K
irksville, Missouri, is truly an outdoorsman’s paradise. Named the “#1 Whitetail Deer Town in America” by Outdoor Life magazine, Kirksville also rated No. 53 among the “Top 200 Best Towns for Hunters and Anglers.” Outdoor Life gathered comprehensive data on every population center with more than 4,000 people. The towns were rated on year-round fishing and hunting opportunities, as well as proximity to public land — and it is in this area that Kirksville particularly shines. Several conservation areas and state parks are located in a ring around Kirksville — many less than a 10-minute drive away — making enjoying the great outdoors easy for residents and visitors. Big Creek Conservation Area With 1,066 acres, Big Creek Conservation Area is located one mile southwest of Kirksville off Route H. The area borders Thousand Hills and provides the trailhead for the park’s hiking/ biking trail. Additional activities include hunting, fishing, bird watching, and a shooting range.
Hazel Creek Lake
Located just a few miles north of Kirksville, this 530-acre reservoir fishery is managed by the Missouri Department of Conservation. It’s a great location for crappie, muskie, carp, and bass fishing.
Montgomery Woods Conservation Area The heavily forested Montgomery Woods Conservation Area, covering 348 acres, is located 19 miles southwest of Kirksville on Highway 11.
Mullanix Ford Access This river access of 12 acres is located six miles west of Greentop on Route K to the Chariton River Bridge and consists mostly of old fields and forestlands.
Shoemaker Conservation Area Shoemaker Conservation Area, seven miles north of Novinger near Route D, is a 200-acre area characterized by oak-hickory wooded hills with narrow ridges.

Located four miles southwest of Kirksville on Highway 11, Sugar Creek Conservation Area consists of 2,536 acres, is primarily forested, and is bisected by Sugar and Elm creeks. Sugar Creek offers hunting, seasonal hiking trails, a biking trail, a designated horse trail, and a handicapped-accessible shooting range.

This state park is home to Forest Lake, a 573acre lake created by the damming of Big Creek. The lake is stocked with crappie, largemouth bass, walleye, and channel catfish. Thousand Hills is located about 2.5 miles west of Kirksville on state Highway 157 off Highway 6.
Union Ridge Conservation Area Union Ridge Conservation Area spans parts of Adair, Putnam, and Sullivan counties and is accessible from Route D, two miles north of Green Castle. The 7,981-acre area consists of grasslands, old fields, restored prairie savanna, and forest and is bisected by Spring Creek. Union Ridge Lake is also located in the area. Activities include bird-watching, hunting, and fishing.

The Missouri Rural Enterprise and Innovation Center (MREIC) was established in 2006 as a nonprofit innovation center. The Kirksville center is dedicated to the needs of entrepreneurs in Northeast Missouri and offers numerous services, including: • Business startup information and assistance. • Opportunity assessment and business planning. • Networking opportunities. • Intellectual property management. • Linkages for funding, development, and marketing. • SBIR grant assistance. • Funding resources.
MREIC’s location in Truman’s School of Business, close to A.T. Still University, allows the center to maximize university resources to generate new ventures, including innovations in healthy aging and information-intensive technologies. MREIC is currently supporting numerous startup ventures with products and services ranging from food innovations, to construction components, to military applications, to those for information-intensive security systems.
City of Kirksville Retail Recruitment The City of Kirksville has also had a hand in recruiting new businesses. According to Cherie Bryant, assistant to the city manager, Kirksville offers distinct advantages in location. “As the largest city in northeast and northcentral Missouri, Kirksville serves as the hub for the region’s business, industry, retail, health care, education, and recreation,” Bryant said. “We’re home to two major educational institutions, Truman State University and A.T. Still University, which contribute to the city’s unique diversity. Both institutions attract a cosmopolitan body of students, faculty, and staff unlike most rural cities in America.” Bryant said the city has seen numerous new retail and service expansions and developments in the area, including Napoli’s Italian Restaurant, Orscheln’s Farm & Home, and Tranquil Seasons.
the city manager, the city has been committed to the downtown region for some time. “Downtown revitalization and façade beautification have been key interests of Kirksville residents,” Bryant explained. “This was the reason the city applied to be a DREAM community. DREAM allows select communities to have access to the technical and financial assistance necessary to accomplish their downtown revitalization plans.” Bryant said that, to date, the city has received numerous reports and analyses from technical professionals, and it has been awarded three grants to help revitalize the downtown area. “Recently, the Missouri Development Finance Board offered the city a revolving loan opportunity to help downtown businesses,” she said. “The city will give low-interest loans to downtown business and property owners to help them renovate their building façades to meet historical standards.” In recent years, Kirksville has adopted a Downtown Improvement Plan and formed the Kirksville Downtown Improvement Committee. It has also created a downtown TIF (tax increment financing) district and developed Downtown Design Guidelines. Ongoing efforts include beautification, downtown events, a downtown master plan, updated signage, and the establishment of a Local Historic Preservation District.

