Coast to lose more land to developers

The Party for the Independence of Orihuela Costa, PIOC, is challenging the local government over the reclassi cation of land, some 33,000 m2, in Villamartin, in the area called El Barranco E3 which borders Zenia Boulevard.

This is rustic land where it is illegal to build commercial premises or houses. However, the party believes that the company that bought this land did so planning to eventually reclassify the plot into land on which it could build commercial premises.

PIOC president Peter Houghton explained: “We are talking about an important area because it absorbs water when it rains and limits the ooding that occurs on the road from La Zenia to Villamartín, which oods with the slightest amount of rain. It also serves as an ecological passage for birds and animals between protected areas.

“In addition, given the de ciency in the waste system for puri cation

of human excrement, we are now being warned that the water company does not guarantee that there will be enough water for human consumption if everything that is planned is built. How then can commercial premises be allowed to be built in that area with the predicted lack of services.”

PIOC believes that building in this area means that the water that should be absorbed by the ground when it rains will end up on the singlecarriageway road connecting La Zenia with Villamartín. This will increase ooding and create more problems, such as more tra c in an area where roads already struggle in the summer months.

The local political party is calling for Orihuela Town Hall to paralyse all construction and provide real and adequate municipal services, for which, it points out that local residents pay taxes for and do not receive.

PICOc said: “A study conducted by the land owners, which we believe may have been part-funded by the city council, is based on ideal assumptions

that in no way correspond to reality. Should we be successful in the 2023 elections we would stop all construction until there is a comprehensive study of the de ciencies in public services which the residents pay for and do not receive. We would wait until they have been corrected before making decisions on further developments.”

PIOC believes that the key issue for

the coast lies in the lack of municipal and public services such as inadequate garbage collection, puri cation of human excrement, no public library, cultural centre or exhibition hall – just to name the main short comings.

Peter concluded: “There are plenty of commercial premises and in fact the global trend is not to use them, but to move towards home working and online shopping. In this area, all of the shopping centres have empty units that have been for rent or sale for some considerable time. It makes no sense to reclassify rustic land to build more shops and businesses and particularly when it will have a detrimental e ect on the environment and local services.”

Local donations make Christmas wishes come true

Thanks to the kind donations of local people, businesses and groups the children from the San Jose Obrero Orphanage all had presents to open on Christmas morning. Around 54 children were in residence on the big day, as some spent time with relatives.

The campaign was spearheaded by the Costa Blanca People, TKO Radio and Willow International School but many more people were involved and supported the initiative. Fundraiser and campaign organiser Lyn Adams and orphanage director Vicente spoke to Costa Blanca People this week to explain more.

Lyn said: “We asked people to buy a gift for a child and worked to a list of boy or girl and their ages. The response has been amazing, and every child had gifts to open at Christmas.”

In addition Guardamar Camping donated four beds and La Finca Fillies gave hampers to the sta as well as gifts to the children. There are far too many kind hearted people to list but Vicente and Lyn would like to thank each and everyone of you as your e orts brought a smile to the children’s faces and made sure they had an enjoyable Christmas.

San Jose Obrero Orphanage cares for children between the ages of ve to 18 years old, who have been abandoned by their families or who, for various reasons, do not have a family who can take care of them. The home is run by the church and the focus is on education and recreating a family environment.

The orphanage has six homes

based in two residences in Orihuela and Elche. There is also have a day centre where children are looked after during the day and return home in the evenings. When the young adults reach the age of 17 they move in to supervised apartments in order to

learn the additional life skills needed to be part of the local community and help them in their transition to adult life. The aim of the centre is to ensure the future for the children, enabling them to settle in society and have the skills they need.

There are currently around 66 boys and girls, but this is set to increase considerably in the early months of 2023 and so the team is once again looking for support from local people and businesses. If anyone can donate bath and hand towels, 90cm bed sheets, small appliances such as sandwich makers, hairdryers, hair straighteners, microwaves, they would be gratefully received. On the larger side TVs and fridges are also needed.

If you can help with any of the above please call Lyn and Ken Adams on 676 65 02 10.

Orihuela offers online tourism experiences

The Councillor for Tourism, María García, has announced the creation of an online portal that will allow visitors to access tourist experiences across the municipality. The councillor explained that the objective of the project is to “open up the tourist o er of our municipality and not only sell the destination with its history, culture and heritage, but also o er tourists an experience of Orihuela. We join a tourist trend that cities such as Barcelona and Elche have already established”.

Users of the website will be able to book cultural activities organised by the City Council, such as guided tours or buy tickets for shows, and at the same time they can book accommodation in hotels or tourist apartments, meals in restaurants or other leisure activities.

“It is an important step in the tourist promotion of the municipality, because it allows us to get to know the tourist, their tastes and focus on what really interests them and therefore diversify the o er and involve private companies”, explained María García.

To launch the initiative, the Department of Tourism has hired a company, to be in charge of the development and management of the

platform, which can be accessed at www.orihuelaturistica.es.

