Location

New Rochelle — A GREAT

Place to Live

I

t starts with location, and New Rochelle is certainly blessed with that. On the shores of beautiful Long Island Sound, the city is easily reached by Interstate 95, the Hutchinson River Parkway, or a 35-minute express train ride from Grand Central Station. The New Rochelle Transit Center makes the trip from New Rochelle to New York City effortless. It houses a station for the MetroNorth commuter railroad line and Amtrak, the regional line with connections to Boston, New York and Washington, D.C. The terminal accommodates as many as 300 buses a day and provides airport limousine service and convenient parking for over 900 cars. New Rochelle is also minutes from the Westchester County Airport and close to the three major New York Metropolitan area airports. New Rochelle — the proud possessor of 9.3 miles of waterfront with parks, off-shore islands, coves, inlets and breathtaking

views — has been nicknamed “Queen City of the Sound.” The legendary Glen Island Casino, famous for its big-band performances (Glenn Miller, the Dorsey Brothers, Ozzie Nelson, etc.), has been magnificently refurbished as the Harbour Club at Glen Island. It continues to be popular for dining, weddings and other events. Glen Island Park, a Westchester County facility, draws visitors all year long. New Rochelle’s city parks offer swimming, picnicking, fishing and entertainment. (See “Arts and Entertainment,” page 16, and “Parks and Recreation,” page 19.) New Rochelle’s proximity to New York City has positioned it as a prime area of homes for executives and others who work in New York and those who want easy access to the myriad of New York cultural activities. A few minutes’ ride from New Rochelle are White Plains, the Westchester County seat, and many corporate headquarters of Fortune 500 corporations. Westchester also offers a wealth of business opportunities and a richness of cultural activities. And for those who rely on public transportation, the Bee Line Buses of Westchester adequately serve the needs of New Rochelle residents. But beyond having an exemplary location, New Rochelle has great people and a true sense of community that make it a special city in which to live and work.

Small-Town Values, Big-City Sophistication One of the most appealing characteristics of New Rochelle, a city of over 72,000 people, is its diversity. It provides a welcoming home for people of all races, nationalities and political persuasions and encompasses a wide socioeconomic range. It is a city comprised of many neighborhoods that have their own individual characteristics and neighborhood associations. The New York Post (September 13, 2003) said, “New Rochelle has its share of treelined streets, rolling lawns and spacious homes. But the southern Westchester community also has something many suburbs lack: a trace of urban energy.” In the last several years, that urban energy has been exploding, resulting in a residential and commercial renaissance. (See “A City on the Move,” page 8, and “Homes,” page 11.) Yet, even though New Rochelle is a dynamic city, it has retained its smalltown characteristics. Neighborhood schools have their own playgrounds and promote family activities and sports programs. Many neighborhood associations have get-togethers to socialize, and the New Rochelle Public ������������� ���������������� ���������������������� ������������������� �����������������

Library sponsors ethnic programs and festivals celebrating the cultures of its residents. Main Street still retains the character and charm of an early 20th-century city. The city is known for its elegant, stately older homes, some dating from the late 19th and early 20th centuries. Exquisite architecture and lovely landscaping characterize many of New Rochelle’s neighborhoods. Rochelle Park and Rochelle Heights, in the central part of the city, comprise the largest designated Historic District in Westchester. In the summer there are many outdoor events, including the popular Farmers’ Market and concerts in the city’s parks. Families head for city beaches; fishermen grab their gear and go to favorite fishing spots. Local musicians entertain picnickers at the July 4th Independence Day festivities as they wait for dark to descend so the fireworks can begin. New Rochelle is well served by numerous communications media. It has its own “local and vocal” radio station, WVOX; The Journal News, a daily newspaper; The Sound Report, a weekly newspaper; New Rochelle City Soundings, an online news journal; The New Rochelle Review, a monthly newspaper;

Cablevision, which allocates three channels for government, educational and community access; and News Channel 12, a countyoriented TV station. WVOX uses residents and city officials, such as the mayor and city manager, as hosts for its call-in talk shows. Local citizens call regularly to voice their opinions on matters of local interest and just about everything else. Perhaps one of its greatest assets is that New Rochelle is blessed with a large number of citizens who generously give their time and energy as community volunteers. There are innumerable activities, largely supported by volunteer efforts, happening throughout the year. The citizens are proud of the city’s diversity and human resources. Residents believe it is a perfect environment in which to raise a family.

