Ray Kelly, Bill Bratton, Howard Safir, and the boss of Rikers Island, Bernard Kerik. Inside his personal circle, he worked closely with advisors, including Judy Nathan, Janet Reno, and powerful United States Attorney Carolyn Pokorny. The King Rudy, and his court not only changed the landscape of New York City, but changed how law, crime and politics worked across the United States.
THE POWER
When Rudy Giuliani ran for Mayor in 1992, his claim to fame was that as Us Attorney, he dismantled the five families of New York. As he ascended to power to become Mayor, in the shadows of downtown NYC, a secretive Mafia titan was setting out to rebuild the Genovese Crime Family. His name was Ali “Ali Shades” Mangano. Ali Shades had a vision for two things: a return to secrecy of the old school Mafia, and a legitimate stronghold inside the construction industry, as Manhattan went into twenty years of a building and real estate frenzy.

Judy Nathan The Operator Meets Giuliani at a cigar bar and becomes one of his trusted advisors and wife. Judy was a calming and calculating voice at Gracie Mansion and was known to raise millions behind the scenes to keep Rudy in power.
Ali “Ali Shades” Mangano
The Boss the most powerful mafioso that no one has ever heard Of. more cunning than John Gotti, and a better businessman than Paul Castellano and Vincent “The Chin” Gigante combined. Ali reinvented the Genovese Crime Family into the most powerful family in the US. He also created a legitimate stream of money inside NYC Construction. Ali had no cell phone, or in-person meetings, choosing to manage by proxy, allowing him to stay away from federal prosecutors his whole life.
The Tough Guy Bernie, as he was called, not only was the head of Corrections and Rikers Island but would ultimately become Giuliani’s main fixer, bodyguard, and finally against the advice of everyone The Chief of Police until his untimely firing under scandal.
The Front Debbie is the principal lawyer And operator of Mega Construction Inc. based in Brooklyn, NY. Debbie ran a massive construction company that was the front business for Ali Shades. With construction jobs in the five boroughs, the real estate portfolio alone was worth 300 million. The construction jobs reached over a billion dollars a year in gross receipts. Spread out through a network of Mafia owned and operated organizations.

A publishing magnate and power broker, Judy Regan was also very close inside the Giuliani corridors of power, a mistress to Bernie Kerik and a media advisor to the team. Judith wielded her connections in Manhattan social circles, and her hubris was her ultimate downfall.

Having rebuilt the Genovese Crime Family, Ali Shades instituted SOME new rules. #1you couldn’t own a cell phone. #2- upon induction into the family, you were gifted a brownstone in one of the five boroughs for family & job security. The last rule was a legitimate business to work at. Antonio owned & operated an environmental waste company, a big business for the family in NyC. Antonio was Ali’s eyes & ears on the streets. He was one of three people that talked to Ali, including his wife.
Carolyn Pokorny
The Prosecutor
As the lead US Attorney in NYC, Carolyn was a secret advisor to the Kingdom of Giuliani. She also kept a long-standing breakfast with the mayor every other day. Giuliani liked having a close relationship with the federal prosecutor, and was able to feed her cases and information that supported his power base. It was odd for any Mayor to have a relationship with the US Attorney. Still, Giuliani was different and saw that office as the defining moment in his career.

in a four-part documentary series and a scripted show in the vein of The Crown, or Succession, with the main storylines focusing on the power, corruption, and intrigue inside the corridors of influence of the Giuliani administration, the NYPD, and the rebuilding of the Genovese Crime
Family in New York City. This story will be immersed in the backdrop of the construction and real estate market that almost overnight exploded in building and investment.