“A presence on the portal will be free for companies, they will only have to cover the management costs for each reservation made with their business,” the councillor said. A seminar and discussion has been held with businessmen from across the municipality so that relevant businesses can join the initiative to ensure a wide range of activities and services on o er.

The head of the company in charge of developing the portal, Miguel Carrión, has pointed out that work will also be done to distribute tourist products through the 4,600 retail agencies with which his company already works.

In this way, both María García and Miguel Carrión have requested the collaboration of the tourist companies in the municipality to include their products on the platform.

Freezing February for Spain

According to the experts all the meteorological indicators are pointing to temperatures plummeting across the Iberian Peninsula. The change is already brewing in the Arctic and although the drop will begin from this week, it is due to hit hard in February.

The icy plunge is linked to a destabilisation of the polar vortex, the wind currents that usually anchor the bitter cold to the North Pole.

This area of low pressure and cold air could be unleashed on Spain if the sudden stratospheric warming and increase in temperatures result in a

break in the vortex. Despite strong evidence this process is under way there are still some elements that need to fall into line and the next two weeks will allow experts to see exactly what the heavens have in store.

If it is a powerful stratospheric storm and it moves into the lower atmosphere, then the weathermen warn of powerful winter storms oof cold and snow in parts of the northern hemisphere. Unfortunately, there will only be a few days warning if the polar winds shift, before they hit.

UK tops expat list in Orihuela

The municipal register shows that, as of 31st December, there are 84,568 inhabitants on the padron, an increase of 2,400 inhabitants over the year. Of the total population, 50.5 percent are women and 49.5 percent are men. Regarding the nationalities of those registered 62.88 percent are of Spanish nationality, which represents 64.31 percent in the 2022 register. In terms of international residents, there are 10,498 expats from the United Kingdom (379 less than in 2021) but still the largest group of international residents. 2,817 Moroccans (259 more than the previous year).

“In total, in Orihuela there is a registered population of 117 di erent nationalities. We even have citizens from places as remote as Singapore (1), Australia (8), Nepal (7) and Malaysia (1)”, explained the Councillor for Immigration, Ángel Luis Muñoz.

The Councillor highlighted the increase in the population of Ukrainian

ISIS women repatriated by Spain

Two of the Spanish women who are wives and widows of Islamic State (ISIS) jihadists who were in detention camps under the control of Kurdish militias in northern Syria have arrived in Spain. In total two women and 13 children arrived at Torrejón de Ardoz military airport in Madrid.

The two women are Yolanda Martínez, 37, and Luna Fernández, 34. Yolanda Martínez has four children, while Luna Fernández is the mother of ve children. Her eldest, aged 15, was separated from his mother and committed to a correctional institution. In addition, Martínez took care of four other orphans who were met by their grandparents.

According to the families’ lawyer, the two women have been arrested and were denied contact with their families. They will make a statement to the police before going to court. The children have already been placed with social services.

The State Department stated that the National Court “will proceed to legalise the procedural situation” of the women. The operation took several months “because of the complexity and the high-risk situation of the Syrian camps”.

At the end of the year the government took nal steps to repatriate four women and 17 children and adolescents. The youngest was born in captivity and is only 3 years old. The rest of the minors have roots in Spain. However, they have been held in the custody of Kurdish militias since the defeat of ISIS in its last stronghold of Baguz in March 2019.

The recently repatriated women and children were held in the Al Roj detention camp in northeastern Syria. This is along the border with Turkey. This camp, houses 2,000 people linked to ISIS. These centres, where women and children are held inde nitely without judicial control, have become new ‘guantánamos’ in the middle of the Syrian desert.

The families of the repatriated children want to take over custody of the minors. They have fought them through the courts, politics and the media for over three years to bring about the

return of the children. The social services will now have to assess the process.

The repatriation process of women is coordinated by the Ministry of Foreign A airs together with the Ministries of the Interior, Defence, Social Rights and Justice. The women will appear before the National Court. There is an ongoing investigation into their ties to the jihadist cell Brigade Al Andalus, to which their husbands belong. They could be accused of taking up residence in a foreign territory controlled by a terrorist organisation to cooperate with it. According to the Penal Code, that crime carries a prison sentence of up to ve years. The women maintain that they did not ght or participate in any jihadist actions.

Spain calls for energy price cap extension

Spain’s government has said that it would ask the EU to extend a cap on electricity prices until the end of 2024, while awaiting an overhaul of the bloc’s power market rules. Known as the Iberian exception, the cap resulted from a deal with the EU that allowed Spain and Portugal to decouple the price of electricity from that of gas, enabling both governments to slash costs for consumers.

“We want to keep bene tting from this exceptional measure that has been applied in Spain and Portugal and which in principle does not extend beyond May,” Ecology Minister Teresa Ribera told Spanish TV crews.

“So we intend to ask if the Iberian solution can be extended until European regulations are modi ed,” she

added, expressing hope that it would be in place “at least until the end of 2024”. Madrid is aware that implementing a new EU pricing regime “may take a long time”, she said.

