A Growing & Diverse Business Community

ackson, Missouri, is a growing business community with a wide diversity of businesses and industry. With an excellent location, a business-friendly atmosphere and a qualified workforce, Jackson is making a name for itself as a great home to thriving businesses. Many businesses in the area decide to expand — a testament to how business and industry thrive in the Jackson environment. “Jackson’s been growing over the last several years, and we’ve been lucky to have major manufacturers like Proctor and Gamble and Rubbermaid in our area,” said Brian Gerau, director of the Jackson Area Chamber of Commerce. “We also have a German organization called Mondi. They make industrial plastic bags and they have expanded their industry. They have actually opened a second location in Jackson because the demand was so high, so that was an increase in jobs.” Businesses that operate in Jackson enjoy the friendly atmosphere and central location so much that, in addition to expanding, they often decide to relocate here.

“We also had an organization called Liberty Utilities that relocated all of their offices to Jackson, Missouri, which was about 50 new jobs. It is a utility company, and they were all over the United States and even in Canada, so they like our community. They had a branch here, and when they consolidated all of their resources they decided to move them all to Jackson, Missouri. That was an increase of jobs — they are actually building a multimillion-dollar location in our industrial park right now,” Gerau said. There are many factors that make Jackson an excellent site for new and expanding businesses, such as diversity, a dedicated workforce and an excellent quality of life, just to name a few. “First of all, our economic community is extremely diverse,” said Gerau. “We don’t rely heavily on one industry — we have small businesses, we have medium-size businesses, we have industrial businesses, we have businesses that have 2,000 employees all the way down to two employees — so we are very diverse. If there is ever a slow

period in one industry, the other industries are always able to pick it up. “Compare it to a city that is reliant heavily on the automotive industry, and if all of those jobs go away, that city is basically debilitated. With Jackson, since we have such good diversity, that helps the workforce — and we have a great workforce.” An educated workforce is a major selling point, and Jackson has numerous educational opportunities available to its residents. From a top-notch school district to a great university, residents from all walks of life have many opportunities to learn and grow, making them ideal candidates for a variety of business and industry. “A lot of it is helped by our schools. We have a very good school system that can generate a good workforce. It can also generate students who, if they want to go to college, are prepared. And if not, they are also prepared to get to the workforce right out of high school. Our schools are a great asset for industry coming in to Jackson,” Gerau said.

Another asset is the location of Jackson, something that has huge appeal for industry. The central location and proximity to large cities makes it an ideal home for many large industries and businesses. “What is great about our area for big industry is we are really two hours away from every metropolitan city in this area,” Gerau explained. “We are basically two hours from St. Louis, two hours from Jonesboro, and a little over two and one half hours from Memphis. It is a good, central location if you are in industry, to be close to St. Louis and Springfield; and then Louisville and Indianapolis are really within our scope as well. Those towns are not that far from our area, so if you are looking at transportation and trying to get your goods and services to major metropolitan areas, this is a good hub for those businesses.”

All of these factors have made Jackson is a growing and successful community, especially for commerce. “We’re growing. With all of those dynamics, our industries have been very successful in the area. That’s a good factor for drawing other businesses to come in, as well, because they can see what we have. The good backing of the schools and the city government helps recruit those businesses to the area, so the future is pretty bright here,” Gerau said. In addition to a friendly atmosphere, great location and an educated workforce, Jackson works very hard to make business and industry feel welcome. The sense of community and cooperation that residents and businesses alike find in Jackson make it a wonderful place to live.

he Jackson Industrial Development Center (JIDC) has been working to retain and recruit businesses in Jackson since its inception in 1962. The very first business the JIDC recruited was Lee-Rowen, more popularly known as Rubbermaid. “JIDC has been around for over 50 years. It kind of started when the Chamber started. It was just a group of invested community leaders who came together to say, ‘What can we do to recruit industry in our area and help keep industry in our area?’ and it’s been very successful,” said Brian Gerau, director of the Jackson Area Chamber of Commerce. “JIDC is a group of volunteers who help recruit and oversee some of the industrial properties in Jackson and also assist our major industrial partners. If they have questions with workforce or expansion, we’re able to help.” Gerau feels that part of what makes the JDIC so successful is the different community members who work together to make Jackson successful. “On that board we have city officials, we have industrial leaders and we have financial experts, as well, so it is a good group of business leaders and community leaders who are looking out for the expansion of those industrial parks.” The JIDC assisted with the Mondi expansion project and the Liberty Utilities consolidation project, with the latter project bringing 50 more jobs into the area. “It is a good network of people who have extensive outreach in the community, solid connections and a lot of good resources. It is economic development driven, and it is driven toward industrial recruitment and retainment. Retainment is a big part of economic development these days and it has really changed, in my perspective, from going out and pursuing the 300 to 400 industrial organizations to focusing on retaining the businesses that you have, because it is always easier to keep what you have than to go out and find what you don’t,” Gerau said. The focus on retaining business and industry has helped with various business and industry expansions in the area. “JIDC works to really make sure that the businesses that are located within the Jackson area have all of the resources and tools that they need to be successful. If they are successful they will expand,” Gerau said.

