Dr. Dan Poulter: Planning Reforms This year, the State Opening of Parliament saw HRH the Prince of Wales deliver HM the Queen's speech for the first time, due to concerns around HM the Queen's health. The State Opening marks the beginning of a new Parliamentary session and the Queen's Speech set out 38 new Bills which will help the Government to continue delivering on its top priorities. Amidst those new Bills is the Levelling Up and Regeneration Bill, which will deliver planning reforms, regenerate towns and cities and shift powers down from central Government to local leaders, giving communities a louder voice and empowering them to shape their own futures. Whilst I welcomed earlier plans to reshape planning policy, the one size approach proposed was not appropriate for Suffolk and I was very pleased to have played my part in delivering a rethink on that earlier White Paper. So, whilst the devil lies in the detail and I await full sight of the detail in the new proposed planning reforms, I am pleased that the voice of local communities will be heard as part of the new reforms. I have always taken the view that any development should be appropriate, protecting out greenbelt land wherever possible and retaining the fabric, heritage and character of our rural villages and small towns here in Suffolk. It is vital that any development should be delivered through a truly locally led planning system and communities should retain the
right to shape the areas in which they live, something which this new Bill should help to enshrine in law. I have also written recently about how rising energy costs caused by the conflict in Ukraine have reinforced the need to improve Britain's energy security. We have finally realised the importance of being less reliant upon foreign supplies for our energy and the need to improve our own energy security. The sustainable answer to securing our energy and fuel needs must come through investment in carbon neutral and renewable sources, so I welcome the proposed Energy Security Bill which will ultimately deliver a more secure, homegrown, and cheaper energy network for all of us. I was delighted to welcome the Education Secretary, the Rt. Hon. Nadhim Zahawi, to Stradbroke where he met with Head Teachers from schools across Central Suffolk and North Ipswich. He spoke to them about his aspirations for driving up standards for all children and the increased funding which has been secured via the Schools Bill. I have long been pushing for more money for our schools here in Suffolk and very much welcome this additional investment which will help to drive up standards and help our children catch up on lost learning during the past two years. Finally, I particularly welcome the new Mental Health Bill and hope to be able to use my own knowledge and
experience as a mental health doctor to be part of the early scrutiny process in shaping this Bill, so that sensible and appropriate changes can be made to ensure that it better benefits and meets the needs of patients here in Suffolk.

Why not try hopping on the Hoppa! There are still many people in our town who are not aware that the Hoppa is a service that can be used by anyone. If you sometimes feel like catching the bus home after a shopping trip, or need to get into town to meet friends, why not hop on the Hoppa? If you're not sure of the service schedule, you can pick up one of our new timetables, which are available at the Library, Edwards, The Angel, Spar and Halesworth Volunteer Centre. You can also get a copy from the Hoppa when we're at one of our many stopping points. We have stopping points all around town, including The Peartree Centre and Surgery, Co-op Store and the Town Centre Car Park.
We're still hoping to see more passengers using the Hoppa on Monday, Tuesday and Friday afternoons, but, if numbers do not increase, we will be forced to stop those services due to the high cost of fuel. In other areas, we have broadened some of the services we offer to the community, so we're always keen to welcome new volunteer drivers. If you're interested in helping support us please call the office on 01986 875900. Finally, we'd like to give a big thank you to Halesworth Town Council for providing a grant for the continuing work of the Hoppa.

