If you have lived here all of your life, this guide will remind you of the good things that exist here and why you or your family chose to call Newton County home. Our staff here at The Covington News spends about four months preparing this magazine each year. We are proud that we, too, are part of Newton County’s history. The Covington News traces its heritage back 148 years. You will discover that Newton County has five cities: Covington, which is the county seat, along with Porterdale, Oxford, Newborn and Mansfield. Each has it own unique personality. Newton County itself is named for Sgt. John Newton, who served under the famous Gen. Francis Marion, “The Swamp Fox,” during the Revolutionary War. The county is rich in Southern history and still contains many antebellum homes, one being Twelve Oaks, said to be the model for Ashley Wilkes’ home in the book and movie “Gone With the Wind.” Newton County and Covington, with their wealth of historic architecture, have been the scene of major movie and television series such as “The Dukes of Hazzard,” “Remember the Titans,” “My Cousin Vinny,” “In the Heat of the Night,” and the current smash hit “The Vampire Diaries.” No wonder Covington bills

GROWING county

Newton County is the gateway between urban metro Atlanta and rural north-central Georgia, a large county that contains two worlds and all of that diversity that entails. As one of the fastest growing counties in the nation during the booming 2000s, Newton County has a western half that is the epitome of suburban residential growth, as large housing developments, small commercial strip centers, schools, churches, parks and libraries all sprang up in place of dairy farms and hay fields. The eastern half tells a different story and remains the home of farmers and old families who have lived on their large lots for generations. There are undeveloped forests, scenic dirt roads and historic communities that aren’t much larger than they were 151

years ago. As the housing market collapsed in 2008, so did Newton’s growth, which has hurt the construction-driven economy, but has given Newton County leaders a chance to plan for a future of controlled growth and guided progress. Newton’s county seat of Covington is the dividing line between urban and rural living, and the county’s leaders hope the county can promote further development while protecting the area’s heritage. With the future arrival of mega medical manufacturer Baxter International (see page 14), Newton County’s prospects are on the rise and residents are optimistic that their beloved community is in line for the high life.

Agriculture Newton County’s robust agricultural base generates more than $14.5 million in products a year, and farms across the county produce beef cattle, hay and poultry. Recently, organic farms have also begun to crop up around the county, while some city residents also have caught the urban agriculture bug and are reinventing the idea of the backyard garden. The county is home to three major agriculture learning facilities. Established in 1937, the Georgia FFA-FCCLA Center is the state’s premier camp facility and conference center. For almost 50 years, Boy Scouts have camped and created cherished memories at Bert Adams Scout Reservation. The Charlie Elliott Wildlife Center offers youths the opportunity to experience the great outdoors through enjoyable educational programs. In addition, plans are in the works to build a million-dollar facility that would be used for agricultural education and livestock shows.

People Newton County’s population is 47.6 percent male and 52.4 percent female, according to the 2010 U.S. Census, while the racial makeup is 55.4 percent white, 41.3 percent black, 4.8 percent Hispanic or Latino, and 1 percent Asian. The median age of a county resident is 34.7 years, and the average household size is 2.85 people.

Land, water and air Newton County is one of Georgia’s largest counties, at 276.4 square miles. The Alcovy, Yellow, and South rivers are primary waterways. Jackson Lake is used for recreation, while Lake Varner (also known as Cornish Creek Reservoir) is a water source, so gas engines are not permitted when boating there. The Covington Municipal Airport is

north of the city and home to small aircraft and corporate jets.

Income Newton County’s 2011 median income was $51,691, according to an estimate by the Census Bureau, while 14 percent of eligible residents fell below the poverty line. Of residents 25 years of age or older, 83.6 percent had at least a high school degree, and 19.4 percent had at least a bachelor’s degree.

Education Newton County is home to four higher education institutions, including historic Oxford College, a leading two-year liberal arts school, Georgia Piedmont Technical College, Georgia Perimeter College and Troy University.

Employment As of May 2013, Newton had a civilian labor force (over the age of 16) of 48,280 and an unemployment rate of 8.6 percent, according to the Georgia Department of Labor. The average Newton County resident drives 31.5 minutes to work, according to a previous study, as many residents commute into Atlanta and surrounding counties.

Oxford Historical Cemetery is off of Emory Street in Oxford and was established in 1837. Both whites and blacks are buried in the cemetery, but are segregated in the old part of the cemetery. Many of the oldest families of the county are buried here. The Soldierâ&#x20AC;&#x2122;s Cemetery c. 1864 is located just beyond the Williams Gymnasium at Oxford College. Only the Confederate dead are buried in the cemetery.