rides, blooms and beauty are among priorities for a dozen business owners focused on revitalization efforts for Jackson’s Courthouse Square and Main Street. With a keen spotlight on the four-point approach of design, organization, promotions and economic restructuring, local owners and staffs are propelling the city’s development in the business district called “Uptown,” due to its location atop a hill. Subscribing to the mantra “being local is all about community,” business leaders recently unified efforts to enhance authentic relationships with customers and community residents in new ways, including special events. Uptown Jackson Revitalization Organization, commonly referred to as Uptown Jackson, is a nonprofit organization whose contributors are committed to revitalizing the city’s square and surrounding areas. Together, they share tips at once-a-month meetings and work on bolstering curb appeal and offerings to showcase the best Jackson has to offer shoppers and visitors. “Activities are coming together nicely, and we’re seeing a resurgence in interest, business and traffic,” said Kevin Schaper, president of Uptown Jackson’s board of directors.

Schaper said the group initiated an earnest revitalization process in 2009, securing several concepts from the DREAM (Downtown Revitalization and Economic Assistance for Missouri) Initiative — an innovative partnership between the Missouri Department of Economic Development, Missouri Development Finance Board and Missouri Housing Development Commission to provide communities across the state with access to technical and financial assistance for downtown renewal projects. Known as the “City of Beautiful Homes, Churches, Schools and Parks,” Jackson serves as the seat of Cape Girardeau County and is a progressive city with more than 13,000 residents. Incorporated in 1814, it was the first town to bear U.S. President Andrew Jackson’s name. Schaper said one of the new group’s missions is to highlight and educate others about the area’s rich history. “It’s always been a beautiful place, and we want to stand out, based on our unique qualities,” he said. After realizing three of the county’s four bridal shops were located in Jackson, and that two of those three shops were in Uptown, Schaper said

the group got the idea to host Bride Walk events during the summer, for example. Plans are also in the works to launch a “Jackson in Bloom” endeavor in 2014, which will highlight the area’s historic reputation as a 10-mile garden spot. “We’re working on the planters in Uptown, and next will turn attention to the highway dividers. We’d like to emphasize our proximity to the Mississippi River Heritage Museum and festival,” Schaper said. Part of Jackson’s current Uptown vibrancy comes from new specialty stores. Schaper points to three stores that all opened within 60 days as evidence that timing and factors of the revitalization efforts are syncing up. “We’ve recently had boutiques, clothing, specialty food and home decor shops adding new products to enjoy.” He said existing business owners are also renovating buildings and ensuring safety code matters are complete so new owners can set up shop quickly or move into adjoining apartments without waiting. It’s these various and critical donations of ideas, money, time, staff and services from the Uptown Jackson contributors that enable new results to occur, said Schaper, who works as