Halesworth WI report Members listened as Anna Mickleburgh told us of the details of the National Federation resolution which will be voted on at the NF AGM in Liverpool in June. The resolution was to support more help for women and girls with ASD and ADHD. Males are more likely to be diagnosed with autism and so receive help, girls are under diagnosed and
so struggle to gain support. Our members voted unanimously to vote for this at the AGM. We then had refreshments and some entertainment while encouraging members to inspect and buy something from the wide variety of items displayed in the silent auction. We were reminded of our pick up points for our June outing.
visit the site or give us a call to find out what we offer. Thanks to the wonderful students and team at Suffolk New College for hosting a brilliant Jubilee Bake Off at the Halesworth site. Our Ladies and gentlemen enjoyed a delicious tea, made by the catering students including delicious sandwiches and scones. They then judged 3 fabulous cakes, declaring Rhys a well-deserved winner after a tight contest with Lleo and Lyra. The afternoon ended with a competitive round of bingo, with bingo calling supremo, Councillor Tony Goldson. Thanks to all for a very special day. Special thanks to Halesworth Town Council for organising a wonderful picnic in the Park. It was great to be able to bring a Hoppa bus full of locals for a sit down tea. Maureen Took provided lovely baking including beautiful Jubilee cakes, Kay made some jubilee jellies and Kay, Helen and Karen made the sarnies. Huge thanks to Rosemary, Jackie, Maureen and Anne for making it happen. And finally, don’t forget the monthly Wellbeing Lunches on the 1st Tuesday of the month at Chinneys. This Award is all about the dedication of our wonderful volunteers, old, new and not so old and our staff team. The Award reflects our near 40 years of providing support in Halesworth and beyond. But is also about how we came together during the Pandemic. It is also about the Churches, Halesworth Town Council and all the Parish Councils, local Charities like the Pear Tree Centre, Halesworth Dementia Carers Fund and so many others. Special thanks to Hact, for being such stars back in 2020 and 2021 and now in 2022, getting people out and about once again. We want to thank everybody who help during the long months of the Pandemic. You really made a difference, shopping, being Brilliant Bakers, creating Souper Saturday. Also, huge thanks to all the people and organisations that supported us through donations and gifts. You all made this award possible. Thank you. A new look for Halesworth Volunteers. Do visit our new website www.halesworthvolunteers.org. We have given ourselves a little refresh, changed our name but not how we support local people in our lovely rural community. Our Car Service is now working flat out to get people who cannot travel independently to their important appointments, especially medical and hospital appointments. Our Isolation Buster befriending programme is growing every day and we are still organising trips out and tea parties for our older residents. Just

'Harvest near the River Deben' by Thomas Churchyard
The village with something for everyone! This large village has a lovely close knit community feel and is centred around Market Hill. The village is easy to find thanks to the spire at All Saints Church which stands an impressive 137 feet tall, simply head for the spire and you'll reach Wickham Market. Once you have arrived, you will find a lovely variety of independently owned businesses catering for whatever you may need or want. There are cafés, takeaways and fantastic butcher for food, clothing and gift shops, a pharmacy, post office and even hardware store. In short, you will find what you want here, and what's more, you will be supporting the local economy. Of course, the village is well known for its regular markets,

There will be everything you could want from the day - from a Royal Fancy Dress Procession and Breed Parades (where the Corgi will lead the way) to dynamic dog displays, have-a-go-activities, demonstrations and brilliant advice from our friendly canine experts." Long time Suffolk Dog Day headline sponsor, Skinner's make a welcome return to the event, bringing their new 'Get Out and Go!' range of pet nutrition and training treats to the show for the first time. Pound Gates also join us as a joint headline sponsor this year with a particular focus on our charity event theme of mental health and wellbeing, which brings to the day a very special 'Happy Hub' for humans,