Lake Jackson, one of the oldest reservoirs in the state, is shared by Newton, Jasper and Butts counties. South River, Yellow River and Alcovy River feed into the lake and the Ocmulgee River flows out of it. The lake features Lloyd Shoals Dam which was built in 1910 to generate electricity for Macon. Today, it still generates electricity and is owned by Georgia Power. The lake offers a venue for water sports, boating, wakeboarding and fishing. There are also several marinas around the lake that allow boaters to launch, fill up and dock at the lake. Lake Varner is an 850-acre reservoir that provides water to the county and is managed by the Newton County Parks and Recreation Department. Free for Newton and Walton County residents, $5 per boat or vehicle for out-of-county residents. No gasoline powered motor boats are allowed on this prime fishing location. It offers areas for fishing or picnicking. The reservoir has large-mouth bass, white bass, hybrid bass, bream, redear sunfish, crappie, catfish and chain pickerel in its waters. elcome to Newton County, home of Baxter International’s under-construction pharmaceutical manufacturing plant — a $1 billion campus that’s changing the way people look at and talk about the area. “Baxter” has become the rallying cry for a county that’s been hit hard by the housing collapse and lingering effects of economic recession that followed. While it provides life-sustaining therapies for patients, Baxter’s arrival is looked upon as just

what the doctor ordered for Newton County, as well, and local officials and residents are using the global company’s decision to locate here as Exhibit A of a brighter tomorrow. Housing developers are returning, more than five years after their brethren lost everything in this county and others like it — the front lines of the reckless and unsustainable building that swept the nation. Fast-casual restaurant chains are opening new stores, a welcome sight for a populace that’s

been clamoring for more food choices for years and officials who have watched millions of dollars in spending leave the county. Covington Mayor Ronnie Johnston wants to reshape the city he’s been elected to lead. He envisions Covington as a destination for tourists, retail, industries and high-quality citizens looking for new homes that maintain the historic charm he and his wife fell in love with. Local filmmakers are planning a $100-million film studio to capture Georgia’s burgeoning share of the big industry and build off the town that’s trademarked “Hollywood of the South.” Chamber President Hunter Hall is helping craft the message, hiring marketing experts to take advantage of the spotlight on Newton County while rolling out the red carpet for Baxter executives.

So, this Baxter is a big deal, huh?

One-billion dollar business investments don’t come along every day, and Baxter’s announcement was the biggest in Georgia since Kia decided to build a $1.2 billion plant near the Alabama border. Of equal importance to local leaders is the 1,500 jobs the company plans

to create by 2018, when the plant begins commercial production. (There’s a twoyear delay while the federal government ensures Baxter can consistently produce safe products.) Those jobs, which have an expected average salary of $60,000, mean more houses and more businesses to accommodate the increased need and available income. There’s already talk of building a hotel near the plant, and the master plan for the industrial park where Baxter is locating, calls for retail space as well. And that’s the key; there’s plenty of space in eastern Newton County. The Baxter deal could be much more important than its immediate effect, because Baxter was the very first tenant to choose to locate in the 1,620-acre Stanton Springs industrial park — the brainchild of commissioners from four different counties. The massive park was jointly funded by Newton, Walton, Morgan and Jasper counties; Baxter is actually located in both Newton and Walton counties. Officials have been dreaming about landing a company like Baxter for years, especially after it let fellow pharmaceutical juggernaut Merck slip through its fingers in 2006. Baxter’s a biotech company, part

of an industry that’s expected to be sustainable for the long haul and able to provide the kind of advanced, high-paying jobs America wants to hold on to. Baxter bought 162 acres, exactly a 10th of the park. So, there’s plenty of room for more major players. Plus, Baxter itself only plans to use a third of its site for the initial $1 billion investment; if things go well, company officials said the rest of the site could be built out. And the state is very much involved, too, as it’s working on a $14 million, 48,000-square-foot Georgia BioScience Training Center, which will train workers for Baxter and other companies.

But what does Baxter do?

Baxter specializes in making treatments for blood disorders. The company takes the plasma from healthy blood donors and uses it to help people who can’t naturally produce what they need to stay healthy or heal. The Covington plant will produce two specific products:

• Gammagard uses healthy antibodies from blood to replace missing antibodies in those with immune deficiency disorders (people who lack antibodies have trouble fighting off infections from bacteria and viruses). • Albumin is an essential protein found in plasma that is used to treat burns and blood deficiencies. In addition to its Covington plant, the company also will open several blood collection centers around the state; the centers could employ up to 300 more people. The blood will be delivered to the Covington plant and stored in a giant freezer facility kept at minus 20 degrees Celsius. The blood will be transported to the plant’s fractionation building, where it will be separated into the specific components needed to make each treatment; specifically, the process will separate “proteins out of source plasma, including albumin, immunoglobulins and clotting proteins.” Finally, those components will either go to the Gammagard or Albumin production facilities.

