ost of its history, including several town names, are based on violence and wars. But today, Putnam County is known as a pleasant place to call home. The county and one of its town were named after war heroes. A Civil War battle and skirmish took place within its borders, and they are remembered every year with a reenactment. And, the only city in the county is named for the aftermath of what explorers described as damage from “hurricane” force winds. But ask any resident today why they love Putnam County, and they’ll share with you stories of idyllic neighborhood living, abundant green spaces, pastoral countrysides, strong communities, awardwinning schools and close families. Perhaps that’s why it’s one of the fastest growing areas in the Mountain State. And there is oh-so-much more to it than that. Putnam County, W.Va. A TALE OF TWO COUNTIES By BONNY RUSHBROOK For The Herald-Dispatch
When one thinks of Putnam County, subdivisions come to mind — dozens and dozens of large brick homes filling huge expanses of the area’s landscape. However, Putnam is a county that lies on both sides of the Kanawha River. Back about 50 years or so, some referred to the two halves of the county as “Putnam one” and “Putnam two.” The designation was no longer used after the bridge was built between Winfield and Red House. On the north side are traditional towns filled with families who have lived in Poca, Bancroft, Eleanor, part of the City of Nitro, the Town of Buffalo and the unincorporated areas of Redhouse, Black Betsy, Raymond City, Liberty and others for generations. Although this is true of some on the south side of the river, towns such as Hurricane, Winfield, Scott Depot and the Teays Valley area, in particular, and Fraziers Bottom, Pliny, and part of Culloden house people who have transferred into the area from many parts of the United States and even some foreign countries. The south side sees a lot of transient people. Regardless of the differences, the one thing they all have in common is family — whether it is a first generation family or multiple generational families. Family is how Linda Bush, executive director of the Putnam County Convention and Visitors Bureau, views the area. She said Putnam County is a great family place whether one is a permanent resident, short term or just spending a few days in the area. “It is a wonderful place to live, work, or play. It’s a wonderful place to visit,” she said. Putnam County is the second-fastest growing region in West Virginia, conveniently located between Charleston and Huntington. The county has a total area of 350 square miles. According to the 2010 census, the population was 55,486, up more than 7 percent from the 2000 census. In 2010, the county contained approximately 23,438 housing units with a median household income of about $52,618. According to the Putnam County Chamber of Commerce, all business sectors are represented — industry, manufacturing, retail, finance, home-based and non-profit organizations assisted and supported by a local Chamber of Commerce and a Developmental Authority. The major employers are the Putnam County Board of Education, Toyota Motor Manufacturing WV, Inc., CAMC Teays Valley Hospital, Appalachian Power Company, Wal-Mart, Inc., Rite-Aid of WV, Inc., Babcock & Wilcox Construction Co., Inc., AEP Service Corp., US Food Service, and Putnam County Government. Unemployment for May 2012 was 5.8 percent. Putnam County has a wealth of housing options from single family homes in subdivisions to condos, apartment complexes and retirement communities. The county has several health care choices ranging from CAMC Teays Valley Hospital to emergency care clinics and health care providers in every medical specialty. In addition, the county has two nursing homes and two assisted living facilities. The county provides a large quantity of community services such as senior centers, libraries, movie theaters (Teays Cinemas in Scott Depot) and festivals. Putnam has 23 public schools, which include four high schools, four middle schools, 14 elementary schools, and the Putnam County Career and Technical Center. In addition, there are three K-12 private schools: Calvary Baptist Academy, Teays Valley Christian, and Truth & Liberty. Putnam County students consistently rank at the top in education. Marshall University and Strayer University have satellite schools in Teays Valley.

