2017 Shaping Up To Be A Seller’s Market

This year is looking good for those in the housing market – especially for sellers. Barry Upchurch is president of St. Louis REALTORS, the largest local real estate association in Missouri with more than 8,000 members. Upchurch said 2017 got off to a great start for luxury residential sales in areas that include Des Peres, Kirkwood and Webster Groves. He said January 2017 compared to January 2016 saw the luxury home market — those selling for more than $500,000 — going from a 13 percent market share to a 45 percent market share in the single family home and condo arena. “This boosted the overall single-family home median sale price from $302,500 a year ago in January to $425,000 in January of this year,” said Upchurch, who operates Barry Upchurch Realty with his wife, Diane. “Definitely, the Des Peres, Kirkwood, Webster Groves area is on fire for this upper market compared to the rest of the St. Louis region. It looks like the upper end has finally come out to play,” Upchurch said. St. Louis REALTORS issues a monthly housing report for St. Louis city and county, with all St. Louis Realtors having access to the figures to better serve their clients. “It is an extremely vital sales tool,”

said John Gormley, chief executive officer with St. Louis REALTORS. The “months of inventory” — the amount of time it would take to sell all current listings at the current sales pace if no new listings became available — continue a downward trend in both the city and county. The average number of days of a home on the market is down to 122 from 180 days in January 2016. “This a real seller’s market,” Gormley said. In the Webster-Kirkwood Times distribution area, Upchurch said there are only 78 active single-family residential, villa and condo homes on the

market as of the end of February. With 498 homes sold in the last 365 days, this area absorbed roughly 42 home sales a month, making roughly two months of inventory available for sale, Upchurch said. Traditionally, six months of inventory is considered a neutral market, neither a buyer nor seller’s market. “Two months of inventory is a real hyper seller’s market, where we see multiple contracts on a home, causing sellers to be pickier with terms and conditions,” Upchurch said. “For example, sellers require bullet proof pre-approval letters and sellers cont. p. 5

electing to pick the terms they like when they want to close.” Upchurch warns sellers not to be surprised when buyers, who had to bend over backwards for sellers in 2016, elect to be more firm during the building inspection period. “This all points to the fact you need a good negotiator in your corner,” Upchurch said. He said a real estate agent with solid experience can put together a deal and close that deal in an expeditious manner. For those looking to buy a home, now may be the time to act. “If the economy heats up, then interest rates will follow,” he said. “We are seeing some good bargains out there now, given what a monthly payment will be.” The National Association of REALTORS cites the fact that home prices

are lower in St. Louis than the national average, while wages are tracking with the national average. The combination offers St. Louis a significant advantage. In addition, St. Louis is in a “new sustainable normal” – slower-paced growth than some parts of the U.S., but with extremely affordable home prices. “Since we don’t have a crystal ball, we don’t know exactly what’s in store for 2017,” said Gormley. “But all indicators are that St. Louis will continue to be one of the best cities in the U.S. to work, live and buy an affordable home for you and your family. Assuming the national economy remains strong and interest rates stay relatively low, we expect to have another great year for home sales here in St. Louis. And with interest rates still relatively low but definitely on the rise, now is an excellent time for buyers and sellers to contact a St. Louis Realtor.”

Research The Neighborhood When Buying A Home When shopping for a home, it’s easy for buyers to fall in love with a property. Some buyers, however, value neighborhoods more than homes, feeling they can always fix a home but not an undesirable neighborhood. When considering which neighborhood to begin a home search, buyers should research a host of factors. Crime. Crime statistics are public domain so buyers can examine crime figures for any neighborhood. Some real estate websites list neighborhood crime ratings among the information

they offer about a property. In addition, buyers can visit a site such as CrimeReports.com to access data on crimes committed near a particular address. Home Values. Buyers can work with a local real estate agent to find a neighborhood where real estate prices are trending upwards. While buyers might be able to find a great deal on a home where home prices are dropping, remember those prices are dropping for a reason. Amenities. The proximity of amenities such as shopping, restaurants and parks is attractive to many buyers. A home in a remote location could

limit buyers when the time comes to sell the home down the road. Buyers might be able to find a compromise in a home that is a short drive away from a town center, but still remote enough that they are not in the middle of the hustle and bustle. Commute. Quality of life is heavily influenced by commute time. When considering a neighborhood, do a test run on the commute during rush hour before making an offer. Potential buyers might be able to get an estimated commute time online, but a test run can give a more accurate idea of what daily trips to and from the office will be like.

