A popular Lincoln City physician reportedly transferring to Lebanon, Ore., did not request the move and has no intention of going, according to an attorney involved in the issue. The more than 800 patients of Dr. Robert Oksenholt learned of the apparent move to Lebanon in a July 18 letter from Dr. Larry Mullins, CEO of Samaritan Health Services.

A Lincoln City woman has been indicted on charges of helping an 18-year-old escape from a Gleneden Beach group home in July. Rachel Winegar, 37, is accused of helping Cody Allen Rhoades escape from the facility on July 5, with the Rachel pair remainWinegar ing on the run for four days, making it as far as the Dakotas before returning to Lincoln City where they were apprehended by local police. While Rhoades is named as a co-defendant in the case, he has yet to be charged with any crime. Rhoades’ father, Jason Rhoades, said Winegar was an employee at the Gleneden Beach group home and had acted as chaperon during family visits, including one involving a fishing boat trip. “She struck me as a really nice, really endearing person, someone who was a really caring person,” he said.

During his roughly 13 and a half months on administrative leave, Trooper Darrel Van Hoose received roughly $60,000 in salary and almost $39,000 in benefits including one item that stuck out — an allowance for laundry services. At $40 per month, the allowance is intended to allow troopers to have their uniforms professionally cleaned. Captain Jeff Lanz of the OSP’s Office of Professional Standards said the allowance is part of troopers’ contracts and the agency has no way of suspending it in cases where the employee has no need to wash his uniform. Lanz said he has noted the issue with the aim of raising it the next time OSP enters into collective bargaining with the Oregon State Police Officers’ Association. “To be frank, that’s really the first time that’s been brought to my attention,” he said. “We would have to try and bargain that piece.”

A Depoe Bay man accused of sexually abusing a young girl and threatening to kill her dog if she told anyone about it has been sentenced to three years’ probation after entering into a plea deal. After pleading guilty to one felony Matthew charge and Allen Klein one misdemeanor on July 20, Matthew Allen Klein was released from Lincoln County Jail, more than five months after his Feb. 14 arrest. Appearing before Judge Charles Littlehales in Lincoln County Circuit Court, Klein, 49, pled guilty to one count of attempted firstdegree sexual abuse, a Class B felony; and one count of harassment, a Class A misdemeanor. Both the convictions center around a Dec. 15, 2011 incident in which Klein touched the groin of the girl,

A Rose Lodge man is facing felony gun charges after reportedly firing a shotgun to scare away people who were standing near his home on the evening of Monday, July 23. Cameron Martin Forbes, 21, was arrested in the early hours of Tuesday, July 24, after deputies from Lincoln County Sheriff’s Office and a Lincoln City police officer surrounded his home on N. Deerlane Drive. Officers were responding to a 911 call from Joseph Windes who said Forbes Cameron had shot Martin Forbes at Windes’ friends, Paul Brock and Cindy Bray. Sheriff’s Office Sgt. Adam Shanks said officers used great caution in their approach. “Based on the concern of weapons involved, officers responded into the scene silently,” he said, “and made their way to the initial complainant’s residence.” Shanks said officers then made their way to Forbes’ home where a team of two deputies approached the front door to make contact with Forbes, who complied with instructions to give himself up. According to a probable cause affidavit filed by Deputy Eric Larson, Forbes claimed to have drunk five shots of whisky and two beers before returning home to find three people standing near his car. According to the affidavit, an argument ensued, ending when Forbes got his shotgun and fired six warning shots from his front porch, stopping to reload before the final shot. “Forbes later reflected on his actions,” Larson wrote “and agreed it was a bad decision stating it was pretty stupid.” According to Larson’s affidavit, the incident was online almost immediately, with Forbes’ girlfriend, Cora Collier, posting on Facebook: “Cameron’s drunk and shooting off shotgun rounds at tweekers, don’t worry, in the sky lol [laugh out loud] love that guy.” Forbes was arraigned in Lincoln County Circuit Court on Tuesday, July 24, on two counts apiece of unlawful use of a weapon, a Class C felony; recklessly endangering another person a Class A misdemeanor; and menacing, a Class A misdemeanor. Forbes was released from jail later that day, with his next court date yet to be set.

to commit sexual offenses. Regardless of the outcome of that evaluation, he is prohibited for the duration of his probation from

We had fun. I really pushed the envelope, especially with my appetizers. I think it was my appetizers that separated me” from the competition. Strong hopes to recreate the menu from the event in a special dinner at Chinook Winds highlighting his achievements at the festival. Strong will be invited back to the festival next year to defend his title.

One of three men charged with involvement in the April 19 burglary of the Lincoln City Youth League concession stand has been convicted of second-degree theft after entering into a plea deal with prosecutors. Joshua Albert Miranda pled guilty to the charge on July 25 in exchange for prosecutors agreeing to drop six other charges against him. As of press time, Miranda had not been sentenced. Miranda’s guilty plea comes six weeks after one of his co-defendants, Robert Christopher Kroff, received 18 months’ probation after also accepting a plea deal. The third defendant, Brian Maninger, is scheduled to appear for a final resolution conference on Aug. 6.

