Spain wants to change the 90 day rule for Britons

Spain’s Secretary of State for the Ministry of Tourism and Industry, Fernando Valdés, revealed that he wants to do away with the rule that limits British tourists, as well as tourists

from other non-EU countries, from staying in Spain for only 90 days in any 180-day period. Minister Valdés said the changing of the current regulations would be a bid to further boost the

tourism sector in Spain.

Valdés made the comments during an interview with online news outlet iNews in which he intimated that Spain would like to see an end to the rule that limits non-EU travellers from visa-free countries to stay in the Schengen area for only 90 days within any six months. Instead, Spain would enable travellers, including British holidaymakers, to stay in Spain inde nitely, when visiting for tourism purposes.

However, despite Spain’s preference - which would be a welcome bonus for British homeowners who split their time between Spain and the UK - the decision would have to be made at an EU level and Spain itself cannot change the rules.

Valdés said, “Unfortunately, this is not something Spain has established by itself or can get rid of it. It is true

that after Brexit some problems have emerged with people wanting to stay longer.”

Lifting the 90 day limit would be a de nite boost for Spain’s tourism industry, which currently accounts for 12 percent of the country’s GDP. It’s believed that o cials are already putting pressure on Brussels to scrap the rule. Valdés added, “It is in our interest to lobby and convince [the EU]

we can try to work an exception with them. But the solution must come from them.” Fernando Valdés

Your vote, your choice

On 28 May 2023, local elections will be held to select municipal governments across Spain. Some foreign nationals residing in Spain have the right to vote for their municipal representatives. Citizens of the European Union have the right to participate in local elections. People from some other countries, including the United Kingdom, also have the right to vote provided that they have legally registered their address with the local authorities and have declared their intent to vote in the Spanish municipal elections in Spain before the established deadline. Following Brexit, it’s important for British citizens to declare your intent to exercise your right to vote in the Spanish municipal elections - you can do so online via the o cial website of the Instituto Nacional de Estadística (INE) or at your local town hall.

Non-EU citizens from countries which have an agreement with the Spanish government, including the UK, must have resided in Spain for a minimum period of 3 or 5 years in order to be able to exercise their right to vote.

To make sure everyone understands their eligibility, the registration and voting process, Torrevieja town hall is holding an information session at the Centro Cultural Virgen del

Carmen. The session takes place on November 18th at 10am.

To book a place at this week’s

talk, you can do so by emailing info@votoresidentesalicante. com

Sueña Torrevieja want big screens for world cup

Opposition political party in Torrevieja, Sueña Torrevieja, has asked the town hall to install big screens so that football fans can gather together to see Spain play in the world cup.

Sueña Torrevieja has asked the government team to install giant screens to watch Spain’s matches at the World Cup which takes place in Qatar from November 20 to December 18.

Sueña says that several residents have voiced the request to be able to watch Spain’s matches on the big screen, saying it would bring life into the town. A Sueña spokesperson said, “This proposal would bring great bene ts to the local commerce

of the city, being interesting to combine it with the events of the patron saint festivities to liven up the atmosphere and spend a good afternoon or evening with the family.”

Unique opportunity

According to Pablo Samper, spokesman for the party, “this World Cup is unusual because of the winter dates and in the event that the team goes through to the round of 16 as rst in the group, they would play on December 5, when Torrevieja is already immersed in full patron saint festivities, but if it passes second to the next stage, they would play on December 6,

coinciding with the day of the paellas. Both days are ideal to make this proposal.”

Samper said that “as was done in previous editions, we propose that the giant screens be placed in strategic places such as the Paseo Vistalegre or the Plaza de la Constitución in the case of playing on December 5, and in the case of playing on the 6th , in the Antonio Soria park, coinciding with the celebration of the paella contest” and adds that “we would all win with this initiative because it is an opportunity for the neighbours, lovers of football and sports in general, as well as commerce and hospitality local.”

Over €50m needed to guarantee schooling in Torrevieja

The Valencian Government needs to invest more than 50 million euro in the construction and remodelling of educational infrastructure in Torrevieja in the coming years if it wants to guarantee the high demand for places in its schools, repair issues at schools in poor condition and de nitively eradicate temporary ‘prefabricated’ classrooms.

The gure was revealed by the General Director of Educational Infrastructure, Victor Garcia when he visited, along with Torrevieja’s Mayor Eduardo Dolón, the construction site of prefabricated classrooms that will host the students of the

Inmaculada School from the beginning of January. O cials have also attended the site next door, where Amanecer Public School is currently under construction.

The town hall and the Generalitat are determined that students transfer out of the current Inmaculada School during the Christmas holidays regardless of whether the contract of works for the new centre have been awarded. It is estimated that work on the new permanent structure will begin in February 2023 on the site of the existing school, which is to be demolished.

In addition to new buildings for Inmaculada and Amanecer schools, essential works are required at several other schools including Las Lagunas, Torrevigía, Libertas and Virgen del Carmen. Air conditioning needs to be installed at Las Culturas, El Acequión and Habaneras and several other schools are awaiting urgent repair work.

There’s also the construction of IES Number 6, which is a delegated centre of Torrevigía secondary school and currently located at the International Conservatory beside Quirón hospital.

Rain Causes Havoc

The heavy rain on Friday saw up to 78 litres of rain per square meter cause havoc across the Vega Baja. The intense rain caused ooding in several areas, especially Torrevieja and Orihuela Costa. The local Friday market in Torrevieja was cancelled as roads into rivers. Rubbish bins were seen oating down the streets and drivers and pedestrians alike struggled to get around.

In Dehesa de Campoamor one woman had to be rescued from her car by Policia Local o cers after she tried to drive through a notorious ood plain, ignoring police tape sealing o the area. However, the woman wasn’t the

only one to fall foul of the ooded area. Videos on social media show a man in a black car weighing up the option of risking driving through the ood or driving round. Despite the fact the woman’s abandoned car is still in place and can be clearly seen with water halfway up the doors; the driver puts his foot down, only to get stranded before he reached the other side.

Police warn drivers not to attempt to drive through any body of water where the bottom is not clearly visible. Of course, where police tape cordons o an area, then it is there for a reason and should not be ignored.

Talk on voting for expats in Orihuela Costa

The Department of Immigration and Citizen Participation, together with the Alicante Provincial Council, has organised an informative talk on the right to vote for international residents. The seminar will be held on Thursday, 17th November, at 10am in the Assembly Hall at Orihuela Costa Town Hall.

Ángel Luis Muñoz, council representative for the Coast, said: “The talk is being held because on 28th May, 2023 elections will be held to choose the local governments for the municipalities of Spain. Some foreigners residing in our country have the right to vote for their municipal representatives but might not understand the process.”

In the talk, topics such as who can vote will be discussed. In these elections, in addition to Spaniards of legal age, citizens of the European Union will be able to vote, as well as citizens of Bolivia, Cape Verde, Colombia, Korea, Chile, Ecuador, Iceland, Norway, Paraguay, Peru, the United Kingdom, Trinidad and Tobago and New Zealand.

However, there is a criteria and people wishing to take part in the elections need to register and express their desire to vote in municipal elections in Spain before the established deadline.

For European citizens this will end on 30th January, 2023 and applications for registration in the electoral roll for citizens of countries with an agreement can be made from 1st December, 2022 to 15th January, 2023.

The talk will also o er guidance on other topics of interest for the upcoming elections, such as what requirements must be met to be able to vote, how to check if they are registered on the electoral roll, how to exercise the right to vote by mail or the procedure to stand as a candidate in the elections.

The Department of Infrastructures has begun renovation works on the drinking water network in several streets of La Regia. Speci cally, the works will be carried out on Isla Menorca, Isla Conejera, Isla Mallorca and Isla Ibiza streets. Around 1,450 meters of new ductile iron pipes will be laid to replace the old system; the new pipes being made of a highly durable material.

