here is a big difference between seeing how an idea will work and then doing it. From waking up one day thinking that you found a gap in the market and then conducting the pertinent research to determine why there is not such a product in the market and whether that product is actually needed. Having worked in the UK, we knew that there is a huge interest from British companies to know more about Qatar and to learn how to introduce their products and services there. On the other hand, the significant flux of Qataris companies investing every year in the UK is not a secret. So, why is there not a vehicle to connect them.? And here we have the second issue of Connecting Qatar UK. With our website going live very soon and after the great response we have had so far, we can't wait to keep helping those companies to reach new markets, or to help investors to discover new opportunities. Qatar’s Tourism Industry Shows Strong Growth This Quarter Qatar Tourism Authority releases statistics showing 24% growth in visitors

Q

atar’s tourism industry is witnessing a steady growth as a result of new hotel and resort development and more visitors from the GCC (Gulf Cooperation Council) visiting. The Qatar Tourism Authority (QTA) has released new statistics showing results for the third quarter, showing a four percent increase in hotel occupancy over the 2010 figures. Four- and five-star hotels also witnessed an increase in revenues during the summer period, pointing to strong local and regional interest in the sector. Qatar Petroleum and Qatar Foundation sign MOU for Strategic Cooperation

Q

atar Petroleum (QP) and Qatar Foundation for Education, Science and Community Development (QF) today signed a Memorandum of Understanding (MOU) for Strategic Cooperation related to the implementation of training programs and professional development programs for QP staff. “This agreement is consistent with Qatar Petroleum’s commitment to continuously promote the full development of our employees, and we are highly pleased to work with Qatar Foundation in this regard bearing in mind its valuable mission of unlocking human potential. Carillion Chosen for £316m Qatar Deal The Qatar Foundation has turned to a UK firm to help deliver a multimillion-pound redevelopment project in Doha.

C

arillion, the Wolverhamptonbased support services firm, will now play a major role in the building of the Msheireb Downtown Doha project. The company is to be paid £316 million for its part in building the 76.5 acre development, which will include retail, commercial, residential, leisure, cultural and community facilities. It will be located close to the Amiri Diwan – the headquarters of Qatar's rulers.

PROJECT QATAR Since its inception in 2004, the Project Qatar series has represented the largest and most important business generating trade event in the country that annually attracts the world’s leading exporters and manufacturers of construction products, equipment and related technologies.

T

he 2011 edition welcomed over 43,805 trade visitors who came from all over the GCC regiown, and other Middle Eastern states. With an increase of participation expected to exceed 1,750 exhibitors this year and new national pavilions making their debut - over 47 countries will be showcased during the event. Some of the largest pavilions will be coming from Germany, China, France, Turkey and the UAE. Due to the overall success over 50,000 visitors are to be expected this year – 8,000 of which are likely to be international trade personnel. This is the highest visitor frequency ever experienced in this country in a trade fair.

2022 FIFA WORLD CUP Since the announcement of Qatar’s successful bid to host the 2022 FIFA World Cup, Qatar is a new place. Due to the bid, Qatar is now set to become the biggest construction site within the region, with almost US$100 billion in planned investments over the next 12 years. With the 2022 bid captivating the minds of the Qatari public and regional lovers of football, the US$4 billion stadium budget has captured the mind of developers, manufacturers and contractors alike. Nine stadiums have been designed for potential investment.

Not only will Qatar be spending a fortune on constructing fields but will also be spending on several infrastructure projects. Qatar will spend approximately US$86.5 billion on infrastructure development over the next decade, as a global player in the multibillion dollar sports industry. Moreover, the Qatari government will be investing US$17 billion in hotel and tourism infrastructure; US$11 billion in airport; US$5.5 billion for deep water seaport; US$4 billion in the construction and renovation of 12 stadiums’, US$3 billion to build Qatar-Bahrain causeway and US$1

