Terrorist Financing, Money Laundering, and Tax Evasion Examining the Performance of Financial Intelligence Units Jayesh D'Souza Florida International University, Miami, USA

Tracking funding is a critical part of the fight against terrorism and as the threat has escalated, so has the development of financial intelligence units (FIUs) designed to investigate suspicious transactions. Terrorist Financing, Money Laundering, and Tax Evasion: Examining the Performance of Financial Intelligence Units provides a thorough analysis of the financing phenomenon from the raising of funds to government agencies’ efforts to interdict them to measuring and monitoring the outcomes of these efforts. This volume begins by presenting deep-rooted conflicts in the Middle East, the United States, the Indian subcontinent, Northern Ireland, and South America that have led to modern terrorism. It describes recent developments in counterterrorism and discusses the next steps in intelligence reform. Next, the author discusses how financial crime is committed, examining the source of funds from money laundering and tax evasion among others, and the transfer of these funds. He then covers performance and risk management, and the process of measuring performance using the balanced scorecard method. The book presents an overview of anti-money laundering and counterterrorist financing initiatives in several regions around the globe: the European Union, Asia Pacific, North America, Latin America and the Caribbean, the Middle East, and Africa. It concludes with a survey of experts’ opinions on the efficacy of current programs and recommendations for improving government performance in countering terrorist financing and related money laundering and tax evasion. Knowing what to target and how to measure results are essential for performance enhancement in preventing and interdicting financial criminal activity. Establishing the need for accurate assessment of the success and failure of FIUs, the book demonstrates how monitoring and measuring progress is a crucial part of financial interdiction efforts in the fight against terrorism. Racial Profiling They Stopped Me Because I'm ------------! Michael L. Birzer

Edited by

Duncan Chappell University of Sydney, Australia

Wichita State University, Kansas, USA

Many racial minority communities claim profiling occurs frequently in their neighborhoods. Police authorities, for the most part, deny that they engage in racially biased police tactics. A handful of books have been published on the topic, but they tend to offer only anecdotal reports offering little reliable insight. Few use a qualitative methodological lens to provide the context of how minority citizens experience racial profiling. Racial Profiling: They Stopped Me Because I’m ———! places minority citizens who believe they have been racially profiled by police authorities at the center of the data. Using primary empirical studies and extensive, in-depth interviews, the book draws on nearly two years of field research into how minorities experience racial profiling by police authorities. The author interviewed more than 100 racial and ethnic minority citizens. Citing 87 of these cases, the book examines each individual case and employs a rigorous qualitative phenomenological method to develop dominant themes and determine their associated meaning. Through an exploration of these themes, we can learn: • What racial profiling is, its historical context, and how formal legal codes and public policy generally define it • The best methods of data collection and the advantages of collecting racial profiling data • How certain challenges can prevent data collection from properly identifying racial profiling or bias-based policing practices • Data analysis and methods of determining the validity of the data • The impact of pretextual stops and the effect of Whren v. United States A compelling account of how minority citizens experience racial profiling and how they ascribe and give meaning to these experiences, the book provides a candid discussion of what the findings of the research mean for the police, racial minority citizens, and future racial profiling research. Crime and Planning Building Socially Sustainable Communities Derek Paulsen Commissioner of Planning, Preservation, and Development, Lexington, Kentucky; Professor, Eastern Kentucky University, Richmond, USA

The form and layout of a built environment has a significant influence on crime by creating opportunities for it and, in turn, shaping community crime patterns. Effective urban planners and designers will consider crime when making planning and design decisions. Crime and Planning: Building Socially Sustainable Communities presents a comprehensive discussion of the interconnections between urban planning, criminal victimization, and crime prevention. An introduction into the main concerns at the intersection of criminology and community planning, the book first provides an overview of crime patterns. It then explores major issues within planning and their impact on crime. Critical topics discussed include connectivity, mixed-use developments, land use and zoning, transit-oriented design, and pedestrian trails, greenways, and parks. The remaining chapters explore: • Crime prevention theories • Crime prevention as a central component of sustainability • How to incorporate social sustainability and planning guidelines into local planning decisions • Policy discussion of issues such as zoning • How tools such as smart growth and form-based codes relate to crime and crime prevention • Examples of how planning decisions can impact crime patterns in both a residential and retail setting, and what has already worked in real-world communities As communities continue to grapple with foreclosure, sprawl, and infill/redevelopment, a sound understanding of how the built environment impacts crime is of increasing importance. This book provides planners with the tools and knowledge necessary to minimize the impact of crime on communities with the goal of creating socially sustainable communities. This book is a co-publication with the American Planning Association.