The cap came into force in June with the promise of reducing household energy bills by up to 20 percent. It is set to remain in place until 31st May.

Current EU rules require energy producers to sell electricity on the wholesale markets at a price determined by the most expensive production costs — that of gas- red power plants. But with prices soaring as a result of the war in Ukraine, Madrid and Portugal managed to secure EU approval to sever the pricing link to ease the impact of soaring energy prices for consumers.

Spain and Portugal have long

fought to change the pricing system they say is unsuited to the Iberian Peninsula, which has little interconnection with the rest of the European electricity grid and uses large amounts of renewable power.

France and Italy are also seeking an overhaul of the rules. But discussions have been delayed in recent months as countries like Austria and the Netherlands prefer to rely on free-market competition or increased network interconnections to lower prices.

A pricing reform is necessary to “reduce the volatility of electricity prices” and “guarantee the development of renewable energies”, said Ribera, adding that Madrid would soon o er new proposals on “modernising the regulation of the electricity market in Europe”.

Spain:

This will be a weekly article that we will run with di erent topics but it needs to be branded with the Car Registration Spains logo etc and their contact details.

SPANISH ROAD TAX

How it works

Spanish Road tax or IVTM (Impuesto sobre Vehículos de Tracción Mecánica) is charged annually by your town hall, but in the Alicante region bills are issued and payments collected by the SUMA o ce. Payment of road tax doesn’t a ect your legal right to drive your vehicle on public roads, but do check out what can happen in the case of non-payment below!

How much does it cost?

Road tax varies between regions and town halls but is usually signi cantly cheaper than it is in the UK, with a current maximum of around 250,00 euros for a passenger car.

How is Road Tax calculated?

Each town hall sets the rate for road tax based on the scal horsepower of your vehicle. As you’d expect, electric, hybrid and smaller engined vehicles will generally pay less than large diesel

vehicles.

When are road tax bills issued?

Most town halls issue their road tax bills in Spring and give an 8 week window to pay, typically April to June.

After this time you may be charged a penalty and may have to ask the town hall for a revised bill and payment form

(Carta de Pago). The bill is issued to the person who owned the vehicle on 1 Jan that year.

What’s the di erence between Road Tax & SUMA?

In the Alicante province, local taxes (including road tax) are managed by the SUMA o ce. Elsewhere is Spain,

road tax is payable to your local town hall.

How to Pay

The easiest way to pay your road tax is by annual direct debit, but you can also pay by bank transfer, by visiting your town hall in person, by phone and online if your town hall o ers this service.

Driving without Road Tax

For a Spanish registered vehicle, road tax doesn’t a ect your entitlement to drive your vehicle on public roads, but it’s di erent for foreign registered vehicles which must be taxed if this is a requirement in the country of current registration. For UK vehicles a SORN declaration is the same as untaxed.

Selling your car

Don’t forget that even if you sell your car you will still be liable for that year’s road tax as you were the owner on 1 January.

Non Payment & Embargo

If you leave road tax outstanding for previous years then it’s common for the town hall to register the debt which will place an embargo on

the vehicle. They can also apply to embargo your bank account and take the money automatically including an additional 20% fee.

Buying a car

If you’re buying a car it’s a good idea to ensure that the road tax is up to date as you obviously don’t want to inherit a problem and if the town hall has registered any outstanding road tax as a debt then the vehicle won’t be able to be transferred into your name until the debt is cleared. (In next week’s article we’ll show you how to carry out a vehicle check.)

The US drive to curb in ation with aggressive rate hikes is reverberating across world markets.

The war in Ukraine, which unfortunately may intensify this year, and China’s battle against Covid will also help to determine the severity of a global recession.

For the rst time since 2019 the main story wasn’t Covid, even if China is still gripped by the virus, but clearly Russia’s invasion of Ukraine. Oil and gas stocks– all impacted by Russia, all major in uences on in ation, and all largely immune to central bank action on ghting in ation.

The US: Investors ignore the tech giants at their peril

The normally rampant US markets racked up sizeable

losses last year, although the impact was mitigated for UK investors who bene ted from the strong dollar.

The collapse in value of the Nasdaq last year saw a signi cant downturn in the value of tech stocks. However, it may also be fair to say that investors ignore the tech giants at their peril, since there is plenty of scope for further growth. Many of them have dominant, and in some cases, unassailable positions in their market.

China: End of ‘Zero Covid’ policy could bring a major economic boost

The re-opening of China after the pandemic will be an important development to look out for in 2023.

Zero Covid is nally being abandoned in the face of widespread protests due to economic damage and

the overall direction remains constructive, where the worst of Zero Covid restrictions are behind us. The normalisation of Chinese activity will be incrementally positive for global demand, at a time when recession looms in 2023.

As the world struggles with war in Ukraine, in ation, recession and Covid in China... Where are the best markets to invest in 2023?

Work to extend the rainwater drainage basin next to the N-332, in the Doña Inés housing development, will begin shortly

The construction budget is 524,300 euros (VAT included) and the works will take around six months to complete.