A City on the Move

The seeds that were sewn by city leaders in the last decade are coming to fruition.

UNPRECEDENTED

Economic Development

I

n the past several years, New Rochelle has seen unprecedented economic growth. The seeds that were sewn by city leaders in the last decade are coming to fruition. The results are extraordinary. The city’s Department of Development, working in concert with the Downtown Business Improvement District (BID) and the New Rochelle Industrial Development Agency, has attracted development that has changed the face of the downtown. The large influx of residents in new luxury housing has led to increased business for retailers, restaurants, the entertainment and hospitality industries, and professional-services providers.

The Journal News, in an Economic Development Supplement (April 4, 2006), said, “New Rochelle, in a dramatic reversal of decades of deterioration, has attracted more than $1.2 billion in development since 1992. It is drawing people into the city through both its upgraded transportation center, which serves both Metro North and Amtrak railroads, and New Roc City, a retail and entertainment complex. Now, like White Plains, it is making its downtown a 24-hour destination through the development of seven new residential complexes...” This economic growth has brought developers and investors to New Rochelle looking

for opportunities. The Journal News (January 31, 2005) said, “After decades spent begging developers to look at its empty downtown lots, the city suddenly finds itself being courted by builders.” A key parcel in the heart of the downtown district is currently under construction as a $150 million 32story luxury apartment and retail complex by developers Louis R. Cappelli and Donald Trump. Cappelli stated, “New Rochelle is the next great developable city. It’s close to Manhattan. It’s underdeveloped. And it has tremendous, tremendous, tremendous untapped potential” (Westchester County Business Journal, May 9, 2005). In his 2006 state-of-the-city address, Mayor Noam Bramson predicted 276,000 square feet of hotel and office space, 418,000 square feet of new retail space, and 1,700 luxury apartments in the next few years. He anticipates a total of 2.9 million square feet of new construction worth more than a billion dollars overall. The mayor said, “We anticipate more than $1 billion of private investment in the next few years, including projects that will substantially change the physical composition, economic vitality and population of our central business district. Our goal is to build a more livable city with a physical infrastructure and quality services and amenities that complement our growth...” (The Journal News Economic Development Supplement, March 24, 2006). Greatly enhancing the downtown excitement is the New Roc City Entertainment Center, with Regal Cinema’s 18 screens plus IMAX and a variety of choices for family recreation, including ice skating, miniature golf, bowling, interactive video games, laser tag, go-karts and the famous Space Shot. There are three restaurants and an ice cream café. People flock from miles around to enjoy New Roc. Year-round activities and events, many of them sponsored or co-sponsored by the New Rochelle Chamber of Commerce, have also contributed to the success. The influx of people downtown brings new patrons to restaurants and cafés. Some restaurants and clubs offer live entertainment.