Power, National Security, and Transformational Global Events: Challenges Confronting America, China, and Iran explores the shifts in power that have initiated major transformational events around the world. Expert contributors identify the major challenges that now confront America as a result of these transformations. Filled with authoritative insights into how current and emerging situations will impact the United States, the book illustrates the policy problems and limited choices facing America. Criminal Justice The Crime Numbers Game Management by Manipulation John A. Eterno Molloy College, Rockville Centre, New York, USA

Eli B. Silverman John Jay College of Criminal Justice, New York, USA

In the mid-1990s, the NYPD created a performance management strategy known as Compstat. It consisted of computerized data, crime analysis, and advanced crime mapping coupled with middle management accountability and crime strategy meetings with high-ranking decision makers. While initially credited with a dramatic reduction in crime, questions quickly arose as to the reliability of the data. This volume brings together the work of two criminologists— one a former NYPD captain—who present the first indepth empirical analysis of this management system—exposing the truth about crime statistics manipulation in the NYPD and the repercussions suffered by crime victims and those who blew the whistle on this corrupt practice. Serial Murder in America

Edited by

K. Jaishankar

Julie B. Wiest High Point University, North Carolina, USA

Manonmaniam Sundaranar University, Tirunelveli, Tamil Nadu, India

This volume explains connections between American culture and the incidence of serial murder, including reasons why most identified serial murderers are white, male Americans. Presenting empirically supported arguments that have the potential to revolutionize how serial murder is understood, this volume includes an illustrated model that explains how people utilize cultural values to construct lines of action according to their cultural competencies. It demonstrates how the American cultural milieu fosters serial murder and the creation of white male serial murderers and provides a critique of the American mass media’s role in the notoriety of serial murder.

Victimization through the Internet is becoming more prevalent as cyber criminals have developed more effective ways to remain anonymous. This volume explores today’s interface of computer science, Internet science, and criminology. Topics discussed include the growing menace of cyber crime in Nigeria, Internet gambling and digital piracy, cyber stalking and sexual addiction on the Internet, child pornography, and the online exploitation of children. The book also examines terrorist use of the Internet, victimization on social networking websites, malware and hacking, the Islamic world in cyberspace, and human rights concerns that the Digital Age has created.

William J. Birnes, J.D. Chairman of Sunrise Community Counseling Center, Los Angeles, California, USA

A collaboration between a published researcher on serial violence and an experienced clinical psychiatrist, this book examines violence from the perspective of clinical medicine and psychology and helps to identify and effectively deal with the potential suicidal mass murderer before he kills. Sexually Motivated Crimes Understanding the Profile of the Sex Offender and Applying Theory to Practice Janet R. Oliva Janet R. Oliva Consulting, Inc., Hiawassee, Georgia, USA

In cases where minimal or no physical evidence exists, behavioral evidence may be all that investigators have available to help them focus the investigation. It may be the only aspect of the case that can link one unsolved case to another, or to numerous other unsolved cases. Sexually Motivated Crimes: Understanding the Profile of the Sex Offender and Applying Theory to Practice discusses the dynamics and behaviors associated with sex offenders and explains their direct application to both the criminal investigation and to society. Content chapters include an introduction to the subject matter, a discussion of the existing research and literature regarding the issue, and an explanation of the topic’s importance and application through practical illustrations. These chapters are followed by actual case studies that illustrate practical application of the content. The book presents the foundational concepts of the nature of criminal sexuality and then explores: • The importance of recognizing nuisance offenses— commonly dismissed by police officers—as a precursor to more serious crimes of violence • Essential literature pertaining to rapists, including basic motivations, typologies, methods of approach, and levels of force, as well as the importance of a proper victim interview • The definition of sexual homicide and the dynamics between victims and offenders • Reasons why child sex offenders choose to offend children, and reasons children fail to disclose or delay in disclosing their abuse • The three components of child sexual exploitation: molestation, pornography, and prostitution Written in an accessible style geared to police officers and practitioners, this volume builds and expands upon the existing literature, uses unique theories and perspectives derived from the author’s years of training and investigative experience, and provides clear and precise information that law enforcement officers can apply to their daily work.