Now, here are 10 things you may not know about Putnam County:
1. Rich history Putnam County was created by an act of the Virginia General Assembly on March 11, 1848, from parts of Cabell, Kanawha and Mason counties. It was named after General Israel Putnam, who was one of four major generals in the American Revolutionary Army. He served with distinction in both the French and Indian War and the Revolutionary War. George Washington, who surveyed the
county’s Buffalo district in the fall of 1770, was probably the first man of European descent to set foot in Putnam County. James Conner was the first settler in 1775. Winfield, the county seat, was established on a 400-acre tract of land owned by Charles Brown. He established a ferry across the river in 1818. The first meeting of the County Court (County Commission) was held at the home of Talleyrand P. Brown in Winfield on May 22, 1848. It was incorporated on May 21, 1868, and named in honor of General Winfield Scott, commander general of the American Army during the war with Mexico. The population in 1850 for the county was 5,335. The Putnam County Courthouse was built in 1900 to replace an 1848 structure that partially collapsed in 1899. The Romanesque
Revival building was designed by architect Frank Pierce Milburn with a hip roof and octagonal towers at all four corners. A new court house annex was built in the 1990s. The first Civil War engagement of significance was fought at Scary Creek on July 17, 1861. The Union Army consisting of troops from Ohio suffered 23 fatalities during the battle, while the Confederate Army under command of former Virginia Governor Henry A. Wise, had relatively few losses. Despite the apparent victory, the Confederate army decided to fall back to Charleston, and soon after left the valley to take up the fight in other parts of the state.
2. What’s in a name? One thing that stands out about Putnam County is that several of its cities and villages
have unusual names. Here is how some of them came to be. Hurricane: In 1774, a party of surveyors commissioned by George Washington was traveling down the Kanawha River. As the sun was slowly rising, cutting through the fog of the early spring day, they noted in their journal that all trees at the mouth of the creek were bent in the same direction and they called the location, “The Place of the Hurricane.” It was called Hurricane Bridge, Hurricane Station and then simply Hurricane. It first appeared on a Virginia map in 1811 and was incorporated as a town in 1888. When the first tracks were laid in 1873, a small depot was built and the town began to grow. Hurricane

3. Teays Valley — Where, exactly, is it? If you took an impromptu survey of residents who call the Hurricane/Teays Valley area home and ask them exactly what encompasses “Teays Valley,” you will get answers that might reflect the amount of time they have lived in Putnam County. Most people believe it to be at Exit 39 of Interstate 64, heading down W.Va. 34 toward the City of Hurricane. This is partly accurate. Some believe it includes the City of Hurricane, and others are not

Teays Valley, which is unincorporated, is a CDP, or Census Designated Place. The “place” is divided into the two districts of Teays Valley and Scott Depot. The answer to the question comes from a map of the area. Teays Valley extends from Valley Park to Stonegate subdivision. It also includes almost all areas of Scott Depot going back a couple of hundred feet behind the railroad track. It also runs all the way out Teays Valley Road to the mouth of Scary Creek. However, regardless of where one lives on the south side of Putnam, most simply refer to it as “The Valley.”
4. Earliest subdivision Putnam County was once mostly a farming area, but today is home for those who wish to escape the city. From the first subdivision that opened about 60 years ago has sprung, according to the Putnam County Assessor’s Office, approximately 343 subdivisions. Today one cannot imagine the county without Woodcliff Chase, Moss Creek, Saddle Downs, and Stonegate, to name a few; how-

Holmes said her parents, Golden and Kathleen Hutton, who lived on the west side of Charleston, had been looking for a place to build a house. On one of their Sunday jaunts they discovered Maplewood, which offered two acres of fresh air and country living. Holmes and her husband Ralph came from West Virginia University and lived with her parents until they paid for their land and built their own house. “It was just farmland. You had to travel to St. Albans to go to the supermarket,” she said. In the 1950s, most folks did not have air conditioning. Holmes said everyone had screened wi ndows a nd free sta nding fans. Her dad had a large exhaust fan in the attic that kept the air moving throughout the house. Holmes said without the interstate, people drove to Teays Valley from St. Albans via Scary Creek