In addition, 104 new connections, gate valves, manholes and two re hydrants will also be installed during the project. The Councillor for Infrastructure, Ángel Noguera, has highlighted the importance of these works. He explained that ‘this is the section of the network which is one of the oldest areas of the urbanization. It is necessary to renew the pipes to guarantee that the supply of water is delivered safely and that there are no faults in the network’.

“This project will complete the renovation of the drinking water network in La Regia”, he added.

The renovation works will cost 241,767.45 euros, which will be nanced from the Renewal Fund of the concessionaire for the drinking water distribution service, and it is believed that the works will take three months to complete.

More pets to be banned, according to the new law

The prohibition of possession and breeding of certain animal species is not something new to Spain. Since 2013, many animal species are included in the Spanish Catalogue of Invasive Exotic Species, which categorically prohibits the keeping of raccoons, Argentine parrots, lovebirds, Vietnamese pigs, peninsular tortoises (freshwater turtle), hedgehogs or nasuas, among other animals, in the home by individuals. However, the new Animal Welfare Law that is being processed by Minister of Social Rights Ione Belarra signi cantly expands the list of pets that are prohibited at home and restricts those that are currently allowed.

The future standard establishes a series of strict requirements for an animal to be considered ‘domestic’. To be considered a domestic animal, it must appear on the list of permitted species, which will be approved after the introduction of the new law. In general, the requirements consist of the species being easy to care for in terms of its ecological, physiological and ethological needs, that it is scienti cally accredited that it can live in captivity, that it does not pose a risk to people due to its aggressiveness, venom or size, and that there is no risk that, if it escapes, it could become an invasive species, colonising habitats and causing environmental damage.

Based on these criteria, the Animal Welfare Law would prohibit the keeping of:

• Mice

Hamsters

• Guinea pigs

• Chinchillas Rabbits

• Turtles

• Parakeets

Parrots

• Lovebirds

• Snakes Spiders

• Iguanas

• Chameleons Geckos

Birds originating from other countries

In the case of the rodents listed above, the reason for their prohibition is to preserve the wild and native fauna of the natural environment: “Species for which there is certainty of their invasive nature will not be included in the allowed list of pets or that, in case of escape and lack of control, suppose or could suppose a serious risk for the conservation of biodiversity”, states the law.

This is the same reason why the rabbit, a hugely popular pet in Spain, is also to be excluded from the list of accepted domestic animals. Even

turtles, so popular in many homes, will also be prohibited and this is because, according to the Ministry for Ecological Transition, they are animals that contain a signi cant number of pathogenic vectors, such as parasitic fungi, and are therefore potential transmitters of diseases.

The ban on parakeets is justi ed, according to the Ministry of Social Rights, in the exclusion of “wild species of fauna not naturally present in Spain”, the same being the case967 - for parrots, lovebirds and other birds not native to the country.

The legal text currently in process does not yet establish a list of allowed animals, which must be approved by the Government within a maximum period of 48 months from the entry into force of the law.

There does not seem to be unanimity across EU countries regarding what should be understood as a pet or not. For example, in Belgium, where an Animal Welfare Law has just been approved, it is allowed to keep rabbits, ferrets, hamsters, deer, guinea pigs and squirrels.

In the Netherlands, which has had a similar law since 2015, the list of permitted species is reduced to 30, including various types of rodents, as well as rabbits and ferrets, as well as wild boars, alpacas or bu alo.

Twenty-two passengers miss their flight due to queues at Alicante border control

A lack of police o cers working at passport control at the AlicanteElche airport caused 22 passengers, due to board a ight to Manchester, to miss their ight last Monday afternoon. The passengers ended up caught up in long queues of travellers whose documentation had to be veri ed before boarding, according to the Jupol police o cers union. The Ryanair ight took o without waiting for the passengers, who were stuck in the queue at border control.

The overcrowding of passengers at the police checkpoint in the airport that was happening at the beginning of June was solved during the summer months with more o cers assigned to border control at the airport. However, once the summer period nished, delays are once again being experienced due to a lack of sta to check passenger

documents.

A Jupol union spokesperson said that problem has resurfaced, especially on days with more ights -Tuesdays and Saturdays. The airport, said the union, is reinforced with agents from the Elche and Alicante police stations, but it is not enough.

According to Jupol, “it is causing it to begin to take its toll on the police, both psychologically and physically.”

The union claims that “stress and tension is increasing, not only among passengers, but also among police o cers, who are also seeing their right to enjoy their vacations and days o limited due to lack of personnel.”

The most recent incident that took place on Monday afternoon occurred when several incoming and outgoing ights clashed, so only four o cers were available to attend to passengers to check documents.

Stevie’s Ukraine campaign

Locals ocked to the Emerald Isle to support Stevie Spit as he raised money for regeneration projects to bene t children in the Ukraine. The fundraising afternoon saw a host of local singers, led by Stevie, take to the stage to entertainx the crowds. There were also market stalls selling clothes, shoes and jewellery.

Stevie was awarded a British Empire Medal (BEM) in the New Year’s Honours List 2020 for services to charity and as well as continuing to help local children in need, Stevie is currently supporting projects to help children in the Ukraine. The recent event will see the money raised go towards the rebuilding

of two schools in Chernihiv and a swimming pool used to provide therapy to disabled orphans.

The swimming pool alone has an estimated restoration cost of 12,000 euros.

Stevie is working alongside Angels of Freedom and the details of the campaign can be found at www.savechernihivschool.

online The charity reports that after just one month of Russian shelling and air strikes, 27 out of the 34 schools in Chernihiv were damaged or ruined. The campaign began by restoring the schools that had the least damage so that children would be able to return to lessons quickly. Three of these are now back up and running and the

campaign is focussing on the next ones on the list.

Stevie and his close friend and assistant Eileen (known a ectionately as Nanny to the local community) are hoping to visit the projects in the Ukraine at some point in the near future.

Stevie said, “We raised €2,995 but we made it up to €3000. I’d like to give big thanks to Belinda McBride as she actually put in €1000 from her Saturday club. And also a massive shout out to Fransisco and N332 for their support. The artists who generously gave their time on the day were Paul Christie, Randy Corwood, Leroy Morales, The Jersey Boys Experience, Cindy Fitzpatrick and Chloe Leigh.”

Campoamor speeding fines revoked

The DGT has agreed to cancel all nes issued through the speed camera on the N332 at Dehesa de Campoamor, as the radar camera is untrustworthy. Drivers with nes outstanding

will have them cancelled and those who have paid, will be able to claim the money back.

The camera has been the focus of numerous media articles due to a con ict between

the speed limit signs and the o cial laws of the road. Those caught out were quick to point out that the camera is set lower than the legal speed of the road.

More street cleaning staff

The Orihuela Councillor for Street Cleaning and Waste Management has announced that up to 34 new sta members are joining the workforce. There are currently 103 workers, down from 137 at its peak and the Councillor

said they are working to reinforce and restore the team numbers. This move follows the recent announcement that the maintenance contract to repair numerous rubbish collection trucks has been extended.

The announcement

will be welcomed by the local community and neighbourhood associations, who have been lamenting the lack of street cleaning and rubbish collection on the Coast since the end of the summer season.

Should you keep hold of UK investments in Spain?

However well we have settled into our new lives in Spain, most UK nationals living here maintain some British habits. Whether it is a Sunday roast or watching British soaps, there are some ties we do not want to lose.

The same often applies for UK savings and investments. While many expats prefer to stick with what’s familiar, just how suitable are these arrangements for Spain?

Premium Bonds and ISAs

Launched 65 years ago, around 23 million Britons have over £100 billion in Premium Bonds today. Even though they do not provide any interest earnings or capital growth – which means their value will be eroded over time by in ation –the possibility of winning a large prize continues to appeal.

In Spain, investment income is added to your general income for the year and taxed at the scale rates of tax of up to 54% in the Valencian community.

ISAs too are fully taxable in Spain in the hands of Spanish residents at the corresponding savings income tax rates up to 26%. This applies to income and gains from cash and share ISAs.