an account executive for Withers Broadcasting Company of Missouri and the local KGMO-FM radio station. Part of the group’s secret is enthusiasm. Schaper said by making use of everyone’s talents, they discovered retirees with administrative expertise who knew how to handle the paperwork needed to incorporate as a nonprofit. Additionally, local graphic designers produce posters and banners and created the new Uptown Jackson logo. “And we have good support from the Chamber and the city,” he added. Revitalized city areas typically lead to increased property values, sales tax revenues and improved quality of life in and beyond their borders. Tom Strickland, co-owner of Strickland Engineering in Jackson, is happy to see these types of results from efforts seeded years ago. Strickland serves as treasurer of Uptown Jackson and chairs the group’s design committee. As a business owner with buildings in the Main Street area for nearly four decades, he started the process in 2004 of getting his 100-year-old, three-level brick building listed on the National Register of Historic Places. Instead of completing that process alone, however, he said they combined existing area buildings and applied collectively for a commercial historic district. The designated district was approved at state and federal levels during 2006. When Jackson became an official DREAM community in 2010, Strickland said the purpose of the original historic district committee became larger and resulted in the current Uptown Jackson program. “The city’s been very cooperative with us, as we try to stimulate business in Uptown,” he said. He is grateful for the Missouri Department of Transportation grant the group and city staffers were able to secure to create new paver sidewalks and historic lighting in the Uptown area. “We’re just getting started and look forward to another grant cycle so we can continue to work on historic features for the rest of the Main Street area,” he said. Missouri’s DREAM Initiative was instigated to re-establish the sense of place and cultural heritage in what was once the heart of the state’s communities. Dreams are alive and well in Jackson. ive large industrial parks provide focal points for those seeking Jackson’s combination of business attributes, with two of them presently offering the most available space. Jackson North Industrial Park encompasses 60 acres. Meier Industrial Park, also called the Jackson Industrial Development Company (JIDC) Park, is located on Jackson’s south side on 14 acres. The parks are within minutes of Interstate 55 and approximately 15 miles from riverport and airport accesses. JIDC park currently houses B&B Door and American Railcar Industries. Industrial sites at this park can accommodate 10,000- to 100,000-square-feet buildings. “We will work with any size industry,” said Janet Sanders, Jackson’s building and planning superintendent, noting that additional acreage is available for businesses among the other three parks: Lang Industrial Park, Jackson Trail Commercial Park and Seabaugh Industrial Park, which contains CocaCola, Midwest Sterilization and ARI. ituated in the heartland of the United States just minutes from Cape Girardeau, Jackson’s location offers convenient access for transportation of materials and goods by land, water or air. Much of Jackson’s appeal to industry stems from the presence of Interstate 55, which can be accessed just east of town via Main Street or just northeast of town from Highway 61. One of the nation’s most important north-south corridors, I-55 connects Jackson directly to Memphis, Jackson (MS), and New Orleans to the south as well as St. Louis and Chicago to the north. Perhaps no other north-south travel corridor has been more important to the development of the United States than the Mississippi River, and Jackson businesses are less than half an hour’s drive south to river and rail access at the Southeast Missouri Port Railroad. To the north, the developing Port of New Bourbon will offer a second option for river access within an hour’s drive. T

New Technology, New Facilities, New Perspectives — the Same Commitment to Excellence

he mission statement of Jackson R-2 School District is to ignite the desire for learning and continuous improvement, graduating educated and responsible citizens. With the world becoming a vastly more technological place, the expansion and implementation of technology in Jackson R-2 classrooms is constantly growing and changing. Students are now introduced to the use of technology at a very young age in the Early Childhood program. Devices vary throughout the district based upon instructional purposes but include computers, laptops, iPads, tablets and e-readers. Allowing students to bring personal devices into some high school classes keeps them engaged and interested. Mobile or stationary labs are available in each building, giving students access to technology as it is incorporated into instruction on a regular basis. Recently, the district completed expansion projects for the high school. Phase two included a new media library and new classrooms for business, foreign language, journalism, and family and consumer science classes. A new broadcast journalism room with camera and studio space was included in this expansion, complete with editing equipment and production capabilities. The Event Center was added, which houses many Fine Arts performances like band and choir events as well as athletics and student assemblies and activities. With the high school projects completed, the district is beginning the process of building a new elementary school. This new school will contain 10 Early Childhood classes as well as four sections per grade level (kindergarten through fifth grade). This marks the seventh elementary building and the 10th campus for the district. The facility was funded by a no-taxincrease bond issue passed by voters in the April 2012 election. Another recent change within the district came when Matt Lacy was named the new associate superintendent. Lacy says his job has given him a new perspective on the district.

“What’s neat for me is to be able to see the district activities from kind of a bird’s-eye view. At the building level you know what you are doing inside that building, but being able to step back and enjoy what we do as a whole district has been very rewarding. That has been the part of the job that I’ve enjoyed the most,” Lacy said. While the growth in the district is exciting, Lacy thinks that these developments are just a small part of what makes the Jackson R-2 District a great place for students to learn and grow. “I think we have a lot of strengths, and I think it begins with the people that we have in place,” Lacy emphasized. “We have a lot of people who are really invested in the community and embrace the philosophy of putting students first. When that is how you operate, you have people who really want to go the extra mile to help their students, help their kids.” One of the ways the district builds on the strength of its staff is by providing many opportunities for professional development. With technology and new teaching methods advancing rapidly, keeping abreast of the new and improved ways to help children learn is a priority for the district. “We work really hard to make sure that we are in the loop as far as current techniques, philosophies and training, and I think that is a strength as well. We have really high expectations and we have great community support,” Lacy noted. “Our community here in Jackson wants the best for their students; they definitely have high expectations for us, and we have high expectations for ourselves. We’re not satisfied with being good — we are always looking to get better.” Community support helps, but a mindset of constantly striving to improve has also been a key factor in the district’s success. Whether students are headed for the workforce or for college, Jackson R-2 District Schools provide learning opportunities to help pave the way for a successful future.