From infancy onward, children are in danger from many sources, including parental and sibling abuse, drug abuse and mental illness in the home, parental neglect, and poverty. Removing an at-risk child from a troubled environment brings on a host of new concerns and is not always a panacea. Endangered Children: Homicide, and Other Crimes, Second Edition focuses on the myriad threats facing children and provides insight into possible solutions. Beginning with a history of child abuse, the book explores this phenomenon as presented in literature and in other cultural references. It then provides sociobiological and cross-cultural perspectives on neonaticide. It examines motives for abuse and explores how shame and denial of pregnancy can lead to the killing of an infant within moments of its birth. The book examines legal ramifications to neonaticide in the U.S. and abroad, including psychological and psychiatric defenses. Additional chapters focus on shaken baby syndrome and Munchausen Syndrome by Proxy, and the book includes a new chapter on postpartum depression. The authors include profiles of several notorious cases, including Susan Smith and Andrea Yates. They also discuss issues related to abortion and euthanasia, and conclude by suggesting preventive measures to child abuse and therapeutic rehabilitation. Exploring a social tragedy from psychological, sociological, and criminological perspectives, the authors attempt to answer the many questions that arise from these crimes against our most vulnerable, offering readers a thought-provoking resource that is sure to encourage further research and inquiry.

Law Enforcement - Policing Concepts and Case Studies in Threat Management

Los Angeles Police Department Meltdown

Frederick S. Calhoun

The Fall of the Professional-Reform Model of Policing

Threat Management Consultant, Arlington, Virginia, USA

Stephen W. Weston California Highway Patrol (Retired), Sacramento, USA

Professionalization has come to the field of threat management. It has developed a systematic theory unique to the field, recognized authorities have emerged, and it is finding its own ethical code of conduct. It is also beginning to grow its own culture, complete with a vocabulary of its own. Although the field yet has a way to go, it is well along the path to becoming a profession. One product of this ongoing professionalization is the discovery of certain key concepts that, until now, have been unidentified or undefined. Concepts and Case Studies in Threat Management explores the salient themes essential to the practice and profession of threat management. These concepts include case dynamics and intervention synergy, the importance of necessary knowledge, the power of inhibitors, differences among the various venues of violence, myopic management strategies, and isolationism. The authors illustrate these concepts and more with detailed examples and real-life case studies that give readers practical, concrete perspectives on the myriad threat management scenarios they may encounter in their profession. The book also introduces a glossary of terms, developed in a joint effort between the authors and researchers at the University of Nebraska’s Public Policy Center, that have emerged during the current professionalization of threat management. Moving the field towards a more quantitative approach, the book explores in depth the current state of the threat management process. With a full understanding of the components and challenges in each threat management situation, those charged with protecting the public will improve their approach to the tasks of identifying, assessing, and managing individuals who pose a risk of violence. Catalog no. K14132, August 2012, 252 pp. Soft Cover, ISBN: 978-1-4398-9217-6 $79.95 / £49.99 Also available as an eBook

James Lasley California State University, Fullerton, USA

Once considered among the most respected police departments in the world, the LAPD suffered a devastating fall from grace following the 1991 police officer beating of Rodney King and the Los Angeles riots stemming from the officers’ acquittal in 1992. Unique to the literature of policing, management, and policy studies, Los Angeles Police Department Meltdown: The Fall of the Professional-Reform Model of Policing presents what can be considered the first and only existing research document truly explaining the reasons behind the LAPD’s demise. The book reveals a special inside study performed by the author under the exclusive authority of LAPD Chief of Police Daryl Gates to investigate why the department had begun to disintegrate following the Rodney King incident, and how, if possible, it could be salvaged. The findings presented are based on firsthand written accounts of LAPD officer informants who describe their observations of the department’s meltdown as it occurred. These accounts explain why the crimefighting enforcement style of the once highly regarded Professional-Reform Model of policing (coined at the LAPD) was abandoned in police departments across the nation in favor of the less aggressive community-based policing model. Lost for some 20 years under mysterious circumstances after collection and storage at the LAPD, these officer informant materials were recently retrieved and made available for analysis. They are presented in their entirety in this book. In every respect, this work is the final word on why and how the LAPD—a police organization emulated throughout the world—ultimately self-destructed after 41 years of serving and protecting the City of Angels. A Guide for First Responders and Investigators