Some expats mistakenly think that since they are UK investments they do not need to be declared in Spain, but if you are tax resident here they need to be declared and taxed.

Bank interest

Similarly, although bank interest in the UK is taxfree under a certain threshold for UK residents, it is taxable for Spanish residents at the savings rates between 19% and 26%.

With interest rates for savings still very low and while the cost of living creeps up, many UK savings accounts are failing to outpace in ation, so it is worth exploring alternative structures for your money.

Alternative investment structures for Spain

Highly tax-e cient opportunities are available to residents of Spain. At Seagate we have a range of tax e cient products designed for Spanish residents, from household names such as Prudential International.

Novelda man accidentally shoots himself in the penis

A young man from Novelda accidentally shot himself in the penis. Guardia Civil arrested the wounded man at Elda Hospital after he underwent a fourhour operation as surgeons attempted to reconstruct his reproductive organs.

The 22-year-old man su ered signi cant damage to his reproductive system as a result of the accidental ring of a gun in his possession.

The wounded man, who has a police record for various crimes, was brought to the Emergency Department of Elda University Hospital by his relatives after the accident.

In spite of everything, hospital sources said he was very lucky because the bullet did not hit his lower abdomen. Otherwise he could have bled out in a matter of minutes.

The circumstances surrounding the incident are currently being investigated by the Guardia Civil because the victim did not have a weapons permit nor had he registered the rearm in question.

O cers arrested him after the surgery but Novelda court decreed his provisional release, with charges, until the trial takes place.

The incident occurred during the early hours of Sunday, October 23, but the arrestee only appeared in court after he was discharged from hospital.

Sources quoted in several news outlets claim to have wellfounded suspicions that the young man was driving a car when he noticed the presence of several Novelda Local Police patrols. O cers were carrying out a routine patrol in the town but the wounded man could have thought that it was a police checkpoint. That’s why he allegedly tried to hide the gun inside his boxer shorts. In his haste and nervousness he may have accidentally pulled the trigger, causing the gun to re and the bullet to strike his penis at point blank range.

He initially managed to elude the Local Police but an hour later he ended up going to the University Hospital of Elda, being admitted to the Emergency Room with profuse bleeding and intense pain. When he left the operating theatre, after four hours of a

complicated operation, he was arrested by the Guardia Civil of Novelda.

The investigation is still open with the aim of recovering the gun. Sources believe that the gun might have been a replica gun, designed to shoot blanks but modi ed to re real bullets.

Police revealed that such ‘detonating pistols’ have become more popular among criminals recently. In May, for instance, police were called to a Novelda bar when an employee reported she had been threatened with a handgun. On investigation, police found the perpetrator along with the rearm which turned out to be a replica gun, or ‘detonating pistol’, which is designed to re blanks but can be easily modi ed for lethal use.

Back in 2019, another Novelda man was ned for carrying two replica guns and a hand grenade.

GBP

It has been another solid week for the UK, with the pound surging to new 2-month highs against the wilting dollar. Rishi Sunak and his government continue to make the right noises, with this week even seeing apparent progress on the much-fretted Northern Ireland protocol. Pictures of a smiling Ursula Von der Leyen sat next to Rishi Sunak as they discussed NI at COP27, at least con rmed that they get on, which is a great place to start.

UK economic data has not quite justi ed Rishi’s smiles, with the latest Halifax House price data slipping 0.4% (MoM/Oct) and taking the yearly gure to an increase of 8.3% versus 9.8% in the previous month. Clearly those BoE rate hikes are starting to negatively impact the outlook for the UK property market, and further declines look probable, given those big increases in mortgage rates across the board, notwithstanding the e orts by the BoE’s Bailey to bring down yields at the long-end of the curve.

The broader growth picture comes into play today, with the latest UK GDP report. Last month, the UK narrowly avoided negative growth (up 0.2%), but this month, the latest estimates point toward a sharp decline of around 0.4%, which if proven, will highlight the tricky challenge ahead for the BoE. Whilst they would like to continue hiking rates until there is a material decline in in ation, that task becomes ever more challenging once a recession kicks in, and the chances of that are high in the UK given the obvious slowdown in economic activity.

Looking ahead, next week is key for the UK, with the latest Retail Sales, Employment and in ation data scheduled for release. Headline in ation is currently expected to increase from 10.1% (YoY) to about 10.3%. As we said at the top, it has been a good week for the pound too, with GBP/USD moving back over 1.1700 for the rst time since early September, and GBP/EUR bouncing back over 1.1500, having slipped below 1.1400 earlier in the week.

EURO

Other than the US in ation data (see USD), there was also some better news for markets to digest out of Europe this week, after the latest German Industrial

Production (IP) data had a surprising burst to the upside. IP unexpectedly increased by 0.6% (MoM), comfortably beating estimates of an 0.2% increase. Interestingly enough, production in ‘energy-intensive’ industrial branches actually declined by 0.9% throughout September. Despite the good headline, Destatis*, did warn that the ‘extreme shortage’ of intermediate products and supply-chain logistics was still a headwind on IP.

There was also some better news to be had on the Retail Sales front, with Euro area Retail Sales increasing by 0.4% through September, up from a at reading previously, and helping to reduce the yearly decline from -1.4% to -0.6%. Amongst the data, there were some strong monthly gains for food, drinks and tobacco components, with a sharp drop in fuel sales throughout the region. Amongst the member states, Austria had the best month, with sales increasing by nearly 4%.

The news will bring some comfort to Christine Lagarde and the rest of the ECB, who face the tricky challenge of making further bold rate hikes, despite weakening economies throughout the region. Indeed, ECB head Lagarde highlighted again this week the need for the ECB to continue to raise Euro area rates, even if there has been an increased probability of a recession. Lagarde said that ‘We are determined to do what is necessary to bring in ation back to our 2% target.’ Euro area in ation is currently above 10%. Talking of in ation, today sees the release of the latest German Harmonized CPI, which is expected to have remained steady at around 11.6% (YoY/Oct). Next week will be all about regional in ation and growth.

As for the fate of the single currency, well EUR/ USD has now clearly broken back above the 1.0200 resistance region, which had previously capped the topside for the Euro against the greenback since the summer. This gives strong support to the theory that the single currency might be making a more sustained recovery against the recently-beleaguered greenback, with a strengthening currency also lending a supporting hand to the ECB’s battle against surging in ation.

Torrevieja-Orihuela to launch stage of the ‘Camino de Santiago’

Torrevieja’s councilor for Tourism Rosario Martínez, together with the teacher of the Municipal School of Painting and organizer of the event, Olga Parra, and councilors for Security and Emergencies, Federico Alarcón, Culture, José Antonio Quesada gathered this week with Tourism Councillors from Orihuela, Los Montesinos and Benejúzar, María García, Ana Juárez and Manuel Parra, and the mayor of Jacarilla, Pilar Díaz, to present a new collaborative project for the area - the Camino de Santiago del Sureste: Ramal Sur Torrevieja.

The project aims to launch a variation of the Ruta de la Lana, which starts from the town of Orihuela to the Cathedral of Santiago de Compostela, starting from Torrevieja to connect with the o cial path in Orihuela.

The ‘pilot’ event of 42 kilometres is broken down into two stages that will take place on Saturday 19 and Saturday 26 November. The project was developed with the aim of becoming a permanent route so that pilgrims, at any time, can travel it during any time of the year and thus consolidate the route as an o cial section of the Camino, (SouthTorrevieja Branch) certi ed by the Association of Pilgrims of Alicante for its inclusion in the Camino del Sureste.

The starting point of the rst stage will be the church of Sagrado Corazón de Jesús in Torrevieja, with a walk of 25 kilometres ending in Benejúzar, passing through the neighbouring town of Los Montesinos.

The second stage, which will take place on November 26 with departure from Benejúzar (a bus will leave from Torrevieja to the starting point of Benejúzar) with arrival in Orihuela passing through the municipality of Jacarilla with a total distance of 17 kilometres.