“We are a professional learning community,” Lacy explained. “We are constantly looking at ways we can improve that process by looking at our students and making sure that they are not only learning what they need to know, but going the extra mile and setting them up for success — now and for the future. It’s a process of re-examining what we are already doing and finding a way to improve on it. We take a lot of pride in trying to make certain our students are well-prepared for the world once they leave our school district.” The success of the district can be seen in its numerous awards and high test scores. Two campuses in Jackson R-2 — South Elementary and Jackson Senior High School — were recognized as Missouri Exemplary Professional Learning Communities. The district has been recognized by the Missouri Department of Elementary and Secondary Education’s Missouri School Improvement Program - 5th Cycle (MSIP 5) as “Accredited with Distinction” for high academic achievement, graduation rate, attendance, college and career readiness, and subgroup achievement. Even extracurricular activities are successful, as evidenced by the strong athletics programs and the fact that district’s band and choir programs consistently win local, district and state honors. “When you look at our test scores — and last year would be an example of that — we’re above the state average and maintain high expectations for our students,” Lacy said. “The other part, too, is that we really do care about our students. We absolutely want to build those relationships with them and make school a very positive place for them. We care about kids; if we didn’t we wouldn’t be in this profession, so we really are focused that they learn the content that they should know and can step into whatever career path or university they decide to attend. But while they are here, we want them to know that we care about them and want the best for them. primary reason for Jackson R-2 School District’s resounding success is that it has great community support, and one of the most important organizations in the community for channeling that support directly to the district is the Jackson R-2 Foundation. The Jackson R-2 School District Foundation was officially established in 2002 as an independent, nonprofit organization dedicated to enhancing the excellence of Jackson R-2 Schools by providing alternative resources to expand educational opportunities. The Foundation achieves its mission by providing Teaching & Learning grants and scholarships, as well as supplemental funding for student activities and special projects. The Foundation’s goals are as follows: • Create a pool of funds for grant awards to educational projects that will enhance the quality of education for Jackson students. • Assist in developing community partnerships to support various extracurricular activities for students at all educational levels. • Generate funds and in-kind gifts to provide additional resources for capital projects and equipment needs. • Increase scholarship funds available for graduating seniors. SOUTHEAST MISSOURI STATE UNIVERSITY: A Neighbor, A Resource and a Partner for the Jackson Business Community BY JENNIFER BULL

S

outheast Missouri State University (SEMO) was founded in 1873 as a teacher’s college, and since that time the university has flourished. It now offers more than 150 academic programs in five different colleges. Having a university with so many offerings and an undergraduate enrollment of more than 10,000 students has a major economic impact in the region, giving the Cape Girardeau County community an advantage when it comes to education and workforce development. For undergraduate and graduate students who live in Jackson, it means having the programs they need to advance their careers just a short 20-minute drive from home. But the close proximity of Southeast Missouri State University benefits Jackson residents beyond its extensive graduate and undergraduate course offerings. SEMO also adds momentum to the local business environment by serving as an important resource for entrepreneurs and local small-business owners through the Douglas C. Greene Center for Innovation and Entrepreneurship (CIE). Development of new and existing small businesses is critical to having a business environment diverse enough to be sustainable during times of recession, and the CIE is structured to stimulate that type of entrepreneurial growth in Southeast Missouri as a one-stop-shop for business development. “There are so many different things we do here,” said CIE Director of Outreach Brian Tapp. “We do entrepreneurship development. We do

training, business development and finance. We also do research and development specifically for entrepreneurship activities.” One of the programs CIE offers helps clients examine their ideas from a business perspective. Operation JumpStart is a hands-on training program designed to help aspiring and existing entrepreneurs determine the feasibility of their business ideas and build essential business planning and preparation skills.

“We’re really trying to get folks out and communicate with local community leaders and facilitators to talk about their projects and ideas.” “Jumpstart is a program that was developed by Kauffman Foundation, and we were the largest user of that in the country,” said Tapp. “It can be up to a six-week training program for business feasibility and analysis. We actually are doing classroom training for entrepreneurs who may be considering a project or who may be expanding a current product line or developing a new product line. Our typical clients can be anyone from any different sector of the region, so they can be from retail, manufacturing, agriculture, food preparation — you name it.” There are now plans to expand JumpStart to include online classes as well. “This program really focuses on going through the basic business elements — finance,

marketing, management, product development — and assisting them with writing a feasibility plan once they have completed,” Tapp explained. “The good thing with that, too, is that we are going to launch a hybrid training program. There will be online and face-to-face training, for those folks that can’t make it to one of our classes.” To maximize value and personalization, the program is deliberately kept small. “We typically have a maximum of 30 participants. Any bigger than that and it is too large for a lot of interaction,” Tapp explained. “There is really great interaction amongst the businesses, so it is good mentorship and good facilitation. We hope the same thing happens with this hybrid model throughout the course.” The CIE was also involved with a main street program known as Growth Start, focused on traditional commercial sectors. However, the CIE has chosen to transitioned away from that effort in favor of a progressive set of programs that better address venture feasibility. “Two other products will be launched in January, so we will be doing more specific business model development for small businesses. Feasibility is our step one, and new products will be steps two and three. It’s a whole different model,” Tapp said. “Instead of developing a business plan — that’s the first thing that usually happens — we’re actually trying to get folks to go out and develop customers and test the market prior to developing a plan. It just makes sense.