Chamber Report The Kirksville Area Chamber of Commerce: Front Door to the Community
T
he Kirksville Area Chamber of Commerce has more than 400 members and is growing every day. Its mission is to assume a leadership role in advancing the overall business, cultural, and civic welfare of the Kirksville area. This mission is accomplished not only through monetary member support, but in cooperation with the Chamber board, staff, and committees. The Chamber plays a critical role in promoting the business and institutional communities in the Kirksville area. The Chamber is the first stop for new residents, new students, tourists, prospective businesses, and industry leaders. Its goals include recruiting new businesses; working with local, regional, and state governments to build a better business climate; and coordinating business-enhancing activities and promotions for existing businesses all over town. Services such as providing calendars of events, Kirksville maps, and area phone books are only a few of the ways the Chamber contributes to the community. The Chamber is also proud to be the home of the Visitor Center, which houses the Tourism Office. The Chamber also plans and supports various community events. The Chamber is the key player in the annual Fourth of

We the People Ray Klinginsmith, President of Rotary International, 2010–2011
Ray Klinginsmith, a Kirksville attorney and 45-year Rotarian, will become president of Rotary International — one of the largest humanitarian service organizations in the world — on July 1, 2010. As president, Klinginsmith will lead a global network of 1.2 million business and professional leaders who, through volunteer service, help meet the needs of communities worldwide. “I am honored to lead Rotary as its 100th president,” said Klinginsmith. “Rotarians are outstanding volunteer workers, and by initiating thousands of humanitarian projects every year, Rotary is making a positive impact on the world. The ingenuity and generosity of Rotarians around the world is truly amazing.” During his one-year term, Klinginsmith plans to encourage Rotary’s 33,000 clubs to partner with local governments and organizations to initiate projects that address six areas of focus: peace and conflict prevention and resolution, disease prevention and treatment, water and sanitation, maternal and child health, basic education and literacy, and economic and community development. Klinginsmith will also oversee Rotary’s top priority of eradicating polio, a crippling and potentially fatal disease that still threatens children in Africa and Asia. He will also help administer the largest privately funded international scholarship program in the world, which provides roughly $500 million in study-abroad grants for 38,000 students from 100 countries. Rotary also sponsors seven Rotary Centers for International Studies in peace and conflict resolution at eight leading universities in six different countries.
Proud Members of the Kirksville Community Dr. Jack Magruder, President of A.T. Still University Dr. Jack Magruder was named president of A.T. Still University in April 2008. Magruder, who prefers that his colleagues call him “Jack,” had previously served as a member of the university’s board of trustees. He is no stranger to the field of higher education, having served as Truman State University president for nine years before retiring in 2003. Serving as president of Truman State was “a joyful time,” he says, as was his abbreviated retirement. In fact, it was his experience at Truman — coupled with a high regard for ATSU, osteopathic medicine, Kirksville, and the ATSU Board of Trustees — that led him to once again take his seat in the president’s chair. “You can’t live in Kirksville without knowing A.T. Still and the founding of osteopathy,” he said. “My wife Sue and I both feel the welfare of this university and the welfare of this community are tied together. They need each other. “I was convinced by many on the board and others that it would be of value to both entities for me to accept this responsibility as president,” he said. “That made it easy, because if I could be of value to either, then I was absolutely going to do it.” Magruder says he will focus on streamlining and strengthening the university’s governance structure, with a special emphasis on bringing faculty and students into the process. In addition, he wants to raise private funds for scholarships and preserve the rich history of the university. Magruder lives on a 57-acre farm east of Kirksville with Sue, his wife of 54 years, and spends his spare time raising and riding a team of Haflingers. www.kirksvillechamber.com 5

According to Jane Schaper, assistant superintendent for the Kirksville R-III Schools, the district’s greatest claim to fame is its students’ and faculty’s outstanding academic reputation. “We have received the Missouri Department of Education’s ‘Distinction in Performance’ award for the past nine consecutive years. This is an honor that places us in the top 5 percent of Missouri districts. In addition, Kirksville High School was named in U.S. News and World Report as one of the nation’s top performing high schools, and the KHS Academic Team consistently places among the top four schools in the state academic team competition.” Schaper says students are well-rounded, as a wide assortment of college-prep or career-education courses is offered. Extracurriculars include competitive sports teams, marching and concert band, theater, choir, and a host of clubs. “Our school district is greatly supported by the community of Kirksville,” she noted. “We are currently beginning a $15 million bond extension project that will add science labs and classrooms to our Middle School and High School, triple the size of our Early Childhood Learning Center, and expand and renovate the Kirksville Area Technical Center.”