This enlargement will provide a greater storage capacity (14,000 m3) for water from the existing transversal drainage works, minimising ooding in the Doña Inés housing development and on the N-332 road.

The Mayor of Torrevieja, Eduardo Dolon, the Councillor for Quality of Urban Services, Sandra Sanchez, the manager of AGAMED, Jorge Ballesta, and the deputy manager, Gemma Cruz, met this morning with the residents of the urbanization Doña Inés to let them know the new action of rainwater that will be developed soon in this area

of Torrevieja.

The project involves the enlargement of the rainwater collection basin on the left bank of the N-332 road, which receives water from the collection basin next to the Los Mercados site and from the ditch on the east bank of the N-332 road.

The manager of AGAMED pointed out that, given the low storage capacity (approximately 2,000 m3) of the existing lamination pond, the pond lls up and over ows, even in low intensity rainfall, causing ooding in the Doña Inés housing estate, sometimes making it necessary to cut o tra c and making it impossible for residents to access and leave their homes.

In order to minimise ooding in the Doña Inés housing estate, and given the size of the ows owing into the area where the lamination basin is located, it has been considered necessary to enlarge the existing lamination basin, so as to have a greater storage capacity (14,000 m3) for the water from the existing transversal drainage works.

This will minimise ooding in the Doña Inés housing development and on the N-332 road.

The projected surface area of the lamination basin is 4,533 square metres and the average depth is 3.2 metres. The overall construction budget is 524,300 euros (VAT included) and the works will take about six months to complete.

GBP / EUR UPDATE

GBP

The bank of England raised UK rates yesterday by a further 50bps, moving the base rate to a 14year high of 3.5%. Whilst the 50bps move was completely priced into markets, the 9-member BoE voting pattern was a surprise to markets, given that there appears to be a fairly broad opinion amongst MPC members. Six members voted for the preferred 50bps move, with two opting for no hike and one member thinking that 75bps would be the right choice.

In his post-meeting conference, BoE head Andrew ‘honest’ Bailey said that ‘I know raising interest rates has a real impact on people’s lives, but by raising interest rates we can bring in ation down sooner and help the economy begin to grow and prosper once more.’ The majority of MPC members also suggested that further hikes were likely ‘for a sustainable return of in ation to target.’

The current market-implied terminal (or end) rate from the BoE is at just over 4.5%, a level that has been on the decline of late, as markets reevaluate the impacts of a weakening UK economy, and (thankfully) softening in ation, albeit at the margin for now.

The pound also declined after the BoE, with GBP/USD slipping from a 6-month high at over 1.2440, back to 1.2200. However, we were at that level just this Monday, so the move may well have been driven partly by position squaring as markets reduce risk and portfolio exposures into the holiday season. Next week is dominated by the latest growth gures, with Q3 GDP expected to have declined by 0.2%, as the UK slips into a recession. Indeed, this week’s data highlighted a slight increase in the overall unemployment rate from 3.6 to 3.7% combined with an unexpected jump in the claimant count of 3.5K. With average private sector earnings also increasing sharply, there is a lingering fear that companies will pass on

higher wage costs through price increases, which could keep unwanted pressures on in ation. Next year therefore looks a tough one on paper for the UK economy, even if the pound continues to take its lead from broader dollar moves.

EURO

The ECB may have replicated the moves of the BoE, Fed and SNB this week, when raising Euro area rates by a further 50bps to 2.5%. However, the accompanying language from ECB Head Lagarde was far more hawkish than that of the Fed or BoE, as Lagarde & Co doubled-down on the ECB’s commitment to continue hiking rates, in order to combat surging in ation in the region. Lagarde stressed that ‘we judge that interest rates will still have to rise signi cantly and at a steady pace.’ She went on to say that further hikes of 50bps should be coming for ‘a considerable amount of time.’ That last line really caught our attention.

Markets were themselves caught slightly oguard by the brazen hawkishness of Lagarde, just as much as Lagarde & Co were caught out by the surge in Euro area in ation earlier in the year. However, those who turn-up late to the party are often the last one’s dancing, and the ECB will take our honesty award from the BoE, as they look to continue with their hiking cycle, even though recent data has re ected a slight drop in Euro area in ation. Saying that, both German (11.3%) and Spanish (12.6%) in ation remains sticky, and that may have played a part in the ECB’s rather forceful language yesterday.

The market reaction to the ECB was fairly swift, with yields rising in key Euro area bonds and EUR/ USD brie y moving over 1.0700 for the rst time since the middle of June. Indeed, the gains for the single currency were fairly broad-based, with GBP/ EUR succumbing to Euro strength, and slipping back under 1.1500.

Benejúzar will install two charging points for electric vehicles in the streets

This installation will be carried out thanks to a grant from the Diputación Provincial de Alicante.

Benejúzar Town Council has received a grant of 14,955.60 euros from the Provincial Council of Alicante, within the call for works for the installation of electric vehicle charging points. In this sense, the streets that will have this service will be Salvador Dalí and Comandante Bernabé.

