History
A Small-Town Melting Pot Oelwein celebrates its rich railroad heritage through the Hub City Heritage Railroad Museum.
O
elwein, Iowa, is a small-town melting pot. Rich in diversity and culture, the community has a colorful heritage. The town was built on a corn field purchased from its namesake, Gustav Oelwein, in 1872, in preparation for the coming of the railroad. Years later, the dividing streets of the city were named in honor of Oelwein’s sons, Frederick and Charles. While the town was named for the Oelwein family, the land was originally entered by J.B. Burch, a professional man in Dubuque whose business was to enter land, add a fee plus interest for his trouble, and turn it over to the registrar when the fee was paid. Burch built a cabin in 1852 that still stands in downtown Oelwein today. Instituted in 1873, the town was incorporated in 1888. However, Oelwein got its official start in January 1892, when the railroad came to town. Created as the center of the Chicago Great Western Railway, the town became the site of a locomotive and car repair shop, which began operation in May

1899. The first stop out of Chicago, Oelwein was known as “Shop City� and later “Hub City� because of the rail lines coming into town and the repair shops located there. The dawn of the railroad brought an influx of people from varying cultures to the area. Immigrants from Italy, Germany, Ireland and England followed the railroad and made their way from Ellis Island to the Midwest. In 1900, 5,142 people called Oelwein home; 789 of them were foreign-born. Oelwein remained a railroad town until the 1980s, when most of the railroad business was moved. Transco Railway Products Inc. still exists in Oelwein today, employing about 70 people who repair railroad cars. Railroad enthusiast Bill Mundt, an active volunteer with the Hub City Heritage Railroad Museum, acknowledges the vital role played by the railroad. “If the Great Western Railroad had not moved its shops to the area, Oelwein wouldn’t be here today,� Mundt explains. “That’s what made it. They built the town and the surrounding area.�
Though the railroad is no longer a major part of the community’s commerce, a train still comes in once a day to load and unload freight. In addition, the Hub City Heritage Railroad Museum works to preserve the unique history the railroad brought to the area. Turn-of-the-century homes, built during the financial boom of the railroad’s heyday, still grace the city, a further reminder of the community’s history and heritage. Family heritage and strength is important in the community, too. Oelwein restaurateur Mike Leo’s father was a first-generation American whose parents emigrated from Italy when they were young. Mike Leo’s grandparents started Leo’s Restaurant in 1922, and Mike is the third-generation owner. American automobile pioneer Walter Chrysler once called Oelwein home, and a community park stands in his honor today. Today Oelwein is a warm and caring community, with a population of nearly 6,800 individuals.

A Focus on Revitalization
O
elwein, Iowa — the largest city in Fayette County — is a regional center of commerce, education, finance and medicine. Surrounded by several small towns and rich farmland, the city is located near Interstate 35 and Highway 20. Additionally, many exciting changes are happening in Oelwein, all of which are adding to its already high appeal for business, industry and new residents.
Downtown Revitalization Downtown revitalization is at the center of Oelwein’s community initiatives. OCAD and the City of Oelwein contracted with the Iowa Downtown Resource Center of the Iowa Department of Economic Development to conduct a Downtown Assessment. The assessment is an important guide in the development of improvements and investments in the community, particularly in the downtown business area. In addition, Oelwein has developed architectural guidelines for the Oelwein central business district. These guidelines promote compatibility with the existing character and unique identity of Downtown Oelwein. In addition, these guidelines foster and maintain the economic viability of Oelwein’s central business district by encouraging redevelopment and new development. Curt Solsma is chairperson of Oelwein Chamber and Area Development’s Downtown Development Committee, as well as a local city councilman. “About five or six years ago we began to ask people in the community exactly what they would like to see in the downtown area,” Solsma explains. “With input from the downtown business owners,

the City Council decided to go ahead with a downtown redevelopment project, which was funded through loans, property assessments, bonds and a local option tax. We saw this project as a necessary tool to help improve the infrastructure, sidewalks and streets and to revitalize the downtown economy.” Currently two downtown streets boast new infrastructure, including new water and sewer lines, pedestrian-friendly sidewalks, light poles, and street lamps. The downtown scenery includes plants, trees and flowers supported by an irrigation system. “Because of what we have done, we have had a lot of interest in new businesses opening in downtown, and it has changed the overall attitude toward the downtown area,” Solsma says. “Several new businesses have opened, and others have expressed interest. In addition, we now have one of the most beautiful downtowns in Northeast Iowa.”