This is the rst project in collaboration with the municipalities of Torrevieja, Orihuela, Los Montesinos, Benejúzar and Jacarilla, to highlight the cultural, landscape and architectural wealth of the Vega Baja region. It is hoped that this route will be a tourist attraction for all these towns

showing that the region is not only sun and beach, but also has history, tradition and much more. The aim of this project is to discover the Vega Baja from another point of view that until now had not been valued or highlighted.

During the two stages of the Camino in November, the group of walkers, made up of 55-60 people, will be accompanied by the various local Civil Protection patrols from all the participating municipalities.

Scientific alert for insecticide-resistant mosquito species

Scientists have issued an alert for a mosquito that appears to be resistant to insecticides. The species ‘Anopheles stephensi’ is wreaking havoc in Ethiopia where scientists have discovered that this particular species is the cause of a malaria outbreak.

Scientists agree that this is a worrying nding, as it complicates disease elimination e orts in Africa, where 95% of the world’s malaria infections occur. In addition, it has triggered concern among the scienti c community because the behaviour of this species is di erent from that of other carriers of malaria.

A. stephensi, which is prevalent in South Asia, is believed to be behind recent malaria surges in East Africa.

Data presented earlier this month at the annual meeting of the American Society for Tropical Medicine and Hygiene clearly point to this particular species of mosquito as the culprit in the outbreak in Dire Dawa, Ethiopia.

Before A. stephensi arrived, malaria infections were not common in Dire Dawa. But cases have skyrocketed, from 205 in 2019 to more than 2,400 so far in 2022.

To identify the exact species, the researchers searched for breeding sites and collected adult mosquitoes around the homes of those included in the study. About 97% of the adult mosquitoes collected were A. stephensi, and researchers found more breeding sites around the homes of people who had tested

positive for malaria.

One reason scientists are concerned about the spread of this species is that it is a mosquito highly adept at breeding in human-made containers of water, such as buckets or even wells, making urban areas a favourite breeding ground.

In contrast, other malariacarrying mosquitoes usually prefer to breed in stagnant puddles and lakes in rural settings. Many African cities are rapidly urbanising, o ering ample opportunities for A. stephensi to nd a suitable

developing other alternatives to stop the spread of the insect.

Lessons could be learned from India, where the mosquito has caused outbreaks of urban malaria, according to Pradeep Srivastava of the National Center for Vector-Borne Disease Control in Delhi. One strategy that has worked is enacting stricter policies on water storage.

Time is of the essence. Djibouti, a neighbouring enclave of Ethiopia, was on the verge of eliminating malaria in 2012, when researchers rst found A. stephensi. Since then, infections have skyrocketed, with more than 73,000 reported in 2020.

In recent years, this mosquito species has been observed in northern Nigeria, thousands of miles away.

breeding ground, the researchers say.

What’s more, its larvae are especially hardy and it seems to prefer outdoor environments to indoors, rendering some conventional mosquito control methods such as bed nets and household spraying ine ective.

The feasibility of malaria elimination with existing tools is “questionable,” says Jan Kolaczinski of the WHO Global Malaria Program. Since this species is also resistant to common insecticides, such as DDT and pyrethroids, Kolaczinski stresses the importance of

The WHO issued an alert on this species in 2019, and in September, launched an initiative to stop its spread. The WHO also found that around 126 million people living in African cities could be at risk of malaria if the mosquito continues to spread across the continent. As such, the WHO is coordinating a pilot programme to distribute a malaria vaccine that was approved in 2021 for wide use in children.

The vaccine, which works by creating antibodies against the deadliest species of malaria parasite (Plasmodium falciparum), will have a limited release in Kenya, Malawi and Ghana, and will be available in other malaria-endemic countries by 2025.

Guardia Civil seeks public help to find kidnapper

Guardia Civil are asking for the help of the general public in order to nd the man believed to be behind the kidnapping of a Russian couple in Alicante. Police are seeking the collaboration of citizens to locate the alleged mastermind of the kidnapping in which a Russian couple were taken hostage in June when criminals tried to force them to share access codes to a virtual cryptocurrency wallet. Six people are already in preventive detention for the kidnapping and the only thing missing, say police, is to locate Carlos Garrido Delgado, a 40-year-old from Seville, who investigators believe to be the orchestrator of the kidnapping. Investigators suspect that he could be hiding in Portugal and after several months of unsuccessful searches, police have asked for the help of the general public. The plea for public support comes in the wake of the recent successful campaign which resulted in the location of the serial killer who killed an Elche court o cial and a farmer in Los Montesinos.

The fugitive is accused of kidnapping, belonging to a criminal organisation and

impersonating security forces, since the two men hired to kidnap the Russian couple on San Juan beach posed as police o cers to lure the victims.

Citizens who can provide any information on the whereabouts of Carlos Garrido Delgado are asked to call 650984071, the Judicial Police Organic Unit of

is in Seville, but it is suspected that he could be hiding in Portugal. Investigators have con rmed that Garrido was in Alicante the day the kidnapping took place and, after inquiring about a Russian translator (since arrested) who was in the car with the victims, Guardia Civil summoned Garrido to come in for questioning, but he did not appear at the appointment and since then has been unaccounted for.

Since the day of the kidnapping, six people have been arrested, including a former Guardia Civil who now works as a private detective and was hired by Carlos Garrido to track down the Russian couple. Those arrested are ve men of Spanish nationality and a Russian woman who assures that she was only hired as a translator and was unaware that they were going to kidnap the victims.

The Russian couple had returned to Alicante after a trip to Barcelona. The man is a computer technician, specialising in cryptocurrency management and it is believed the kidnappers wanted to access his virtual wallet to steal a large sum of money.

My father was widowed when my step-mother died last year. Since then, he’s been pretty miserable on his own. I got along with my step-mother as she’s all I’ve known and so I was grieving her loss too. I could see how much he was suffering and I’ve tried everything to help him with his sadness. Three weeks after my suggestions of joining a bereavement group, Dad met a woman who had also been widowed. I wasn’t against it he said it was just companionship

and I know he still missed mum. I don’t normally turn against people easily, but I am worried. She’s started hinting at moving in with him. I’ve not said too much but I have cautioned dad against jumping into another relationship too quickly. He agreed with me, and said it really wasn’t going to be ´like that´, however this woman is constantly looking for sympathy and telling Dad that she is on her uppers.

Whilst your Dad is enjoying himself,

everyone needs to be aware that there are people who will always take advantage. There’s no harm in your Dad deciding on the terms of this relationship so far as he wants it. It sounds like you’ve had a frank discussing and voiced your concerns. If your Dad is uncomfortable with this lady asking him for things he’s not yet ready for, he must stick to his guns because it can be all too late once, moving in and second marriages are arranged. Test the water and see if this lady is happy to continue as before; if she is not, then she may move on to someone else.

“How can I connect a USB Pen Drive to my Smartphone or Tablet?”

You can buy a USB adaptor or a short adaptor cable for a few euros. Make sure to buy one that is compatible with your Smartphone’s USB socket.

To get the most out of the navigation of the USB Pen Drive I recommend installing “File Manager +”. This allows full access to any USB storage connected to your Smartphone. With File Manager + you can

copy or move les to and from USB devices and Smartphone.

“I use Cloud Storage to backup important les from my computer. I deleted one of these les from Cloud Storage and found that it was also deleted from my computer. Why has this happened?”

After you delete a le from Cloud Storage, the le will also be deleted from your computer the next time your system syncs. This is not a permanent, irreversible process. The deleted le from your computer will temporarily be still available in the Recycle Bin.

This also applies when you delete a le from your computer, the le will also be deleted from the cloud the next time your system syncs. Most cloud storage systems allow you to restore a deleted le within 30 days. Anything in the Recycle Bin for more than 30 days will be permanently deleted by the system and cannot be restored.

If you delete a le in Cloud Storage on a mobile device be aware there is no Recycle Bin.