“For example,” he continued, “Say I’m going to make thermal mugs. I better know what I am doing first of all when I get into that market, because it is probably a tough market entry; but also I need to make sure that my plan is flexible. I need to talk to customers, suppliers and mentors that help me get that business going. If we just did a business plan on that, I wouldn’t have talked to really anybody about those issues — I would have just done research online. We’re really trying to get folks out and communicate with local community leaders and facilitators to talk about their projects and ideas.” Part of the focus on feasibility and developing personal relationships with other businesses in the community is to help people not only achieve their dream of starting a new business, but also to help keep them in business for the long term. “We’re trying to reduce the number of startup failures, but we are really looking at it from the perspective of how can you succeed when talking with those folks. You really have to have some good support for entrepreneurship in your community,” Tapp said. Other ways the CIE can help Jackson business owners and entrepreneurs find success are through workshops, one-on-one business counseling, strengthening connections within the business community and access to venture capital. A Community Bands Together to Pink Up for Breast Cancer

ctober is Breast Cancer Awareness Month and here that means it’s time to Pink Up. Each year, the Jackson community “goes pink,” from pink attire and pink banners to pink websites and signage. Over the years, overwhelming community involvement, including the support of over 130 regional businesses is, without a doubt, what makes this movement such a huge success. Pink Up, started in 2010 by Saint Francis Medical Center to raise awareness of breast cancer in Southeast Missouri, has since rapidly grown to become a huge, region-wide movement. This fundraiser, which runs concurrently with Breast Cancer Awareness Month every October, encourages area residents to “pink up” their homes and businesses in support of the cause and benefits Dig for Life — a program that raises breast cancer awareness and improves access to mammograms.

Every year, Dig for Life, through the support of more than 40 local businesses and 20 regional schools, also provides over 400 free mammograms and has provided more than 2,200 free mammograms to date. Each $100 raised means a mammogram for one area woman — at no cost to her. Funds raised by Dig For Life stay in local communities to support area women in need of mammograms.

outheastHEALTH provides vital health care services for the Jackson area, everything from fitness and rehab to extended-hour medical care and pharmacy services. SoutheastHEALTH has been a part of the Jackson community since 1990, when Southeast Hospital established its first outreach facility outside Cape Girardeau.

Located at 2432 East Main Street and easily accessible from I-55/East Main interchange, the clinic provides additional, unscheduled, extended-hour medical care. “This is another opportunity to offer area residents high-quality healthcare at a low cost, close to home and in keeping with continued expansion of our services throughout the region,” says SoutheastHEALTH Executive Vice President Jim Limbaugh. The clinic provides an alternative to emergency room visits for patients who do not require complete hospital facility services and eliminates the wait times often associated with emergency room visits, says Convenient Care Manager Julie Schoolfield, LPN. The clinic is open from 7 a.m. to 7 p.m., seven days a week.

Services provided include adult and pediatric care, physicals, sports medicine, and X-ray and lab services.

S O U T H E A S T P H A RM A C Y When it comes to prescription needs, Southeast Pharmacy in Jackson seeks to provide the best and most economical medicine. “Whether it’s finding manufacturer drug savings cards or discussing less expensive therapeutic medication options with you and your doctor, we go out of our way to save you money,” says Pharmacy Manager Becky Maintz, RPh. “You can refill your prescriptions online or call them in to our 24-hour answering machine,” she notes. Jackson’s Successful Housing Market Benefits All of Cape Girardeau County

air prices, solid education choices and fantastic loan rates are leading to an increasing number of available homes in the Jackson housing sales market. Realty Executive of Cape Girardeau County broker/owner Bill Cole says interest in the overall Jackson-area neighborhood reflects a 4 percent increase in the number of homes on the market in the most recent 12 months’ comparison. Cole says an average of 350 houses typically change hands each year in Jackson. A larger variety of choices for people who are searching for new properties in the area also boosted the average sales price by 5 percent, making the area a good resale market as well. “We currently have more homes selling, and at a higher average price than in the past, which is always encouraging,” said Cole.