became a trading and residential town for tobacco and other farmers. Hurricane is the largest city in Putnam County with a population of 6,284, and is a town of rich traditions and values. Today, the City of Hurricane’s history is related through a series of murals which can be found throughout the town. One can visit “history row” with its unique specialty shops housed in historic buildings and then partake of high tea at the Root Cellar on Main Street. Poca: Founded in the 1800s, Poca had a population of only 200 by the year 1880. The town, which was made up largely of miners and sawmill workers, became the Saturday night town for the workers and a bedroom town for commuters. Although a couple of colorful stories have emerged as the story behind the name Poca, most believe the town derived its name from the Pocatalico River, a Native American name that means, “Fat of the doe.” Buffalo: This community in northern Putnam County was chartered in 1837. Many of the original buildings still stand, and provide a great walking tour. The town takes its name from Buffalo Creek, a stream descriptive of the fathering place of the many bison that roamed that section of the county. Toyota Manufacturing Plant, located in Buffalo, is the largest employer in Putnam County. Buffalo may be one of the oldest communities in the United States, having been an ancient Native American town. A major archeological dig was performed there in the 1960s.

Road (now Teays Valley Road), whichishillyandcouldbetreacherous in the winter. She also remembers when there were no fast food restaurants in the Valley. Instead, W.Va.34waslinedwithhouses,and where McDonald’s stands today was a large croquet field built by a family named West for themselves and their Maplewood neighbors and other friends, which became a popular gathering place. Her father also had one of the first swimming pools in their area. When the interstate came in during the 1970s, everything changed, and new people poured into Putnam County. However, one thing Holmes noted about the Maplewood subdivision — people loved it and stayed there, leaving only because of ill health or death. “That was quite a few years ago. Everybody was friendly and sociable. People took so much pride in their property,” she said.

5. County and city parks

Although Putnam County is dotted with hundreds of subdivisions and businesses, Assessor Sherry Hayes said the first thing people notice when they come into the county are the parks. The county oversees three and the City of Hurricane one. When one thinks of Teays Valley, nearly the first thing that comes to mind is Valley Park and Wave Pool. According to Parks and Recreation Director Scott Williamson, the Wave Pool, one of only two in the state, opened June 21, 1981, at a cost of $1.6 million. The shallow end is 6 inches deep and the deepest area is 8 feet. The pool holds 505,000 gallons of water with a wave size of three feet diminishing to surf. The system creates 10 minutes of waves followed by 10 minutes of calm and can be stopped in three seconds. The

pool has a capacity of 600 in the pool and 1,900 on the deck. The pool also has a tube ride and two slides. In addition to the pool, there is a large turf area for sunbathers, a concession lounge area, parking areas for 300, a bathhouse, and tube rental. There is also an 18hole miniature golf course. Once summer is over and the air turns cold, the park opens its synthetic ice rink. “We can use it all year around. Figureandhockeyskatershaveused it and like it,” Williamson said. In addition, Valley Park has a community center that can be rented for large events, four medium shelters that hold 60 people and one large shelter with a fullsize kitchen and two restrooms that holds 220 people. The park has two playgrounds, two catchand-release fishing ponds stocked with bass, sunfish and catfish, and baseball and soccer fields. In addition to Valley Park, Parks and Recreation operates Putnam County Park in Eleanor, which is home to the Putnam County Fair (July 14-21, 2012). The park has four marked trails for hiking and biking, a restored one-room schoolhouse called Lett School, a newly-restored swimming pool, baseball and softball fields, playground and picnic areas with shelters. Williamson said Parks and Recreation tries to offer as much as possible for the residents of Putnam County. “My purpose is to offer high quality recreation,” he said. In addition to these parks, residents can visit Hurricane City Park, which recently opened the new Sprayground over Memorial Day Weekend. The sprayground, which is a free water park, is a 2,000square-foot concrete pad that sports nine different fixtures to cool off those children who are 14 and younger. Hurricane City Park also has several shelters, baseball, tennis and basketball courts, a great skate park and walking paths.
6. Historical festivals If it is history one enjoys, Putnam County offers several events to celebrate the county’s beginnings. Civil War Days is an annual event that occurs the last weekend in March where “The Battle of Scary Creek” is reenacted along with the “Battle of Hurricane Bridge.” Linda Bush of the Convention and Visitors’ Bureau said it is very popular with re-enactors from other states because it is the first festival of the year. “It’s always like a reunion. It starts out the year for other events,” she said. “We’ve had many, many compliments. It is their favorite place to come to

