True Believers A Symbolic Anthropological Study of Islamist Culture Edited by
Intelligence Gathering, Analysis and Investigations, Third Edition
Dawn Perlmutter
Michael R. Ronczkowski
Alexandria, Pennsylvania, USA
Major & Fusion Center Director, Retired, Miami, Florida, USA
True Believers: A Symbolic Anthropological Study of Islamist Culture provides a comprehensive overview of the symbols, rituals, beliefs, customs, and unfamiliar practices of Islamist culture. Ritualistic crime expert Dawn Perlmutter reveals a heretofore unidentified Islamist Symbolic Code—a shame-based tribal honor code that incites and justifies murder, mutilation, and acts of terrorism. A leading Hamas member stated, "We like to grow them from kindergarten through college.” This book explains exactly how that is accomplished with emphasis on Islamist rites of passage, indoctrination, education, and initiation rituals. Readers are introduced to the "symbolization" process—a form of repetitive symbolic conditioning similar to the indoctrination techniques of cult and totalitarian groups that use words, images, symbols, and rituals to embed ideals that resonate throughout life. The book identifies the symbols, language, and images that trigger violence, hatred, fear, and shame that are used to grow an army of true believers. Seemingly inexplicable violent acts are explained— such as children joyfully participating in the dismemberment of dead bodies, suicide bombers who are willing to self-detonate for Islam, and fathers killing their daughters. The book demonstrates that the primary motivation of Islamist atrocity is an irrepressible impulse to alleviate shame and a sacred duty to restore honor, serve vengeance, preserve purity, maintain tradition, and save face. Perlmutter also introduces readers to "Symbolic Warfare," a form of psychological operations and information warfare that exploits Muslim traditions and taboos to recruit moderates, indoctrinate soldiers, and wage global war. Knowledge of the rites of purity, traditional customs, what is held sacred, and what is designated taboo provides relevant insights into the minds and hearts of Islamist True Believers. This book is a valuable aid for strategic, tactical, and intelligence operations.
The ability of law enforcement agencies to manage intelligence is key to fighting the war on terror, and a critical foundation of intelligence-led policing is proper analysis of the information gained. Terrorism and Organized Hate Crime: Intelligence Gathering, Analysis, and Investigations, Third Edition provides a methodical approach to analyzing homeland security needs, enabling the law enforcement community to understand the vital role it plays in the war on terrorism. Using techniques applicable to the private and public sectors, the book combines academic, research, and practitioner perspectives to establish a protocol for effectively gathering, analyzing, investigating, and disseminating criminal intelligence. The book demonstrates how to recognize the indicators of an impending act of terrorism or mass violence, how to deter an attack, and how to transform information into intelligence to meet community demands for safety and security. New chapters in this third edition focus on source development and their use in investigations, the role of fusion centers, terrorism financing, the handling of classified materials, and the National Suspicious Activity Reporting (SAR) Initiative. The book also discusses pre-incident indicators, the radicalization process, and behavioral traits associated with terrorism. A one-stop resource for the homeland security, intelligence analyst, and investigative professional, this volume arms those tasked with protecting the public with a solid blueprint for combating and investigating crimes associated with terrorism and hate. Kenneth J. Dudonis
Tracking funding is a critical part of the fight against terrorism and as the threat has escalated, so has the development of financial intelligence units (FIUs) designed to investigate suspicious transactions. Terrorist Financing, Money Laundering, and Tax Evasion: Examining the Performance of Financial Intelligence Units provides a thorough analysis of the financing phenomenon from the raising of funds to government agencies’ efforts to interdict them to measuring and monitoring the outcomes of these efforts.
Detective (Retired), New York City Police Department, USA
This volume begins by presenting deep-rooted conflicts in the Middle East, the United States, the Indian subcontinent, Northern Ireland, and South America that have led to modern terrorism. It describes recent developments in counterterrorism and discusses the next steps in intelligence reform. Next, the author discusses how financial crime is committed, examining the source of funds from money laundering and tax evasion among others, and the transfer of these funds. He then covers performance and risk management, and the process of measuring performance using the balanced scorecard method. The book presents an overview of anti-money laundering and counterterrorist financing initiatives in several regions around the globe: the European Union, Asia Pacific, North America, Latin America and the Caribbean, the Middle East, and Africa. It concludes with a survey of experts’ opinions on the efficacy of current programs and recommendations for improving government performance in countering terrorist financing and related money laundering and tax evasion. Knowing what to target and how to measure results are essential for performance enhancement in preventing and interdicting financial criminal activity. Establishing the need for accurate assessment of the success and failure of FIUs, the book demonstrates how monitoring and measuring progress is a crucial part of financial interdiction efforts in the fight against terrorism. "This book is a must read for anyone involved in leadership positions at all levels of federal, state, or local governments or private organizations involved in the support of War on Terror operations." —Paul E. Vallely, MG, US Army (Retired), Fox News Channel Military Analyst
Terrorists constantly present new challenges to law enforcement, emergency response teams, security planners, and others involved in counterterrorism. Since the last edition of this volume was published, additional atrocities have occurred and new threats have surfaced. The fourth edition of The Counterterrorism Handbook: Tactics, Procedures, and Techniques provides the latest developments and offers new insights on the War on Terror. Updated to reflect an increased focus on terrorism in public transportation, this volume provides an understanding of the strategies, tactics, and techniques required to tackle terrorism as it exists today. It illustrates essential topics such as the elements common to all terrorism, bomb threats, risk assessment, hostages, and weapons of mass destruction. It also presents case studies of some of the most notorious terrorist incidents, including both World Trade Center attacks, Oklahoma City, Centennial Olympic Park, the US Embassy, the U.S.S. Cole, and attacks in Madrid, London, and Glasgow. The only way to effectively deal with terrorism is to have a thorough understanding of its present-day characteristics—who is involved and what weapons and tactics they are likely to use. In language friendly to first responders, this volume presents a comprehensive strategy of how to deal with a whole gamut of possible terrorist incidents. Covering everything from bombings and hostage-taking to nuclear terrorism, the book describes in specific detail what needs to be done before, during, and after an event. Armed with this information, those charged with protecting the public will be better equipped to face myriad threats. Catalog no. Global Environment of Policing