An Aumsville man is in custody after a highspeed chase through Lincoln City backstreets ended with the suspect crashing into a fence and fleeing toward the beach. The chase began when Sheriff’s Deputy Rene Lopez tried to stop a black Plymouth Neon drivBrent ing north Gordon on Highway 101 in Lincoln City on suspicion of a traffic violation at about 10:39 p.m. on Friday, July 27. Lopez said the vehicle failed to yield and turned west off the highway and quickly accelerated on residential streets in the northwest area of town. Lopez said the suspect crashed into a fence and,

along with his two passengers, fled on foot. After Lopez sent out a description of the suspects over police radio, Lincoln City police detained the driver, 29-year-old Brent Maxwell Gordon, and one of his passengers. Police say Gordon had an outstanding, no-bail parole warrant for his arrest. Lopez took Gordon into custody and transported him to Lincoln County Jail where he was lodged on the no-bail warrant and the additional charges of attempting to elude a police officer (felony), reckless driving, second-degree criminal mischief and two counts of recklessly endangering. His bail was set at $110,000. The passenger was interviewed and released and the crashed car was towed from the scene.

Neighbors for Kids misses out Neighbors For Kids failed to garner enough support from Facebook users to win a new car courtesy of Toyota through the automaker’s 100 Cars for Good program during an online contest on July 26. The program sees Toyota asking Facebook users to choose between five nonprofit organizations each day for 100 days to see which will win a new vehicle. Each day, the nonprofit with the most votes will win one of six Toyota models. Runners-up will each receive a $1,000 cash grant from Toyota. On Thursday, July 26, Neighbors for Kids (NFK) went head to head with four other nonprofits — including the Indiana-based Wish Upon a Star group, which established an early and commanding lead. NFK, which runs the Kids Zone after school program in Depoe Bay,was unable to overcome that lead and had to settle for runner up status.

“Turns out I was mistaken.” Rhoades said he was alerted to his son’s disappearance on July 6, when group home operator Renew Consulting Inc. reported him as a runaway. Traveling down from his home in Washington State, Rhoades said local police told him the disappearance did not warrant an investigation. “Lincoln County Sheriff’s Office told me to my face they were not going to waste their resources on a runaway,” he said. Rhoades said he went to the group home himself and found out that only staff could disarm the alarms on the windows and doors. “I also found out through inside information that I should look at the staff members rather than any outside influence,” he said. Rhoades said he went back to the sheriff’s office, which agreed to investigate in light of the new information. He said investigators were then able to identify their suspect in the time it took him to walk the three blocks from the sheriff’s office to the Department of Human Services (DHS). “By the time I left the sheriff’s office and got to

DHS, they had figured out it was Rachel Winegar,” he said. “That’s 14 hours after I first reported it to these people.” Lt. Dave Carey, patrol commander for the sheriff’s office, defended his department, saying there was no reason to enter Cody as a missing person because the state had already issued a warrant for his arrest due to the fact that he was absent from the group home without permission. “I don’t think we’ve ever said we don’t have the time or resources to deal with runaways,” he said. “It’s how sometimes things are interpreted.” Carey confirmed the alarm information Rhoades provided was helpful in the investigation. “Once they got that information to us, we ran with it,” he said, “and everything was done well.” Meanwhile, Lincoln City police became involved in the case on July 7, when Sgt. Brian Eskridge visited Winegar’s N.W. Neptune Avenue home to carry out a welfare check after someone called to report she had not turned up for work, nor called in. Recognizing Suspicious Activity Sheriff’s Tips By Sheriff Dennis Dotson

Across the nation, the concern of crime in our towns and rural areas continues to grow. Increasingly, citizens and law enforcement professionals realize that neither can effectively reduce crime by working separately. Citizens working cooperatively with law enforcement can produce positive results.

Burglary, the unlawful entry into a structure to commit a theft or other crime is considered a property crime. This crime does however have a high potential of serious injury or even death to a victim who surprises an intruder or faces a suspicious person(s) or activity in their neighborhood. People need to recognize suspicious activity and take the appropriate actions to maintain their safety and the safety of their neighbors. BE ALERT! Anything that seems slightly “out of place” or is occurring at an unusual time of the day or night

could be criminal activity. Do not attempt to apprehend a person committing a crime or investigate a suspicious activity. Call 911 if it’s a life threatening situation or crime in-progress. Use the non-emergency number at 541-265-4231 to report crimes that have already occurred. Don’t worry about being embarrassed if your suspicions prove to be unfounded. Your Sheriff’s Office would rather investigate the action now than be called when it’s too late. Be a good witness, from a distance. • The following incidents

may indicate possible criminal activity and should be reported: • Continuous repair operations at a non-business location could be stolen property being altered. • Open or broken doors and windows at a closed business or unoccupied residence could be burglary or vandalism. • Unusual noises, such as gunshots, screaming, or dogs barking continuously could be burglary, assault, or rape. • Sound of breaking glass could be burglary or vandalism.