Argonne in 2007; Savoy in 2008, Craig Woods and North Taylor in 2011; West Argonne in 2014 and Barrett Brae, on the city’s western boundary. Why? There apparently was a general awakening to connection between the quality of architecture in a neighborhood and the quality of life – and the value of the homes – within its boundaries. This might have been more obvious in the newer districts, which generally have an identifiable – sometimes very distinctive – architectural style. Craig Woods, just west of Aberdeen Heights, is a salient example, said Bob Rubright, a Craig Woods resident and secretary of the landmarks commission (which oversees the establishment and operation of historic districts). The neighborhood consists of 49 homes built as a single development in the mid-1950s, all designed by St. Louis Architect Ralph Fournier, The style is so distinctive as to be virtually unique in the city, and in the region, said Amy Lowry, assistant city planner and staff liaison to the landmarks commission. “The thing about Craig Woods and Barrett Brae is that the houses were built with the landscape; they flow

with the landscape,” following principles made famous by architect Frank Lloyd Wright, Lowry said. “People don’t build houses like that anymore,” and residents of these areas “don’t want these Mid-Century houses to be replaced with today’s (style of) homes. “They’re concerned about the pace of tear-downs and rebuilding in the city,” she added. “The historic districts are one tool for them to manage some of that. It’s a tool in the city to preserve the historic integrity of your neighborhood and hopefully to preserve your property values.” The surge in historic districts, therefore, “has been resident-driven,” said Mayor Tim Griffin. “Neighbors have put petitions together; they have wanted to preserve as much as possible, the character of what’s there. “It gives the neighborhood a little bit of control over what happens, in terms of new construction and remodeling,” he said. “The idea is for new things as much as possible to fit in with the character of that particular neighborhood.” Neighborhoods with at least 50 percent of the homes qualifying as “contributors” to the historical theme are cont. p. 9

If the landmarks commission approves a neighborhood for district status, it helps homeowners draft guidelines for new construction, which all new homes will be required to follow. Established homeowners remain free to modify their homes generally as they please, though the landmarks commission offers voluntary reviews of construction plans. Nevertheless, the power of the landmarks commission in overseeing historic districts has remained largely advisory, said Chairman Walter Smith. The commission can delay demolition of a home inside an historic district for nine months but any structure can be razed if the owner waitsout the moratorium. A prime example was the demolition of the W.F. Warner Home, an 1880s-vintage structure at 750 N. Taylor Ave., which was a designated Kirkwood landmark home.

“That was a big fight, but after nine months there was nothing the landmarks commission could do but let it come down,” Lowry said. The battle to save the home began in 2010 before the establishment of the North Taylor Historic District in 2011. This incident, however, energized organizers to get that district going, she explained. “We just don’t have a lot of teeth,” said Smith. “We try to save properties as we can, and create historic districts where it makes it more difficult to just pop up a house that doesn’t fit in the neighborhood. “We’re just trying to keep everything within a perspective, and preserving the historical flavor of Kirkwood,” he added. The net contribution is decidedly positive, commissioners and city officials agree. “I think the (historic district) neighborhoods are important, because they preserve history for Kirkwood … and it makes it harder for some developer to just come in and tear down an old house,” said former mayor Art McDonnell.

A Move In The Right Direction After moving into her grandparents’ Webster home Abby Barker fixed one of its shortcomings by having it turned to face Plant Avenue rather than Lockwood Avenue

Webster Groves resident Abby Barker knew for years where she wanted to live. Since she was 3, Barker had spent a lot of time in her grandparents’ home, a two-and-a-half story frame Victorian house at 29 Plant Ave. When the house was built in 1883 by James and Mildred Allen, Plant Avenue did not exist, and the front door faced Lockwood Avenue. Then, the Allens built a house next door for their widowed daughter – in their front yard, to be exact, rendering the front door useless, and blocking any view to Lockwood, Barker said. That is how it remained until June 2013. Barker’s grandparents, Oscar and Audrey Anderson, bought the house in 1943, rehabbed it, and lived there until their passing in 1999 and 2000. “I spent a lot of time here with my grandmother when I was growing up,” Barker said. “I would sew with her and she would talk about the house and its history. “I did not even know there was a front door until I was 12,” she said. “The foyer was filled with overflow antique furniture. “People came and went through the back door, and my grandmother didn’t like it all,” she said. “My goal, when I was 11, was to win the lottery, buy the

The entire renovation took 11 weeks. Barker said they still have work to do. When the house was built, it had three bays on the front, but only one remains in the center and they plan to add two more to preserve the history of the house. Blaes submitted the house for a 2016 Webster Groves Award of Excellence. The Barkers were honored with the Founder’s Award for Historic Preservation. Don Drissell, Awards of Excellence Committee co-chair, said the committee voted to give the Barkers the award to recognize all their work on the house. Once the work is completed on the house, they can resubmit the home for the Award of Excellence. In the meantime, Barker is still getting used to the home’s orientation. “I was constantly catching a view out the window and it wasn’t what we expected to see because I used to see nothing,” she said. “Now, I look out and see cars going by and people walking.” As a further homage to her grandparents, Barker has kept their phone number. “I’ll be the last person in St. Louis with a landline,” she said.