Mary Immaculate Catholic School is fully accredited with the state of Missouri. While it features a strong Catholic identity, the school is open to children of all faiths and has an enrollment of approximately 90, with a student-toteacher ratio of 9-to-1. The school finished in the top five in seven of 10 categories measured by the standardized testing service used by the 37 schools in the Diocese of Jefferson City. It also placed third in the Complete Battery. The junior high’s Science Olympiad team finished first in the annual regional competition.

NMHC was started by the Kirksville College of Osteopathic Medicine (KCOM) in the late 1960s. KCOM continued operating it until NMHC formed its own corporation in June 2002. NMHC’s mission is made possible through its collaborations with KCOM and Northeast Regional Medical Center. The mission of NMHC is to provide primary health care to all, including the uninsured as well as the underinsured, in their region, which consists of nine counties: Adair, Knox, Lewis, Scotland, Schuyler, Putnam, Sullivan, Mercer, and Clark. In addition to the Kirksville facilities listed above, NMHC also has clinics in Edina, Memphis, and Milan.

Kirksville is known as the home of osteopathic medicine, a field that got its start with Andrew Taylor Still, M.D., D.O., who turned personal tragedy into a quest for better medical treatments. Still, who was born in Virginia, became a physician like his father in the mid-1880s. After serving as a physician during the Civil War, Still returned home to Kansas to face a grave personal crisis. Earlier that year, an epidemic of spinal meningitis had swept through the area and killed three of his children. He had already lost his first wife, Mary Vaughan, in childbirth; a month after the epidemic, the daughter born to his second wife, Mary Elvira Turner, died of pneumonia. Still’s inability to save his family, coupled with his grim experience as a Civil War doctor, led him to reject most of what he had learned about medicine and search for new and better treatments. Still’s ideas were grounded in the study of anatomy and the relationships of bones, muscles, and organs. He became convinced that most diseases could be cured without drugs by finding and correcting anatomical deviations that interfered with the free flow of blood and “nerve force” in the body. Still faced considerable opposition to his theories and techniques, first from the local church and then from his own brothers and the educational establishment. He left Kansas and traveled to Missouri, eventually settling in Kirksville. There he found enough acceptance to open an office in 1875. Advertising himself as a magnetic healer and a “lightning bonesetter,” Still slowly built his reputation. Word spread about his ability to cure many hopeless cases and his drugless, manipulative medicine, eventually named “osteopathy” in 1885. Still trained his children and a few others to assist him in his practice. He was eventually persuaded to begin a school. The American School of Osteopathy, founded in 1892, continues to educate health care providers today as A.T. Still University.

The Kirksville Arts Association (KAA) endeavors to partner and serve in promoting a vigorous economic and cultural arena in which to foster the arts for Northeast Missouri’s rural communities. Organizations operating under the umbrella of KAA include the Community Band, the Community Chorus, and the Community Orchestra, as well as the Curtain Call Theatre Company. The Arts Association also sponsors the Red Barn Arts & Crafts Festival and Summer on the Square, an evening concert series. Traveling arts exhibits make regular stops at the gallery of the Kirksville Arts Center (117 S. Franklin), which also hosts arts classes and special events. The organization is in the midst of a $1.2 million capital campaign to renovate the former Baldwin Bizmart building in downtown Kirksville, which will house the Arts Association, studios, an exhibit area, and theater.

Blues legends and newcomers from across the country converge to perform at the Round Barn, about a mile east of Kirksville, in May and September. Built in 1913 for hay storage and livestock shelter, this rare, circular red barn, listed on the National Historic Register, is now the picturesque home of the Round Barn Blues, featuring both national and local talent. Barbecue, burgers, locally famous “MO” Taters, and refreshments are available in the concession area on the lower floor of the barn.
Highland Games
Held in mid-October, the annual Kirksville Highland Games feature competitions in Scotland’s traditional feats of strength, such as tossing the caber and the Braemar stone.

The Northeast Missouri (NEMO) Fair, a week-long July event, draws an estimated 10,000 visitors daily. From 4-H and FFA exhibits, to commercial and open exhibits, to opportunities to watch area youth show their prize animals, the NEMO Fair is a fun time for all ages.