Oksenholt transfer is a sham

Regarding Dr. Bob’s “transfer” out of Lincoln City to Lebanon. This was not Dr. Bob’s idea, nor does he want to leave Lincoln City. It’s snowing in Lincoln City in July, and it is being delivered by Mr. Mullins. I have tried to speak with him for 6 weeks to no avail. This transfer does not benefit our community, and is only a power play on Mr. Mullins part to advance his own agenda, not Dr. Bob’s. We should all be up in arms! Dr. Bob is the only doctor in Lincoln City on a salary in the Samaritan system, yet he probably has more patients than the other physicians. Something is terribly wrong with this picture. I can only hope that Mr. Mullins receives so much flack that his eyes will be opened. Maybe he needs a wake-up call! If you are handicapped, elderly, and low income, you

should really be concerned, because you will be hard pressed to find another physician with Dr. Bob’s dedicated concern, education, and understanding. Relay For Life of Lincoln City is set to begin at noon this Saturday, August 4th and I encourage you and all of the citizens and visitors to Lincoln City to join us to celebrate survivorship, remember those lost to cancer and continue to fight back against cancer in all its forms. Survivor celebrations will be held at noon and 6:00pm and all cancer survivors and their caregivers are encouraged to participate. It is the cancer survivor, whether just beginning the fight or a long term survivor, that physically represents what can be achieved with lots of hard work. It is the caregiver that makes the fight bearable for the cancer patient and we know the path would be more difficult without them. At 10:00pm we hold our luminaria ceremony to remind us that although we have come a long way in the fight against cancer, we still have a long way to go. It is horrifying that someone’s (Larry Mullins, CEO Good Samaritan) politics over Dr. Bob’s patients going to OHSU or other exceptional hospitals for surgery could destroy Lincoln City’s community. I spent over 5 years with other so-called medical professionals to no avail within the last two months (and Dr. Bob was the only Dr. in town to accept me as a patient and try to help) had me take an MRI and CAT scan (hey, which puts money into Samaritan, Larry — because none of you other people did that!!) and with that figured out what was going on. Now because of this man I am going to have a better quality of life. My family is going to live better. Does none of this matter to a CEO?? The excuse that Dr. Bob sends patients to the specialists at OHSU or others is not a reason to get rid of our doctor. I for one will not take this laying down. I love my doctor, Thanks Bob. Jacki Carlson is a 37-year-old mother of two who owns a biology degree from the University of Louisville. She’s recently started a new business in Lincoln City downstairs in Suite B beneath the mini strip mall complex featuring Papa Murphy’s Pizza and Kenny’s IGA grocery store at 2403 N.W. Highway 101 in Lincoln City. Her business of choice? Pole dancing. “Basically, I am teaching pole dancing classes for exercise,” she said. “… I focus more on the physical impact on how dancing goes along with the pole. Typically, it’s incredibly core intensive as far as the workout that you get.” Carlson took up pole dance lessons nearly three years ago from Body, Mind and Pole in Klamath Falls, before moving to Lincoln City in February with her husband, a chef at The Mist restaurant at Surftides, and 8-year-old daughter and 4-year-old son. She’s taken her college degree with an emphasis on physical education into a unique line of fitness instruction after getting hooked from the start, she said, first assisting, then teaching classes at the Klamath Falls studio. “I attend workshops given by experts in the industry as often as possible, and as far as I know, there is no one else in Lincoln City who can offer this type of exercise, which provides many benefits,” she said. The body building activi-

ties include increasing mental strength, confidence and even bone mass, she said. “And besides all the boring technical stuff, it’s just plain fun,” she said, “and that’s why I started taking the classes. I initially had no idea there were all these benefits.” Carlson, who said she has gone from a size 10 to a 6 and 4 by teaching and devoutly following her workout regimen, tries to make participants comfortable in her studio by lowering the lights and adding music and fans so that students don’t feel self-conscious. It’s an exercise, she says, where participants who can walk in for $20 per hour and work at their own pace. “I don’t teach burlesque classes right now,” she said, “but even if you don’t do burlesque moves, those oblique movements in your abdominals really go a long way to strengthen you so in that it has some benefits. But I take it one step further because I really like to focus on the pole as a tool to get you physically fit.” Then, there’s the mystique that adds a special flavor to it, she said. “It’s incredibly fun,” she said. “ It’s not like I’m going to be a drill sergeant or anything, but there are moves that I do that I understand what they do to your body and how they work various muscles and things like that.” Carlson, who took 30 hours of P.E. at Louisville, with the intent on becoming a phys ed instructor, said she has taken much of what she has learned into the studio, where she conducts beginning classes on Tuesdays

a class, though attendance is down a bit during the summer, she said. “The people who stick with it, they absolutely get it and how fun it is,” she said “and a lot of people who try it aren’t really big workout people and don’t want to go to a gym. Obituaries Artha Bell Thompson