Challenges Confronting America, China, and Iran
Darren Palmer Deakin University at Waurn Ponds, Victoria, Australia
Edited by
Michael M. Berlin
Thomas A. Johnson University of Wisconsin-Parkside, Kenosha, USA
As the United States struggled to survive the recent recession, China quietly acquired a vast amount of U.S. Treasury bills and bonds. With China now holding so much of America’s debt, currency valuation issues have already caused tensions between the two superpowers. Couple this with Iran’s efforts to develop into a nuclear power in an area that lacks political stability, and the United States and China could soon find themselves in a global power tug-of-war. Power, National Security, and Transformational Global Events: Challenges Confronting America, China, and Iran explores the shifts in power that have initiated major transformational events around the world. Expert contributors identify the major challenges that now confront America as a result of these transformations. Filled with authoritative insights into how current and emerging situations will impact the United States, the book illustrates the policy problems and limited choices facing America. It also: • Describes the information technology and social media tools that were instrumental in the Arab revolution • Provides the insights of experts from the Intelligence Community on emerging issues that will soon impact America • Illustrates the policy problems involved in addressing the challenges with Iran • Explores the rapid growth of China’s economic wealth and military power

Dilip K. Das International Police Executive Symposium, New York, USA
Police organizations across the globe are experiencing major changes. Many nations cope with funding constraints as pressures within their societies, terrorism and transnational crime, and social and political transformations necessitate a more democratic form of policing. Drawn from the proceedings at the International Police Executive Symposium in Prague and other IPES projects, Global Environment of Policing is composed of case studies from more than 14 countries and six continents. Divided into four sections, the book presents contributions from high-level police executives, practitioners, and academics. Policing, Crime Control, and the Community explores community policing in Latin America and the United States and describes the effectiveness of a “zero tolerance” policy in New York City. It also presents a historical case study of policing in Portugal. Policing, Politics, and Democracy examines challenges confronting developing countries, policing in Brazil, police accountability mechanisms in India, and concerns regarding the democratization of policing. Policing: Global Challenges considers a range of contemporary issues within the policing environment, including policing cyberspace, police agencies’ striving for legitimacy, how law enforcement policies travel worldwide, and the problems of organized crime and people smuggling. Police Leadership, Management, Education, and Organization reflects on the growing issue of police reform. It discusses the infusion of private-sector thinking into state police organizations, conflicts between police unions and management, training and models for police education, and police accountability in Bangladesh.
This much-needed reference describes and analyzes the emergence of cyber power and its capabilities for cyber attack, cyber warfare, and cyber defense. It examines the information revolution and social media instruments, such as Facebook, Twitter, and YouTube, in terms of their role and impact on the Arab revolution. It also discusses the fallacy of the decline of the United States as a superpower in terms of its formation and distribution of power resources and its continued formidable military and national security strengths.
The final chapter draws conclusions about the research presented in the book and provides a window on future concerns. With insight from world leaders in academia and in the field, the book offers sage insight into the most critical issues facing contemporary police organizations.

Edited by
Kent State University, Ohio, USA
Michael Theil University of Economics and Business Administration, Vienna, Austria
Financial market reform has focused chiefly on the threats to stability arising from the risky, uncontrolled activity of the leaders of financial institutions. Nevertheless, organized crime, white-collar crime, and corruption have a huge impact on financial systems worldwide and must also be confronted if true reform is to be achieved. A collection of articles written by experts in their fields of study, Financial Crimes: A Threat to Global Security spotlights the importance of addressing the problem of illegal financial activity as part of a greater comprehensive plan for reforming the financial sector. Drawn from the 23rd Annual Meeting of the Academic Council on the United Nations System (ACUNS) held in Vienna, the book explores the major themes discussed at this elite symposium. In the first section, the contributors examine changing concepts in security over the course of history and across nations. They discuss how an event in Austria led to the implementation of a new security philosophy that is now followed by the majority of the European Union. The book examines the diverse models of preventing security threats that have grown from that idea as well as the gradual expansion of the role of the security council of the United Nations. The next section analyzes the present state of security worldwide and examines the wide array of criminal activity that plagues the financial sector. Expert contributors reveal methods to identify certain types of behavior and criminals as well as efforts to combat illegal activity—including the role of the media. The final section investigates alternative approaches to preventing another worldwide financial disaster through investigative reporting, human factors analysis, legislative initiatives, and other methods. Filled with insight from international experts, the book highlights both the warning signs to illegal activity as well as the most effective methods for combating the invidious corruption that, if unchecked, puts all nations at risk. Catalog no. K13172, June 2012, 447 pp. ISBN: 978-1-4398-6922-2, $129.95 / £82.00 Also available as an eBook

Racial Profiling They Stopped Me Because I'm -----------. Michael Birzer
Policing and the Mentally Ill International Perspectives Edited by
Wichita State University, Kansas, USA
Duncan Chappell
A handful of books have been published on the topic of racial profiling, but few provide the context of how minority citizens experience racial profiling using a qualitative methodological lens. Rather, these books provide only anecdotal reports that offer little reliable insight.
