Location
A Vacation & Commerce N
estled among the lush trees of the Daniel Boone National Forest and the rolling hills of southeastern Kentucky, Laurel County has earned the nickname “Vacation Crossroads due to the thousands of visitors drawn to its natural beauty each year. Located 75 miles south of Lexington, Ky., and 97 miles north of Knoxville, Tenn., London and Laurel County are accessible by several major routes. Interstate 75, the Hal Rogers Parkway, KY 80 and KY 192 all meander through Laurel County, and London is positioned in a triangle created by the intersections of I-75, KY 192 and KY 80. The ease of accessibility coupled with access to several major highways has made London a hub of regional activity; the area is served by every major mode of transportation. More than 20 trucking companies offer interstate and intrastate service throughout the area, and the London-Corbin Airport Magee Field, located three miles south of downtown, has one of the four longest runways for private aircraft in the state of Kentucky, measuring 6,000 feet. The airport can accommodate aircraft as large as the Boeing 727 and Douglas DC-9 and recently completed the construction of T-Hangars, which protect aircraft housed at the airport from the elements. The field is equipped for nonprecision instrument approach and precision approach systems. In addition to fuel service, the local airport board offers flight training, aircraft rental and an aircraft maintenance program. For more information, contact the London-Corbin Airport at 606-878-9100. Scheduled commercial and international airline service is also available in nearby Lexington at Bluegrass Airport. CSX Transportation provides main-line rail service to
London, with an intermodal terminal a mere 97 miles away in Knoxville. The expanding economy of London and Laurel County is within a day’s drive of several of the area’s major markets: Cincinnati, Ohio, is less than 160 miles away; Nashville, Tenn., is a mere 200 miles away; and Atlanta, Ga., lies only 300 miles to the south. The area features several of the country’s most beautiful national and state parks. The Daniel Boone National Forest, the Levi Jackson Wilderness Road State Park, the Cumberland Gap National Historic Park and the Cumberland Falls State Resort Park all offer spectacular views of the natural beauty and wonders London and Laurel County have to offer. A temperate climate that offers the luxury of all four seasons gives way to a long recreation season with numerous activities. For those who wish to boat, fish, swim, water ski or scuba dive, the lovely Laurel River Lake offers over 5,800 acres of pristine water. The area offers numerous golf courses, museums, shopping opportunities, music venues and much more. Thanks to its convenient location and a growing reputation as a capital for both business and tourism in southeast Kentucky, London and Laurel County comprise one of the fastest-growing areas in the state. Come see how much we have to offer you!

Government
Dedicated Leadership for a
T
he mission of government leaders at every level is to enhance the quality of life for all those living in London and Laurel County. Local officials work hard to implement programs that will provide ample opportunities for the growth and success of all citizens. Over 56,000 people occupy the 443 square miles of Laurel County. A Fiscal Court comprised of a county judge-executive and six magistrates, each elected to fouryear terms, presides over the administrative aspects of Laurel County. The duties of the judge-executive and the magistrates include approving funding for many of the projects most important to the county and its citizens.
City and county leaders work together to bring economic growth and prosperity to the region. The city of London, the county seat, is served by a mayor and six council members. The mayor is elected 8 London-Laurel County Chamber of Commerce
to a four-year term, and council members serve two-year terms. The London Utility Commission provides water and wastewater treatment facilities to London and some outlying areas of the county. The commission, which was presented an award for outstanding plant operation from the Kentucky–Tennessee section of the American Water Work Association, recently completed construction of a $15 million wastewater treatment plant. The plant is expected to meet the needs of a rapidly expanding London for the next 20 years. The London-Laurel County Planning & Zoning Commission is a cooperative effort between city and county governments to enforce zoning in London and subdivision regulations in all of Laurel County. City and county leaders work together to bring economic growth and prosperity to the region. Industrial park development and economic incentive programs for prospective businesses are just two examples of the community’s commitment to progress. For more information on the government projects of London and Laurel County, contact the office of the mayor of London at 606-864-6995 or visit their Web site at www.cityoflondonky.org, or contact the office of the Laurel County judge-executive at 606-864-4640.