New Rochelle also boasts two high-quality hotels: the Marriott Residence Inn at New Roc, offering single rooms or suites with full kitchens for short- and long-term stays, and the Radisson Hotel, offering banquet facilities that can accommodate large business and social events. The Radisson also has an outdoor pool (in season), a fitness center and two restaurants. Although much of the new development is downtown, other sections of the city are likewise flourishing. Along Palmer Avenue in the city’s east end, Palmer Square, a 78,000-square-foot shopping center, is under construction with Marshalls and HomeGoods as the anchor tenants. It will be the neighbor of a very successful Super Stop-and-Shop center. Furthermore, New Rochelle eagerly anticipates one of the most exciting projects the city has ever experienced — the Echo Bay Watefront Development. Over 20 acres of land on Long Island Sound’s picturesque Echo Bay will be redeveloped as a vibrant mixed-use attraction. The project will include retail and small office space, townhouses, restaurants, and a bay walk. It is expected to cost between $250 million to $300 million when completed by the end of the decade. Within walking distance of downtown high-rise residential and retail buildings, and clearly visible from Main Street, it will become a destination that is unmatched anywhere else in the region. Big Development Brings Opportunities for Small Businesses New Rochelle’s resurgence of large-scale economic development has caused a wave that has spread to small businesses. The BID and the city’s Department of Development have been at the forefront of this movement. In its six years of operation in the downtown area that it serves, the BID has helped secure $125 million in private development (paying full real estate taxes). It has formed a partnership with the Community Preservation Corporation, a private mortgage lender sponsored by 100 banks and insurance companies, to provide financing for downtown revitalization. This resulted in the BID Development Loan Program, which the BID uses, along with other programs it created — Technical Assistance, Vacant Property Development, Model Development Block, Façade Improvement, etc. — as catalysts to attract and support new

businesses. BID programs are also attracting statewide interest, resulting in more than $500,000 in New York State grants. New Rochelle’s Department of Development, with its multidisciplinary staff, is eager to assist businesses that want to locate in New Rochelle. The city has instituted a Façade Improvement Program and a Streetscape Improvement Program that provides new street lights, curbs, sidewalks and trees. It has also begun a North Avenue Initiative to improve the city’s primary northsouth thoroughfare. In its first phase, significant improvements have already been made in traffic signalization and flow around the Iona College area. Two more phases will include the vicinity of City Hall and the Transit Center/business district. The city’s Web site, www.newrochelleny.com, offers advice on the permitting process. Downtown to Get Wireless Telecommunications The BID, with financial support from local developers, is creating a “WiFi” District — a downtown wireless broadband network. Free wireless Internet access will be available in the business district, including open areas such as Ossie Davis Park, which is adjacent to the library.

Virtual Business Incubator Aids Downtown Entrepreneurs Four young downtown businesses will participate in a two-year pilot program as the city’s first “Virtual Business Incubator,” sponsored by the BID and administered by Monroe College. Individualized business-improvement plans will be created by Monroe faculty and students in the Students in Free Enterprise (SIFE) program. They will assist with training, technical support, software applications, accounting, marketing and retail management. If successful, the model could be extended to other businesses.

BURGEONING Residential Market N ew Rochelle prides itself on offering a variety of housing options for its socioeconomically diverse citizens. The most recent addition has been luxury downtown rental apartments and condos. These downtown residences rise above ground-floor retail stores.

New Rochelle has become Westchester County’s hottest new location for luxury housing.

On the forefront of the downtown renaissance has been a boom in luxury housing. According to The New York Times (August 7, 2005), “White Plains is no longer the only player when it comes to attracting the dollars of affluent apartment renters and buyers in Westchester County. New Rochelle, with its urban attitude and its location on Long Island Sound, is becoming a viable alternative for people who want a high-end apartment in a city setting without paying the highest prices.” New Rochelle has become Westchester County’s hottest new location for luxury housing. On Huguenot Street, Avalon-on-theSound continues to attract empty-nesters and professionals working in New York City with a 412-unit luxury apartment tower across the street from the train station. A second

building with a 39-story tower containing 588 apartments, Avalon on the Sound East, is currently under construction and is expected to be available for rent in 2007. Close by at 543 Main Street, Bluegill Realty is constructing an eye-catching 90unit luxury apartment complex with 4,300 square feet of retail space. It is designed to have a traditional look to blend with the vintage architecture of neighboring buildings, some dating back to the early 1900s. On East Main Street, Huguenot Hills, with 28 three-bedroom luxury townhouse condominiums and over 6,390 square feet of retail space, is now selling. With its enclosed courtyard entrances, it creates an attractive transition from a quiet residential neighborhood to a busy commercial thoroughfare. Rising in the heart of downtown is Trump Plaza New Rochelle, the vision of developer Donald Trump, 40 stories of elegant condominium apartments — studios and one-, two- and three-bedroom apartments — with views of Long Island Sound and the Manhattan skyline. Amenities include a spectacular lobby, an indoor pool and concierge service. Furnished full-scale models can be seen at the sales office at