Jeff Meadors began his first term on the board in January 2011. He is an administrator at Georgia Perimeter College and holds a bachelor’s degree, magna cum laude, from Mercer University and MAT and DAST degrees from Emory University. He completed leadership certification at the University of Georgia. A former assistant principal and teacher in middle, high and alternative school settings, Meadors has served as an adjunct faculty member in the graduate program at Emory University in the Division of Education Studies and a supervisor of student teachers at Emory University.

Eddie Johnson began serving his first term on the Board of Education in January 2009. He is a graduate of Albany Technical College in Albany and has a certificate in electricity. Johnson completed a three-year tour in the United States Army and earned a bachelor’s degree in business administration from Albany State University. He has held several managerial positions with AT&T. Johnson and his family moved from Boston, Mass., to Newton County in 1991.

Shakila Henderson-Baker began her first term on the Board of Education in January 2011. She attended Fort Valley State University on local community scholarships and a partial academic scholarship before earning a full scholarship by her junior year at Fort Valley. She graduated cum laude with a bachelor’s degree in political science from Fort Valley State University and holds a master’s degree in psychology and counseling from Troy University. She is currently taking courses at Piedmont College, Athens, to obtain certification in early childhood education.

Turner Almond Turner is a 1968 graduate of the historic R.L. Cousins High School and attended Fort Valley State College, where he majored in music. He also attended DeKalb Community College where he earned an associate’s degree in criminal justice. He

received a bachelor’s degree in criminal justice from Troy University. He is a 1982 graduate of the FBI National Academy (Quantico, Va.). He is a member of the Georgia Association of Chiefs of Police and the International Association of Chiefs of Police.

Coggin Abigail Coggin was selected in November 2010 to serve as District 5 representative of the Newton County School Board. She is a lifelong resident of Newton County and graduated from Newton County High School in 1992. She attended Oxford College and

received a bachelor’s degree in political science from Emory University. Throughout her college career, Coggin was employed as a staffer on many successful statewide political campaigns and also served in the Georgia State Senate’s Public Information Office.

Letter from the superintendent

Growth, community support make for great school system Welcome to the Newton County School System and to the 2013-2014 school year! I trust that you have had an excellent summer. It is my honor and privilege to serve as your school system superintendent. I look forward to working together to ensure our students experience continued improvement in their achievement. The staff of the Newton County School System believes it is our responsibility to provide students with a quality education in a safe and orderly environment that fosters innovation, creativity and high expectations. Over the last several years, we have experienced exceptional growth in student achievement such that all schools have demonstrated outstanding rates of improvement when referencing the last three years of test data. While we are pleased with our rate of improvement, we are not satisfied. We continue to focus our work so all students are college and/or career ready — guaranteeing they have choices beyond high school. We have improved graduation rates and will continue to work diligently to make academic content relevant so that students will remain in school at even higher rates. Our partnerships with parents serve as a foundation for improvement. My request of our parents is to be supportive of our schools and make certain students read and attend school regularly. When children are not in school, they are very likely to miss important information that could have long-term effects on their achievement. Take time to get involved in the education of your children. Research clearly reflects that the more parents take an active role in their children’s education, the better

