In memory of Randy Smith I’d like to dedicate this volume of the London-Laurel County Community Profile to the memory of my friend, Randy Smith. The community lost someone very special with Randy’s passing and, whether you knew him or not, his positive impact will continue to be felt by many for a long time to come. I knew Randy from across the distance of several state borders, but — as I suspect anyone who knew Randy would say — he made me feel much, much closer. I met Randy just as I was starting my business, the company that has published this volume since 1995. Truth be told — though you’ll find my name in the masthead as publisher and CEO — it was Randy who made it possible. You see, had I not met Randy in the autumn of 1994, I’m not sure how much more rejection I could have taken from the various prospects all across the Midwest, mid-south, and southeast who just weren’t saying “yes” to my publishing proposals. In my very first meeting with Randy, he resoundingly threw his infectiously positive support behind a publication promoting the special qualities and characteristics of London and Laurel County, and, in doing so, he buoyed me up and got me excited about the possibilities of helping communities tell their stories. Randy was my first client in Kentucky, and my second client overall. His early encouragement and support were the proverbial first steps in my “thousand mile journey.” In no small part, because of Randy, we’ve since gone on to publish volumes in over 500 communities. Through his unswerving positive belief in his own community and his unrelenting commitment to serving it, he has excited all of us about building a better future and reminded us — through his deeds — of the value in service to others. This is how I will always remember Randy, as someone who was excited about and worked for the things that could be, as well as someone who encouraged others to take their shot — to seize the day and to contribute something of value to a right-minded cause. While I was so sad to learn of his passing, I know, as sure as there is ink on this page, that Randy made a remarkably positive contribution to his home, to his beloved family, and to a grateful community. London-Laurel County Plot Their Course for Success in the New Decade
S
eeking to better understand his constituents’ desires and goals for the county, Kentucky State Senator Tom Jensen approached Laurel County leaders for help in developing a progressive plan that he could work to support in the state legislature. In early 2009, the London-Laurel County Chamber of Commerce responded to that request by establishing Vision 2020, an initiative that has engaged the whole community in determining
where it wants to be by the year 2020 and setting a course of action to get there. Vision 2020 focuses on improvement in four key elements: economic development, health, education, and quality of life. With that in mind, the Chamber sought out specialists in those areas of interest, as well as citizens with a passion for the community, to comprise the Vision 2020 Committee.
“We have a diverse group from across our community,” said Chamber Executive Director Randy Smith. “We identified various individuals across London-Laurel County that we felt would have good, positive thoughts and ideas as to how to move this community forward. We also tried to include several people from each of the four sectors we’re concentrating on in order to have some expertise in those areas.” The first order of business for the Vision 2020 Committee was to get feedback from residents on their needs and wants for the future. Utilizing newspapers, mailings, events, and the Internet, the committee distributed a survey titled “20 Questions Vital to London and Laurel County’s Future.” The survey solicited input from citizens on their likes, dislikes, perceived challenges, ideas, and goals pertaining to the four priority areas. “Getting input from people in every geographical location and every socioeconomic situation was extremely important to us early on. We solicited and wanted a very diversified response from every part of this county,” Smith explained. “The response was really good — certainly good enough that we could get a feel of our community’s needs and comprise that information into what we felt the community wanted overall.” As you’ll see in the coming pages, Laurel County and the city of London already have a lot going for them in terms of economic development, health, education, and quality of life. Still, the community refuses to rest on its laurels or leave the future of those key elements to chance. By listening and working together, the Chamber of Commerce and the people of Laurel County are poised and ready to plot a course for this decade that will create an even better reality in the ones to come.

Written in INK: House Bill 3 Provides Incentives for a New Kentucky (INK)
On June 26, 2009, Gov. Steve Beshear signed Kentucky’s House Bill 3 into law. Known as “Incentives for a New Kentucky,” the legislation consolidates, streamlines, and improves Kentucky’s previous economic development programs. It also provides the Kentucky Economic Development Cabinet with new incentives to attract events and businesses, fund ambitious transportation projects, and more. Included among other provisions are tax breaks and financial incentives designed to promote sales and job growth. House Bill 3 not only broadens the criteria for companies that qualify to receive benefits, but it also increases and expands the eligible costs for which growing companies can receive tax credits. In addition, the bill establishes an authority to address the state’s infrastructure needs; the authority will have the power to issue bonds for large-scale transportation projects.
House Bill 3 Initiatives • Adds sales and use tax refunds for companies that invest heavily in computer and telecommunications equipment.