145 Huguenot Street, along with a 10-foot-high architect’s model of the building. Diagonally across the street, the plans are moving quickly forward for the creation of LeCount Square. The city is in the environmental review stage of this project, which will cover the large block bounded by LeCount Place, Anderson Street, Huguenot Street and North Avenue. The proposed mixed-use development will include housing, retail, office and hotel space and will require the relocation of Anderson Street to provide for retail linking New Roc City to our North Avenue corridor. White Plains developer M Square Development, L.L.C., has received approvals to construct 155 luxury condominiums in a 17story building set to rise on Huguenot Street behind a former movie theater. The vintage facade of the old Loew’s theater on Main Street will be preserved. The city’s Church-Division parking garage will get a new life when Simone Development Company constructs a $175 million building with 438 condominium units and 44,000 square feet of retail space. A small number of these apartments will be set aside for affordable or workforce housing. The project will also have a public plaza. To compensate for the loss of parking spaces at the garage, the adjoining Prospect Street lot will be decked, resulting in an increase of 140 public parking spaces.

In addition to the influx of downtown luxury residential housing, an exciting new alternative is being offered. Media Loft at 50 Webster Avenue, the former factory building of Knickerboker Press, was converted to artists’ studios in 1983. With changes in the city’s zoning code in 2003, the studios were converted to living and working lofts for artists. In 2004, a former Bloomingdales department store, an attractive art-deco building on Main Street, was converted to Davenport Lofts — 73 live-work lofts with 10-foot-high windows and soaring ceilings. The appeal of loft space is prompting downtown building owners to convert upper stories to living lofts. The BID is encouraging the conversions by assisting owners with its Technical Assistance and Development Loan programs.

Individuals from the community are honored at the New Rochelle Chamber of Commerce’s Annual Recognition Dinner Dance.

Mic Nights, Networking Roundtables and Speed Networking. Another support service offered is introducing a new business to the community. The Chamber’s Annual Recognition Dinner Dance honors individuals in business, community, corporate, educational, governmental, humanitarian and professional leadership categories. The Women of Excellence Awards Dinner honors women in Business and Professional, Humanitarian, and Community Leadership and gives a $1,000 scholarship to a student selected as Young Leader of Tomorrow — all nominated directly from the community. Always concerned about the city’s youth, the Chamber has an Education/Scholarship Committee that raises funds and awards scholarships. In conjunction with local high schools, the Chamber produces a Scholarship Awards Dinner and a Job Shadowing Day to give students an opportunity to experience a number of different job situations firsthand. This past year, the Chamber has taken the lead in presenting New Rochelle’s first annual Job Fair. This event promises to be another valuable tool in connecting the proper talents, ensuring high-level performance in customer service and production.

Recent Chamber Initiatives In the past few years, the influence of the Chamber has been more prominent than ever. A number of initiatives that the chamber undertook with other concerned city agencies, organizations and citizens’ groups have had a significant impact on the city.

West Main Street Gateway Initiative and West End Renovations The New Rochelle Chamber of Commerce, in cooperation with the city of New Rochelle and interested citizens, formed the West Main Street Gateway Initiative to create a more attractive and welcoming entrance to the city. They are addressing such issues as upgrading sidewalks and building facades, creating more convenient parking, and improving traffic flow and traffic-light synchronization. Other objectives are adding trees and planting beds and keeping the area cleaner and better maintained. The Chamber has also assisted the businesses in the Union Avenue area of the city’s west end, which has a large Mexican immigrant population, to partner with the Bellas Artes Business Council to attract new customers from the neighborhood and other parts of the city. The council is working to improve storefronts, signage and street maintenance. Trees and flowers will be added along the sidewalks. To facilitate the renovations, the city of New Rochelle has secured a Community Development Block Grant of $100,000, which will be used to improve Union Avenue. An additional $40,500 grant will be used to prepare a streetscape plan for the West Main Street Gateway and the west-end business district. Renew North Avenue, Inc. leaders, with assistance from the Chamber, has established Renew North Avenue, Inc. The corporation will link for-profit, not-forprofit and city resources to upgrade a 1.5mile stretch of North Avenue. The objective is to make that stretch of North Avenue an attractive link between the northern part of the city and the downtown area. The group organized a very successful beautification effort of the area — bringing together over 80 volunteers who picked up garbage, swept sidewalks and planted flowers.