between Northeast Iowa Community College (NICC) and Northeast Iowa Area High Schools will offer new opportunities for traditional and nontraditional students. Whether a company is building, relocating or expanding, Oelwein Chamber and Area Development (OCAD) and the City of Oelwein stand ready to assist in your business venture. A number of financial incentive programs are available through cooperative efforts of the State of Iowa, Fayette County, the City of Oelwein, OCAD and local financial institutions. These incentives include a discounted loan pool to encourage new business in Oelwein and the improvement of existing Oelwein business buildings. In addition, Oelwein offers assistance to industry in the form of property tax abatement over a three- to five-year period, to be used for new construction or property improvement. Forming the Future: Putting Students First Oelwein Community School District The Oelwein Community School District serves the communities of Oelwein, Hazleton and Stanley. Seven school buildings serve the 1,450 students of the district: Little Husky Learning Center, Wings Park Elementary, Harlan Elementary, Parkside Elementary, Oelwein Middle School, Oelwein Alternative School and Oelwein High School. With a mission of “Forming the Future: Putting Students First,� Oelwein Community Schools enjoys a strong reputation for excellence in its curricular offerings as well as in its co-curricular and extracurricular opportunities for students. Superintendent Jim Patera says the Oelwein Schools are proud of their accomplishments. “Many of our students are currently involved in advanced coursework in cooperation with the Northeast Iowa Community College,� Patera notes. “We also recently completed a new greenhouse program in cooperation with the FFA. Students can gain hands-on experience in a working greenhouse. We have also

the high school building and includes the Williams Center for the Arts, the Greater Oelwein Area Wellness Center, the Little Husky Learning Center, and the Northeast Iowa Community College Satellite Facility, is a model for school, community, regional and state collaboration. The Little Husky Learning Center houses the preschool and kindergarten programs and seeks to create “a nurturing environment that allows each child to develop socially, physically and intellectually at his or her own rate.� The Husky Hub Center is a Family Resource Center and community partnership with services to assist families, youth and children. All of the programs share common services with the school. The Williams Performing Arts Center hosts guest speakers for the entire school district and provides programs for the elementary schools. It also hosts special performances put on by all the schools, allowing them to practice there, perform there and present larger programs. Many small schools are faced with hiring an individual math or science teacher who does not have the specialized qualifications that a teacher in a larger school might have. The Regional Academy will provide area students with the opportunity to learn from
Regional Academy of Math and Science One of the most exciting new developments in education in Oelwein is the new Regional Academy of Math and Science, which broke ground in May 2007 and will welcome its first students in the summer of 2008. The Regional Academy will provide an opportunity for high school students from Oelwein and the surrounding area to take advantage of coursework their home district may be unable to provide. A partnership between Northeast Iowa Community College and Northeast Iowa area schools, the Academy will also offer advanced coursework for traditional college students or non-traditional students who need job training opportunities. Course offerings and training are planned to meet some of the following needs: • Train a workforce in an up-to-date technology and/or IT curriculum. • Partner with the regent universities to offer summer or night coursework at the RAMS facility for teacher education. • Provide a regional center for talented and gifted students to have special science, math and technology workshops in an effort to further their interest in advanced education and nurture their interest in the areas of math, science and technology. Tentative curriculum plans include a preengineering program that will prepare students for advanced college coursework in any field of science and math; A+ computer certification; advanced coursework for teachers of math and science; advanced coursework in physics, chemistry and bioscience; and college-level coursework in other areas. The Academy will also be used as a host site for a number of different gifted and talented institutes for Northeast Iowa students. Oelwein Community Schools Super intendent Jim Patera is excited about what this new program will offer to the area. “Small rural Iowa schools are finding it harder and harder

highly qualified teachers that have a passion for teaching in the areas of math and science.� Patera emphasizes that through all of its various programs, the Regional Academy will serve elementary, middle school, secondary, post-secondary and adult advanced-degree students, as well as non-traditional students from a variety of schools and communities in our region. Community college offerings and state university coursework for post-graduate credit in math, science and technology will be the central focus. “The development of the Regional Academy for Math and Science will be a tool that will spark systemic change in our school system and will be an important device used by dedicated teachers to help children dream and experience a future in math and science,� Patera concludes. “We will ensure that our children have the same opportunities for educational success that their big-city peers have.