The weekend consists of a living history lantern tour, Sutler’s Row, tactical demonstrations, hands-on activities, horsedrawn wagon rides, President and Mrs. Abe Lincoln, and a ladies’ tea. The weekend ends with a military ball. Buffalo Heritage Days occurs during the middle of May. The weekend celebration of Putnam County’s oldest town includes Buffalo Academy Museum, a tour of historic buildings, a historic church service, Academy reunion and more. Annual Poca Heritage Days offers a parade, arts and crafts, and a flea market. This is a community celebration with a 5K walk, food, historical society and archaeological society booths and games.
7. Quilt Tour
If you are taking a Sunday drive and you enjoy quilts, old barns or otherhistoricalbuildings,youmight want to try looking up the nine wooden quilts on display around Putnam County by following the Putnam County Quilt Trail. The Quilt squares are the wooden, 4-by-8-foot squares painted in a quilt pattern that appear on the sides of barns and other historical buildings around the United States. The quilt pattern is usually a design that fits the historical significance or other information about the farm or business. According to Linda Bush, the quilt program was started in Ohio to bring culture and art appreciation to rural areas. It is also a great marketing tool. “The Quilt Trail is a won-
derful way to market our area. Everybody seems to be extremely interested in quilting and love to follow the quilt trails,” she said. It now sits behind the Putnam County Judicial Annex. This move conjoined the house to the Hoge Family Cemetery. On Nov. 8, 1999, the Town of Eleanor was given ownership of the “Red House” or The Ruffner House. The Red House is a two-and-a-half story brick, built around a central stair hall on three acres. Although a sign says it was built in 1838, it is thought to have been built earlier. The center section of the house is
the original structure. The federal government added the two wings, porch, dormer, and balcony in 1935 when it was used as an administrative building while the government built the homesteaders project in Eleanor. Local folklore said a slave was murdered on the third floor stair landing and “Sam” still oversees the house. Another story says a secret tunnel leading to the river was used as an underground railroad, although no tunnelhas beenfound.

Putnam County is not only moving economically, but it is also moving physically, and there are plenty of walking trails and asphalt tracks to get some exercise. Along with the 1⁄4-mile tracks available after hours at the four high schools and George Washington Middle School, Valley Park

8. Historic houses The historic James W. Hoge House was constructed in 1838 and purchased by James Hoge in 1857. Hoge was born in 1830 in Augusta County, Va., and moved to Winfield, Va. (later West Virginia) in 1852. He received his law license in 1850 and was elected prosecuting attorney in 1856. After John Brown’s raid of the federal arsenal at Harpers Ferry in 1859, Hoge was commissioned as colonel of the 181st Regiment 22nd Brigade Virginia Militia by Gov. Henry A. Wise. The Hoge House Foundation has obtained the original furnishings that were owned and used by James W. Hoge. These artifacts were donated by Hoge family descendants and will be returned to the house upon the restoration being completed. Originally, the house was on W.Va. 817, or the main road through Winfield.

10. Unusual places to visit

One of the more interesting places to visit is the grave of Confederate Capt. Phillip James Thurmond, who was born in Amherst County, Va. In October 1864, the Federals had taken over Winfield. Col. Vincent Witcher of the 34th Virginia Cavalry on Mud River sent two companies of Thurmond’s Partisan Rangers to drive them out. About 400 Rangers reached Winfield on Oct. 26, 1864, and launched an attack through the town.