Cold Case Research Resources for Unidentified, Missing, and Cold Homicide Cases

Donald F. Sprague

Silvia Pettem

Author of "Someone's Daughter: In Search of Justice for Jane Doe," Boulder, Colorado, USA

New!

Investigating Missing Children Cases

Time is an abducted child’s worst enemy. Seventy-four percent of abducted children who are murdered are killed within three hours of their abduction. It takes, on the average, two hours for a parent to report a child missing. This gives responders only one hour to get an investigation up and running in an attempt to locate and recover the child alive. Investigating Missing Children Cases: A Guide for First Responders and Investigators provides a solid training guide on missing children investigative techniques, enabling law enforcement professionals to respond confidently with a plan of action that offers the best possible chance for a positive outcome. The book provides law enforcement agencies with the most current information available to guide them through a missing or runaway child dispatch. It is designed to help investigators respond quickly, expeditiously evaluate the situation, conduct an Endangerment Risk Assessment (ERA) of the child, and commence a thorough, organized investigation— starting from the moment the police are contacted. By following the guidelines in this book, those tasked with these cases can make the best possible decisions in the shortest amount of time. The protocols and methodologies presented are based on personal police experience and statistical evidence from research and studies gathered from thousands of runaway and missing children cases. Details on those studies and their findings are provided in the appendix.

Time is of the essence in missing children cases. Make every second count.

“Revolutionary. Reads like a page-turner yet will educate even the most experienced investigator— cold case or otherwise.” —Richard H. Walton, Ed.D, Author of Cold Case Homicides: Practical Investigative Techniques

Cases in which all investigative leads appear to be exhausted are frustrating for both investigators and victims’ families. Cold cases can range from those only a few months old to others that go back for decades. Presenting profiles and actual case histories, Cold Case Research: Resources for Unidentified, Missing and Cold Homicide Cases illustrates how investigators can successfully apply resources that will enable them to reopen and solve cases gathering dust in the file room. This volume weaves together the nearly forgotten skill sets of traditional historical researchers with the latest online tools, including TLO, a premier investigative system, and NamUs, the revolutionary database for missing persons and unidentified remains. Along with practical applications, it gives investigators the tools they need to save time and money and to jump-start their cold cases, while keeping others from going cold in the future.

Topics discussed include: • Implementing cold case units • People searches and working with databases • Overlooked DNA in PKU cards • The plight of the missing and unknown

About the Author:

John Buckley

Larry Wilson Royal Canadian Mounted Police, Ottawa, Ontario, Canada

In high-profile investigations, when the suspect pool is very large, resources are unduly strained unless the pool can be narrowed down to the most likely offenders. The Persons of Interest Priority Assessment Tool (POIPAT) provides an objective and consistent means of establishing a priority ranking of suspects or persons of interest in any investigation. Created and used correctly, the tool can determine if any suspect/POI should be considered a high, medium, or low investigative priority, saving time and resources and potentially saving additional victims. Criminal Major Case Management: Persons of Interest Priority Assessment Tool (POIPAT) describes how to set up a POIPAT system for any investigation where there are numerous POIs and limited resources. Using the unsolved Jack the Ripper mystery as a sample case study, it walks readers through the steps of creating and using the POIPAT system. The book provides an overview of offender profiling and the basic considerations for developing elements for a POIPAT. It explains the Element Weighting Chart (EWC) and discusses how many points each element should be weighted based on its level of importance. The author describes how to determine what point totals constitute a high, medium, or low priority so that police managers can know how best to direct their resources. He also discusses tracking how POIs are eliminated through an elimination coding system, thereby avoiding potential duplication and allowing investigators to hone in on the person most likely to have committed the crime. Finally, the book uses the POIPAT system to draw conclusions about some of the best-known suspects who were most likely to have been the real Jack the Ripper. Seeing how the technique is used in a real case, investigators will discover how to effectively create unique POIPATs for their own cases. The included CD-ROM contains a template that can be modified for any type of investigation and a number of additional tools and guides. Catalog no. Community Policing in Indigenous Communities Edited by

