanoâ&#x20AC;&#x2122;s largest employers. &AX

On March 21, 2007, the groundbreaking ceremony took place for the Delano Retail Center. The three-phased masterplanned development, strategically located on 200 acres along the Highway 99 corridor, will include retail shops, restaurants, office space and residential units. The City of Delano Enterprise Zone was established in 1991. In November 2006, Delano received conditional approval for a new, expanded zone that now includes all businesses within the city limits and some county unincorporated zones. The major benefits of the Enterprise Zone program are the tax savings on California business income tax. These include sales or use tax credit, hiring tax credit, accelerated depreciation deduction, loss carry forward, net interest deduction for lenders, and preference on state contracts. onstruction of both homes and apartments is on the increase in Delano. With enterprise zones including businesses such as Sears Logistic Services and Paramount Citrus, the economy is on an upward move, and these industries are bringing more people to Delano and the surrounding area. An average three-bedroom, two-bathroom home costs approximately $200,000. Average

housing costs are very reasonable in Delano, and property taxes tend to be lower in comparison to other regions of California. Along with its more affordable housing options, Delano also offers high-end luxury living. In the area just north of the business district at Terrace Place and Terrace Drive, homes can cost up to $400,000 or more. Habitat for Humanity had a fundraising project for Delano in 2006. Organizers are hoping to start construction on new Habitat homes soon for the deserving families in the local area. Nearly 60 percent of Delanoâ&#x20AC;&#x2122;s population are homeowners. There are also plenty of rental properties to choose from in Delano, at relatively inexpensive rates.

Exceptional Educational Opportunities B

eginning with preschool and on through to the college level, Delano provides exceptional educational opportunities for its students. Delano Union School District’s Morningside School, serving grades K–5, has the honor of being named a California Distinguished School. The elementary school opened in July 2005 on a 12-acre campus with 32 classrooms. The school adopted a nautical theme. The students are known as the Morningside Mariners, and their motto is “Anchored in Excellence.” The progress of the students is monitored using standardized test-

ing. Results from these tests and the overall progression of each student are reviewed with both the children and their parents. Parentteacher conferences are held in the fall and spring to review how each child is doing and to set standard goals. If a particular student

school staff also offers tutoring to students as needed. Morningside is also known as a Character Counts School, where students practice the six pillars of good character: Respect, Responsibility, Fairness, Caring,

Delano’s two public high schools, Cesar Chavez High School and Delano High School, both met the requirements to receive this prestigious award. helping all students achieve Californiaâ&#x20AC;&#x2122;s academic standards. Groundbreaking for the Robert F. Kennedy High School was held on July 13, 2006. Senator Kennedy, who had direct ties to the Delano community, was remembered at the ceremony for his commitment to public Âeducation, service and equality under the law. In March 1966, R.F.K. traveled to Delano to conduct hearings of the Senate Subcommittee on Migratory Labor. The Robert F. Kennedy

High School is scheduled to open in August 2008. Bakersfield College has had a satellite campus in Delano for the past 40 years. The college has an average enrollment of 1,800 students. This community college offers associate degrees in a wide variety of subjects and specializations. The Delano campus will soon be moving to a new location on the cityâ&#x20AC;&#x2122;s west side, where it will be adjacent to the new Robert F. Kennedy High School.

Bakersfield Collegeâ&#x20AC;&#x2122;s new 50-acre campus will have a great deal more space than its current 10-acre lot. There are also plans for Bakersfield College to share facilities with the new high school, using their classrooms for evening vocational classes. This is a unique, but practical, arrangement for both of the schools. Both the college and the high school plan to open their doors by the late summer of 2008.

elano is governed by a mayor and five City Council members. Municipal elections are held every two years, and the City Council is elected by the people of Delano for a four-year term. The mayor, however, is not elected, but rather appointed by the Council. The Council members rotate the mayoral position along with a mayor pro tem, who is next in line for the top seat. All Council members share power. The position of mayor is more of an honorary position. However, the mayor does have leadership responsibilities such as presiding over meetings, public addresses, and so on. Council members do not run on a party ticket and are elected at-large, not representing separate districts. With a population of nearly 50,000, it may be surprising to learn that Delano has no fire department. In 1987, the Delano City Council made the decision that the Delano Fire Department would be operated by the county. While there may not be a city fire department, Delano does of course have two fire stations in town. These fire stations do an outstanding job for the community through a commitment to public education in fire prevention as well as excellent and professional emergency service.

