New South Wales

Australian Capital Territory

NSW continues a major transition to clean energy. The Department of Planning and Environment approved four new solar projects in regional NSW that could power more than 100,000 homes. The solar farms are located at Nevertire, Walgett, Gilgandra and Metz.

Alternative energy projects are also being pursued in the Australian Capital Territory. Capital Recycling Solutions is planning a $200 million waste-to-energy plant in Fyshwick. The project will be a joint venture with ActewAGL in the generation of baseload renewable electricity for the ACT grid.

A preliminary proposal has been submitted to the Department of Planning and Environment by Photon Energy. The proposal is for a $380 million, 316 megawatt solar farm on 590 hectares at Gunning (40 km east of Yass) which would be the largest solar power plant in NSW. Currently the largest operating solar farm is a 104 megawatt plant in Nyngan. Axiom Properties has purchased part of Richmond Club’s land in Sydney’s west for construction of a new hotel. The company is in final negotiations with a hotel group to operate the project. Hunter Development Corporation has invited expressions of interest for sale and development of the next 5,250 square metre premium waterfront site in Newcastle’s ‘Honeysuckle Precinct’. The Honeysuckle Precinct is a waterfront stretch of former industrial land at the mouth of the Hunter River. The site hosted workshops, wool stores, cargo sheds and warehouses for most of the 20th Century, but left the land derelict. The Hunter Development Corporation is revitalising the land to make the most of growing residential demand in Newcastle, as well as its prime waterfront positioning. Watpac has been awarded the $187 million contract to build the Arthur Phillip High School and Parramatta Public School. The project will deliver a vertical high rise high school for 2,000 students and a 1,000 student primary school on the existing sites. Up for sale by expressions of interest is a 4,632 square metre development site in the heart of Liverpool with development approval in place for 307 units. Strong population growth and designation as a Regional City in the Sydney Metropolitan strategy have been factors in the strong development growth of this area.

A scoping document has been put before the government and an environmental impact statement is being prepared prior to release for public comment. The proposal would sort waste from the ACT and NSW. Material would be sorted into recyclable streams and the remaining waste would be converted into electricity through a thermal combustion technology.

Victoria This month, Cordell recorded that early planning was in progress for construction of a $7 billion international airport near Koo Wee Rup, located to the south-east of Melbourne. The airport proposal has been one of the major drivers in lifting the value of the pipeline over July. Described as ‘Melbourne’s Badgery’s Creek’, the site would be approximately the size of Canberra’s airport. It is being led by Paragon Premier Investment Fund, in anticipation for cargo freight and eventually passenger flights over the next 10-15 years. If approved, the estimated completion date is 2020. CPB Contractors and Bombardier Transportation together have been awarded the $1 billion Rail Systems Alliance contract as a part of the $11 billion Metro Tunnel Project. This will include the first roll-out of a high capacity signalling (HCS) and communications system on an existing rail network anywhere in Australia. This HCS advanced technology will allow trains to run every two to three minutes, and will operate the 65 new high-capacity trains currently being built in Victoria that will run on the Sunbury to Cranbourne-Pakenham line via the Metro Tunnel. This new technology will be supported through dedicated control centres which will be built in Dandenong and Sunshine.


Preliminary design contracts have been awarded for the $15.8 million worth of upgrades to Bendigo and Eaglehawk stations to Arcadis and Kinsley Group respectively. Bendigo station will have a new pedestrian overpass with lifts and stairs creating an easier transfer between platforms. The waiting area, amenities and customer service areas will also be upgraded. Eaglehawk station’s platform will be extended with improved shelter, and 60 new car parking spaces will be created. Construction is expected in early 2018.

The facility will provide a full range of care within 3 buildings allowing residents to age in place, including 98 independent living units, 53 assisted living units and a residential care facility with 255 beds and communal facilities.

Stage one of the $280 million Echuca-Moama Bridge Project is expected to commence shortly. This will see a major new roundabout at the intersection of the Murray Valley Highway and Warren Street in Echuca. The $3.77 million project was awarded to the Echucabased company, RECivil. The project will enable a second crossing in the region with a safer bridge over the Murray River for commuters to enter and leave Echuca. Expressions of interest have closed for the Drysdale bypass project with pre-registered tenders expected to be invited next month. The $109 million project will measure 5.9 kilometres with a two lane bypass providing an alternate route for fewer trucks and heavy vehicles on High Street, less congestion at peak times and safer access to the schools precinct.

Queensland Lindeman Island, an island resort of the Whitsundays off the coast of Queensland, may undergo a $583 million redevelopment. An environmental impact statement has been submitted by the owner, White Horse Australia Lindeman Pty Ltd. The company purchased the island resort from Club Med in 2012, when the resort was closed after the devastation of Cyclone Yasi.

