As part of the University’s strategy, it is envisaged that the number of on campus beds will increase from the current 1,100 to approximately 3,500 beds. This expansion will be completed in phases under the Campus Residences Plan. Phase One of the Campus Residences Plan comprises two main elements: i.The construction of an additional 850 bedrooms, 570 on the DCU Glasnevin Campus and 280 on the current St Patrick’s Campus in Drumcondra. All of the development will take place on DCU property. ii.The buyback of the existing block of 437 bedrooms. DCU wishes to explore all innovative and cost effective options available in the market place to enable DCU to finance Phase One of its Campus Residences Development plan, whilst not restricting the University’s ability to fund the other elements of the DCU Strategic Plan. It is envisaged that the Quantity Surveyor Consultancy Services Framework Agreement will be awarded to three (3) Consultants. It is the University’s intention that Quantity Surveyor (QS) Consultancy Services for projects with a pre-tender estimate construction value of £10,000,000 (£10m GBP) or greater will be procured via stand-alone procurements outside this Framework Agreement. The University intends to award Call-off Contracts from this Framework Agreement for projects with a pre-tender estimate construction value less than £3,000,000 (£3m GBP) without reopening competition to the Consultant who achieved the highest overall score at the ITT stage and is considered to provide the most economically advantageous tender. It is anticipated that individual Call-off Contracts under the scope of this Framework Agreement that have a pre-tender estimate construction value between £3,000,000 (£3m GBP) and less than £10,000,000 (£10m GBP) will be the subject of a mini-competition between all the successful Consultants awarded this Framework Agreement. The current Holles Street location will be vacated, as the hospital moves to the campus of St Vincent's Hospital in Dublin 4. The new hospital will provide maternity, gynaecology and neonatal services to the women of Dublin, replacing the existing facilities of the National Maternity Hospital, Holles Street.