The Kern County Fire Department has a total of 45 full-time fire stations to serve California’s third-largest county. To provide better organization for the county, the fire department is divided into six battalions.

Approximately half a dozen ordained ministers work with the police and speak to young people to help sway them from a life of crime. Each battalion covers a wide area and includes seven to nine individual fire stations. The Delano Police Department has 50 officers serving the community. That number includes police patrols, detectives, motorcycle police and school resource officers. The dedication of the Delano Police Department to the welfare of the city’s youth is quite impressive. The Police Athletic League (PAL) has been a very successful program. Activities

such as boxing, judo, computer training and tutoring sessions to help students with their homework are made available. Other policesponsored youth programs include Police Explorers and Police Cadets. These programs allow young people to see the work of an officer first-hand while riding with the police on patrol! Of course the children’s safety is always a high priority. The Chaplain Program is an invaluable resource for Delano’s youth. Approximately half a dozen ordained ministers work with the police and speak to young people to help sway them from a life of crime. By sharing their own life experiences with the teens, the local ministers are able to communicate the values and immeasurable benefits of living a faithful and upstanding life. Through these investments in the city’s youth, many young people enter the Reserve Officers Program to later become full-time police officers. The chief of police, Mark DeRosia, has been serving in that capacity since 2006 and is doing a spectacular job for the city of Delano. Chief DeRosia is from the Los Angeles area. After moving to Kern County, he made the decision to live in the city he serves, making himself more accessible to the public. This

dedication to his community fosters respect and appreciation for the police department and their role in keeping Delano safe. Chief DeRosia has been successful in putting more police officers on the street, which is instrumental in helping to decrease the crime rate. Another factor in the decreasing crime rate is the Neighborhood and Business Watch programs. Delano has five Neighborhood Watch blocks, and 22 businesses are involved in the cityâ&#x20AC;&#x2122;s Business Watch. When residents take an active interest in their neighborhoods and communities, positive results follow. To paraphrase an old saying, â&#x20AC;&#x153;one of the most effective methods of fighting crime is the front porch.â&#x20AC;? Public transportation is a vital part of any community. The easier the access from oneâ&#x20AC;&#x2122;s home to the marketplace, the better it is for the local economy. The City of Delano Public Transportation System has two types of service: a bus system that operates within the city limits on a planned route, and a dial-a-ride arrangement that covers both the Delano city limits and the immediate county area. Another important service the city provides to its residents is the Senior Citizens Nutrition Program. Its purpose is to help older Americans live more independently by providing good nutrition and social activities, both designed to enrich their lives. To be eligible for the program, Kern County residents must be at least 60 years of age. Their spouse, of any age, may also join the program. Voluntary donations, along with federal, state and county grants, help to pay for the program. Local grocery stores also contribute by donating food on a daily basis. Social involvement is an equally important part of the program. Activities ranging from billiards and cards to special trips and dances are offered to the participants. Helping to feed people in need, as well as providing opportunities for interaction with others, is a most basic and worthwhile commitment.

Health Care

Kindness, Dignity and Excellence Delano Regional Medical Center Delano Community Hospital opened its doors on January 17, 1974. The hospital provided service not only to Delano, but also to the surrounding communities in Kern County. In fact, more than 50 percent of the hospital’s patients came from communities outside of Delano. In 1978, the facility was purchased by Mr. Wesley Bilson, a hospital management executive, and Delano Community Hospital became Delano Regional Medical Center (DRMC). Over the past 20-plus years, the Delano Regional Medical Center has grown in both size and technological expertise. In 1983, a 32,000-square-foot medical office building was completed next door to the medical center. This added space provided needed resources for physician recruitment. Expansions in key departments such as radiology, obstetrics and the nursery also occurred. Other construction included warehouse buildings and an administrative annex. Another addition, called the Bilson Wing, was added to the hospital in September 1994. This 20,000-square-foot wing allowed the hospital to add 30 additional beds for acute care. This included a 10-bed Intensive Care Unit as well as an enlarged inpatient laboratory and pharmacy department. 12 Delano Chamber of Commerce