Mahesh K. Nalla Michigan State University, East Lansing, USA

Graeme R. Newman University at Albany-SUNY, New York, USA

Indigenous communities are typically those that challenge the laws of the nation states of which they have become—often very reluctantly—a part. Around the world, community policing has emerged in many of these regions as a product of their physical environments and cultures. Through a series of case studies, Community Policing in Indigenous Communities explores how these often deeply divided societies operate under the community policing paradigm. Drawing on the local expertise of policing practitioners and researchers across the globe, the book explores several themes with regard to each region: • How community policing originated or evolved in the community and how it has changed over time • The type of policing style used—whether informal or formal and uniformed or non-uniformed, whether partnerships are developed with local community organizations or businesses, and the extent of covert operations, if any • The role played by community policing in the region, including the relative emphasis of calls for service, the extent to which advice and help is offered to citizens, whether local records are kept of citizen movement and locations, and investigation and arrest procedures • The community’s special cultural or indigenous attributes that set it apart from other models of community policing • Organizational attributes, including status in the “hierarchy of control" within the regional or national organization of policing • The positive and negative features of community policing as it is practiced in the community • Its effectiveness in reducing and or preventing crime and disorder The book demonstrates that community policing cannot be imposed from above without grassroots input from local citizens. It is a strategy—not simply for policing with consent—but for policing in contexts where there is often little, if any, consent. It is an aspirational practice aimed to help police and communities within contested contexts to recognize that positive gains can be made, enabling communities to live in relative safety.

Global criminology is an emerging field covering international and transnational crimes that have not traditionally been the focus of mainstream criminology or criminal justice. Global Criminology: Crime and Victimization in a Globalized Era is a collection of rigorously peer-reviewed papers presented at the First International Conference of the South Asian Society of Criminology and Victimology (SASCV) that took place in Jaipur, India in 2011. Using a global yardstick as the basis for measurement, the fundamental goal of the conference was to determine criminological similarities and differences in different regions. Four dominant themes emerged at the conference: Terrorism. Is terrorism a crime issue or a national defense issue? Should terrorists be treated as war criminals, soldiers, or civil criminals? How can international efforts and local efforts work together to defeat terrorism? Cyber Crimes and Victimization. As cyber space develops, cyber-crime develops and grows. To achieve better cyber security, global criminologists must explore cyber-crimes from a variety of perspectives, including law, the motivation of offenders, and the impact on victims. Marginality and Social Exclusion. Globalization is manifest in the fast transition of people between places, societies, social classes, and cultures. This section examines how we can provide inclusion for marginalized individuals in the global era and protect them from victimization. Theoretical and Practical Models of Criminal Victimization. The process of globalization, as mentioned above, creates new elements of victimization. But globalization can also become an opportunity for confronting and defeating victimization through improved sharing of knowledge and increased understanding of the humanity of the weak. The emerging global criminology comprises diversity of attitudes, explanations, and perspectives. The editors of this volume recognize that in the global village, there is room for solid contributions to the field of criminology and criminal justice. This collection is a move in this direction.

Outlining policy, developments, and influence, Understanding the Modern Russian Police highlights the past, present, and future of police forces in Russia. Beginning with the period prior to the revolution of 1917, the authors detail the history in chronological order from the 1864 justice reform of the Russian Empire to the democratization of the Soviet Police under "Khrushchev’s thaw." The second part of the text focuses on the present structure and identity of the Russian police, including public attitudes toward the police, corruption within it, and the role of women in the police forces. The final section of the book analyzes the implications of past policy and offers perspectives on future policy.

Security Governance, Policing, and Local Capacity

New!