Ten percent of all community policing efforts may involve some type of interaction with mentally ill suspects or victims. From a police perspective, these encounters are not only frequent but also sensitive and challenging. It is essential that police practitioners develop a best practices approach to managing their interactions with the mentally ill. Policing and the Mentally Ill is comprised of updated and expanded articles from a special issue of the Police Practice and Research Journal as well as presentations made at the International Academy of Law and Mental Health Congress held in Berlin in 2011.
Racial Profiling: They Stopped Me Because I’m -------- places minority citizens who believe they have been racially profiled by police authorities at the center of the data. Using primary empirical studies and extensive, in-depth interviews, the book draws on nearly two years of field research into how minorities experience racial profiling by police authorities. Citing cases involving over 100 racial and ethnic minority citizens, it places into context the experience of racial profiling by examining each individual case and employing a rigorous qualitative phenomenological method to develop dominant themes and determine their associated meaning. Suitable as a textbook or professional reference, this book distinguishes myth from data to discover the truth underlying the practice of racial profiling.
Contents: Stylin' n' Profilin' What We Know What About the Law? Phenomenology as Method Experiencing Racial Profiling Trusting the Data Conclusions Where Do We Go From Here?
About the Author: Michael Birzer is an associate professor of criminal justice and Director of the School of Community Affairs at Wichita State University. His research interests include learning theory applied to criminal justice education and training, qualitative methods, police behavior, the intersection of race and the criminal justice system, and multivariate research designs. Criminal Justice Creating Cultural Monsters
The Crime Numbers Game Management by Manipulation
Serial Murder in America

Eli B. Silverman
High Point University, North Carolina, USA
John Jay College of Criminal Justice
Serial murderers generate an abundance of public interest, media coverage, and law enforcement attention, yet after decades of studies, serial murder researchers have been unable to answer the most important question: Why? Providing a unique and comprehensive exploration, Creating Cultural Monsters: Serial Murder in America explains connections between American culture and the incidence of serial murder, including reasons why most identified serial murderers are white, male Americans. It describes the omnipresence of serial murder in American media and investigates what it would take to decrease its occurrence.
In the mid-1990s, the NYPD created a performance management strategy known as Compstat. It consisted of computerized data, crime analysis, and advanced crime mapping coupled with middle management accountability and crime strategy meetings with high-ranking decision makers. While initially credited with a dramatic reduction in crime, questions quickly arose as to the reliability of the data.
Presenting empirically supported arguments that have the potential to revolutionize how serial murder is understood, studied, and investigated, this volume:
Molloy College
The Crime Numbers Game: Management by Manipulation brings together the work of two criminologists—one a former NYPD captain—who present the first in-depth empirical analysis of this management system—exposing the truth about crime statistics manipulation in the NYPD and the repercussions suffered by crime victims and those who blew the whistle on this corrupt practice.
• Places the serial murder phenomenon in a cultural context, promoting qualitative understanding and the potential for reducing its frequency
Providing insider insight into a system shrouded in secrecy, this volume:
• Includes an illustrated model that explains how people utilize cultural values to construct lines of action according to their cultural competencies
• Documents and analyzes a wide array of data that definitively demonstrates the range of manipulation reflected in official New York City crime statistics

Fourth Edition Daniel A. Bronstein Michigan State University, East Lansing, USA
Praise for the previous edition: "[T]he best text on this subject written for the expert witness." —Jurimetrics Journal Extensively updated and expanded to incorporate legislative and practical changes enacted since the publication of the previous edition, Law for the Expert Witness, Fourth Edition is designed for professionals and students requiring edification on the current processes and techniques of legal procedure. Beginning with procedural issues that an expert witness will encounter in advance of the trial itself, the chapters cover legal paperwork, discovery, depositions and other discovery techniques, and consequences for failure to comply with discovery. The next section addresses evidentiary issues, exploring fundamental concepts such as burden of proof, presumptions, and admissibility. It defines who is an expert and when one can testify, and describes the proper form of questions to an expert. Next, the book discusses chain of custody issues, exhibits, hearsay, and the best evidence rule. The book includes suggestions and hints for the expert witness applicable to direct testimony as well as tips on withstanding cross-examination. Cold Case Research
Los Angeles Police Department Meltdown
Resources for Unidentified, Missing, and Cold Homicide Cases Silvia Pettem Author of "Someone's Daughter: In Search of Justice for Jane Doe", Boulder, Colorado, USA
“Revolutionary. Reads like a page-turner yet will educate even the most experienced investigator— cold case or otherwise.” —Richard H. Walton, Ed.D, Author of Cold Case Homicides: Practical Investigative Techniques
Cases in which all investigative leads appear to be exhausted are frustrating for both investigators and victims’ families. Cold cases can range from those only a few months old to others that go back for decades. Presenting profiles and actual case histories, Cold Case Research: Resources for Unidentified, Missing and Cold Homicide Cases illustrates how investigators can successfully apply resources that will enable them to reopen and solve cases gathering dust in the file room. This volume weaves together the nearly forgotten skill sets of traditional historical researchers with the latest online tools, including TLO, a premier investigative system, and NamUs, the revolutionary database for missing persons and unidentified remains. Along with practical applications, it gives investigators the tools they need to save time and money and to jump-start their cold cases, while keeping others from going cold in the future.
