Gallia County ( Gal’- e - ah )

A Southeastern Ohio Treasure

G

allia County successfully combines an abundant natural beauty with an appealing environment in which to live, highlighted by the historic and picturesque City of Gallipolis. Business and industry continue to thrive in Gallia County, both through expansion and new development. The majestic Ohio River offers transportation facilities, as a major thoroughfare from Pittsburgh to the Mississippi River. Convenient rail and highway capacity also exists. This is fundamental for the ongoing growth of the Dan Evans Industrial Park, located just West of Gallipolis. Constantly expanding state-of-theart medical facilities add another positive aspect and limitless opportunity for those who seek the ultimate environment in which to reside. The subtle influence of French culture, reflected in the charm of the community, is obvious when you wander through the quaint central business district and unique historic residential district in Gallipolis. A primary emphasis on education includes the presence of the University of Rio Grande

and Rio Grande Community College, Gallipolis Career College and Buckeye Hills Career Center. The completion of new high schools and construction of new elementary schools, for both the City and the County, reinforces the support and importance of education to the total community. Outdoor enthusiasts find much to offer in the rolling hills, a hunter’s paradise, and the Ohio River for fishing and boating. Gallia County is recognized as THE BEST OF RURAL AMERICA, and truly affords a distinct opportunity where business, industry and a positive social climate can flourish and succeed.

Gallipolis

( Ga l’ - a - p o - l ees )

The Historic French City

O

n October 17, 1790, French victims of a land speculation scheme arrived by flatboats along the riverfront, bordering on what is now the Gallipolis City Park. These settlers, fleeing from turmoil in France, sought the land of peace and freedom they had been led to believe awaited them in America. In May, 1790, they landed in Alexandria, Virginia, and quickly discovered the deeds they held to the expected paradise were worthless. When President George Washington became aware of their plight, he sent a group of New England woodsmen to what is now Gallipolis, to construct log cabins and four blockhouses, to be placed on each corner of the site along the Ohio River. Undaunted and brave, many of the French arrivals decided to continue on to Gallipolis. It was a tedious trip by wagon and flatboat. When approximately 500 men, women and children arrived on October 17, 1790, they found 80 crudely constructed log cabins and the four blockhouses awaiting them. This was a far cry from homes these nobles, craftsmen, doctors, lawyers, merchants, artisans and teachers occupied in France. What they had anticipated as a land of milk and honey, turned out to be wilderness,

surrounded on three sides with virgin forests and inhabited by Native Americans. Frontier life was more complicated and challenging than these Frenchmen had anticipated. Due to disease, deprivation and the lack of food, they saw their population decrease by half during the first years. By 1795, they had purchased the land in Gallipolis a second time, and the community began to slowly grow beyond the public square. In 1796, the French writer, Volney, visited and described the settlers as having forlorn appearances and sickly looks…yet the group remained. These Frenchmen were proficient in making apple and peach brandy and cultivating grapes for wine. Of prime importance, they lived in harmony, free of the threat of the French guillotine and other horrors. Ohio became a State in 1803. Gallia County was formed that same year and named in honor of the settlers who had been there for 13 years. By 1811, a sufficient number of New Englanders and Virginians had joined the French to have Gallipolis be considered a Yankee town…one soon to thrive with a successful river trade. The townspeople proudly boasted a courthouse, an academy, a number of mills, an iron foundry and several churches, along with other evidence of prosperity. By 1840, Gallipolis had a population of 1,413, with the number climbing to 3,418 in 1860. In 1865, Gallipolis became a city, after reaching a population of 5000. Today the residents of Gallia County are proud of the past and continue to work hard as they anticipate the future. Committed community leaders, along with an abundant civic pride, are responsible for this ongoing success.

