Board discusses payment policy for weather related absences By Kori Sciandra

As members of the North Tonawanda Board of Education met Wednesday for their monthly meeting, it was with regret they accepted the resignation of former school
board member Art Pappas, who left the board to pursue a seat as Alderman At Large for the Common Council. Filling his vacant seat on the school board is Cheryl McMahon, who was sworn into office Wednesday. McMahon ran in the last school board election and although
she didn’t win, she received the next highest votes. She will serve on the school board for the remainder of Pappas’s term and will have to run again during the next election if she wishes to remain serving on the board of education. Although the City of North Tonawanda was spared Moth-
er Nature’s wrath last month as ‘Winter Storm Knife’ ripped through Western New York, North Tonawanda teachers and staff were not completely unaffected. Many teachers and staff live outside of the city, many of whom live in areas of WNY that were greatly af-
fected by the storm. As a result, those persons were unable to get to work during one or all of the days ‘Winter Storm Knife’ hung around, Nov. 18- 21. “It was a terrible storm, we didn’t want anyone to try and risk getting out of their house if they lived in the areas that
were affected by the bans,” said Superintendent of North Tonawanda School, Greg Woytila. “We don’t think anyone should have had to report to work that day.”

of a special election held in November, Arthur G. Pappas took his seat Tuesday, as he was sworn into office by Mayor Robert Ortt. Pappas, who filled the vacant council seat left behind from the late Robert Clark,
was accompanied by his wife, Linda, and two sons, Chris and Andy, as he took his Oath of Office.

Council • from front Pappas is known in the community as a dedicated public servant. His involvement with the North Tonawanda Board of Education, which he formerly served on, has provided him with a solid foundation to help him serve the community to the best of his ability. Pappas was thankful for this opportunity. “I am looking forward to working with everyone...Looking forward to working with the whole council. I would like to thank the voters for their support, and my family,” said Pappas. Following the Oath of Office ceremony Common Council President, Russ Rizzo led the meeting with a light agenda, during which the council approved various traffic safety recommendations. North Tonawanda is expected to head into 2015 with a new leader. In November, Ortt landed a win in the New York State Senate for the 62nd District. He is expected to begin his term next month. His seat as mayor is expected to be filled within the next three weeks. All mayoral applicants were accepted for review, there are 10 total. The council went
into executive session Tuesday, following the council meeting. During executive session, which was not open to the public, common council members planned to discuss the applicants with the hope of reducing the number of applicants by choosing those who fit the position best. “We’re going to go into executive session...It is strictly a personnel matter so it is closed to the public,” said Alderman At Large Mal Needler. “No one on the council have yet to see any of these resumes or submissions.” He continued, “It is possible we can have interviews, but if we find one candidate in there, who has all the skills, we just may go with that person.” Needler quoted next Tuesday, Dec. 9, as the earliest the community could hear anything about who the next North Tonawanda mayor will be. However, he made no guarantee the council will have made a decision by then. The council is hoping to find the right candidate by the end of the year and a public announcement will be made to inform residents.

Holiday shopping can be stressful. With long lists and a limited budget, sometimes its tough to find the perfect gift for everyone. Avoid the chaotic crowds and find one-of-a-kind gifts at the first annual Crazy Craftin’ Chicks Holiday Craft Bazaar. This bazaar and craft show will feature more than 40 local crafters and vendors. Ran by sisters Jessica Harding and Amanda Wozniak, this event will offer many unique, handmade items that will make great gifts for this holiday season. “We grew up in a family of crafters,” said Harding. “We’ve done shows in the past ourselves, but this was something we wanted to take under our wings.” Harding and Wozniak are included on the list of crafters for the show. Harding specializes in hand-painted Christmas bulbs, ranging in themes, as well as handmade ankle bracelets. Wozniak’s table will feature a variety of items that would make great gifts for a boss, teacher, coworker or friend. Wozniak said her crafts would also make great stocking stuffers. One specialty item she makes is snowmen made of hot chocolate mixes. All of their crafts are fairly priced and perfect for a shopper on a budget. Other crafts that can be found at the event will be wreaths, crochet items, gourmet cupcakes, homemade candles, ceramics, baby items and clothing pieces and more. While crafting is some-
thing Harding and Wozniak enjoy, it’s not the only reason they decided to host this bazaar. “We hope to give back to the community,” said Harding. “We wanted to give the community something to look forward to and to give back to local crafters and small businesses. I just want it to be good for everyone.” Harding and Wozniak are encouraging residents to come out to the bazaar and support the small businesses of the community, while also getting great gifts. “We decided on this time of year because Christmas is our favorite holiday and we thought it was a good opportunity to bring attention to small businesses,” Harding said. “I think when you shop at something like this, you’re getting a more unique variety of items. You’re not getting the same factory made item that you and 30 other people bought for your loved ones.” The bazaar will be held from 10 a.m. to 4 p.m. Saturday, Dec. 6 at Rescue Fire Hall, 1241 Strad Ave., North Tonawanda. Admission is $2. Shoppers will also have the opportunity to participate in a basket auction, while enjoying food and drinks throughout the afternoon. Harding and Wozniak hope to make this an annual holiday event. “We want to bring it back every year to the community so people can look forward to this as much as we’ve looked forward to our favorite craft shows in the past.”