Thurmond was shot through the abdomen and mortally wounded. His brother Ellis allowed himself to be captured so he could remain with him until his death. With permission,someoftheRangerscame through union lines with a coffin and under a flag of truce to claim Thurmond’s body. He was buried in an unmarked grave behind the Hoge house, which at that time was south of the Putnam County Courthouse. Judge James W. Hoge allowed the burial with the understanding the family would come later and claim the body. No one ever did. The body was exhumed on March 20, 2010, and reburied on Oct. 30, 2010, in a pine coffin constructed by students at the Putnam Career and Technical Center in Eleanor and draped with the third flag of the Confederacy. He received a burial similar to what he would have been given in 1864. The flag was folded and given to his great-great-granddaughter, Cynthia Hayes of Milton. The fenced grave is behind the Hoge House which was earlier moved behind the courthouse.
The “Water Monster’s Daughter” is a petroglyph that turned up in the early 1990s right off the Interstate 64 exit where land was being turned for a new automobile dealership in Hurricane. The 77inch image carved in the rock resembles a profile of a woman in a long, creased gown. Some believe the carving dates back centuries and was the work of early Native Americans. Others argue it is just the scratching of some local kids who were playing in the woods. You can visit this rather impressive rock behind the Hurricane Fire Department and beside the restored Caboose Museum, which contains historical artifacts and railroad memorabilia. An interesting rock formation one might care to note is at Red House. The first settlement was in 1806 and called Red House Shoals. The town is located on the north bank of the Kanawha River opposite Winfield. Rising almost perpendicular above the town is Red Rock, a bare rock cliff towering to the height of 456 feet. It is remarkable for its red appearance.