Business and Industry Strategic & Successful Development Programs

Economic development is changing in Ohio. The State of Ohio is redesigning the way it does business with public and private entities. In order to streamline its services, the Ohio Department of Development is transitioning into two entities, the newly created, non-profit group, JobsOhio and the Ohio Development Services Agency. JobsOhio will assist businesses and public entities in streamlining the evaluation and incentive approval process and encourage economic growth at a faster pace. Gallia County is part of the regional, private-sector economic development organization, The Ohio Appalachian Business Council, which will partner with JobsOhio as part of the JobsOhio Network. Gallia County’s strategic location provides the advantage of fast deliveries and lower freight costs. The Ohio Department of Transportation reports the Ohio River System accounts for one-third of all U.S. inland waterborne commerce, by tonnage per year, and moves more cargo than the Panama Canal. Strategically located along the Ohio River, Gallia County can provide river transport for many commodities between major cities.

ver a century ago, healthcare in Southeastern Ohio had a humble beginning with a seven-bed hospital opening at 507 Second Avenue in Gallipolis. Dr. Charles E. Holzer Sr. opened the first private hospital in the region, which has grown into the multi-facility healthcare system today, including Holzer Consolidated Health System and Holzer Clinic Incorporated. Dr. Charles E. Holzer Jr. followed in his father’s footsteps. In 1946, he returned to Gallipolis following his graduation from Cornell Medical School and a surgical residency at the University of Cincinnati. At his urging, a medical partnership known as the Holzer Clinic was formed in 1950 with six physicians In 1968, Holzer Hospital and the Medical Center Hospital merged, as did Holzer Clinic and Gallipolis Clinic, to become Holzer Medical Center Clinic. From this uniting of top community leaders, the new Holzer Medical Center and Holzer Clinic were opened on Jackson Pike, and dedicated to the community on April 17, 1972. Throughout the years, many milestones have marked the Holzer calendar with countless services and changes being made. A few highlights include: Holzer Senior Care Center, a 70 bed facility opened in 1995; construction of the Charles E. Holzer, Jr., MD, Ambulatory Surgery Center in 1999; establishment of the Holzer Medical Center – Jackson and Holzer Clinic in Jackson, in 2000; Holzer Cardiovascular Institute made available in 2001; Holzer Center for Cancer Care in 2005, with an affiliation established between the Ohio

State University Comprehensive Cancer Center * Arthur G. James Cancer Hospital and Richard J. Solove Research Institute in 2006; Holzer Clinic in Athens opened in 2008; Holzer Weight Loss Solutions became a Center of Excellence in 2009 and there was continued expansion of orthopedic services at Holzer Medical Center – Jackson in 2010. In addition, Holzer Clinic has grown from six physicians to a multi-discipline healthcare system, providing services in over 30 areas of expertise, with over 140 Board Certified physicians providing care in 12 locations throughout southeastern Ohio and western West Virginia.

Today, the Holzer legacy continues with the practice of Dr. Holzer Sr. and Dr. Holzer Jr.’s philosophy, “The Patient is the Center of All We Do,” as the healthcare system grows services and moves toward integration of Holzer Clinic and Holzer Consolidated Health Systems. Throughout this integration, both entities will remember the past with pride, celebrate present accomplishments and look forward to what the future holds for Holzer Health System. Officially the entities will be one Holzer family, as it was in the beginning of the clinic and hospital, to benefit one another as well as the community. Once again the system will truly embody, One Dream, One Team, One Holzer.

Education Committed to Excellence Gallipolis City Schools The Gallipolis City Schools are committed to all students becoming successful, lifelong learners. In order to make this a reality, the staff, students, parents and administrators, as well as the community, continue to provide the tools necessary and essential for improved learning and achievement. The District has been rated Effective, with two buildings, Green and GAHS, rated Excellent by the Ohio Department of Education. As we continue to meet the challenges of the 21st century, our parents and community members input and assistance will be vital to our continuing success toward excellence. Many changes have taken place, and the Gallipolis City Schools are now equipped with the much needed new facilities, enabling our students and staff to focus on the main objective, without being distracted from achieving their ultimate goals. The community stepped up to the plate and made this possible. The new Gallia Academy High School, Green Elementary, Rio Grande Elementary, as well as the renovated Washington Elementary and Gallia Academy Middle School are a lasting testament to the sacrifice, commitment and compassion of the voters in the Gallipolis City School District. New Superintendent, Roger Mace, brings another change and renewed energy to the district. Roger has stated, “As the superintendent of the Gallipolis City Schools, you will see a

