Our hardworking and imaginative population has produced a number of very successful entrepreneurs. What an ideal time to live in Gallia County, with three new High Schools open in the Fall of 2009, and several new and/or remodeled Elementary schools due to open in the near future. he Mission of the Gallia County Chamber Commerce is to promote, support and strengthen business and economic development throughout the County, and provide leadership through networking and education, to improve the overall business environment for Chamber members. How does the Chamber accomplish this? GALLIPOLIS CITY PARK

By NETWORKING Through events sponsored by the Chamber, members have the opportunity to meet fellow business professionals, cultivate new clients, and stay informed on the latest activities and happenings as they affect their business. Through HEALTH INSURANCE Chamber members, with as few as two employees, can take advantage of health insurance plans at affordable rates, through a special arrangement with Anthem Blue CrossBlue Shield. Through WORKERS COMPENSATION Careworks Consultants, Inc., is the administrator of the Chamber’s workers’ compensation group rating program. CCI analyzes each employee’s unique claim and premium history, to find the highest level of savings—from the BWC maximum to a lesser percentage

for companies with claims. From the 2009 statistics, a savings of almost $33,000 was made, by being members of the Gallia County Chamber of Commerce. Through MARKETING & COMMUNICATIONS The Chamber can assist in planning marketing strategies, special events and networking opportunities for its members. The Chamber produces a monthly newsletter, with valuable information and updates. Members are continually sent e-mails on special programs and upcoming events. Through PROGRAMS The Annual Dinner offers all members the opportunity to meet and network, with awards presented to recognize leadership and accomplishments for the past year. First Fridays provide an information-sharing opportunity, with a presenter invited to convey important subject matter, of value to those attending. Business of the Month promotes a different Chamber member each month in the local newspaper, along with various forms of free advertising.

Gallipolis The Historic French City n October 17, 1790, French victims of a land speculation scheme arrived by flatboats along the riverfront, bordering on what is now the Gallipolis City Park. These settlers, fleeing from turmoil in France, sought the land of peace and freedom they had been led to believe awaited them in America. In May, 1790, they landed in Alexandria, Virginia, and quickly discovered the deeds they held to the expected paradise were worthless. When President George Washington became aware of their plight, he sent a group of New England woodsmen to what is now Gallipolis, to construct log cabins and four blockhouses, to be placed on each corner of the site along the Ohio River. Undaunted and brave, many of the French arrivals decided to continue on to Gallipolis. It was a tedious trip by wagon and flatboat. When approximately 500 men, women and children arrived on October 17, 1790, they found 80 crudely constructed log cabins and the four blockhouses awaiting them. This was a far cry from homes these nobles, craftsmen, doctors, lawyers, merchants, artisans and teachers occupied in France. What they had anticipated as a land of milk and honey, turned out to be wilderness, surrounded on three sides with virgin forests and inhabited by Native Americans. Frontier life was more complicated and challenging than these Frenchmen had anticipated. Due to disease, deprivation and the lack of food, they saw their population decrease by half during the first years. By 1795, they had purchased the land in Gallipolis a second time, and the community began to slowly grow beyond the public square. In 1796, the French writer, Volney, visited and described the settlers as having forlorn appearances and sickly looks‌yet the group remained. These Frenchmen were proficient in making apple and peach brandy and cultivating grapes for wine. Of prime importance, they lived in harmony, free of the threat of the French guillotine and other horrors. Ohio became a State in 1803. Gallia County was formed that same year and named in honor of the settlers who had been there for 13 years. By 1811, a sufficient number of New Englanders and Virginians had joined the French to have Gallipolis be considered a Yankee town‌ one soon to thrive with a successful river trade. The townspeople proudly boasted a courthouse, an academy, a number of mills, an iron foundry and several churches, along with other evidence of prosperity. By 1840, Gallipolis had a population of 1,413, with the number climbing to 3,418 in 1860. In 1865, Gallipolis became a city, after reaching a population of 5000. Today the residents of Gallia County are proud of the past and continue to work hard as they anticipate the future. Committed community leaders, along with an abundant civic pride, are responsible for this ongoing success.