The California Department of Health Services awarded a sub-acute care contract to DRMC for its work with comatose and ventilator-dependent patients. The center began admitting these patients in 1988 and was the first unit in the state to be awarded such a contract. In 1990, DRMC became the first hospital in Kern County to perform laparoscopic cholecystectomies, the removal of the gallbladder through a small incision at the patient’s navel. This surgical procedure takes approximately one hour, and the vast majority of patients return home the same day.

State-of-the-art imaging and comprehensive therapy services are also available. DRMC was sold in 1993 to the Central California Foundation for Health. With a total of 156 beds, it is a not-for-profit hospital with services including an Intensive Care Unit, a Sub-Acute Care Unit, a Medical Surgical Unit and an Obstetrics/Gynecology Unit. State-ofthe-art imaging and comprehensive therapy services are also available. Other programs

include the Maternal Education Support Center, which supplies a complete range of information and referrals about prenatal and infant care. Community education that includes courses in CPR, first aid, and health and wellness is also offered. Another important addition to the medical center’s campus is the Dr. Nolan Anderson Educational Building. In his career, the late Dr. Anderson served as both chief of surgery and chief of staff at Delano Regional Medical Center. The educational building, named in his honor, is used for instructing the hospital staff in the advancement of new technologies. Another milestone for DRMC occurred in 1999, when Central Valley Bariatrics, in a joint program with DRMC, began offering the Duodenal Switch (DS) weight loss surgery procedure. DRMC became the first facility in the area to offer this weight-reduction surgery to people with dangerous levels of obesity. Patients have come to Delano from as far away as the East Coast, Alaska and Australia to seek help with this problem. Since 1999, more than 1,000 Duodenal Switch operations have been performed at DRMC. DRMC has agreements with a variety of allied health organizations to provide comprehensive patient care more effectively.

Health Care A Âmajority of local doctors organized an Independent Physicians Group, and the IPA has nearly 85 providers in its network. DRMC is also a community leader by being the first hospital in the United States to adopt the Planetree patient-centered care philosophy. The Planetree philosophy helps to give patients and their families greater control in making their health care decisions. Delano Regional Medical Center will continue its record of looking ahead to grow in order to meet future challenges. DRMC will also carry on in its dedication to meeting the health care needs of the community. Dr. Ara Keshishian Dr. Ara Keshishian is the recipient of Delanoâ&#x20AC;&#x2122;s 2005 Physician of the Year Award as the areaâ&#x20AC;&#x2122;s top bariatric surgeon. Bariatric, or weight-loss, surgery involves reducing the size of the stomach to limit the intake of food and decrease absorption of food in the small intestine. This procedure is called a gastric reduction with a duodenal switch. The results from this surgery lead to less absorption of calories and fats. Dr. Keshishian has been performing this surgery technique since November 1999. He considers it a very rewarding field because obesity can lead to many different ailments such as hypertension, heart disease and diabetes. He enjoys the fact that he can help people get their lives back. The Delano Regional Medical Center is one of only four medical facilities in California, and the only one in Kern County, that performs this type of surgery.