leader who has a philosophy of three main components: Commitment, Collaboration and Communication. I believe strongly, if you are true to those three elements, you will never lose sight of your goal, and while there may be a few side trips before you reach your destination, you will eventually attain your objectives and reach your goals of success. Teamwork is the key element to every successful organization. There is no me, you or I…we all Work Together! We will move the district forward by working together as a team and involving our community. We can make a difference!”

the system. The community supported the school district through their approval of the renovation and construction of school facilities, without any State assistance. With the opening of the two new high schools, a new web page was introduced to be more informative, at www.gallialocal.org. The public is urged to contact the Gallia Local School District, providing input, as they use the site and grow with it. The School District is rated EXCELLENT by the Ohio Department of Education, based on student achievement.

Gallia County Local School District

The Gallia County Local School district encompasses about 400 square miles of Gallia County. With the opening of two new high schools in August 2009, River Valley and South Gallia, the district was totally reconfigured. The result was two high school programs, strategically located, to serve students in the northern and southern regions of the district; two middle schools, with South Gallia co-located, and River Valley adjacent to the new high school; and, four elementary schools serving the two middle schools. Currently new athletic complexes are being completed on the campuses of both high schools. This provides a much more efficient method to support students, as they transition through

The University of Rio Grande and Rio Grande Community College is the only combined community college and private university in the country, located on a retreat-like setting in Rio Grande, Ohio. Operating as an institution of higher learning for more than 130 years, Rio Grande offers over 60 programs of study, providing associate, bachelor’s and master’s degrees, affordable tuition, direct access to an accomplished faculty and a safe empowering environment, allowing students and professors to create individualized college experiences that lead to successful futures. The institution keeps class sizes small so students have the opportunity to interact comfortably with the faculty members. Through a wide range of programs and activities, the students also learn to know each other well and become part of the Rio Grande Family. Under the leadership of President Barbara Gellman-Danley, Ph.D., Rio Grande has made numerous changes in order to help it strengthen its academic programs and better serve its students. One of the most significant initiatives is the creation and implementation of the Decade of Dreams strategic plan. This is a comprehensive plan, reaching all facets of the campus, as well as the branch campuses in Meigs County and Vinton County and the online programs. The University of Rio Grande Board of Trustees and the Rio Grande Community College Board of Trustees worked together to create the plan, which also received a great deal of input from students, faculty, staff and the community. The plan will help guide the institution over the next decade. Students from across the region and around the world are studying at Rio Grande, and enrollment has been increasing in recent years. The institution began the fall 2011 semester with an enrollment of 2,150 students. Rio Grande students also have the opportunity to study abroad, take part in a wide range of internship opportunities and learn from the numerous research projects in the state-of-the-art facilities on campus. Most importantly, Rio Grande graduates are succeeding in the workplace, contributing to their communities and achieving their dreams. Tourism, Recreation and Culture Highlighted by Events and Experiences Historic Sites Bob Evans Homestead The large brick house, known as The Homestead, was home to the Bob Evans family for nearly 20 years. Built in the early 1820s, the Homestead had served as a stagecoach stop and an inn during its early years, and earned a place on the National Register of Historic Places. Today, the Homestead serves as a company museum and historical center, offering a first hand look at the heritage of the Bob Evans Farms Company, entrepreneur Bob Evans and his family, and the history of the region.