Business & Industry The Incentive to Grow

Development Programs A promising economic future exists for Gallipolis and Gallia County through a number of State development programs. When approved on a local level and criteria met, these programs may be utilized by the City and the townships throughout the County. They include being a part of CRA (Community Reinvestment Area), TIF (Tax Increment Financing) and locations designated within the existing Enterprise Zone. Of significant importance, in addition to local approval, are indications of increased employment and investment.

Employers who establish or expand their business within Gallia County have a number of incentives, including direct loan programs, development grants, job creation and retention tax credits, manufacturing and equipment tax exemptions, job creation training assistance and other programs. Dan Evans Industrial Park A vital part of the County’s economic future is the Dan Evans Industrial Park, where all utilities are available to meet the needs of its present and future tenants. It was established to assist business and industry, looking for a

positive future, to situate in Gallia County. Located just five miles west of Gallipolis, the over 200 acre Park has succeeded in developing a public and private partnership. Federal, State and local governments, along with the private sector, combined to fund and establish this appealing facility, where all utilities are available to meet the needs of its present and future tenants. Those businesses presently located in the Park include the Bob Evans Ohio Transportation, Foster Sales and Delivery, Holzer Clinic and Southern Hills Cabinetry. Adjacent to the Park is Bob Evans Farms,


Inc. Bidwell Sausage Plant. Interest continues to be shown by other prospective tenants. The Park’s strategic location, just West of Gallipolis, off U.S. Route 35, provides another valuable advantage. U.S. Route 35 provides access to I-77 and I-64. The Gallia-Meigs Airport, a non-commercial airport, is just 11 miles from the Park, with commercial airports and airlines easily accessible in Huntington and Charleston, West Virginia, and Columbus, Ohio. Holzer Consolidated Health Systems century ago, Charles E. Holzer, Sr., M.D. began converting a house on Second Avenue, in downtown Gallipolis, into the area’s first hospital and healthcare was born in Gallia County. Dr. Holzer saw a need, and his vision and leadership set the pace for continuing expansions and improvements that evolved into Holzer Consolidated Health Systems today. It was in 1917 the first wing opened of what came to be known as the Holzer Hospital, Cedar Street facility. Today’s Holzer Medical Center opened on May 27, 1972, with 269 acute care beds, and continues to renovate and expand. Because of its broad range of services and specialties, reflecting the highest levels of medical excellence, Holzer Medical Center is fully accredited by The Joint Commission. In 1950, a six-physician group, headed by Dr. Charles E. Holzer, Jr., formed Holzer Clinic, providing a superior physician staff to support the Hospital. Today, Holzer Clinic is a multiple discipline health care system of over 130 board certified physicians, providing care in more than thirty areas of expertise. With nine locations throughout southeastern Ohio and western West Virginia, Holzer Clinic is accredited by the Accreditation Association of Ambulatory Health Care. Over time, each entity has grown by leaps and bounds, providing the area residents with quality healthcare, right here in southeastern Ohio. As the need for specialized healthcare continued to grow, joint ventures between Holzer Consolidated Health Systems

and Holzer Clinic have emerged. One such venture is the Holzer Cardiovascular Institute. Area residents no longer need to leave the area for heart-related procedures. Holzer Cardiovascular Institute features stateof-the-art digital imaging equipment, allowing your doctor to easily determine the extent of heart disease or artery constriction. In addition, the two entities joined to offer Holzer Center for Cancer Care, a state-of-theart cancer center, offering radiation and medical oncology services, chemotherapy, linear accelerator and a CT simulator for treatment planning. An affiliation between OSU Medical Center and Holzer Center for Cancer Care, focuses on targeted educational activities to improve the patient care and quality of life for cancer patients in southeast Ohio and west central West Virginia. This affiliation is provided through The Ohio State University Comprehensive Cancer Center Arthur G. James Cancer Hospital and Richard J. Solove Research Institute. On December 29, 2000, a new facility, Holzer Medical Center – Jackson, officially opened to the community, providing a fullservice Hospital for the residents of Jackson and neighboring counties. Holzer Family Care Center - Jackson, Jenkins Memorial Health Clinic and Dental Health Partners at Holzer Medical Center – Jackson, offer physician services as well as dental care for those communities. Like Holzer Medical Center, Holzer

