THE IDEAL SCENARIO WOULD BE STRONG STATE ACTION FOR DIGNIFIED AND AFFORDABLE HOUSING PROVISION AND IF NOT, A REGULATED MARKET THAT WOULD PROVIDE THE SAME


IN THE ABSENCE OF EFFICIENT STATES AND FAIR HOUSING MARKETS, PEOPLE HAVE THE RIGHT TO “HELPTHEMSELVES” (DESPITE THE RIGHTS DEFICIT THIS IMPLIES)


IN DEMOCRACIES, INHABITANTS OF INFORMAL SETTLEMENTS ARE CITIZENS AND HAVE RIGHTS BUT THE RULE OF LAW IS ONLY SELECTIVELY APPLIED


EXCLUSION FROM THE RULE OF LAW


HENCE, THEIR ACTIONS TO PROVIDE HOUSING FOR THEMSELVES SHOULD NOT BE CRIMINALISED


HOWEVER, SELF-HELP HAS SEVERAL CHALLENGES AND CITIZENS ALONE CANNOT PROVIDE THINGS LIKE ENERGY, SEWERAGE SYSTEMS, MOBILITY AND SO ON. HENCE, COLLECTIVE ACTION IN THE FORM OF STATE INTERVENTION NEEDS TO HAPPEN IN DIFFERENT DEGREES CONCERNING THE SETTLEMENTS THAT ALREADY EXIST


WITH THAT IN MIND, WHAT ARE STRATEGIES FOR SLUM UPGRADING THAT PRESERVES COMMUNITIES AND LIVELIHOODS, RECOGNISES THE EFFORTS OF CITIZENS AND CREATES PUBLIC GOODS AT THE SAME TIME?