the children perform. In addition to their regular studies, research also supports the notion that the more children read, the more likely they are to succeed in school. If your children are entering school for the first time, reading with them regularly and discussing what you have read will prove beneficial, Fuhrey even as they enter high school. An international study conducted by the Organization for Economic Cooperation and Development confirms that children whose parents frequently read with them in their first years of school still reflect the benefit when they enter high school. All students should read challenging texts of interest to them for 2030 minutes every day. Continued support from the community will prove beneficial as we prepare students to be our future leaders. Our local partnerships with businesses and community agencies reflect a commitment to continued economic development, future growth and support for our students, teachers, leaders and staff. We look forward to enhancing our strong relationships with local businesses and community agencies and invite others to participate. Plans are underway to host a series of interactive, informational meetings throughout the school year. Please stay tuned for the dates and times of your school’s event. Newton County has long been an agricultural hub. Farms dot its landscape and its history, which includes a precursor to the 4-H Club in the Girls Canning and Boys Corn Clubs back in 1904. Nowadays, that farming culture is still prevalent, and you don’t have to be an agricultural wholesaler to enjoy the fruits of Newton County’s labors. While farmers markets and farm stands are abundant throughout Covington, Mansfield, Newborn, Oxford, Porterdale, Social Circle and metro Atlanta, area residents have the luxury of being able to go directly to the farms themselves. For vegetables, Burge Organic Farm spans 16 acres at 2659 Ga Highway 142 in Mansfield. The farm has produce such as tomatoes, summer squash and okra, but also grows items including the heirloom garlic found growing on the property before being propagated into farmable seeds, wild plums, asparagus, kiwis and Asian specialty vegetables. For a variety of its produce, Burge Organic Farm also offers community-supported agriculture for a direct farm-to-table relationship. For the entree course of an area dinner, one just needs to venture slightly east of Newton County to Rutledge and Verner Farm at 4990 Davis Academy Road. Verner Farms of Rutledge has been a part of east metro Atlanta for five generations, producing hay, breeding cattle and natural grassfed beef. Verner Farms offers noseto-tail items from a steer, such as ground beef, ribeye, filet and even a quarter of the steer for $600, available at the farm or online at vernerfarms.com. Area farms have been producing for generations, including Newborn's Johnston’s Dairy Farm,

which has been around since 1940. But for its owner, Russell Johnston, the 90-100 hours a week running the production side of his milk farm — producing, bottling, marketing, selling and driving the milk — around the region prompted him make a change. He started bottling the milk in August, but it became too much with the delivery of bottles to area markets and restaurants. “We had enough bottling; it was killing me,” Johnston said. “It was 100 hours a week, and a massive headache all the time. Johnston made the change, stopping the wholesale milk business and producing Italian cheeses. “It was more for stability than anything else,” Johnston said. “When we were sending the milk out on the big truck, you never knew what you were going to be paid; it fluctuates. When I’m processing and retailing my own product, I know what I’m going to be paid. Milk was a little more money, but a whole lot more work.” The switch benefits Newton County residents, as they can still get locally-raised milk, but also farm-fresh local cheeses. All of the farm’s produce is now retail, available at farmer’s markets in the area and metro Atlanta and available at the farm itself. Purchasing Johnston’s milk and cheese is simple enough. It is available in a refrigerator next to a table with a cash box, where customers pay in an honor system. The cheese and the ease of purchase has kept plenty of local customers buying products such as mozzarella, burrata, bocconcini, scamorza, feta and manchego cheese. “We have a lot of people come here and get it,” Johnston said. “People seem to be real happy.” Johnston Farms also sells to

Prices range from $5 for its burrata at Johnston Farms and $6 at the Monroe Farmer’s Market or Peachtree Road Farmer’s Market. Local products such as Johnston Farm’s cheeses are not only beneficial to the local economy and continuing its agricultural tradition, but also are fresher, and many say tastier options for your table. Newton’s agriculture production can keep your family satisfied and your community supported from vegetables to meat and cheeses and local fruits. “It’s fresh and tastes better than the grocery store,” Johnston said. “If they start local, the quality of the product is higher.” Newton County is also home to several farmers’ markets, where a variety of fruits and vegetables are available for purchase. At Ramsey’s Produce in downtown Covington, you can find the expected fruits and vegetables such as peaches, squash and okra, along with locally farmed items such as tomatoes from Robert Dalton and other

area farmers. Ramsey’s is open from 9 a.m. until 6 p.m. throughout the week. 770403-3815. In Oxford, Mitcham Farms offers not only peaches and pumpkins for picking, but you can also visit its market for summer vegetables such as sweet corn, tomatoes and squash. The market has flexible hours and availability and can be contacted at 770-855-1530. Noring Farms on Floyd opened a year ago on the corner of Floyd and Adams streets in Convingnton and is open Tuesday through Friday from 10 a.m. until 6 p.m. and Saturday 10 a.m. until 5 p.m. The market has fresh vegetables available from Burge Organic Farm and other sources, along with Verner Farms Natural Beef, Holeman and Finch breads from Atlanta and ready-made meals for dinner. The decision by the wildly-popular TV series “The Vampire Diaries” to choose Covington to replicate its main town of Mystic Falls, Va., has ensured Covington remains in the spotlight. Newton County officials have fully embraced their link to the movie industry this year and spread the word that the county is open for business. The Covington-Newton County Chamber of Commerce announced its plans in early April, unveiling a tourism website — gocovington.com — catered to film location scouts and announcing a major development — a plan for a $100-million, state-of-the-art filming studio campus to be run by local company Triple Horse Productions. At the time, Chamber President Hunter Hall said the website completed the first phase of plans to position Covington as a filming mecca, building off prior work, including trademarking the title “Hollywood of the South” and beginning the Covington Walk of Stars downtown. (Famous movie and TV projects get their own engraved paving stones to commemorate their ties to Covington. The stones are placed around the square). With an iconic Historic Courthouse and a classic Southern downtown with its fair share of antebellum-style homes, Covington’s been in the movies since the 1954 flick “A Man Called Peter.” However, its original claims to fame came from hosting two popular TV series, “The Dukes of