here are plenty of things to see and do throughout the year in the city of Delano. The city has six parks and one lake called Lake Woollomes, located just three miles east of Delano on the 150/Garces Highway. The lake is used mostly for fishing and swimming. In 2006, it became the location for Delano’s Fourth of July Spectacular. This full-day event includes music and entertainment for everyone to enjoy. The first year for the fireworks display was hugely successful and it will no doubt continue to be held there for years to come. of city parks in Delano. Currently, the Parks and Recreation Department is building a new soccer field for the community. The new field, which is located on the city’s south side on Stradley Avenue, will be used by both children and adults. Local residents who have a strong commitment to sports and youth programs have unselfishly donated their time and labor to working on the completion of the soccer field. Basketball is the biggest sports league in the community. Games are played in February and March at the Delano Community Center Gym and the Delano City Armory on the east side of town. program including baseball and basketball for children. Pee Wee Football is also available for kids age 7 to 11. The skateboard manufacturer Element holds skateboarding exhibitions at Skate Park, which is a part of Cecil Avenue Park in Delano. Delano is proud to be on Elementâ&#x20AC;&#x2122;s schedule of skate tournaments, which includes several cities. The Delano skate competition is known as The Larry Morris Tournament in honor of City Councilman Larry Morris, who passed away from cancer in February 2007. Morris was deeply committed to the youth of Delano, and he was instrumental in bringing Elementâ&#x20AC;&#x2122;s skate tournament to the community. If youâ&#x20AC;&#x2122;re interested in history, youâ&#x20AC;&#x2122;ll want to stop by Heritage Park, located near Memorial

Park on the east side. Visitors can tour half a dozen buildings, including a barn, farmhouse, jail, store, and more, to learn about Delanoâ&#x20AC;&#x2122;s history as an agricultural community.

Each Christmas, the buildings are highlighted with holiday decorations and sparkling lights. Heritage is operated by the Delano Historical Society and is open to the public year-round.

Celebrating Ethnic Diversity B

ecause Delano’s culture is rich with a diverse population, it’s only natural that there would be a variety of festivals to celebrate the unique cultures of these ethnic groups. Cinco de Mayo is an important date in Mexico’s military history. On May 5, 1862, the Mexican Army, led by General Ignacio Zaragoza Seguin, was victorious against the French forces at the Battle of Puebla. Each year in early May, Delano has a four-day celebration at Memorial

Each Christmas, Santa and Mrs. Claus make an appearance at Memorial Park to visit with the children. This local organization also supports people outside the Delano area when tragedy strikes. They contributed $10,000 to the Red Cross for aid and relief after the September 11 terrorist attacks in New York City and Washington D.C. They also donated $10,000 to the Red Cross in the aftermath of the 2002 earthquake near Mexico City. Cinco de Mayo Fiestas Inc. is also open to all people of all nationalities, not just those of Mexican descent. Another annual festival highlighting Mexican history is the 16th of September, which is equivalent to the United States’ Fourth of July holiday. On September 16, 1810, Father Miguel Hildago brought forth the initial call for Mexico’s independence from Spain. This three-day festival is also held at Memorial Park. Festival-goers enjoy music, rides, local live entertainment and famous Hispanic entertainers as well. Delano also has a significant Filipino population. The year 2006 marked the 100th anniversary of the first Filipinos coming to America. Because many Filipinos were also farm workers, they played an important role in helping Cesar Chavez to establish better working conditions for farm laborers. A three-day festival honoring the Filipino culture, called the Philippine Weekend, has been an annual celebration in Delano for over 30 years.

Thursday evening kicks off the celebration with a Grand Marshal Barbeque and Parade. A person is chosen to serve as grand marshal to recognize his or her service to the community. That decision is made by the members of Cinco de Mayo Fiestas Incorporated, a nonprofit organization. Over 15,000 people enjoy the music, arts and crafts, food booths, and folk dancing at the festival. Cinco de Mayo Fiestas Inc. not only helps put on the annual festival, but also does a number of worthwhile activities to benefit Delano. The organization provides scholarships for high school graduates to attend college. They also support youth sports programs and food-basket giveaways, as well as organize Christmas stocking giveaways for all the children of Delano and the surrounding towns. Culture & Entertainment Admission to this festival is free to the public. The organizers rely on donations, sponsorships and the generosity of the community. The Philippine Weekend was started back in the summer of 1974 by a group of high school students. They wanted to stop the growing animosity between American-born Filipinos and Filipinos originally from the Philippines. These young people started a basketball tournament to bring the two groups together, and it worked! It was so successful that over the years more activities were added. Soon it became a Barro Fiesta, which means â&#x20AC;&#x153;an outside festival.â&#x20AC;? It didnâ&#x20AC;&#x2122;t take long for this festival to become popular with the community. The Philippine Weekend starts with an adobo cook-off on Friday at the Filipino Community Hall. Adobo is a traditional meal from the Philippines in which spices and soy sauce are simmered together, and then either pork or chicken is added to complete the dish. A grand parade complete with beautifully crafted floats, music from local bands, food booths, Filipino musicians, games, arts and crafts, and booths selling Filipino apparel can all be found at the three-day celebration. A Queen Pageant is also part of the festival, and a Miss Philippine Weekend is selected every year. This is not just an ordinary beauty pageant, however. The young women are required to adorn themselves in dress and formal wear native to the Philippines. Part of the pageant includes an interview session as well, so each contestant benefits from researching information to learn more about the Philippines and their ancestral culture. In 2002, a King Show was added to the festival, so both a Miss and a Mister Philippine Weekend are selected. The men are also required to dress in traditional Philippine costumes for the pageant. Children ages 5 to 7 may enter the Tiny Tots King and Queen Pageant, so thereâ&#x20AC;&#x2122;s a pageant for everyone!