Even in the turbulent economic climate confidence in the London property market has remained strong. This coupled with the weaker sterling and low cost of borrowing has enabled the city of London to attract most investment in the world in 2009 and 2010 whereas second most in 2011. There is a shortage of housing in the UK with around 240,000 new dwellings targeted by the government to be built annually until 2020. However the target seems possibly unrealistic as the output over past twenty years has been at around 150,000 dwellings annually. RICS (Royal Institute of Chartered Surveyors) therefore suggests that the long term outlook will involve severe housing shortages and increasing house prices. Housing shortage together with limited access to mortgage finance is expected to intensify the demand for private rented accommodation pushing the rental yield further upwards in 2012. “Red Carpet” Treatment in the UK for Investors and Entrepreneurs

There are plenty of opportunities for Qataris to invest in or to start a new business in the UK at present and the British Government wants to ensure it does as much as possible to help foreign companies or individuals to invest in the UK. Edward Wanambwa, a partner and head of the Immigration Team at Russell-Cooke Solicitors, explains all about the ‘Red Carpet treatment’ offered to them.

T

he UK, and London in particular, continue to attract many of the world's financial, business and professional elite. In the Spring of 2011, the British Government brought into force changes to the UK’s immigration system that were designed to attract more investors and entrepreneurs to the UK. As the UK’s immigration minister put it at the time, “...we want those who have the most to offer to come and settle here”, whilst the UK Border Agency website proclaimed as follows: “Government 'rolls out the red carpet' for entrepreneurs and investors”. Many high net worth nationals are using the recently relaxed Investor and Entrepreneur visa categories as a way of earning permanent settlement rights in the UK, and ultimately British citizenship and a British passport, for themselves and their families, including in some cases older children who plan to or would like to study in the UK.

Investors The UK Investor visa category is designed for migrants who are able to make an investment of at least £1,000,000 in the UK, and without having to take the more proactive steps that are involved with an “Entrepreneur” visa. The investment can be made in numerous ways. There is no upper limit on the number of visas that will be issued under the Investor visa category. Examples of ways in which the Investor visa category has been made more attractive include: •  Accelerated settlement rights, also known as “indefinite leave to remain”. With an investment of no less than £10,000,000 or £5,000,000, and if certain other criteria are met, migrants can apply for permanent settlement in the UK after 2 or 3 years respectively instead of having to wait 5 years to apply for settlement rights if a smaller investment is made;


•  Allowable absences from the UK have been increased from 90 to 180 days a year, to give more flexibility for investors to travel outside the UK; •  Applicants no longer need to meet a minimum English language competency standard.

Entrepreneurs The Entrepreneur visa category is designed for migrants who wish to establish, join or take over one or more businesses in the UK. There is also no upper limit on the number of visas that will be issued under this category. To apply for an Entrepreneur visa, an applicant has to (or joint applicants have

to) be able to show, for instance, that they have access to the required funds but, unlike the Investor visa category, must meet strict English language competency requirements before they can apply. Examples of ways in which the Entrepreneur visa category has been made more attractive include the following: •  Accelerated settlement rights. An entrepreneur can apply for settlement after 3 years if they have created 10 full time jobs for resident workers for at least 12 months or the company of which the entrepreneur is a director has generated a total turnover of

The Qatar National Vision 2030 is the guide for this two-decade-long journey that will impact all aspects of Qatar’s economy, society and natural environment. H E Eng Nasser Al Mawlawi, President of the Public Work Authority, has an important role in building the future of Qatar. Under the slogan ‘Qatar deserves the best’ the PWA has recently launched its five-year strategy plan which came in-line with PWA's constant pursuit to contribute to Qatar’s progress and development as laid out in the state’s national vision. There follows five exciting years full of projects, which will not only contribute to build the future of Qatar, but also will bring hundreds of opportunities to global companies to invest and conduct business in Qatar.