Medical Center – Jackson is fully accredited by The Joint Commission. An integral part of Holzer Consolidated Health Systems is Holzer Long Term Care Division, which includes a continuum of care services, ranging from Home Care, Extra Care and Hospice services, in addition to assisted living and nursing home facilities, with Holzer Senior Care Center and Holzer Assisted Living in Jackson and Gallipolis. Holzer Long Term Care is available for seniors and the elderly in need of medical, nursing and rehabilitation therapies, whether for short-term or longterm care. In 2009, Holzer Consolidated Health Systems and Holzer Clinic announced a plan to integrate the two entities. The impending merger is being considered to provide a more seamless patient care experience and the continued delivery of high quality health care. Education Growing to Best Serve Students

Gallipolis City Schools: Student Success and New Facilities The mission of Gallipolis City Schools is: All students will become successful, lifelong learners. To make this mission a reality, the City Schools constantly strive to improve their educational system with student achievement and success, as the collective responsibility of their staff, students, parents and administrators. It is important to all stakeholders for the Schools to continue to provide a safe, secure and orderly environment, essential to learning and achieving. The City Schools are committed to the daily challenge of preparing students for the 21st century. As they focus on partnering with parents and community members, they continue to work toward student achievement and growth, to equip graduates with the skills necessary to be informed, responsible citizens, in a diverse and changing society. Many things are happening simultaneously and the Gallipolis City School District’s new facilities construction is on schedule. The new Gallia Academy High School in Centenary opened in August 2009. The opening of the new Greene Elementary and Rio Grande Elementary Schools is scheduled for August 2010, along with the re-opening of the renovated Washington Elementary School. Looking toward 2011, the re-opening of the totally renovated 1958 GAHS Building, to be the new Gallia Academy Middle School

(GAMS), is anticipated for August, with the current 1917 Junior High building scheduled to be razed. Then in 2012, Grade 6 will relocate into the new GAMS, and with that, preschool classes may be moved to Green Elementary, Rio Grande Elementary and Washington Elementary. Gallia County Local School District The Gallia County Local School District encompasses about 400 square miles of Gallia County. With the opening of two new high schools in August 2009, River Valley and South Gallia, the district was totally reconfigured. The result was two high school programs, strategically located, to serve students in the northern and southern regions of the district, two middle schools to either be colocated with or located adjacent to, the new high schools, and four elementary schools serving the two middle schools. This provides a much more efficient method to support students, as they transition through the system. The community supported the school district through their approval of the renovation and construction of school facilities, without any State assistance. With the opening of the two new high schools, a new web page was introduced to be more informative, at www.gallialocal.org. The public is urged to contact the Gallia Local School District, providing input, as they use the site and grow with it.

The School District has been rated EXCELLENT by the Ohio Department of Education, based on student achievement. Ohio Valley Christian School Ohio Valley Christian School (OVCS) provides an academically excellent, distinctively Christian education to students in the Tri-State area. Founded in 1977, OVCS has a legacy of academic excellence. 84% of Ohio Valley Christian School graduates attend 4-year colleges and universities. At OVCS, students experience a Christ-centered education, a safe and secure educational environment and a close knit Christian community of parents, teachers and other students. OVCS is recognized as a chartered, nonpublic school by the Ohio Department of Education and operates in accordance with the standards of the State of Ohio. OVCS is a member of the Association of Christian Schools International (ACSI). University of Rio Grande / Rio Grande Community College Higher Education at Rio Grande represents a unique combination of public and private education sharing one campus. The purpose of this relationship is to make more programs available at times and places, accessible to students, with a reasonable tuition rate. The University of Rio Grande, founded in 1876, offers graduate and undergraduate