Topics discussed include: • Implementing cold case units • People searches and working with databases • Overlooked DNA in PKU cards • The plight of the missing and unknown • Applying historical and geographical context • Online and off-line newspaper research • Public and published records • The use of volunteers • Contact with co-victims
The Fall of the Professional-Reform Model of Policing James Lasley California State University, Fullerton, USA
Once considered among the most respected police departments in the world, the LAPD suffered a devastating fall from grace following the 1991 police officer beating of Rodney King and the Los Angeles riots stemming from the officers’ acquittal in 1992. Unique to the literature of policing, management, and policy studies, Los Angeles Police Department Meltdown: The Fall of the Professional-Reform Model of Policing presents what can be considered the first and only existing research document truly explaining the reasons behind the LAPD’s demise. The book reveals a special inside study performed by the author under the exclusive authority of LAPD Chief of Police Daryl Gates to investigate why the department had begun to disintegrate following the Rodney King incident, and how, if possible, it could be salvaged. The findings presented are based on firsthand written accounts of LAPD officer informants who describe their observations of the department’s meltdown as it occurred. These accounts explain why the crime-fighting enforcement style of the once highly regarded Professional-Reform Model of policing (coined at the LAPD) was abandoned in police departments across the nation in favor of the less aggressive community-based policing model. Lost for some 20 years under mysterious circumstances after collection and storage at the LAPD, these officer informant materials were recently retrieved and made available for analysis. They are presented in their entirety in this book. In every respect, this work is the final word on why and how the LAPD—a police organization emulated throughout the world—ultimately self-destructed after 41 years of serving and protecting the City of Angels. Investigating Missing Children Cases
Effective Expert Witnessing Practices for the 21st Century, Fifth Edition
A Guide for First Responders and Investigators
Jack V. Matson Matson & Associates, LLC, State College, Pennsylvania, USA
Donald F. Sprague Freeland, Michigan, USA
Time is an abducted child’s worst enemy. Seventy-four percent of abducted children who are murdered are killed within three hours of their abduction. It takes, on the average, two hours for a parent to report a child missing. This gives responders only one hour to get an investigation up and running in an attempt to locate and recover the child alive. Investigating Missing Children Cases: A Guide for First Responders and Investigators provides a solid training guide on missing children investigative techniques, enabling law enforcement professionals to respond confidently with a plan of action that offers the best possible chance for a positive outcome. The book provides law enforcement agencies with the most current information available to guide them through a missing or runaway child dispatch. It is designed to help investigators respond quickly, expeditiously evaluate the situation, conduct an Endangerment Risk Assessment (ERA) of the child, and commence a thorough, organized investigation— starting from the moment the police are contacted. By following the guidelines in this book, those tasked with these cases can make the best possible decisions in the shortest amount of time. The protocols and methodologies presented are based on personal police experience and statistical evidence from research and studies gathered from thousands of runaway and missing children cases. Details on those studies and their findings are provided in the appendix. Time is of the essence in missing children cases. Make every second count.
About the Author: Donald F. Sprague is a 24-year veteran of law enforcement. A Project ALERT member for the National Center for Missing and Exploited Children (NCMEC), he volunteers his time reviewing cold cases of missing children and has lectured for NCMEC on child safety. He and his wife, Mary, formed the Servants & Watchmen Ministry, to educate places of worship on church security, and Michigan Child Safety Advocates, to educate parents and children on child safety and missing and exploited children. Praise for the Previous Edition: “…a well-conceived and well-written book that organizes the often seemingly chaotic proceedings of litigation into a logical, structured, step-by-step process, one that individuals outside the legal community can readily understand. The numerous suggestions and analyses presented by the authors serve to bridge the gap between scientific expert witnesses and the legal community. … recommended for individuals possessing scientific knowledge and expertise who contemplate undertaking the role of a consulting or testifying expert witness. In addition, physicians who are summoned to testify in a court of law, and attorneys involved in various kinds of medical-legal litigation will find this book an especially useful reference.” —Journal of Legal Medicine
The testimony of an expert witness can lead to success or failure in cases that hinge on the presentation’s impact on a jury. This volume explores the fundamentals of litigation, trial preparation, courtroom presentation, and the business of expert witnessing. Extensively updated to reflect new developments since the last edition, it provides practical advice enabling expert witnesses and attorneys to maximize the effectiveness of their expert testimony. The Fifth Edition includes three new chapters. The first uses a hypothetical case study to explore expert witness immunity and issues related to professional malpractice and civil liability. In a chapter on psychology and the art of expert persuasion, noted social psychologist and witness preparation specialist Ann T. Greeley reveals the psychology of juries, discusses what makes an expert effective, and provides tips for conveying effective testimony through verbal and nonverbal behavior and graphics and technology. The final chapter surveys nine of the worst mistakes an expert can make and provides tips on how to avoid them. Accompanying the book is an invaluable CD-ROM in which Dr. Matson introduces video clips demonstrating effective and ineffective expert testimony at deposition and trial. The book and supplemental CD-ROM provide robust strategies ensuring that expert witnesses have the best possible advantage in presenting testimony that is credible, persuasive, and compelling. Stephen W. Weston
The Use of Forensic Accounting Techniques and Indirect Methods of Proof, Second Edition
California Highway Patrol (Retired), Sacramento, USA
Gregory A. Pasco
Professionalization has come to the field of threat management. It has developed a systematic theory unique to the field, recognized authorities have emerged, and it is finding its own ethical code of conduct. It is also beginning to grow its own culture, complete with a vocabulary of its own. Although the field yet has a way to go, it is well along the path to becoming a profession.