Oh, and Newton County was oh-so-close to capturing a good chunk of filming for AMC’s hit “The Walking Dead.” Yes, officials have noticed it’s the paranormal folks who are attracted to Covington. The town has some pretty good ghost stories if you ask the right people. However, no production actually sets up shop in Newton County. There are no facilities to accommodate large film crews, so productions headquarter in Atlanta and travel to the locations they need. That means there’s a lot of opportunity, a lot of sales tax dollars and potentially a few jobs lost, which is where the plans for a major studio project come into play. Triple Horse, a longtime local company with a history of making major commercials and low- to medium-budget films, is working on its plans to build five film soundstages and several other facilities, in hopes of capturing the biggest projects. As California hemorrhages filming projects, other states are battling for those dollars and jobs, and Georgia has created one of the most aggressive incentive packages in the country. Several major studio projects have been announced all across Georgia, and the hope is the Georgia will generate enough business for everyone. Public officials are still in talks with Triple Horse over incentives and details of the first $38-million phase of the project. As of late June, no final deal

had been announced.

Come, see the sights. Stay if you want. Film sites aren’t the only things to see in Newton County, which has a large number of historic sites and outdoor treasures. A 279-square-mile county located on the outskirts of metro Atlanta, Newton still has plenty of rural sites, including hay, cattle and very organic vegetable farms; pick-your-own fruit spots; a winery; numerous parks; parts of two lakes and four scenic rivers. Take a drive, buy some local produce, have a picnic and go kayaking. Then come home and have a glass of wine. The county also is home to historic homes and cemeteries, including several with graves of Confederate soldiers. Be sure to drive through the quiet little town of Oxford, which was founded by the Methodist Church in 1839, and stop by Porterdale’s former textile mill, which has been remodeled into high-quality apartments with their shopping right next door.

Build the brand While officials want more film projects and tourists, they really want everything, including new residents and new businesses. Right now, Covington lacks some of the basics that visitors and new residents expect, including a movie theater complex, and has too few casual and fine dining establishments and major retailers to satisfy locals. The chamber’s new tourism director Jenny McDonald, is working to build a master brand strategy to market every aspect of the county, while the city and chamber are jointly working on plans to beef up the downtown district and specifically recruit retail. The city also recently passed incentives for new homeowners and small business owners, and Porterdale is working on a homeowner incentive package. Newton County is open for business.

Historical Cemeteries Covington The Covington City Cemetery, also known by some as Southview, has been the site of movies and TV shows, which showcase the scenic cemetery's thousands of graves, from the recently deceased to those from the 1800s. Located just off Conyers Street, more than 75 Confederate dead and hospital staff from the Civil War have their own section. In recent years, the graves of more than 300 slaves were located using ground-penetrating radar. The unmarked graves were

found along the portion next to East Street, and more than 75 graves were found in Westview Cemetery at the end of West Street where it meets Hendrix Circle. The historic cemetery is also a who’s who of former Covington residents. Graves from families who have lived here for generations mark the rolling green, which is guarded by wrought iron gates and flanked by historic homes. The historic graves are adorned with everything from angels and urns to American flags and even a statue of a dog.

Oxford The first graves in this historic cemetery date back to 1839, and it is the final resting place for many of the leading figures of Emory College in the 19th century. The cemetery was part of the original 1837 plan for the town of Oxford. Eight Emory College presidents and several professors and Methodist ministers are buried here. Both Confederate and Federal soldiers, as well as two Confederate generals, are buried in the cemetery. Many African-American families and slaves, including Miss Kitty, a slave belonging to Methodist Bishop James Andrew, are buried in the cemetery in a recently renovated portion.