These two electric vehicle

charging points will be the rst in the municipality of Benejuela. “Thanks to this grant we will have facilities that are increasingly in demand and, although it is still early days, in the future they will serve those users who have electric vehicles,” said the mayoress, Rosa García.

The new provisional classroom centre of the immaculada school opens its doors

The Mayor of Torrevieja, Eduardo Dolon, accompanied by the Councillor for Education, Ricardo Recuero, and the director of the school, Eva Maria Atienza, has visited this morning the new centre of temporary classrooms CEIP Immaculate.

The new centre has a dining room, library, computer room and multi-purpose spaces, and currently has 520 pupils, which will be extended in the near future to 650 pupils. It is a public school with line 2, which has been converted from prefabricated classrooms to line 3, as one of the lines belongs

to the next school number 14, in order to cover the needs of school places in the city.

It should be noted that during the Christmas holidays, work was carried out to move and install furniture in the classrooms and various areas of the centre, as well as the necessary works not covered by the Regional Ministry of Education, such as ramps, covering the ground oor of the classrooms, water connections, oor screed, etc. The investment made by the City Council of Torrevieja in various contracts to undertake these works has

amounted to 284,000 euros.

The Mayor also announced that in February or March 2023 work could begin on the demolition of the old Inmaculada school, which has already been awarded by the Regional Ministry of Education.

Finally, the Department of Education has set up a school transport service for the pupils of the school, a transport service which starts in Calle Orihuela, opposite the old school, and which leaves the pupils inside the new school as a speci c area has been set aside for school transport.

There’s 7 years between me and my older sister. We used to be so close and get on great, but lately she has become moody and does not seem to want anything to do with me. I am 14. I have also seen this change of attitude in my brother’s wife, who I thought used to like me a lot; she would kid around with me and join in with games. Both my sister and my sister-in-law now don’t seem to care for each other either and I don’t know why. I told my mum, and she gave me an ‘mmm’ like she knew what was wrong, but wouldn’t tell me; then she went and had a word with my sister who had slammed her bedroom door. Mum said not to take any notice of my sister-inlaw because she liked to get all the attention. All mum said after she had a talk with my sister, was that she had said to her that I was growing up, and she shouldn’t be like that towards me. I honestly don’t know what I’ve done; I asked mum but she said it didn’t matter but wasn’t my fault.

It seems like your mum is quite

knowing. She spoke to your sister, but won’t share what she said to her, which points to the fact that perhaps the way your sister is with you, is wrong and down to her to put right. If I were you I’d sit it out for a while, and

wait for her to come around. There’s 7 years between you, so really now you are growing up and becoming a young lady yourself, it may be good that you go your separate ways a little. Spend time with your friends, and throw yourself in your interests and hobbies.

Get in the mood, put your dancing shoes on at The Emerald Isle in La Florida on Friday 27th January at 7:30pm and swing to the music of Glenn Miller, Frank Sinatra, Ella Fitzgerald, Tina Turner and more. Posh A aire are a live band with vocalists Clare Colton & Simon John and are holding a dance in aid of the HELP Vega Baja charity. Entry on the night is free (a voluntary donation is appreciated).

Terra Natura Benidorm treats an Indian python over 3.5 metres long for an eye infection

The team of vets at the Terra Natura Benidorm nature and animal park have treated an Indian python (Python bivittatus) weighing 29 kilos and over 3.5 metres long to cure an infection that had been detected in one eye. The keepers noticed a few days ago that Valencia, as this 14-year-old python is called, had an opacity in his right eye.

After detecting the opacity, an examination was carried out, in which it was found that the cause of the opacity was an infection, possibly originating in its mouth. In order to transfer and treat the python at the park’s veterinary clinic, a total of ve caregivers were required due to the size of the animal. One of the vets at Terra Natura Benidorm proceeded to sedate the animal with general anaesthesia, so it had to be intubated beforehand.

Once Valencia had been anaesthetised, a drainage procedure was carried out in the space under the eye scales to remove some of the pus that had caused the infection. An ophthalmic ointment was then applied and a combination of systemic antibiotics was administered. Currently, this species is near threatened according to the IUCN and its conservation status is vulnerable. This species, also known as the Burmese python, arrived in the park in

2014.

The Indian python is characterised by a powerful mouth with almost a hundred teeth and yellow-orange eyes. Pythons have no venom, so they prey on their prey using their powerful constrictor muscles. Although they do not have venom, a bite from this species can be serious because of the numerous bacteria in their mouths that can cause infections.

Indian pythons can reach a maximum length of seven metres and weigh up to 100 kilos. Females are usually larger than males. They are carnivorous and feed on live prey, usually rodents and other mammals, although they sometimes include other animals such as birds, amphibians or reptiles in their diet. When searching for food, they stalk their prey, ambush it or choose to feed on carrion.