Artha Bell Thompson of Lincoln City, Oregon died peacefully July 22, 2012 of complications from emphysema and lung cancer. She was 84 years old. Artha was born October 27, 1927 in an eastern Washington farmhouse. She was one of seven children born to Roscoe and Elsie Thompson. After marrying her husband Roger, she moved to Monmouth where the family owned a gas station. In 1955 they moved to the Oregon Coast, eventually settling in Cutler City. On the coast Artha quickly set to work push-

ing the boundaries of what women at the time were allowed to do. While working at a local auto dealer she set up one of the first punch card systems to track parts inventory. The punch card was the precursor to today’s computers. From the auto dealership Artha moved on to Coast-to-Coast hardware and then True Value / Ace Hardware. She ran the plumbing and electrical counters and quickly made a name for herself as the “go-to” lady when folks in town had a problem. She took pride in the fact that she knew state plumbing and electrical codes from

front to back. Again, a rare role for a woman at the time. Artha and her husband raised three boys, James (Jim), Jon (Mick) and Henry (Hank). Today, Jim is an Oregon State Representative and Mick runs a successful construction firm on the coast. Hank passed away in 1983. After her retirement she spent countless hours volunteering at the Lincoln City Food Pantry. She took great care in the little things like making sure children who came to the pantry on their birthdays left with a cake. Artha is survived by a sister, Kathryn Buckner of Lake Tapps, Washington and a brother Sidney Thompson of Chula Vista, California.

She is also survived by sons Jim (Helga) of Dallas, Oregon and Mick (Norma) of Lincoln City, Oregon in addition to eight grandchildren: Robert Wright (Lili), Tori Kirkpatrick (Mike), Kenn Thompson (Norma), Laura Thompson, Christine Thompson, Scott Thompson (Angela), Stephanie Thompson and Jonathan Thompson (Jennifer). One of Artha’s great joys in life was spending time with her 14 great-grandchildren. She was preceded in death by her parents, husband Roger, son Hank, and siblings Juanita, Russell, Percy and Larry. Artha will be interned with her husband and son at the Taft Pioneer Cemetery in Lincoln City.

Hunters lend a hand to local habitat Lincoln County Chapter members of Oregon Hunters Association spent several days recently mowing old meadows in the Salmon River estuary as part of an ongoing habitat improvement effort for local wildlife. There are several meadows along Three Rocks Road that the Chapter has been mowing and maintaining the past few years, including the 50-acre meadow on East Three Rocks Road. When the grass in these meadows gets high and then dries, it is of little use as forage; mowing encourages new growth and makes it easier for the wildlife to access. The Chapter entered into

OSP returned Van Hoose to administrative leave on April 19, 2012, while the agency tried to decide what to do with him. Lincoln County District Attorney Rob Bovett said Van Hoose could still be a witness in a case as long as there were other witnesses who could take the stand and testify. Bovett said this is the first time in his four years as district attorney that prosecutors have refused to work with a law enforcement officer as a primary witness. “Our chief deputy talked with our prosecutors and then felt she had to notify OSP of what she heard,” Bovett said. On Monday, July 23, Van Hoose was reassigned to work on a technology upgrade project attached to the OSP’s training division in Salem, an assignment Lanz said would last about eight months. Beyond that, Lanz said, Van Hoose’s next assignment remains to be decided.

Police deployed spike strips to prevent a highspeed chase through Depoe Bay on Friday, July 27, bringing the vehicle to a halt and arresting the driver south of Cape Foulweather. Kristina R. At Escalderon about 7:32 p.m. OSP Sergeant Cari Boyd and Senior Trooper Bryan Fitch were patrolling near Cape Foulweather when they overheard a dispatch of a reported stolen vehicle followed by an off-duty Newport police officer northbound on Highway 101 from Newport. Three minutes later, the troopers spotted the stolen vehicle and Fitch deployed

Sheryl Bachart’s court by testifying that he always followed OSP protocols regarding telephonic search warrants — those authorized by a judge over the phone during times when the courts are closed, often to allow police to search the vehicles of drivers suspected of driving under the influence. In a March 7, 2011 court hearing, Van Hoose said he always returned such warrants to the trial court administrators’ office at the county courthouse within five days as required by law and OSP rules. But, when defense attorney Katherine Benfield checked with the trial court administrators’ office, she found that, out of 14 warrants, Van Hoose had returned the original warrant to the office in just five cases. A subsequent investigation concluded that, in eight of the remaining nine cases, the documents returned had been copies or had been returned to the district attorney’s office instead. In the ninth case, investigators found no sign of the warrant at either office. “Katherine Benfield said that when Trooper Van

Investigators concluded that the missing warrant, which Van Hoose discovered on top of his locker during the probe, had been stamped as received by the DA’s office. Gleneden Beach fire causes $200,000 damage The state fire marshal secured the site of a house fire in Gleneden Beach on Sunday, July 29, as investigators worked to determine the source of a blaze that caused an estimated $200,000 in damages to a vacant home. Hank Walling, assistant chief with Depoe Bay Fire & Rescue (DBFR), said the state fire marshal is working alongside investigators

from Oregon State Police and the Lincoln County Sheriff’s Office. Walling said DBFR sent its fire truck to the scene after receiving a call at 4:40 p.m. Fire Chief Joshua Williams was the first on the scene, arriving just in time to see flames burst through the second story windows. The fire truck crew

used their deck gun to knock down the flames enough to allow firefighters to enter the building and extinguish the blaze. Fire fighters from North Lincoln Fire & Rescue District # 1 also responded to the scene, under a mutual aid agreement with DBFD. Walling said the home’s owners, who live in the Valley, have been notified.