Clifford D. Shearing

A Comparative Perspective

University of Cape Town, South Africa

Jan Froestad University of Bergen, Norway

The security governance of South Africa has faced immense challenges amid post-apartheid constitutional and political transformations. In many cases, policing and governmental organizations have failed to provide security and other services to the poorest inhabitants. Security Governance, Policing, and Local Capacity explores an experiment that took place in Zwelethemba—located in South Africa’s Western Cape Province—to establish legitimate and effective non¬state security governance within poor urban settlements. There has been, and continues to be, much reticence to endorsing private forms of security governance that operate outside of state institutions within local communities. Those initiatives have often led to situations where force is used illegally and punishment is dispensed arbitrarily and brutally. This book explores the extent to which this model of mobilizing local knowledge and capacity was able to effectively achieve justice, democracy, accountability, and development in this region. Whenever possible, the book includes raw data and a thorough analysis of existing information on security governance. Examining this case and its outcome, the authors provide a theoretical analysis of the model used and present a series of modified design principles for future applications in local security governance. The book concludes that poor communities are a significant source of untapped resources that can, under certain conditions, be mobilized to significantly enhance safety. This volume is an important examination of experimental models and a presentation of new groundbreaking theory on engaging the local community in solving security governance problems. Catalog no. 90143, December 2012, 257 pp. ISBN: 978-1-4200-9014-7, $139.95 / £89.00

Police Performance Appraisals Serdar Kenan Gul and Paul O'Connell Police performance appraisal is one of the most important components of law enforcement management— affecting the quality of the services a department delivers as well as the satisfaction of its employees. Therefore, it is crucial that the performance appraisal process is conducted in an effective and equitable manner. Police Performance Appraisals: A Comparative Perspective employs the comparative case study approach to evaluate systems in police departments in two diverse locales—Ankara, Turkey and Toledo, Ohio. The study seeks to determine whether there are any common trends or obvious similarities that transcend national and cultural boundaries. From this information, best practices can be identified to improve the system of any police organization. The data from the survey raises a host of issues essential to police management. Are traditional or modern appraisal systems more preferable to police personnel? Are field and command officers’ perceptions of the performance evaluation instruments in their departments similar or do they differ from those of their subordinates? Asking these and other critical questions, the authors also examine the relationship between the officer’s perception of the appraisal system and his or her rank, taking into account level of education, gender, age, and years of service. Employing both qualitative and quantitative methodologies, this study yields important findings and valuable insights for police organizations as to which characteristics an appraisal process should have for the best quality system. Lessons learned from this study should provide guidance to future efforts to design better appraisal systems and may also contribute to heightened focus on nationwide assessments of evaluation practices and standards for police organizations.