Colorado Technical University, Sioux Falls, South Dakota, USA
Frederick S. Calhoun Threat Management Consultant, Arlington, Virginia, USA
One product of this ongoing professionalization is the discovery of certain key concepts that, until now, have been unidentified or undefined. Concepts and Case Studies in Threat Management explores the salient themes essential to the practice and profession of threat management. These concepts include case dynamics and intervention synergy, the importance of necessary knowledge, the power of inhibitors, differences among the various venues of violence, myopic management strategies, and isolationism. The authors illustrate these concepts and more with detailed examples and real-life case studies that give readers practical, concrete perspectives on the myriad threat management scenarios they may encounter in their profession. The book also introduces a glossary of terms, developed in a joint effort between the authors and researchers at the University of Nebraska’s Public Policy Center, that have emerged during the current professionalization of threat management. Moving the field towards a more quantitative approach, the book explores in depth the current state of the threat management process. With a full understanding of the components and challenges in each threat management situation, those charged with protecting the public will improve their approach to the tasks of identifying, assessing, and managing individuals who pose a risk of violence. Law Enforcement – Policing Criminal Major Case Management
Money Laundering
Persons of Interest Priority Assessment Tool (POIPAT)
A Guide for Criminal Investigators, Third Edition
Larry Wilson
John Madinger
Royal Canadian Mounted Police, Ottawa, Ontario, Canada
Honolulu, Hawaii, USA
In high-profile investigations, when the suspect pool is very large, resources are unduly strained unless the pool can be narrowed down to the most likely offenders. The Persons of Interest Priority Assessment Tool (POIPAT) provides an objective and consistent means of establishing a priority ranking of suspects or persons of interest in any investigation. Created and used correctly, the tool can determine if any suspect/POI should be considered a high, medium, or low investigative priority, saving time and resources and potentially saving additional victims. Criminal Major Case Management: Persons of Interest Priority Assessment Tool (POIPAT) describes how to set up a POIPAT system for any investigation where there are numerous POIs and limited resources. Using the unsolved Jack the Ripper mystery as a sample case study, it walks readers through the steps of creating and using the POIPAT system. The book provides an overview of offender profiling and the basic considerations for developing elements for a POIPAT. It explains the Element Weighting Chart (EWC) and discusses how many points each element should be weighted based on its level of importance. The author describes how to determine what point totals constitute a high, medium, or low priority so that police managers can know how best to direct their resources. He also discusses tracking how POIs are eliminated through an elimination coding system, thereby avoiding potential duplication and allowing investigators to hone in on the person most likely to have committed the crime. Psychological Aspects of Crisis Negotiation Second Edition Thomas Strentz, PhD Forensic Behavioral Sciences Inc., Fredericksburg, Virginia, USA
“… should be mandatory reading for any crisis negotiator who considers him/herself a professional.” —Russ Moore, Sergeant, San Diego Sheriff’s Department
While there are many books on crisis negotiation, most of the current literature focuses on the history and mechanics of this dynamic process, leaving out critical elements that are required for a successful encounter with a hostage-taker or other malfeasant. Psychological Aspects of Crisis Negotiation, Second Edition explores the methods and strategies for confronting the nine types of subjects typically encountered in hostage/suicide sieges by correctional staff and law enforcement crisis negotiators. Drawn from articles published by Thomas Strentz while serving at the FBI Academy* along with written versions of lectures developed and delivered since his retirement, the book highlights psychological dynamics of negotiations as they apply to the negotiator, the hostage, and the subject. It discusses the predictors of surrender versus the need for a tactical intervention and examines the phases of a hostage crisis and the changing focus as the crisis develops. Referencing historical events such as The Bay of Pigs invasion and the Challenger and Columbia incidents, the book demonstrates how faulty group decision making can spell tragedy. Enhanced with case studies to put the material into context, this second edition also includes new chapters on the first responder, hostage survival, and the Islamic belief system and culture. Steeped in sage advice from a national expert, this volume arms those tasked with confronting dangerous offenders with the knowledge and tools they need to subvert disaster and ensure the preservation of human life. *Articles were reviewed by the Academy Editorial/Review Board and approved by the Bureau for publication. From infancy onward, children are in danger from many sources, including parental and sibling abuse, drug abuse and mental illness in the home, parental neglect, and poverty. Removing an at-risk child from a troubled environment brings on a host of new concerns and is not always a panacea. Endangered Children: Homicide, and Other Crimes, Second Edition focuses on the myriad threats facing children and provides insight into possible solutions. Beginning with a history of child abuse, the book explores this phenomenon as presented in literature and in other cultural references. It then provides sociobiological and cross-cultural perspectives on neonaticide. It examines motives for abuse and explores how shame and denial of pregnancy can lead to the killing of an infant within moments of its birth. The book examines legal ramifications to neonaticide in the U.S. and abroad, including psychological and psychiatric defenses. Additional chapters focus on shaken baby syndrome and Munchausen Syndrome by Proxy, and the book includes a new chapter on postpartum depression. The authors include profiles of several notorious cases, including Susan Smith and Andrea Yates. Dynamic Police Training
Cross-Training for First Responders
Ann R. Bumbak
Gregory S. Bennett
Washington, D.C., USA
Helmetta, New Jersey, USA
While the best preparation for police work has traditionally been conducted on the job, classrooms have become a preferred environment for training. This volume partners the experienced law enforcement officer’s “street-smart” perspective of what makes training work with a professional educator’s “booksmart” approach to developing curriculum that achieves the best results. The book explains how to go beyond the lecture and slide show format to make police training more interactive and translates the theoretical basis of cognitive, affective, and psychomotor skills training into police-oriented language.