Richard says "The original idea was that a few volunteers would put on a small dog show for the locals in Helmingham. Here we are, only a little over a decade later and #PawPower has helped support so much great work in Suffolk. It has fed families via food banks, relieved the loneliness of older people, supported those fighting addiction, experiencing domestic violence or sexual abuse, the list of great work supported continues to grow every year. Robin Vestey says: "We really loved the idea of having a Festival of Suffolk this year, to really help to get the county back on it's feet. When we were invited to join in, there was no hesitation. The festival's aim is the same as our own, to help Suffolk recover, reset and re-charge for the future. We know from all the messages we receive, that people are so looking forward to the return of Suffolk Dog Day. It's been the favourite event for the family for almost a generation and we hope it will make a strong
contribution to getting Suffolk out and about and returning to normality post pandemic. With all the money raised being dedicated to supporting local mental health and well-being projects we can also support those who are finding things harder at the moment, to get the help they need to recover." Laura Ripman (Event Manager) says: "This really is an event BY the people of Suffolk, FOR the people of Suffolk. We want you and your dog to have the best day out, as we return in 2022 with the all-time favourites and plenty of super-exciting new attractions! A fantastic family day out for all to enjoy, we really look forward to coming together after all this time and to celebrate the love, happiness and companionship our four-legged friends bring to our lives! Did you know that the event is run soley by volunteers? We could not do it without the committed support of a 150+ team of volunteers. For more information about the event, or to volunteer to help, visit: www.suffolkdogday.com" Information: Tickets are available on the day priced at £10 for adults and £5 for children with a family ticket for a very reasonable £25.

The Super Deduction The Capital Allowance "Super Deduction" was introduced for Limited Companies from 1st April 2021 and is available until 31 March 2023. It allows companies investing in qualifying Plant & Machinery to be able to claim either (up to) a 130% super-deduction capital allowance or a 50% first-year allowance for special rate assets. It is not, however, an additional tax relief but instead an acceleration of a rate of relief that is due to be in place next year, anyway. The relief applies to assets purchased new, not secondhand, and the super-deduction will save companies 25p for every £1 invested (compared to the current rate of 19p per £1). Assets include any general plant and machinery such as vans (not most cars), equipment or tooling. The 50% First Year Allowance applies to plant with an expected life exceeding 25 years (e.g integral features) which would normally be listed in the separate 6% pool of assets. You should ensure that you keep a record of what you have purchased and when. If you
dispose of any assets on which you have claimed the Super Deduction before 31 March 2023, a balancing charge is generated to claw back the super deduction granted earlier. This will be between 1.0 and 1.3 times the actual disposal value (depending on your accounting period). For disposals of assets after 31 March 2023 where you have claimed the Super Deduction, you are not required to apply the multiplier of (up to) 1.3. Whilst this initially implies that a delayed disposal would attract greater tax relief overall, as it is currently planned that the Corporation Tax rate will rise from 19% to 25% from next April, all balancing charges will be taxed at 25% thus negating any theoretical advantage.
Lawn Mowers & Garden Machinery End of line machines available at fantastic prices!
Instead, the Super Deduction reminds us that if you want to dispose of any other assets on which there would be a balancing charge, consider doing this before 31 March 2023 as the balancing charge would be taxed at only 19% instead of the post April 2023 rate of 25%. (The actual relief and rates are dependent on your accounting period. Check with your accountant as to whether an asset qualifies for relief.) Hope this helps. The Rotary Club of Saxmundham & District has announced that, after 52 years, it is closing on the 30th June this year. Club President, Rtn Trevor Hawkins (a member for 50 years) said: "It will be a sad occasion and we have reluctantly reached this decision after numerous attempts to recruit new younger and more active members but, without success." He went on to say that "The Club was formed in 1970 and, since then, has played an active role in the community and raised many thousands of pounds for charities and good causes in the local area. It's also been involved in projects overseas involving health and education. The support from people living in and around the Saxmundham area has always been very generous and I would like to thank them most sincerely." One of the Club's many fundraising activities has been the Heritage Coast Run/Walk. Since its inception some 37 years ago, it's estimated that in excess of £500k has been raised. All of this money has been given to organisations such as cancer and children's charities in and around Suffolk as well as local projects and causes in the Saxmundham, Leiston and Aldeburgh areas. Over the years, natural disasters in other parts of the world, such as droughts and earthquakes, have given the club the challenge and opportunity to help by providing Shelter Boxes and clean drinking water kits to stricken areas. All of this has been made possible by the generosity of local people when members have been shaking buckets in the streets. One of the Club's legacies (that is planned to continue) is the SMILE Café. Rtn Graham Ward and his team of volunteers have run this facility for the last ten years. It recently moved to the Fromus Centre in Street Farm Road in Saxmundham and will continue to be open every Wednesday from 10am4pm. Graham can be contacted on 01728 564124 for more information. For more information about this announcement, please contact the club secretary via the club website.