• Greatly enhances the eligibility of upgrade training programs for benefits. • Extends the termination date for a local development area if existing bonds are refunded and new increment bonds are issued. • Removes the requirement for a manufacturing company to add 15 or more new jobs to receive incentives. • Authorizes the Kentucky Economic Development Authority to reduce the minimum required capital investment for certain Signature Projects from $200 million to $150 million. • Provides tax credits for filmmakers producing films in Kentucky. • Excludes military pay to active-duty armed forces from Kentucky state income tax. • Offers a $5,000 tax credit for first-time home buyers on the purchase of new homes. • Provides a trade-in allowance for anyone buying a new vehicle.

The London-Corbin Airport was established in the early 1950s and has since developed into one of the top general aviation airports in Kentucky. Focusing on the needs of general aviation pilots, the airport provides a host of services, including aircraft rental, fueling, maintenance, and overnight hangars. There are currently 95 hangar spaces and 85 permanently based aircraft at the field. The 6,100-by-150-foot runway can accommodate general aviation, corporate, and commercial aircraft of any size. The 7,200-square-foot
terminal offers such amenities as a pilot lounge, flight planning room, conference room, and aircraft service personnel. An on-field restaurant supplies good food 12 hours per day. After-hours assistance is available by request. Dedicated flight instructors at LondonCorbin Airport take a personal interest in helping their students learn to fly while attaining the best level of training. “The mission of the London-Laurel County Tourist Commission is to promote and develop the local travel and hospitality industry. We are proud to be a Chamber partner and share many of the same objectives. Tourism generates more than $140 million in travel-related expenditures, ranking us 12th of the 120 Kentucky counties. “We are currently focusing efforts on developing the Heritage Hills Complex, which includes the Banquet Hall, the Genealogy Center & Museum, and a theater. When times change, health care is expected to change. Recently, Baptist Regional Medical Center has invested in new additions to expand care for patients — both physically and structurally.
Baptist Regional Medical Center’s new Boom System allows vitals, medical history, and patient information to be performed and viewed immediately in the patient’s room through a touchscreen monitor.
Outpatient Surgery Center and Critical Care Unit
New Physician Practices
At the beginning of 2009 the Outpatient Surgery Center and Critical Care Unit was completed. The outpatient surgery center provides state-of-the-art equipment with four additional surgical suites. The suite contains a video platform with three-chip cameras providing high definition, outstanding picture quality, and enhanced clarity, which will be used for minimally invasive surgery. The critical care unit, previously located in the lower level of the hospital, has been relocated to the second floor of the new expansion. The new facility has 10 CCU rooms. With the new location, one-on-one monitoring via camera at the nurses station will be provided. 12 London-Laurel County Chamber of Commerce
BRMC also added two new physician practices under Physicians Southeast: Baptist Cumberland Valley Urology and Baptist Surgical Specialists. Currently, Dr. Lauber serves as the primary surgeon for Baptist Surgical Southeast, while Dr. C. Stephen Woolums provides services for Baptist Cumberland Valley Urology.
Inpatient Pharmacy The Inpatient Pharmacy was recently relocated to the ground floor adjacent to the Apothecary, which serves as a retail pharmacy. The new site was completely remodeled. The supreme adjustment is the enlargement of space in all areas; however the sterile compounding room and med-carousel are the newest additions.

The med-carousel unit provides storage for more than 1,247 different medications and IVs (strengths, doses, formulations, etc.). The medcarousel has aided in filling prescriptions; but not all medications are that easy. The sterile compounding room provides the proper environment for IV admixtures, which include intravenous antibiotics, fluids, and total par parental nutrition.