Promoting & Supporting
Economic Growth T
he area’s industrial and economic development efforts are led by the London-Laurel County Industrial Development Authority, which works closely with the LondonLaurel County Chamber of Commerce and local businesses to offer assistance and encourage expansion.
Industrial/Commercial Properties The area provides several industrial parks to encourage the growth of the industrial and manufacturing sectors. The London-Laurel Industrial Park IV is a 300-acre, fully developed park located off Kentucky 80, just three miles from Interstate 75. It has the distinction of being designated a SmartPark, giving companies that locate there access to leading-edge technology from the day they move in, thanks to a carefully planned pattern of underground conduit systems for digital fiber-optic and copper cabling. Also located in Industrial Park IV is one of the Industrial Development Authority’s speculative buildings. The construction of speculative buildings is one of the more strategic and innovative approaches the Industrial Development Authority boasts; speculative buildings can be made readily available for industries that require immediate housing. The building in Industrial Park IV features 65,000 square feet situated on 28 acres and can be finished to accommodate the specific needs of any industry looking to locate in the London-Laurel community. Aisin Automotive Casting (AAC), a division of Aisin World Corp., the world’s second-largest automotive parts manufacturing company, occupies a second 88-acre industrial site on U.S. 25. The facility, which employs 650 people, manufactures parts for Toyota, Honda, Nissan and General Motors. AAC recently opened a second plant on-site, and plans are in the works to open a third plant in the near future. In addition to the two parks previously described, the Industrial Development Authority has sold two other industrial sites — one of which is occupied by a Wal-Mart Distribution Center that employs approximately 700 people — and they continue to seek opportunities to develop more areas into prime industrial properties. www.londonlaurelchamber.com 11
Business and Industry
Labor Force/Top Employers Laurel County’s labor market area includes seven neighboring counties, with an estimated labor force of more than 150,000. There are approximately 900 businesses in the area, including 500 retail or service companies and more than 150 manufacturing or contract construction companies. Some of the area’s largest employers include Flowers Snacks of London, which specializes in bakery products such as doughnuts and honey buns and employs almost 500 people; Laurel Cookie Factory, a division of Consolidated Biscuit Company that utilizes almost 600 employees in manufacturing cookies, crackers and potato chips; ACS Shared Services Inc., which provides more than 600 jobs in the data processing and hosting fields; and Laurel Grocery Company LLC, a full-line food wholesaler and distribution headquarters that employs approximately 400 people. Some other large employers in the area include HSBC, Wal-Mart Distribution Center and Sara Lee Bakery. A good, strong, productive workforce is one of the many reasons that companies choose to locate their business in London/Laurel County.

Financial incentives provided on the state level are also available to businesses considering London and Laurel County. The Kentucky Economic Development Finance Authority (KEDFA) finances fixed assets and may participate in the financing of qualified projects with a secured loan of up to $10,000 per new job created, not to exceed $500,000 or 25 percent of the project cost, whichever is less. These funds may be used to assist in the purchase of land, the purchase of existing buildings, new construction or the purchase of equipment. KEDFA operates many of the programs utilized by businesses in the state seeking assistance, including: • The Kentucky Rural Economic Development Act (KREDA), which provides tax credits for new and expanded manufacturing operations that create jobs in counties with unemployment rates higher than the state average in each of five target calendar years. Companies with approved projects receive state income tax credits and job assessment fees for up to 100 percent of annual debt service costs, for up to 15 years, on land, buildings, building fixtures and equipment used in the project. • Industrial Revenue Bonds are issued by state and local governments in Kentucky to be used for financing manufacturing projects and their warehousing areas, major transportation and communication facilities, most health care facilities, and mineral extraction and processing projects. Bond funds may be used to finance engineering, site preparation, land acquisition, building construction, machinery and equipment, and bond-issuance costs. • The Kentucky Jobs Development Act provides tax credits for new and expanded service- and technology-oriented projects that provide at least 75 percent of their services to customers outside of Kentucky and that create at least 25 new full-time jobs for Kentucky residents. Companies with approved projects receive state income tax credits and job assessment fees for up to 50 percent of project startup costs and 50 percent of annual facility rental cost or rental value for up to 10 years.