When it kills its prey, it bites it and squeezes it in a deadly embrace until it su ocates it and then swallows it whole. To do this, it is able to dislocate its jaw and stretch its elastic skin around the prey so that it can t completely into its oral cavity. These snakes have very poor eyesight, which they compensate for with an extremely well-developed sense of smell thanks to the heat-sensitive pits they possess inside each upper lip scale.

This species usually lives up to 15 years. During egg incubation, females rub their musculature to raise their body temperature and do not separate from the eggs until they hatch. Once the eggs hatch, the young quickly become independent. Indian pythons inhabit rainforests and areas near water, as they are capable of swimming long distances. The improper trade of this species as a pet and the use of its skin in the fashion industry threaten its conservation.

About Terra Natura Benidorm Terra Natura Benidorm is a nature and animal park dedicated to the care of animal species, with more than 1,500 animals of 200 di erent species (98 of which are protected or in danger of extinction), 30 conservation projects and 19 breeding programmes. Its surface area is divided into four areas representing the continents of America, Asia and Europe, and the Pangea area, inspired by the origin of the Earth. The tour of its facilities immerses visitors in the concept of zoo-immersion and otherness, and they can enjoy a wide range of entertainment activities.

The Different Results of the ITV Test

When you take your vehicle for the ITV test, the result can be favorable, desfavorable, or negativa (favourable, unfavourable or negative), and although we all hope for a favourable pass, it is important to know the implications of the other results, and what we have to do about it.

Whenever we subject our vehicles to the ITV test, there will always be doubts, although we will also hope, that we will pass with ying colours, but in the worst cases, we will be left in a situation where we are not allowed to drive the car away from the test centre.

The good news is that a negative result is not that common. According to data from the Association of Entities for the Technical Inspection of Vehicles of the Community of Madrid (AEMA-ITV), 81 percent of the vehicles inspected in Madrid pass the inspection the rst time, however, there is another 19 percent who receive a di erent result.

IF THE ITV IS FAVORABLE

If the ITV result is “favorable”, it is possible to continue driving safely and

without the need to return until the next test is due. However, sometimes, when the Technical Inspection is favorable, some slight defects may have been detected.

In this case, the owner of the vehicle must repair them as soon as possible, although it will not be necessary to return to the ITV station to submit the car to a new technical inspection.

IF THE ITV IS DESFAVORABLE

If the report received from the ITV test shows that the technical inspection is “desfavorable”, this means that our vehicle has serious defects that put our safety and that of other road users at risk.

Consequently, we will only be able to drive the vehicle to a workshop to repair the faults and return to the station to carry out a new inspection. The time that we have to correct the defects of our car is 2 months and we must return to the ITV station to verify that the detected defects have already been corrected within that time.

Remember though, we are only allowed to drive to the workshop and back to the test centre in this case.

As a general rule, this second inspection

is free if it is done within 2 months. If this is not the case, and we go to the ITV after that time, the vehicle will have to be inspected again, and we must pay again.

IF THE ITV IS NEGATIVA

The technical inspection with a negative result, “negativa”, for its part, is due to the fact that at least one defect is considered very serious because it constitutes a direct and immediate risk to road safety, or has an impact on the environment. In this case, the vehicle is no longer permitted to drive on public roads.

If this situation occurs, we cannot even drive away from the test centre, and must contract a tow truck (grua) to transfer the vehicle to the workshop to be repaired.

Once again, we have a period of 2 months to carry out the repairs and return to the test centre, but remember that the vehicle cannot be driven until the test has been completed successfully, and so not only must the tow truck take the vehicle from the test centre to the workshop, it must also be used to take the car back for the subsequent, and hopefully successful, inspection.

Driving a vehicle without an ITV, which includes if your vehicle has failed, will result in a considerable ne.

The ITV inspectors point out that other than the economic sanctions that driving with an disfavorable or negativa ITV may represent, the main reason to keep the ITV up to date is to understand that it is a procedure that saves lives. Speci cally,

723 lives a year and if the total number of vehicles that do not go to the ITV having the obligation to do so, did so, 353 additional lives could be saved.

Remember, you can subject your vehicle to the ITV inspection 30 days before your current test is due to expire and the time will be carried forward until your next test.

Ten Questions about Eco Stickers and Low Emission Zones

There is a lot of talk about Eco Stickers and Low Emission Zones at the moment, due to the implementation of a new Environmental Protection Law, and as such, a lot of questions have been raised, so we will answer, in brief, the most popular ones.

1) What is an Eco Sticker?

An Eco Sticker, or Environmental Distinction Badge (Distintivo Ambiental, or Distintivo Ambiental DGT in Spanish), is used to indicate the category of your vehicle based on the energy e ciency, environmental impact, and the pollution it emits.

2) Are Eco Stickers mandatory in Spain?

The answer to this question is both no, and yes! No, the Eco Sticker is not

mandatory, it is a purely voluntary initiative. However, if you want to drive your vehicle in a Low Emissions Zone, then it must be displayed, so it that case it is mandatory.

3) Where do I get an Eco Sticker from?