Enabling first responders to be better prepared in an emergency, this volume explains the training required to prevent a lack of situational awareness by those thrust into unfamiliar territory during crisis events. Covering exercises, training curricula, and cost-effective recommendations, it prepares first responders to face multiple threats from multiple sources. It also discusses how to turn conflicts between various responding agencies into collaboration and explores innovative training strategies, grant opportunities to pay for training and equipment, and the rising trend of online training courses. In addition, the book demonstrates how to conduct a "tabletop" drill and review the results.

Strategic Finance for Criminal Justice Organizations Daniel Adrian Doss, William H. Sumrall III, and Don W. Jones “The book satisfies the academic need to introduce theory while providing relevant real-world application. It provides a logical progression through the world of organizational financial decision-making, and is geared to the non-finance major. It also provides insight into strategic best practices and is adaptable to audiences at the local, regional, and international levels.” —Ernest C. Fields, Ph.D., in Journal of International Students
Traditionally, the study of financial decision making in law enforcement and criminal justice entities has been approached from the perspective of tax revenues and budgeting that focus only on the past and present. Capital investments of cash flow provide future benefits to all organizations, and among courses in business administration, these notions of long-term financial management are critical to a sound understanding of organizational finance. Strategic Finance for Criminal Justice Organizations examines capital budgeting techniques from a quantitative perspective that targets the strategic future of revenues within the criminal justice and law enforcement sectors.
Explaining capital budgeting concepts through the use of practical examples, this volume discusses: • Economics and the use of money as a tool to facilitate the exchange of goods and services • Human decision-making, impediments to rendering objective decisions, and methods for improving decision objectivity • The consequences of making capital budgeting decisions, the concept of risk, and the time value of money • The rendering of decisions using the payback time method and the mathematical formula necessary to use it • The concept of discounting and decision rules for net present value • How to make an internal rate of return financial decision • The mathematical formula for the profitability ratio/index method and using it to make financial decisions Catalog no. The Law of Cybercrimes and Their Investigations
Criminal Law, Procedure, and Evidence Walter P. Signorelli
George Curtis
John Jay College of Criminal Justice, New York, USA
Utica College, New York, USA
Cybercrime has become increasingly prevalent in the new millennium, as computer-savvy criminals have developed more sophisticated ways to victimize people online and through other digital means. The Law of Cybercrimes and Their Investigations is a comprehensive text exploring the gamut of issues surrounding this growing phenomenon.
After an introduction to the history of computer crime, the book reviews a host of topics including: • Information warfare and cyberterrorism • Obscenity, child pornography, sexual predator conduct, and online gambling • Cyberstalking, cyberharassment, cyberbullying, and other types of unlawful expression • Auction fraud, Ponzi and pyramid schemes, access device fraud, identity theft and fraud, securities and band fraud, money laundering, and electronic transfer fraud • Data privacy crimes, economic espionage, and intellectual property crimes • Principles applicable to searches and seizures of computers, other digital devices, and peripherals • Laws governing eavesdropping, wiretaps, and other investigatory devices • The admission of digital evidence in court • Procedures for investigating cybercrime beyond the borders of the prosecuting jurisdiction
Constitutional principles are the foundation upon which substantive criminal law, criminal procedure law, and evidence laws rely. The concepts of due process, legality, specificity, notice, equality, and fairness are intrinsic to these three disciplines, and a firm understanding of their implications is necessary for a thorough comprehension of the topic. Criminal Law, Procedure, and Evidence examines the tensions produced by balancing the ideals of individual liberty embodied in the Constitution against society’s need to enforce criminal laws as a means of achieving social control, order, and safety. Relying on his first-hand experience as a law enforcement official and criminal defense attorney, the author presents issues that highlight the difficulties in applying constitutional principles to specific criminal justice situations. Each chapter of the text contains a realistic problem in the form of a fact pattern that focuses on one or more of the classic criminal justice issues to which readers can relate. These problems are presented from both the point of view of citizens caught up in a police investigation and from the perspective of police officers attempting to enforce the law within the framework of constitutional protections.