The work we are currently undertaking is not simply about building the infrastructure that would meet the 2022 requirements, it goes well beyond that. It is about the National Development Strategy with its four pillars, such as the environmental, economic, social and human development. It is about making Qatar an even more prosperous place in the future. What role PWA is playing in the Qatar National Vision and Qatar National Development Plan, and how much investment has been committed for roads and infrastructure project? The PWA has already launched its 2011–2016 strategy with the slogan ‘Qatar Deserves the Best’, and the aim of taking big strides for the realisation of the Qatar National Vision

The Qatari Government is spending a lot of money on building state-of-the-art infrastructure for the state. What are the main projects in Qatar? The establishment of the Public Works Authority (PWA) marked an important turning point in the history of infrastructure development in the state of Qatar, which has embarked on a major phase of change and development in all aspects of life. The PWA is currently working on revamping Qatar's network of roads by adding flyovers, underpasses and service roads in addition to improving the sewage collection and treatment systems. The PWA began upgrading road networks through major road projects and secondary road projects. The pilot projects such as Doha Expressway, Dukhan Highway and North International Highway have already passed their major phases and other major road networks such as Salwa International Highway are in progress. Another important area of infrastructure that deserves prime focus is the upgrading of drainage networks to keep pace with the fast population growth and huge flow of people to the state from across the world, due to the major economic growth witnessed by Qatar. The PWA has started major projects to upgrade the existing drainage infrastructure in the state. This includes upgrading the capacity of existing sewage networks as well as implementation of new sewage management works, aiming to meet the requirements of the state by the year 2030. Other PWA major projects include a Multi-Nodal Integrated Transport System (road and rail), the Doha Bay Crossing,

2030. Under the National Vision, Qatar aims to be an advanced society capable of sustaining its development and providing a high standard of living for its entire people. Each pillar of Qatar National development has a role to play in contributing towards the 2016 target and the Qatar National Vision 2030. The PWA is also focused on the management of infrastructure and sustainability of contemporary buildings. The PWA mission, according to the 2011–2016 strategy, is to deliver and manage state-of-the-art, sustainable worldclass buildings and infrastructure that fulfil the Qatar National Vision 2030. We are committed to delivering a strong infrastructure of international standards. Our goal is to implement pioneering sustainable projects in line with the Qatar National Vision 2030. The PWA will spend over QR100bn between 2011–2016 to develop world-class urban infrastructure and transportation network. By 2016, the PWA will evolve into a dynamic, major customer-centric organisation that helps to create a shared value for all stakeholders through outsourcing and partnership. As lots of construction projects are in their executing phase, such as building of highways, what you will advise to the community and how they can play their

role in building the huge infrastructure? In the new era, Qatar has embarked on a major transformation drive. There has been a rapid increase in construction projects in the last few years, during which major ventures have been set in motion. The PWA is in the process of revamping the network of roads by adding flyovers, underpasses, service roads and improving the sewage collection and treatment system. The quality of life is influenced by substantial factors such as the community services offered within the community and the social relations among residents. A campaign ‘Together we work for a better tomorrow’ has been launched to explain the company’s position to the public. ‘Be patient today for a better tomorrow’ is the underlining campaign theme. An investment in developing the buildings and roads needs the active involvement of the people residing in the country. In other words the development of strong infrastructure always requires support from residents who seek to transform and improve the areas that they call home. A slogan ‘Qatar deserves the best’ makes the understanding of national vision. A responsibility shared by all those living in Qatar, whether nationals or foreign workers. Everyone in the community should adopt the slogan so that it would not be just limited to the PWA, but should be reflected in the

daily behaviour of all residents. What are the scope and opportunities for global companies in Qatar? The economy in Qatar has witnessed huge growth in the last few years and the winning of Qatar FIFA World Cup 2022 and Qatar National Vision 2030 has opened a door of opportunities for global companies. The state of Qatar is among the best business environment nations worldwide and the infrastructure development market in the state is open to all. An estimated $150 billion investment will be done in construction work over the coming years which has an attraction for global companies and construction firms to Qatar for building a world-class infrastructure system both for the preparation of FIFA World Cup 2022 and for Qatar Vision 2030. However, the huge investment by the Qatari Government is not limited in building the networks of roads and infrastructure but it is focusing on different sectors as well. What are the key requirements for global companies and consultants participating in the tenders issued by the PWA? A key requirement for global companies and consultants is to bring global best practices and resources to the PWA. The PWA has signed agreements with six consultancy and services companies for the development of local roads and drainage networks. The agreements for QR 2.2 billion projects are part of the PWA’s QR40 billion infrastructure development plans. The contracts with the global consultants represented a significant step towards delivering the infrastructure required to achieve Qatar’s National Development Plan. What is the best way for foreign companies interested in tendering in Qatar to proceed? Is there any specific