The annual North Tonawanda competition, which has been a tradition in the city for more than 30 years, is a fun way to spread Christmas cheer and light up the city. “It started shortly after I started working here,” said Patricia Brosius, who started working for North Tonawanda’s Department of Youth, Recreation in 1978. Brosius now serves as the organization’s director. Brosius has seen many well lit houses over the

Trinity Pantry gives thanks to the community Thank you, Lancaster, for your continuing support of Trinity Food Pantry. Your food donations add variety to what we can offer clients. Your monetary donations make it possible for us to pay our bills at the Food Bank of WNY and at local grocery and warehouse stores. They also allow us to provide clients with low denomination gift cards for Tops at holiday time and for the Lancaster Farmers’ Market during the late summer and fall. Trinity Pantry is helping almost 18 percent more people than we served last year, about 37 percent more than we reached five years ago. We could not do so without the support of many individuals and organizations. Special thanks go to the Lancaster Striders and to the Lancaster Fire Department, both of which donated to the pantry the pro-
ceeds from races that they sponsored. Thank you, Paul Schaefer and Shawn Marshall, the heroic (in our eyes) guys who organized these efforts. Likewise, the pantry is grateful to the volunteers from the Office of Emergency Management for organizing, rescheduling and staffing a Thanksgiving food drive, collecting mountains of donations in front of Tops. Thank you, Audrey Hydock, another hero, for keeping this project on track despite Snowvember. Other food drives that truly made a difference in what we were and are able to offer were sponsored by Lancaster HS, St Mary’s HS, Court St Elementary School, and Hillview Elementary School. There appears to be a perpetual food drive at St Paul’s Episcopal, Faith United Methodist, Our Lady of Pompeii, St John Lutheran,
and Holy Mother of the Rosary. Lancaster Presbyterian has long been a generous supporter of the pantry, sending us not only funds, but a number of wonderful volunteers from the congregation. There are some local businesses that are enormously helpful to the pantry. Tops, Wegmans, Panera Bread, and Rene’s send us hundreds of pounds of food all year long. Basil Chevrolet, Paws and Claws Grooming, and Family Video have been there when we needed them. Thank you, Home Bureaus. Thank you, Lancaster Library. Thank you, Boy Scouts, Cubs, Girl Scouts, Brownies, Elks, fire company volunteers. The library has a barrel for donations. Reminding residents of winter snow rules After the Snowvember event we would like to inform the village residents of some rules and codes concerning our upcoming winter. • Sidewalks need to be cleared by 9 a.m. the day following a snow fall. • Plowing, snow blowing, or shoveling snow into the street is illegal and you can be cited for these violations. • Parking across the sidewalk is a violation, and forces residents to walk in the street and blocks village sidewalk plows from doing a complete job. • Permits are required to plow snow in the Village of Lancaster; they are required for any plow operator unless plowing their own property. The cost is $15 and available at the Lancaster Department of Public Works. We know if the residents
all work together and help each other out we can keep our sidewalks clear and safe, if you have a neighbor who needs assistance clearing sidewalks be a good neighbor and help them out. If you are having trouble keeping your sidewalk clear try contacting a local Boy or Girl Scout the may be able to assist you. Lastly please try to keep fire hydrants clear of snow to avoid delays in emergencies and be sure your house number is clearly visible so in a time of emergency aid can reach you without delay. Leading by example, Legislature reduces own budget At Tuesday’s Annual Budget Meeting the Erie County Legislature Majority Caucus voted to reduce its own budget by nearly $100,000. The reduction was achieved by eliminating a position, slashing the office supply budget line and reducing its rental costs, among other cuts. “When the new Repub-
lican-aligned majority took control of the Legislature in 2014, one of my first acts as chairman was requesting an audit of the Legislature by the Comptroller’s Office. Thanks to the findings of that audit, we were able to identify savings and take corrective action. As we near the end of this year we have a bet-
ter understanding of our budget needs under the new majority and were able to reduce next year’s budget accordingly,” said Chairman John Mills. “The Majority Caucus is leading by example by making cuts to our own budget and improving efficiency. Majority Caucus cuts spending, delivers tax decrease in 2015 The Erie County Legislature’s Majority Caucus has revised County Executive Mark Poloncarz’s proposed 2015 budget that only held the line on taxes and approved a budget that decreases taxes. The Majority Caucus’s cuts to the budget provided much needed tax relief for residents in 2015. “In our first year leading the Legislature, the Republican-aligned Majority
Caucus has adopted a budget that cuts spending, protects services and delivers a tax decrease to residents,” said Chairman John Mills. “When the County Executive released his proposed budget in October, he only held the line on taxes. Our Caucus agreed that wasn’t good enough. Taxpayers deserved better. We went to work, finding millions of dollars in cuts to non-
essential services, and we were able to reduce the tax rate for 2015.” The Majority Caucus’s amendments reduced the tax rate while increasing funding for libraries, cultural, youth and service organizations and public safety. The revised budget was adopted by the Legislature at its Annual Budget Meeting on Dec. 2.