� The Regional Academy will be located south of Oelwein on Highway 150. Sacred Heart Elementary School Sacred Heart Elementary School, supported by the Sacred Heart Catholic Church, serves students from preschool through sixth grade. According to Sister Benjamin, principal, the school serves 115 students in kindergarten through sixth grade and approximately 40 preschoolers. Founded in 1906 and staffed continuously by the Sisters of Mercy and dedicated lay faculty, Sacred Heart School has built a tradition of excellence in Catholic education within the community of Oelwein. It offers moral development, quality education, social awareness and extracurricular activities in a Christian atmosphere, utilizing academically current methods and materials. “In 2006 we celebrated the 100th anniversary of the school, and we think that’s pretty special,” says Sister Benjamin. “We have a wonderful record in that our students do very well in middle and high school and receive many honors.” Specific course offerings include Spanish for sixth graders, accelerated math for students in third grade and above, a computer program, and special technological programs, as well as daily religion classes, renewal opportunities, service projects, and liturgy planning and participation. Northeast Iowa Community College The Northeast Iowa Community College satellite facility is located in the Oelwein Enrichment Center. Nearly 400 students benefit from services offered at the Oelwein Center each year. NICC is a comprehensive community college serving the transfer, technical and vocational educational needs of the region’s residents, businesses and industries. Tracy Kruse, NICC’s director of marketing, news and publications, says NICC is both “‘Student Driven’ — which means the college is dedicated to helping students reach their goals — and ‘Community Focused’ by preparing its students to respond to the needs of today’s workplace.” NICC serves nearly 5,000 students and offers more than 50 vocational and technical programs, as well as arts and sciences and general education courses that readily transfer to four-year colleges and universities. NICC offers programs leading to Associate in Arts, Associate in Science, Associate in Science/
Career Option, or Associate in Applied Science degrees, as well as certificates and diplomas. Students have the option to major in a wide array of business, computer, health, industrial technology and agricultural fields. Along with quality teaching, small classes and one-on-one interaction with faculty make NICC the perfect choice for all students, regardless of their educational goals. In fact, research has shown that NICC students do better on average than students who begin their studies at four-year institutions. With lower tuition costs than other public and private four-year institutions, NICC is affordable as well. In addition, more than 80 percent of NICC students qualify for financial aid.

Upper Iowa University Founded in 1857, Upper Iowa University in Fayette, just minutes north of Oelwein, is a private, not-for-profit liberal arts university. Serving 6,000 students each year, the university offers courses at its traditional campus, at U.S. centers in five states, through various online degree programs, via correspondence courses, and at international centers in Hong Kong, Singapore, Malaysia and Canada. Dawn Kendall, coordinator of the NICC Oelwein Center, says the local center offers convenience in both location and class schedule. “Many students are able to complete most of their general education courses at this site,” Kendall says. “In addition we offer transferable college courses for qualifying high school students.” Kendall adds that Center staff is available to assist students with admissions and financial aid as well as advising and registration. The Oelwein Center also provides continuing education and professionaldevelopment opportunities, such as computer classes or classes that meet annual requirements for daycare workers, teachers and nurses. The Center also provides development courses, such as computer or communication classes, on site for area businesses.
University is a recognized innovator in the delivery of accredited, quality education, serving a diverse range of student populations and offering progressive, flexible options for traditional and non-traditional students of all ages. Upper Iowa University’s Fayette Campus offers 36 programs of study in business, education, liberal arts, and mathematics and science. Degrees available include RN-BSN and Master of Education. Its students receive a quality education at an affordable price, and aggressive scholarship and financial aid programs are available. F
amilies who are looking for smalltown charm, affordable housing and safe neighborhoods need look no further than the community of Oelwein. According to RealtorŽ Sandie Graf, an average of 60 to 70 homes are on the Oelwein market at any given time. “Very affordable housing is available in Oelwein,� Graf explains. “You get a lot more for your money as compared to other parts of the country. Though we are a small community, we are located reasonably close to Waterloo and Cedar Rapids, offering big-city amenities with a small-town flavor.� Graf says the median home price in Oelwein is just $56,724. “For that price, a buyer could find a small three-bedroom home in a quiet neighborhood,� she notes. “In the $120,000 range, you can actually find a 1,200- to 1,400-square-foot ranch home, ready to move into, in a great neighborhood.� A variety of homes is available, including single-family dwellings in established neighborhoods, condominiums, century-old homes and modern subdivisions. “Oelwein is simply a wonderful place to live,� Graf continues. “The community offers so much, including the new Williams Center, the new library, the Regional Academy of Math and Science, and readily available health
care. This 25-bed full-service hospital provides acute, skilled and outpatient care to the community and surrounding area of Oelwein. Historic Heritage Meets Wholesome Midwestern Values
elwein, Iowa, is a community rich in culture and heritage. German, Irish, Italian and English immigrants all made Oelwein their home in the early 1900s.