One in four young people admit to being racist

The latest survey among young people in Spain has revealed that one in four admits to being racist and one in seven admits to ‘exercising racism’ by engaging in xenophobic behaviour. The survey was carried out by researchers at the Reina Sofía Center on Adolescence and Youth alongside the Fundación Fad, and looked at young people and racism, their perceptions and attitudes.

Researchers looked at attitudes among 15 to 29 year olds and found that a surprising portion of the young population harbour racist attitudes. The survey also found that up to half of the young people surveyed blame migrants themselves for not adapting to cultures other than their own, researchers revealed.

Many claimed that the problem of racism is caused by the very people who, due to their skin colour or di erent origins, are considered by themselves as ‘di erent’ than the general population.

Half the respondents agreed with the statement, “Migrants must abandon those customs that con ict with the lifestyles of the rest.” Many of those consider that the phrase applies speci cally to the Roma population, which the young people surveyed said, “breaks the rules of coexistence and lacks civility.”

This type of attitude, together with the perception that Roma students cause a drop in the educational standards at schools, and that migrants come to take away their jobs, make up the issues that show markedly racist attitudes among one in four of the young people surveyed.

The researchers said that the

increase in cultural diversity and migratory movements are factors that, indeed, “can lead to an increase in ethnic or racial discrimination”, but that this discrimination is not necessarily linked to migration either because, as the young people point out with their answers, it can be linked to their own coexistence with ethnic minorities.

Those surveyed were in support of the vital care o ered to unaccompanied underage migrants.

However, the same young people surveyed were not so clear about migrants’ positive contribution to the economy, despite the fact that this is con rmed by international experts in the demographic, sociological and economic elds.

Another of the aspects analyzed in the survey refers to both physical and verbal violence motivated by racism or xenophobia. In this sense, one in three young people claim to have witnessed some type of racist behaviour, with the majority of incidents of this type taking place on social networks and the virtual environment rather than in person.

Up to 50% of those surveyed maintain that they have witnessed ridicule and insults, or what is considered racist violence, in exchanges of messages, through chats and on social networks. One in four say they have directly su ered these attacks or insults both in person and online, and in up to 14% of cases, the incidents were physical in nature.

Examples cited were unfavourable or unkind treatment in many daily situations, such as customer service in a shop. Other examples included

people crossing the road to get away from them, changing places on public transport or being left out at work or in education.

The experts from the Reina Sofía Center and the Fundación Fad said that the level of young people admitting to feeling or acting in a racist manner is a concern, saying the results of the survey, “are worrying and signi cant”.

The group most discriminated against, according to the survey, is the Roma community. This particular ethnic group is the one that ‘generates the most rejection’ among those who, in the survey, confessed to being racist. They neither want to have a Roma neighbour nor do they think it is good for Roma people to occupy positions of public responsibility, in teaching or in the security forces,

In 16% of cases, young people would reject the possibility of interacting with Roma people, whom they place at the lowest level of the table when it comes to establishing a friendship or an intimate relationship.

In general, up to half of those surveyed who blame migrants for their lack of social and cultural integration also place those from Sub-Saharan Africa among a group they would not choose to interact with, followed by people from Morocco and of gypsy origin.

The conclusions of the researchers after analyzing the results of the survey point out that the majority of young people have anti-racist positions, although the presence of racist and xenophobic attitudes is worrying.

Researchers highlighted the

importance of working preventively and from an education perspective to eradicate “the most subtle prejudices” and any new form of discrimination.

Around 40% of young people agree that the main motivation for the discrimination they either experience or witness is ethnic origin and sex or gender, closely followed by sexual orientation in general. Physical

appearance and country of origin are listed as discriminatory reasons in equally high percentages, followed by traits that determine race.

To a lesser extent, although equally cited as causes for discrimination, young people also mentioned having di erent political opinions, mental or physical disabilities, di erent religions and beliefs or economic level.

John Lewis Christmas ad goes back to basics

Christmas ads are very much present on our TV screens this week and the long awaited debut of the annual John Lewis ad, usually a terjerker, didn’t disappoint. The retailer has foregone the fake snow, celebrity cameos or Christmas animals and has gone back to basics with a Christmas ad that raises awareness of young people living in care.

The advert focuses this year on a middle-aged man’s e orts to prepare for the arrival of a new foster daughter – Ellie – by trying to share her passion for skateboarding. The simple styling of the ad is completely ad odds with previous big budget productions issued by the Claire Pointon, customer director at John Lewis, said the ad was a “very di erent story to what we have done before” which was intended to “make you stop and think and say ‘how can

I help’.”

Holly Kicul, advertising manager at John Lewis, said “We could have heavily gone for Christmas magic and fun but that didn’t feel the right thing to do this year with everything going on. It felt the right thing to use this platform we have to get this message [on carers] out. We wanted to have laughter but in a di erent way to what we do normally.”

The ad was developed with advice from Action for Children and Who Cares? Scotland and is intended to raise awareness of those living in and leaving care over Christmas.

The advert doesn’t call for donations to charity. However, a quarter of the value of sales of a special toy bear and other products, including a skateboard as shown in the ad, will go to charities Action for Children and Who Cares? Scotland.

Best sandwiches in the World

There is no food more humble yet universally adored than the sandwich. And while they may di er in ingredients there’s hardly a country on the planet that doesn’t turn to some type of bread with something stu ed inside it to cure a craving…..

Pambazo, Mexico

Tortillas might rst come to mind when it comes to Mexico. But one of the country’s most famous antojitos (street snacks or appetizers) is the pambazo, a favourite street food sandwich from Veracruz and Puebla said to have been inspired by the shape of a Mexican volcano. It’s a seriously lling thing featuring bread tinted red thanks to a soak in slightly spicy guajillo sauce. Open up wide for the potatoes and Mexican chorizo inside, topped with lettuce, cheese and cream.

Pan bagnat, France

If you like a good salad Niçoise, chances are you’ll be a fan of the pan bagnat -- a sandwich that similarly hails from Nice in the South of France and is made using crusty pain de campagne, a boulangerie favourite. Sliced in half (but not completely through), the bread hinges open to reveal layers of raw vegetables, anchovies, olives, sliced hard boiled eggs, chunks of tuna and liberally applied olive oil, salt and pepper.

Spatlo, South Africa

Particularly linked to

the Gauteng province and Johannesburg, South Africa’s spatlo sandwich (often called kota, loosely translated as quarter) is made from a quarter loaf of bread that’s been hollowed out and stacked to the max with meat and much more.

Inside, nd seasoned fries, cheese, bacon, polony (bologna), Russian-style sausage and perhaps a heaping of spicy atchar sauce (made from green mangoes) and a fried egg.

Carnivores say oui to this seriously stacked sandwich from Quebec made with smoked beef brisket layered between slices of light rye bread and drizzled with tangy yellow mustard.

The best briskets used in a true Montreal smoked meat sandwich are said to soak for up to two weeks in brine and savory aromatics such as coriander, peppercorn and garlic before being smoked and hand-sliced to go down in eternal sandwich glory.

A classic belly buster that traces its roots to New Orleans, the po’boy (aka poor boy) is rumoured to have been invented to feed the city’s streetcar drivers during a 1929 strike. Folks who sink their teeth into this mayonnaise-laden French bread stu ed with fried oysters (or perhaps fried shrimp or roast beef) and piled with lettuce, tomato and pickles is in for one beautifully delicious mess.

Chip butty, United Kingdom

The opposite of elegant, the chip butty means business -- after all, this is a sandwich sheathed in buttered white bread and stu ed with fries (aka chips in its native Britain) that seem to carve out their own space in all that soft goodness. The chip butty can be doused with optional condiments ranging from ketchup and malt vinegar to mayonnaise.

How to get kids to eat veg

Childhood nutrition is vital to the on-going health and wellbeing of that person. Poor nutrition is having a “devastating impact” on the health of the nation’s children, but experts believe a simple, low-cost intervention could play a role in alleviating this.