City discusses raising sewer usage rates NT Sun seeking By Kimberlee Sabshin NT SUN CORRESPONDENT
During its informal session Tuesday night, the City of Tonawanda Common Council voted to take no action on a resolution that would have increased the city’s sewer use rate, or the amount of money households pay on their sewer bills, in 2015 by a yet-to-bedetermined sum. The council plans to make its decision on this matter and put it to a vote at a meeting later this month. The current sewer rate is $4.73 per 1,000 gallons, with a minimum annual charge of 40,000 gallons. At the previous common council meeting held Nov. 18, a new resolution was proposed that would have resulted in a 15 percent increase in this amount from $4.73 to $5.44 per 1,000 gallons, resulting in the minimum
average annual charge going up to $217.60 from $189.20. After this proposal was not approved, councilmembers spoke with City Treasurer Joseph Hogenkamp to try to come to a decision earlier this week, but they again chose to table the resolution. At the Nov. 18 meeting, the council adopted the sewer budget for the 2015 year, but Hogenkamp said a rate increase is necessary since the 2015 sewer budget has been increased by $300,000. “It’s about a $300,000 increase on a $2 million budget,” Hogenkamp said. “The minimum charge, for probably about the last four years, has been 40,000 gallons. Way back when, it was 28,000 for water and sewer, so the concern was really the impact on the minimum users.” Hogenkamp suggested the council keep the minimum
charge as close as possible to the same amount, but the question still remained of how much to raise the rate by. Sewer rates are based on water consumption, so the actual amount of water people use depends on a number of factors, including how hot summers are, how much rain there is and the amount of humidity. “It’s not an exact science, like where [City Assessor] David Marrano can come in and tell you what the assessment is, and that’s the number times the number,” Hogenkamp said, adding that he went back and looked at a spreadsheet from the city’s water authority. Based on these figures, there are 5,859 accounts in the City of Tonawanda, with 2,326 of these receiving the minimum bill, and a total of 3,533 of these households getting a bill larger than the minimum amount.
“Almost 40 percent of those bills are minimum bills. A lot of people here are seniors or people that go to Florida. 40,000 is 10,000 gallons per quarter. For a lot of people, it’s hard to use 20,000 gallons,” added Hogenkamp. “To get the money that you need to get the balance at budget and leave that 40 percent at close to the same, the other 60 percent that are paying over the minimum, you’d have to raise the rates by 28 percent. That’s what you’re looking at.” In order to do this, the city would need to take the people who are already using more and “hit them a lot harder,” according to Hogenkamp. If a household planned to use 100,000 gallons, 25,000 gallons per quarter for a family of five or six people would be reasonable, he said.

al, gave the school districts the option to give veterans a break on paying school taxes. The amount of the exemption would depend on the time the veteran served. If they served during wartime or they were wounded while serving, that amount would differ from a veteran who served during a time of peace. There are also different levels the school board could choose from, a minimum tax break to a maximum tax break. The City of North Tonawanda currently provides the minimum tax exemption for veterans for paying on their city taxes. “For school districts that enact this, the taxes we collect would stay the same it’s
just that less people will pay into them, which means taxes automatically go up for the non-veterans,” said Woytila. “This is something the board has to consider. Basically, if they give an exemption to the veterans this year the people who are not veterans will see an increase in school taxes to cover that.” If the board decides to give a tax emption to veterans, for those veteran who also receive the STAR exemption, the state will then reduce the amount of exemption they provide to the veterans. This, in turn, will save the state money while the city residents will be paying more in taxes to compensate for the loss of taxes paid by veterans up to this point.

