Information on H1N1


Connecting Classrooms: International Education Expo A (H1N1) Flu Contingency Plan

Event Cancellation Policy If one of the following conditions applies, British Council will evaluate the condition and consider postponing the Expo to January 2010.  Over two countries (including 2) cannot join the Expo because of serious widespread H1N1 infections among delegates.  MoE, Taiwan requires all secondary schools to be closed because of serious H1N1 infections.

Before arrival Before arriving Taiwan, you are advised to 

Check your temperature every day and protect yourself from H1N1 infection

Report to local BC staff if you have cold symptoms

Report to local BC staff if you are infected with N1H1

While in Taiwan While you are in Taiwan, there will be British Council or LA staff to check your temperature from time to time. You will be advised to wash your hands as often as possible and take flu- prevention precautions during your stay in Taiwan.

Taiwan MoE’s policy – “325” Class Suspension Policy In Taiwan, schools are required to adhere to the “325” benchmark. The "325" benchmark states that should any classroom over a period of three days observe two infections, the entire class will adjourn for a period of five days, holidays included.


Reactions to possible scenarios (25th - 27th November in 6 regions) Venue change: If there were over 5 suspended classes in the school, the venue should be changed to another safe school. If it saw the cancellation of over 5 schools in a region, the venue should be changed to another region. - Taipei City and Taipei County as a back-up pair - Changhua County and Taipei County as a back-up pair - Tainan City and Kaohsiung City as a back-up pair - Hualien County and Taipei City as a back-up pair

One infection: If one of the participants in a region were infected, activities would still continue. However, everyone should wear a mask during activities and follow any advised medical precautions. The infected one should receive regulated H1N1 medial treatment as it is stated in “325” Class Suspension Policy.

Two infections: If over two of the participants were infected in a region, all activities should be cancelled. All participants should receive medical examination and any required treatments. The infected one should receive regulated H1N1 medial treatment as it is stated in “325” Class Suspension Policy. Reactions to possible scenarios (28th -29th November in Chientan Center) Scenario #1: If below 5 participants had flu-like symptoms, events would continue. Every participant should wear a mask during the events and take any required medical treatment. Scenario #2: If over 6 participants had flu-like symptoms, the whole events would be called off.


Procedures for H1N1 Flu on campus

Temperature check 1. Before leaving for schools, students should check their temperature. 2. In small-sized schools, school staff should check students’ temperature in an open space before students enter classroom. 3. In big-sized schools, after entering the schools, students will be grouped and checked temperature in open spaces. But, they can also enter classrooms first, later have their body temperature checked by school teachers. 4. Students should always check their temperature whenever they feel uncomfortable or sick.

Administration Process

1. Form emergencies reaction team 2. Establish a deputy employees name list 3. Measure and purchase anti-H1N1 resources 4. Plan students learning schedule when schools close 5. Establish related counseling plans 6. Establish a reaction plan for students living on campus 7. Enhance sanitary education 8. Keep indoors air fresh

No H1N1-like symptoms?

Clinic treatment

Yes 1. Notify parents 2. Have students receive in-school clinic treatment 3. Recording & tracking 4. Have students wear masks and put them in quarantine. Meanwhile, offer counseling support until students leave schools for treatment

No Clinic treatment Confirm if a H1N1 case?

Yes 1. Have the case hospitalized 2. Self-care management at home 3. Schools to provide any necessary assistance and counseling

Staff of local education authorities to conduct irregular inspection in schools

1. Notify local education authorities, school security and local sanitary authorities 2. Local sanitary authorities assist in the hospitalization 3. Anti-H1N1 center announces the school closure standard - When 2 students in the same class are infected with H1N1 within 3 days, the class should be closed for 5 days (holidays included) - Infected students can’t return schools until 24 hours after their fever is gone. - Students whose class is closed shouldn’t attend any public activities