The movement of humans across borders is increasing exponentially—some for benign reasons, others nefarious, including terrorism, human trafficking, and people smuggling. Consequently, the policing of human movement within and across borders has been and remains a significant concern to nations. Policing Global Movement: Tourism, Migration, Human Trafficking, and Terrorism explores the nature of these challenges for police, governments, and citizens at large. Drawn from keynote and paper presentations at a recent International Police Executive Symposium meeting in Malta, the book presents the work of scholars and practitioners who analyze a variety of topics on the cutting edge of global policing, including: • Western attempts to reform the policing of sex tourists in the Philippines and Gambia • Policing the flow of people and goods in the port of Rotterdam • Policing protestors and what happened at the 2010 G20 Summit in Toronto • Mexico’s use of the military in its war against drug trafficking • Public–private cooperation in the fight against organized crime and terrorism in Australia • Recommendations for police reform in Afghanistan • Sweden’s national counterterrorism unit • Treatment of asylum seekers in a privately run detention center in South Africa • The policing of human trafficking for the sex trade in sub-Saharan Africa, Vietnam, Australia, and Andhra Pradesh, India Examining areas of increasing concern to governments and citizens around the world, this timely volume presents critical international perspectives on these ongoing global challenges that threaten the safety of humans worldwide. In nations all over the world, community policing has been found extremely beneficial in improving public confidence in the police. Community-oriented policing and police-citizen cooperation is now the accepted framework for all progressive police departments. Drawn from the proceedings at the 2010 International Police Executive Symposium (IPES) in Kerala, India and other IPES sources, Global Community Policing: Problems and Challenges presents new insights into this policing model and a critical appraisal of successes and challenges in various jurisdictions across the globe. The book begins with a chapter on how governments can design, implement, and support community policing based on lessons learned from history. Next, it explores research findings and pilot programs for community policing in eight different regions from Sweden to South Africa. Topics addressed include police safety, female empowerment, the impact of emotional intelligence on community policing, predatory leadership, operational challenges, interactions between police and persons with mental illness, and civilian policing. The book examines ways of measuring the success of police policies through citizen surveys and other methods. It also discusses Operation Weed and Seed, a community policing initiative in the United States. A valuable resource for researchers and practitioners of community-oriented policing, this book demonstrates how the practices and even some of the principles guiding the framework of community policing vary greatly across jurisdictions. By reviewing the benefits and challenges inherent in this innovative policing model, police administrators can devise systems that best meet the needs of their communities. Catalog no. Providing a rare overview and critique of a full suite of policies, institutions, and programs adopted to combat misconduct in policing, this volume: • Outlines the global problem of police misconduct and its effects • Summarizes current knowledge about best practices in the field, the reality of corruption in Australia, and the reform agenda that has driven major change and experimentation • Presents current integrity strategies in place in Australia, covering the rationales, evidence of effectiveness, and difficulties • Explores undercover stings, drug and alcohol testing, mediation of complaints, ethics training, and regulating the police use of force Organized logically for ease of navigation, each chapter contains an ”Emerging Issues” section, highlighting some of the more promising and/or innovative integrity strategies as well as looming concerns and ethical issues. The book concludes with an overall evaluation of the data presented in the body of the book, assessing the strengths and weaknesses of the Australian system and the implications for adoption of these strategies in other police departments around the world. Comparative Criminal Justice The International Trafficking of Human Organs A Multidisciplinary Perspective Edited by

Leonard Territo and Rande Matteson Saint Leo University, Florida, USA

International illicit trade in human organs is on the increase, fueled by growing demand and unscrupulous traffickers. In order to truly understand the problem of organ trafficking, an analysis should take into account the various perspectives that come into play in this multifaceted issue. With contributions from international scholars and experts, The International Trafficking of Human Organs: A Multidisciplinary Perspective provides a broad-based exploration of this controversial phenomenon. Divided into four parts, the book examines the issue of human organ trafficking from the perspectives of criminal justice; business and economic; medical, ethical, and philosophical; and theological. The book begins by presenting case studies of the trafficking of body parts occurring in the U.S. and Mexico. It examines the increase in organ harvesting from Chinese prisoners and describes widespread instances of trafficking in Europe. Next, it examines the economic ramifications of possible legislation of the sale of body parts and discusses other proposals for increasing the supply of kidneys and other organs. It explores ethical issues surrounding the kidney shortage and incentives to promote donation. It also offers arguments for and against compensation for transplant organs from Kantian, Dworkinian, and other perspectives. Lastly, theologians discuss opposing Catholic and Protestant perspectives on the sale of human organs. Each chapter provides discussion questions to provoke vigorous debate and references to facilitate further study. The wide-ranging analysis provided by this volume is certain to enhance further inquiry into a disturbing and increasingly prevalent issue. Catalog no. Comparative Criminal Justice Classics in Environmental Criminology Edited by

Martin Andresen, Paul Brantingham, and Bryan Kinney Simon Fraser University, Burnaby, British Columbia, Canada