The Philippine Weekend in Delano is one of the largest Filipino festivals in the entire state of California. That first basketball tournament was held in July; to honor this tradition, the festival is held each year on the last weekend of July. After all these years, the basketball tournament is still thriving and is one of the most popular aspects of the festival. Thirty to 40 teams from Los Angeles, San Francisco, San Diego, Nevada and even Hawaii come to Delano to play in these tournaments! During the second week in October, Harvest Holidays is celebrated at Memorial Park. Since Delano is primarily an agricultural area, Harvest Holidays is very similar to a county fair. This fall festival starts with a Queenâ&#x20AC;&#x2122;s Barbeque. The Harvest Holiday Queen and her court are present for the opening event. Approximately a dozen high school girls compete for the queenâ&#x20AC;&#x2122;s title in September, and the chosen queen takes part in the four-day October harvest festivities. A Kiddie Parade takes place on Friday and is made up of Delanoâ&#x20AC;&#x2122;s elementary school children. In fact, the cityâ&#x20AC;&#x2122;s elementary schools sponsor the parade. A second parade, the main parade of the harvest, takes place on Saturday and is complete with floats, elected city officials and high school bands. Both 4-H and FFA have livestock auctions including cattle, sheep and hogs during the festival. Harvest Holidays also has an â&#x20AC;&#x153;Old Timerâ&#x20AC;&#x2122;s Picnic.â&#x20AC;? Long-time Delano residents are invited to join in a picnic, situated in a particularly nice area of Memorial Park. This is a time for Delano seniors to relax and reminisce with their peers. While mostly older members of the community attend the picnic, people of all ages are welcome to join them. Harvest Holidays has been held in Delano since the mid-1940s.

elano is a rich religious community, with approximately 60 churches in the city and surrounding area. There is a wide variety of places of worship from which to choose, including Methodist, Baptist, Lutheran and Pentecostal. There are nondenominational churches as well. St. Maryâ&#x20AC;&#x2122;s Catholic Church and Our Lady of Guadalupe have the two largest congregations in Delano. The First United Methodist Church, which has been part of the community since 1926, is one of the oldest places of worship in town. Delanoâ&#x20AC;&#x2122;s churches provide outreach on a global level through foreign missions programs and supporting missionaries already in the field.

The churches also accomplish a great deal for the city of Delano itself. Local pastors conduct prayers at the city and county meetings. This level of support and respect shown by the city leaders to the faith community is essential for the overall well-being of the city. In 2002, the Delano Police Department invited five local pastors to donate their time to ride with on-duty officers in an effort to minister to citizens in difficult situations. The program allows these ministers to assist and counsel local victims of domestic violence and other crimes. The ministers undergo training for this assignment. While they do not confront a perpetrator committing a crime, the

pastors are trained to help an officer subdue a criminal if necessary. The ministers also counsel and pray with police officers who have suffered under difficult situations themselves. Providing comfort and hope under tragic circumstances to people when they need it most meets a great need for the public and brings spiritual insight to the community. The Gateway Ministerial Association is a faith-based agency of regional pastors and ministers who network together to stay informed of community activities and resources that help citizens in the community, as well as to promote interdenominational prayer meetings, fellowship activities and services.