Council votes to reinstate street parking for spring and summer months By Kimberlee Sabshin NT SUN CORRESPONDENT
During its regular meeting on Tuesday night, the City of Tonawanda Common Council voted to renew a previous resolution allowing vehicles to park overnight on city streets, excluding Oct. 1 until March 31, in response to concerns from residents of Young and Scott Streets with no off-street parking. However, some residents said the council needs to also include these months. The resolution, which prohibits the standing of vehicles on all city streets between 2 a.m. and 6 a.m. from October through March, also specifically excludes trailers, semi-trailers, recreational vehicles, campers, boats, commercial business vehicles and livery vehicles from parking on streets. Tuesday’s resolution renews a previous one the council previously voted on earlier this year,
which expired Oct. 31, and passed by a margin of three councilmembers’ votes to two. “After careful consideration and talking to the three major department heads that this affects, by their recommendation, I will be voting ‘no’ on this,” said Third Ward Councilman John “Jay” Hall before the vote. Council President Carleton Zeisz joined him in voting against it. However, residents spoke at the meeting to ask why the council did not choose to go a step further and allow vehicles to remain parked on city streets all year long, for residents with no garages or driveways. Kim Miller, a Scott Street resident, suggested alternate-side street parking all year, but Council President Carleton Zeisz said city department heads had “never been willing to engage” this idea. He also said this renewed parking resolution will be permanent unless it is later overturned by another resolution
that passes. After the vote, Second Ward Councilwoman Jackie Smilinich said, “I truly wish there was something else we could do for the people who do not have parking, and it’s not just the people on Scott Street. I’ve run out of ideas, so if you have any more, send them my way.” Also on Tuesday, Thomas Overfield, a resident of Tussing Lane, presented a petition asking that two stop signs on his street, which had been removed last week, be replaced. 70 of his neighbors also signed the petition, which read, “We, the residents of the area most affected by the removal of stop signs at Tussing Lane and Sutley Court, petition the City of Tonawanda Common Council to replace the stop signs in both the easterly and westerly directions.” Residents expressed concerns that removing the stop signs has encouraged people to speed. Overfield said he also polled the owners of 36 resi-

dences and found 32 households wanted the signs put back, three were happy the stop signs were gone and one household was undecided. However, City of Tonawanda Police Captain Fredric Foels said the city had conducted an investigation to determine which of the stop signs were to be removed, and had good reason to do so. Foels said the intersection in question was one of several pairs of stop signs that had been removed from the city. In determining which stop signs were to be taken down, police looked at factors such as “why it was put there, volume on the street and how many cars go down the street,” as well as the speed of cars and the numbers of accidents on that particular street. He also emphasized that a stop sign is not specifically meant to keep people from speeding, and encouraged people to contact the police if they see many cars speeding on Tussing.

Dunkin’ Donuts donates $25,000 to support relief efforts in WNY
Dunkin’ Donuts today announced a $25,000 donation to the American Red Cross to support disaster relief efforts and those who have been impacted by disasters including the recent snowstorm in Western New York. “As those affected continue to feel the impact of the recent snowstorm, our goal is that the company’s donation to the American Red Cross will help provide assistance to the people who have been displaced by the storm,” said Tammy Monks, senior field marketing manager for Dunkin’ Donuts. Dunkin’ Donuts has 47 restaurants in the Buffalo
market, and has forged a successful partnership with the American Red Cross over the past seven years through the “Give a Pint, Get a Pound” campaign, which has helped increase blood donations by providing a coupon for a free pound of Dunkin’ Donuts coffee to all presenting donors at Red Cross blood drives during the month of January. The campaign has achieved great success during the past seven years as Dunkin’ Donuts has provided more than 520,000 pounds of coffee to presenting donors, and if one donation may help save up to three lives, Dunkin Donuts
has potentially helped more than 1.5 million patients. Locally, approximately 40,000 pints of blood have been collected in Buffalo during the month of January since the inception of the program in 2008.