Women in Business The New Rochelle Chamber of Commerce is a strong advocate for women business owners and entrepreneurs and, in 2002, created the Women of Excellence Committee to honor outstanding women in business and other areas. This concept was so wellreceived that the Chamber initiated Women in Business to identify tools, tactics and strategies to help professional and business women advance in their chosen careers. The group holds monthly meetings for leadership training, networking and education. Women in Business is open to women of all ages, occupations and economic backgrounds.

CULTURE Arts and entertainment are alive and prospering in New Rochelle.

hroughout the year, arts and entertainment are alive and prospering in New Rochelle. A very active New Rochelle Council on the Arts sponsors many wonderful activities. Much beloved in the summertime is the Outdoor Concert Series in Hudson Park, one of the city’s most beautiful waterfront parks. The New Rochelle Business Improvement District hosts the spirited sounds of Jazz on the Green and the popular Movies Under the Stars series in Ossie Davis Park. (The park was recently named in memory of the 40-year resident who strongly supported his home community.) The New Rochelle Public Library is a thriving center for theater, music, films,

lectures and programs of all types. A new wing of New Rochelle High School was completed in 2005, largely to offer improved and expanded music and arts programs for students and the community. The Lumen Winter Gallery of the public library, the Iona College Arts Center, the Castle Gallery of the College of New Rochelle, and Media Loft mount art exhibits it their respective galleries. The city has made a commitment to bring art to public spaces. The first work of art to be installed is a sculpture, entitled “Tapestry of New Rochelle,” depicting faces of the city’s diverse population. It will soon be erected on the north exterior wall of the city’s Transit Center.

The chamber sponsors the Famous Haunted House in October. It draws huge crowds that patiently wait in line to get in. Other seasonal favorites are the Thanksgiving Parade with its many bands and colorful floats and the lovely Holiday Lighting Ceremony in December. The city’s Department of Parks and Recreation partners with the BID in October to hold a Fun Fall Festival for kids. Youngsters get the chance to paint downtown store windows and make masks. The Urchins Merchants March and Pumpkin Painting are other favorite pre-Halloween family activities. Theater and concerts are given year round by organizations, schools and houses of worship. The Huguenot and Thomas Paine Historical Society sponsors wonderful “living history” events and hands-on programs for families at the historic Thomas Paine Cottage. The Hugh Doyle Senior Center offers a variety of programs for seniors.

New Rochelle Opera Yes, music lovers ... New Rochelle does have an opera company, and it’s celebrating its 21st anniversary! Begun with only a few props and bits of scenery, and a nucleus of young, enthusiastic singers, the New Rochelle Opera began as the brainchild of Camille Coppola and Billie Tucker at the New Rochelle Public Library, where the earliest presentations were highlights of popular operas. So great was the response to their efforts that they went on to incorporate the company in 1985 as a nonprofit organization — and it has been thrilling audiences