He said the Jackson housing market also reflects a low absorption rate, which is a translation for the number of months it takes for a marketplace’s inventory to run out. “Jackson’s absorption rate is 5.4 months, which is a pretty healthy indicator. In fact, it’s significantly lower than our county’s (Cape Girardeau County) absorption rate of seven months,” he said. Home buyers have also benefited from Jackson’s qualifying for U.S. Department of Agriculture rural development loans. These federal home loans supply 100 percent financing or refinancing for home purchases in designated areas. For those who qualify, this program offers no down payments, no monthly mortgage insurance, flexible credit guidelines and low interest rates. Cole says that even though the nearby Cape Girardeau city market could not qualify for the same loan program due to its metro population, Jackson’s standing benefits the broader region.


“What’s good for Jackson is good for the whole county.” Cole notes that availability of land at prices that are not cost-prohibitive, particularly with a depressed U.S. economy and changing market, poised Jackson for success and put it in “a sweet spot.” He also points out that the average sales price of Jackson-based homes is currently $164,000. By comparison, the county average for sold homes is $159,500. The average salesto-list price for residences with Jackson addresses is 96.9 percent, meaning homes here sell for final figures close to 97 percent of original asking prices. “The county’s sales-to-list price rate is 96 percent. Jackson’s percent has been inching up for three straight years, which means an extra $2,000, on average, for sellers,” said Cole. Many homeowners base initial decisions about where to live on availability of schools. Jackson has a solid education base of both public and private options, which encompasses Jackson R-2 School District, Russell Hawkins Junior High School, Jackson Middle School, Immaculate Conception School and St. Paul Lutheran School. According to Trulia, an online residential real estate site, the percentage of Jackson’s population affected by property crimes is only 2.1 percent — compared to Cape Girardeau County’s 4.53 percent and Missouri’s overall rate of 3.83 percent. Jackson also showed 0.19 percent of the population affected by violent crimes, compared to the county’s 0.51 percent and the state’s 0.55 percent.

F

ollowing nearly four decades of nurturing individuals, Rev. Sam Roethemeyer also is perceived as caring for the community of Jackson as a whole. Roethemeyer retired from ministry during the fall of 2013, leaving a faith-based legacy of leadership and service. He and his wife, Marilee, are thrilled to have Jackson be the place they have lived since 1988, raised a family, worked, worshipped and now retired. This pastor’s life has been all about building up Jackson for future generations. Roethemeyer has been the senior pastor at Emanuel United Church of Christ in Jackson for 25 years. Prior to that, he served the St. John UCC congregation in Trenton, Ill., and before that, UCC parishioners at Olney and Dundas, Ill. He was ordained in 1975. He says what he most enjoyed about being a pastor was truly being with people in day-to-day developments. “Priceless joy comes from comforting people in sadness and celebrating with them during life’s milestones. I was very happy in this vocation, because it is about helping others,” Roethemeyer said. “It’s been so nice to see the local torch passed on through young people that I baptized and confirmed now becoming church leaders.” In addition to pastoral work at church, he presided over the Jackson Ministerial Alliance, a group that provides emergency aid through a voucher program to people traveling through the Jackson community. Alliance members also provide assistance to local residents in crisis for food, travel and prescriptions, as well as children and infant needs. The group’s Jackson Ministerial Food Pantry ministry provides items to families in crisis who live in Cape Girardeau county, but outside Cape Girardeau city limits. Located within First Baptist Church at 212 S. High Street, it is staffed by volunteers from local churches and supported by food donations as well as monetary contributions from Jackson citizens, community groups, civic organizations and the United Way. The food pantry is open two days a week. Individuals may receive a three- to five-day supply of food once every 30 days. Vouchers for gas and fresh food items are available at the pantry after talking with a minister. Roethemeyer says he plans to continue volunteering at the food pantry, which routinely assists 190 to 200 people each month. He said the pantry served more than 435 new families during 2013. “Two years ago, that figure was about the same number of families served for the whole year.” He also enjoys participating on the Jackson Chamber of Commerce nonprofit committee and seeing various community leaders step up to take care of causes. “Pastor Sam is a pillar of the community! His constant commitment, compassion, and dedication to and for people, is inspirational,” said Ronnie Maxwell, financial services consultant at Bank of Missouri in Jackson. Maxwell said Roethemeyer perpetuates friendliness, compassion and positivity throughout Jackson. “I will most remember his handshake, from a hand that was not only there for help, but a hand there for comfort in trying times, and the hand there for celebratory times, and always backed by a constant unwavering smile.” “Jackson is a beautiful place to live and serve, but it’s also unique when it comes to reaching out to others in need,” said Roethemeyer. “We put one another first, and give thanks for being able to fill in. It’s gratifying to be available.”