Italian Heritage The community is particularly proud of the contributions Italian settlers and their descendents have made to Oelwein’s economic and cultural success. Beginning in 1901, Oelwein became one of three major settlements of Italians in Iowa. Recruited to work in the rail yards and shops of the Chicago Great Western Railroad, Italian immigrants were welcomed as a source of inexpensive and reliable labor. By 1915, out of a total population of just 7,000, more than 500 Italians called Oelwein home. These immigrants formed neighborhood clusters or “Little Italies” in Oelwein, divided by their language, religion and cultural practices. The earliest Italians in Oelwein were mostly male, but as families became established, they soon assimilated into the society.
Amish Community Adding to the unique culture of the area, an Old Order Amish farming community is located minutes from Oelwein, west of Hazleton. The Amish bring an appreciation of life’s simpler pleasures. Their horse and buggies, plain clothing, and rejection of modern amenities — including electricity and running water — are reminders to the surrounding “English” community that the components of modern living are not always important. The Amish provide a variety of beautifully handcrafted and homemade goods, including furniture, leather goods, canvas works, quilts, rag rugs, preserves, fresh produce, bulk dry goods, lawn furniture, custom windows, custom cupboards and clockworks. Amishoperated shops and services in the area include bakeries, candy shops, horse training/shoeing, shoe repair, basket works and grocery stores.
Cultural events are held year-round in Oelwein.
Oelwein Enrichment Center The establishment of the Oelwein Enrichment Center — which houses a conglomeration of facilities, including the Williams Center for the Arts, the Greater Oelwein Area Wellness Center, the Little Husky Learning Center, and the Northeast Iowa Community College Satellite Facility — is a model for school, community, regional and state collaboration. The Center is located at 315 8th Avenue SE, adjacent to Oelwein High School. The Williams Center for the Performing Arts offers nine performances each year, ranging from big band, to Cuban dance, to chamber groups, to opera and theatre. It also provides a performing center for school systems and a place for community meetings. The modern auditorium seats 800 individuals. Greater Oelwein Wellness Center offers a variety of fitness and dance classes; circuit, weight and cardiovascular equipment; a gym; an indoor track; children’s classes; league and intramural sports; racquetball; and massage therapy. Wellness offerings include smoking cessation, weight loss and stress-management classes. A 12-month membership includes full use of the fitness and recreation facility. The gym is also available for rental for private parties.