A careful analysis of environmental factors is key to understanding the causes of crime, to solving crimes, and eventually helping to predict and prevent them. Classics in Environmental Criminology is a comprehensive collection of seminal pieces from legendary contributors who focus on the role that the immediate environment plays in the occurrence of a crime. Divided into three parts, the book begins by highlighting the development of environmental criminology as a discipline through its origins in spatial criminology. It examines social disorganization theory, which explains criminal activity with reference to the characteristics of the community that delinquents live in. It then discusses the ecology of crime with reference to macroenvironments and microenvironments. The next section introduces concepts such as routine activity theory, the geometric theory of crime, the rational choice theory of offending, and crime pattern theory. The last part focuses on the concept of crime prevention, examines the idea of altering the environment in order to prevent crime, and discusses situational crime factors and efforts to reduce the opportunities for crimes to be committed. It considers the impact of routine activities on crime prevention initiatives and advocates a flexible approach to crime prevention based on the dynamic nature of our environment. The book concludes with a chapter outlining how environmental criminology has evolved in recent years and provides a future outlook on where it may be headed. Invaluable as a textbook and as a professional reference, this volume is a comprehensive survey of a critical field in contemporary criminological theory. Offering insight assembled by top academic figures within the criminology community, this work is destined to provoke further inquiry and research. Catalog no. Through the lens of urbanization, this book examines crime, policing, and security issues around the world. International academic and police leaders contribute their perspectives on a diverse range of overlapping and complementary topics, from special problems to global challenges. Covering studies on major cities in more than 18 countries, this text explores the role of urbanization in security and global concerns such as transnational crime, racial profiling, and information sharing. The book also explores responses to urban problems associated with police and security, including human rights activism and police reform.

A comparative study, this book provides a comprehensive and balanced review of the philosophy and practicality of punishment. It analyzes the efficacy of both traditional methods and novel approaches to produce an objective and sober appraisal of the theory, practice, history, and empirical evidence used in crime prevention, identification, retribution, and incarceration. It considers the sociology of prisoners, changing attitudes in penal practice, abolition of capital punishment, and non-incarcerative and alternative punishments, as well as several methods for achieving measurable crime prevention. It also presents case studies that illustrate the concepts discussed.

Interviews with Police Leaders Across the Globe, Volume Three

Dilip K. Das

Edited by

International Police Executive Symposium, New York, USA

Otwin Marenin University of Washington, Pullman, USA

Police leaders possess a plethora of rich experiences and practical and theoretical knowledge that provides fascinating insights into the current state of policing around the world. While observers’ opinions of ongoing developments in policing are well known, it is rare to get an insider’s glimpse of how police leaders themselves assess these advances. Through in-depth and exceptionally thoughtful interviews with highly placed police leaders and administrators, Trends in Policing: Interviews with Police Leaders Across the Globe presents cross-cultural perspectives on the organizational structure, leadership, functions, public projects, training, culture, and societal context of police worldwide. This elite group of leaders and the learned researchers who interview them address the fundamental contextual changes that add layers of complexity to police work. Covering an extensive range of topics, the interviews include the experiences, opinions, and preferences of men and women who individually and as a group possess a vast array of knowledge pertaining to the problems and prospects of policing. While examining current trends, they discuss the future role of police in a world in which policing issues transcend national borders. A broad spectrum of police philosophies from over a dozen countries, this volume: • Features interviews conducted by leading criminal justice professionals • Addresses the issues that police leaders see as the most important challenges facing their policing systems • Considers future developments in policing practices Through discussions with those actively engaged in policing, this book bridges the gap between research and practice. While police leaders are not usually accustomed to reflecting and writing on their experiences, the thoughtful interview style of the researchers assists the practitioners in defining their views, forming a cohesive volume rich with the wisdom of experience and the context of analysis.

Several years ago, the Trends in Policing series unveiled insiders’ accounts of how police leaders perceive the work they do. These volumes feature interviews with practitioners who speak candidly about their concerns and opinions. They present their evaluations of programs and philosophies that worked and those that did not, describe their conceptions of success and failure, and offer the experiences and insights gained from living the police life. Composed of new interviews, Volume Three continues in the tradition of providing a revealing depiction of diverse police perspectives across a range of different cultures. The environments in which the subjects of these interviews operate differ vastly in terms of political life, economic resources, social structures, policecommunity relations, and transnational interactions. Some work in very large organizations, others, in tiny departments. Some are engaged in high-tech environments and others struggle with outdated equipment. Some must contend with routine political interference as others proceed with minimal influence. And some enjoy popular confidence while others are widely despised. The vast range of experiences profiled demonstrates how context significantly determines how police leaders feel about their work. Sociological studies by academics are plentiful in the policing literature. But police leaders possess an abundance of knowledge that can complement, challenge, and support the more cerebral, scholarly treatments. This thoughtful perspective from the vantage point of individuals in the field enables a balanced understanding of the nuances and dynamics of police culture, elevating the topic to a heightened level of discourse.