Renovations Worth The Bucks Real estate agents weigh in on which renovation projects sellers can make for the best return by Mary Shapiro

Savvy homeowners can take on some renovation projects that will bring significant bang for their bucks when they look to sell their home, according to some local real estate agents. While many people expect to get 50 percent of their renovation investment back, Russ Nolting, chief executive officer with Keller Williams Realty in Kirkwood said that doing an energy project can return nearly 100 percent. “So adding insulation to your attic, especially important in this area, is a big deal,” he said. “Also, any kind of exterior enhancement like siding replacement or new windows or doors or even things like adding stone to the exterior give you a high cost recoupment.” When it comes to kitchen and bathroom remodels, Nolting suggested homeowners stick to the mid-range. “The more high end you go, the less you’ll get back as a percentage of what you put in,” Nolting said. Klaus Bank, a broker with RedKey Realty Leaders St Louis (with offices in Frontenac and Chesterfield), said there are many factors to consider in

are cracks in the ceiling, etc. “The average buyer will not be able to look past these items and appreciate that wonderful kitchen,” he said. For those who have maintained their house and can afford renovations, Bank advises always thinking of resale and what a typical buyer in your price range will expect. “Visit new construction display homes – builders know what buyers want,” he said. “Second, do not over-improve your home for the area. “Spending the money to install a better kitchen than other properties in

your area doesn’t automatically mean you will recoup that money,” Bank said. “Lastly, sometimes we over-improve for the enjoyment of having nice things. If you will enjoy the upgrade, spend the money and enjoy your home.” When putting a home on the market this time of year, one of the most important aspects a homeowner should focus on is the curb appeal, said Kathy Beilein, president of Laura McCarthy Realtors in Clayton. “Gardens and lawns should be clean, trimmed and fresh,” she said. “Everyone knows that kitchens and baths need to look current and inviting; however, two of the least costly improvements are paint or wallpaper in current colors and patterns and decluttering.” She advised that rooms should be edited so that belongings are not distracting – which will also make the rooms look more modern. The homeowner should consider how much he or she has to invest and what the home value can support. “According to Remodeling magazine, a seller won’t recoup as much of their investment with a major bath or kitchen remodel than they would with basic home maintenance such as new siding, if it’s needed,” Busch said. “Siding replacement recouped 92.8 percent of its cost, according to the study. “The only home improvement likely to return more at resale was a minor (roughly $15,000) kitchen remodel, which returned 92.9 percent,” she added. “Roof and window replacement return 80 percent of your investment when selling.” For the home interior, kitchen and bathrooms lead the pack as being the best investment, Busch said. “Next to these two, flooring, once underestimated, has become an important investment,” Busch said. “There is a wide selection of flooring choices – natural, fabricated, stone, tile and more. But keep continuity of the floor selections, wood still being the preferred choice,” Busch said. “Continuity of flooring makes the space seem larger. “When renovating, think neutral,” she said, noting the classic choices of whites, grays and the “greige” for bathrooms and kitchens. “The key to any renovation is to keep in style with

the architecture of your home.” Phil Hunt, owner of BerkshireHathaway Berkshire Hathaway Advantage Realtors in Webster Groves, noted that each home and location can affect the return on investment for improvements. “The top two remodel items that prove to sell a home faster and for more money are kitchens and baths, stainless appliances and tile backsplashes, as well as tile or wood floors,” he said. “Refinished hardwood floors or new hardwood floors have great appeal. Grey-tone colors are now popular as well.” Outdoor entertainment features are great improvements that tend to sell a home faster and for more money along with exterior lighting packages, Hunt said. “Custom grilling features and outdoor fireplaces are in great demand,” he added. “Landscaping is quite a must – in this market, the house has to have “The Look” from the curb.” Today, the open floor plan concept is what most active families demand – a large space off the kitchen, Hunt said. “Another feature that adds some value, although not the same return on investment as above ground improvements, are finished lower levels,” Hunt said. “For these to really gain value, they have to have a level of finish above the old school finished basement. “Lower levels are worth more with a lower level bath and entertainment systems, if allowed by code, as well as extra sleeping areas,” he said.

How has the housing market changed since this time last year? 2016 was a great year for home sales, and so far that momentum is continuing in 2017.