Van Hoose, who joined OSP in 2007 as a recruit and attained permanent trooper status in 2009, was also accused of altering the results of a field sobriety test conducted in March 2011. At the center of the allegation was an incident report in which Van Hoose had originally noted two signs of impairment during the horizontal gaze nystagmus (HGN) test — which checks for jerky eye movements — only to later change the report to indicate that he observed no such signs. That change concerned Lincoln County Sheriff’s Deputy Cliff Sites, who said he overheard a call in which Van Hoose said the suspect had body tremors and appeared to be on methamphetamine. Sites said that later, after seizing prescription painkillers from the suspect’s vehicle, Van Hoose changed tack and said the suspect appeared sleepy, with constricted pupils. “Deputy Sites said he

Van Hoose told investigators he initially believed he had seen signs of HGN but second-guessed himself and decided to give the suspect the benefit of the doubt. “I decided I wasn’t 100% sure on the two clues,” he wrote, “so I ultimately did not call two clues on the HGN test.” Van Hoose said he had recently been overruled three times in a row by drug recognition experts and had begun to doubt his observations.

OSP’s decision

In September 2011, OSP closed the criminal investigation without bringing any charges against Van Hoose. But investigators in the subsequent personnel investigation, which wrapped up in March 2012, ruled that Van Hoose had “provided inaccurate and inconsistent information” regarding the warrants and the sobriety

After an appeal by Van Hoose, OSP ruled that changing the results of the sobriety tests did not count as providing “inaccurate and inconsistent information” because the test report is “not an official report and can be changed prior to the breath test.” As a result, in April 2012, OSP cut the period of Van Hoose’ pay reduction in half, to three months. Soon after, with Van Hoose back on the streets, Lincoln County prosecutors made their feelings clear, leading OSP to reassign him away from patrol duties. Van Hoose declined to comment for this article.

VRDs need special regulations to control parking, trash and landscaping. There is wide agreement in the city's VRD Consensus workgroup that all city homes should have the same parking, trash and landscaping requirements. Most problems have to do with wild parties and illegal activities at VRD homes. City data says over 90% of problems concern parking, trash and landscaping. The local police chief testified that serious problems at VRDs are very rare. Lots of young kids like to rent VRDs in Lincoln City to have parties. Most property managers don't rent VRDs to people under 25 years old, and most VRD guests are families or people who are approaching retirement age. VRDs don't know who they are renting to because most rentals happen on the internet. All types of lodging rentals happen over the internet. VRD managers usually do much more guest screening than most hotel & motel owners do. VRDs are neglected homes that pollute the neighborhood and bring down property values. VRD owners are naturally motivated to keep up their homes in order to make them attractive to guests. Studies show that they increase property values. Our tourists will just go to a hotel if there isn't a vacation rental available to stay in. Studies show that many travelers prefer VRDs over hotels and usually will choose a different place to vacation in if they can't find a VRD to stay in. VRD laws in the area are too lenient and more restrictions are needed on VRD activity. The city's VRD Consensus workgroup members say that the laws need to be simplified so they are easier to comply with and easier to enforce. Excluding vacation rentals from certain areas of the city will solve the problem. VRD owners do not just move their homes when laws restrict their operations. This approach will reduce the number of VRDs, and directly impact tourism. Capping the number of vacation rentals in neighborhoods will solve the problem. VRDs make up about 3% of city homes, and this number is currently declining. Caps and quotas limit options for people who want to visit the city. Planned changes in VRD laws have been studied to make sure they don't hurt the city. The city has not studied how the existing law or any changes that might be made would affect area businesses, jobs, tourism and property values. More VRD restrictions will create more harmony in the city. Harmony comes from working together to make our city a better place. Everyone’s rights and concerns need to be respected. VRDs are against any type of regulations to control VRD activity. VRD owners and property managers generally support the idea of tourism taxes, and regulations designed to protect guests and address legitimate concerns.

What Works? When you look at VRD activity in other cities, you notice 3 things: 1) 2) 3)

VRDs provide jobs, support local businesses and generate tax revenues. Supporting a vibrant VRD sector is completely consistent with the economic goals of most cities. VRDs, like many other forms of lodging, can have negative impacts on a city and its residents. Appropriate plans are needed to address these impacts. Cities where government leaders and local VRDs work together to address issues, see the most benefits and have the fewest problems with VRDs.

Board certified in internal medicine as well as pulmonology/critical care, Oksenholt declined to comment on the record but several of his patients were quick to express their outrage at what they saw as their doctor being forced out. “It’s politics is what it is,” said Schooner Creek Road resident Jeanette Robbins, adding: “I think it’s despicable when a hospital will put politics ahead of the patient.” Meanwhile, Suzanne Derham of Gleneden Beach laid the blame squarely at the door of Samaritan’s

CEO. “He [Oksenholt] personally told me he’s getting railroaded for not doing what Mr. Mullins wants him to,” she said. Derham said Oksenholt ran afoul of Samaritan administrators for referring too many patients to doctors outside the Samaritan network. Pam Baechler of Lincoln City agreed. “He will send us to wherever he thinks we will get the best help,” she said. “They don’t like that down here. They want us just to deal with them.” Mullins refused to divulge details of how often Oksenholt referred outside of the Samaritan network.