Concepts discussed include: • Probable cause • Search and seizure, stop and frisk, and the exclusionary rule • Confessions and Miranda warnings • The right to counsel
Each chapter includes key words or phrases students should be familiar with before moving on to the next chapter. The book supplies review problems to test assimilation of the material and weblinks to encourage further study.

The Citadel, Charleston, South Carolina, USA
Dena Hanley
Over several hundred years, the juvenile justice system has evolved from one in which a child offender was prosecuted under the same guidelines used for adults to the current system in which society has recognized the unique status of juveniles within the criminal justice framework. Written by world-renowned legal scholar Cliff Roberson, Juvenile Justice: Theory and Practice provides a comprehensive overview of the system that administers the prosecution of young offenders. It examines how the juvenile justice system began, its current state, and the direction it appears to be heading.
University of Akron, Ohio, USA
Topics discussed include: • Types of juvenile delinquency cases, arrest statistics, juvenile justice organizations, and the concept of judicial waiver
As budgetary constraints increasingly require correctional agencies to do more with less, a paradigm shift in the way they operate is imperative to ensure success. Correctional Administration and Change Management examines leadership, management, and organizational culture and how they apply to correctional agencies, enabling future administrators to identify the changes that can be successfully implemented within the organizational context. The book begins by defining the construct of change management in corrections. It reviews management theory and discusses why change is so difficult in correctional environments. It also introduces the concept of organizational capacity and examines its importance. After providing this fundamental background as a starting point, the authors discuss:
• The history of juvenile courts, including the parens patriae doctrine, early laws, In re Gault, and concepts of reform versus punishment
• The role of administration and guidance in driving and implementing change
• Delinquency causation philosophies, including social, cultural deviance, symbolic interactionist, and psychological theories
• How correctional leaders can improve communication channels within their organizations
• Types of abuse and neglect, child protective services, and child abuse prevention programs • Law enforcement agencies, the structure of juvenile courts, juvenile court procedures, transfers to criminal court, and the concept of individual rights • Juvenile probation and parole, juvenile institutions, group homes, boot camps, and shock programs • Selected issues in juvenile justice, including drug abuse, juvenile sex offenders, and youth gangs The book cites actual court cases to demonstrate concepts, provides review questions at the end of each chapter, and includes a glossary of relevant terms. Edited by Indiana University, Bloomington, USA
Griffith University, Brisbane, Queensland, Australia
In the past two decades, Australia has been the site of major police misconduct scandals and inquiries, leading to reform initiatives at the cutting edge of police integrity management practices. Presenting interviews with key informants and an analysis of key documents, Police Integrity Management in Australia: Global Lessons for Combating Police Misconduct offers a comprehensive study of a series of strategies and systems conducted in Australia from 2008 to 2010. Providing a rare overview and critique of a full suite of policies, institutions, and programs adopted to combat misconduct in policing, this volume: • Outlines the global problem of police misconduct and its effects • Summarizes current knowledge about best practices in the field, the reality of corruption in Australia, and the reform agenda that has driven major change and experimentation • Presents current integrity strategies in place in Australia, covering the rationales, evidence of effectiveness, and difficulties • Explores undercover stings, drug and alcohol testing, mediation of complaints, ethics training, and regulating the police use of force Organized logically for ease of navigation, each chapter contains an ”Emerging Issues” section, highlighting some of the more promising and/or innovative integrity strategies as well as looming concerns and ethical issues. The book concludes with an overall evaluation of the data presented in the body of the book, assessing the strengths and weaknesses of the Australian system and the implications for adoption of these strategies in other police departments around the world. In nations all over the world, community policing has been found extremely beneficial in improving public confidence in the police. Community-oriented policing and police-citizen cooperation is now the accepted framework for all progressive police departments. Drawn from the proceedings at the 2010 International Police Executive Symposium (IPES) in Kerala, India and other IPES sources, Global Community Policing: Problems and Challenges presents new insights into this policing model and a critical appraisal of successes and challenges in various jurisdictions across the globe. The book begins with a chapter on how governments can design, implement, and support community policing based on lessons learned from history. Next, it explores research findings and pilot programs for community policing in eight different regions from Sweden to South Africa. Topics addressed include police safety, female empowerment, the impact of emotional intelligence on community policing, predatory leadership, operational challenges, interactions between police and persons with mental illness, and civilian policing. The book examines ways of measuring the success of police policies through citizen surveys and other methods. It also discusses Operation Weed and Seed, a community policing initiative in the United States. A valuable resource for researchers and practitioners of community-oriented policing, this book demonstrates how the practices and even some of the principles guiding the framework of community policing vary greatly across jurisdictions. By reviewing the benefits and challenges inherent in this innovative policing model, police administrators can devise systems that best meet the needs of their communities. Catalog no. Employing the comparative case study approach, Police Performance Appraisals: A Comparative Perspective first reviews the literature on best practices in performance appraisals and then compares police departments in Ankara, Turkey with those in Toledo, Ohio. It then compares each department with the best practices as described in the literature.