More than a quarter of kids (29 percent) aged ve to 10 years old eat fewer than one portion of fruit or veg a day. Yet evidence shows that sensory food play helps to build con dence and curiosity around fruit and veg, which can create a willingness among kids to try, and ultimately like them.

It’s di cult to get children to eat veg – every parent knows this. But why is it such a chore? According to dietitians’ babies are born with immature bitter and sour taste buds, but in contrast, their sweet taste buds are “very mature”, meaning kids will always gravitate towards sweet foods. This is believed to be an evolutionary response as it helps newborn babies seek out the breast because breastmilk is very sweet.

Bitter and sour avours therefore have to be learned, so exposure is a must – and this is where parents have to put the work in.

Serve vegetables at every meal and make sure they see you eating them. It can be all too easy to get into a bit of a

mealtime rut at home. We buy the same-old vegetables every week to accompany those sameold meals, because we know our kids will eat them and they won’t end up in the bin. This might be the easy option, but it is not conducive to getting your child to like a wider range of veggies. Research suggests it can take up to 10 tries for a baby to readily accept some foods, like vegetables – so keep trying.

Presentation is everything; a bit of wilted cabbage on the side of your toddler’s plate isn’t exactly inspiring, so it’s time to embrace your inner artist and get creative. Luckily, vegetables come in a rainbow of colours and so are easy to make look appealing. Get creative by cutting veggies into funny shapes or arrange them in smiley faces. Older children will visually appreciate foods that are

presented on sharing platters, coloured or patterned plates, or even simply serving veggies in cupcake cases can instantly lift their appeal.

If your veg selection looks stellar but tastes like wet socks, then you’ve got a problem on your hands. So yes, the next tip is that veggies quite simply need to taste nice. Steamed veggies may be better in the healthiness stakes, but they don’t hold much avour for developing taste buds. Try sautéing your green beans in garlic butter, toss asparagus in reduced salt soy sauce and roast your parsnips in honey.

And nally, never reward with food. If you say they can have a pudding if they eat their vegetables, you’re glorifying the pudding and demonising the vegetable.

Tesco urges shoppers to ‘take stock before they shop’

British supermarket chain Tesco is urging its shoppers to ‘take stock before they shop’, advice that could represent signi cant savings to shoppers in Spain regardless of their supermarket of choice. Tesco launched its new campaign in the wake of a new survey which revealed that as many as nine in 10 shoppers don’t actually know what they have ‘in stock’ in their kitchen before going to the supermarket.

Supermarket bosses claim that not knowing what you already have in the cupboard can lead to increased spending, duplicated purchases, incomplete meals and more overall food waste as shoppers accidentally overlook ingredients already at hand.

To tackle this, Tesco is encouraging its customers to always make a shopping list and take a look at what they already have in the house before setting out to purchase more food. The supermarket chain is also asking shoppers to incorporate a ‘Use Up Day’ once per week, which means people would cook a meal using food that they already have at home. Just by doing this, say experts, shoppers could reduce the amount of food thrown away by up to a third and could save

up to €300 per year.

The initiative was launched after Tesco commissioned YouGov to undertake a survey on food waste. The research found that despite 65% of people knowing that taking stock before they shop would help them reduce their food waste, 80% don’t do it.

Of those surveyed, 68% have purchased food without realising they already have it at home, while 62% have missed items from a food shop because they thought they already had it and as a result, 73% have thrown away forgotten items that they never got around to eating.

Of those food items being

thrown away, 60% said this typically includes baked goods such as loaves and rolls, while 27% bin jars of condiments and 13% throw away tinned produce such as beans or tuna.

Tesco head of campaigns, Tony McElroy said, “At Tesco, we want our customers to be able to get more out of their food shop whilst keeping delicious meals on the table. That’s why we’re encouraging shoppers to implement a weekly Use Up Day, take stock of what they have in their kitchens and make a shopping list before going out to shop. A little planning can help to spend less and reduce food waste, helping both our pockets and the planet.”

Processed foods feed obesity

A year-long study of the dietary habits of 9,341 people has backed growing evidence that highly processed and re ned foods are the leading contributor to rising obesity rates in the Western world.

The new study, in the latest issue of the journal Obesity conducted by the University of Sydney’s Charles Perkins Centre (CPC), was based on a national nutrition and physical activity survey and further backs the ‘Protein Leverage Hypothesis’.

The Protein Leverage Hypothesis argues that people overeat fats and carbohydrates because of the body’s strong appetite for protein, which the body actively favours over everything else. Because so much of modern diets consist of highly processed and re ned foods -- which are low in protein -people are driven to consume more energy-dense foods until they satisfy their protein demand.

Proteins are the building blocks of life: every cell in the body contains them, and they are used to repair cells or make new ones; and it’s estimated that over a million forms of protein are needed to allow a human body to function. Protein sources include meats, milk, sh, eggs, soy, legumes, beans, and some grains such as wheat germ and quinoa.

“It’s increasingly clear that our bodies eat to satisfy a protein target,” said

Professor David Raubenheimer, the Leonard Ullmann Chair in Nutritional Ecology at the School of Life and Environmental Sciences. “But the problem is that the food in Western diets has increasingly less protein. So,

you have to consume more of it to reach your protein target, which e ectively elevates your daily energy intake.

“Humans, like many other species, have a stronger appetite for protein than for the main energy-providing nutrients of fats and carbohydrates. That means that if the protein in our diet is diluted with fats and carbohydrates, we will eat more energy to get the protein that our bodies crave.”

The University of Sydney scientists found the participants mean energy intake was 8,671 kilojoules (kJ), with the mean percentage of energy from protein being just 18.4 percent, compared with 43.5 percent from carbohydrates and from 30.9 percent from fat, and just 2.2 percent from bre and 4.3 percent from alcohol.

Those who consumed lower amounts of protein in their rst meal of the day went on to increase their overall food intake in subsequent meals, whereas those who received the recommended amount of protein did not -- and, in fact, declined their food intake throughout the day.

Protein best for breakfast

They also found a statistically signi cant di erence between groups by the third meal of the day: those with a higher proportion of energy from protein at the start of the day had much lower total energy intake for the day. Meanwhile, those who consumed foods low in protein at the start of the day proceeded to increase consumption, indicating they were seeking to compensate with a higher consumption of overall energy.

Participants with a lower proportion of protein than recommended at the rst meal consumed more discretionary foods -- energy-dense foods high in saturated fats, sugars, salt, or alcohol -- throughout the day, and less of the recommended ve food groups (grains; vegetables/legumes; fruit; dairy and meats). Consequently, they had an overall poorer diet at each mealtime, with their percentage of protein energy decreasing even as their discretionary food intake rose -- an e ect the scientists call ‘protein dilution’.

Better food for UK hospitals

UK hospitals have been taken to task over the poor meals served to patients. Catering teams have been told to serve up fewer chips in a crackdown on the dreary meals patients have complained about for decades. NHS bosses in England have also demanded hospital trusts o er hot food 24/7 and let patients choose their dinner from bed, as well as cooking more vegetable and sh dishes.

The biggest ever overhaul of internal catering will also see patients given food on proper plates as part of green drive to stamp out single-use plastic. It comes in the wake of a review of hospital food by cook and Great British Bake-O judge Dame Prue Leith two years ago.

Experts have welcomed the NHS’s new standards, which are legally binding, labelling it a ‘great step forward’ in killing the ‘hotel service’ which sees meals delivered at the ‘lowest cost’. But they warned options on o er must taste good because a ‘healthy meal that is not eaten doesn’t really bene t anyone’.

Hospitals, which will be monitored to ensure they comply with the food rules, must o er food around the clock, which is ‘appropriate for their demographic’. Sta should also have access to ‘healthy, balanced, hot and cold food options 24/7’.

Bosses said hospitals should o er

fewer processed foods that are high in sugar, salt and fats. These could include biscuits, cake and ice cream, as well as lasagne and garlic bread, sh and chips and sausage and mash — all of which are on o er at hospitals.