Breathing New Life
Into the Community’s Historical & Commercial Center
I
n 2004, a group of citizens in London came to the realization that their downtown was an economic asset as well as a crossroads for the community; a place of history and identity. This realization, coupled with a desire to re-establish downtown London as an economic center, gave rise to a nonprofit organization known as London Downtown Inc. Their mission has been to enhance the vitality in downtown London by promoting commerce and activity while preserving its unique heritage, creating a better quality of life for residents and visitors alike. Using a four-point approach focused on the areas of economic development, design, promotion and organization, London Downtown Inc. has gained the support of local government, creating community awareness and raising the funds necessary to make desirable improvements to the downtown area.
showcases London as a Garden City, complete with sidewalk-lined garden beds, cobblestone, light posts and hanging baskets. London Downtown has also been working to promote and assist the restoration or revitalization of downtown historic buildings as a means to attract new businesses to downtown London and to improve the quality of existing businesses. To this end, the organization has worked with a number of area banks to fund the Downtown Enrichment Loan Program. The program has a loan pool of $1 million that can be used by qualifying businesses that wish to renovate or restore historic property or by property owners who wish to rehabilitate their real estate so the exterior can be enhanced, the structure preserved or the interior remodeled to accommodate the needs of the business. The organization also assists existing downtown businesses with the necessary tools to keep them competitive. Web site grants and Renaissance on Main façade grants are two examples. The success of the revitalization has been astounding. The citizens of London and Laurel County enjoy their revived downtown with events such as Thursday Night Live, a free summer concert series on the Courthouse Square; the 4th of July Hometown Community Parade; the Christmas on Main Parade; and the Tour de London Bicycle Race. Check out www.londonkydowntown.com for more information on all these events. The success of existing downtown businesses has left only a few properties available for new business. Contact Sherri Mosley, executive director of London Downtown Inc. by phone at 606-862-8841 or by e-mail at llmainstreet@windstream.net to ensure your place in London’s growing downtown today!
The mission of London Downtown Inc. is to enhance the vitality in downtown London by promoting commerce and activity while preserving its unique heritage, creating a better quality of life for residents and visitors alike. The hard work and dedication has paid off. There have been marked physical and financial improvements in the downtown area, including an $8 million renovation and restoration project to the Laurel County Courthouse. The London Elementary School invested over $11 million in its own renovation project. The City of London was awarded $500,000 in Transportation Enhancement funds to assist the Design Committee of London Downtown in developing a beautiful new streetscape project for Main Street. K–12 Education Recent surveys of the curriculum have led East Bernstadt to develop new programs in social studies, science, practical living/vocational studies, and the arts and humanities. Teachers encourage students to use telecommunications research through the Internet and communicate with parents, peers and pen pals through e-mail to ensure progress, and students have access to a library with a computer lab to help achieve educational goals. East Bernstadt students also have access to the preschool and the Family Resource Youth Service Center, which provides services such as parent workshops and training, support groups, educational programs for students, and recreational activities, among others. The district also offers baseball, basketball, cheerleading, music and dance programs. The school’s academic teams are quite competitive, and many students have become involved with the new Student Technology Leadership Team. East Bernstadt has become actively involved with Personal Responsibility in a Desirable Environment (PRIDE) in developing an outdoor classroom on school property. Somerset Community College:
Answering the Call for Educational & Community W BY LAURA WILCOXEN
Leadership
ith a vision to be one of the region’s leading resources for education, business and industry, culture, and the arts, Somerset Community College is moving forward with a bold vision for the 21st century. With two campuses — the Somerset Campus and the Laurel Campus — as well as facilities in McCreary, Clinton and Russell counties, SCC is embracing a regional mission. Total enrollment at all Somerset Community College locations has significantly increased over the past five years and now stands at more than 6,000 students. Enrollment at the Laurel Campus more than doubled between the 2000–2001 school year and the 2004–2005 school year. There are several reasons behind the phenomenal growth of the Laurel Campus, but the most significant was the consolidation of the former Laurel Technical College site into the SCC Laurel Campus in 1998. The addition of facilities, as well as renovation of existing buildings, have been important factors in improving the Laurel Campus. The Academic/Technical Building, completed on the Laurel Campus in 2002, not only provided state-of-the-art facilities, but also allowed SCC to add or relocate several technical programs, including electronics courses. Even more growth is on the horizon for the Laurel Campus. During the 2006 General Assembly, the Kentucky State Legislature appropriated $13.8 million to begin construction of the new Allied Health and Technical Education Building. This structure will bring muchneeded learning facilities for existing health programs like practical nursing — currently filled to capacity on the Laurel Campus — medical assisting and respiratory care. This building also brings with it the possibilities of additional health programs on the campus. With program offerings expanding all the time, the Somerset Campus and the Laurel Campus each have unique programs not available at the other center, yet each campus can offer its students a complete general education program that fully transfers to a fouryear college or university. Studies show that students who begin their