Community Parks & Recreation Facilities Eleven community parks offer recreation and enjoyment for the entire family. In addition, several community facilities provide opportunities to stay fit. • Appreciation Park: A 1-acre park located at 1st Avenue and 1st Street SW, this park is also known as Orville Christophel Memorial or Log Cabin Park. The park offers picnic tables, benches and parking for downtown shopping. • City Park: This 69-acre park on South Frederick fronts Lake Oelwein, a 55-acre artificial lake. Amenities include modern playground equipment, picnic shelters with tables, an open play area, a tennis court, sand volleyball, horseshoe courts, restroom facilities, modern and primitive camping, and a dump station. The lake offers “no wake” boating. The campground overlooks Lake Oelwein and provides public boating access. • Great Western Park: The new Great Western Park, located on the northwest side of town, is a wildlife preserve. • Levin Park: Located at 4th Avenue and 4 1/2 Street SW, this 2-acre park provides picnic tables, an open play field and a www.oelwein.com 11
natural wooded environment. A bike/skateboard/walking trail accesses the park on the west. • Platt’s Park: The 16-acre park, located at 7th Street and 7th Avenue SE, offers 1.25 miles of footpaths, picnic shelters and tables, playground equipment, a horseshoe court, restrooms, and a large playfield. • Redgate Park: Located on West Charles Street, this 24-acre park provides a large wooded area, picnic facilities, playground equipment, a tennis court, horseshoe courts, restrooms and bocce ball courts. • Reidy Park: Located at 2nd Street and Hillside Drive SE, this 3-acre park boasts a basketball court, playground equipment, picnic facilities, and new and improved tennis courts. • Sports Complex: Located on 20th Street SE, the 32-acre Sports Complex offers two soccer fields, two softball fields and two baseball fields. • Walter P. Chrysler Park: This 2-acre park, located at North Frederick and 2nd Street, features a gazebo with picnic facilities, a water fountain, flower gardens and a planting of Thunderchild flowering crabapple trees. In addition, the park is home to Korean and Vietnam veterans memorials. • Wings Park: Located at 4th Street and 5th Avenue NE, this 24-acre park is the home
of the Oelwein Family Aquatics Center. The park also offers picnic shelters and tables, tennis courts, three softball fields, a basketball court, horseshoe courts, and playground equipment. • Oelwein Family Aquatics Center features a zero-depth entry pool, a 150-foot water slide, six racing lanes, one- and three-meter diving boards, a sunning deck, modern changing facilities, a playground, concessions, and a nine-hole miniature golf course. • A bicycling, roller blading and walking trail is a new addition for Oelwein. The project’s ultimate goal is to link all schools and parks. Phase one of the trail, running from Red Gate Park to Levin Park, was paved in 2005.

In the winter, some trails are maintained for snowmobiling. In addition to the Volga, beautiful Frog Hollow Lake provides abundant fishing opportunities. The river contains smallmouth bass, rock bass, channel catfish and white sucker, while the lake offers bluegill, largemouth bass and channel catfish. Motor boats may be operated at “no wake” speeds. Canoeing on the river is also popular. The area is open to public hunting during regular hunting seasons. White-tailed deer and wild turkey are popular quarry.
The Great Outdoors
Backbone State Park Backbone State Park, in nearby Dundee, features camping, cabins and a lodge. Dedicated in 1920, it was Iowa’s first state park and remains one of its most significant. Backbone is named for its narrow and steep ridge of bedrock, carved by a loop of the Maquoketa River. Consisting of 2,001 acres, Backbone is heavily wooded with several tree species, predominantly oak and maple. This woodland serves as a refuge for a variety of wildlife, including deer, raccoons, foxes, turkeys, ruffed grouse and many species of songbirds.
Northeast Iowa is often referred to as “Little Switzerland” because of its rugged topography and substantial timber cover, which is in sharp contrast to the majority of the state’s rolling hills, farmland and scattered timber stands. The heavily wooded, rugged landscape of the Volga River is an exciting setting for outdoor recreation. Enjoy a picnic or any of the 21 miles of hiking and multi-use trails. Visitors can hike trails winding through old cedars and up rough, rocky staircases to one of the highest points in Northeast Iowa: the “Devil’s Backbone.” Climbers and rappellers will find challenging cliffs of rugged dolomite limestone throughout the park, and bicyclists can pedal through scenic splendor on a number of designated trails. During the winter, visitors can cross-country ski and snowmobile. Lake activities include swimming, boating and fishing. Backbone is known for trout fishing in its cold, clear, quick-flowing stream. The Iowa Civilian Conservation Corps (CCC) Museum is located just within the park’s west gate. It provides visitors with an interesting and informative look at the work of the CCC in Iowa state parks.
Golf Golfing enthusiasts can play on two courses in Oelwein. The golf season’s regular open dates are March through November for both courses. • Edgewater Golf Course, located at 1432 Q Avenue, is a nine-hole course open to the public. Visit www.golfedgewater.com for more information. • Hickory Grove Golf Course, located at 1509 Outer Road, was selected in the past as the nicest nine-hole golf course in the state by the Iowa Golf Association. Both courses are owned by professional golfer Chris Black.