“Any employer relationship with a person has certain expectations as to how people are going to work within the organization,” he said, adding: “That may have been one of many, many considerations as to why we felt the relationship could not continue as it is.” Meanwhile Marty Cahill, CEO of Samaritan North Lincoln Hospital, said the group monitors many aspects of care, including access and quality as well as referrals. “We are held accountable to the system and the community,” he said, “to make sure we maintain being sustainable within that community and within the region.”

Mullins said Samaritan had a “tentative agreement” with Oksenholt about the Lebanon move when the July 18 letter went out. “We felt it was in his best interests and everyone’s best interests to have a new start,” he said, declining to comment on the reasons for that thinking. “We have the right to choose who we have as an employee and exercise that right,” he said, “and don’t

have to discuss our reasons why.” He said if Oksenholt declines the Lebanon job he is free to set up his own independent practice in Lincoln City. “He could put a shingle out,” Mullins said, “and all the people that want him to stay can support him in that.” According to Samaritan, Oksenholt’s last day in his Lincoln City job will be Aug. 17. After that date, one

of the patients looking for a new doctor will be Cahill himself. “Dr. Oksenholt is my primary care doc,” he said, adding: “I consider him a friend.” Cahill agreed that Oksenholt could set up an independent practice in Lincoln City, adding that Samaritan would grant him the necessary privileges to make use of hospital facilities.

Getting their voices heard

News of Dr. Oksenholt’s impending separation from Samaritan North Lincoln Hospital brought a flood of comments to The News Guard by letter, phone and online, almost all of them commending the doctor for his work. Stephanie Franklin was treated by Oksenholt in the ER in February 2011 after a traffic accident left her with a broken back and left leg broken in three places and her husband with six broken ribs, three crushed vertebrae, a punctured lung, a smashed left foot and a broken ankle. She credits Oksenholt’s expertise with getting her and her husband to the right specialists and the right hospitals quickly. “Personally, I don’t feel that anybody without the knowledge that Dr. Bob had would be able to have assessed it as quickly,” she said More praise came from Bob Shaffer of Otis. “He’s valuable to the community and the man really genuinely cares for people and loves them,” he said. “It’s not just a job. He does it out of love.” Jeanette Robbins of Schooner Creek Road said Oksenholt treats his patients like people rather than numbers. “If he has to come out to the house then he will come out to the house to make a house call,” she said. “How many doctors will do that?” James Stovall said Oksenholt is a “tireless advocate” for community health. “Never one to “over treat” he offers sound counsel on lifestyle and dietary choices in lieu of kneejerk remedies of medication or unneeded diagnostics.”

Mystery truck theft suspect eludes police A vehicle theft in Rose Lodge led to an early morning police pursuit through Lincoln City ending in a foot chase through Depoe Bay, where the suspect managed to escape, according to Lincoln County Sheriff’s Office. Deputies say they received a report at about 3:30 a.m. on Friday, July 27, of a gray Dodge pickup being stolen from a driveway on Meadow Lane in Rose

Lodge. The caller reported the vehicle was unlocked with the keys inside. At about 4 a.m., Lincoln City Police officers saw the vehicle being driven southbound on Highway 101 in Lincoln City and attempted to pull it over. According to a sheriff’s office news release, the vehicle attempted to elude the officers, who continued the chase to the Depoe Bay

area, where the suspect abandoned the vehicle and fled on foot. LCPD officers and sheriff’s deputies searched the area, but were not able to locate the suspect, for whom no description is available. The vehicle was processed for evidence and returned to the owner. The case is still under investigation.

While the London Olympics are thrilling audiences around the world, Lincoln County has had its own share of international sporting competition — sort of. The Internazionale Soccer League saw “Mexico” take on “Italia” in a Sunday, July 22, match at Newport High School. The largely Hispanic adult league, in which teams take on the names of soccer nations, features teams from Lincoln City and Newport. Mexico, one of the league’s Lincoln City teams, outscored Italia 5-3 to win the third-place trophy. Goalkeeper Pedro Cortes put in a match-saving display, saving three penalty kicks to keep Mexico in front, while Jorge Leo Lopez scored the winning goal. The team is captained by Omar Cortes and coached by Mario Rafael Cortes.