college careers at SCC do as well — and often better — after transfer to a four-year college or university than the students who began their higher education careers at such facilities. The faculty and leadership at SCC take great pride in preparing students for both continuing education and an immediate start in the workforce. But SCC does more for
32 London-Laurel County Chamber of Commerce
area business and industry than ensuring a steady supply of highly qualified workers. Through the SCC Office of Community and Economic Development (CED), Somerset Community College not only plays a major role in providing area businesses and their associates with the latest training for a 21st-century workplace, but is also a major
selling point — and partner — for local economic development agencies drawing new businesses to the region. SCC’s ability to offer customized training is a key factor regional economic development offices stress to businesses considering locating in the area. Several regional businesses have already taken advantage of the business and industry training offered by SCC, including the Laurel Cookie Factory, Aisin Automotive and others. The CED can create customized training programs to meet the specific needs of the business requesting assistance. Programs can include upgrading employees’ skills for special certificates and licensing, training on operating new equipment, post-employment and pre-employment classes, and more. The CED prides itself on the flexibility of its programs. Somerset Community College plays another vital role in the community as a regional cultural center. Not only does SCC work to give students the opportunity to participate in arts programs, but also to provide community members with a venue to enjoy theatre, music and more. For more information, contact SCC at 606-877-1421.

Volunteering and Clubs The spirit of service and volunteerism possessed by many of London and Laurel County’s residents is a cornerstone of this resilient and progressive community. Clubs and organizations of many varieties exist in the area. Many groups began in our community’s churches and have overlapping memberships and goals, making it easy to find support amongst one another. For example, the Bennett Center, located on the former campus of Sue Bennett College, works with 10 community-based partners to offer valuable community resources such as degree completion and graduate classes, job training programs, adult literacy and GED training, preschool education and childcare, and much more. Other organizations have grown from the efforts of military veterans, who have developed a fine heritage of service, such as the DAV Chapter #66, London’s Civil Air Patrol Squad and VFW Post #3302. Still other clubs have grown out of common interests and hobbies, such as the Mustang Mafia of

he first families to the area more than 200 years ago knew that the key to a powerful and prosperous community was to build it on a strong foundation of religious belief. Today, the residents of Laurel County employ that same faith to ensure the growth of our citizens and our community. Churches in the area encompass a variety of active denominations, such as Baptist, Catholic, Presbyterian and Methodist. In addition to regular worship services and Bible studies, many churches offer special children’s programs, choirs and other ministries, such as prison outreach and food pantries. The ministers and leaders of neighborhood churches know that the best way to foster growth and spiritual strength in the community is to work together; as such, cooperation exists among all denominations to provide outreach and assistance programs within the area. Local churches provide funding and volunteer for programs such as Habitat for Humanity and the Child Advocacy Center in London, which seeks to promote the well-being of children in troubled families. The Bennett Center, established in August 1998 on the campus of the former Sue Bennett College, is one of the country’s largest and most diverse multi-tenant nonprofit facilities. The Center houses a dozen different nonprofit organizations in addition to those run by the Bennett Center itself, and although the Center is a mission of the United Methodist Church, it opens its doors to a variety of denominations in recognition that need in the community has no denomination. The Christ Presbyterian Church has a worship center on the campus, and the Kentucky Baptist Homes for Children operates its Youth Support Center there. And in the same spirit of cooperation that has helped make the community strong, the Center directs several of the programs that area churches participate in, such as the Interfaith Volunteer Caregivers, who provide non-medical care and assistance to elderly and handicapped residents in the community. Whether you are hoping to make a difference in the community and the lives of its citizens or just looking for a church home for you and your family, there is a church in London and Laurel County that is perfect for you!