Milazzo’s Ristorante on Raphael Street in the Clark’s Grove community looks to bring good food, wine and friends together with its Northern Italian food. The owners, husband and wife Andrew and Christina Norman, opened the restaurant in April 2013, moving from Midtown Atlanta, where they operated a restaurant for more than 20 years. Andrew said he and his wife saw the need for a contemporary fine dining establishment in Covington. Andrew, also a chef at the establishment, said menu items are made using fresh, local ingredients from Noring Farms and his family’s farm. In addition to Italian dishes, the restaurant serves French and Sicilian-inspired dishes. The restaurant also has an enormous selection of fine wines, Andrew said. Milazzo’s Ristorante is open for lunch and dinner Tuesdays through Thursdays.

Da Culture Restaurant Jamaican cuisine isn’t too far away, as Da Culture on Ga. Highway 36 offers a list of Jamaican dishes rich in flavor and spice, influenced by the islands. Husband and wife owners Llewlyn and Adina Malcom opened their restaurant in 2006, moving from New Jersey, they said, because they enjoy the “family-oriented” town of Covington. The eatery, tucked away just a few miles south of the Covington square, serves up colorful dishes of curry and jerk chicken and goat, oxtails, and a list of other Jamaican classics. Adina said they also prepare orders of Ackee Saltfish upon request, as well as American favorites such as tilapia, whiting and hot wings. Caribbean products such as Jamaican sodas, coconut water and sorrel are also served. Da Culture is open Tuesdays through Saturdays. Jerk Chicken: Grilled chicken with jerk seasoning and sauce served with a side of rice and peas, steamed cabbage with carrots and plantain shown with a Jamaican ginger beer soda.

Bangkok Grill Bangkok Grill on U.S. Highway 278 looks to give people a Thai fusion experience. The restaurant, owned and operated by husband and wife Sam and Jee Poonpoolpoke, has been serving Thai cuisine in Covington since March 2009. Patrons can dine on traditional Thai dishes such as Pad Khing, Pad Thai and Pad Kee-Mao, or enjoy some of Sam’s specialties, including crab cakes, grouper with basil (the main attraction), spicy shellfish and a list of others. The restaurant also sells beer and wine, including Thai beers, and non-alcoholic beverages such as Thai iced tea, which Jee said is a favorite with customers. Bangkok Grill is open daily for lunch and dinner, except on Mondays. Pad Thai: Thai stir-fried noodles with shrimp, egg, chopped tofu, bean sprouts, green onion, crushed peanuts and a touch of sweet and pungent sauce shown with a side of shrimp chips and Thai iced tea.

Newton is still a buyer’s market, but prices are rising

There’ a buzz in the Newton County housing market that hasn’t been heard since the last days of the housing-crazed boom in 2007. Homes are selling quickly, prices are inching up, foreclosures are down significantly and builders are returning — or plan to return soon. Real-estate agents and local officials agree things are far from perfect, but they’re clearly getting better.

Small steps

Newton County remains a buyer’s market, but sellers are beginning to see their leverage increase. Properties are frequently getting multiple offers from buyers, often driving the final price above the original listing price, a phenomenon that’s been rare outside of competing investors. The average sales price for May 2013 was $103,060, according to data from the Georgia Multiple Listing Service, up 48.4 percent from May 2012’s average price of $69,459. Prices have increased every month so far in 2013, starting with January’s average of $89,271. Further proof of a market on the mend is how close sales prices are to original listing prices. So far in 2013, homes are selling for 99.4 percent of their listing prices. In the first six months of 2010, that number was 93.7 percent. Homes also are being sold more quickly. The average number of days a house has stayed on the market for the first six months of 2013 was 116 days, compared with 132 days for the same time frame in 2010.

Real-estate agent Bill Blair’s busy these days, but most of the business is still on the lower end of the market. The number of homes sold in 2013 as of June 28 was 592, according to MLS. Of those, 405, or 68 percent, sold for less than $100,000. So, while the data shows improvement and inventory is moving, Blair, who is also the president of the East Metro Board of Realtors, believes it will take time for prices to rise high enough to spur any significant home building. Other areas around metro Atlanta are booming; Blair said a fellow

agent in Woodstock told him developers are building like crazy to meet demand. And those homes are priced in the mid-$300,000s. Newton County isn’t quite there, as two recent business deals show. One of the Atlanta area’s largest developers, Crown Communities, which is based in next-door Rockdale County, submitted the first subdivision-building plan the county has seen since the housing market collapse. The proposed 211-house subdivision, which is expected to be built in multiple phases, will have homes starting in the $170,000s. A smaller Atlanta builder, Kerley Family Homes, wanted to build on 32 vacant lots in an established Covington neighborhood. Kerley wanted to sell the homes for $225,000, but the pre-construction appraisal came in at $205,000, according to owner Joe Kerley. He said other metro counties were booming, and he would check back in six months.

