Great Streets Initiative West St. Louis County Is Making Over Manchester Road
T
he Great Streets Initiative challenges communities to look at a street as not just a pathway for vehicles, but rather as a way for all modes of travel — pedestrian, bicycling, public transit, and vehicles — to safely coexist. By challenging the view of a street being simply for vehicles, the Great Streets Initiative transforms a simple road into a great community resource. In 2007, the West St. Louis County Chamber of Commerce and the cities of Manchester, Winchester, Ballwin, Ellisville, and Wildwood teamed up to apply to the East-West Gateway Council of Governments (EWG) to be included as a demonstration project for the Great Streets Initiative. The application was accepted and the project — covering a portion of Manchester Road
Terry Freeland of EWG was excited about how well the different communities pulled together between State Route 141 and State Route 109 — was selected as one of four demonstration projects throughout the St. Louis region. Of course, such an undertaking requires quite a lot of work — and money. EWG has secured funding for the development of a master plan and an implementation plan for the Manchester Road Great Streets Project has been secured through the American Recovery and Reinvestment Act (ARRA). The Federal Highway Administration gave the notice to proceed on the project in September 2009. Terry Freeland of EWG was excited about how well the different communities pulled together to plan for the Great Streets Initiative. This cooperation among government entities is crucial to the project’s success.
“The communities are cooperating with each other and hope to have a common vision of what the corridor is eventually going to become,” Freeland said. Freeland also offered insights into the planning process, which was focused on making the end results satisfy the varied needs of the partners. “In phase one, a consultant team talked to stakeholders in the corridor and came up with some possible concepts,” Freeland said. “Phase two involves the consultant team developing a strategy for the corridor, then coming up with a master plan, and finally producing an implementation plan that identifies projects that can be implemented fairly quickly and cost effectively, so we see some tangible results. Then, we will be able to find additional funding to carry forward final construction plans.” EWG is also pleased with efforts to involve all relevant government entities early on, so that the project continues to proceed smoothly. “It’s important that they’ve started to get MODOT involved in the discussion, since MODOT owns the road,” Freeland noted. “They’ve also started to contact the utilities about what might be happening. Once the master plan is complete, it’s important to keep this momentum going, so they will still be coordinating their message and their vision for the future.” In the end, the Great Streets Initiative will enhance the corridor’s beauty, increase foot traffic, and bring several different communities closer as they implement a plan to benefit the entire area.

Great Streets support balanced mobility with appropriate provision for safe and convenient travel by all modes: transit, walking, bicycling, personal motor vehicles, and freight movement. • Great Streets provide mobility. Great Streets strike an appropriate balance among the three elements of modern mobility: through travel, local circulation, and access. • Great Streets facilitate placemaking. Great Streets incorporate places that are memorable and interesting, such as plazas, pocket parks, attractive corners, or simply wide sidewalks for an active street life. • Great Streets are green. Great Streets provide an attractive, refreshing environment by working with natural systems. They incorporate environmentally sensitive design and green development, including generous trees and other plantings and modern storm water management practices. Opened in March 2009, SSM St. Clare Health Center is the first full-service, acutecare hospital built in St. Louis County in more than 30 years. Planners incorporated the latest evidence-based ideas to design a hospital that is safer, more convenient, and more comfortable. The cozy Village of Twin Oaks is located on 0.27 square mile of streets, with upscale homes on wooded lots. The village does not impose any property tax on residents or businesses, yet still provides services that include water, trash collection, and street maintenance. In 1990 Twin Oaks created a pedestrian park with a pavilion; gazebo; playground; tennis, basketball, and volleyball courts; a lake; and a walking path. Annual events such as movie nights, family fun days, Easter egg hunts, dances, and fireworks displays are held here. Additionally, for such a small community there are many commercial businesses, including two grocery stores, pharmacies, boutiques, and sitdown and fast food restaurants, as well as services that include banking, construction, salons, dry cleaning, and tax preparation.
