Executive Summary
The Devolved Schools Programme has been established by the Department of Education and Skills and the National Development Finance Agency (NDFA) to assist in the procurement and development of school building projects throughout Ireland. It has been created to address the growing need for additional school places and will provide essential facilities to cater for the increasing number of enrolments in primary and secondary schools over the coming years. According to the Department “Some €370 million will be spent on primary and post-primary infrastructure in 2013, with a projected expenditure on large scale projects of more than €240 million”. The Devolved school programme follows on from a recent announcement by the Minister for Education, Ruairí Quinn, in June 2013, that an additional €50 million will be invested in school building projects as part of the Government’s “Investing in Infrastructure & Jobs Package”. This most recent investment will see funding for an additional 28 new school projects, and is expected to create over 1,200 direct and direct construction jobs. Outlined in our CIS Education Report, the devolved schools programme includes a mixture of new builds, extensions and remedial works for both primary and secondary schools and has been divided into three bundles. Various design team consultants have been engaged and a framework of five contractors has been drawn up to deliver the schools under a design and build contract. It is envisaged that the preferred contractor will be appointed in Q4 2013. We have illustrated the level of activity for all school projects across Ireland north and south from January 2012 to June 2013 based on planning approvals by local planning authorises. It displays the continued level of growth in the education sector, which has remained strong in the current economic climate, and the total level of investment within each province. In our findings, CIS have established that over €377 million worth of school projects has been approved permission from a period of Q1 2012 to Q2 2013 in the Leinster region alone, and a

further of €105 million in the Munster region over the same period. Detailed in the CIS Education Report, are the 50 school building projects announced by the Minister for Education and Skills in December 2012, which are all scheduled for construction during 2013. These projects form part of the €2 billion capital investment programme announced by the Department for the continued growth and development of the education sector. In our report, we have compiled a list of key construction companies involved in the Education sector in the last year. The projects used to compile the list have been extracted using the CIS database from all stages of the construction lifecycle from early planning to start on site and clearly highlights the major players in the sector. Through our report, we have shown the continued level of growth in the education sector, and the recent government initiatives which represent a significant boost to the construction industry and the wider economy as a whole.

For extension to the existing tullow community school. the proposed new development shall consist of (i) partial demolition of a south east section of the existing school, demolition of existing outbuildings/stores to the north west, and removal of existing temporary buildings; (ii) single storey extension of approximately 2,408sqm; (iii) 2 storey extension of approximately 1,022sqm; (iv) single storey storage/ancillary building of approximately 188sqm; (v) changes to hard and soft play areas and associated site landscaping; (vi) additional car parking and other associated modifications of the existing site layout including bus and car set down and parking, bicycle storage and ancillary works; and (vii) provision of temporary accommodation cabins of approximately 687 sqm only during the course of the construction of the proposed development. these cabins are to be removed upon completion of the proposed new works. this application is accompanied by a natura impact statement (nis).