There are a number of authorised outlets in Spain, but by far the simplest and most convenient is at the network of post o ces (Correos). All you need to do is present your vehicle’s logbook and your ID and your sticker will be issued over the counter. Some of the smallest post o ces may not o er the service though, but you can also apply online at the correos. es website, where you upload a picture of your logbook and ID, pay a small fee, and it will be sent to your home address.

4) Which Eco Sticker do I ask for?

You don’t need to worry about this. Although you can check the distinction and category of Eco Stickers the issuing body will know exactly which sticker to give you based on the information in your vehicle’s logbook.

5) Where do I place the Eco Sticker in my vehicle?

The Eco Sticker is designed to be a xed to glass and should be placed on the windscreen of the vehicle. Speci cally, if we sit in the vehicle looking out, the sticker must be placed on the lower righthand corner of the windscreen.

6) What about motorbikes?

Of course, many motorbikes do not have windscreens, and those that do have limited space. On a motorbike the sticker must simply be placed in a location which is visible. The same applies for the ITV sticker by the way.

7) What are Low Emission Zones?

Low Emission Zones (LEZ), or Zonas de Bajas Emisiones (ZBE) in Spanish, are areas where only the least polluting vehicles are allowed to drive. Those vehicles entering these zones incorrectly face a 200 euro

ne.

8) Do all towns and cities have Low Emission Zones?

No. ZBEs have been active in Spain for some time, with cities like Madrid and Barcelona, for example, being at the forefront of environmental restrictions.

However, the implementation of a new Environmental Protection Law in 2023 means that all towns and cities in Spain with more than 50,000 inhabitants must implement these Low Emission Zones.

That said, when the Law was o cially approved in December 2022, the Spanish Government also implemented a transition period for town halls and local authorities to adapt. Torrevieja and Orihuela, for example, who will have to comply with the Law, have not even started the process yet. Benidorm, another example, put the work to tender in the rst week in January. Cartagena has said that they will not be implementing a Low Emission Zone as a large part of their city is already pedestrianised.

It is up to the local authorities to comply with the Environmental Protection Law. As a driver, we simply need to watch for the road sign that indicates a Low Emission Zone and act accordingly by

only entering if our vehicle is displaying the appropriate sticker as indicated on these signs.

9) Does the Eco Sticker expire?

No. The Eco Sticker will be valid for the life of the vehicle. However, what is expected to change is that as time goes by, these zones will become more restrictive, so as our vehicles get older, we may nd that we are excluded from entering. This is not likely to happen for some years yet though, and again, as we have mentioned, all we have to do is monitor the signs to make sure out sticker is allowed in the zone.

10)

Can foreign registered vehicles obtain Spanish Eco Stickers?

No. Only vehicles registered on the Spanish database can obtain the Eco Sticker. However, there are a limited number of European countries that have a similar scheme to Spain, and some of these stickers are valid in this country. Remember though, if your vehicle is not displaying a Spanish Eco Sticker, or the permitted one from the limited number of EU countries, you are generally not allowed to enter these Low Emission Zones.

TALES FROM THE TOP FLIGHT

A lot can happen in seven days of football right now - just ask Nathan Jones. 180 minutes ago he didn’t know what he was doing. Having beaten Pep (hard) and Lamps (easy) he’ll be walking round the training ground as if he owns the place now.

This time last week, Gareth Bale was still a professional footballer. Steven Gerrard was just a sacked Premier League ga er and not the potential next boss of Poland - has Matty Cash put in a good word? Joao Felix was still warming the Atletico bench and not yet another player unavailable to Chelsea Football Club. He might be able to use the three-game ban to let the social media team know he is Portuguese, not Spanish. Arsenal thought they’d be signing the Ukrainian who had spent the last month unsubtly using Instagram to declare his love for the club.

The Premier League weekend started with the Manchester Derby and having lost 2-0 to Southampton in the Manchester City League Cup, Peppy G claimed he had some ridiculous plans in mind to face United.

If the crazy thinking was behind telling Kevin de Bruyne to spend 45 minutes hiding in Fred’s pocket, it worked. In fairness to Pep though, the only crazy thinking at Old Tra ord seemed to be from the referee and VAR who between them couldn’t nd enough reason to believe that Marcus Rashford was interfering with play despite not actually touching the ball in the seconds before Bruno Fernandes levelled for United.

What’s that? It wasn’t VAR that was wrong it’s the law? Then, and it’s not often I will quote Mr Bumble in this column I can assure you, the law is an ass. As the late, great Brian Clough

would have no doubt commented - if Rashford, playing up front for United in a Manc Derby, isn’t interfering with play then he bloody well shouldn’t be on the pitch.

Actually, Rashford very nearly wasn’t on the pitch having seemingly pulled up lame just before half-time having been the one and only genuine threat to City - it must have been part of a cunning Ten Hag masterplan as, of course, it was Rashford who nabbed the winner. Three United points moves them to one behind City - but don’t start thinking they are in a title race.