community that works hard needs to play hard, and Jackson offers residents a wide array of recreational opportunities, with a year-round recreational program and five beautiful city parks that serve a variety of community recreational needs. Recreation in Jackson is for all ages. The Jackson Senior Center offers Senior Socials throughout the year that provide entertainment, refreshments and prizes. Meanwhile, the younger crowd and the young at heart can enjoy sporting activities such as soccer, football, softball, baseball and tennis. Each week during the summer at the Band Shell, concerts are held, and residents can enjoy music and a sense of community togetherness. Throughout the year many other special activities are offered, such as 5K’s, youth programs, fishing programs, movies in the park and learning opportunities. Seasonal events include the 4th of July celebration and a Christmas display aptly named “Lights of the Season.” These programs and special events are just a sampling of the opportunities for fun and recreation that the Parks and Recreation department offers to residents. J AC KSON CITY PARK The Jackson City Park, established in 1933, is the oldest in the park system. Hubble Creek winds through the park, with a scenic walk-over bridge. Totaling 87.59 acres, the City Park is busy with many year-round activities. Entrances are located off the streets of North High (old Highway 61), Independence, West Park and Union. BR OOKSIDE PA RK Brookside Park was dedicated in 1994. Totaling 41.18 acres, the park includes the Memorial to Veterans of All Wars, which names more than 2,000 veterans, and is host to several

yearly ceremonies honoring those who served during war times. Located on Brookview Street, the park also features a pavilion, playground and two lighted baseball fields.

FOOTB ALL PARK Football Park opened in 2005. The park totals 19.54 acres and is home to the Jackson Indians, featuring a total of five youth playing fields. Driving east on East Jackson Boulevard, turn into park before Farmington intersection.

LITZ PA RK The 37-acre Litz Park opened in 1979. Goose Creek runs through this park, which includes a 2-acre lake, a walking trail, a baseball field and two lighted tennis courts. Follow Shawnee Boulevard, north of West Jackson Boulevard, and turn onto Vera Wagner Drive.

SOCCER PARK Jackson’s Soccer Park opened in 2005 with 27 acres, and its 17 playing fields serve more than 1,000 area youth each year. The Iron Mountain Railroad tracks run along the park’s east side. Drive south on Route PP, 1.5 miles south of the Farmington intersection; turn onto Cotton Meyer Drive and follow it into the park.

Two Centuries of Stories to Tell

ackson, Missouri, was incorporated in 1814, making 2014 a very special anniversary for the community. The entire town will celebrate as each month features a new event celebrating the city’s bicentennial. “The city is planning an activity a month, with the highlight being the 4th of July, as that is the day that the town officially became Jackson, Missouri — the first proof we have of the name Jackson,” said Catherine Stoverink, president of the Jackson Heritage Association. “It was named for Andrew Jackson before he was president because he had been successful in one of the Indian battles.” Despite what some might assume, Cape Girardeau County’s seat is not Cape Girardeau — it’s Jackson. The reasons, now long forgotten by many, made perfect sense back in the days when that decision was made. “Back when Cape Girardeau County was first starting, many of the population thought that Cape Girardeau should be the county seat, but that property was in dispute with the courts,” Stoverink explained. “The ideal county seat was one day’s wagon ride from the county seat to any corner of the county, and we are in the middle.” Jackson was home to a variety of commerce over the years, but agricultural businesses led the charge. Part of the success of the agricultural community was transportation. In 1851, by a special act of the Missouri legislature, the St. Louis Iron Mountain and Southern Railway became the first railroad company built in Southeast Missouri. Since that time it has gone through many changes and is currently a historic train for tourists, where visitors can see how antique trains were run. Another historic institution of Jackson is the Oliver House Museum.

“It is a two-story federal from the 1870s, named for Robert and Marie Oliver. She made the design for the Missouri flag and the house is where she had her family — five of her six children were born when they lived there from 1881 to 1896,” Stoverink said. “Senator Oliver was one of the movers and shakers of the area, and he was a Missouri senator. The house is right uptown, and Senator Oliver was prosecuting attorney when he lived there. All he had to do was walk about three blocks and he was at work.”

The house has not always been a museum and was almost destroyed instead of preserved. It had been a rental property for many years and had fallen into disrepair, then was slated for condemnation in the late 1960s and early ’70s. The Jackson Betterment Association, a group of organizations, took it over at that time. “The Jackson Heritage Association was developed in 1976, and we’ve been responsible for the house ever since. It has come from a state of condemnation to a lovely home. In 1980 it opened up, and by 1983 the restoration was complete,” Stoverink said. Oliver House is open the first Sunday of every month and by appointment to those interested in learning more about Jackson’s history firsthand.

