(Received on: February 19, 2014) ABSTRACT Information Technology and the Information System and devices are randomly explained and described in the fields and in the Books. One has to study it in systematic manner and its Fuzzy grade of truth should be obtained. Which type of engineers can do it well and it will suit them as a job and profession. People are still reluctant to adapt the information technology courses in their under graduate degree of B.E. (IT). There are large number of information centers and vast scope of IT but yet the society has not gained any confidence. The field of IT is vast and big scope of the private jobs in computer handling and programming. A vague study of IT is made to find out its reliability, Fuzzy and scientists are making research on IT systems and attempting to find out a systematic study and experiences of IT. Attempts are made in this issue to find a Fuzzy grade of truth of large number of definitions and statements of IT systems in the papers, books and actual practice in field and proposed by the authors.

INTRODUCTION
A 1/n
Information technology (IT) will be revolutionizing the life of society in which we live and work for our conforsts. It is changing the ways of information giving and taking. The digital progress and development has generated for society the ability to treat information using mathematical precision, to transmit at very high accuracy and to simulate it at our wills. These systems have made the world one family. It will make a very close family. The calculational task of society is increasing day by day in an exponential manner. Computers and communication are becoming indispensable part of our life and integral part of the society. Information Technology structure and study
sequential
It is difficult to imagine a structural study and training of the information technology. This subject is under the framing and planning stage. In the primitive society there were several mediums of the information giving and taking which are well known to the students and researchers. One can have an idea of a Fuzzy set of the IT as follows: The fuzzy cardinality of the Fuzzy space of Information Technology consisting with 47 elements would be
log e ( x ) / 0.4343 0.144655 A
z
n
1
( x )dx 40.67
And relative fuzzy cardinality would be
z
n
1
( x )dx 0.8653191
And failure rate
log e ( x ) / 0.4343 0.144655 And MTBF = 6.9129978 years This study is the simulation with an heuristic inference and articulation of the field data and failure mechanisms. This type of study may prolong for 7 years of time without any fault. The Fuzzy graph will be highly random due to the similar type of fuzzy membership functions. The failure rate may be obtained using law of diminishing return and statistical survey on the IT performance and element hood can be assigned. Fig 1 is response of IT systems at reliability of 86.53% and MTBF 7 years of time. The cardinally may concede with 40 and 41 elements: “Computer in Entertainment” and “Computer in Science” producing a probability of survival 86.53% and used for 7 year of time in the antecedent events. This is true and fuzzy grade of truth is 86.53%. The average of the Fuzzy membership function of 40 and 41 would be ( 40 41 / 2 (0.936 0.887) / 2 0.9115 This is a simulation of a fuzzy problem of information technology tools and formulas. This is all dramatic but carries a truth and reliability of 0.884 Thus the study carries a weight towards the relity of the problem solution, in the IT spaces and practices failure rate is an elements of X and A is a fuzzy set of large set X, then
(A ) e t Where t is the time.

citizenship in terms of needs as well as responsibilities
It gives easy access to citizens to communicate with government, participate in the government policy making and allows citizens to communicate with each other
E-government allows citizens to participate in the government decision making process, reflects their true needs and welfare by utilizing it as a tools
It will change how citizen relate to governments. Introduction of e-governance is a key to make information technology relevant to ordinary citizens. It will permit ordinary people to constantly interface with the government
Government departments like electricity, water telecom, PDS, sanitation, public transport and the police which have maximum interaction with the public, should make use of Information Technology
Singapore’s citizens central portal (www.ecitizens.gov.sg) displays government services according to stages in a customer’s life beginning with registering a birth, through seeking employment, opening a business and retirement.
While the structure does not include all possible customer request, an alternative index of services is available that groups electronic transactions and information points in discrete categories
Information Technology implementation in governments is the most difficult process and hence requires careful planning and formulation of strategies for effective implementation

E-government helps a citizen by providing information to him about the various government departments, seeing on line transactions as the most efficient in terms of time, accuracy and usefulness. The services of the government can be more easily accessible on line.
The objective of achieving e-government goes far beyond more computerization of standalone back office operations. It means to fundamentally change the government operations and this implies a new set of responsibilities for different departments of the government
Government should have an intranet for ensuring smoother flow of data, communications and access to information by different ministries It should be made mandatory for all governments departments to put as much information as possible on to the intranet but in a manner in which searches can be made easily
Transaction between various departments of government and other governments organizations should be networked so that a substantial part of transfer of files and paper can be replaced by an intranet
Investment made for e-governance can bring efficiency and transparency and can remove corruption

The space Vi have 20 elements forming a Fuzzy cardinality 17.013 and reliability or Fuzzy grade of truth 0.85065 at the failure rate 0.1617524 and MTBF 6.182 years. The results seem to be practical and the Fuzzy set formed thus is a logical. DISCUSSION A systematic study of Information technology is made forming Fuzzy sets of the narrative models given in reference 1 to 7 and adding one’s experience, inference heuristics and articulation of the work. One can find the fuzzy grade of truth for the
fuzzy sets obtained through IT systems. It is a simulation to understand the IT in a simple and easy manner. One may follow, what are the IT systems and predict their future and prospects in the field. IT will be successful in all dimensions due to economy, conforts and easiness for society. REFERENCES 1.