the three squares to be undertaken would be the Church Square. This small piece of land next to the Church was separated from the town by a large wall. The area had become neglected and unloved but with the vision of CLT Trustee Simon Merrett's architect concept drawings, it was possible to see how it could become a beautiful community asset, providing much needed refuge in the centre of the town. It was agreed by the Trust to use local professionals and contractors as much as possible. Our mantra is local homes for local people so it followed that we should extend this to our associate, thus: Roger Gladwell was appointed as designer. Once we had approval of the design from the United Church and the East of England Co-op, planning permission was sought and given. Despite the restrictions of the pandemic, our meetings switched to Zoom and Phil Edwards, our Treasurer set about the enormous task of raising funds for the project (around £330k). We have all admire his tenacity for completing and submitting the many applications and the ability to bounce back from disappointment. We have had tremendous support from local businesses too. Once sufficient funds were raised, the work commenced in November 2021 with the demolition of the wall. This important milestone raised significant interest, at last something was happening and the

contractors were bombarded daily with questions about what was going on! Incidentally, the main contractors, Stewarts Landscapes, have won Gold at Chelsea Flower Show for the last two shows. The work continued into 2022 with the bandstand being the final element to complete. The space is already being well used and the Church is benefitting from the increased footfall at their regular coffee mornings. While its hope that Leiston residents and visitors make good use of this unique community space to rest and relax, it's also hoped the United Church will expand their activities to enhance hall hire potential to keep the Church sustainable. We are proud to have created such a beautiful community asset, the first step on the road to a wider vision for Leiston Regeneration. East Suffolk Council have recently appointed a Regeneration Manager, Richard Best to look at the development of a Master plan to bring together all the local initiatives. Pictured is Lesley Dolphin of BBC Radio Suffolk preparing to cut the ribbon to signify handing over Church Square from the project management of Leiston Community Land Trust to the United Church for public access.

Cats Protection are celebrating cat queens with a Summer Appeal to help with the extra care and support they need. When a pregnant queen cat comes into care, she needs somewhere safe and warm to give birth. This means lots of soft bedding and towels to make the perfect queen-sized bed ready for her new arrivals! Pregnant cats eat up to 25% more food before and after giving birth to keep them and their kittens healthy. They need to have a balanced diet full of nutrition, so we make sure all their meals are fit for royalty! Our fosterers will be watchful when the births are imminent to provide emergency help if needed, but generally, the queen will cope well herself. Once the kittens have safely arrived, the mother can sometimes find it overwhelming. They will all need extra special care, so we'll be on hand to ensure