with imaginative and sensitive stagings of full opera productions ever since. Critics and audiences alike have praised the brilliance and professionalism of the performances, while wondering at the incredibly low ticket prices. The mission of New Rochelle Opera is to create a deeper understanding and appreciation of live opera, and to provide top quality, professional opera performances to local people who would not ordinarily be able to afford such an experience. At the same time, it aims to provide aspiring young professional singers an opportunity to showcase their talents in a full-length opera production. Both goals have been achieved. In addition, local singers, both adults and children, have the opportunity to experience opera by singing in the chorus. The company presents the art form in its various aspects — fully staged performances, opera in concert, school programs, opera workshops and demonstrations. Audiences include many people who have never before been to an opera performance. Furthermore, many singers who started with the company have gone on to greater opportunities, including the Metropolitan Opera in New York and other equally fine opera companies throughout the U.S. and Europe. Each spring, New Rochelle Opera mounts a new production, complete with sets, costumes, orchestra and chorus. Until 2003, those performances were held at the New Rochelle Public Library, always to sold-out houses no matter how many performances were offered. But as the productions grew in size, the company literally outgrew the space. Since then, performances have been held at the new performing arts center at Ursuline School in New Rochelle. This year’s production, “Tosca,” will be held there June 22 through 25.

Thankfully, at a time when several other companies in the county have folded, the Gannett Westchester Rockland Newspapers acknowledged that “New Rochelle Opera is still going strong.”

New Roc City Entertainment Center The enormously popular New Roc City, in the heart of downtown, offers 18 movie theaters and an IMAX theater. It is the home of The Fun House at New Roc City that Westchester Magazine (July, 2003) declared “the Best Video Arcade” in Westchester. New Rocn-Bowl, with its glow-in-the-dark bowling, was given the accolade “Best Bowling in Westchester” by the magazine. It’s also home to the only Space Shot ride in the Northeast. Fans flock to New Roc Ice, an NHL-size ice rink; the New Roc Speedway, an Indy Go-Kart track; Putting Edge, a glow-in-the-dark miniature golf course; New Roc Rack & Cue billiards; and restaurants, snack bars and an ice-cream parlor.

ew Rochelle provides year-round sports activities and leisure pursuits for all ages. The Department of Parks and Recreation manages parks, playgrounds and recreational areas. Its activities include road races, basketball, softball, soccer, volleyball, football, senior recreation and therapeutic recreation. There are also organized programs for baseball, ice hockey, soccer and football. The Department of Parks and Recreation runs summer programs for kids from 3 to 13 years old. New Rochelle has 38 public facilities for recreation throughout the city, including 19 parks, five lakes, three nature areas, six tennis facilities, playgrounds, hiking trails, a senior center, a newly constructed Kids Skate Park and a municipal marina. Some of the facilities and ballparks can be rented for private groups. In 2006, the city convened a group of residents and planning professionals to decide

how to improve its 62-acre Ward Acres Park, the city’s largest park, with its rambling trails and open meadows that are much beloved by dog walkers and used by residents for walking, running or biking. The improvements will take into consideration park restoration and creating areas for dog runs. The long-range planning will include trail improvements, habitat restoration, educational and environmental programming, and accessibility for the handicapped. By means of a generous donation from residents Robert and Donna Young and private contributions, a children’s park in the center of the city is being totally renovated. The park, to be named Jack’s Friendship Garden, will have equipment for children with special needs. It will be completed in 2006. New Rochelle also owns and operates a full-service Municipal Marina with approximately 350 boat slips and 150 mooring

spaces that are rented on a seasonal basis at reasonable rates for residents and higher fees for non-residents. The marina acts as a gateway to Long Island Sound, not only for power and sailing boats, but also for canoes and kayaks. And it’s the host facility for celebrations, sailing regattas and a children’s fishing derby. Hudson Park, one of the city’s most beautiful water-side parks, offers swimming, picnicking and fishing and is the venue for summer concerts. Another city favorite is Five Islands Park with its handsome rustic pavilion and magnificent water views. The park has been the setting of many ethnic festivals, special events and community meetings. Private Recreational Agencies and Facilities A number of private agencies offer recreation to the public through membership or for a fee. Three Prestigious Colleges Iona College, now in its 64th year, offers undergraduate degrees in liberal arts, science and business, as well as Master of Arts, Master of Science and Master of Business Administration degrees and numerous postgraduate certificate programs. It maintains a comprehensive book collection in excess of 260,000 volumes, as well as other educational materials and technology, varied information resources, and a wellrounded program of community services. It hosts a large variety of activities and events for children, adults and seniors that are funded by the Friends of the New Rochelle Public Library. In addition, the library offers the following special collections: the E.L. Doctorow