Homecomers: A Timeless Jackson Tradition BY JENNIFER BULL

or more than 100 years the residents of Jackson, Missouri, have celebrated their history and community with the annual Homecomers Festival. The festival is held under the auspices of the Jackson American Legion, and as Larry Koehler of the American Legion explains, it all began in 1908 with the dedication of some local landmarks. “They built a new courthouse and wanted to dedicate it. There was also a monument built to Colonel Jeffers, who was from Jackson and well known. He fought for the Confederacy in the Civil War, actually, and the monument to him was going to be dedicated in conjunction with [the courthouse]. They planned a big celebration, and it was called ‘Homecomers.’ It has been going on ever since.” The event runs for five nights in July, and as Koehler explains, the festive atmosphere offers the kind of food and fun you’d hope to find at a classic American community celebration.

“We block off the city streets uptown and set up a carnival. We have food vendors, and it is like a fair. A stage is put up on the courthouse lawn, where we have entertainment every night, which goes on until about 10 in the evening. And of course, there are rides for the kids,” said Koehler. It’s not just the kids, though, who enjoy getting in on the fun. “We also have a Senior Idol Contest which is, of course, a take off on American Idol, but you have to be over 55 to get in,” Koehler said. As each year goes by, the festival’s appeal and popularity just continue to grow. “It has been a fine event over the last few years. There are a variety of contests and also lots of entertainment throughout the festival. It is just a really fun time to get together to visit with friends and enjoy the food.”

Open to the public every day, Bent Creek Golf Course is a family-owned business that has been in Jackson since 1990. Bent Creek offers an excellent golfing opportunity to anyone interested, from amateur to professional. “It is an exceptionally good golf course as far as the layout is concerned. It is considered a championship-style golf course that stretches out over 7,000 yards across the beautiful rolling hills of southeast Missouri. The golf course is always in excellent shape,” said owner Mike Litz. Located right off of Interstate 55, access to the course is easy, and Litz says Bent Creek is known as being among the best courses between St. Louis and Memphis. “One of the most appealing things is the design. We have 18 really good golf holes and a creek runs the length of the course, so we have a combination of water and natural creek, some wooded areas, and different elevations that make the golf course very naturally appealing. But more importantly, from a golfer’s perspective, it is 18 really distinct holes,” Litz said.

Kimbeland Country Club offers 18 holes of golf, a driving range, putting green, pool and full-service restaurant to its members. “We’ve been around since 1962,” said Jim Walker, Kimbeland’s general manager. “We are a full 18-hole golf course, open Tuesday through Sunday. We’re a semi-private club; in other words, we have members and we limit local play. You have to live outside 30 miles to be able to just come and play; but if you live within 30 miles you have to be a guest of a member.” This family-oriented club offers a variety of fun opportunities to its members. “We have a pool, and private carts are allowed here, which is unusual for golf courses anymore. We just built a new building about six years ago and have a nice clubhouse,” Walker said In addition to the family recreational activities, Kimbeland also has a meeting room with an overhead projector and screen capabilities for business meetings.

Another idea that has blossomed is the Blooming Park project in the spring. Between Cape Girardeau and Jackson there used to be what was known as the Ten Mile Garden. Getting the area to bloom again has become a literal goal, as Uptown Jackson is encouraging flowers to be placed in the area during the spring and summer months. “We are looking to get Jackson down as a place to come where you’ll be able to — spring through fall — drive around and see well-kept flower beds in public properties as well as the private properties. We want to just make it a nice riding territory, and then we hope we will build on that,” Schaper said. Uptown Jackson is still a growing organization and welcomes anyone who wants to help with the goal of revitalizing the area. “We’re open to anybody that is interested in helping us educate and then rebuild the Uptown Jackson area as a vital part of the community for both business and public and social events. We welcome corporate, individuals, churches and civic organizations. We are still a young organization, but we’ve had some good successes,” Schaper said.

ackson Uptown Revitalization Organization, known as Uptown Jackson, has brought excitement to the community through numerous successful events. “Uptown Jackson is a group of people within Jackson — residents and business owners — who came together under the DREAM Initiative that the state of Missouri was using to revitalize business areas. Of course with us, instead of being downtown, we have an uptown area,” said Kevin Schaper, president of the board for Uptown Jackson. Uptown Jackson works to raise awareness about the area, helping people realize that uptown is still vibrant and full of opportunities. Special events help spread the message. “We put together in the spring a ‘bride’s walk,’ where people who missed the bridal shows in January and are planning weddings later in the year can come in and talk with vendors. We just completed an Oktoberfest, which celebrated the German heritage of the area. That was a huge success; bigger than what we thought it was going to be. Our Oktoberfest has been something that has been needed — we didn’t have any kind of fall celebration, and it just felt right,” Schaper said.