On August 19, 2010, Saint Joseph - London opened its new hospital, located at Exit 38 off Interstate 75, and began operations in a state-of-the-art, 120-licensed-bed facility with ALL private rooms. The Laurel County Public Schools system began in 1970 with a merger of London Independent Schools and Laurel County Schools. It offers 11 elementary schools, two middle schools, two high schools, and two alternative learning facilities. Preschool programs are also available that focus on the physical, emotional, social, cognitive, and lingual development of each child in the program. Head Start is also offered. The district also offers a vast array of community education courses for the public. 18 London-Laurel County Chamber of Commerce
Keeping an eye to the future, the district continually considers, reviews, and implements plans for improvement. The Board of Education continues to consider expansion and renovation projects to further enhance the county’s education opportunities. A well-qualified staff is already in place and also continues to evolve to meet student needs in a new century. A high percentage of the system’s teachers are Level I, possessing a master’s degree or higher. The Laurel County system knows electronic research skills are required for the information age,

East Bernstadt Independent School District offers prekindergarten through eighth grade independent education with an enrollment of approximately 550 students. East Bernstadt Independent is recognized as a Kentucky Exemplary Growth District, with the district classified as “progressing” or “meeting goals,” and has realized high achievement (a score or 80 or higher) under the Commonwealth Accountability Testing System. East Bernstadt students participate in the Cumberland Valley Academic League with elementary (fifth- and sixth-grade) and middle-school (seventh- and eighth-grade) teams. Students at East Bernstadt also take part in girls’ and boys’ basketball, girls’ softball, boys’ baseball, cheerleading, dance teams, choir, and band. Clubs active at East Bernstadt are 4-H, STLP, PRIDE, UNITE, Fellowship of Christian Students, and Honors. Superintendent Homer Radford has been with the district for more than 30 years as a teacher and principal and is now in his 10th year as superintendent. The mission of the East Bernstadt Independent School District is to educate all students and build lifelong learners, who are inspired to be their best while striving for success.
Improvement Initiatives East Bernstadt faculty and staff are working as a team with members of the community to develop goals and strategies for a successful future for students. An extensive resultsoriented review sets strategies and activities for meeting important goals: • Organization of Planning and Needs Assessment Committee: Faculty were divided into teams with as equal distribution as possible of grade levels and specialty personnel on each committee. Using 2007 KCCT Results, a data analysis was done for all content areas. New Allied Health and Technical Education Building
Finishing touches were completed in February 2010 for Somerset Community College’s new Laurel Campus Allied Health and Technical Education Building, a $14 million facility featuring 53,756 square feet in two stories. The building fronts the U.S. 192 bypass adjacent to Laurel County Public Library. This new facility allowed Somerset Community College to relocate and expand existing programs in practical nursing, respiratory therapy, and medical assisting. In addition, it provides the opportunity for new health programs in registered nursing and pharmacy technology. Students can earn a certificate to become a Medicaid nurse aide. “There’s a demand in the community for people to fill these slots. We’re trying to meet that need,” said David Cazalet, director of public relations. Laurel Campus Director Roger Angevine said registered nursing is in high demand. 22 London-Laurel County Chamber of Commerce
“We’ve got a lot of students coming in here asking for that, and we have to point them 30 miles up the road to Somerset. This will be much more convenient. Plus, with the new hospital coming online here pretty soon, they’ll be needing more nurses here as well. I think we’ll be able to fill a need here very quickly.” The new building comes just in time: Enrollment at the Laurel Campus has increased from 1,100 to 1,800 in the last five years. Also included in the building is a new “onestop” student services component that will allow students to access admissions, financial aid, and counseling services in one combined area. It also offers several classroom and faculty offices along with a meeting area that provides space for larger groups. Another part of the project brings the campus increased parking and access roads. A small, separate campus storage facility was also constructed. “We certainly expect to see our Laurel Campus continue to grow and expand,” said Dr. Jo Marshall, the president and CEO of SCC. “We continue to be thankful to the

SEEK The Support Educational Excellence in Kentucky program allows high school students to take a look at a technical program that interests them. This can be either a “soft” or “hard” technical program. Examples of “hard” technical programs include welding, auto body, auto tech, carpentry, and masonry, while “soft” technical programs include criminal justice, business, information technology, early childhood education, and allied health. A high school student in the SEEK program takes nine credit hours of dual-credit courses (which means the student gets credit both in high school and in college for the same course). One course must be in the technical program in which the student has

shown an interest. The other two are in the general education courses required to obtain a degree at the college in the technical program. Some of these students later enroll as college students in Somerset Community College. Depending upon the school system, books for the courses are paid by the school system or by the student. In the spring 2010 semester, SCC had a total of 144 SEEK students taking courses on either the Laurel or Somerset campus.