Close, but not quite there

The market under $100,000, and even up to around $150,000, is the most robust, because that’s where most buyers fit in, including investors looking for deals or fixer-uppers, first-time homebuyers and even those homebuyers who had to sell their previous homes for a loss or walk away from an underwater mortgage in past years. “They’re coming back to buy now,” Blair said. “Although they say it takes seven years after a foreclosure to buy another house, we’re getting real close to that.” Blair isn’t talking about people who couldn’t pay their mortgages previously; he’s talking about the ones who walked away. The people who looked at the financial bottom-line and realized it made no sense to pay. They took a hit on their credit to save money. And on that front, money is loosening a little bit from what Blair can see. When it all fell apart, bankers were routinely looking for people with credit scores above 700, while now they’re probably comfortable with people in the mid-600s, he said. At the same time, plenty of short sales — those sales where the bank agrees to let an owner sell his house for less than is owed on their mortgage — are becoming easier because

banks now have a process for dealing with them. “They know that most of the short sales they’re doing, they know if they don’t do them, they are going to get a house that goes into foreclosure, and it costs much less to do a short sale,” Blair said. A short sale used to take from six months up to a year, but now it’s closer to four to six months. On the lowest end, Blair is also still seeing a competitive investor market. There are foreclosed houses the banks want to sell for $35,000 that will end up going for close to $60,000 in the bidding process, because companies can still make a good profit by fixing them up and either renting or re-selling. However, the foreclosures are slowing down. According to the Newton County Clerk of Courts, which records deed transactions, foreclosures have been trending steadily down since 2010 — when they reached a high of 1,463 — and could be much lower in 2013. As of the end of June, there have been 395 foreclosures recorded in 2013 at the Newton County Superior Court. MLS data shows a drastic reduction in the number of new foreclosures coming on the market. There were 8 in May 2013, compared with 44 in May 2012; other months show the same decline.

What to do

trying to overvalue their homes in the current market, but Blair said the majority of homes are priced where they need to be in order to match up with an appraisal. Sellers need to be realistic about what they can get, Blair said. If they’re not willing to sell at market price, they might need to wait for further recovery. “We’ve gotten the market now to the point where almost everything listed is fair market value and will appraise at that,” he said. As far as new homes, they’ll come eventually — especially given the thousands of vacant lots in Newton County — but it’s going to be another year or two, according to builders and agents. In unincorporated Newton County, there have been 11 new residential building permits issued so far in 2013 (the planned subdivision is not yet included), while the city of Covington has had 13 such permits. Newton County has 4.2 months

of housing supply, which housing experts say would normally lead to a building boom. Six months of supply is generally considered an optimum balance by experts. “We were so affected by foreclosures that we don’t have a builder who can build here and get a house appraised for what it costs to build,” Blair said. However, Blair believes Newton County will be fine. He looks at a beautiful and charming town square, traffic that’s not too congested and a school system that’s improving. Plus, the county’s had some good economic news. Both of the builders mentioned above looked at Newton County because of pharmaceutical manufacturer Baxter International’s plan to build a $1 billion campus on the Newton/ Walton county border. The county is catching eyes.

Government NEWTON COUNTY Local Government The Newton County Board of Commissioners is responsible for setting the budget and priorities for the 100,000 Newton residents. The city is divided into five districts, each represented by a parttime commissioner. The county chairman is a full-time position, but does not vote. Recently, Newton County switched to a county manager system, and County Manager John Middleton now has ultimate authority over most dayto-day operations. The Arts Association in Newton County is a nonprofit organization that provides opportunities for people of Newton County and surrounding areas to participate in and express themselves through the arts. It is the largest arts organization east of Atlanta, and boasts a wide variety of programs for people of all ages. Each August, auditions are held for the various Young Artist Programs, which include the Covington Regional Ballet (for ages 8 and up), Oxford Singing Children (for singers in grades fourth through seventh), and Oxford Youth Singers (for singers in grades seventh through twelfth). Performances from these groups include “The Nutcracker” and “Christmas in Covington” in the winter, as well as a spring musical and a spring ballet. During the spring and fall of each year, the Arts Association hosts a concert series on the square that is free to the public. Every Thursday at noon, people are invited to bring a picnic and come out and listen to music from local entertainers while enjoying the warm weather. For those interested in playing and listening to musical instruments, the Newton County Community Band is composed of volunteer musicians of all ages who perform free community concerts throughout the year. Under the direction of beloved local musician T.K. Adams, the band hosts annual Christmas and spring concerts, as well