Local History Collection, the Local Author Collection, large-print books, foreign-language books, the Business Collection, the Law Collection, the Parenting Collection, books on tape, CD-ROMs, videos, music videos and musical scores. Under the jurisdiction of the public library is the Huguenot Children’s Library, the only freestanding children’s library in Westchester. This charming 1869 brick structure now houses books, computers and activities for kids — the result of the efforts of parents who raised money to completely renovate an abandoned branch library. The bricks in the approach walk bear the names of the people who contributed their dollars.

Caring for the COMMUNITY Sound Shore Medical Center

Located in New Rochelle, and serving the southern Westchester region, is Sound Shore Medical Center. Founded in 1892 as New Rochelle Hospital, it is currently the largest private teaching hospital in Westchester County with 465 beds, over 600 physicians and close to 1,000 health care professionals. The Emergency Department, a designated Trauma Center, is one of the largest and busiest in the county, treating over 28,000 people each year. New Rochelle Radiology Associates Installs Computer-Aided Detection System for Breast Cancer New Rochelle Radiology Associates P.C. just became the first Westchester medical office to install “Second Look,” a computeraided detection system from CADx Medical Systems, for screening and diagnostic use with breast cancer. It is a sophisticated tool that assists radiologists by providing a second review of mammograms to help doctors identify cancerous lesions. “It is well documented that early detection is the key to breast cancer survival,” says Ira S. Novich, president of the New Rochelle Radiology Associates. “Second Look is designed to improve the process of mammography screening by calling a radiologist’s attention to subtle types of changes in tissue that may indicate the presence of cancer. It provides a valuable second read that increases the chances of catching breast cancer.” While traditional mammography has proved to be a powerful tool in the fight against breast cancer, accurate reading of mammograms can sometimes be difficult. Even the best-trained eye can miss subtle variations in tissue. The result is that 20 to 30 percent of cancers can go undetected during the screening process. U.S. clinical trials of patients at 18 leading medical institutions have shown that 26.2 percent of cancers missed by radiologists would be detected with the use of Second Look.

ew Rochelle has a council-manager form of government with city council members elected from six districts and a mayor elected at-large. A professional city manager, who is appointed by the council, administers the day-to-day operations of the city, assisted by a highly qualified staff of commissioners and department heads. City council meetings are usually held twice a month. New Rochelle has a reputation for open and responsive government. The city was one of the first to broadcast its meetings on cable TV. Whenever there is major legislation pending, notice is given to encourage citizens to attend and speak at the public hearing. Once a month, they may give their opinions and suggestions on any topic of their choice at the Citizens-to-beHeard portion of the council meeting. The meeting notices and agendas can be found on the city’s Web site. New Rochelle’s award-winning police and fire departments are highly respected for their professionalism and quick response time. After hitting a 38-year low in 2004, overall serious crime rate in New Rochelle continued to drop in 2005. Burglaries were down by 3.8 percent, auto theft down by 21.9 percent, and larceny down by 7.9 percent. In addition

to their local responsibilities, the police and fire departments are part of a regional plan to bolster homeland security. The New Rochelle Police Department shares a building close to City Hall with the New Rochelle City Court, which has two part-time and two full-time judges. The Public Works Department does a commendable job of refuse disposal, collecting recyclables and yard waste, picking up leaves, and clearing the streets of snow. The Department of Parks and Recreation manages the city’s recreational facilities and coordinates a myriad of community activities. It also partners with the New Rochelle Chamber of Commerce and other organizations to sponsor community events. (See “Arts and Entertainment,” page 16, and “Parks and Recreation,” page 19.) New Rochelle’s land-use boards — the Planning Board and the Board of Appeals on Zoning — meet monthly to review applications. The boards’ agendas are posted on the city’s Web site. There is also a Historical and Landmarks Review Board that publishes its own newsletter, The Preserver.