programs, including student exchange programs with Trinity College in Wales and some universities in China. The University is seeking to recruit students from India and generally to provide an international culture on campus. The Madog Center for Welsh Studies is the only center of its type in North America. The University also includes a long-standing teacher education program, recognized as outstanding throughout the State of Ohio. Rio Grande Community College was founded in 1974 to expand two-year program offerings at a public college tuition rate. The Community College contracts with the University of Rio Grande for instructional services, to provide those programs most needed in Gallia County and the surrounding area. The Community College, with extensive assistance from the University, developed the Meigs Center to make higher education more accessible in Southeastern Ohio. Through the relationship and cooperation between the Community College and the University, programs and classes leading to certificates, associate degrees, and bachelor’s and master’s degrees are offered. The classes are presented in such

a way, students may proceed up the education ladder from certificates to graduate degrees, or as far as they wish to go. All classes are generally small and include a personal touch. Rio Grande offers the award winning Students In Free Enterprise program, a wide range of intercollegiate athletic programs, and a wide variety of extracurricular student activity programs. Some of the more popular degree programs include nursing and a variety of other allied health programs; business; teacher education; electronics; office, manufacturing and wood working technologies; a variety of computer related programs; and the first two-years of a bachelor’s degree for easy transfer anywhere in the State of Ohio. The Community College also includes business and industry training services and continuing education opportunities.

Buckeye Hills Career Center Buckeye Hills Career Center, located in Rio Grande, is a career/technical education center, designed for high school students and adults. The training there is job specific and provides students with “real skills” through full time, short/part time classes and programs. Gallipolis Career College Gallipolis Career College (GCC), founded in 1962, is an independent, private, two-year career college, locally owned and operated by Robert and Jeanette Shirey. GCC offers six associate degree and four diploma programs. It also designs programs specific to the needs of local businesses. Nationally accredited by the Accrediting Council for Independent Colleges and Schools, GCC presently serves almost 200 students who live in the tri-county area. It is the ideal choice for traditional and non-traditional students, featuring small classes and individual attention.

Tourism, Recreation & Culture Much to See and Discover Conservancy began in 2004, buying the land from Mead-Westvaco Corporation.

Historical Sites Ponn Humpback Covered Bridge Also known as Gheers Mill and Barnes Mill, it is best known as the Humpback Bridge. Built in 1874 to cross Raccoon Creek in Bidwell, it is the longest in the County and attracts the most visitors for its unusual shape. Although it has been closed to motor vehicles for several years, it remains open to pedestrians and is one of only a handful of “humpback” bridges remaining in the world today. Cora Mill Orginally built in 1835, Cora Mill is the last of 13 grist mills that flourished along Raccoon Creek, used to grind grain into flour and sometimes to saw logs into lumber. Daniel Boone’s Hunting Grounds

In 1792, Daniel Boone and Robert Safford went on a beaver trapping expedition on Raccoon Creek. They first camped close to Adamsville, and later at Beaver Dam near Vinton, catching over 100 beavers. When the hunt was over, Boone gave Safford his tomahawk and best beaver trap, which he called “Old Isaac.” Bob Evans Homestead Located at the Bob Evans Farm in Rio Grande, the Homestead Museum provides visitors a first hand look at the heritage of a company, an entrepreneur, his family and the history of the region. Guests follow the displays, as the dreams and goals of a 57 year-old company unfold. Our House Museum A restored tavern, built in 1811, owned and operated by Henry Cushing and his sister Elizabeth. For many years, it was the center of the community’s social life. During his triumphant tour of America, General Lafayette was entertained there on Sunday, May 22, 1825. John Gee Black Historical Center The John Gee Black Historical Center was established in 1988 to promote a cultural and educational center, and ensure the preservation of tradition, culture, crafts, music and art of Black Americans in Southeastern Ohio.