EKU Corbin is the largest of Eastern Kentucky University’s extended campuses. Over 450 undergraduate and graduate classes are offered each year, serving both traditional (ages 18–24) and non-traditional students. Union College London Center carries on the tradition of the former Sue Bennett College, which graced Laurel County for a century before closing in 1997. “When that happened, Union tried to help in lots of ways,” said Director of Public Relations Brenna Wallhausser. “The people of London wanted the campus to remain intact.” Union College hired some of the faculty and staff and has recently been adding to its London offerings. “We’re expanding how we think about the London Center,” Wallhausser said. London Center hosts a degree-completion program for community-college graduates in and around London, who can now complete a two-year bachelor’s degree without driving to the main campus in Barbourville. The center also serves adults in the workforce who have two years of college. “It’s the same program that serves the community-college graduate, and that will work for them as well. It caters to the nontraditional student,” Wallhausser said, noting that many students work and have families and benefit from online classes. “You get to study in a community of people whose lives are like yours.” The center hosts about 40 students at a time and has a very low studentto-instructor ratio bolstered by a philosophy of a one-to-one commitment. “This is a pretty tight-knit, small community,” Wallhausser said. “Oneto-one is more about a serious commitment to personal attention and the ability to identify the learning needs of the person in front of you. Each person is following his or her own path, and we want to help.” London Center also hosts the Arts Heal program, which offers long-term rehabilitation programs for non-violent drug offenders. These students can learn muralism, writing, song writing, quilt making, and woodworking. “With Arts Heal, Union College can help participants explore and reach their goals through art and education,” Wallhausser said. www.londonlaurelchamber.com 25

Union College, the first college in the Kentucky mountains, was founded in 1879. Sue Bennett College’s history began in 1897 and continued 101 years until closing its doors in 1997. Both United Methodist-related schools were established by their local communities for the specific purpose of meeting the educational needs of the region’s youth, with special concern for low-income students. At its closing in 1997, many of the Sue Bennett College students transferred to Union College. However, the dream of providing for the Laurel County/London community remained alive. Union College, Red Bird Missionary Conference, and the General Board of Global Ministries — all
United Methodist entities — collaborated to re-purpose the campus as a multi-tenant human services agency now known as The Bennett Center. Union College is a principal tenant and offers regular degree completion and graduate studies in business, psychology, and education. Union College, with its main campus in Barbourville, has a historic commitment to provide affordable undergraduate and graduate programs that prepare students of all ages for careers meeting the needs and addressing the needs of the region. Union College, along with 19 other private colleges and universities, contributes significantly to Kentucky’s higher education goals for 2020. Union continues to develop new programs of study in response to the region’s needs. Among current initiatives
are re-introduction of the social work program. Union recently began a graduate program in psychology as well as a health sciences athletic training program. The college plans to launch an RN to BSN nursing program in fall 2010. By beauty, location, and quality facilities alone, Union College is in a unique position to partner with and serve its neighborhoods. Union College works intentionally to maintain strong and productive relationships with its local community. Union’s facilities are readily available to host community plans, trainings, and special programs. Union College plans to be a reliable and strong partner for new-century initiatives that need to thrive throughout our home region in London and in Barbourville.

Homes, Communities, & Neighbors The London-Laurel area is very diversified and offers a wide variety of home choices, including subdivisions, two country clubs, lake properties, rural homes, mid-priced old and new neighborhoods, and family starter homes. “These are not your typical cookiecutter homes,” said Debbie Williams, past president of the Cumberland Valley Board of REALTORS® and an agent with Sallie Davidson Realtors in London. “We have smaller, one-street subdivisions. We don’t have builders who come in and build 10 homes alike. And prices have remained stable in the area despite the housing troubles across the nation.” For young families, starter homes begin in the $90,000s and go up to the $140,000s. Those with kids will find three-bedroom brick homes in subdivisions less than one mile from K–12 school campuses listed in the $150,000s to low $200,000s. Homes with
four bedrooms and 2.5 baths on spacious lots list in the $225,000s to $400,000s. Executive homes and golf course living are available as well.
