COVER method decouples the settlement from the payment information.

• pacs.009 (core) which is a settlement instruction. It is called COVER message, as it settles the underlying pacs.009 (ADV). For CBPR+ pacs.009 (core) messages not only RMA is necessary but also the business account relationship.