LOCAL SERVICES DIRECTORY
Pakefield Singers are proud to present "Majesty!", a double celebration marking both the Platinum Jubilee of Her Majesty the Queen and the 20th anniversary of this popular choir. The concert includes the choir's first performance of Mozart's Coronation Mass, regal and celebratory in nature and perfect for a grand ceremonial occasion. It showcases both Mozart's inspired choral writing and his instinctive genius when composing for the solo voice.
Schubert's Mass in G major has a gentler feel and was composed in just one week by a youthful Schubert but demonstrating his greater musical maturity. A beautiful choral arrangement by choir member, Chris Upton, and well-known masterpieces from the singers' repertoire over the past two decades by Handel (Zadok the Priest), Beethoven and Mendelssohn are included to make for a grand jubilant concert. Conducted by Director of
Music and founder of the choir, Vetta Wise, with organist Tim Patient, the concert will take place in the awe-inspiring surroundings of Blythburgh's church on Saturday 9th July at 7:30pm. Tickets are £12.50 (under 16 free) from The Halesworth Bookshop, 42 Thoroughfare, 'Take Note Music', 11 Grove Road, Lowestoft, or by phoning 01502 5733733. The sailing season is now underway, with the well-planned summer cruise programme with voyages to new harbours and well-loved favourite destinations. Sailing (or motor-boating) in company is surely one of the best reasons for joining WCC. The Alde and Ore cruise was a fantastic voyage, and the first cruise 'over the bar' of the season. Members were made very welcome by Orford Sailing Club and Aldeburgh Yacht Club, and thanks also go to Mark and Clare Richardson the cruise captains. On Spring Bank Holiday, Thursday 2nd June, Ufford Park Woodbridge hosted the second 'Suffolk Punch Trophy' golf competition to help raise funds for the Suffolk Punch horse, following last year's success. The event (founded by owner and keen golfer, Colin Aldous) attracted elite golfers from across Suffolk to play two rounds at the award-winning 18-hole, par 71 course, nestled in the Suffolk countryside. Ufford Park has previously hosted various prestigious golf tournaments including, The Rett Classic, Best Western National Seniors and Sky Televised Euro Pro Tour. Colin said: "Back in 2019, we felt the time was right to introduce a new annual golf competition, and after significant research and consideration, we decided on a Regional Annual Order of Merit event, which could support an appropriate charity. Unfortunately, Covid delayed our plans for the event, but we
Suffolk Wildlife Trust, Woodbridge Wildlife group invite you to join them for a butterfly walk to the ancient Bonny Wood near Barking on Saturday 23rd July at 2pm. "We are meeting at Barking Tye Village Hall from where we'll take the 15-20 minute walk along public footpaths to this delightful reserve." said Phil Smith (Chairman of the SWT Woodbridge Wildlife Group). "Bonny Wood is part of Barking Tye Woods, a site of special scientific interest and, weather permitting, is a good place to spot a range of butterflies. We'll also be on the lookout for woodland flowers and birds." The walk starts from Barking

people with the opportunity to think about how they walk their dogs and what they can do to make lead walking fun for their dogs and a time for connection with their best friend. It's become all too commonplace that dogs are let off the lead with unreliable recall, to cause havoc for other dog owners and even harmful to
Heavenly Hair There's a lot of talk about hair loss at the moment, and it's certainly come up more than normal. Hairdressers generally have quite limited knowledge on this subject as its usually a specialist area. At Heavenly Hair, Quay Street Collective and Sir & Co Barbers, we wanted to learn more so that we could make an impact. Typically, we lose 80 hairs a day. A change in your routine or hormones, or medication can also affect this amount. Hair growing slower? Damaged hair (heat, colour, or the environment) will cause your ends to break off, feeling as though it never grows, even though you see regrowth. Scalp condition? These can block or damage the follicles hair grows from,
leading to bald patches or thinning hair. This can be caused by medication, treatment or stress! What can I do? • Discreet extensions/ replacement systems to thicken your hair, add length or cover finer patches. • Visit our scalp clinic to look in microscopic detail at your scalp to help identify a treatment plan bespoke to your needs. • Product recommendations to help your hair appear thicker or even help to improve the condition of your hair. For more information, call and make a consultation: Heavenly Hair in Saxmundham: 01728 602941, Quay Street Collective in Woodbridge: 01394 386960 or Sir Barbers in Aldeburgh: 01728 454445.
livestock. Who's heard the "It's okay, he's friendly"being shouted as an out-of-control off-lead dog approaches your well-trained dog on a lead? There are many reasons people may be reluctant to walk their dogs on a lead... Perhaps their dog has never been taught how to walk nicely on-lead or maybe they simple feel it's what the dog needs. Some people even believe that dogs need to be offlead as much as possible for them to have a nice life. This is simply not the case. We want to use this day to encourage dog owners to utilise this powerful tool to protect their own and others' dogs, as well as livestock, and use it as an opportunity to spend quality time connecting with their pets. We'd love for people to join in by using the hashtag #DogOnALeadDay to let us know how your on-lead walks are going! Share your struggles and successes, so we can help the nation improve the quality of their on-lead walks and showcase the fun to be had! We want people getting creative, coming up with their own ways of celebrating their relationship with their dog on a lead and uniting to support the community of reactive dog owners. To find out how to celebrate #DogOnALeadDay, visit: bestbehaviourdogtraining.co.uk