department in PWA from where the Global consultants can take information regarding tenders? The PWA follows a very clear and efficient tendering process for all its projects. Tenders that are announced are generally an open invitation for all the companies whether locals or international. The announcement of the tenders is done through advertisements in the newspapers, business journals and the PWA website as well as on electronic billboards locally and/or internationally. In coordination with the Department of Information Systems and Communications, the Public Relations Department has launched a display screen in the ground floor to serve visitors from various companies, institutes and authorities. The screen displays brief information on the developments of PWA tenders, brief descriptions of major projects and latest PWA news. Through a simple registration and prequalification system, companies wishing to participate in PWA projects can register with us and PWA shall keep and monitor records of registered companies, institutions and business partners. Participants in tendering can monitor the developments of the tendering process through the PWA website, as well as on the Tender Screen displayed at the PWA headquarters. As President of the PWA, what message would you like to give to the global business community? Huge investments and development in Qatar has made a unique global impact. Its position in the global market inspires the Qatari Community and attracts other countries to take part and to take advantage of this growth drive. The PWA’s message is to build a stronger, safer and better Qatar through modern world-class infrastructure. We're investing in our future by upgrading our infrastructure. The PWA ensures that every part of the country has the chance to benefit from the enormous economic opportunities.

iabetes mellitus is one of the world's biggest killers and undoubtedly one of the most challenging health problems in the 21st century. Every 10 seconds, a person dies of diabetes and in the same 10 seconds two people develop diabetes. A total

of 366 million people had diabetes in 2011; by 2030 this will have risen to 552 million (IDF Statistic). The objective of this awareness campaign is to encourage people to undergo screening checks that would ultimately protect them against the risk

of developing diabetes. The Qatar Diabetes Association (QDA) is a leading authority in Qatar on diabetes education and awareness both locally and regionally. This authority delivers programmes and services to the community and to those


most at risk of developing the disease throughout Qatar. They are leaders in training and education for the health care professionals in the field of diabetes management. QDA organizes both training workshops and conferences in cooperation with local and international partners. In addition, QDA holds various activities and seminars all over the country to identify diabetes, its complications and risks, as well as emphasize the importance of awareness and health education among people who already have diabetes and the ones who are at risk. Two walk events have already taken off in Qatar: QDA organized a walkathon and ROTA (Reach Out To Asia) organized a walkathon for school children, staff and the public at the Doha Corniche. There are two distinct forms of diabetes: In Type 1 diabetes, also known as juvenile diabetes, the body fails to produce insulin, a hormone necessary to convert sugar and other foods into energy. About 5–10 percent of people with diabetes have Type 1, and are often diagnosed as children or young adults. Type 2 diabetes is much more common. Type 2 diabetics do not produce enough insulin or the body cannot use the insulin properly.

How is diabetes diagnosed? •  A fasting plasma glucose (FPG) test measures blood glucose in a person who has not eaten anything for at least eight hours. •  An oral glucose tolerance test (OGTT) measures blood glucose after a person fasts at least eight hours and two hours after the person drinks a glucose-containing beverage.

•  A random plasma glucose test, also called a casual plasma glucose test, measures blood glucose without regard to when the person being tested last ate.

How is diabetes treated? Diabetes treatment varies according to each patient’s needs and requires dedication in order to manage the disease. People with diabetes should control their blood sugar levels by paying strict attention to consumption of carbohydrates and by reducing body fats. A proper diet (check with your personal physician) and exercise are essential, and they must take special care of their overall health. Mostly, Type 2 diabetes is managed with oral hypoglycemic agents; however, Type 1 diabetics and some Type 2 diabetics need insulin on a daily basis.