Outdoors Wayne National Forest The Nature Conservancy transferred 1,665 acres in Lawrence County and 514 acres in Gallia County to the U.S. Forest Service, to complete a land protection project the Nature

Crown City Wildlife Area Provides access for hunters, fishermen, wildlife watchers and outdoor enthusiasts. Abundant wildlife species include deer, turkey, grouse, rabbit, quail and waterfowl, as well as a variety of songbirds and raptors for the avid birder. Ohio River Activities The Gallipolis Public Use Area hosts several fishing tournaments each year, starting with Ohio’s Buddy Bass and concluding with nationally known Cabela’s King Cat tournament. Boaters enjoy the water, while watching a beautiful sunset. Jet skis, pleasure boats and an occasional canoe thrill enthusiasts with breathtaking views. Raccoon Creek County Park Located in the foothills of Southeastern Ohio, the Park is bounded on the North by Raccoon Creek, the stream formerly called Etha-Petha, the Shawnee word for Raccoon. To the south lie hills and upland fields, adjacent to the historic Poplar Knob. The Park showcases both natural areas and recreation facilities, providing many varied leisure experiences year round. Gallia County Junior Fairgrounds The largest junior fair in the State of Ohio, the Gallia County Junior Fair provides every county youth with an opportunity to exhibit his/her talents and be recognized. The Fairgrounds are also home to the French 500 Flea Market, held the second full weekend of each month, April through November. A new Campsite awaits the outdoor enthusiast, fully equipped with electricity and dump stations.


Events Gallipolis in Bloom Designed to improve the quality of life in the community, by promoting beautification programs to encourage both personal and community involvement, through the use of flowers, plants, trees and other environmental and lifestyle enhancements. Gallipolis In Bloom provides educational programs, resources and a challenge to all residents and businesses, through participation in the national America in Bloom competition. River Recreation Festival Held annually over the 4th of July, with the Ohio River as the backdrop. The Gallipolis City Park and First Avenue are ideal as a festival venue, where daily entertainment, queen contests, parades and fireworks are featured. French City ChiliFest Cool days and nights are just right for a delicious bowl of Chili, created by local cooks. Teams compete for prizes and bragging rights for the best chili in Southeastern Ohio. The crowning of Lil Miss and Mister Chili Pepper highlight this Saturday afternoon event.

Federal Army Homecoming Features a weekend of re-enactors, company drills, artillery demonstrations, a mock battle and ladies tea. During the Civil War, Federal (Union) Army troops and supplies were funneled through Gallipolis. Bob Evans Farm Festival Held the second full weekend of October every year, this celebration of the harvest season attracts thousands with its entertainment, traditional crafts, farm contests, food, children’s activities and demonstrations. Designed for friends and family members of all ages, this Festival offers a taste of “down on the farm” goodness, at the Bob Evans Farm in Rio Grande. Founders Day Settled on October 17, 1790, Gallipolis has the distinction of being the second oldest settlement in the Northwest Territory. Each year, citizens come together to commemorate this event, held at The Our House Museum. Entertainment, music, and beans and cornbread are all part of the tradition.

Cultural The French Art Colony Free monthly exhibits are featured in the Galleries, with workshops focusing on the displays. Area school children visit often, with special programs provided to enhance their education. A variety of classes in dance, music and visual arts are offered. The Ariel-Ann Carson Dater Performing Arts Centre Home to the Ohio Valley Symphony, it is a rare restored opera house, built in 1895. A snap of the fingers confirms the hall’s bellclear acoustical quality. A beaten path, called “the circuit”, brought performers such as Will Rogers, Cecil B. deMille, Sarah Bernhardt and Dixie composer, Daniel Decatur Emmett to its stage. Ohio Chautauqua Coming to Gallipolis in July 2010, and again in 2012, this five day event, free and open to the public, combines living history, musical entertainment, education, theatre and audience interaction in an exciting cultural event for the entire community to enjoy, sponsored in part by the Ohio Humanities Council.
