CONTEST RULES & GUIDELINES The City of Delta is proud to present the Community Banner Contest, a competition to create a street banner that will raise awareness of Delta’s natural beauty, culture, and heritage, engage the community and showcase local artists.
HOW TO ENTER
The competition is open to residents of Delta and four winning banner designs will be selected.
• Due to COVID-19, only electronic submissions will be accepted until further notice. Submissions must be sent via email or file hosting service (e.g., Dropbox) to talk@delta.ca.
The Delta Community Banner Contest calls for entries from the following visual arts: • • • • •
Photography Digital art Collage Painting and drawing Printmaking
Please refer to the Contest Rules & Guidelines for details on how to submit your contest entries. Throughout the guide, you will find examples of visual art for street banners.
Please provide:
• A completed entry form (attached to the back of this guide)
• A completed entry form and Intellectual Property and Photograph Waiver/Release form must be submitted with each entry. Note: Incomplete Intellectual Property and Photograph Waiver/Release forms will result in the automatic rejection of your submission. All waiver/release forms must be signed and dated and will be subject to confirmation by the City of Delta for authenticity. For submission guideline questions, please email talk@delta.ca.

CONTEST RULES & GUIDELINES WINNING BANNER SELECTION
• A volunteer panel of local artists and a member of Delta’s Heritage Advisory Commission will select the winners. • One winner will be chosen from each of the following categories: Delta Heritage Discover Delta (open category) Emerging Artist (ages 13 to 17 years) Aspiring Artist (up to 12 years old)
GENERAL SUBMISSION GUIDELINES
• Submissions will be accepted during the months of April and May. • Only one entry per contestant. • Designs must include or reflect elements of the chosen category. • Please be sure to review the submission guidelines on the following pages for each type of visual art category. • When creating your artwork, you will be submitting a design for one side of the street banner pole, but it will be seen from both sides of the banner (See Figure 1, Page 7 for details).
PRIZES
• The winning design from each category will be displayed on Delta street banners from January to May. • An honorarium and a street banner with the winner’s design will be awarded to each winner.
• The City of Delta logo will be added to the top or bottom section of all final banner artwork at time of fabrication. Please bear that in mind when creating your artwork (See Page 7, Figure 2 for placement and approximate size).
ELIGIBILITY & COPYRIGHT
• All design entries must be vertically-oriented as banners will be hung vertically. Banner size will be 30” X 80” (76 cm X 203 cm), so designs should maintain the same proportional scale; for example, 9” X 24” (23 cm X 61 cm) (See example on page 7 for details).
• The artist will not retain sole copyright for their artwork.
• Designs must be in full colour and colours should be full intensity, as natural light will filter through them, lightening them by several shades.
• City of Delta employees and family members are not eligible for this contest.
• The City of Delta will have unlimited reproduction rights to all contest submissions.
• Use of text is discouraged. • Due to COVID-19, submissions must be sent electronically via email or file hosting service (e.g., Dropbox) to talk@delta.ca. • Collages, painting, drawings, and print submissions should be photographed and submitted electronically by emailing to talk@delta.ca. Please note: Due to the anticipated volume of contest entries, submissions that do not conform to the minimum requirements detailed in this document may be disqualified.

• Submissions may be medium resolution images in JPG, PGN, or PDF format but will need to be available in high resolution as noted below if chosen as a winner.
• Submit only portrait/vertically-oriented photographs. • Only original photographs, not previously published, will be accepted. • Files must be submitted in JPG, PNG, or PDF form. • Submissions must be sent via email or file hosting service (e.g., Dropbox) to talk@delta.ca. • Files must be saved as the entrant’s full name, the image number, and the photo theme. For example: John-Doe001-Glenrose Cannery.jpg • Submissions received without a completed entry form and waiver/release may be disqualified (see pg. 8/9). Note: Incomplete waivers will result in the automatic rejection of your submission. All waivers must be signed, dated and will be subject to confirmation by City of Delta for authenticity.
• Should your image be chosen as a winning banner design, we will require the following minimum requirements for image resolution: 10MP, high resolution, photographic image capable of up to 3200x8000 pixel enlargement If possible, shoot images in RAW image format You will be contacted by City of Delta for an uncompressed, high resolution TIFF, RAW or PSD image file, if available If a winning image cannot meet this minimum image resolution, it may be disqualified because it cannot be successfully enlarged to meet the banner production requirements

DIGITAL ART
Submission Requirements: • Images must include or reflect elements of the chosen category. • Submit only portrait/vertically oriented images. • Only original designs, not previously published, will be accepted. • Submissions must be sent via email or file hosting service (e.g., Dropbox) to talk@delta.ca. • Files submitted for judging should be PDF or JPG files, but should be created at a minimum resolution of 300ppi. High resolution files will only be required if your design is chosen as a winner. • Files must be saved as the entrant’s full name, the image number, and the photo theme. For example: John-Doe001-Glenrose Cannery.jpg • Submissions received without a completed entry form and waiver/release may be disqualified (see pg. 8/9).
• If your submission is selected as a winner, you will be contacted by City of Delta for an uncompressed, high resolution image at a minimum 300ppi at 2400x6000 pixels (8x20”). • If a winning image cannot meet this minimum image resolution, it may be disqualified because it cannot be successfully enlarged to meet City of Delta’s banner production requirements. • Colour space preference is CMYK, but RGB is acceptable. Please note: colours may shift in conversion from RGB to CMYK – please bear that in mind when creating your digital artwork. Colours should be created in Pantone COATED colours as that colour finish most resembles the sheen of a nylon print and allows for accurate colour calibration on a digital printing machine. • Acceptable digital art formats include: Illustrator AI, EPS, and PDF formats; Photoshop, JPG, and PSD formats. • Please note: All non-Adobe CS graphic files must be converted and saved as one of the above industry standard digital formats.

Due to COVID-19, no hard copies will be accepted. Should the winning design be a collage, painting, drawing, or print making, the winner will be contacted for the original copy. • Identification including name, mailing address, email address, and phone number must be included on your CD, DVD or memory stick or on the back of your photograph.

• Submissions received without all the required contact information may be disqualified and will not be included in the final judging.
Technical Specifications: • Absolutely no mechanical reproductions of original works are permitted within the banner designs. • Use of words, letters and numbers is discouraged but may be included if they are related to the theme of the banner artwork. • Minimum finished artwork size must maintain a proportional scale of 9” X 24” to correctly fit the 30” X 80” (76 cm X 203 cm) street banner. See Figure 3, Page 7 for details. If the original artwork does not meet these minimum dimensions, it will be cropped to fit. • If your artwork is selected as a winning design, it will be professionally scanned at very high resolution in order for it to be resized and made into a banner.

Intellectual Property & Photograph Waiver/Release The City of Delta (Delta) asks for your permission to use, reproduce and release to others any and all photographs, digital artwork, collages, paintings, drawings, and other artwork submitted by you and/or your child (the “Artwork”). By signing this Waiver/Release you are agreeing to the terms set out in this document. I, _________________ (please print name), agree to permit Delta to use, reproduce and release the Artwork to others, whether in photographic, digital, electronic or other form without payment or other compensation to me or my child, for any Delta purposes.