as playing a concert with eighth grade band students from the Newton County Schools, a Fourth of July concert on the Covington square, and a concert at Oxford College’s “Oxford Day.” Throughout the month of March each year, artwork from students of Newton County Schools is showcased and displayed in the Newton County Library. This is the True Colors Youth Art Exhibit, and admission to see the artwork is free. The Arts Association also hosts several summer camps, including Creative Kids Camp and a Musical Theater Camp. Creative Kids Camp, which takes place in June every summer at Oxford College, is a week-long day camp for students between rising first and rising sixth grades. During this week, students enjoy an intensive week of art, music and drama classes, ending with a final performance by the campers on the last day. The Musical Theater Camp, a two-week long day camp in July, is for rising fourth through twelfth graders. On the first day, campers audition and are given roles in various musical numbers, which they rehearse over the next two weeks and then perform on the last day of camp. directory RECREATION Academy Springs Park is located on Conyers Street in downtown Covington. It is the headquarters of the Covington Lions Club. Its pavilion, the Lions Club meeting venue, is also available for rent.

Beaver Park is located on Ga. Highway 213 in Mansfield. Beaver Park is used as a youth baseball and softball practice field. A walking track circles the park’s open field and leads to the pavilion, tennis court and a playground.

Chimney Park is located behind the Covington Branch of the Newton County Library, the park hosts annual Fairy House parties and annual Christmas lights. The quirky park is known for its odd decor and lively atmosphere. City Pond is off Interstate 20 on Old City Pond Road. City Pond offers a variety of activities, including six lighted baseball fields, batting cages, a football field, a small playground and four lighted tennis courts. The park’s namesake pond is available for picnicking, as is a pavilion

that’s available for rent. When not reserved, the pavilion is available on a first-come, first-served basis. There’s also a trail around the pond and an open area at the lower end of the park.

Conyers Street Gym is in downtown Covington beside Baker Field. The gym offers a full-size basketball court that doubles as a volleyball court.

Denny Dobbs Regional Park is located on Highway 212 offers a baseball field, covered pavilions, basketball courts, playgrounds and a life trail. Factory Shoals Recreational Park, 450 Newton Factory Bridge Road, is a popular nature park along the Alcovy River in southern Newton County. The park attracts picnickers, campers, swimmers, hikers, rafters and kayakers.

Jackson Lake is one of the oldest reservoirs in Georgia and is part of three counties: Newton, Jasper and Butts. Formed by the confluence of

the Yellow, Alcovy and South rivers, it features 150 miles of shoreline and is open year-round for fishing, boating, skiing and swimming.

Lake Varner located at 11905 Alcovy Road, Covington, is an 850-acre reservoir owned by Newton County. A popular destination of fishermen and picnickers, the lake allows only boats with electric motors (no gasoline motors allowed). It also prohibits wading, swimming and bathing. It is open 7 a.m.-9 p.m. AprilOctober and 7 a.m.-6 p.m. November-March. Mary Louise Fowler Park is a 2-acre county facility off Flat Shoals Road in the central part of the county. It consists of a walking trail, tennis court and basketball court.

Its amenities include a gymnasium, a walking track, a fishing pier that’s handicap-accessible, senior center activities, and four state-of-the-art softball fields and three batting cages. Once you’ve moved to Newton County, you may feel the urge to jump right into local politics. If so, or even if you have to drag yourself to the polls every year, make sure you get registered to vote as soon as possible. If you don’t want to make a separate trip to the Newton County Board of Elections, you can register to vote while getting a library card, getting a new driver’s license or while getting your utilities set up at city hall. You can also pick up an application at any of those places, download one online or ask the board of elections to mail one to you, and mail it in to P.O. Box 1274, Covington, GA 30015 at your convenience; though board of elections’ officials ask that you call the office at (770) 784-2055 to confirm they received it. In addition, anyone registering to vote for the first time in Georgia by mail must include proper identification with the application, including a copy of a current and valid photo ID, current utility bill, bank statement, government check, paycheck or other government document that shows your name and address.

Once the board of elections processes your application, a voter registration card will be sent to you generally within three to four weeks. The card will list your polling precinct, but you can also use our list below to help you remember where to go to vote. Also, remember that Georgia has early voting. Early voting for county, state and federal races can be done at the board of elections, while early voting for cities can generally be done at city halls. During even years in Newton County, you will be able to vote for county, state and federal seats, while odd years will see local city elections. Residents must register to vote 30 or more days before an election to be able to vote in that election.