They should also o er a ‘wider variety of protein sources’, such as beans, pulses, buts and soya — rather than just meat. Patients and sta should also have access to a selection of ‘seasonal, locally sourced fruit and vegetables’.

Healthy Smiles for Saharawi children

Torrevieja has launched its ‘Healthy Smiles’ campaign to collect dental hygiene products for the children of the Saharawi refugee camps.

This campaign is organized by the Association of Families Helping Saharawi Children (FANS) in collaboration with the Department of NGOs and Volunteers of Torrevieja town hall.

The Councilor for Charities and Volunteers of Torrevieja City Council, Concha Sala, launched the “Healthy Smiles” campaign earlier this week,

explaining that the objective of the campaign is to send dental hygiene products, such as toothbrushes and toothpaste, to the Saharawi refugee camps.

The campaign will be carried out mainly at schools in Torrevieja where families will be asked to donate dental hygiene items. For members of the public that also want to support the campaign, there will be two collection points int eh centre of town - one at the “Virgen del Carmen” Cultural

Center and another in the Palacio de la Música. From now until December 20, people are being asked to donate dental hygiene products so that, in the month of January, the FANS association can send all the donated items to the camps.

The refugee camps are located in the Southwest Algerian desert, a remote and harsh environment, without plants and water, subject to extreme temperatures, the people living there remain heavily dependent on humanitarian aid.

Health workers launch pre Christmas food and toy collection

Professionals from Torrevieja health department have launched a campaign to collect food and toys for families without resources. The solidarity campaign, which aims to collect toys and nonperishable food items for families in need will run until December 12.

A hospital spokesperson told the Costa Blanca People, “The involvement of the hospital’s patients and professionals in this initiative represents a show of solidarity and commitment to the local social fabric.”

Non-perishable food and toys in good condition can be brought, by patients and health workers alike, as well as members of the public, to the admission and information desks of the Department’s various health centres, as well as to the main reception of Torrevieja University Hospital itself.

Local charities and associations of the health department will be responsible for the distribution of food and toys among local families with economic problems. The food, once classi ed by categories and target groups, will be delivered directly by local charities.

The hospital said, “The involvement of patients and professionals of the centre in

meeting this need represents a show of solidarity that will allow the collection of toys of all kinds, as well as non-perishable foods,

such as legumes, preserves, pasta, rice, milk and other foods, capable of improving the quality of life of needy families.”

More Than Half of Sanctioned Drivers Did Not Have Valid ITV

In the most recent campaign that focussed on safety conditions of vehicles on the roads of Spain, a total of 237,565 vehicles were checked by the Guardia Civil.

Of these, 10,894 drivers were sanctioned for di erent reasons, among which not having the ITV in force stands out. 56% of the complaints led (6,137 complaints out of a total of 10,962) were for this infraction.

If we take into account the complaints led for this reason depending on the type of vehicle, this percentage

rises to a worrying 65% in the case of vans and up to 61% in passenger cars. On the contrary, only 8.5% of the buses and 28% of the trucks controlled did not have the ITV in force.

Among the most committed infractions, the second position is occupied by complaints due to the poor condition of the tyres, with 793, followed by those led for not having the documentation, either of the vehicle or the driver, or by other infractions related to number plates or lighting.

In the case of vans and

trucks, the agents also controlled infractions related to cargo conditioning (62 vans and 113 trucks sanctioned) or excess weight (33 vans and 110 trucks sanctioned), and tachograph manipulation was controlled in both trucks and buses, something for which 18 trucks but no buses were sanctioned.

In addition, a total of 92 vehicles were immobilised for various reasons because the conditions of the vehicles which were considered as not meeting the minimum guarantees for safety.

Rules for Towing Large Trailers

Trailers can o er us the ability to carry larger loads than we would otherwise be able to in a passenger car, but they are not without their own set of rules.

Before we get into the details however, we need to know that trailers are categorised in two groups, which we will explain shortly, but when we are referring to larger trailers, we must also include caravans.

The two types of trailers are determined according to their Maximum Authorised Mass (MMA).

On the one hand, there are light trailers (MMA less than or equal to 750 kg) and, on the other hand, the non-light ones (MMA greater than 750 kg), which we are referring to as larger trailers, and which will include not only those designed for carrying

goods, but also caravans and catering vans, as an example.

In the case of towing a trailer with less than 750 kg of MMA, things are a lot simpler. Of course, we need a towbar tted to the vehicle and this must be an approved type, but other than that, we do not have to worry about any paperwork, so long as our driving licence is valid for category B vehicles.

On the other hand, if the trailer has an MMA greater than 750 kg, which is what we want to explain in more detail in this article, there are certain procedures to need to be carried out.

According to the General Directorate of Tra c (DGT), if you do not have the category B+E permit on your driving licence, it is necessary to obtain a B96 permit, which we will cover in more detail below. This

is not a licence, it is an authorisation that must be requested in order to be allowed to carry trailers of this weight, provided that the set of the trailer and towing vehicle combined does not exceed 4,250 kg. In the event that it exceeds this weight, the regulations request the B+E permit.

In the same way, the trailer must be registered and display a unique identifying red number plate on the back, as well as the number plate of the vehicle that is towing it. Also, if our trailer is categorised as ‘not light’, it is necessary to have double insurance and ITV. Although we already have compulsory insurance for the car that tows it, it is also mandatory to have speci c insurance for the trailer as well. You must also carry the documents with you.

It is important to have all these papers in order, as not complying would result in t a ne. In fact, the penalty that the DGT can impose for driving without insurance ranges from 600 to 3,000 euro, which can vary depending on the circumstances or the type of vehicle.

Irrespective of the size of trailer, the vehicle must also be suitable for being able to tow it.

Another seemingly minor point that is often overlooked by drivers towing a trailer it that it is also

mandatory to carry a re extinguisher. This rule applies irrespective of the size or type of trailer we are towing.

WHAT IS THE B96 PERMIT?

Driving with a trailer requires paying special attention to how we drive. The weight and the additional load greatly in uence the behaviour of the vehicle and some manoeuvres, such as reversing, are more complicated if we have a trailer or caravan.

This is why it is necessary to have a special permit, such as the B96. As we have mentioned, the MMA (Maximum Authorised Mass) determines the type of driving licence or authorisation that we need to legally transport a trailer.

As we have mentioned, if you have a B+E category driving licence, you do not need the B96.

The requirements for the B96 are to be at least 18 years old, have obtained a B driving licence and pass some practical driving tests. These practical driving tests consist of driving with a trailer while performing certain manoeuvres.

Since the B96 authorisation is a complement to the class B driving licence, it is not necessary to take a theory test, the B license is su cient in this regard. Simply, some practical tests that guarantee our ability to

drive with a trailer will be enough.

There are two parts to the test, in the rst part will check your standard driving skills, as well as knowledge of tra c law and signs, whilst you are towing the trailer in a real situation. The second part of the test is to check on your ability to carry out certain manoeuvres. This part is conducted on a closed circuit.

It is not strictly necessary to go to the driving school to obtain training for the B96, but it is advisable to do so. The reason is that it is very good to gain ease driving with the trailer hooked up and then be able to pass the practical tests without problems.

The bad news is that the whole process can be costly, as the price, including training and test fees, as well as administration, works out on average of between 450 and 600 euro.

Remember also that the B96 is complementary to the B licence and that it allows us to drive with a trailer if it exceeds 750 kg of MMA. But, if the MMA of the set of vehicles you are going to drive exceeds 4,250 kg, you will need the B+E licence, which allows us to carry up to a set of vehicles of up to 7,000 kg. To obtain this licence, it is necessary to pass a theoretical exam and two practical exams.