in Hurricane has three walking trails, each identified by color. The orange trail is 0.4 of a mile, the lavender trail is 0.6 of a mile and the red trail is 0.7 of a mile. In addition, Hurricane City Park has 1 ⁄4 -mile walking trail, which the city hopes to extend. A great place to go on the north side of Putnam County is the Putnam County Park at Eleanor. Thehikingandbikingtrailsarealso markedwithcolors.Theyellowtrail is one mile of pavement, gravel and grass.Theorangetrailis1.6milesof natural surface. The blue trail is 1.9 miles of natural surface with hills and ridges, and the red trail is 1.6 miles of natural surface with hills and ridges. In that same vein but with an addedtwististheMaryInglesTrail built in partnership between John Amos Power Plant and the West Virginia Scenic Trails Association. The trail, which extends from Bills CreektothesignmarkingtheTown of Winfield, is six miles long, or 1 percentofthelengthofMaryIngles’ 450-mile trek across West Virginia to her home in what is now Blacksburg, Va. Although it doesn’t match the exact trail, it is a close approximation. The trail is only to be used for hiking. If someone wants to use it for any other purpose such as biking, horseback riding, hunting or ginsenging, permission must be granted by John Amos Plant authorities. Ifyoudon’tlikewalkingontrails, one can use sidewalks. The Town of Eleanor, City of Hurricane, and the Town of Poca have plenty of sidewalksforsomeseriouswalking. Hurricane City Park: Hurricane City Park, located adjacent to the water reservoir on W.Va. 34 in Hurricane, offers picnic areas, playgrounds and areas for basketball, baseball, softball, tennis, skateboarding and walking or jogging. Just this season, a new sprayground opened at the park. The park is available for family gatherings, class reunions or school outings. The rental fee is $50 for the entire day. The sprayground can also be rented in the evenings. There are several picnic shelters, most of which are equipped with electricity. Hurricane Skatewinds Skate Park: Located within Hurricane City Park, Skatewinds is touted as the first skate park in the state of West Virginia. Putnam County schools
Putnam County Schools are a bit different from surrounding counties in that the school board and voters have agreed to forgo consolidation and keep the schools on the smaller side. The county, with a total population of 55,486, has 13 elementary schools, four middle schools, four high schools and a career and technical center. Compare that to, for instance, Cabell County, with a population of 96,319 and just two high schools. Several schools in Putnam County are undergoing renovation or complete reconstruction, after voters passed a bond
issue on Aug. 29, 2009. The bond levy, with matching funds from the West Virginia School Building Authority, will build four new schools (Confidence Elementary, Poca Middle School, Winfield Middle School, and Buffalo High), renovate Poca Elementary School, and construct auxiliary gyms at four schools (Winfield Elementary, Hurricane High, Poca High, and Winfield High). BUFFALO, W.Va. — Toyota Motor Manufacturing West Virginia reached a milestone last October — its 15th anniversary. And building on its successful past, the company — among the largest employers in Putnam County — is setting its sights on the future. The plant announced just two weeks ago that it has entered a partnership with Bridgemont CommunityandTechnicalCollege in an education-to-work program that will give students hands-on experienceinmanufacturingwhile they earn a two-year degree. Students in the Toyota Adva nced Ma nu fact u r i ng Technician Program will attend classes two days a week and work at Toyota’s plant in Buffalo three days a week. They will receive a starting salary of $17.78 an hour. The first class will have 20 students. This isn’t the Buffalo plant’s
first foray in education. The plant has been sponsoring a program in which engineers who work there volunteer as mentors in a robotics program in Putnam County Schools. With their help, the Putnam Area Robotics Team — or PART — participated in the 2012 FIRST (For Inspiration and Recognition of Science and Technology) Regional Competition in Pittsburgh in March. Throughout its 15-year history, the plant has expanded six times. It currently employs more than 1,000 people, who as of October had produced more than 8.6 million automatic, fourcylinder and V6 engines. The plant is currently executing another expansion, which is expected to add 80 jobs, with a $45 million investment. The plant machines and a s s e m bl e s fo u r - c yl i n d e r engines for the Toyota Corolla and Matrix; V6 engines for the Toyota Highlander, Sienna, Rav 4 and Lexus RX350; and auto-
matic transmissions for the Avalon, Camry, Venza, Sienna and Lexus RX350. The facility, which now builds 800,000 engines and transmissions annually, has received the Harbour Award seven consecutive years. The award recognizes productivity of powertrain plants in North America. In addition to created parts to make vehicles, the plant has also had an impact on the community. At the 15th anniversary celebration, it gave $15,000 checks to both the Eleanor and Buffalo volunteer fire departments. Employees have donated both money and time to various charities. In 15 years, they have donated more than $700,000 to United Way, held fundraisers for local schools and the Special Olympics and put in more than 10,000 volunteer hours. The company also recently funded a Japan Outreach Initiative program at Marshall University.

he 2012 Putnam County Fair runs from Saturday, July 14-Saturday, July 21, at the Putnam County Fairgrounds in Eleanor, W.Va. The fair offers traditional 4-H market shows and exhibits, demolition derby, mud run, tractor pulls, motocross, live entertainment including an opening-night concert by Bucky Covington, plenty of food, carnival games and rides by Deshler Amusements, and more. Daily admission is $8 (free for ages 5 and younger) and includes unlimited rides and admission to all stage shows. Inflatable, non-mechanical rides not included. On Family Day, Sunday, July 15, admission is $5 (free for ages 4 and younger). On Senior Citizens Day, Thursday, July 19, seniors with Mountaineer Cards are admitted for $6, which includes all stage shows, fair exhibits and carnival rides. Season tickets may be purchased for $30 before the fair opens, or at the gate on opening day. The price covers admission for the entire fair week to all stage shows, carnival rides and fair exhibits. Season passes may be purchased through Putnam County 4-H by calling 304586-4001; they may also be purchased at Eleanor Foodland, Whitt’s Farm Supply, and People’s Federal Credit Union.