Taft names Herbst new football coach JIM FOSSUM The News Guard

Taft High 7-12 has appointed Perry Herbst as football coach, replacing Ken Martin, who resigned last month after two seasons at the helm. “We have to build from bottom to top,” said Herbst, 40, who comes to Taft from his previous position as defensive coordinator at Class 6A Forest Grove High School. While the rallying point seemingly every year at Taft has been the demand to rebuild a struggling program, Herbst emphatically made it known that the word “rebuilding” is not in his vocabulary in regards to football. “Let me tell you right off the top, I don’t believe in rebuilding,” he said. “I hate when people say that. It’s like you’re making an

excuse.” Given his experience, Herbst knows what starting anew with a struggling program can be like. “When I was down in Bandon, we kind of changed the culture of the football program,” he said. “It struggled with character issues and we changed that around.” In Herbst’s second year, Bandon reached the semifinals, then won the league title. Three of Herbst’s teams made state playoff appearances. When he took over a tiny Class A program in Toledo, Wash., the school had won three games in four years. In Herbst’s first season, it went 5-5, the second year 7-3 and the third 8- 3. “We turned that program around the last two years with the same kids that were there,” he said. “We’re just going to try and build something. Junior golfers tuning up this summer Three local golfers are finding their names among the top of the state rankings in a summer filled with participation in Oregon Golf Association events. From 10-year-old beginning player Logan Merry, to “seasoned” 11-yearold Maya Hatton, to Taft High senior and Special District 4 Oregon Student Activities champion Jessi Weaver, Lincoln City has been well represented in statewide tournaments against stiff competition this summer. Weaver is using the organized events to improve on her chances at again emerging among the state’s elite high school players after claiming the league title last season. “I don’t have a lot of wins under my belt yet,” she said, “but in the OGA, the fields are a heck of a lot tougher, so, with where I’m placing, I feel like I’m doing pretty well. I mean, I’ve had a first place and a third place and a fifth and seventh, so I’m shooting some of my lowest scores and, for me, that’s a personal quest.” Among the various

facets of her game, Weaver has been most content with her driver, while Merry, who is feeling pretty secure with his seventhplace standing in the state rankings, says his needs work. Hatton said she isn’t quite sure where her game stands, but she’s having fun playing, nonetheless. “I’m most confident in my driving skills at this point,” said Weaver, who missed just one green during a practice round last week. “What I need to work on most is pitching. I’m not really accurate with the 30to 40-yard shots.” Merry, a regular All-Star team player in the Lincoln City Youth League, started playing golf in December at the urging of his grandmother. “She took me golfing and I asked if I could drive one and I drove farther than her and my mom so I told them I wanted to play golf,” he said. Merry said he needs work on his game off the tee to catch up with his putting. “My driver is having a big slice,” he said, “but my putter is really good. Some putts are really far. I made one probably about 30 feet.” Hatton, who won a re-

cent event and placed second by a stroke in another after committing a doublehit on the last hole, shot 49 in a victory at Chinook Winds Golf Resort, ”I don’t really have a strongest part of my game,” she said, “ but if I had to choose, I’d say my chipping.” Hatton won the twoday Central Oregon Junior Championships Pee Wee Division for the girls by 17 strokes over six girls in a recent two-day event at Juniper Golf Course in Redmond. The victory boosted her to third place on the Pee Wee girls season leader board. Hatton said she’s not sure what about golf makes her want to play except that she has grown up loving it behind the tutorage of her parents, Taft High head and assistant girls golf coaches Heather and Rick Hatton. “I just learned to love it,” she said. “I don’t know what I actually love about it, but it’s just fun for me to go out and play.” The three young local players are continuing their seasons this summer in OGA tournaments throughout the state. Hiking and biking Earth Abides By Ken McCormack

I

t’s a typical summer. Bikes wobble down 18-inch shoulders. Pedestrians stare out like startled raccoons. “Pray for me” read the bumper stickers, “I drive Highway 101.” And traffic creeps to the Farmers’ Market. Where Lincoln City has a big tent. Maps, charts, and crowds gather for solutions: Four lanes, three lanes, bicycle lanes, pedestrian lanes, crossings, traffic lights? Volunteers from the police, the Tribe, transportation, the hospital — from all segments of the community — have been working on a plan. City planners, the assistant city engineer, consultants, and ODOT (on a Sunday no less) are fielding questions. Over 100 visitors vote their preferences by placing stickers on posters. “It’s difficult,” notes Councilor Chester Noreikis, “having a major highway as your main street.” Parking, congested traffic, rights of way, speeding cars, frequent driveways. The side streets, often unconnected, winding, steep and without sidewalks, are inadequate alternatives. Tourists say they don’t like to walk here. At least 16 percent of the residents don’t have cars. Some are elderly or disabled. Dennis Gibson arrives at the market on a scooter, which he prefers to a wheel chair. “I can’t believe 101,” he says. He can, with “some pretty big bumps,” get to work — using side streets. Meanwhile, the entire world is bracing for less oil and gas. Washington County recently implemented a network of bike and hike trails—“to set an example.” Denmark built a paved 11-mile uninterrupted bike superhighway through the countryside. These plans read like science fiction. Indeed, our world could end up with the violence and chaos of Mad Max. But it could also be Shangri-La — enchanted lifestyles, outdoor exercise, public safety, protected environment, stable economy, healthy children. The choice is ours. The outdoors is, after all, not just a distant wilderness with snow-capped mountains. It’s what lies beneath your feet when you leave the house or step out of your car. The Head to Bay Trail suggests one way to go. The first part, already completed, begins at West Devils Lake Road near the DMV. To a biker or hiker coming off the highway, this broad expanse of calm concrete is a vision of bliss — a fitting welcome to a community that cares. It ends at the Community Center. There might be hundreds of pedestrians and dozens of bikes passing here some day, going, perhaps, all the way to Siletz Bay. Five such trails are being considered. Just past the hospital, you can turn into an entirely different kind of Friends of the Wildwoods Open Space trail. With its exposed roots and slippery mud, it is not for fast transportation. But it provides the greater pleasure of getting lost in nature, sitting on a stump and listening to birds. And it costs the visitor nothing. Coming back to reality somewhere near Holmes Road, you wind up again on 101. A guy with a shopping cart waits for eternity. A truck brushes his cheek, and the sidewalk drops off a cliff. I may be utopian, but what the heck? All that is keeping us from Shangri-La are — well, you and me. Get involved and go online to lincolncitypedbike.org. A monster mash Two-ton creature to take center stage at Devils Lake Revival