They’re not, because it’s annoyingly hard to see where Arsenal might lose their now eight-point lead.

Hugo Lloris had an absolute Hugo Lloris of a North London Derby - the French keeper retired from international football during the week and many Spurs fans are possibly wishing he just called it a day fullstop. Mind you, being linked to Jordan Pickford won’t help them feel better this morning.

Lloris managed to tip Bukayo Saka’s slightly de ected cross into his own net and his goal was still shaking from Thomas Partey’s volley by the time Martin Odegaard beat him from too far out to be that easily beaten. It was a game that summed Spurs’ captain up perfectly - a great save, an absolute howler, terrible with his feet and a smaller presence in his box than the small Yorkshire Terrier voted most likely to knock Ibrahima Konate down last week.

When you saw the line-ups before kick-o , it looked like men against boys - it was, and the boys won. Spurs, predictably, turned up for the second half but couldn’t get past Aaron Ramsdale. Arsenal can’t screw it up from here, can they?

Actually, having looked at the xtures to come, it’s quite easy to see where Arsenal might lose their lead - they’ve only played the “big teams” twice so

far and lost both of them. Hope? We shouldn’t forget that City often have a blip like this before deciding it would be much easier if they just go and win the Premier League once again.

Liverpool were “really, really bad” according to Jurgen Klopp. The scoreboard pretty much agreed as Brighton made them look a bit rubbish in their 4-0 win. According to Kloppo, who loves an excuse, chasing the quadruple last season has made them very, very tired. Well, they won’t have to worry about that again for a while.

Credit to RDZ - if you are going to drop one of your best players for having a bad attitude you need to win the next game. He’ll be another manager on the South Coast strutting around like the big man this week.

The Poch might have to wait a little bit longer to become the next Chelsea manager. Despite losing to Fulham, the Boehly board still believe Graham Potter is the man for the job and just to make him feel special they went out and outbid Arsenal for Mikhailo Mudryk, he who we were led to believe was a boyhood Gooner. And Mudryk wasn’t the only new toy for Potter and his coaches to play with - Joao Felix ew in from Madrid, looked decent at Craven Cottage for 50-odd minutes before showing the kind of aggression that would have made Diego Simeone love him a little more.

Chelsea beat Palace 1-0 on SundayKai Havertz scored the winner. Maybe he’ll now step up and be the striker the club needs. Yeah, right. More chance of Pierre Emerick-Aubameyang doing that. And to be clear, this is not Chelsea panic buying, alright? It’s all part of a very, very clear and thought-out transfer strategy.

Everton owner Moshiri has complete faith in Frank Lampard and the board, OK? That’s the board who had to stay away from Goodison Park at the weekend because of a credible threat to “safety and security” - and we’re not talking about Everton’s Premier League

Lo Crispin Golf Society at La Finca

Twenty seven members, including those playing for handicap and four guests ‘teed it up’ at La Finca in the Society’s rst game of the year, an individual stableford competition. Golfers like other people have hopes and expectations for the new year, some with both hopes and expectations, some with more hope than expectations that the ‘gol ng gods’ will be kinder to them this year. Those who won the main prizes for the day though were by and large those who did so for the majority of last year !

During the day the weather warmed up, although some strong breezes on a number

of holes, proved to be quite challenging. We returned to the Lo Crispin Tavern after the game as we have always done and the day’s prizes were distributed.

safety either. And that’s the Frank Lampard who led his team to Nathan Jones’ rst-ever top- ight victory as a manager. Now really isn’t the time for votes of con dence.

David Moyes is also in troubleWolves beat West Ham 1-0 meaning the Hammers are in the relegation zone and the Moysiah thinks that clubs who stick by their managers will be rewarded. At a guess, he’s not talking about Chelsea.

Brendan Rodgers’ time at Leicester has to be numbered as well - they lost 2-0 to Nottingham Forest, a Forest team that has also progressed to the League Cup semis.

So with the three of them being under threat, it felt like there might be an easy x. Moyes is still loved at Goodison Park, so he could swap with Frank? Ah, Lamps isn’t particularly loved at West Ham having left for Chelsea - so maybe he could go to Leicester where Kieran DewsburyHall certainly gives o Mason Mount teacher’s pet vibes and that means Rodgers could go and turn Lucas Paqueta into James Maddison? Seems to work for me.

The only Premier League manager on the South Coast not able to walk with a bit of swag this week is Gary O’Neil. His side lost again, this time to Brentford who had Ivan Toney up front for them again and, naturally, scoring from the spot. Good forward play or scandalous? I’m with Thomas Frank on this one, to be honest.

Big Mitro will have spent all day dreaming of scoring at St James’ Park and then imagining sticking two ngers up to Rafa Benitez who bizarrely froze him out preferring Salomon Rondon. Unfortunately for Mitro, he literally u ed his lines by double-kicking his penalty meaning it was disallowed. And then, as you’d expect, the other Alexander (Isak) scored an injury-time winner for Eddie Howe’s League Cup semi- nalists. Dan Burn is still dancing…