Our House Museum Built as a Tavern in 1819, owned and operated by Henry Cushing and his sister Elizabeth, it was the center of social life in the community for many years. During his triumphant tour of America, General Lafayette was entertained there on Sunday, May 22, 1825. Now the Our House Museum, it is a favorite of many visitors, who particularly enjoy the kitchen, located just outside the back door, and the beautiful enclosed courtyard and completely renovated gardens.

John Gee Black Historical Center In June 1998, the John Gee Black Historical Center was established to create a living representation and preservation of the tradition, culture, crafts, music, arts, heritage and contributions of Black Americans in Southeastern Ohio. It is both a cultural and education center, open to the public. Originally dedicated in the fall of 1868, the building was the African Methodist Episcopal Church, and in the 1880s, the Chapel was named for John Gee, its first great benefactor and one of the principal founders. Services were held there for 180 years, until August, 1997. All officers and workers at the Center are volunteers.

Outdoors Crown City Wildlife Area This is a popular destination for hunting, fishing, trapping and other forms of wildlife recreation. Scattered ponds, which were created through the reclamation process, provide appealing fishing prospects for anglers. The combination of woodland, open areas and islands of vegetation, left undisturbed during the previous mining process, creates transitional zones to provide brushy and reverting fields.

Ohio River Activities From the Ohio River, running through this beautiful valley, to the relaxing lifestyle of Appalachia, Gallia County is highlighted by events and 14

Gallia County Chamber of Commerce

experiences, unique only to Gallipolis, the second oldest settlement in the Northwest Territory. The Ohio River flows deep with the heritage of nature and commerce, while offering many diverse travel and recreational opportunities.

Raccoon Creek County Park Situated in the foothills of Southeastern Ohio, Raccoon Creek County Park features a 700 acre outdoor recreation area, centrally located in Gallia County. The Park offers both natural areas and recreational facilities, available to visitors year round. Its scenic vistas, deep gorges, wetlands, meadows, woodlands and green open space support a variety of wildlife. Also offered are soccer programs and softball leagues, along with facilities for primitive camping.

Gallia County Junior Fairgrounds The Gallia County Junior Fairgrounds feature annually, the Gallia County Junior Fair. The Fair provides every County youth with an opportunity to exhibit his or her talents and be recognized. It is the culmination of a year of hard work by the 4-H youth and adult leaders, as well as an exhibition of cooperation and constant effort on the part of both County and City residents. The Gallia County Junior Fair has the distinction of being Ohio’s largest Junior Fair. This clearly reflects the goal and the end result of the Gallia County Agricultural Society. The Fairgrounds are also home to the French 500 Flea Market, held the second full weekend of each month, April through November, and to the Emancipation Proclamation Celebration, held each September. Outdoor enthusiasts enjoy the updated campsite, fully equipped with electricity and dump stations.

Events Gallipolis in Bloom As a part of the national America in Bloom competition, Gallipolis in Bloom is designed to improve the quality of life in the community. This is accomplished by promoting beautification programs to encourage both personal and community involvement, through the use of flowers, plants, trees and other environmental and lifestyle enhancements, such as building renovation and a recycling program. The City has maintained its status as a 4 Bloom City since first competing in 2006. Gallipolis in Bloom provides educational programs, resources and a challenge to all residents and businesses through active participation in the annual competition. In the 2011 competition, Gallipolis was recognized for Heritage Preservation, and special mention for the best adaptive reuse project for the extensive, cooperative efforts to restore the Ariel-Ann Carson Dater Performing Arts Centre.

River Recreation Festival For almost fifty years, the annual River Recreation Festival has been held over the 4th of July, with the Ohio River as the backdrop. The City Park, occupying one full square in the center of downtown Gallipolis, and First Avenue along the River, provide the ideal venue. Daily entertainment includes national and local musical talent, a special Kids Day with multiple prizes throughout the day, outstanding food vendors, crafters, a live auction, Queen contests, an impressive parade and a Fireworks extravaganza.