ast year, the inaugural Devils Lake Revival offered pontoon boat tours, kids’ kayak rides and a sailing regatta against a backdrop of perfect weather and heavenly tunes from live bands, begging the question “how will organizers top it this year?” How about unveiling a twoton,13-foot-high sculpture of a lake monster and inviting people to place a wish inside its heart before it is sealed forever? Yeah. That will probably do it. Undeniably the main attraction at this year’s Revival event, the lake creature has been a long time

coming but looks like it was worth the wait. Sculptors Heidi Erickson and Doug Kroger spent more than two years crafting the piece, which was originally scheduled for completion in September 2011. After negotiating a few extensions and partnering with local nonprofit Let There Be Arts to ensure taxpayers would not pay a single cent of the near $40,000 cost overrun, Erickson and Kroger will finally set their creation loose at the Saturday, Aug. 4 event. The towering metal sculpture is eighteen feet long, and made from more than 90 percent recycled metal and rubber retread material. The Les Schwab tire retread facility

in Prineville supplied all the rubber for the creature, and recycled all scraps. Erickson is inviting residents to take ownership of the sculpture by filling a heart-shaped “wish vessel” hidden within the creature’s belly with small items or charms representing their “wishes, dreams, prayers and thoughts.” Once the wish vessel is full, the creature’s belly will be sealed and the sculpture will begin its new life as Lincoln City’s newest, and grandest, piece of public art. “This rite is a meaningful way of transferring ownership,” she said, “and also a way of honoring the true intention of the sculpture.”

The Revival runs from 10 a.m. to 2 p.m. at Regatta Park, and will see a return of events such as free pontoon boat tours, kayaking, stand up paddle boarding, a sailboat race and a rescue demonstration by North Lincoln Fire and Rescue as well as live music and a barbecue. New events include an open swim competition and a water polo match. As with last year, all attendees stand the chance to win a kayak in a no-purchase-necessary raffle. Admission is free. The event will be held from noon to 2 p.m. and 2 p.m. to 4 p.m. at the Artists’ Co-op Gallery in the Artists’ Studio Association (ASA) classroom at 620 N.E. Highway 101 in Lincoln City. On Saturday, participants, with the guidance of guild members, will lay out their designs in mosaic glass. When the designs are prepared, guild members will adhere them to concrete steppingstones and left to cure overnight. On Sunday, the steppingstones will be grouted and made ready to be picked up after 4 p.m. Cost is $30 per steppingstone or $25 for ASA members. All supplies are provided. Signups are being accepted at the classroom and drop-ins are welcome on a space-available basis. Children 6-14 are welcome if accompanied by an adult. While Lincoln City gears up its efforts to make a meaningful difference in finding a cure for the disease, Sandy Gruber will be front and center once again as coordinator for the marathon running/walking event to benefit the American Cancer Society. “I got involved with Relay For Life for the same reason most everyone does,” said Gruber, whose involvement stretches 15 years. “I had family and friends diagnosed and I took it on as my charity of choice.” The Lincoln City Relay for Life has generated approximately $500,000 for the cancer cause. The event starts at 12:30 p.m. Saturday, Aug. 4, on the track at Taft High 7-12 and runs through the night until 7:30 a.m. Sunday. Survivor ceremonies will be

held at noon and 6 p.m. Saturday, and a luminaria ceremony at 10 p.m. “There will be games, music, on track activities, food and the fighting spirit all night long,” Gruber said. Luminaria — white bags transformed into personal messages and illuminated after dark — will recognize those who have lost the fight, honor someone struggling to survive or those who have won the battle. As of July 27, the local Relay for Life event had 20 teams entered and 125 participants, Gruber said. It had raised approximately $20,000 of its $30,000 goal. Runner to do double duty

Lincoln City resident Jason Zacher plans to run two marathons in a row at Saturday’s fundraiser. “I wanted to do something big for Relay for Life that I could do without having anything to sell other than myself,” said Zacher, who will attempt to cover 52.5 miles or 210 laps on the Taft High 7-12 track. Not bad for a guy who just ran his first Jason marathon seven weeks ago in Newport, the Zacher farthest distance he has ever gone. This time, Zacher will run with purpose.