'Scarlet Emperor' has bright red flowers and a heavy crop and is a favourite heritage variety that has been grown in Britain for centuries; 'White Lady' has pure white flowers and is a reliable heavy cropper with stringless, tender pods with white seeds, and 'Painted Lady' is a Victorian variety that is grown for its pretty bicoloured red and white flowers and its large crop of tender, flavoursome beans. Summer is progressing and as the RHS says... This is often one of the hottest months of the year and a great time to sit out and enjoy your garden. Keep plants looking good by regularly deadheading, and you'll enjoy a longer display of blooms. Make sure you

Suffolk dog trainer launches responsible dog ownership campaign 'Dog on a lead day'
July is the month for you to get out and enjoy your garden, whether it's an open area in the country or a more compact urban space. The lazy, hazy days of summer are best spent enjoying the plants that you have lovingly nurtured and cared for over the past months that are now in full flower. You can also relax a little... the grass may grow slightly too long, plants may not be regularly deadheaded and the odd weed may show its head, but you'll still love being outside in the garden and so will the wildlife. If you keep it simple and make your garden low maintenance but still looking beautiful, you can spend longer relaxing in it. If you have a lawn then hang on to it, for wildlife benefits, the fun of a picnic and simply the feel of it, but you could consider reducing the overall size of it by keeping a small area of short grass in the most formal area of the garden but letting other areas grow long. You can also experiment with different frequencies of cut, maybe just once a fortnight, while some 'wilder' areas could be left un-mown between March and September. You can even add interest with wildflower plug plants. If you're growing your own vegetables, then plant out runner beans that you sowed in pots or trays last month. Runner beans are one of the easiest crops to grow, bearing masses of long, sweet-tasting beans all summer long. Push strong tall supports (bamboo canes or hazel) into the ground sloping inwards so they can be tied at the top. Plant one plant per cane about 15cm apart and tie each one loosely to the support. Water well and pinch out the tops once they outgrow

Community Café goes from strength to strength!
Wickham Market Flower Club
For the past nine years, the popup SMILE Community Café has successfully operated under the wings of sponsoring organisations - but now it finally emerges as a social enterprise in its own right. In July, the café will be launching a brand new menu to celebrate its new community status. "I'm excited about the future possibilities for our community café and delighted that we have recently had our food hygiene practices once again rated as five-star. In July, the SMILE Café will be attending both the Grand Opening of the new Fromus Centre (July 9th) and the Saxmundham Community Festival (July 29th / 30th)." - Graham Ward, Volunteer Manager. "Having originally set up, and volunteered with the SMILE Café for nine years, I'm pleased to see it thriving. We have always aimed at providing a relaxing and friendly

The Society was founded more than 50 years ago, and now has some 50 members. We meet at the United Church Hall, Leiston High Street at 7:30pm on the 4th Wednesday of the month. The Society covers a wide area, including members from Halesworth in the north to as far south as Woodbridge. A new programme of events will recommence in the autumn after the summer break. and continue through to June 2023. The details of the programme are being finalised as we go to press. Membership is only £5 per year, so whether you are just starting stamp collecting, or are a specialist, you will be

Dancing round the Maypole, a design created with twigs and flower tubes. Large "Mandela" roses, little "Memory Lane" roses, purple and cream Stocks, green Carnations, and Moss. This was followed by The Jive. Happy memories of big skirts and lots of frilly paper petticoats. Large Ferns and Fats Hedera foliage, lemon tipped Pittosporum and more green Carnations made this