Driving licence update: Negotiations continue

The British Embassy posted the following update on its social media channels on Friday 11th November:

“Driving licence negotiations

We wanted to let you know some of what has been happening since the Ambassador’s last video message. Teams on the UK and Spanish side continue to negotiate to try to reach agreement on the nal points in the annexes. The UK’s Minister for Europe was in Spain today and raised the driving licence issue with his counterpart in an attempt to get the outstanding

points over the line; stressing again the huge impact that the inability to drive is having on people.

As the ambassador said in his last message, we do not underestimate the di culties some people are facing. There is only so much that is within the gift of the UK government, but we can only assure you that we continue to push to conclude the negotiations as soon as possible, and that case studies of how this is a ecting you have been shared with the Spanish Government. Thank you for your patience.”

TALES FROM THE TOP FLIGHT

Yes, folks - it is time for the weekly check-in. Has everyone survived the nal round of Premier League matches before we divert our attention to Qatar? No injuries to report? Everyone con dent they’re not too tired to survive a month of World Cup action? After all, it’s not only the players who are being stretched to the limit with all these games being packed in ahead of next Sunday’s opening game - it’s us fans too, right? I’m feeling fatigued, let alone Harry Kane.

Gareth Southgate has named his squad for the tournament and there were no real surprises - I mean, 26 players is quite a big squad and if we are down to squabbling over Fik Tomori versus Harry Maguire and whether Callum Wilson is better at sitting on a bench than Tammy Abraham then we all have too much time on our hands. Gareth picking James Maddison wasn’t a great shock really - he’s playing well so take him.

But it did mean that everyone headed into the Premier League games hoping to remain injury free and, ideally, maybe even win too.

Naturally, those not picked might have been out to prove Southgate wrong - and I give you exhibit A, Ivan Toney of Brentford. Taken along for the squad ride in the nal two UEFA Nations League matches but not getting on the pitch, Toney was (as expected) not invited to join the England squad for the coming weeks. Therefore - with the added extra of this scribe dropping him from my Fantasy team - he was odds on to do something against Man City. And so he did.

Brentford shocked the team who had won their last 13 on the bounce at the Etihad and the team that, obviously, is going to win the title when Arsenal bottle it - if you listen to conventional wisdom.

Their 2-1 win meant the camera

was very much trained on Pep for large periods of the game, meaning his ‘Saturday shopping trip whilst grabbing a latte from Costa’ look came under added scrutiny.

Toney played well (he could have easily scored four and it would have been a fair re ection) and certainly increased his stock - as did Thomas Frank, the Brentford manager. Linked to Aston Villa and correctly distancing himself from it as the Brentford gig is much better for him currently (well-run club who know what they are doing versus a club all the gear but no idea), Frank has to be in the running for the next ‘bigger’ job that comes up - which could well be Everton and he’d be right to leave that well alone too.

City’s shock loss means that Arsenal head into the World Cup break as Premier League leaders - and you suspect anyone of a red persuasion in North London would have bitten your arm o up to the shoulder had they been o ered that at the start of the campaign.

Skipper Martin Odegaard scored twice against Wolves at Molineuxwho paraded their new ga er Julen Lopetegui before kick-o . Wolves failed to score - shock. So did Gabby Jesusshock. But then he made it into Brazil’s squad so his cunning plan failed.

Another South American striker heading to Qatar is Darwin Nunez who will lead the line for Uruguay. He scored two for Liverpool as they beat Nathan Jones’ Southampton 3-1 at An eldBobby Firmino, sensationally not going to the World Cup (how strong is Brazil’s attack then?!) scoring t’other. Could this be the start of a Liverpool revival? Who knows, we’ll have forgotten the question come Boxing Day.

Graham Potter has noticed Chelsea are in a ‘bad moment’. Now, I like Potter but even I am willing to suggest just sticking good players in their best positions and seeing how it goes. Newcastle saw them o 1-0 meaning Eddie Howe’s team sit in the top four until after Christmas. That is quite an impressive year’s work at St James’ Park and I think we’d all rather have Almiron than Grealish right now.

Antonio Conte refuses to change for anyone - if his tactical plan is to go behind just so they can get angry enough to try and come back then it is working more often than it isn’t. Leeds boss Jesse Marsch felt like his ‘heart had been ripped out’ after they led 3-2 with less than 10 to go only to lose 4-3. And yes, Kane did score and, more importantly, didn’t seem too tired or get injured.

Almost as interestingly as the game itself, the prospective Bournemouth owners spent the buildup to the sevengoal thriller wooing Marcelo Bielsa. Could he be tempted?

Man United’s proud tradition of buying youngsters, sticking them in the youth team and then seeing them do well in a bad rst team continues. Alejandro Garnacho, not called up to the Argentina squad when some thought he might sneak in, came o their bench to score an added-on-time winner against Fulham. If David de Gea could use his feet to pass the ball as well as he saves with them, there’d be no goalie on the planet anywhere near him. United go into the break 5th - and if you told them they’d be above Liverpool at any point they’d have thought that they’d accidentally ended up in a title race.

Apparently, James Maddison wearing his cap back to front is a sign that his injury against West Ham isn’t that serious - or at least, that’s what the BBC think and they are sticking to it. Maddison scored, did that annoying knee slide these very expensive commodities insist on doing as if

their legs have zero value whatsoever, and then went o with an injured leg. Coincidence? Probably - but he’ll be OK for the tournament and Leicester continue to be a decent team again. West Ham continue to be average - or, in a more accurate way of looking at it, regressing back to their mean. It’s West Ham folks, top six seasons are treatsnot regular occurrences.

Nottingham Forest can watch the World Cup knowing they are not bottom of the Premier League thanks to Morgan Gibbs-White and Wilf Zaha. Gibbs-White scored the winner and Zaha hit the post from the penalty spot allowing Steve Cooper to jump up two places to 18th, ahead of Southampton and Wolves.

We mentioned the Everton job possibly being the next taxi o the rank and that will have a lot to do with the fact that they played Bournemouth away twice in the last seven days and managed to lose by an aggregate score of 7-1. Is now a good time to suggest that Frank Lampard would not have been anywhere near the Chelsea job based o his season at Derby had he not been their greatest Premier League mid elder? Therefore, he’d unlikely have been an option for Everton - not that many could do a job with that club currently. They’ve had some top managers and still not progressed - so how much is the manager and how much is the ownership and the fans still living in the past? Don’t worry though, Lamps ‘gets the club’ - it’s just a shame that doesn’t give you any Premier League points.

Abbey Anglers

On Tuesday the 8th of November we made the short journey into the Murcia region for two days shing at the Embalse de Argos, near to Carravacca de la cruz. This is beautiful reservoir is situated some 650m above sea level and is about two hours inland and as such the temperature was a lowly seven degrees upon our arrival. The weather soon warmed up and reached about 25 degrees later in the day but it was a bit of a shock to the system. Only eight anglers attended due to other commitmentsand we had two sections of 4 on either side of the match point.

Winner on the rst day was yours truly, Ian Brown. Drawn on the end

peg on the warm side I caught a steady stream of carp mainly on the slow sinking feeder with pellet for 20.36kg.

In second place was Bob Robinson, drawn on peg 3 he shed the method feeder and waggler to take several carp for a credible 16.92kg.

Graham Patterson took third place with 16.14kg, drawn on peg 8 on the cold side, he too alternated between the method and the slow sinker shing mainly maggots and pellets.

Rods N Reels

The following day we shed virtually the same pegs. After a sunny start the sunshine came to an abrupt halt at about 2pm when the heavens opened and we had some very

heavy rain.

Triumphant on this day was our visitor all the way from Seville, Dale Smith.

Drawn on peg 3 on the warm side he shed the “Ian Brown patent applied for slow sinking hair curler “ to catch some quality carp for a great weight of 30.64kg.

I took second place from peg 2. I shed the slow sinker with a 6mm pellet and caught about 12 barbel and several carp for 21.66kg.

In third place was Barry Smith. Drawn on peg 7 on the cold side he too shed the slow sinker but mainly with maggot for 21.48kg.

This was our last trip of the year to this fantastic venue and we will not be returning until March.