Pride in the Past

BUILDS STRENGTH in the Community

A History of People Seeking Freedom, Social Change, Creative Enterprise New Rochelle was founded by French Huguenots seeking religious freedom. Around 1685, after the French government revoked the Edict of Nantes that had assured religious freedom, Huguenots began emigrating from France to avoid religious persecution. In 1687, Jacob Leisler, a wealthy merchant and acting governor of New York, who was serving as an agent for the Huguenots, purchased 6,000 acres of land and was given 100 acres for a French church from Thomas Pell, an Englishman, who had purchased the land from the Siwanoy Indians, around 1654. They named their new home after La Rochelle, the last Huguenot stronghold in France. New Rochelle was founded in 1688 and incorporated as a city in 1899. A statue

of Jacob Leisler now stands in a park-like setting on North Avenue. New Rochelle’s history includes many important social and political events that not only influenced the city’s growth, but also had far-reaching consequences. Significant events include: • 1779 — New Rochelle gave a parcel of land to Thomas Paine for his service to the Revolution as the author of “Common Sense” and other pamphlets. His cottage, now a national landmark, can be found on North Avenue. • 1833 — Lucretia Mott, a Quaker who lived in New Rochelle, formed an antislavery society and later championed the women’s suffrage movement. The Mott family home in New Rochelle is believed to have been used as a stop on the Underground Railroad.

• 1849 — The New York and New Haven Railroad established a stop in New Rochelle and the population mushroomed. The town became immortalized in the George M. Cohan play “45 Minutes From Broadway.” • 1879 — John H. Starin, former U.S. Congressman and New York transportation king, bought five islands, named them Glen Island, and created perhaps the first theme park open to the public. His 12 steamboats transported millions of New York residents and others to the attractions, which included a zoo, a natural history museum, a railway, a German beer garden (around the castle-like structure that still stands today), a bathing beach and a Chinese pagoda. • 1880s — New Rochelle became a premier American suburb with the development of the Rochelle Park planned neighborhood, now a local historic district and listed on the National Register of Historic Places. • 1896 — Davids Island, an approximately 80-acre island off the mainland, was renamed “Fort Slocum” after General Henry Warner Slocum, a Civil War officer. Fort Slocum became the largest recruiting depot east of the Mississippi, with greatest use during World Wars I and II. • Early 20th century — The homes and studios of influential artists J.C. Leyendecker, Norman Rockwell and Frederick Remington were in New Rochelle. • 1909 — The women’s suffrage movement was active in New Rochelle, which later became home to Carrie Chapman Catt, the woman who led the country to the ratification of the 16th amendment. Susan B. Anthony, another important suffrage leader, briefly resided in New Rochelle.

• 1930s — The Glen Island Casino, part of Westchester County’s Glen Island Park, became a mecca for the great swing bands of that time. • 1988 — New Rochelle celebrated its 300th anniversary. The city is proud of its history and has created a Historical and Landmarks Review Board that reviews landmark applications and can grant local landmark designation. Houses of Worship New Rochelle has over 40 houses of worship throughout the city, serving the religious and social needs of its population. An Interreligious Council was established in 1975 to promote understanding and acceptance of all religions. The council’s membership comes together, meeting in different houses of worship, to celebrate the various holidays of its members. City residents are encouraged to join in the celebrations.

Community Organizations Bring Together a Diverse Population The caring and commitment of New Rochelle citizens can best be seen in the activities of its approximately 80 organizations and associations. Participation in these organizations is a great way to play a meaningful role in the life of New Rochelle, always a welcoming community. Many community projects are initiated by citizens. A recent example is the campaign to restore 10 historic signs — designed in

1932 by local artisans — that mark the various points of entry and main arteries in the city. A citizen-driven Historic Sign Renovation Association is raising $70,000 to do the work. For those wishing to get involved, the city manager’s office keeps a list of neighborhood associations, and the New Rochelle Chamber of Commerce can help people find a vehicle for their interests. The rewards are enormous.