The movement of humans across borders is increasing exponentially—some for benign reasons, others nefarious, including terrorism, human trafficking, and people smuggling. Consequently, the policing of human movement within and across borders has been and remains a significant concern to nations. Policing Global Movement: Tourism, Migration, Human Trafficking, and Terrorism explores the nature of these challenges for police, governments, and citizens at large. Drawn from keynote and paper presentations at a recent International Police Executive Symposium meeting in Malta, the book presents the work of scholars and practitioners who analyze a variety of topics on the cutting edge of global policing, including: • Western attempts to reform the policing of sex tourists in the Philippines and Gambia • Policing the flow of people and goods in the port of Rotterdam • Policing protestors and what happened at the 2010 G20 Summit in Toronto • Mexico’s use of the military in its war against drug trafficking • Public–private cooperation in the fight against organized crime and terrorism in Australia • Recommendations for police reform in Afghanistan • Sweden’s national counterterrorism unit • Treatment of asylum seekers in a privately run detention center in South Africa • The policing of human trafficking for the sex trade in sub-Saharan Africa, Vietnam, Australia, and Andhra Pradesh, India Examining areas of increasing concern to governments and citizens around the world, this timely volume presents critical international perspectives on these ongoing global challenges that threaten the safety of humans worldwide. Catalog no. K14661, October 2012, 264 pp. ISBN: 978-1-4665-0726-5, $129.95 / £82.00 Also available as an eBook

A volume in the CRC Press Advances in Police Theory and Practice series, the book explores whether the appraisal system (traditional versus modern) matters in terms of affecting the officers’ satisfaction with the performance appraisal system in their departments. Are field and command officers’ perceptions of the performance evaluation instruments in their departments similar or do they differ from those of their subordinates? Asking these and other critical questions, the authors also examine the nature of the relationship between the officer’s perception of the appraisal system and the officer’s rank, taking into account the officer’s level of education, gender, age, and years of service. Employing both qualitative and quantitative methodologies, this study yields important findings and valuable insights for police organizations as to which characteristics an appraisal system should have for the best quality system. Lessons learned from this study should provide guidance to future efforts to design better appraisal systems and may also contribute to heightened focus on nationwide assessments of evaluation practices and standards for police organizations.

The New Khaki The Evolving Nature of Policing in India
Edited by
Martin Andresen, Paul Brantingham, and Bryan Kinney
Arvind Verma Indiana University, Bloomington, USA
Historically, the Indian police have been known as enforcers of political agendas. Presenting case studies and empirical and field research, this book demonstrates innovations and reforms that are beginning to change these outmoded behaviors and practices and describes starting points for adapting to a more democratized system. Drawing on real-life examples of creative practices that adopt modern technology, involve citizen groups, and represent strategies that are well planned and well executed, this collection of case studies offers the possibility for promising reforms even with little or no political or administrative support and lays the groundwork for changes in developing democracies.
School of Criminology and The Institute for Canadian Urban Research Studies (ICURS), Simon Fraser University, Burnaby, British Columbia, Canada

Martin Kett The third handbook in a trilogy that includes the International Handbook of Penology and Criminal Justice and the International Handbook of Victimology, this volume is a comprehensive treatment of criminology theory. Top international scholars discuss the etiology of crime, criminal anthropology, life course criminology, the basis for comparative research in criminal justice, sources and strategies for knowledge acquisition in criminology, specific forms of crime and criminal behavior, a historical perspective on criminal offenders in the Philippines, responses to crime, and crime issues related to social divisions.
Based on six years of field work, Professor Baker presents his findings on eight post-conflict African countries. His research, gathered through interviews, observations, and focus groups, examines the complex types of law enforcement and crime prevention systems that have developed during times of political and social instability. He explores the concept of nonstate policing, explains why it dominates African security provision, describes the services provided, measures the levels of local support, and discusses issues of accountability. He suggests ways to enhance these systems and presents solutions for ensuring security through a collaborative approach between state and nonstate police.

International academic and police leaders contribute their perspectives on a diverse range of overlapping and complementary topics, from special problems to global challenges. Covering studies on major cities in more than 18 countries, this text explores the role of urbanization in security and global concerns such as transnational crime, racial profiling, and information sharing. The book also explores responses to urban problems associated with police and security, including human rights activism and police reform.
A comparative study, this book provides a comprehensive and balanced review of the philosophy and practicality of punishment. It analyzes the efficacy of both traditional methods and novel approaches to produce an objective and sober appraisal of the theory, practice, history, and empirical evidence used in crime prevention, identification, retribution, and incarceration. It considers the sociology of prisoners, changing attitudes in penal practice, abolition of capital punishment, and non-incarcerative and alternative punishments, as well as several methods for achieving measurable crime prevention. It also presents case studies that illustrate the concepts discussed.

While observers’ opinions of ongoing developments in policing are well known, it is rare to get a glimpse of how police leaders themselves assess these advances. Through in-depth interviews with highly placed police leaders and administrators, this text presents cross-cultural perspectives on the organizational structure, leadership, functions, public projects, training, culture, and societal context of policing worldwide. Connecting theory to practice, this elite group addresses fundamental contextual changes that are adding layers of complexity to their work, and in examining current trends, discusses the future role of police in a world in which policing issues transcend national borders.
The fourth volume in this police interview series provides a novel approach to examining organizational structure, leadership, functions, public projects, training, police culture, and the societal context of policing in different countries. A thorough and in-depth analysis, this book presents an inside view of how police officers, corrections personnel, judicial leaders, and administrators view their jobs and the difficulties associated with the changing nature of their work. The book addresses what these professionals see as the most important challenges facing their policing systems at this time. The text fills a descriptive and theoretical void in the published literature on comparative policing and criminal justice.
