CONCACAF WOMEN’S UNDER-20 CHAMPIONSHIP January 9-19 CONCACAF has seen the positive outcomes of the CONCACAF Under-20 Championship tournament, disputed in the Cayman Islands, January 9-19, 2014. The United States struck twice within an eight-minute span midway in the second half to break open a close game and record a 4-0 win over Mexico to capture the CONCACAF
Women’s Under-20 Championship for a third straight time. Costa Rica earned CONCACAF’s third and final berth with a 7-3 victory against Trinidad and Tobago. The qualifying teams for the FIFA Women’s World Cup Canada 2014 include Costa Rica, Mexico, and the United States.
The first match of Cayman Islands vs. Mexico (0-6) at Truman Bodden Stadium drew a tournament record crowd of 3,500, while the final between Mexico and the USA (0-4) attracted 2,571 enthusiasts. Social media repercussions: 17.6 million impressions for #CWU20 and 14.8 million for #CONCACAF.

CONCACAF INTRODUCES ANTI-RACISM PROTOCOL FOR MATCHES Protocol complements Embrace Diversity™ campaign to promote integration within the football community and society.
January 15 CONCACAF President Jeffrey Webb was honored with a special recognition by the Joint United Nations Programme on HIV/AIDS (UNAIDS). Webb received the 2013 Protect the Goal Special Award for the Diaspora at the 4th Pan-African Youth Leadership Summit for his exceptional work in utilizing sport to advocate for social development. The theme of the summit concerns youth unemployment in the post-2015 development agenda of the United Nations. UNAIDS presented this recognition to individuals from the African Diaspora whose contribution to promoting social good
The protocol outlines a three-stage method for dealing with any serious racist and/or discriminatory behavior in football stadiums, such as racist chants, insults, screams and banners.

FIRST PHASE
When a referee becomes aware of serious racist and/or discriminatory behavior committed in a stadium, he or she shall first stop the game and order a stadium announcement urging the behavior to cease. IF THE BEHAVIOR CONTINUES

SECOND PHASE
The referee shall suspend the game for 5-10 minutes and send the teams to the dressing room while another stadium announcement is made. IF THE BEHAVIOR CONTINUES

It shall consist, as a very last resort, in the referee declaring the match abandoned.

through sport has been exemplary. On April 19, 2013, CONCACAF and UNAIDS signed a Memorandum of Understanding agreeing to work together in the AIDS response, particularly among young people. This is an unprecedented commitment to carry out joint advocacy and communication activities in all of CONCACAF’s regional competitions in support of the UNAIDS Protect the Goal campaign.
NELSON MANDELA The passing of a giant January 13 CONCACAF’s Executive Committee passed a comprehensive protocol for dealing with racist incidents during matches in CONCACAF tournaments, which enters into force with immediate effect. CONCACAF will provide training to Diversity Officers, Match Commissioners and Referees to assist in monitoring for incidents during high risk games. However, referees will ultimately be responsible for implementing the approved protocol during each game played throughout the Confederation’s tournaments. Regardless of whether a game is declared as suspended or abandoned, CONCACAF’s Disciplinary Committee will still establish whether disciplinary measures
should be imposed to sanction the undesirable incidents. This protocol is part of the Confederation’s Embrace Diversity™ campaign, launched during the 2013 CONCACAF Gold Cup, which will include strong educational initiatives throughout 2014 and beyond. The Embrace Diversity™ campaign was created to provide a strong, recognized, effective and influential voice to promote inclusion and tolerance within the football community and society. At CONCACAF, we are deeply moved by the passing of Nelson Mandela. As a token of respect and admiration to the inspiration he has infused during my personal journey, I would like to pay tribute to Madiba’s legacy. A man whose existence has inspired such universal admiration on his life-long quest for undeniable heightened human values. The world should hope to see more heroes like him, able to touch countless hearts with his fervent passion for an altruistic cause, while spreading words of wisdom with selfless humility for the sole good of human kind. Let us never forget what a natural leader of such great stature looks like.

DEVELOPMENT ANTIGUA AND BARBUDA AND ANGUILLA ENJOY DEVELOPMENT SESSIONS December 18 CONCACAF’s Development Program concluded its 2013 activities with successful grassroots educational courses in Antigua and Barbuda and then Anguilla as the Confederation continues to engage with member associations in order to build the game. The courses focused strongly on education, ways of increasing participation and building the strength and quality of grassroots football and youth coaching. In Antigua, classroom sessions, with 30 coaches participating, took place on December 5 and 6. On the following day a lively youth football festival involving 104

ST. LUCIA EMBRACES GRASSROOTS DEVELOPMENT January 25 CONCACAF held a well-received three-day grassroots development course in the south of Saint Lucia, combining intensive classroom education sessions with practical work on the field. The program concluded with a vibrant grassroots festival attended by over 100 local children. The grassroots course focused on coaching techniques for those instructing children aged 6-12 and was centered on creating engaging exercises that will encourage greater participation in the game, while also
introducing fundamental technical skills. The course was attended by 21 St. Lucian coach-educators, who are already involved in youth coaching at a grassroots level, and was carried out by CONCACAF instructors Lenny Lake from St. Kitts & Nevis and Jefferson George from Trinidad & Tobago. As well as practicing their control and passing skills, the children were each provided with full playing uniforms from CONCACAF and 100 balls were distributed.

DIVERSITY TRAINING DEBUTS IN ST. LUCIA January 24 CONCACAF held its first diversity training session for coach-educators as a part of the Confederation’s Grassroots development course being held in St Lucia. The first event in the Embrace Diversity campaign’s educational activities for 2014 involved 21 coaches, teachers and community sports workers. Internationally recognized best practices in the area of inclusivity and non-discrimination were introduced. Attendees actively addressed issues such as stereotyping, discrimination, access to the sport for all and the need for sensitivity in
dealing with diverse communities. CONCACAF’s grassroots course is focused on the development of coaching and organizational skills for those working in football with children aged six to twelve years old. Participants at the three-day event spent time in classroom lectures and out on the field putting theory into practice. From this year, grassroots courses, which will be held across the CONCACAF region, will also feature sessions on diversity as the Confederation delivers on its commitment to grow football among all communities.

OTHER NEWS CONCACAF APPROVES U.S. SOCCER/MLS REQUEST TO AMEND THEIR QUALIFICATION PROCESS TO CCL December 13 The Confederation announced that its Executive Committee reviewed and approved U.S. Soccer’s request to amend the qualification process for the Member Association’s four spots in the CONCACAF Champions League. The change in qualification will see the
winner of the conference opposite the MLS Supporters’ Shield winner qualifying to the regional tournament. The remaining three spots will continue to go to the winner of the Lamar Hunt U.S. Open Cup, the winner of the MLS Regular Season Supporter’s shield and the winner of MLS Cup.
CONCACAF, CIES SIGN COOPERATION AGREEMENT January 27 CONCACAF and the International Centre for Sports Studies (CIES) signed a wide-ranging cooperation agreement for mutual support in the areas of research and education. Among the many benefits, the cooperation arrangement will allow CIES to provide CONCACAF with academic resources and
knowledge, research facilities and workshops and seminars in the fields of management, marketing and law. In return, CONCACAF will provide opportunities for postgraduate students of the FIFA Master (International Master in Management, Law and Humanities of
Sport), FIFA Master Alumni and FIFA/CIES International University Network students and alumni to work at CONCACAF or its member associations and will collaborate in CIES Sports Management Courses by providing its expertise.