The half a billion dollar development would see the existing resort replaced with:

A Tasmanian based construction company, Fairbrother, has been awarded the contract for the Austins Ferry Primary School redevelopment in Claremont. Designed by Xsquared Architects, the $3.8 million project will include the construction of an additional learning pod comprising general learning areas, support areas, amenities and a discovery room.

A 5 star beach resort with 136 suites and central facility building with restaurants and bars;

South Australia

A 6 star spa resort with 59 villas, a restaurant, pool and alfresco rock bar; A 5 star eco resort with 41 villas; Two tourist villa precincts accommodating 89 tourist villas; A central village precinct comprising restaurants, a bar, a night club and conference buildings; and, An upgraded airstrip, golf course and ecotourism facilities with 30 glamping sites. White Horse plans to develop the entire project prior to opening. Hong Kong developer Golden Horse Group has unveiled plans for a $60 million, 150 room hotel on the Gold Coast’s Hope Island under the Swissotel brand. The hotel will be built on the Links Hope Island Golf Course precinct, and will include a 300 person conference

South Australian Produce Market LTD has received planning consent to construct a Fresh Food Promotion Centre for warehousing and light industry for food processing or packaging. The centre will be located adjacent to the existing SA Produce Market at Burma Road and Merchant Crescent, Pooraka. Through collaboration with other tenants and partnership with SA Produce Market, a one stop shop hub will be provided to satisfy restaurants and household consumers. Amenities may include offices, a shared kitchen, and food product preparation, storage and distribution facilities. The Old Royal Adelaide Hospital site has seen tenders advertised for Stage 1 Demolition Works, and for a construction superintendent. The tenders are for the duration of Stage 1 demolition and remediation works, which include the East Wing building adjacent to the Adelaide Botanic Gardens. Renewal SA continues to work with Commercial & General and John Holland on a master plan for the site.

A masterplan has been endorsed by the Holdfast Bay City Council, following community consultation, for the Glenelg Oval redevelopment. The council would build a new indoor sports centre featuring a new tennis clubroom, as well as resurface eight tennis courts and install a new playground, public amenities and basketball court. Works also would include upgrading the Glenelg Football Club function centre. The Taplin Group is awaiting the Development Assessment Commission to approve three proposed residential and commercial developments in Glenelg. The three structures include: A seven storey apartment/retail building at 13-23 Jetty Road; An 8 storey apartment/retail building at 128-132 Jetty Road; and, Apartments and a carpark above an existing complex at 19-31 Brighton Road. Life Care Corporate Services are expanding their retirement and aged care facilities. Currently, they are planning to build: A retirement village of 78 units, 24 serviced apartments and an aged care home in Golden Grove; 70 independent living units, 32 serviced apartments and an aged care home in Glen Osmond; 12 independent living units, 50-60 serviced apartments in Joslin; 94 independent living units in Norwood; and, An extension for an aged care facility in Reynella. The organisation currently has approximately $200 million worth of construction of aged care projects in the pipeline.

Western Australia Following development approval, documentation is now in progress by Cox Howlett and Bailey Woodland for the Saint Andrews Hotel development in Perth. The $100 million development will see the construction of a 62 storey hotel to include 60 serviced apartments and 485 hotel rooms, a restaurant and ground level retail tenancies. A builder is expected to be appointed late 2017. Opal Aged Care is developing a new aged care facility in Alfred Cove. The $24 million project is currently out to tender for the construction of a 3 storey facility comprising 120 bedrooms with ensuites, communal areas and staffing facilities. Tompkins Park will undergo a large redevelopment valued at over $9 million. The project is currently out for tender for the architectural and engineering design of four bowling greens, an extension of the existing pavilion to allow for additional change rooms, kitchen, office and verandas, refurbishment of the clubroom, reconfiguration of playing fields and extension of the gymnasium.

Northern Territory

Mining

A $235 million plan has been launched to develop a space centre in Arnhem Land, in the north-east of the Northern Territory. The NT Industry Development Fund is in the process of completing due diligence. The space centre would be capable of launching suborbital vehicles and some low earth orbit satellites during the first stage. Equatorial Launch Australia is the company behind the proposal.

Developers Talisman Mining LTD and Sandfire Resources NL have received mining proposal approval for their $94 million Springfield Joint Venture Copper Gold Project with site works expected to commence shortly.

The NT government has submitted a proposal to the Commonwealth’s Senate inquiry for a large scale, tri-service defence force training facility near remote Nhulunbuy. The facility could help breathe life back into the town following closure of its aluminum refinery in 2014. The large tracts of uninhabited land could support land manoeuvre training, amphibious operations and naval training.

SAB Mining has been selected as the civil and mining contractor for Metro Mining Limited’s Bauxite Hills Bauxite DSO Project. Early site works have commenced on the $35.8 million dollar open cut mine.