French City Chili Fest Cool days and nights are just right for a delicious bowl of Chili. Individuals and businesses compete for prizes and “bragging rights” for the best chili in Southeastern Ohio. A Saturday in the City Park, in the early fall, is the perfect place for this chili cookoff competition, which also includes a hot pepper eating contest, football on a big screen, kids activities and other events to attract chili lovers from both near and far.

Bob Evans Farm Festival A multi-million dollar renovation project was completed in 2011, in time for the 41st Annual Bob Evans Farm Festival, always held the second full week-end in October. Changes focused on improved Festival grounds, an enhanced layout, new food and dining tents, a renovated Event Barn space, as well as many other exciting new features. The Historic quilt barn was also renovated to become a unique, small event center, to handle up to 100 people. Over 100 crafters, multiple contests, demonstrations and primitive camping are an important part of this annual event. Top entertainment is featured throughout the Festival’s three days. A brand new Bob Evans Restaurant opened at the Farm, as another important part of the Farm’s

transformation. Designed for friends and family members of all ages, this celebration of the harvest season attracts thousands from miles around, to the Bob Evans Farm in Rio Grande.

Emancipation Celebration The Emancipation Proclamation, observed in Gallia County continuously since 1863, is reported to be one of the longest continuous running celebrations of the Emancipation Proclamation in the United States. Originally, the celebration was held on the 22nd of September, to coincide with President Lincoln’s historic signing of the Emancipation Proclamation, declaring slaves “thenceforth and forever more free”. For the past several years, the Gallia County Fairgrounds has been the location for the celebration. As many as 2500 people have attended the celebration, coming from as far away as California, New York, Texas, Florida and Canada. The celebration provides a great arena to reflect upon the past, experience the present, and project the future of African Americans in Southeastern Ohio and the Nation.

Cultural French Art Colony The French Art Colony is a Regional-Multi-Arts Center, providing a multitude of arts activities, for almost fifty years. Their programs, exhibits and performances offer cultural opportunities, rarely possible in a small community. Their facilities are used for many community events and attract visitors who support the local economy. The Galleries at Riverby, the home of the French Art Colony, feature monthly exhibits, often with workshops focusing on the displays. Special programs are provided to area school children, to enhance their education. Multi-arts classes are available to both children and adults. The Riverby Theatre Guild presents a number of productions throughout the year, including both theatrical and puppetry performances, in the schools and the community.

Ariel-Ann Carson Dater Performing Arts Centre This rare restored Ariel Opera House, built in 1895, is the home of the Ohio Valley Symphony, the only professional orchestra in the Ohio River Valley. Located in the historic district in downtown Gallipolis, it was built during the age of gas light elegance and hosted such luminaries as Will Rogers, Sarah Bernhard and Daniel Emmett. Ensembles, such as the Chicago Opera and the Ziegfield Follies, graced the Ariel Theatre’s stage. After being closed for many years, the restored Ariel re-opened in 1990, heralded by the Ohio Valley Symphony. In 2005, it became the permanent home for the OVS, and for use as a performing arts centre. More recent recognized performers include Dierks Bentley, Rhonda Vincent, Etta Mae and Emerson Drive. Ann Carson Dater made a gift of the building to the community, and the Grand Re-Dedication of the Ariel-Ann Carson Dater Performing Arts Centre occurred in 2006.

Ohio Chautauqua For the 4th time since 2006, Ohio’s Chautauqua is coming to Gallipolis! This event, sponsored by the Ohio Humanities Council, with support from the local community, will be held nightly in beautiful Gallipolis City Park on July 17-21, 2012, under the big tent. Ohio Chautauqua (pronounced “shuh-tawk-wuh”), a five day event, combines living history, music and entertainment, education, theatre and audience interaction, in an exciting cultural event the entire community can enjoy. The theme will be “Looking West” and feature historical figures, such as Margaret Blennerhassett, Chief John Logan, Oliver Hazard Perry, Johnny Appleseed and York.