Historical/Educational Destinations At the Hub City Heritage Railway Museum at 26 Second Avenue, you can tour the old railroad express building and yard office with its refurbished cabooses and engines. Oelwein Area Historical Society Museum, in the 900 block of 2nd Avenue SE, offers a furnished country schoolroom, parlor, bedroom and kitchen. Other displays include farm equipment, railroad memorabilia, newspaper clippings, a general store, a medical area and an extensive Delft collection. The museum is handicapped-accessible. The Oelwein Public Library offers public computers with Internet access, a genealogy section with a microfilm reader printer, a children’s room, a reading room with current and archived newspapers and magazines, ref reference service, and more than 45,000 books and materials.
Annual Events There is never a shortage of events and activities for all ages in Oelwein. Along with the multi-million-dollar downtown renovation comes a new and exciting palette of community events. OCAD’s Annual Golf Tournament tees off on the third weekend of June. With many variations on the game, the outing always results in a great day of sport and fun, finalized by a social meal at the clubhouse. Celebration Oelwein happens on the weekend closest to the Fourth of July. OCAD hosts the annual Miss Oelwein contest, where the community’s young ladies compete for the honor of being crowned and representing the community the following calendar year. The traditional community parade in the morning is followed by family activities at City Park all afternoon, and the festival concludes with fireworks over Lake Oelwein at dusk. Planes, Trains & Automobiles is in its inaugural year. Of course, Oelwein has always hosted Railroad Days. To add a little spice, the event has expanded to become Planes, Trains & Automobiles, planned to take place annually on the last weekend of July. The day starts off with a Fly In Breakfast at Oelwein Municipal Airport, where everyone is invited to dine “under the skies.” Interactive aircraft displays are hosted by local flying enthusiasts as well as fly-in visitors. The area’s motorcycle enthusiasts join the breakfast and display their bikes before they head out on their day-long Poker Derby excursion. The Hub City Heritage Railway Museum, near downtown Oelwein, hosts interactive displays of railroad cars, mini-train rides for children, memorabilia vendors, look-out tower tours, and a day-long flea market. The local classic car club, the Odd Rods, hosts a drive-in and display early Saturday evening in downtown Oelwein. A good-time street dance follows! The third weekend in August, Oelwein celebrates Italian Heritage Day at Red Gate Park, in appreciation of the contributions Italian settlers and their descendants have made to Oelwein. Festivities include traditional Italian fare, bocce ball contests and other outdoor activities. An open-air Mass is held that includes a procession to the cemetery’s altar followed by a festive banquet. To mark the traditional craft of quilt making, OCAD hosts an open Quilt Show. Quilts of any shape, size, style and design are accepted. There is an annual theme competition and an annual challenge quilt. Quilters and fans of the craft flock to Oelwein to admire the impressive display.

No heritage celebration would be complete without a museum that displays local folklore. Oelwein Heritage Museum and Oelwein Genealogical Society will not disappoint. October in Oelwein would not be complete without Oktoberfest. As Oelwein was named after German immigrant Gustav Oelwein, it seems fitting to hold a great German festival. This new event is planned to be complete with traditional German beverages, food and entertainment. OCAD looks forward to hosting festivities the third weekend in October, to strapping on their polka-partying shoes, and to bolstering up some ump-pa-pa fun! The first weekend in December downtown Oelwein pulls out all the stops in hosting Old Tyme Christmas. With our downtown renovation came brand-new sidewalks trimmed with the warmth of traditional brick, the classic style of street lamp posts, and the warm glow of acorn lanterns. Businesses keep their doors open for late-night shoppers. Hot apple cider and homemade sugar cookies are available. Many children’s activities are organized, along with the local tree decorating contest. If you want to be part of a virtual Dickens’ Christmas Carol, Oelwein is the place to be! elwein Chamber and Area Development is a public and private partnership working together to advance a strong local economy and maintain a high quality of life. This partnership of individuals, organizations, businesses and the City of Oelwein is dedicated to retaining and developing business and industry in the community. A leading force in the growth and development of new business, OCAD is also a strong advocate for its members. Its efforts are focused on developing and retaining businesses and industries, addressing infrastructure and downtown redevelopment needs, and collectively promoting the community and its many resources. In addition, OCAD is dedicated to attracting visitors, enriching the life of the community, and supporting historic preservation efforts. The five standing committees of OCAD that work to benefit both the business and public communities of Oelwein are: Business Development, Downtown Development, Community Development, Member Services, and Tourism and Events.
